In Canada, greenhouse gas (GHG) emissions continue to remain high despite the federal government's commitment to reduce GHG emissions. Environmental policy across Canadian provinces has largely lacked consistency with some provinces implementing targeted policy such as carbon taxes while others have strongly resisted the federal government's attempts to encourage such policy. This study examines the impact of environmental policy on GHG gas emissions across Canadian provinces with policy uniquely measured by public and business sector spending on environmental protection as well as notable province-specific policies. An extended STIRPAT model is specified with the inclusion of proxies for environmental policy using panel data from Canada's ten provinces from 1995 to 2019. The cointegration and the error correction modelling approaches are employed to estimate the non-stationary panel data. A pooled mean group estimation is applied to provide short run and long run coefficients. The findings indicate that although per capita GDP is the main driver of GHG emissions in Canada, environmental policy has a significant mitigating effect, as shown by the negative association between emissions and private and public sector spending on environmental protection in the long run. Furthermore, provinces with targeted policies, such as Ontario's coal phase-out and British Columbia's carbon tax, experienced significant emissions reductions. This study aimed to reveal how China's green finance reform and innovation demonstration zone policy affects ecologically sustainable development under the constraints of government environmental attention. Employing multi-period DID (Difference-in-Difference) and DDD (Difference-in-Difference-in-Difference) as the base model, the study tested the mechanism of the policy's effect on ecologically sustainable development, using panel data from 277 prefecture-level cities in China from 2006 to 2020. Endogeneity tests including Two-Stage Least Squares (2SLS), counterfactual tests, and other robustness checks, were employed to enhance the study's validity. The research findings are as follows: (1) The policy effectively promotes ecologically sustainable development, and this conclusion remained valid even after conducting several robustness tests. (2) The more pronounced the government's emphasis on environmental preservation, the greater its efficacy in fostering ecologically sustainable development. (3) The stimulating effect of the policy on ecologically sustainable development is more pronounced in cities with higher ecological quality and a larger population. Environmental protection and sustainable development are now profoundly ingrained in the public consciousness in the modern era of the global green revolution. First, this paper uses an evolutionary game model to theoretically analyse the impact of environmental regulation and green finance on enterprises by dissecting the game behaviour between local governments, banks and enterprises. Then, we incorporate entrepreneurial spirit into the model to determine whether entrepreneurial spirit accelerates the achievement of green sustainability objectives. Environmental regulation and green finance are found to contribute substantially to the innovation of green technologies by local enterprises, while entrepreneurial spirit accelerates this process. Finally, we empirically test the findings based on a prefecture-level panel dataset from 2007 to 2020. We find that green finance has a positive impact in Central and Western cities of China, while Eastern cities are in greater need for government environmental regulation controls. For entrepreneurial spirit, the incentive effect of entrepreneurial spirit on the level of green technology innovation is more significant in Central and Western regions of China. In the implementation process of economic and environmental policy, a key concerned problem is the inability of some local officials to faithfully implement environmental policies made by the central government in China, as well as many other developing countries. In this paper, a multitask principal-agent model is established to make a comprehensive comparison on the role that the current incentive mechanism (CIM) and the long-term performance-oriented incentive mechanism (LTPOIM) play in policy implementation. In addition, both the incentive effect and the choice of incentive intensity in the LTPOIM are investigated. The results provide the insight that local officials may trade off the efforts of environment protection for economic growth in the CIM. However, local officials are incentivized to allocate higher efforts toward the implementation of environmental policies (IENP) to strengthen environment protection, or invest higher efforts toward IENP and the implementation of economic policies (IECP) to pursue the win-win situation for economy and environment in the LTPOIM. Besides, the chance of distributing higher efforts toward IENP and IECP in the case of complement tasks is higher than that in the case of substitute tasks. Despite China's stringent environmental regulations, there has been a persistent policy implementation gap at local level, specifically due to local protectionism and inadequate enforcement measures. To address this issue, the Central Environmental Protection Inspection (CEPI) initiative was launched in 2016, replacing the Regional Environmental Protection Inspection (REPI) system. This study examines why the REPI failed to tackle the implementation gap and how the CEPI works. This is achieved by constructing a tripartite evolutionary game (EG) model consisting of the central government, local governments, and polluting enterprises. Using system dynamics (SD), the study simulates and analyzes the behavior and strategies