This paper attempts to incorporate both leading and lagging KPIs and apply the reliability interval method (RIM) to formulate a benchmarking model to assess project success in Hong Kong. A list of leading and lagging KPIs was complied based on a comprehensive literature review. This list of KPIs was used to develop a survey questionnaire and RIM was subsequently used to analyze the survey results and determine the relative importance and rankings of various leading and lagging KPIs. The results reveal that the top 10 KPIs to evaluate the success of construction projects in Hong Kong (in descending order) were (1) safety performance, (2) cost performance, (3) time performance, (4) quality performance, (5) client's satisfaction, (6) effectiveness of communication, (7) end user's satisfaction, (8) effectiveness of planning, (9) functionality, and (10) environmental performance. Finally, a composite performance index (CPI) was derived by means of RIM to provide a comprehensive assessment of construction project success in Hong Kong. The accident record of the repair, maintenance, minor alteration, and addition (RMAA) sector has been alarmingly high; however, research in the RMAA sector remains limited. Unsafe behavior is considered one of the key causes of accidents. Thus, the organizational factors that influence individual safety behavior at work continue to be the focus of many studies. The safety climate, which reflects the true priority of safety in an organization, has drawn much attention. Safety climate measurement helps to identify areas for safety improvement. The current study aims to identify safety climate factors in the RMAA sector. A questionnaire survey was conducted in the RMAA sector in Hong Kong. Data were randomly split into the calibration and the validation samples. The RMAA safety climate factors were determined by exploratory factor analysis on the calibration sample. Three safety climate factors of the RMAA works were identified: (1) management commitment to occupational health and safety (OHS) and employee involvement, (2) application of safety rules and work practices, and (3) responsibility for health and safety. Confirmatory factor analysis (CFA) was then conducted on the validation sample. The CFA model showed satisfactory goodness of fit, reliability, and validity. The suggested RMAA safety climate factors can be utilized by construction industry practitioners in developed economies to measure the safety climate of their RMAA projects, thereby enhancing the safety of RMAA works. Although the design-build (DB) system has been demonstrated to be an effective delivery method and has gained popularity worldwide, it has not gained the same popularity in the construction market of the People's Republic of China (PRC). The objective of this study was to investigate the barriers to entry in the DB market. A total of 22 entry barriers were first identified through an open-ended questionnaire survey with 15 top construction professionals in the construction market of China. A broad questionnaire survey was further conducted to prioritize these entry barriers. Statistical analysis of responses shows that the most dominant barriers to entry into the DB market are lack of design expertise, lack of interest from owners, lack of suitable organization structure, lack of DB specialists, and lack of credit record system. Analysis of variance indicates that there is no difference of opinions among the respondent groups of academia, government departments, state-owned companies, and private companies, at the 5% significance level, on most of the barriers to entry. Finally, the underlying dimensions of barriers to entry in the DB market were investigated through factor analysis. The results indicate that there are six major underlying dimensions of entry barriers in DB market, including the competence of design-builders, difficulty in project procurement, characteristics of DB projects, lack of support from public sectors, the competence of DB owners, and the immaturity of DB market. Along with the economic acceleration and the consequent flourishing of urban infrastructure and real estate, there has been a tremendous development within the Chinese construction industry. However, the industry continues to suffer from excessive competition and low profit margins. Based on the resource partitioning process of organizational ecology theory, which predicts how market concentration relates to the survival of specialist and generalist organizations, this study analyzes the structure and the structural effect of the Jiangsu construction industry. Using the event history analysis method and data of all companies known to have operated during the period 1989-2007, the survival of both large and small construction companies within this low but increasing concentration industry has been investigated. It is concluded that the increasing concentration of the Jiangsu construction industry has a negative effect on the survival of construction companies. Nevertheless, no resource partitioning process can have occurred because it is found that the effect of concentration on decline for smaller companies is greater than for larger ones, which violates the assumption of the resource partitioning theory. In addition, macroeconomic policies and factors at the firm level have proved significant in relation to the incidence of survival of Jiangsu construction companies. Although this research focused mainly on the major construction companies of one province in China, the result reflects the profile of the whole country to some extent, and the research method could be replicated in other parts