E-commerce has emerged through digital platforms and Internet construction as an important way to achieve low-carbon development in China. To evaluate the mitigation effect of e-commerce, this paper conducts a quasi-natural experiment in terms of the pilot policy of national e-commerce demonstration cities (NEDC) to explore the changes in CO 2 emissions of 270 cities from 2004 to 2017 in China. We also check the asymmetry, mechanism effects and heterogeneity. The results show that the treated cities reduce CO 2 emissions by 4.1% due to the NEDC pilot policy compared to the untreated cities. The estimated results pass the parallel trend test, robustness tests, and the Goodman-Bacon decomposition. Moreover, the NEDC pilot policy increases the CO 2 emissions of treated cities by promoting economic growth (scale effect), and decreases the carbon emissions of treated cities by upgrading the industrial structure (structural effect) and increasing the technological innovation level (technical effect). Furthermore, the CO 2 mitigation effects of the NEDC pilot policy are significantly concentrated in the higher quantiles. Finally, the NEDC pilot policy has significantly negative effects on CO 2 emissions in "postage-free regions," southern China, and cities with large e-commerce sales. Based on semi-structured interviews with key stakeholders in Nanhai, this paper adopts an analytical framework to examine how a combination of infrastructure-pull, supply-push and demand-pull initiatives implemented by a small district government in southern China were able to facilitate socio-technical transitions to the public transport decarbonization through the establishment of hydrogen refuelling infrastructures, the adoption of fuel cell electric vehicles (FCEVs), and the development of production network on FCEVs. With neither massive investment from the central government nor captive linkage with global automakers, Nanhai out-performs other automotive powerhouses in China by accounting for 9.85 percent of FCEVs and 4.59 percent of all operating hydrogen refuelling stations in China, despite its land area only accounting for 0.01 percent of the country. The provision of hydrogen infrastructures and other pro-active local government initiatives (including financial incentives) facilitate the development of a competitive regionalized production network of about 90 (privately-owned) fuel cell electric buses makers and parts suppliers around the Xianhu Hydrogen Valley in Nanhai. This finding enhances our understanding on effects of (local) state policies on the socio-technical transitions to public transport decarbonization and the long-term development of hydrogen economies in other countries. Abstract Theses on China's low-carbon economy focus on the driving forces of carbon emissions, energy–carbon efficiency, and the carbon–economy nexus. Meanwhile, comprehensive frameworks that assess China's green economy and also analyze its driving forces are lacking. This paper constructs a green productivity index based on the Global Malmquist–Luenberger productivity index to evaluate the development of the low-carbon economy in China. A panel vector auto-regression model is adopted to further analyze the endogenous interactions and dynamic relationships among aspects of the green economy and its influencing factors. Empirical results show that China has seen a balanced development of green economic growth in 2000–2016, achieved in a series of clear stages. To maintain the sustainable growth of the low-carbon economy in the future, China must rely more on technological progress. This research also makes some important discoveries that have not been found in previous studies: the impact of China's industrial structure and energy consumption structure on the green economy are short term, having a duration of impact of approximately four years. Finally, we provide an assessment of provincial green economy development and describe the corresponding policy implications. Reliable energy statistics serve as the foundation and starting point for understanding the climate policies of any country. As the most comprehensive sources of energy data for China, China Energy Statistics Yearbooks (ESY), published by the National Bureau of Statistics (NBS), underwent three major revisions since 2005. This paper analyzes how these three major revisions correspond to data on China's energy use from 1996 to 2012, and theirs impacts on CO 2 emissions, emission intensity and the share of non-fossil energy in total energy consumption, which are key indicators of China's climate policies. Some notable changes include CO 2 emissions for 2012, which increased by 594 Million tons – a figure equivalent to South Korea's annual emissions, which implies that China's emissions at peak level will be higher than previous estimation. Meanwhile, revised emission intensity data show a higher amount and lower decreasing rate, which means that China's achievements in decreasing emission intensity during 2005–2012 have been overestimated, while future difficulties for achieving the goal of 40–45% reduction will be greater. On the share of non-fossil fuel energy in China's total energy mix, the adjustments increased the indicator by 1.26%, reflecting the fact that China's effort in developing non-fossil energy had been underestimated. Discrepancies in reported scattered coal in different statistics versions are the main contributors to these changes. To further enhance the reliability of its energy statistics, and thereby its climate policies, China should remove incentives for misreporting through legal means, and make the technical system for data collection more comprehensive and accurate, with particular emphasis on scattered coal. Emerging economies like China, India, and Mexico are becoming the world's manufacturing leaders through the engagement in offshoring production activities. In achieving this status, however, they have met with difficult environmental issues. This paper features an analysis of industry-level panel data to examine the link between different offshoring tasks in China and carbon dioxide emissions. Through this analysis, the environmental effects of offshored production are addressed. Specifically