of the three game players in two scenarios, namely weak and strong negative incentives. Then, this study analyzes the evolutionary process of environmental protection inspection (EPI) by means of a case study. The results show that: (1) the strategy adopted by polluting enterprises depends on the actual signal conveyed by the local governments. In addition, whether the strong regulatory signal of the central government can be effectively transmitted to polluting enterprises mainly depends on the attitude of the local governments. (2) The CEPI conveys a reliable commitment and provides effective external stimuli that adjust the incentive structure of local governments. Meanwhile, the REPI lacked significant punishment measures, which made it difficult for the central government's environmental regulatory signals to reach polluting enterprises in an effective manner. Emission charge policy has recently switched from pollutant discharge fees to environmental taxes in China. Considering spatial heterogeneity, the effects of changes in emission charge policy may subject to different Chinese regions. In this study, environmental efficiencies of Chinese regions are evaluated through provincial environmentally extended input-output tables and a frontier-based optimization model. Driving factors of environmental productivity growth are identified through global Luenberger productivity decomposition approach. Moreover, spatial heterogeneity on the effects of change in emission charge policy on environment and economy are assessed. Results show that all regions experienced environmental productivity growth. Technology progress is the major driving factor in most regions with an average contribution of 90%, while technical efficiency regress slows environmental productivity growth in Southwest region. Switching from pollutant discharge fees to environmental taxes would decreases emission intensities by 1.42% on average, but it would have different negative impact on economic growth (−1.13%∼-4.90% of regional GDP) due to spatially heterogeneous trade-offs between environmental protection and economic development. In developing countries, coal power plants still play a major role in the power sector and they are considered as a major emission source of air pollution. Strict regulations have compelled the coal power plants to improve environmental performance by reducing carbon emissions and the emission of pollutants. However, due to cost disadvantages, the coal power plants often lack motivation to internalize environmental externalities through investing in green technology. This situation raises a question: is there any alternative to reduce pollutants in operations economically? With a focus on service supply as well as a consideration of government policies, this paper develops a model to investigate the opportunity of outsourcing a pollutant-reduction service to meet the environmental constraint. The service supply chain consists of a coal power plant (end user) and a pollutant-reduction service provider, with the former outsourcing the service to the latter. We study the policy for improving the profit of this service supply chain whereas the benefit allotment is adjusted through outsourcing price negotiation between the two partners. The results show that the green service outsourcing price is interrelated with the government incentive policy which defines the shares of the two partners. Our key contribution lies in integrating the complex factors affecting the supply chain collaboration such as green service, financial feasibility, environmental constraint, government policies, outsourcing price negotiation, and profit sharing. Our research findings have the following implications: considering environmental externalities, the government should motivate the collaboration between supply chain partners; the economic scale of output and sales price subsidy of electricity generation are the primary factors affecting the price of outsourcing green service and, consequently, the allotment of supply chain profits. To combat significant pollution problems, a number of local governments in China have utilized performance management to improve cadres’ accountability on environmental issues. Despite the extensive literature on public sector performance management, attention to environmental performance management has been relatively scant. Taking Shenzhen – one of China’s most densely populated, affluent, and rapidly growing cities – as a case study, this article describes and analyzes the evolution of the local environmental performance management system from 2007 to 2015. A series of external and internal factors are identified as determinants of policy evolution, including cadres’ individual decision-making, higher-level policies, intra-governmental interactions (horizontally and vertically), the relative salience of environmental issues, and strategies in policy experimentation. The multiplicity of factors further complicates the already complex process of performance measurement by setting it in a complex political context, which can distort the efficacy and objectives of the system, resulting in an unpredictable and compromised policy tool. Improving government environmental performance management involves reducing complexity by reforming aspects of the political context, allowing for a more serious, open, and transparent decision-making process. China has experienced serious environmental problems along with rapid economic development in recent years. Industrial production is the fundamental cause of Chinese environmental problems, while production is mainly managed and governed by local industrial Parks. Currently, Chinese industrial parks have just begun to think about sustainable development, and the demonstrative parks