In the domain of global socio-economic dynamics, the pivotal role of food production (FP) cannot be overstated. It constitutes the bedrock of fundamental human necessities while being inexorably linked with critical aspects such as economic expansion, societal equilibrium, and geopolitical interplays. The multifaceted nature of FP appears through its direct impact on macroeconomic indicators and its latent influence on international relations and policy-making. This critical nexus underscores the imperative for a comprehensive understanding and strategic management of food production processes to sustain and enhance global socio-economic stability and growth. Investigating the nexus between green finance (GF) and FP is pivotal for ensuring national security and promoting sustainable economic development. This research thus paper examines GF's impact on FP in China as outlined in the 2017 green finance policies. It employs the difference-in-differences (DID) method and analyzes a balanced panel dataset comprising 282 cities in China from 2009 to 2020. The results show that GF has an inhibitory effect on FP, and this remains valid after a range of reliability checks, including parallel trend assessments and placebo tests. Further findings of transmission mechanism analysis indicate that non-agricultural factors and financial exclusion are critical for GF's inhibitory effect on FP. Heterogeneity analyses show that GF's inhibitory effect on FP is more pronounced in the main food-producing areas, the main food-marketing areas, and cities with better infrastructure. The evolution of green industrial policy in China is deeply embedded within a unique political, economic, cultural, and social milieu. The intricacies and complexities inherent in this context present challenges for quantitative policy research. In the existing literature, the study of thematic clustering of green industry policy instruments and their effectiveness measures in large-scale policy text repositories remains a relatively unexplored area. To fill this research gap, this study provides an analysis of China's green industrial policies from 1994 to 2022. By adopting the Latent Dirichlet Allocation (LDA) topic model, implicit and optimal themes are identified, and key policy instruments are systematically and comprehensively parsed. Based on this, the cutting-edge Policy Modeling Consistency-Text Encoder (PMC-TE) index model was used to conduct an in-depth quantitative evaluation of various policy tools. The findings reveal 15 policy instruments from 7891 Chinese green industry policy documents. Notably, technical support, information resource demonstration project policies emerged as the most frequently deployed and efficacious. Conversely, government procurement and service outsourcing policies, while showing incremental growth year-on-year, lagged in utilization and effectiveness. These policy instruments can be broadly categorized into three primary archetypes: supply-type, demand-type, and environment-type. The supply-type instruments dominate, while environment-type instruments remain underutilized. Additionally, this study delineates the four chronological phases of China's green industrial policy evolution, illuminating China's strategic pivots-transitioning from resource allocation, to market dynamics, and ultimately to environmental governance trajectories. Haze pollution caused by particulate matter such as PM2.5 and PM10 significantly affects public health. Confronted with haze pollution, people have increasingly taken to expressing opinions online to demand restrictions on pollution discharge by enterprises to protect their health rights. However, are such public demands met by the government and incorporated into policy agenda relating to environmental regulation policies? To investigate this question, this study employed text content analysis to examine the role of public opinion as an intermediary in the relationship between haze pollution and the formulation of environmental regulation policies, using a dataset of 460 environmental regulation policy documents and over 800,000 public opinions on environmental issues spanning from January 2011 to December 2021. We found that public opinion exerted a significant intermediary effect by linking haze pollution and environmental regulation policy tools. Further analysis revealed heterogeneity in the influence of public opinion on environmental regulation policy tools. Public opinion exhibited the most substantial intermediary effect on command-control policy tools (with a 6.68% intermediary effect), followed by economic incentive policy tools (4.65%) and social autonomy policy tools (4.58%). Additionally, there was a notable time lag in the impact of public opinion on environmental regulation policy tools. It took approximately 7–10 months for the government to respond to the disseminated public opinions. Given the global inclination of economies toward green solutions, the current study aims to explore the association between green energy transition, adjusted net saving, energy intensity, and carbon dioxide emission in China. To achieve this, a novel approach utilizing Wavelet analysis is employed to examine the dynamic association among these variables from 1979 to 2020. The analysis utilized continuous wavelet, wavelet coherence, and partial and multiple wavelet coherence techniques, offering a comprehensive understanding beyond the limitations of prior research by investigating the relationships over various time frames. The findings from