The purpose of this paper is to analyze the development paths leading to the transition to cleaner bleaching technologies in the pulp industry. It devotes particular attention to the key features of the Swedish transition, but also compares this to the Finnish experiences. The empirical investigation builds on an analytical framework highlighting the conditions under which pollution regulations can provide efficient incentives for deep emission reductions at industrial plants. Existing and new archive material, including not least comprehensive license trial acts for Swedish pulp mills over an extended time period, are studied. Based on this historical analysis our findings contradict previous literature, the latter emphasizing that pressures from consumers and the public were the most significant driving forces behind the adoption of–and innovation in–alternative bleaching technologies during the late 1980s. Instead, this paper asserts, the green pulp transition was characterized by regulation-induced technological change and was made possible by long history of industry-wide cooperation in environmental R&D. Furthermore, while previous research has emphasized the leading role of the Nordic countries in green pulp innovation, we identify a number of profound differences between Finland and Sweden. These emerge from various national contexts in terms of, for instance, industry structures and strategies, political cultures, and regulatory styles. Since the 1970s energy crises, and increasingly in recent years, ground source heat pumps have attracted large interest as an instrument for energy conservation. Rapid growth of the industry has raised questions about the environmental benefits and costs of heat pumps. Governments have designed policies to both promote and regulate the industry. This study concentrates on the development of the ground source heat pump industry in Finland, and on national policies and regulations concerning the industry. The focus is on practitioners' responses to heat pump legislation, a topic so far overlooked by researchers, but also the users’ perspective is considered. The study is based on interviews and questionnaire responses from heat pump professionals, heat pump statistics, and literature. Six sectors of legislation and environmental policy are considered: the regulation of ozone depleting substances and greenhouse gases in refrigerants, qualification requirements imposed on the ground source heat pump industry, the permission procedure for ground loop heat exchangers, legislation on groundwater protection, requirements and incentives for heat pump efficiency and labelling, and public funding and subsidies for the industry. The results show that policies have an important role in the development of the industry, and that quality aspects deserve more attention in policies regarding e.g. GSHP training and planning permissions. Abstract: All member states of the EU have had to develop climate strategies following the commitment to the UN Framework Convention on Climate Change and the Kyoto Protocol. The evolution of the strategies provides insights into the learning that takes place at the level of policy development and offers material for analysing how ex ante and ex post evaluations have contributed to this learning. In the analysis, Finland is used as a case demonstrating different levels and types of learning, from deeper reframing to political learning. The results show that the full potential of the evaluations has not been utilised, partly because they have been constrained by their mandate. Greater openness and transparency in the policy processes would create favourable conditions for independent evaluations that could provide additional input to the policy processes. This would support social and reflexive learning and allow for greater adaptability. [Copyright &y& Elsevier]

Abstract: Industrial symbioses (ISs) and eco-industrial parks (EIPs) are key concepts of industrial ecology (IE). The aim of ISs and EIPs is to minimise inefficient material and energy use by utilising local by-product and energy flows. Industrial symbioses tend to develop through spontaneous action of economic actors, for gaining of economic benefit, but these systems can be designed and promoted via policy instruments as well. A literature review showed that national programmes for eco-industrial parks can be found in different parts of the world. In the action programmes and other sustainable consumption and production (SCP) policy documents of the EU, on the other hand, industrial symbioses gain less recognition as a path to enhanced sustainable production. In this article, we consider this and also analyse how the evolution and environmental performance of an industrial symbiosis system centred on a Finnish pulp and paper mill have been affected by SCP policy instruments. With regard to the system forming the subject of the case study, and Finnish industrial systems in general, policy instruments have succeeded in reducing emissions but not in systematically encouraging operators toward symbiosis-like activities. All in all, few studies exist on the overall impact of policy instruments promoting design of eco-industrial parks. It is not self-evident that symbiosis-like production systems would be sustainable in every case, as the background assumptions for political promotion of EIPs suggest. We concluded that industrial symbioses should be analysed and developed on a life cycle basis, with documentation of the real environmental benefits due to efficient resource use and decreased emissions in comparison to standalone production. ISs can then bring eco-competitiveness to companies in relation to SCP tools, such as environmental permits, ecolabels, and future product regulation based on the Ecodesign Directive in Europe. Indirect encouragement of symbiosis through land-use regulation and planning, in such a way that material fluxes between companies are possible both in operations and in financial terms, may prove effective. Abstract: This article analyses the process of preparing the proposal for a new Finnish National Waste Plan (NWP 2007–2016). The focus of this study is on the use of the alternative concepts of waste prevention or material efficiency and on the shift in discourse from the former to the latter concept. The strengths and weaknesses of these competing concepts were analysed using criteria such as synergy, semantic aspects, legal context and applicability to monitoring. The discourse presented by different stakeholder groups was analysed. The implications of choosing either of the concepts were illustrated. The author concludes that waste prevention can be promoted just as well, or even better from the perspective of improving material efficiency. The concept must be complemented by policy instruments within the chemical policy sector to cover the aspect of qualitative waste prevention. [Copyright &y& Elsevier]