are designated as eco-industrial parks (EIPs); however, the EIPs' development strategies and targets are still vague and lack scientific guidance. Therefore, an optimal decision making approach can support EIPs to address environment problems and achieve regional economic development. This study provides an integrated approach to assess the multiple impacts of EIP development strategies and propose optimization planning by using a case study in Wuhu EIP. The initially constructed decision-making model systemically integrates the dynamic model of the Environment-Economic-Energy (3Es) system and an input-output model; then, the model is established and simulated using a linear optimization method. An optimal development strategy can be put forward by analysing scenarios for the Wuhu EIP. Based on the findings of this study, there are several substantial opportunities to further relieve energy pressure, improve the environment, and support socioeconomic activities, such as promotion of clean production and subsidies for technological improvements and changing the industrial structure. Additionally, adopting total environmental quantity constraints rather than intensity constraints is an urgent need in EIP planning. The size and number of firms in a region represent key characteristics of that regional economic ecosystem, but few studies have linked such characteristics with the stringency of local environmental regulation. In this study, we discuss the effects of local firm scale on environmental regulation and its mechanism, and the optimal strategic choices theoretically and empirically for environmental regulation in regions with different firm scale. We find that when government capacity is insufficient, regional environmental regulation will be relatively more stringent when dealing with fewer but larger firms because of the government scale effect. When government capacity is sufficient, firm size has no influence on environmental regulation. Integrated techniques allow calculating the impact of individual pollutants forced on the environment and human health. It is quite difficult to manage and legalize the individual pollutant. Despite various efforts made so far for the effective environmental management, there exists a big challenge for implementing the policy and legislation to meet required standard for safe environment and health. Therefore, recently the integrated management of both medium based (water and air) pollutants has been conceptualized. Hence, this study focuses to compare the current practices of levy enforcement system to the integrated pollutants management system based on the real force of pollutants to the environment and human health. Total environmental performance score (EPS) with highest penalty is found to be 9,873,809,093 (46.59%) for facility categories with Code 51 (Coal Mining), the topmost rank with highest score among total facilities. Eleven industrial categories out of 88 have similar EPS with traditional practices while rest 77 have a dissimilar score. Thirty-three industrial categories rank higher in current levy enforcement than EPS penalty and 44 industrial categories have higher levy than EPS penalty. The existing compliance of legal charge based on simple sum of pollution (SSP) by volume rather than their degree of impact on environment is not scientific. Merely the volume cannot sufficiently reflect the real impact of pollutants. Thus, the enforcement should be amended as per the EPS penalty of pollutants. Hence, this study recommends for the revision of existing policy of legal levy system (LLS) based on IEPS penalty to regulate the equitable enforcement system for the pollutants as a whole. Concern in relation to creating environmental protection policies is increasing, particularly with regard to the reuse of waste for power generation. In this context, biodiesel production from waste cooking oils could play an important role. Biodiesel is a biofuel that can be produced from saturated fatty raw material discarded by restaurants, such as oils and fats used for cooking processes. This paper describes a biodiesel production plant installed at Pinheira Beach in the State of Santa Catarina, southern Brazil and aims to discuss the environmental, social and economic impacts by analyzing the biodiesel production by life cycle assessment (LCA), relationship with the emission of greenhouse gases. The plant is run by an association and is aimed at promoting the recycling of waste cooking oil from restaurants and residences in the area and, at the same time, enables the continuity of artisanal fisheries in the region. The transesterification production process was used to convert waste cooking oils into biodiesel using basic catalysis in the presence of methanol. A batch system with the capacity to produce 200 L of biodiesel per day was adopted. The data obtained for the biodiesel produced at the plant were 879.2 kg m −3 density, 495.74 mg kg −1 water content, 94.38% ester content, and 1.5 mg.kg −1 sodium plus potassium. Related to the Life Cycle Assessment the results demonstrate that the category that most contributes to the emissions generated in biodiesel production process is the collection stage with 92.10% contribution, presenting a significant difference to the productions stage which contributed 7.9%. The plant provides environmental, social and economic gains for the community, for instance, increased income for the associates and fishermen, environmental education in schools, and cooking oil recycling opportunities. Industrial ecology is presented in the literature as both a policy tool and an academic theory. This paper discusses a voluntary certification scheme adopted by the regional government of Tuscany (Italy) as a policy tool to disseminate the concepts of industrial