The pulp and paper industry accounts for approximately 5% of total industrial energy consumption and contributes 2% of direct carbon dioxide (CO 2 ) emissions from industries. World paper and paperboard demand and production are increasing significantly, leading to an increase in this sector's energy use and CO 2 emissions. Although current studies identify a wide range of energy-efficiency technologies that have already been commercialized for the pulp and paper industry, information is limited or scattered regarding new energy-efficiency technologies that are not yet fully commercialized. Development of emerging or advanced energy-efficiency technologies and their deployment in the market will be crucial for this industry's mid- and long-term energy saving and climate change mitigation strategies. This paper compiles available information on energy savings, environmental and other benefits, costs, and commercialization status for 25 emerging technologies to reduce the energy use and CO 2 emissions. The purpose is to provide a well-structured comprehensive review on these emerging energy-efficiency technologies for engineers, researchers, investors, policy makers, pulp and/or paper companies, and other interested parties. Abstract With fast development and urbanization, Chinese cities are facing several challenges including issues of environmental pollution, climate change, resource depletion and landfills shortage. Waste recycling is one effective way to respond these challenges. Under such a situation, this paper aims to evaluate energy saving and carbon reduction potential of recycling wastes by taking Shanghai, the biggest city in China, as a case study. Results show that 8.7 Mt standard coal (tce) and 16.81 Mt CO 2 could be reduced under current recycling system in Shanghai. And recycling of waste steel and nonferrous metals were the two dominant contributors, accounting for about 44% and 42% of energy saving, and 60% and 33% of CO 2 reduction, respectively. If the recycling rates of main recyclable wastes were improved to 100%, additional 6.44 Mt energy and 10.02 Mt CO 2 could be further saved, mainly from recycling waste glass, waste plastic and waste metals. Adoption of RPF (Refuse Plastic & paper Fuel) could further contribute to 1.24 Mt energy saving and 2.67 Mt CO 2 reduction. Finally, policy implications on establishing a mature recycling system and promoting RPF technologies are discussed, in which the potential on reducing total energy consumption and CO 2 emission of Shanghai can reach 6.6% and 4.9%, respectively. The energy crisis caused by climate change is the most significant challenge of the 21st century. Single-objective and multi-objective optimization studies for buildings often only consider the building itself, without considering the impacts of climate change. However, in the future, energy-efficient design and appropriate operating parameters will be crucial considerations in the face of global climate change. This paper aims to discuss the impact of climate change in the humid-hot region over the past 60 years on the energy consumption of office buildings and propose countermeasures. Firstly, the meteorological data of Guangzhou from 1960 to 2020 is statistically analyzed, and four typical meteorological years and corresponding air conditioning design days are established. Secondly, Energyplus is used to simulate the building's energy consumption, and the energy consumption factors are analyzed for sensitivity using jEplus. Finally, a multi-objective optimization is performed using jEPlus + EA with the Non-dominated Sorting Genetic Algorithm (NSGA-II). The results found that climate change led to a significant increase in the duration of high outdoor temperatures during summer. Specifically, the daily dry-bulb temperature for air conditioning design increased by 0.4–0.7 °C, and due to climate change, the energy consumption of the office building increased by about 4.6 %. The main factor affecting the cooling energy consumption in summer was the indoor cooling set point (8.29%–30%), infiltration air volume (1.0%–8.6%), fresh air volume (3.2%–16.06%), the glazing solar transmission rate (1.25%–9.0%), building orientation (0%–1.43%), and relatively small influence of envelope insulation performance. The operation scheme determined by multi-objective optimization can reduce the cooling energy consumption of the building by 10.6%–16.8%, which can mitigate the rise in energy consumption resulting from climate change to a greater extent. Abstract Railways are a rather efficient transport mean, and yet there is increasing interest in reducing their energy consumption and making them more sustainable in the current context of climate change. Many studies try to model, analyse and optimise the energy consumed by railways, and there is a wide diversity of methods, techniques and approaches regarding how to formulate and solve this problem. This paper aims to provide insight into this topic by reviewing up to 52 papers related to railways energy consumption. Two main areas are analysed: modelling techniques used to simulate train(s) movement and energy consumption, and optimisation methods used to achieve more efficient train circulations in railway networks. The most used methods in each case are briefly described and the main trends found are analysed. Furthermore, a statistical study has been carried out to recognise relationships between methods and optimisation variables. It was found that deterministic models based on the Davis equation are by far (85% of the papers reviewed) the most common in terms of modelling. As for optimisation, meta-heuristic methods are the preferred choice (57.8%), particularly Genetic Algorithms. Abstract Energy efficiency improvement is usually regarded as an effective way to decrease energy consumption and to fight climate change, but it also booms energy consumption through rebound effects. But the improvement of energy efficiency also has rebound effects, which increases energy consumption and emission. So this paper arms to capture the rebound effects of efficiency improvement by considering zero-cost breakthrough of energy efficiency and price jump of energy purchase. First, energy efficiency improvement, measured by zero-cost breakthrough of energy efficiency, stimulates energy consumption, but it may reduce the total emission. Second, both the direct and indirect rebound effects of energy efficiency improvement on energy consumption and environment are captured. Interestingly, jumping energy price decreases both the direct and indirect rebound effect. Finally, the result of the paper shows that restriction of individuals' entry or competition restriction moderates the rebound effects of energy efficiency improvement. The regional impact of climate change on heating and cooling demand is important to consider when designing optimal long-term energy policies. Several studies have addressed this issue, but either at a very aggregated level or without optimizing the whole energy system. The aims of this paper are to fill this gap in a generic way and to assess the impact of climate change on heating and cooling energy demands for residential and commercial sectors at the regional and nodal levels in the context of Chile's energy transition. We propose a methodology based on high resolution climate simulations for the Representative Concentration Pathways (RCP) RCP 2.6 and RCP 8.5 scenarios. First, a statistical analysis is performed to estimate the long-term trends of so-called heating and cooling degree-days and their impact on final regional energy demands. Then, demand pathways in the energy transition are assessed using a multi-sectoral energy planning model. Numerical experiments using data from Chile show an overall positive economic impact of climate change (limited to heating and cooling demands) for the energy system, with a significant decrease in heating demand compared to a limited increase in cooling requirements. For the RCP 8.5 scenario, cost reductions reach 2.1% of the total discounted system cost on the 2020-2050 period mainly due to a significant decrease of gas consumption for heating. Behaviour, practices and culture constitute a powerful human factor in the energy system; in particular the interactions between