an input–output model is presented, thereby quantifying offshored production tasks in China. The results show that iron and steel, nonferrous metals (IS) and chemicals (CH) generate the most carbon dioxide during production of processed goods. Additionally, electrical machinery (EM) and general machinery (GM) generate a higher amount of carbon dioxide during production of parts and components. The results also show that those industries characterized by higher energy consumption have higher carbon dioxide (CO 2 ) emissions induced by offshoring. Given these results, it seems that any solutions geared towards reducing the energy consumption of entire manufacturing industries would be useful. Furthermore, the results of the analyses presented here indicate that China would be responsible for working with developed countries to reduce carbon dioxide emissions through cooperative environmental regulation. A globalization perspective is adopted to offer unique insight into the environmental issues faced by China. The increasingly high frequency of heavy air pollution in most regions of China signals the urgent need for the transition to an environmentally friendly production performance by socioeconomic sectors for the sake of people's health and sustainable development. Focusing on CO 2 and major air pollutants, this paper presents a comprehensive environmental efficiency index based on evaluating the environmental efficiency of major socioeconomic sectors, including agriculture, power, industry, residential and transportation, at the province level in China in 2010 based on a slack-based measure DEA model with non-separable bad output and weights determined by the coefficient of variation method. In terms of the environment, 5, 16, 6, 7 and 4 provinces operated along the production frontier for the agricultural, power, industrial, residential and transportation sectors, respectively, in China in 2010, whereas Shanxi, Heilongjiang, Ningxia, Hubei and Yunnan showed lowest efficiency correspondingly. The comprehensive environmental efficiency index varied from 0.3863 to 0.9261 for 30 provinces in China, with a nationwide average of 0.6383 in 2010; Shanghai ranked at the top, and Shanxi was last. Regional disparities in environmental efficiency were identified. A more detailed inefficiency decomposition and benchmarking analysis provided insight for understanding the source of comprehensive environmental inefficiency and, more specifically, the reduction potential for CO 2 and air pollutants. In assuming its commitments to the reduction of CO 2 emissions, China is contributing great efforts to mitigate CO 2 emissions across its all economic sectors including construction industry. The Chinese construction industry is one of the main contributors to CO 2 emissions in China. This paper presents an empirical study on the CO 2 emissions in the Chinese construction industry across the period of 1995–2011. The input-output analysis method is employed for conducting the study. The data used for analysis are mainly collected from the world input-output database. The analysis results demonstrate that the CO 2 emissions in the Chinese construction industry increased by 388.7% from 1995 to 2011, reached to 3035.9 Mt in 2011. However, the carbon intensity in the construction industry decreased by 46.9% from 1995 to 2011, recorded as 0.00198 Mt/million dollars in 2011. The indirect CO 2 emissions were the majority of the construction CO 2 emissions, accounting for over 95% during 1995–2011. The process-based CO 2 emissions contributed 8.7%–12.6% of the total construction CO 2 emissions during 1995–2011. The electricity, gas and water supply industry, the other non-metallic mineral industry, and the basic metals and fabricated metal industry were the main contributors to the construction CO 2 emissions during 1995–2009. This study presents a comprehensive picture on the CO 2 emissions in the Chinese construction industry, which provides valuable references both to further study and to formulate more effective policies. As one of the largest energy consumers, the transport sector generated direct and indirect emissions which significantly affect the environment, accounting for approximately one-third of the total carbon emissions. While the major impacts are from transport energy use and emissions, very few studies attempted to examine the impacts from transport infrastructure, especially at a city or country level. This paper, taking Shenzhen in China (a fast developing megacity) as the case study, is specially designed to quantify the carbon footprint of the urban roads by using streamlined life cycle assessment method. For given years (ranged from 2004 to 2013), various activities of urban roads (e.g. newly planned road construction, maintenance of road in use, and road renovation and demolition) have been examined in this study. The results show that the total carbon footprint from urban roads in Shenzhen was 260 (±20) thousand tons CO 2 e in 2013. The major contributor was the materials use (embodied impact) from newly constructed roads, which accounts for 52.3% of the total carbon footprint, followed by the maintenance stage (24.3%). The eco-design process of road construction plays a vital role in achieving the effective carbon footprint reduction. These findings help to better understand the carbon footprint from urban roads in megacities, and provide useful inputs for policy making process in terms of identifying carbon reduction opportunities for the transport sector. To guide the adjustment of the electricity policies of the 13th Five-year Plan and the present market-oriented reforms, this paper performs a scenario analysis of the CO 2 emissions from China's electric power industry. By using a logarithmic linear equation to explain the relationship between CO 2 emissions and their influence factors, a hybrid model to forecast the “natural” development of the explanatory variables, and emission-relative data from 2001 to 2013 to estimate the equation parameters, five scenarios are designed, and the CO 2 emissions of each scenario are forecasted for the period of 2016–2030. On the basis of the modeling results, the sensitivity and contribution