ecology. The approval of a regional regulation represents the first adoption in European environmental and industrial policies of a voluntary tool aimed at stimulating the creation and dissemination of eco-industrial parks. This new certification method is analysed by focusing on the prevention of pollution. The criteria required to obtain the qualification, and the roles and responsibilities of all the actors involved are outlined. Finally, the strengths and weaknesses of the certification scheme are highlighted and the Italian standard compared with the national standard issued in China by the State Environmental Protection Administration. The findings contribute to the discussion of policy measures aimed at disseminating the concepts of Industrial Ecology including a tool based on voluntary co-operation and third-party certifications. Air pollution problems in China are related to imperfect legislation and potential integration problems among legislation, plans, and policies from the perspective of legislation, planning, and policy-making. Recent English-language articles focus on revision of the Air Pollution Prevention and Control Law of China. The purpose of this study is to make the overall system for prevention and control of air pollution in China understood by a broader audience by providing an overview of the pertinent legislation, plans, and policies, since such a review has not been presented so far. At the beginning of this article, we clarify the key definitions of legislation, plan, and policy and establish a preliminary analytical framework for evaluating the integration of legislation, plans, and policies. Then we present a variety of pieces of legislation at national, local, and international levels, including the Constitution, national laws, national administrative regulations and departmental rules, and local regulations and rules that were selected because of their direct and close relation to the prevention and control of air pollution, especially particulate matter. We divide the history of legislation since 1956 into four phases: preceding (1956–1978), beginning (1979–1999), development (2000–2013), and improvement (since 2014), putting emphases on changes in legislation in each phase. We also describe the 12th Five-Year Plan for National Economic and Social Development, the 12th Five-Year Plan on Prevention and Control of Air Pollution in Key Regions, the Action Plan on Prevention and Control of Air Pollution, and a series of policies on energy conservation, emission reduction, and energy use. We then comment on challenges of defects within the legislation framework and integration problems among legislation, plans, and policies. Finally, we put forward some improvement measures to address the challenges: (1) stipulating special provisions for prevention and control of motor vehicle pollution, (2) empowering local environmental protection bureaus to enforce the air-pollutant-emission permit system, (3) improving the feasibility of the air-pollutant-emission trading system, (4) clarifying government responsibility and intensifying penalties, and (5) integrating relations among legislation, plans, and policies. The promotion of modern industrialization has caused heavy environmental pollution. Environmental protection is a basic national policy of China. In 2011, China began to implement the "Twelfth Five-Year Plan for National Environmental Protection" (12th FYP_NEP). Using the survey data of small and medium-sized enterprises (SMEs) in Shandong Province of China, this paper empirically explores the impact of 12th FYP_NEP on the energy utilization and operating efficiencies of SMEs. It is found that the environmental policy "12th FYP_NEP" has a significant incentive effect on both efficiency performance of Chinese SMEs, and has a greater positive impact on operating efficiency. Our heterogeneity analysis showed the following results. The incentive effect is different in different industries and enterprises of different sizes. The policy "12th FYP_NEP" has a greater positive impact on the energy utilization efficiency of SMEs in China's first and second tier cities, but it has no significant impact on their operation efficiency. This shows that SMEs in first and second tier cities are more effective in coping with the national environmental policy reform strategy. It can be seen that the promulgation of China's environmental policies can significantly improve the energy utilization awareness of these SMEs. The incentive effect of the policy on the two efficiency performances of SMEs in cities with "heavy air pollution" is greater, indicating that the implementation effect of "12th FYP_NEP" on SMEs in such cities is better. The enlightenments are as follows: the current situation of Chinese SMEs is that the energy utilization efficiency is low, while the operating efficiency is high. Most enterprises attach great importance to their own operating profits and economic development, and the awareness of energy utilization needs to be greatly strengthened. "12th FYP_NEP" has obvious positive effect on the energy utilization and operating efficiencies of SMEs, but there are slight differences among different types of enterprises. Green growth, a-growth, post-growth and degrowth are prominent concepts on the role of economic growth for achieving environmental sustainability. In this article, we investigate the attitudes of environmental protection specialists towards these concepts by conducting a survey with employees of the German Environment Agency (UBA). We develop three measures of attitudes towards the concepts: An implicit position based on responses to statements related to the debate on economic growth and the environment, a position choice based on choosing one concept without referring