the wavelet coherence analysis yielded intriguing insights, indicating that an increase in energy transition is likely to result in higher energy intensity and increased CO2 emissions. Surprisingly, the study observed a negative impact of adjusted savings on energy transition in the medium run, whereas in the long term, an increase in adjusted net savings was associated with higher carbon emissions in the Chinese economy. This highlights the intricate interplay between energy transition, adjusted savings, and environmental impacts, with different time scales playing a significant role in shaping these connections. Policymakers should carefully consider these dynamics to formulate effective strategies for sustainable development and carbon emission reduction in China. Furthermore, employing partial and multiple coherence analysis, the outcomes has demonstrated a strong interconnected correlations between energy intensity, green energy transition, CO2 emissions, and adjusted net savings across short-run, medium-run, and long-run time frequencies. Environment-related innovations are widely appreciated as a vital factor in achieving sustainable development goals, and stability in the financial sector can help boost the output of environmental innovations by removing financial constraints. Hence, the primary aim of the analysis is to investigate the impact of financial stability on environmental innovation in China by using the QARDL model over the period 1995Q1-2020Q4. The study's main findings confirm the positive role of financial stability on environmental innovation in both the short and long run. Wald test also confirms the asymmetric impact of financial stability on environmental innovation in the short and long run. Moreover, the long-run impacts of GDP, R&D activities, and environmental policy stringency on environmental innovation are positive. In the short run, the estimates of research and development and environmental policy stringency are positively significant at higher quantiles only. In this paper, it is found that environmental regulation is an important mechanism that trade openness affects the level of human capital. The author established a theoretical framework to analyze the influence of trade openness on the level of human capital and adopted the system GMM to test it, using Chinese provincial data over the period 1995–2015. The empirical results show that environmental regulation has a long-term U-shaped effect on the level of human capital, while the current environmental regulation in China is conducive to improving the level of human capital. Furthermore, the promotion of human capital level can also increase the possibility of improving environmental regulation, which is conducive to the internal formation and positive interaction between human capital and environmental regulation. The research further enriches the theory of sustainable development of environment and economy. Abstract Most existing studies on environmental regulations and the location dynamics of pollution-intensive industries regard new environmental procedures as an incremental development process, and neglect the influence of sudden changes in environmental regulations triggered by a pollution crisis. Using the drinking water crisis in the Taihu Lake Watershed (TLW) in 2007 as an example, this paper examines the spatial behavior of pollution-intensive firms across the TLW, and pays special attention to the regional differences in the effectiveness of enforcing environmental regulations. We find that the pollution haven hypothesis works efficiently in the short term after an unexpected pollution crisis because of the immediate strengthening of environmental regulations by local governments under pressure from the central government and the public. However, the effect of strict environmental policies was compromised by differences in the effectiveness of policy enforcement across the watershed. Specifically, when other regions (for example, Huzhou) were compared with Wuxi (the site of the crisis in the present study), these regions were found to be relatively insensitive to the effects of the pollution incidents and the environmental regulations that were triggered. Abstract: As world's top two carbon emitters, driver analysis of China and the USA helped the governments to develop policies to cut or slow down carbon emission. Many studies identified the factors affecting carbon emission in China and the USA (emitting more than 40% of the global CO 2 emission), however, few studies considered stratified heterogeneity or the interactions of factors. Here, we adopted the modified Geographical Detector tool to investigate the main drivers of carbon emission from the perspective of stratified heterogeneity. The results of this analysis showed that human economic activities in China were the dominant effect of carbon emission changes, while energy intensity contributed toward controlling the carbon emission in China. Furthermore, population growth was the most significant driving force followed by energy intensity toward controlling the carbon emission of the USA. All these factors are mutually enhancing in changing carbon emissions, while oil share with energy intensity and coal share were more significantly enhanced in China's carbon emission than other interactions. The factors of human activities and energy mix posed a more powerful effect when they mutually enhanced each other to change carbon emission compared to other enhancing interactions. This paper reviews the incentives