technologies, practices and norms lock individuals in to certain patterns of (often inefficient) energy use. Consequently, behaviour change has gained traction amongst policymakers as a key area of intervention given the impact energy-related behaviours have on climate change. Given the increasing emphasis within policy perspectives in the European Union, it is surprising that a gap in understanding of the success factors of behaviour change initiatives remains. This paper addresses this gap by identifying and characterising behaviour change initiatives across five European countries (the UK, Ireland, France, Italy, and Spain). The paper provides insights into the success factors and commonly encountered barriers to behaviour change initiatives. Initiatives are classified into 6 broad categories (community-based interventions; information and awareness based interventions; eco-districts; show-case events; energy switching; and smart-technology focused interventions). The results suggest that there are significant knowledge gaps between what is known to work to engage individuals in behavioural change and what is currently being applied in practice. An over-reliance on education and awareness-raising projects is evident, illustrating that such projects do not sufficiently aim for sustained behavioural changes. A dearth of projects incorporating fiscal measures, regulations or legislation to drive behaviour change reflects reluctance on behalf of decision-makers to engage widely with diverse approaches to foster lifestyle change. This paper contributes understandings of the different models and delivery tools employed to change energy-related behaviours; insights into the critical success factors that underpin best practice and the barriers to action; and a ‘what works in practice’ overview of the meaningful approaches to change behaviour. Cities are suggested as being the key level for shifts towards more sustainable modes of production and consumption. The building sector with its significant carbon footprint plays an important role in urban climate change adaptation strategies. Using the case study of Brisbane (Australia), the paper examines the place-specific contextualisation of green building transitions by analysing the co-evolution and interplay of building practices, policy making and involved actors. Drawing on theoretical approaches of Transition Studies and Evolutionary Economic Geography, we trace back and analyse policy and economic trajectories focusing on formative and hindering processes. The paper discusses ambivalent pathways and 'regime resistance' caused by local economic and political specificities. The analysis illustrates how crucial the continual support from both policy makers and industry actors can be when economic market mechanisms do not drive sustainability transitions. Policies targeting energy efficiency and renewable energy are sometimes viewed as more politically feasible than carbon pricing in pursuit of emission reduction goals. This paper assesses underlying drivers of energy policy development. These factors include economic, social, environmental, and institutional variables. The between estimator for panel data is an appropriate method for our focus on some exogenous variables that vary more across countries than over time. We find that larger oil reserves per capita have a negative relationship with renewable energy policy development. Education and political globalisation have strong positive relationships with both energy-efficiency and renewable-energy policy development. These results suggest that greater participation in global political groups can be an indirect approach toward energy policy development, in cases where direct and immediate policies are hard to implement. OECD countries have higher policy scores by 33 and 25 points in energy efficiency and renewable energy respectively. Abstract China transport energy consumption grows greatly along with dramatically escalated carbon dioxide emissions. Saving energy in transportation is requested for both reducing energy pressure intensity and decreasing relevant emissions. Large scale energy conservation and emission reduction are Chinese automotive industrys' fundamental objectives. This paper addresses a nonlinear hybrid fuzzy based proportional integral derivative (PID) control methodology to reduce the automobile fuel over-consumption and gases over-emission. After introducing the mathematical model of the automobile Pierburg mechatronic actuator of nonlinear character with parameter uncertainties, its angular displacement is controlled via the proposed PID-fuzzy logic control (FLC) approach. The outputs of the PID controller are the entries of the series-connected FLC. The hybrid topology merges the simplicity and robustness advantages of both the classical PID and the FLC methods respectively. The feedback controller, based on FLC technique, is designed to desirably maintain the angular displacement towards their desired reference values with possible least steady state errors. The proper steady state error elimination will lead to considerable gas emission reduction together with improved energy efficiency. Through Matlab/Simulink tools, the numerical simulations significantly illustrate that the hybrid PID-FLC technique can contribute efficiently in ameliorating the system dynamic behavior in presence of parameter uncertainties. Abstract Cities, the core of the global climate change mitigation and strategic low-carbon development, are shelters to more than half of the world population and responsible for three quarters of global energy consumption and greenhouse gas (GHG). This special volume (SV) provides a platform that promotes multi- and inter- disciplinary analyses and discussions on the climate change mitigation for cities. All papers are divided into four themes, including GHG emission inventory and accounting, climate change and urban sectors, climate change and sustainable development, and strategies and mitigation action plans. First, this SV provides methods for constructing emission inventory from both production and consumption perspectives. These methods are useful to improve the comprehensiveness and accuracy of carbon accounting for international cities. Second, the climate change affects urban sectors from various aspects; simultaneously, GHG emissions caused by activities in urban sectors affect the climate system. This SV focuses on mitigation policies and assessment of energy, transport, construction, and service sectors. Third, climate change mitigation of cities is closely connected to urban sustainable development. This SV explores the relationships between climate change mitigation with urbanization, ecosystems, air pollution, and extreme events. Fourth, climate change mitigation policies can be divided into two categories: quantity-based mechanism (e.g., carbon emission trading) and price-based mechanism (e.g., carbon tax). The Chinese government committed to reduce its national CO 2 emissions intensity by 40–45% until 2020 in response to climate change. This paper quantitatively evaluates the performance of CO 2 emissions reduction over the period 2005–2020 from the historical and prospective perspectives by using a combination of decomposition analysis and scenario analysis, aiming to provide suggestions about how to achieve the target in key emissions reduction fields. Unlike traditional index decomposition methods, this paper incorporates the total energy conversion efficiency effect into the model, and further decomposes it into a final energy mix effect and a final energy conversion efficiency effect by a multilevel decomposition procedure, allowing to measure the contributions of primary energy structure low-carbonization, the final energy mix electrification, and the energy conversion efficiency improvement. The results show that the carbon intensity could decline over the period 2005–2020 by 47.8%, 50.9%, 48.0%, 44.5% and 47.5% in the Business as Usual, S1, S2, S3 and S4 scenarios, respectively. This shows that the 40–45% target is very likely to be achieved. The final energy intensity effect is always the most important driving factor, causing carbon intensity to decrease by 24.0% and 22.1%, again respectively, from 2005–2012 to 2012–2020. Moreover, the