to its name and an explicit position based on choosing a concept with reference to its name. The analysis leads to four major results. (1) Environmental protection specialists predominantly express a preference for growth-critical concepts (a-growth/post-growth and degrowth) as compared to green growth. (2) A-growth/post-growth is the most favoured concept. (3) The results are stable for all three attitude-measures. (4) Specialists with more knowledge on the concepts are even more likely to prefer growth-critical concepts. Our results further support previous empirical findings that a large share of people and, in particular, specialists are in favour of growth-critical concepts, making policy-options towards such concepts more feasible. Given the degradation of the environment, balancing economic development with environmental protection is key to a green China. Therefore, it is of great significance to study the impacts of different environmental policies on China's pollution-intensive industries (PIIs). We look at the main types of environmental policies tools of China in areas of legal, economic and informal regulations, and select typical policies of each type for research. Based on the theoretical model about how environmental regulations affect the transfer decision of polluting enterprises, quantitative empirical tests are conducted in this paper to study the influences of environmental regulations on the transfer of PIIs by using provincial panel data from 2003 to 2016. It is found that: (1) All three types of environmental regulations have significant yet heterogeneous impacts on the transfer of PIIs. (2) With an emphasis on the nonlinear impact of environmental regulations on PIIs' transfer, we find that all the three types of environmental regulations exert inverted-N shaped nonlinear influences. The findings indicate that regions with ultra-stringent or excessively loose regulations are not attractive to polluting industries. However, appropriate environmental regulations stimulate enterprises to innovate, enhance market competitiveness, and increase production. (3) Between regions, spatially heterogeneous influences on PII's transfer are also found. Currently, levels of all types of environmental regulations are relatively low in China, which induce an initial negative correlation between policies and polluting enterprises. Abstract: This paper investigates the effects of environmental policy on environmental conditions resulting from China''s accession to the WTO. We estimate environmental technological efficiency under both weak and strong disposability assumptions and use the difference to calculate the pollution abatement cost (PAC). We then undertake Tobit regression analysis on several explanatory variables, including dummies for different time periods and regions. Generally, our findings show that China''s accession to the WTO did not guarantee better environmental conditions even though China adopted stronger regulations to meet the higher standards. In particular, the eastern region does not seem to be strictly regulated. These interesting results may be partly attributable to China''s need to attract foreign investment and may represent a case in which institutional regulations are not always effective in practice. Abstract: Green procurement in Denmark is developing with a new strategy with special emphasis on non-product-related procurement; i.e., all products that are not directly transformed into the product produced by the company, for example cleaning detergents and office supplies. Three earlier strategies are well described in literature: Green supply chain management in the business-to-business area, green public procurement, and, finally green private consumption. The latest strategy with special emphasis on non-product-related procurement makes sense from a macro-level perspective: the small environmental benefits of millions of procurement decisions do add up to large environmental improvement potentials. Thus, non-product-related procurement focuses on the similarities in the purchases made across different sectors. Explorative interviews with purchasers in Danish companies form the basis for an investigation of the drivers of and barriers to the greening of non-product-related procurement. The research shows that, as a main challenge, the clear benefits achieved at the macro-level are almost invisible at the micro-level, where the management priorities tend to focus on the primary, customer-related procurement. Taking a network approach focussing on resources, actors and activities, three ways of utilising the drivers of non-product-related procurement are suggested: 1) Increase the focus on the extremely concentrated procurement markets such as the on-line catalogues of wholesalers; 2) Create a closer link to the strategy for greening private consumption, as similarities exist and the purchasers lean on their private experiences when purchasing non-product-related items; and finally, 3) Intensify the efforts in product categories in which strict normative legislation makes management more motivated. Abstract: Worker health and safety and environmental protection are not always considered simultaneously when attempting to reduce or eliminate hazardous materials from our environment. Cleaner Production-Pollution Prevention (CPPP), as primary prevention, has the ability to shift worker health and safety strategies from control to prevention, where exposure prevention precedes exposure control. This paper evaluates the effect of Cleaner Production-Pollution Prevention in the form of toxics use reduction (TUR) on worker health and safety at three printed wire board facilities covered under the Massachusetts Toxics Use Reduction Act. In-depth case study analysis, including an