for pursuing a low-carbon electricity sector that are embedded in China's regulatory and policy framework. To do so, we first describe the industry structure and the regulatory framework. Second, we explicitly review the policies that were developed to promote energy efficiency and renewable energy. These policies range from the introduction of legal requirements to undertake particular actions to pricing mechanism and financial incentives. Based on this, we tease out the challenges faced by a sector governed by a myriad of complex arrangements, different institutions and agents who face different and often conflicting incentives for pursuing environmental and energy efficiency objectives. Global climate change caused by carbon emissions poses a severe challenge to human economic and social development. The Chinese government has committed to a series of emission reduction initiatives to achieve carbon intensity targets by actively promoting the green transformation of the industrial sector—the main source of energy consumption and environmental pollution. This transformation has been ongoing for more than five years, and the effects, problems and experiences are worth discussing. Therefore, using province-level panel data for China's industry from 2010 to 2015, we systematically analyze the regional structure and developmental trend of industrial green transformation and empirically investigate its dynamic threshold effects on carbon intensity under different degrees of environmental regulation. The results show that China's industry has gradually undergone a green transformation, which has significantly reduced pollution emissions. However, the process has a large developmental scope due to regional heterogeneity and fluctuation characteristics. Interestingly, the impact of the industrial green transformation on carbon intensity is limited by the "critical mass" of environmental regulations. Paradoxically, weak environmental regulation significantly facilitates a decrease in carbon intensity through industrial green transformation. Once environmental regulation surpasses a critical level, the role of this transformation in CO 2 reduction is weakened, resulting in a failure to decrease carbon intensity. We provide insights into the driving factors that reduce carbon intensity and improve our understanding of the driving forces, paths and policy designs needed to successfully reach carbon intensity targets. Carbon emission reduction (CER) comes to be the principle in most countries particularly China, the largest carbon emitter. For finding an efficient solution, the priority is to find the key impact factors (KIFs) of carbon emission. Previous studies for identifying KIFs, which partially selected only a few potential impact factors (PIFs), are inconsistent in their findings. This study aims to explore the KIFs of carbon emission in China among 43 PIFs, which comprehensively covers 30 relevant studies. The KIFs in China are identified using the Stochastic Impacts by Regression on Population, Affluence, and Technology (STIRPAT) model with correlation analysis, partial correlation analysis and stepwise regression. The findings of this study are as follows: (1) China's carbon emission has five KIFs: the real GDP per capita, urbanization rate, ratio of tertiary to secondary industry, ratio of renewable energy, and fixed assets investment; (2) the most significant carbon emission contributor is real GDP per capita and the most significant carbon emission inhibitor is urbanization rate. As China's ecological environmental problem becomes severe, corporate environmental behavior (CEB) has become the focus of a range of stakeholders, policy makers and the whole society since the operating activities of companies is the main source of environmental pollution. This study used a questionnaire survey and structural equation model (SEM) to examine the relative importance of external and internal pressures (EIP) on driving CEB. Data was obtained from 702 papermaking companies in China. The mechanism of EIP effects on CEB was tested employing SEM through path analysis, using AMOS 21.0. The results showed that government pressure, economic pressure and internal pressure played significant positive roles in environmental behavior of papermaking companies in China. Economic pressure was the most important factor on environmental behaviors (including defensive, accommodative and proactive behaviors) of papermaking companies. Furthermore, the role of internal pressure on CEB (defensive and proactive) was second only to economic pressure, while the role of government pressure on CEB was much weaker than our expectation. However, the role of social pressure, which was imposed by general public and environmental Non-Governmental Organizations (NGOs), was not significant. Thus, policy makers should emphasize on the interactions of economic mechanism, government regulation and internal incentive mechanism to stimulate firms to adopt active environmental behavior. China is one of the highest growth economies in the world, and it has experienced a significant rise in energy consumption and greenhouse gas emissions in recent decades. Its economic growth heavily depends on fossil fuels of coal and oil which led to huge amount of greenhouse gas emissions. This study logically analyzes the nexus of CO 2 emissions, economic growth and energy consumption (by decoupling greenhouse gas emission of CO 2 and economic growth) to provide more conclusive evidence on the phenomenon of the environmental Kuznets