energy conversion effect was another major driver during 2005–2012. The Chinese government needs to make more efforts to adjust the industrial structure, which could cause carbon intensity to decrease by 3.6% during 2012–2020, and to adjust the primary energy mix, which could cause carbon intensity to decrease by 7.1% during 2012–2020. In response to the challenge of climate change, personal carbon trading was put forward as a policy instrument to promote low carbon behavior in the household sector. To evaluate the effectiveness of this scheme, it is important to gain insight into the allowance trading and energy consumption behavior in a long emission commitment period. This paper proposes a dynamic programming model to investigate allowance trading and energy consumption. A main feature of the model is its consideration of allowance banking and borrowing activities. Ten simulated scenarios with different allowance prices, price volatility and carbon emission rates are discussed. The findings show that consumers would trade more actively when allowance price is volatile. It is also found that energy consumption and allowance trading will decrease when the carbon emission rate increases. Overall the analysis in this paper implies that personal carbon trading scheme would be an effective policy measure to change consumers' behavior. The building sector is considered as the biggest single contributor to world energy consumption and greenhouse gas emissions. Therefore, a good understanding of the nature and structure of energy use in buildings is crucial for establishing the adequate future energy and climate change policies. Availability of the updated data is becoming increasingly important in order to allow a rigorous analysis. In this paper, recent data on the world energy consumption in both residential and commercial buildings are reported. Past situation, current status and future trends are discussed and analyzed for selected countries. A breakdown of buildings energy consumption is realized in order to determine the influencing key parameters. A whole section of this paper is dedicated to give an overview of measures and policies adopted by different countries, allowing the monitoring, management and reduction of the energy consumption in buildings. Global warming, climate change, and resource depletion have forced us to reconsider energy usage and efficiencies over the last few decades. Residential and commercial buildings are both large energy consumers, so improving energy and material usage efficiency in this sector is a common research topic. According to a recent study, the Building Sector (BS) accounts for 40% of greenhouse gas emissions. The primary objective of this paper is to examine and assess the potential of Renewable Energy Systems (RES) and their combinations for enhancing energy efficiency in the BS. Specifically, the focus will be on converting low energy-efficient buildings into highly efficient ones. The potential of the RES and their combinations for the BS is evaluated based on payback durations, energy generation, and reduction of CO 2 emissions. The optimization flow charts for the RES, feasibility studies, commercialization road maps of energy storage systems and the necessity of control mechanisms for enhancing RES efficiency were discussed. Additionally, the technology drawbacks are discussed, along with various innovative techniques recommended to direct future study in this area. Policies on bioeconomy are some of the key emerging ones around the world to support sustainability in terms of using renewable resources. However, these may lead to significant demand for biomass feedstock which relies on limited resources, viz., water, land, and energy. The impact of climate change on water availability makes it more challenging. This paper demonstrates the analysis of the water, energy, and food resource nexus of a bioeconomy-based industrial complex and future climate change impact. The model structure consists of cultivation, crop processing, and urban sectors. Sugarcane is the major crop in the case study area and is the main bioeconomy crop. The results indicate that the average sugarcane yield will be lower than the minimum industrial goal for the 2020s and 2030s decades. Consequently, sugarcane feedstock shortage may often occur. The drought situation tends to be increased, so groundwater resources can be the main reserve source of water. In all improvement scenarios on water supply management, nexus energy used for water acquisition was mainly for groundwater acquisition. Direct energy use in the cultivation process is high and fossil fuels based, while most of the energy used in processing came from biomass waste. This implies that technologies for water acquisition will be more important in the future and should be developed in terms of energy efficiency and the aspect of promoting the usage of renewable energy to reduce greenhouse gases and fossil fuels use. The impact of climate change will cause significant fluctuations in the annual rainfall characteristics of the study area. An additional irrigation water supply of about 250 mm and expansion to cover more than 90% of the cultivation area should be considered to secure the minimum supply of sugarcane for the local biorefinery complex in the following decades. Cities are mainly responsible for greenhouse gas (GHG) emissions in the atmosphere and thus for climate change. The European Union (EU) set up a series of strategies and policies to facilitate the elaboration of climate change mitigation and adaptation of urban plans. To do this, it is necessary to measure the city's GHG emission level. The Urban Carbon Footprint (UCF) and its derivation, the Relative Carbon Footprint (RCF), represent the most appropriate tools for obtaining this important information. The present paper applies these indicators to a small city (150 000 inhabitants) located in Southern Italy, a novelty for academic studies, which usually concentrate on megacities. The study focuses only on CO 2 emissions, as these represent 90% of the total GHGs released in urban areas. The findings showed that in 2015 the total UCF was equal to 288 ktCO 2 , specifically deriving from electricity and natural gas consumption. Moreover, Residential, Industry and Tertiary are the most carbon-intensive economic sectors. The RCF was equal to 0.30; the city emission levels were lower than the national average. Therefore, the municipality represents a typical “net-consumer” community, dominated by homes with territorial emissions due to consumption and characterized by a low number of industries and an average income per capita that is 50% lower than the national one. Starting from these results, the study proposed an urban action plan according to the EU mitigation and adaptation policies. This plan could help the local government improve its environmental sustainability, even if more public city-level data is required for a more comprehensive analysis. Finally, it would be more appropriate for all actions to be aligned under a unique policy process to seize the opportunity to link the various local intervention policies from different fields, taking into account their existing funding, tools, processes, and resources. In order to achieve the targets underlined in the European Strategy for climate change and energy efficiency, the so called 20-20-20 package, the European Commission launched the Covenant of Mayors to endorse and support the efforts deployed by local authorities in the implementation of sustainable energy plans, and at the same time contribute to greenhouse gases emissions mitigation. This paper explores how the Covenant of Mayors (CoM) has been adopted in Portugal, and which type of measures are being defined and implemented by the municipalities. For that, all Sustainable Energy Action Plan (SEAP) submitted by Portuguese municipalities (124) have been examined, for which a detailed analysis was performed, including the Baseline Emission Inventory (70, i.e., around 50%). The municipalities that submitted SEAP cover 60% of the total population of the country because the main urban centres are a part of the 30% that have signed the CoM. Most common measures are related with changes on behaviour and infrastructure related to