assessment of each facility’s health and safety status, explores the root causes of the worker health and safety changes attributable to the TUR interventions. By exploring the relationship between worker health and safety and environmental protection within the corporate structure; we can identify the factors driving companies to reduce toxics both inside and outside of their plants, as a single concern. While traditionally there have been divergent paths of practice for worker health and safety and environmental protection, the two are closely connected. It is important, however, to consider the implications of risk transfer/shifting between the general and work environment. In order to avoid this risk shifting, worker health and safety perspectives and goals must be more clearly incorporated into the Cleaner Production-Pollution Prevention/TUR management system. This study opens a dialog around the effects of environmental intervention programs on worker health and safety. We realize now that while CPPP/TUR reduces exposure to toxic substances in the general environment, it also offers unique opportunities to reaffirm primary prevention principles in the work environment. Abstract: Voluntary approaches to industry-wide pollution prevention programs have gained a global impetus. Despite this impetus relatively little research has been undertaken into identifying key features of successful programs. This research identified these features by reviewing selected programs in five countries, Australia, Canada, Japan, the United Kingdom and the United States. Nine key features have been identified, namely: Adequate and consistent funding; Collaborative relationship with industry; Single sector program focus; Setting credible goals; Info-regulation and resources available; Threat of credible enforcement; Regular and credible monitoring; Visible participant benefits; and, Transparent provision of program results. The research complements other work and while showing a high level of similarity in the features, provided also for the inclusion of two further design features, namely ‘adequate and consistent funding’, and developing a maintaining a ‘collaborative relationship with industry’. It is suggested that the nine design features alone, while important, are insufficient and that further research is required to identify these other supporting factors. [Copyright &y& Elsevier]

Abstract: Industrial symbiosis (IS) emerged as a collective, multi-industrial approach to improve economic and environmental performance through the use of wastes/by-products as substitutes for raw materials. The development of IS initiatives depends on the context in which they occur, characterised in terms of social, economic, political, spatial and temporal embeddedness. As a consequence, the context can be influenced to become more supportive of IS through a continuous, interactive process, combining top-down governmental directives and bottom-up spontaneous business initiatives. A strategy to develop and enhance this process is explored in this paper and described by the authors as a middle-out approach. Policies and policy instruments introduced by governmental agencies provide objectives and incentives to businesses. The middle-out approach induces the development of a strategy to create positive feedback loops among agents (e.g. government, industries) that may guide their actions into setting the conditions to support IS emergence. This paper provides a case study that discusses a regional development of IS in Portugal that highlights critical factors for success in implementing IS, and shows that the middle-out approach can also be understood as an extension and combination of previous research on context factors and planned/spontaneous approaches to IS development. Abstract: Universities can nowadays be regarded as ‘small cities’ due to their large size, population, and the various complex activities taking place in campuses, which have some serious direct and indirect impacts on the environment. The environmental pollution and degradation caused by universities in form of energy and material consumption via activities and operations in teaching and research, provision of support services and in residential areas could be considerably reduced by an effective choice of organizational and technical measures. Although many environmental protection measures can be seen at some universities, but a more systematic and sustainable approach to reducing the negative impacts of those activities and making the campuses more sustainable, is generally lacking. Therefore, this paper proposes a framework of a more suitable approach to achieving campus sustainability that could remedy the limitations of the current environmental management practices in universities and ensures more sustainability through the integration of three strategies, namely: university Environmental Management System (EMS); public participation and social responsibility; and promoting sustainability in teaching and research. Abstract: The relationship between economy and environmental impacts has been an essential topic in the discussion on environmental problems for a long time. From the 1990s, this relationship has gained a position in environmental policy as well. De-coupling the use of natural resources from economic growth has been set as one of the policy goals in the sixth Environmental Action Programme by the European Commission. In the scientific discussion, the concept of environmental Kuznets curve deals closely with the de-coupling or de-linking phenomenon. Aggregated material flows, on the other hand, have often been considered as a macro-level proxy of environmental degradation. Different methods or approaches have been designed for “sustainability” or “carrying