curve (EKC) over the period 1970–2015. To achieve the objective of consistency in the estimation results, the study applies different estimation techniques such as ARDL (Auto regressive Distributed Lag) model, FMOLS (Fully Modified Ordinary Least Squares, DOLS (Dynamic Ordinary Least Squares), and impulse response and variance decomposition. In addition, ‘the business as usual' inverted U-shaped relationship between GDP per capita and an economy-related CO 2 emission is hypothesized. The result supports the Environmental Kuznets Curve (EKC) hypothesis from different techniques, the turning point hovers around $744665. The estimation result indicates that China EKC turning point shows some inconsistencies when compared to other turning points obtained from different studies. The inconsistency of the EKC turning point is attributed to the sensitivity of the result to different data source, variables selection, different pollutants and scope of the data. Although the EKC turning point of this present research differs from other China EKC turning points, it gives a clear policy roadmap on the pursuance of long run economic growth in favour of environmental quality. Besides, significance of the turning point lies with the need to explore other structural policies such as articulated demographic and energy policies rather than passively waiting for the arrival of the inflexion point. This study incorporates demand emission sensitivity into a programming model to explore the issue of decoupling the lock-in effect between economic growth and CO 2 emissions through structure adjustment from a final demand perspective. As a demonstration, the proposed methodology is applied to data from China for the year 2012, the most relevant productive linkages and the most sensitive components of final demand in terms of CO 2 emissions were identified. Real estate development is among the main consumers for green building materials (GBM), and developers play a critical role in the development of GBM. Therefore, green procurement (GP) practice adopted by developers is important to the promotion of GBM products. There are various factors acting as an impetus for developers to adopt GP in the areas of business policy, marketing, supplier selection, and enterprise organization. There are a number of attributes to each of these areas, and some of them are key factors playing essential roles in affecting developers' GP practice. This study examines the green features of GBM, factors affecting GP practice, and green procurement behavior in the context of real estate development. Research data used for analysis are collected through a questionnaire survey to developers, with the receival of 39 effective responses. The one-way Analysis of Variance (ANOVA) technique is employed in identifying key factors to GP behavior. The study reveals that the key factors include “Marketing benefits”, “Market pressure” and “Internal pressure within organization”, and the typical reasons for developers to adopt GP are “Policy pressure”, “Marketing benefits” and “Business benefits”. The research findings on these key GP factors provide a valuable reference for assisting relevant government departments to formulate effective policies and regulations in order to encourage real estate developers to adopt GP and consequently promote the development of GBM. The frequent occurrence of extreme haze episodes in China in recent years has triggered the Chinese government to take action to tackle the serious air quality problems. Fine particulate matter (PM 2.5 ) accounts for much of China's poor air quality; given the health risks associated with such pollution, the spatiotemporal characteristics of urban PM 2.5 concentrations constitute a matter of significant interest within the Chinese research and policy communities. Using the first long-term datasets available in relation to PM 2.5 levels, obtained from a year-long monitoring program of concentrations utilizing 945 monitoring stations in 190 cities in China in 2014, we found significant differences in PM 2.5 concentrations among cities, ranging between 18.7 and 131.4 μg/m 3 , with an average of at 61 ± 20 μg/m 3 ; only 18 (or 9.5%) of the 190 monitored cities could meet the National Ambient Air Quality Standards of China. PM 2.5 concentrations are generally highest in the cities east of the Hu Line and north of the Yangtze River due to high PM emissions from transport and coal combustion and unfavorable atmospheric conditions. We also observed marked seasonal variations in concentration levels, with the highest levels occurring during winter and the lowest in summer. By grouping Chinese cities according to their size, our econometric analysis shows a positive correlation between PM 2.5 concentrations and the size of the urban area, urban population, share of secondary industry and population density, and a first increasing and then decreasing relationship between GDP per capita and PM 2.5 concentration. Urban expansion and structural economic change has thus contributed to an increase in urban PM 2.5 emissions. Theoretical studies of pollution haven hypothesis predict that differentiated environmental regulation policies will result in inter-country relocation of polluting industries. This paper investigates pollution haven hypothesis at domestic level in China. Using panel data of 30 provincial level regions for the period 2004 to 2013, this paper empirically examines to what extent multiple environmental policies affect intra-country relocation of polluting industries