energy (such as renewable energies, energy efficiency in buildings, public lighting, etc.), waste and transport (for example optimization of: transport infrastructures, used vehicles and road operations). Public lighting is one of the energy measures present in all submitted SEAP, which plays a key role in energy consumption, reaching values of upwards of 12%, particularly in coastal areas due to higher population density and urban residential areas. The transition towards low-carbon economy requires a number of specific actions by a multiplicity of actors in order to reduce greenhouse gas (GHG) emissions, entailing energy efficiency, production of energy from renewable resources as well as the diffusion of more sustainable production and consumption patterns. Among the actors, local authorities can play a leading role for climate action. However, properly accounting for GHG emissions at local scale and identifying actions for GHG reduction are still an open challenge in many contexts. In this paper, we propose a method for GHG emissions accounting to support the identification of proper actions to achieve GHG reduction targets. The method widens the classical production-based approach to accounting, by proposing an extension of the accounting to three main areas: waste management and recycling, consumption patterns, and local land management. Life cycle thinking is applied as methodological basis for such extension. To illustrate the benefit of the proposed approach, the method has been applied to 16 municipalities (in Northern Italy), which were signatories of the Covenant of Mayors (CoM) initiative. CoM is a European initiative by which local authorities voluntarily commit to reduce their GHG emissions through the implementation of Sustainable Energy Action Plans. A comparison of the emission profile of the different municipalities helps identifying common patterns and local peculiarities to be addressed to achieve the reduction target. For the analysed case studies, the biggest contribution to GHG emissions comes from the consumption of the natural gas and electricity by the household sector. Emissions from waste generation play a minor role in the selected case studies. However, the inclusion of avoided emissions coming from waste recycling highlights the reduction potential if an appropriate waste management system is in place. Consumption patterns, as well, may play a relevant role. For example, assessing GHG emissions related to food consumption on top of those due to other drivers, the total municipal emissions change by increasing for an average of 22.6% for the selected case studies. Moreover, local land use planning and management should be included in the assessment, being crucial not only for the emissions uptake but also for climate mitigation and adaptation. The proposed approach to GHG accounting, including consumption-based aspects, may help identifying a wider set of climate actions to be implemented by local authorities to reduce environmental burdens. Over the recent decades, there has been an increasing focus on energy-efficient operation of vessels. It has become part of the political agenda, where regulation is the main driver, but the maritime industry itself has also been driven towards more energy-efficient operation of the vessels, due to increasing fuel costs. Improving the energy efficiency on board vessels is not only a technical issue - factors such as awareness of the problem, knowledge skills and motivation are also important parameters that must be considered. The paper shows how training in energy-efficient operation and awareness can affect the energy consumption of vessels. The study is based on navigational, full-mission simulator tests conducted at the International Maritime Academy SIMAC. A full-mission simulator is an image of the world allowing the students to obtain skills through learning-by-doing in a safe environment. Human factors and technical issues were included and the test sessions consisted of a combination of practical simulator exercises and reflection workshops. The result of the simulator tests showed that a combination of installing technical equipment and raising awareness - making room for reflections-on and in-action - has a positive effect on energy consumption. In response to concerns related to climate change, and an attempt to encourage more sustainable behavior, individuals are often provided with information on greenhouse gas emissions (GHGs) of consumer items, such as personal vehicles. Currently in the US, information on vehicle efficiency is provided as grams of carbon dioxide (CO 2 ) per mile. Previous research presenting CO 2 as a mass and testing willingness-to-pay through Discrete Choice Experiment has found that such information can influence vehicle choice. However, other research has questioned whether how this information is presented might affect choice. That research argues that CO 2 emission information generally lacks contextualization that allows for interpretation. As well, it argues that the type of contextualization may affect choices. That research though did not test willingness-to-pay and the strength of its influence is not clear. In addition, research exists that argues that using pro-social, as opposed to financial, contextualization might be more influential on people’s choices. Thus, the purpose of this paper is to build on these previous findings on how CO 2 emissions are presented to determine whether changing how that information impacts vehicle choice with a Discrete Choice Experiment of vehicle choice analyzed using latent class modeling. No previous study has so robustly studied the influence that different framings might have on vehicle purchase. Five different methods of presenting CO 2 information are tested in this experiment: CO 2 emissions as grams per mile (current method), CO 2 emissions as pounds per year (consistent imperial units), CO 2 emissions as tons per year (yearly contextualization), an annual tax on CO 2 (yearly financial contextualization), and CO 2 as a percentage of the 2025 US EPA reduction target of 26% from 2005 levels (social goal contextualization). Climate change, environmental problems and consequent ecological damages due to excessive consumption of resources and to the continuing human population growth of more than 80,000,000 net increase per year, have damaged and continue to accelerate the devastation of numerous ecosystems. These changes have brought significant harm to humans and are imposing high costs on societal maintenance and development. In that context, low/no-fossil carbon transformations and improved material’s and energy efficiency are crucial elements for reconciling human activities with sustainable societal development, which is built upon vibrant and sustainable ecosystems. The urgently needed changes are bound to be difficult to make due to the perceived contradictions between low/no-fossil-carbon systems and sustainable and economically vibrant societies. This Special Volume (SV) is comprised of thirty-three articles, which mainly focus on investigations of low/no-fossil carbon transformations in countries, regions, industries and enterprises. Some authors provided insights of ways to proceed based upon new research and development (R&D), evaluations of specific low/no-fossil carbon technologies and lessons learned from policy simulations and analyses of potential post-fossil carbon societies. This SV introductory article contains an overview of the content of the articles divided into five topics: (a) low/no-fossil carbon transformations within industrial sectors, (b) regional planning and low/no-fossil carbon developments, (c) multi-regional, low/no-fossil carbon economies, (d) specific low-fossil carbon technologies, and (e) low/no-fossil carbon policy results. Given the extensive coverage of low/no-fossil carbon transformations, the papers on mechanisms and pathways are clearly the most important contributions of this SV. The researchers focused broadly on ways to address two objectives: (a) To characterize the main factors catalyzing high-fossil carbon development and (b) To accelerate the transition to low/no fossil carbon societies. Some authors focused upon new, low/no-fossil carbon development and planning in different countries