capacity” evaluation as well. The objective of this article is (i) to discuss the possibilities and limitations of using environmental and economic indicators in the sustainability analysis at the macro level, (ii) to present a theoretical framework for the linking analysis including a classification of the degrees of de-linking/re-linking environmental impacts from/to economic growth, and (iii) to give an empirical example by using indicators of direct material flows as a proxy of environmental degradation and by applying the framework into the European Union and its 15 member countries. The results show that the trend in the European Union is a weak de-linking of material flows from economic growth during the years 1980–2000. In other words, material intensity of the economy has generally decreased due to increased efficiency, but the absolute amount of material use has increased, although at a lower rate of increase than economic growth. On the other hand, there is a quite large variation between different EU member countries. However, absolute decrease in the use of materials cannot be found as a continuous trend between the years 1980 and 2000 in any of the studied EU member countries. [Copyright &y& Elsevier]

Abstract: The EU Water Framework Directive requires Member States to organise the management of their water systems in an integrated manner, based on the natural boundaries of the water systems; the river basins. A river basin approach implies the integration of policymaking and management throughout a set of different functional uses and spatial scales. Another innovation of the Directive is the introduction of recovery of costs for water services, taking account of the polluter-pays principle. By 2010, water-pricing polices will have to provide adequate incentives for users to use water resources efficiently, and thereby contribute to the environmental objectives of the Directive. Other principles, such as the precautionary principle, are becoming increasingly important in the management of water resources as well. The translation of those principles into policy in the several Member States may however diverge. We present an overview of policy principles that play a role as basic assumptions in water management. Environmental policy principles have gradually been introduced in European legislation. From being part of a declaration of the Council, they have evolved to a basis for action in the environmental field and currently they also find wide application in the context of water management. While focusing on the EU Water Framework Directive, we investigate whether and how these principles can be reconciled with a framework for integrated water management. [Copyright &y& Elsevier]

Abstract: This paper reports the findings of a study conducted to identify the appropriate policy strategies for cleaner production in Zambia. Through direct consultation with industry and other stakeholders, it was observed that the major constraints that hindered implementation of cleaner production in the industry were financial problems, poor/weak enforcement of environmental laws, lack of knowledge, lack of awareness and lack of technical competence. Similarly, potential motivators for cleaner production in industry were identified and included the macro-economic climate, economic reforms and policies, economic incentives, regulation and environmental leadership. In conclusion, the low levels of cleaner production adoption were mainly due to the lack of environmental standards in some industries, low levels of cleaner production awareness, limited understanding of commercial and economic benefits of utilisation of cleaner production approaches, inadequate institutional arrangements for the promotion and implementation of cleaner production and the lacklustre enforcement of existing environmental laws. With the gradual strengthening of environmental supervision, how to coordinate the relationship between environmental protection and full employment has become an urgent problem. This paper takes China's carbon emission trading policy as the research subject, and evaluates the employment effect of carbon emission trading policy from the perspective of micro enterprises under the premise of considering the spatial spillover effect. This paper aims to verify and evaluate the spatial spillover effect of China's carbon emission trading pilot policy on labor demand of enterprises, and study the effect of environmental policies on the employment market in China. Firstly, from the theoretical point of view, comparisons among the differences of the average employment effect, spillover effect and total effect coefficient of carbon trading right policy are conducted under the condition of spillover effect or not. Secondly, from the empirical perspective and relaxing the STUVA conditions, a Triple Difference Model is constructed to evaluate the impact of carbon emission trading policy on the labor demand of enterprises by using the panel data of China A-share listed companies in Shanghai and Shenzhen from 2008 to 2017. Thirdly, this paper further uses the synthetic control method to analyze the employment effect differences of carbon emission trading policies in different pilot areas of China. The results show that the carbon emission trading policy in China has an about 10 percent positive spillover effect on the neighboring provinces in pilot areas. Moreover, the results indicate that China's carbon emission trading policy has generated some employment dividend, and the total effect is about 11.5 percent when the ratio of individual sample is considered. In addition, the impact of carbon emission trading policy on employment is gradually increasing, and the employment effect of carbon trading policies in different pilot areas of China