in China. It is found that the implementation of both economic policy instrument like pollution discharge fee and public participation like letter complaints on environmental problems encourages industrial relocation, whereas the implementation of environmental legal policy instrument like laws, regulations and rules prevents polluting industries from relocating to other regions. It is also found that the relocation effect of environmental policies varies with industrial characteristics. Compared with water pollution-intensive industry, air pollution-intensive industry dominated by stated-owned capitals are insensitive to legal policy instruments. New developments in consumption-based emissions accounting suggest that the reductions claimed by wealthy, environmentally progressive nations have often come at the expense of increased emissions elsewhere – and thus net growth in global GHG concentrations. This paper traces Sweden's attempts to translate growing recognition of displaced emissions into national environmental policy. Drawing on multi-sited ethnographic research and policy analysis in Sweden and China, we argue that while the logical implications of consumption-based analyses point to the need to address production and consumption as an integrated system, complex governance challenges and the political precariousness of these ideas have thus far limited policy to the reinvention of consumer awareness campaigns and an international extension of long-standing ecological efficiency efforts. This study examines institutional conditions for local governance and environmental integration. Four eco-city cases in Sweden and China are analyzed. The theoretical framework is based on theories of Environmental Policy Integration (EPI) and sustainable urban planning. Three categories of institutional conditions guide the analysis: Political will and commitment, Understanding, knowledge and experience, and Inter-organizational coordination. Despite strong local political will and commitment, considerable obstacles to environmental integration still exist, including political instability, lack of understanding, knowledge and experience, and insufficient cross-sector coordination. The current administrative organization based on sector-specific responsibility appears to impede cross-sector coordination for integrating environmental concerns in urban development. The establishment of temporary local administrative organizations may be an effective solution to break cross-sector barriers and generate integrated solutions to realize environmental objectives. This study estimates how carbon price affects diffusion of low carbon technologies using data collected from 60 iron & steel companies in China. The analysis indicates that the industry is familiar with related key energy saving and low carbon technologies and has made much progress in energy saving, but efforts in carbon management need improving. An average payback time threshold of 4.1 years was found as regards decision in invest in technology. The three target technologies were adopted by companies to different extents. Carbon emissions pricing was found to be ineffective in promoting the scale-up or further adoption of economically advantageous technologies such as dry top pressure recovery turbine (Dry TRT) and energy management centre (EMC) technology. A moderate carbon price for sintering waste heat recovery power generation (Sintering WHR), which has adoption potential in China's iron & steel industry, may generate comparatively significant effects for diffusion. This research sheds light on how diffusion of low carbon technologies would be affected and the consequences thereof on climate policy development for the target sector in China. Efficient industrial emissions mitigation strategy is critical for China's national action on climate change and sustainable development, considering its rapid industrialization. Regional disparity brings difficulties and uncertainties to policy implementation in China. Therefore, an investigation on the regional features of industrial emissions is critical to better decision makings. While to date, related studies have been rather few. This paper applies a spatial analysis on regional features of China's industrial emissions (SO 2 , NO x and PM 2.5 and CO 2 emission) in 31 provinces. Spatial autocorrelation and regression analysis are firstly conducted to identify the regional emissions patterns. The regional disparity and inequity is further analyzed with Lorenz curve and Gini coefficient approach. Analytical results verify the regional cluster effects and the emissions' sensitivity to the economic and industrial development, and highlight not only disparity, but also inequity exists. It is concluded that, there is a larger unequal distribution of GDP per unit of air pollutants and CO 2 emission between eastern and western regions, reveals that less developed western and central regions suffer from the emission leakage and an environmental inequity. Regional oriented mitigation strategies are required to balance regional disparity, so as to realize the industrial emission control policy under the “equity and efficiency” principle. This comparative case study of three Asian cities (Penghu in Taiwan, Seoul in South Korea and Tianjin in China) elucidates the effects of different national approaches to eco-city development and the antecedents of the building of an eco-city. To better understand the Asian context, the three Asian cities of interest were compared with two European