and regions, while others focused upon ways to make changes within energy-intensive industries. Additionally, some authors reported on progress in the evaluation of the effectiveness of specific low/no-fossil-carbon technologies and in the design and implementation of low/no-fossil carbon policies. The findings and recommendations of the authors are positive and encouraging. However, it is clear, that there are many additional research, policy and educational challenges, which must be solved, to establish and support systems to guide and to monitor the transformations to sustainable, equitable, livable, low/post-fossil carbon societies. Climate change which is induced from energy consumption and CO 2 emissions has got people's attention; hence, many strategies and ways are being adopted to mitigate CO 2 emissions. Energy substitution is crucial to the promotion of energy conservation and CO 2 emissions reduction. The purpose of this paper is to estimate both inter-factor and inter-fuel substitution in China's iron & steel industry during the period 1985–2011. Empirical results show several conclusions for China's iron & steel industry: (1) own-price elasticity of energy is negative, so increase in energy price will reduce energy input; (2) energy and capital, and energy and labor are substitutes, and the substitution in energy/capital is relatively stronger; (3) though coal, oil and electricity are also substitutes, the substitution effect is not so obvious because of pricing distortions in China. The driving forces of energy efficiency change are further discussed and the results show that technology progress is the key factor determining energy intensity. Therefore, market-oriented reforms in terms of energy prices, improvement in energy substitution (including inter-factor and inter-fuel substation) and promotion of energy saving technologies are important means for ensuring future energy conservation and CO 2 emissions reduction practices in China's iron & steel sector. There are many opportunities for consumers to design their lives more sustainably. While a rapidly growing body of literature has investigated how consumers can reduce carbon footprints in key consumption areas, such as food, housing and mobility, an overall framework that allows structuring those options across all consumption areas is still missing. Hence, this paper presents a novel and systematic framework to identify improvement options that promote climate change mitigation and structure them based on their primary mode of impact on GHG emissions. The framework targets consumer practices and focuses on ambitious, but technically and socioeconomically feasible strategies for consumers to lower their carbon footprint. Four major categories for reducing consumption-based emissions form the basic framework, which are then subdivided into behavioural strategies and sub-strategies. The practical application of the framework is illustrated by using food consumption as an example. Systematically identifying improvement options can advance a holistic understanding of the range of behavioural strategies targeting consumer choices that operate at different stages in the supply chain. Decreasing household size is a global trend, driven by urbanization and multiple other socioeconomic trends. Going solo poses a great environmental challenge, as the possibility to benefit from scale economies in consumption and its greenhouse gas impacts is not taken advantage of. In other words, understanding of intra-household sharing patterns of different consumption categories is increasingly important in climate change mitigation. This paper explores the relationship between household sizes, urban structures, and greenhouse gas impacts of lifestyles. When urban areas grow outwards, the household sizes also grow. As a result of this, the increase in intra-household sharing seems to alleviate the negative GHG implications of urban sprawl, which is highly logical but yet not comprehended. Thus, the rise of collaborative consumption offers potential to reduce the greenhouse gas emissions of solo dwellers, and compensate for the lower intra-household sharing with inter-household sharing. This paper explores the underlying development outcomes and cumulative emissions trajectories of 20 middle-income countries from Eastern Europe, Latin America, North Africa and South Asia. First, well-being outcomes are assessed, defined in terms of access to education, democratic and legal rights, and the infrastructures that support physical health. Second, emissions trajectories are estimated to 2050, taking into account current trends in energy consumption and carbon intensity, a likely start-date for stringent climate policy arising from the Paris Agreement (2020), and maximum feasible rates of mitigation. Comparing these estimates to a per capita allocation from the global carbon budget associated with 2 °C, ten countries have low-carbon development trends that will not exceed their allocation. Of these, Costa Rica and Uruguay are achieving very high well-being outcomes, while many more are delivering good outcomes in at least two domains of human need. However, most are seriously deficient in terms of social well-being (education, democratic and legal rights). These results call into question the socio-economic convergence of developing countries with industrialised countries; but they also reaffirm the low-emissions cost of extending good infrastructure access and physical health outcomes to all, demonstrated by the existence of multiple countries that continue to avoid carbon-intensive development. In the fight against global climate change, improving energy efficiency and reducing related emissions are critical to mitigating sustainability issues such as global warming. In this regard, technological progress is known to improve energy efficiency and reduce related emissions. However, previous sustainability studies on Africa have paid less attention to energy and emission efficiency convergence among countries, along with the contribution of technological progress to the continent's sustainability. Accordingly, this paper develops a novel framework that assesses energy and emission efficiency convergence, gauges technology inequality, identifies the barriers to technology diffusion, and explores the factors influencing energy and emission efficiency convergence in Africa. The proposed framework incorporates Data Envelopment Analysis (DEA), several economic convergence concepts, a K-means clustering model, the concept of efficiency Gini coefficient, and a group-based inequality decomposition method. We empirically covered 39 African countries from 2006 to 2018. The results show that African countries are, on average, 71.1% energy efficient and 65.3% CO 2 emission efficient, leaving more room for energy saving and emissions reduction. Second, there is strong evidence of convergence in energy and emission efficiencies in Africa. Third, despite the observed convergence process, there is significant heterogeneity between two research groups (i.e., low-and high-efficiency groups of countries) in terms of energy and emission efficiencies, with persistent technology inequality suggesting a lower contribution of environmental technological advancements to the continent's sustainability. Furthermore, cross-group inequality is the primary barrier to technology diffusion. Fourth, regional cooperation accelerates the convergence process in the two efficiency indicators. While economic development, industrial structure, and renewable energy consumption (REC) tend to favor energy and emission efficiency growth, rising foreign direct investment (FDI) and energy prices have a negative impact. Meanwhile, the effects of energy prices, FDI, and REC on emission efficiency are insignificant. Circular economy principles can lead to a series of opportunities to tackle climate change, particularly in cities of developing countries where the generation of waste, consumption and demand for energy is growing rapidly. This paper aims to advance the understanding of the expansion of circularity for tackling climate change using biomass for energy at the urban scale. In addition, little is known about how Circular Economy (CE) flows can be quantitatively integrated, what