is quite dissimilar. The findings of this paper confirm the positive employment effect of China's carbon emission trading policy, and have important policy implications for the further promotion of the national carbon emission trading market. The rapid growth of foreign investment is a double-edged sword, which not only drives China's rapid economic development, but also aggravates China's energy shortage and environmental pollution. Chinese government has strengthened environmental regulations with the intention of restricting the entry of foreign investment, improving the quality of foreign direct investment (FDI). However, the effect of environmental regulation on the quality of FDI has not been carefully examined yet. This study constructs a panel model and uses the panel data of 30 provinces in China from 2009 to 2018 to scrutinize the effect of different types of environmental regulation policies on the quality of FDI. The results show that the strengthening of environmental regulation policies can improve the quality of FDI and avoid making China a "pollution paradise" for FDI. There are significant differences in the effects of different types of such policies on the quality of FDI; the type of administrative supervision and social participation policies play positive roles in improving the quality of FDI. There are also significant differences in the strategies for attracting foreign investment among different regions, as well as in the focuses of their environmental regulation objectives. Therefore, for environmental regulation policies to play a more positive role in promoting the quality of FDI and the high-quality development of the national economy, this study suggests that it is necessary to further implement the policy of opening up to the outside world, optimise foreign investment structures, deepen opening up to the outside world, optimise the structure of foreign investment, deepen the reform of the environmental supervision structure, tighten the law enforcement of environmental protection, seek accurate environmental regulation based on the realities of regional foreign investment development, take multiple measures to improve the business environment to promote the quality and efficiency of foreign investment, and so on. The high-quality development of the environmental protection industry (EPI) requires the support of the corresponding industrial policy system. Taking the input-output efficiency of China's environmental protection enterprises (EPE) as the starting point, this paper conducts a micro-empirical analysis (including random frontier calculation, structural feature combing, and driving mechanism analysis) on the effects of and structural differences in different policy support measures such as taxation, subsidies, and credit. The study finds that first, there are significant ownership and regional differences in the technical efficiency (TE) of Chinese EPE, and the TE level of state-owned and central and western EPE is relatively low. Second, tax relief measures have significant efficiency enhancement effects, especially for non-state-owned enterprises. Third, government subsidies for non-state-owned enterprises and credit support for the central and western regions can produce efficiency improvements. Therefore, constructing a structured policy support system is an important measure to improve the high-quality development of China's EPI. • From the input-output perspective, the TE of EPE has ownership differences and regional heterogeneity. • The effects of different policy support methods are significantly different. • Tax reductions and government subsidies for non-state-owned enterprises have the effect of improving efficiency. • Credit support for the central and western regions can produce efficiency improvements. The successful implementation of the most stringent environmental protection institution is crucial for China to prevent and control increasingly serious environmental issues. However, the current environmental protection institutional system (EPIS) is constrained by various barriers. This paper aims to construct a path analysis model to reveal the methods and timing to best select and overcome different EPIS barriers systematically, especially determining at which stage prioritizing corresponding barriers may lead to the optimal improvement of EPIS's performance. The barriers categorized in the environmental legal, economic, administrative and public participation institutional subsystems are identified by combining an empirical survey and literature review. A novel path analysis model based on rough DEAMTEL-NK approach is proposed in which the interaction relationship and intensity between barriers are used to construct a heuristic path searching algorithm; the optimal path for overcoming barriers in China's EPIS is determined by simulating the climbing optimization process of the system on the fitness landscape. The path results show that the defective integration among legislation, plans, and policies and the inadequate environmental economic policy assessment mechanism are the two key barriers that should be prioritized. This study provides a strategic tool or remedial measure for management to better optimize the implementation of the most stringent environmental protection institution and achieve environmental sustainability from the novel perspective of prioritizing approaches to overcoming barriers. • The path for overcoming barriers influences the optimization of EPIS performance. • The 16 main barriers in China's EPIS are identified. • The causal relationships between barriers are revealed. • A rough DEMATEL-NK model is proposed to simulate the path of overcoming barriers. • Defective integration among legislation, plans, and policies should be prioritized.