cities – Freiburg (Germany) and Samsö (Denmark). The effects of the approach to the development of an eco-city and the fitting of its business activities to the local context are investigated. The analysis identifies four transforming antecedents of the development of an eco-city in Asia, which are (1) utilization of a national approach and policy, (2) the presence of a dedicated local public authority, (3) the continuous engagement of local citizens, and (4) an infusion of national capability and business activity. The transformational development of an eco-city in Asia seeks to create a new techno-social regime that is based on sustainable solutions, whereas their respective national capabilities must be emphasized with an eye to efficiency, economy, and effectiveness simultaneously. In this paper, we used the logarithmic mean Divisia index method to investigate the impact of urbanization on renewable energy consumption growth (RECG). The growth in renewable energy consumption is attributed to the urbanization effect, energy mix effect, energy intensity effect, economic effect, and population effect; RECG can be roughly divided into the slow growth stage, the fluctuant growth stage, and the accelerated growth stage. The results showed that the energy mix effect, economic effect, and population effect positively affected RECG. However, a significantly negative relationship was found between energy intensity and RECG. Furthermore, the contribution of urbanization differed in RECG stages, and urbanization contributed more to the total energy consumption growth than to RECG. Air pollution problems in China are related to imperfect legislation and potential integration problems among legislation, plans, and policies from the perspective of legislation, planning, and policy-making. Recent English-language articles focus on revision of the Air Pollution Prevention and Control Law of China. The purpose of this study is to make the overall system for prevention and control of air pollution in China understood by a broader audience by providing an overview of the pertinent legislation, plans, and policies, since such a review has not been presented so far. At the beginning of this article, we clarify the key definitions of legislation, plan, and policy and establish a preliminary analytical framework for evaluating the integration of legislation, plans, and policies. Then we present a variety of pieces of legislation at national, local, and international levels, including the Constitution, national laws, national administrative regulations and departmental rules, and local regulations and rules that were selected because of their direct and close relation to the prevention and control of air pollution, especially particulate matter. We divide the history of legislation since 1956 into four phases: preceding (1956–1978), beginning (1979–1999), development (2000–2013), and improvement (since 2014), putting emphases on changes in legislation in each phase. We also describe the 12th Five-Year Plan for National Economic and Social Development, the 12th Five-Year Plan on Prevention and Control of Air Pollution in Key Regions, the Action Plan on Prevention and Control of Air Pollution, and a series of policies on energy conservation, emission reduction, and energy use. We then comment on challenges of defects within the legislation framework and integration problems among legislation, plans, and policies. Finally, we put forward some improvement measures to address the challenges: (1) stipulating special provisions for prevention and control of motor vehicle pollution, (2) empowering local environmental protection bureaus to enforce the air-pollutant-emission permit system, (3) improving the feasibility of the air-pollutant-emission trading system, (4) clarifying government responsibility and intensifying penalties, and (5) integrating relations among legislation, plans, and policies. The development of new technologies and techniques for industrial carbon reduction has risen to prominence in contemporary engineering and economics studies, a trend triggered by rising levels of concern regarding climate change. Within this context, the scientific literature puts emphasis on energy topics and energy policy. Studies from the social science, economics and management science perspectives would benefit from a coherent and recognized taxonomy of the subthemes, a taxonomy that spans disciplines and guides studies of the carbon reduction and technology (CRT) debate in the various industrial sectors. This paper identifies and analyses the existing body of literature; it systematically reviews a set of 3310 scholarly contributions. The study also conducts a semantic social network analysis from that dataset's keywords, identifying promising core themes. Findings include the need for more management research in this field, the need for an interdisciplinary research agenda. This paper summarizes an analysis of choice preferences of Chinese companies to the design options of carbon tax policy. The data were collected from 201 companies, with around half of them based in the western Shanxi Province and the other half from the eastern Jiangsu Province. Modeling analysis of the discrete choice dataset confirms the statistically significant relationships between the company's preferences to carbon tax policy with the policy attributes, including tax rate, tax relief measures and the revenue utilization. From the viewpoint of Chinese businesses, the option of carbon tax policy with tax rate at 10–30 