potential trade-offs exist in promoting Circular Economy using biomass, and how governance models can integrate these flows and contribute to a Circular Economy transition in cities. Based on an empirical study of a city in India, where the private sector participation through an innovative Public-Private Partnership (PPP) model enabled the use of urban wastewater in thermal power plants, the study presents the viability of Circular Economy models at the city scale. The feasibility of a further expansion of this circularity by co-firing biomass in local thermal power plants was analyzed, as a potential solution for reducing pollution and carbon emissions in a hard-to-abate sector. The result indicated an average 20.5 MJ kg−1 calorific value for torrefied mixed biomass pellets from crop residues, which, if applied to about 447 kt y−1 surplus biomass available in Nagpur would amount to 9.18 PJ of energy (per year). Overall, local power plants demanded about 19.85 Mt of coal in 2017–18, equivalent to 297.8 PJ in that fiscal year. Thus, the supply of torrefied pellets from peri-urban crop residues can meet between 2 and 3% of the demand from coal-fired power plants, resulting in a 0.3% decrease in the emissions from the power sector in India in 2017–18 (i.e., 922 MtCO 2), benefiting different sectors and levels of government. The analysis provides a framework for understanding the technical and institutional possibilities for strengthening the relationship between circular economy and climate change in the cities of developing countries by connecting flows and systems within and beyond urban centers. Therefore, the expansion of Circular Economy in cities can occur by integrating urban sectors and policy coordination at different levels of governance. Partnerships between local governments, utilities, and civil society for co-managing energy, water, and waste in cities can reduce the financial burden on national governments, including meeting national emission targets. Production of mature oil fields emits significant amount of CO 2 related to circulation and handling of large volumes of gas and water. This can be reduced either by (1) using a low-carbon energy source and/or (2) reducing the volumes of the non-hydrocarbon produced/injected fluids. This paper describes how improved oil recovery techniques can be designed to reduce CO 2 intensity (kgCO 2 /bbl oil) of oil production by efficient use of the injectants. It is shown that CO 2 emissions associated with injection of chemicals is strongly influenced by water cut at the start of the project, extent of the water cut reduction, and chemical utilization factor defined as the volume of produced oil per mass or volume of the injectant. As an example, for the oil field considered in this study, 3–8% reduction in water cut can result in 50–80% reduction in its CO 2 intensity. In addition to the incremental oil production with lower CO 2 intensity, the earlier implementation of enhanced oil recovery methods can extend the lifetime of the mature fields if carbon emission cut-offs are applied. In case of CO 2 enhanced oil recovery (EOR), the large storage potential for CO 2 can significantly reduce the overall CO 2 emissions of oil, albeit at a large energetic cost. For CO 2 EOR using CO 2 captured from gas power plants, improving the utilization factor from 2 bbl/tCO 2 to 4 bbl/tCO 2 can reduce the CO 2 intensity of the produced oil from 120 kgCO 2 /bbl to 80 kgCO 2 /bbl (33% reduction). The design of low-carbon energy systems towards sustainable cities requires correctly quantifying uncertainties in future climate variations, since they affect both energy demand of urban cities and energy system performance. However, quantifying climate uncertainties is challenging due to the stochastic and unpredictable nature of future climate events. This paper develops a novel and general framework to quantify climate uncertainties for urban energy system design using scenario-based stochastic optimization. Climate models are coupled with building performance simulation to generate scenarios for uncertainty quantification and energy system optimization. We apply this optimization framework to US cities for demonstration. We find that climate uncertainties in renewable generation and energy demand can lead to significant performance differences in urban energy systems. Neglecting climate uncertainties results in an optimistic energy system; however, it is unable to provide stable power supply to urban cities. Moreover, we observe that maintaining a certain degree of grid integration is beneficial for urban energy systems and can alleviate the economic burden of urban cities. Finally, we provide some valuable insights on urban energy systems for system designer and policymakers. The designers should fully consider uncertainties associated with various climate events during system design and deploy proper backup systems in case of contingency. The policymakers should thoroughly account for climate uncertainties and their resulting costs when stipulating energy policies for promoting low-carbon energy systems. The 2015 Paris climate change negotiations represents the most ambitious worldwide effort to date to combat climate change. As the largest energy consumer and carbon emitter, China pledges 60–65% cut in carbon intensity below 2005 levels by 2030. To accelerate China's climate efforts, China has also committed to cap its primary energy use at 4.8 billion tons of coal equivalent in 2020. This paper proposes an equitable and efficient scheme to disaggregate this national goal among provinces. A three-step disaggregation procedure is proposed which takes into account the initial allocation, national redistribution and inter-provincial adjustment. First, this study allocates the incremental energy quota, taking 2010 as the base year. Second, part of the energy quota is set aside by the central government for redistribution purposes, while an incremental energy quota index comprising equity and efficiency criteria is used for initial allocation among provinces. Finally, historical efforts and inter-provincial energy flows are considered for inter-provincial adjustment. This disaggregation scheme is flexible and can be easily extended to allocation and management of other resource and environmental targets. The empirical findings can assist decision-makers in identifying which provinces are likely to over-consume the energy quota relative to the proposed allocation and which provinces are likely to perform better in energy conservation. Moreover, the results show that the energy cap set for 2020 is unachievable without further action. As economies in the European Union are ultimately driven by the final consumption of citizens, policy makers need proper indicators to monitor the environmental impacts associated with this consumption. These indicators can be constructed using two different approaches, each having their strengths and limitations. The top-down approach is based on environmentally extended input–output analysis and quantifies the environmental impacts of product groups and services provided by industrial sectors. The bottom-up approach is based on Life Cycle Assessment and quantifies the environmental impacts of a selection of representative products. The bottom-up approach has already been used by the European Commission's Joint Research Centre to calculate the impacts of the final consumption per capita in the European Union in 2006. In this paper, we calculated these impacts through a top-down approach, using the Exiobase database. The covered household activities are food, consumer goods, mobility, shelter and services. The goal was to calculate all the impact categories recommended by the International Reference Life Cycle Data handbook, and compare both approaches. However, the categories ionizing radiation, toxicity and abiotic resource depletion could not be included, as some relevant emissions and resources are not available in Exiobase. To study more profoundly the impact on natural resources, we added the Cumulative Exergy Extraction From the Natural Environment to the impact assessment. When comparing both approaches, it can be concluded that there is a considerable shift in the results. Energy performance certificate databases are a