This paper presents a method to homogenize China's surface solar radiation (SSR) data and uses the resulting homogenized SSR data to assess the SSR trend over the period 1958-2016. Neighboring surface sunshine duration (SSD) data are used as reference data to assess the SSR data homogeneity. A principal component analysis is applied to build a reference series, which is proven to be less sensitive to occasional data issues than using the arithmetic mean of data from adjacent stations. A relative or absolute test is applied to detect changepoints, depending on whether or not a suitable reference series is available. A quantile-matching method is used to adjust the data to diminish the inhomogeneities. As a result, 60 out of the 119 SSR stations were found to have inhomogeneity issues. These were mainly caused by changes in instrument and observation schedule. The nonclimatic changes exaggerated the SSR change rates in 1991-93 and resulted in a sudden rise in the national average SSR series, causing an unrealistically drastic trend reversal in the 1990s. This was diminished by the data homogenization. The homogenized data show that the national average SSR has been declining significantly over the period 1958-90; this dimming trend mostly diminished over the period 1991-2005 and was replaced by a brightening trend in the recent decade. From the homogenized SSR data, the 1958-90 and 1958-2005 dimming rate is estimated to be -6.13 ± 0.47 and -5.08 ± 0.27W m-2 decade-1, respectively, and the 2005-16 brightening rate is 6.13 ± 1.77W m-2 decade-1. This paper develops a method for homogenizing daily temperature series. While daily temperatures are statistically more complex than annual or monthly temperatures, techniques and computational methods have been accumulating that can now model and analyze all salient statistical characteristics of daily temperature series. The goal here is to combine these techniques in an efficient manner for multiple changepoint identification in daily series; computational speed is critical as a century of daily data has over 36 500 data points. The method developed here takes into account 1) metadata, 2) reference series, 3) seasonal cycles, and 4) autocorrelation. Autocorrelation is especially important: ignoring it can degrade changepoint techniques, and sample autocorrelations of day-to-day temperature anomalies are often as large as 0.7. While daily homogenization is not conducted as commonly as monthly or annual homogenization, daily analyses provide greater detection precision as they are roughly 30 times as long as monthly records. For example, it is relatively easy to detect two changepoints less than two years apart with daily data, but virtually impossible to flag these in corresponding annually averaged data. This paper examines multiple changepoint detection procedures that use station history (metadata) information. Metadata records are available for some climate time series; however, these records are notoriously incomplete and many station moves and gauge changes are unlisted (undocumented). The shift in a series must be comparatively larger to declare a changepoint at an undocumented time. Also, the statistical methods for the documented and undocumented scenarios radically differ: a simple t test adequately detects a single mean shift at a documented changepoint time, while a tmax distribution is appropriate for a single undocumented changepoint analysis. Here, the multiple changepoint detection problem is considered via a Bayesian approach, with the metadata record being used to formulate a prior distribution of the changepoint numbers and their location times. This prior distribution is combined with the data to obtain a posterior distribution of changepoint numbers and location times. Estimates of the most likely number of changepoints and times are obtained from the posterior distribution. Simulation studies demonstrate the efficacy of this approach. In Part I of this paper, the optimal ranking regime (ORR) method was used to identify intradecadal to multidecadal (IMD) regimes in U.S. climate division temperature data during 1896-2012. Here, the method is used to test for annual and seasonal precipitation regimes during that same period. Water-year mean streamflow rankings at 125 U.S. Hydro-Climatic Data Network gauge stations are also evaluated during 1939-2011. The precipitation and streamflow regimes identified are compared with ORR-derived regimes in the Pacific decadal oscillation (PDO), the Atlantic multidecadal oscillation (AMO), and indices derived from gridded SST anomaly (SSTA) analysis data. Using a graphic display approach that allows for the comparison of IMD climate regimes in multiple time series, an interdecadal cycle in western precipitation is apparent after 1980, as is a similar cycle in northwestern streamflow. Before 1980, IMD regimes in northwestern streamflow and annual precipitation are in approximate antiphase with the PDO. One of the clearest IMD climate signals found in this analysis are post-1970 wet regimes in eastern U.S streamflow and annual precipitation, as well as in fall [September-November (SON)] precipitation. Pearson correlations between time series of annual and seasonal precipitation averaged over the eastern United States and SSTA analysis data show relatively extensive positive correlations between warming tropical SSTA and increasing fall precipitation. The possible Pacific and northern Atlantic roots of the recent eastern U.S. wet regime, as well as the general characteristics of U.S. climate variability in recent decades that emerge from this analysis and that of Part I, are discussed. This paper develops trend estimation techniques for monthly maximum and minimum temperature time series observed in the 48 conterminous United States over the last