Yuan/t-CO 2 , allowing tax relief to energy-intensive sectors, using the revenues specific for climate change and starting as early as the 13th five-year plan period (2016–2020) would be preferable and realistic. Whether China's Clean Air Action can be imperative to job quality improvement of labour force while improving environmental quality is still an ongoing research topic. It is a critical area to understand the economic and social effect of environmental policy under the strategic goal of high-quality economic development. We use China's "Clean Air Action" policy as a quasi-natural experiment to identify the causal effect and potential long-run impact of the environmental policy on internal migrant workers' job quality. Based on the difference-in-difference estimation and a series of robustness tests, such as PSM-DID, counterfactual framework, placebo test, and event study, we find that China's Clean Air Action does have a positive effect on the job quality of migrant workers, and the job quality of the migrants in the Clean Air Action sampling cities increased by 0.31 on an average compared with cities that did not implement Clean Air Action. This positive effect will increase over time, and with the level of regional economic development and urban scale rise. Moreover, the job quality improvement could be driven by the productivity effect and the positive adjustment of labor force employment structure from action. This study provides an important empirical evidence for directions of this new action. The poor enforcement and effectiveness of environmental impact assessment (EIA) on construction and investment projects in China has long been blamed for not preventing environmental pollution and degradation. At the same time, freezing EIA approval of all new projects in an administrative region, introduced in 2006 as a punishment for failing to meet regional environmental quality targets, has been regarded as an innovative administrative instrument used by higher level environmental authorities on local governments. But it also raised controversies. Applying an environmental authoritarianism perspective, this study analyzed the legitimacy and environmental effectiveness of freezing EIA approval procedures by reviewing all 25 national cases and 12 provincial cases of so-called EIA Restrictions Targeting Regions between 1 December 2006 and 31 December 2013. The results show that such an environmental authoritarian measure is to some extent environmentally effective but lacks legality and transparency towards and participation of third parties, and hence falls short in legitimacy. This article presents a structural equation model for exploring the impact of environmental regulations—administrative-based environmental regulation (command-and-control regulation) (AER) and market-based environmental regulation (MER), on Chinese firm behavior and competitiveness on the basis of data collected from Chinese electric power and iron and steel firms (most of these firms are state-owned enterprises). Our results show that both AER and MER promote the firm behavior shift toward green development, and enhance firm competitiveness. However, AER and MER have different impacts on firm specific behaviors such as strategy choice, production decisions, technical progress, and environmental management and different extent of impact on firm competitiveness. In addition, whilst AER has a strong significant positive impact on technological innovation and plays a direct role in competitive improvement, MER does not. On the other hand, only MER plays significant roles in promoting the behavior shift of strategy toward green development. Circular economy is a policy concept that requires mainstreaming to enable sustainable development through cleaner production and consumption. Unique among CE frontrunners, China's CE implementation is well-documented to be a major experimentation program at different scales. It therefore offers one example of CE upscaling. However, while China is the most studied CE case country, few works have conducted an in-depth analysis of its policy expansion through the scales of implementation. We take advantage of the abundant data source and review 104 scholarly works on Chinese CE policy development and implementation to find out the drivers and barriers behind its CE upscaling process. Our results show that the process was influenced by a complex interplay of centralized governance and multi-level dynamics through a rich portfolio of international, national and sub-national interactions, despite China's authoritarian governance. Yet, our results also suggest that China's macro-level CE development was hindered by implementation barriers stemming from weak multi-level governance. We conclude by drawing three generalizable key policy lessons for other regions and countries. These lessons are relevant for both 'industrialized' regions such as the EU with a longer history of prominent multilevel governance as well as 'industrializing' countries who look to China's development pathway as an alternative model of development to that of liberal democracy. Abstract: Circular economy (CE) is a sustainable development strategy proposed by the central government of China, aiming to improve the efficiency of materials and energy use. This strategy, formally accepted in 2002, has been implemented and developed in a number of pilot areas in China. Scholars have produced rich studies in regard with the CE from its fundamental concept to its practical implementation. Successful