key tool for mapping national building stock and thus fostering greater overall energy efficiency. This paper presents an insight into the energy performance of residential and tertiary sector buildings in Spain, through an analysis of the first 129,635 energy performance certificates issued for existing buildings, collected by the Catalan Institute of Energy. Most of the residential buildings or building units that were studied were “E” class (53.6%). Single-family houses were found to use more energy on average (248.0 kWh p /m 2 ) than individual dwellings (183.2 kWh p /m 2 ). Tertiary sector buildings were found to have slightly better energy performance (26.4% of buildings were rated “D class”), with an average energy consumption of 317.8 kWh p /m 2 . Modern buildings consume less energy, as they must meet the higher energy performance requirements stated in thermal building regulations. Residential buildings or building units located in hotter climate zones consume slightly less energy than those located in colder zones, mainly because heating accounts for a high percentage of overall energy expenditure (70–75% in residential buildings). A significant proportion of the energy consumed in tertiary sector buildings is for lighting (37.2%). This research defines the current energy consumption baseline of existing buildings in Spain. The results can help to prioritize energy conservation efforts according to building type, construction period, climate zone and specific end-uses. In the context of building a sustainable future by reducing fossil energy consumption with the objective of minimizing detrimental climate change, particular attention was given to minimizing the complexity, energy consumption and environmental impact of microstructures manufacturing. In this work a new fast-fabrication process for microelectromechanical systems is presented. The name of this new fabrication process is KISSES for Keep It Short, Simple and Environmentally Sustainable . Combining classical deposition techniques (with common metals and polymers and with less common materials such as tree resins, paper and glue), release techniques and a computer numerical control cutting machine, a two-dimensional fabrication process has been developed and the first steps of three-dimensional microfabrication have also been initiated. In order to test this new process, various test structures have been fabricated and tested. These include resonant structures with electronic actuation and electronic measurement, having good quality factors for plastic-based devices, and high-resolution masks (∼10 μm) which can be used, for example, for screen-printing techniques. Finally, a temperature sensor and a viscosity sensor have been designed, fabricated with the KISSES process and characterized. These devices exhibit, respectively, a limit of detection of 0.112 °C and a viscosity estimation error of less than 10% for viscous silicone oils from 5 cP to 50 cP. These characterizations of the microdevices show that the proposed process provides a simple method that is capable of fabricating devices that function with high performance. As cities expand and environmental challenges multiply, linear relations between resource consumption and waste need to be broken, with outputs cycled back as inputs. Twenty years of industrial symbiosis research has provided ample evidence and experience how to close material and energy cycles in industrial systems. The more recent urban symbiosis literature develops a similar perspective and experience on closing waste–resource cycles for a different social system: cities. An urban symbiosis analysis on how to close urban waste–resource cycles has to focus on geographical boundaries, local partnerships, and policy interventions. In conducting a detailed case study of Rotterdam Energy Approach and Planning (REAP), this paper aims to identify how urban actors, notably local authorities, can facilitate improved urban resource management to mitigate climate change. REAP incorporates energy and water reuse in an urban area, using by-products as resources in different urban functions. It is coordinated by Rotterdam's local authority, in partnership with architects and academic institutions in its design, and housing corporations and energy companies in its implementation. The methodology to assess REAP includes a review of policy documents, site visits and in-depth interviews. This study revealed the central role of local authorities in governing urban symbiosis projects like REAP; the need for increased private-sector participation in the design stage of such projects; and the necessity to encourage dialogue, learning and flexibility in the governance of urban resource management. Low carbon manufacturing is of growing importance due to the severity of energy shortage and increasing energy costs, as well as a series of environmental problems, i.e., climate change and global warming. This paper investigates the potential of process parameter optimization to minimize carbon emissions during machine processing. A process model of CNC machining is first presented to scope the system boundaries for energy footprint and process efficiency. A multi-objective optimization model is then proposed to explore the impact of cutting speed and feed rate on carbon emissions and processing time. Forest fires due to pine needles in the northwestern Himalayas during summers are a very common phenomenon every year causing major harm to flora and fauna. They are a major contributor to climate change as forest fires destroy hectares of land covered by forest and emit greenhouse gases in the atmosphere. One possible solution to this problem is to generate energy from the bio residue of pine tree. This paper intends to identify, categorize and prioritize the major factors that hinders and are barriers to energy generation using pine needles in the state of Uttarakhand, India. This paper adopts a multi-criteria decision-making approach based on the technique of fuzzy Analytical Hierarchy Process. Sensitivity analysis is also used to test the robustness of this technique. The study finds that Legal and regulatory factors are the most critical and categorized as major influences of such renewable energy generation project, which includes government policy, project guidelines, financial support, technical support, and government clearances. The second barrier is economic which majorly includes cost factor associated with the development and sustenance of such energy generation projects. Technological and market related factors are next on the priority to energy generation using pine needles through limitations such as topography, hilly terrain, seasonal availability, supply chain, poor marketing. Human resource barriers stands at the fifth place and has less influence on such energy generation initiatives. Climate change, natural resource depletion and waste problems reveal the importance of natural resource saving. Resource-saving behaviour is necessary in order to enhance energy and water efficiency. By applying various theories of pro-environmental behaviour, researchers have recommended the main tools, such as financial, social and informational for the promotion of this behaviour. However, none of those works explored the impact of the proposed tools on the resource-saving behaviour. Therefore, this study showed the most effective tools, which can be regarded as the most important for policymakers. Furthermore, considering statements about the current level in respect of these tools, the aim of this study was to analyse the influence of declared financial, social and informational tools and real situations on resource-saving behaviour. Using data of the survey performed in Lithuania at the beginning of 2020, and by applying a new theory defined as "Assumptions and reflections of real situations", the results revealed that according to citizens' opinion, only the informational tool significantly determined the resource-saving behaviour. Social and financial tools had insignificant impact on this behaviour. However, the current level in respect of social and informational tools significantly affected resource-saving behaviour. Considering the financial tool, the results showed that only the money-saving aspect significantly