century. While most scientists concur that this region has warmed on aggregate, there is no a priori reason to believe that temporal trends in extremes and averages will exhibit the same patterns. Indeed, under minor regularity conditions, the sample partial sum and maximum of stationary time series are asymptotically independent (statistically). Previous authors have suggested that minimum temperatures are warming faster than maximum temperatures in the United States; such an aspect can be investigated via the methods discussed in this study. Here, statistical models with extreme value and changepoint features are used to estimate trends and their standard errors. A spatial smoothing is then done to extract general structure. The results show that monthly maximum temperatures are not often greatly changing-perhaps surprisingly, there are many stations that show some cooling. In contrast, the minimum temperatures show significant warming. Overall, the southeastern United States shows the least warming (even some cooling), and the western United States, northern Midwest, and New England have experienced the most warming. Maps of observed ground surface temperature (GST) in China generally contain inhomogeneities due to relocation of the observation site, changes in observation method, transition to automatic instruments, and so on. By using the observations of collocated manual and automatic weather stations in China, bias in daily GST caused by the transition to automatic observation systems is corrected for the first time in the present work. Then, the inhomogeneities caused by nonclimatic factors (e.g., relocation of the station and change of observation time) in the historical records of monthly GST are further reduced by using the penalized maximal F-test method. Analysis based on this new homogenized dataset reveals that the trend of annual-mean GST in China is approximately 0.273°C decade−1 during 1961–2016. The warming trend is stronger in winter (0.321°C decade−1) and spring (0.312°C decade−1) and weakest in summer (0.173°C decade−1). Spatially, all the stations in China, except for a few stations in southern China, present warming trends in the annual mean and in spring, fall, and winter seasons. In summer, cooling trends are observed in central and southern China. Moreover, we assess the monthly GST from five reanalysis products of the Global Land Data Assimilation System (GLDAS) during 1980–2016. The warming trends of Noah and the Catchment Land Surface Model (CLSM) from GLDAS-V2.0 are the closest to those of the homogenized observation, while the linear trends in the other three products (Noah, CLM, and MOS) from GLDAS-V1 are obviously different from those of the homogenized observation. Also, it is found that the spatial distribution of the warming trend is substantially overestimated in central China but underestimated in the other regions of China in these five GLDAS reanalysis products. Both climate and statistical models play an essential role in the process of demonstrating that the distribution of some atmospheric variable has changed over time and in establishing the most likely causes for the detected change. One statistical difficulty in the research field of detection and attribution resides in defining events that can be easily compared and accurately inferred from reasonable sample sizes. As many impacts studies focus on extreme events, the inference of small probabilities and the computation of their associated uncertainties quickly become challenging. In the particular context of event attribution, the authors address the question of how to compare records between the counterfactual "world as it might have been" without anthropogenic forcings and the factual "world that is." Records are often the most important events in terms of impact and get much media attention. The authors will show how to efficiently estimate the ratio of two small probabilities of records. The inferential gain is particularly substantial when a simple hypothesis-testing procedure is implemented. The theoretical justification of such a proposed scheme can be found in extreme value theory. To illustrate this study's approach, classical indicators in event attribution studies, like the risk ratio or the fraction of attributable risk, are modified and tailored to handle records. The authors illustrate the advantages of their method through theoretical results, simulation studies, temperature records in Paris, and outputs from a numerical climate model. Records of daily rainfall accumulations from 447 rain gauge stations over the central United States (Minnesota, Wisconsin, Michigan, Iowa, Illinois, Indiana, Missouri, Kentucky, Tennessee, Arkansas, Louisiana, Alabama, and Mississippi) are used to assess past changes in the frequency of heavy rainfall. Each station has a record of at least 50 yr, and the data cover most of the twentieth century and the first decade of the twenty-first century. Analyses are performed using a peaks-over-threshold approach, and, for each station, the 95th percentile is used as the threshold. Because of the count nature of the data and to account for both abrupt and slowly varying changes in the heavy rainfall distribution, a segmented regression is used to detect changepoints at unknown points in time. The presence of trends is assessed by means of a Poisson regression model to examine whether the rate of occurrence parameter is a linear function of time (by means of a logarithmic link function). The results point to increasing trends in heavy rainfall over the northern part of the study domain. Examination of the surface temperature record suggests that these increasing trends occur over the area with the largest increasing trends in temperature and, consequently, with an increase in atmospheric water vapor.