of each variable are also measured. Empirical analysis draws the following conclusions. (1) The electric power industry of China cannot easily reach its CO 2 emission peak before 2030. This will impose considerable pressure on the Chinese government to realize its emission mitigation target. (2) Compared with the non-fossil energy share in electricity generation, the CO 2 emissions from China's electric power industry are more sensitive to the changes in total electricity consumption and thermal power generation efficiency. (3) The increase in total electricity consumption is the single most important contributor to CO 2 emission growth from the electric power industry of China. (4) To mitigate future CO 2 emissions from the electric power industry, the Chinese government should optimize the industrial export structure and enhance its awareness of the increase in household electricity consumption. The 2015 Paris climate change negotiations represents the most ambitious worldwide effort to date to combat climate change. As the largest energy consumer and carbon emitter, China pledges 60–65% cut in carbon intensity below 2005 levels by 2030. To accelerate China's climate efforts, China has also committed to cap its primary energy use at 4.8 billion tons of coal equivalent in 2020. This paper proposes an equitable and efficient scheme to disaggregate this national goal among provinces. A three-step disaggregation procedure is proposed which takes into account the initial allocation, national redistribution and inter-provincial adjustment. First, this study allocates the incremental energy quota, taking 2010 as the base year. Second, part of the energy quota is set aside by the central government for redistribution purposes, while an incremental energy quota index comprising equity and efficiency criteria is used for initial allocation among provinces. Finally, historical efforts and inter-provincial energy flows are considered for inter-provincial adjustment. This disaggregation scheme is flexible and can be easily extended to allocation and management of other resource and environmental targets. The empirical findings can assist decision-makers in identifying which provinces are likely to over-consume the energy quota relative to the proposed allocation and which provinces are likely to perform better in energy conservation. Moreover, the results show that the energy cap set for 2020 is unachievable without further action. Market-based instruments, such as an energy allowance trading market, are strongly recommended to achieve the energy use target in an equitable and cost-effective manner. [ABSTRACT FROM AUTHOR]

This paper presented a coupled decomposition analysis of CO 2 emissions due to energy consumption in China. The logarithmic mean divisia index (LMDI) approach was adopted to decompose the driving factors of CO 2 emissions in eight sub-periods over 1995 to 2011. Decomposition and heterogeneity analyses of CO 2 emission over multiple spatial series were also conducted for the 29 provinces in China. Twelve driving factors in view of four categories of effects were decomposed. The results indicated that (a) driving directions of the factors were highly consistent. All the factors exhibited consistently positive and negative effects both spatially and temporally. Among these factors, the average labor productivity ( ALP ) was the dominant positive driving factor and energy intensity of production sector ( EIP ) was the dominant negative driving factor, (b) over multiple temporal scales, China experienced the largest energy-related CO 2 emission growth in the sub-periods during 2001–2003 and 2003 to 2005. Additionally, the change in the CO 2 emissions from 1997 to 1999 was negative, unlike the other 7 sub-periods, and (c) over multiple spatial scales, contribution values of the factors in different provinces varied significantly, where in general the positive driving effects outweighed the negative inhibiting effects. In total, CO 2 emissions in eastern provinces increased to the largest degrees, followed by central and western ones. It is suggested that China should coordinate and balance the relationships between economic development and CO 2 emission reduction, further decrease energy intensity of many production sectors, gradually adjust the economic and energy structures, and formulate CO 2 emission reduction policies to accommodate regional disparities. Transport is energy-intensive, and inevitably raises serious environmental concerns. This paper characterizes the Chinese transport service sector, which moves freight and passengers, using national official statistical data. A Streamlined life cycle assessment method is employed to address: (1) What proportions of carbon emissions generated at national level are due to road, air, water, rail and pipeline transport services and what key factors impact carbon emissions? (2) How may the process to dynamically quantify the carbon emission impact of the transport service sector be streamlined? Specifically, activities related to transport services in China are formed including transport modes, freight volume and passenger turnover volume, travel distance, and other aspects related to life cycle. The emissions factors corresponding to transport modes are derived from commercial databases (China-specific case studies). The results show that carbon emissions from the transport service sector has rapidly grown over the past few decades, closely corresponding with increases in annual turnover. The total impact in 2012 was estimated to be 3184 million tons. The impact caused by moving freight is as much as 8 times greater than passengers'. Road sector emissions dominate transport emissions with light duty trucks accounting for more than 70% of the impact. The potential carbon abatement strategy in China might be less than expected, if their carbon intensity maintains on this level. To summarize, the obtained results constitute a necessary base in order to accomplish an adequate dimensioning of emissions in the transport service sector. This study can be considered as an opportunity for further research and evaluate the available options for a sustainable transportation system planning in China.