determined resource-saving behaviour. A high price of resources did not motivate people to save natural resources. Therefore, this paper provided practical insights how effectively promote the resource-saving behaviour. Abstract: There is widespread concern that the ‘economy is crashing against the Earth’, already causing problems in terms of climate change, water depletion and loss of biodiversity. Yet, the global economy still will have to grow two- to four-fold to provide all future global inhabitants with the average yearly income of $10,000 that is needed to have a reasonable life expectancy and human development index. Rio+20 was intended to reconcile the need for poverty eradication with a green economy, but had limited perceived success. This paper analyses how some of the major international sustainability programs that contributed to Rio+20 could have supported a more far-reaching outcome. Two problems are identified: the programs showed significant overlap, and the programs themselves were often incremental in nature, seeking compromises and avoiding more radical approaches such as the ‘degrowth agenda’. To address the first problem, we suggest how a natural process of mutual collaboration, learning and strengthening could occur: the UN Green Economy Initiative could focus on providing the socio-economic rationale for sustainability; bodies like the IPCC and the UNEP Resources Panel could focus on providing the environmental rationale and planetary limits related to sustainability; programs in the field of sustainable consumption and production as well as resource-efficient and cleaner production could focus on providing hands-on support and proof of how to change direction. There seems no clear-cut answer for the second problem. Some authors suggest relying more on action outside formal policy systems that, by nature, seek compromises. However, they also see a required role for government action, which is exactly what Rio+20 and its supportive policy programs failed to achieve and negotiate. [Copyright &y& Elsevier]

Abstract: Climate change related risks are likely to be addressed, where not already, by new governmental regulations, such as the EU Emission Trading System, carbon taxes, new building codes and energy efficiency standards. However, a gap exists between contemporary research into and knowledge of sustainability embedded carbon accounting and application of these techniques by practitioners. This research addresses the gap between ‘knowledge generation’ of sustainability embedded carbon accounting instruments (research) and sustainability embedded carbon accounting ‘knowledge application’ through use of tools (practice) by examining their relationship, the characteristics of the gap, investigating who can change the current relationship, what changes are feasible in the near and medium terms, and how these changes can best be introduced to forge ahead with cleaner production. Accountants in academe as ‘knowledge generators’ have been vociferous in their calls for accountants in practice to use their professional strengths as appliers of instruments to manage the impacts of business on the environment and the environment on cleaner production by business. For many, carbon is the face of sustainability and the accounting for carbon a method of participating in the sustainability agenda, yet prior research indicates that accountants in practice have been slow to engage with climate change and carbon issues being forced upon them by the environmental crisis. Empirical evidence from a survey of professional accounting firms in South Australia finds that many accounting tools related to sustainability developed by academics are ignored and need greater promotion, yet the results also suggest that, unexpectedly, practitioners apply some ‘knowledge’ tools promoted by researchers confirming that a gap between academics and practitioners exists. The paper concludes that increased collaboration between academic accounting and professional practice will be the only way for evolution of the relationship between research and practice of sustainability embedded carbon accounting in order to forge ahead towards cleaner production. The mitigation of climate change is the main issue for environmental policymakers. A large number of authors analysed the impact of various factors on greenhouse gas (GHG) emissions. In this paper, we proposed a multiplicative approach to use 2- and 3-way interactions simultaneously in order to analyse the effects of energy efficiency, renewable energy and sector mix as the moderators that shape the economic activity – environmental degradation nexus. The results encompassing global panel data show that the turning point increased from 1990 to 1995 to 2002–2007 and decreased afterwards. Considering the analysis of moderators, a high share of agriculture and industry sectors make the curve flat with a positive slope and a high level of economic activity was associated with more GHG emissions with no turning point. The marginal effect of energy efficiency to reduce the negative impact of agriculture and industry sectors was growing. Meanwhile, the marginal effect of renewables to reduce the negative impact of agriculture and industry sectors was diminishing. Service sector and energy efficiency, service sector and renewables worked as the substituting forces reducing GHG emissions with a diminishing marginal rate of substitution. Therefore, this study confirms that the economic activity – environmental degradation relationship is very complex and further studies should consider the role of the moderators of this nexus. Abstract: This paper questions the long-held paradigm of consumers'' rationality as well as its corresponding policy tool, the supply of information. Theoretical considerations as well as empirical evidence from a research on residential energy consumption in Belgium show that both environmental information – namely on climate change – and customised advice to save energy at home are neither just taken in as such by consumers nor translated into corresponding practices. In consumerist societies, practice compartmentalisation and moods are indeed normalised mechanisms for not adopting ‘green’ lifestyles that would threaten social normality as defined in valued networks. Global warming and climate change have become a common concern to all countries in recent years. As an industrial sector with high energy consumption, the construction sector is facing enormous pressure to reduce carbon emissions. Given the continuous integration of the world economy, the construction sector in each country has extensive linkages with other sectors and countries. By using a multi-regional input–output (MRIO) model and hypothetical extraction method (HEM), this paper aims to further decompose the CO 2 emission linkages of the global construction sector from consumption-based and production-based perspectives in order to identify the key sectors and regions related to global trade. Based on data from the World Input–Output Database from 1995 to 2009, the results indicate that the average internationalization ratios of the net backward linkage and the net forward linkage of the global construction sector increased from 37% to 46% and from 16% to 20%, respectively. The global construction sector mainly imported CO 2 emissions from secondary industry and the transportation industry. The construction sector exported small amounts of CO 2 emissions to other sectors both domestically and internationally. The CO 2 emission flows embodied in the international trade of the construction sector mainly occurred between the USA, China, Russia, Germany, and the Rest of the World (ROW). The construction sectors of the ROW imported the largest amount of CO 2 emissions from China (32.72 Mt). The largest exported CO 2 emission flow was between the construction sectors of the USA and the ROW, with a value of 0.091 Mt. Based on these findings, some corresponding countermeasures are suggested, such as optimizing international trade structures, establishing a mechanism for both consumers and producers to share responsibility for carbon emission reduction, applying new environmental materials, and upgrading industrial structures by reducing dependence on high-pollution sectors.