enforcement of a CE can be seen as a way for China to tackle its urgent problem of environmental degradation and source scarcity. Given its importance, we provide a holistic literature review on the CE, aiming to provide a panorama of how this strategy has been developed and implemented. The review covers the concept, current practices, and assessment of the CE. To have a more numeric concept of how it has developed, we look at the performance of the CE in Dalian after its implementation of relevant policies and compare the changes with three other pilot cities, Beijing, Shanghai and Tianjin. Based on an examination of the statistical results, we identified the underlying problems and challenges for this national strategy. Abstract: This paper measures the company''s awareness and acceptability of market-based instruments (MBIs) for energy saving, and identifies their relationships with pre-classified determinants. The data were collected from 121 respondents in Taicang, China, with almost all of them being small and medium-sized enterprises (SMEs). The surveyed companies indicate moderate awareness of MBIs at present. Market competition is confirmed to function as a driver for the companies to collect strategic information and thus enhance their policy awareness. The samples with higher education level of employees indicate higher awareness of MBIs. In contrast to the regulative polices, MBIs and voluntary approaches are more appreciated by the companies. The companies in the survey area prefer to make internal efforts in response to energy cost increases due to the implementation of carbon pricing policies and are reluctant to simply transfer the policy burden to their customers. Empirical evidences on the conditions for policy success from this study are meaningful for supporting further progress of industrial energy saving policies in China. [Copyright &y& Elsevier]

Abstract: There are increasing pressures being put on firms, from a number of different sources, such as governmental regulation, community participation and market demand, to engage firms in environmental initiatives. These factors play different roles at various development periods. Government regulation was the major pressure, initially. However, community participation and market demand have become more and more important. Thus a better understanding of the determinant factors that play a role in engaging firms to take environmental management initiatives may help policy makers develop more effective environmental policies. Using data collected from 89 firms in Wujin county of Jiangsu Province, China, this paper developed an index system to evaluate the corporate environmental management performance. Furthermore, we used econometric methodology to identify the main factors that probably shape corporate environmental management performance, including both external pressures and firm characteristics. The results showed that pressures from supply chain, customers, and communities played positive roles in engaging firms to improve environmental management performance. However, the pressure from the regulatory system did not implicate positive effect on environmental management performance when basic compliance is not an issue in the region anymore. The results also showed that firms with larger scale will be more active in engaging in environmental management initiatives. Finally, our results suggest that: (a) regulation''s stimulation may be reduced as long as firms have complied with requirements of local environmental standards and other environmental laws; (b) policy makers should pay more attention to market and information instruments; (c) more financial and technical support should be provided to encourage small- and medium-sized enterprises (SMEs) to improve environmental performance. Satellite-based estimation of fine particulate matter of 2.5 μm or less (PM 2.5) at a high spatiotemporal resolution is important to understand the detailed dynamics of PM 2.5 pollution and exposure. Stricter clean air policies have been enacted in recent years to tackle China's serious problem with PM 2.5 pollution, including the implementation of the Air Pollution Prevention and Control Action Plan between 2013 and 2017. However, assessment of the change in national PM 2.5 exposure during this period is difficult due to the limitation of high-resolution PM 2.5 data. To address this issue, a satellite-based spatiotemporal model was developed to predict daily high-resolution surface PM 2.5 concentrations in China during the designated period, and quantitative analysis was then performed regarding the spatiotemporal characteristics of this critical pollutant. The corresponding changes in the population exposure to PM 2.5 were also explored at a fine scale. The overall concentrations of PM 2.5 declined from 2013 to 2017, with substantial decreases in eastern China but negligible decreases in western China. The national PM 2.5 concentration declined remarkably from 2013 to 2014 to 2015–2017. The Beijing–Tianjin–Hebei and Pearl River Delta regions and most cities reached the goals set by the Air Pollution Prevention and Control Action Plan. However, despite the overall reduction in the PM 2.5 concentration, by 2017 the vast majority of the Chinese population still lived in areas with sustained levels of high risk from fine particle pollution. The findings from this study have crucial environmental policy implications for the mitigation of PM 2.5 pollution and could benefit PM 2.5 –related health studies in China.