of the world for international comparisons. Many academic researchers have conducted studies on the selection of a design-build (DB) delivery method; however, there are few studies on the selection of DB operational variations, which pose challenges to many clients. The selection of a DB operational variation is a multicriteria decision-making process that requires clients to objectively evaluate the performance of each DB operational variation with reference to the selection criteria. This evaluation process is often characterized by subjectivity and uncertainty. To resolve this deficiency, the current investigation aimed to establish a fuzzy multicriteria decision-making (FMCDM) model for selecting the most suitable DB operational variation. A three-round Delphi questionnaire survey was conducted to identify the selection criteria and their relative importance. A fuzzy set theory approach, namely, the modified horizontal approach with the bisector error method, was applied to establish the fuzzy membership functions, which enables clients to perform quantitative calculations on the performance of each DB operational variation. The FMCDM was developed using the weighted-mean method to aggregate the overall performance of DB operational variations with regard to the selection criteria. The proposed FMCDM model enables clients to perform quantitative calculations in a fuzzy decision-making environment and provides a useful tool to cope with different project attributes. Appropriate training can only be developed if training needs for specific skills are carefully identified. This paper, further to an aggregate model developed previously, aims to forecast the occupational share of the aggregate manpower demand for the construction industry of Hong Kong. The forecast, based on existing manpower statistics, is divided into two levels: broad occupations and detailed occupations. The broad occupational demand forecasting model is formulated using a time-series regression analysis to derive the relationship between the occupational share and the construction output cycle, technology, and various work-mix variables; whereas exponential smoothing technique is used to forecast the share of detailed occupations. This occupational demand estimation can provide solid information to facilitate manpower planning. It enables the policymakers to foresee the trends of occupational manpower demand and formulate policies and training and retraining programs tailored to deal effectively with the industry’s human resource requirements in this critical sector of the economy. Although the study focuses on developing models for the Hong Kong construction labor market, the adopted methodology can be applied in other labor markets to develop such models for manpower planning. Equitable allocation of risks between the government and the private sector in concession agreement is essential to the success of public-private partnership (PPP) projects. The decision-making process, based on the established risk allocation principles expressed in linguistic terms, requires qualitative judgment and experiential knowledge of construction experts. However, it is subjective, partial, and implicit in actual application. This paper aims to develop a fuzzy synthetic evaluation model for determining an equitable risk allocation between the government and the private sector. By doing so, it assists the PPP project practitioners to transform the risk allocation principles in linguistic terms into a more usable and systematic quantitative-based analysis using fuzzy set. Twenty-three principles and influencing factors for risk allocation were identified through a comprehensive literature review. Nine critical risk allocation criteria (RACs) that evaluate the risk carrying capability of project participants were further identified, validated, and compiled based on the experts’ knowledge via face-to-face interviews. On the other hand, the weighting for each critical risk allocation criterion was determined through a two-round Delphi questionnaire survey. A set of knowledge-based fuzzy inference rules was then established to set up the membership function for the nine RACs. Based on the research findings, a fuzzy synthetic evaluation model was finally established to determine an equitable risk allocation between the government and the private sector. With the rapid growth of the Chinese economy, the desperate demand for infrastructure developments has created bottlenecks in the country’s sustainable development. Infrastructure investment could not be funded completely by the government alone. Taking Beijing as an example, there will be about 2,400 infrastructure projects to be developed during 2006–2010 with a total investment of over RMB 470 billion, which may impose budgetary pressure on the government. As a result, public-private partnership (PPP) could be considered as a favorable option to help provide these rapidly demanded public works and services. In order to investigate the potential for adopting PPPs in the People’s Republic of China, this paper aims to explore the critical success factors (CSFs) necessary to conduct PPP projects. The views from Chinese experts were collected via an empirical questionnaire survey. The respondents were invited to rate a total of 18 CSFs that contribute to the success of PPP projects as gleaned from the contemporary literature. The results of this survey were analyzed by the factor analysis technique. The findings showed that the 18 CSFs could be grouped into five underlying factors including: Factor 1—stable macroeconomic environment; Factor 2—shared responsibility between public and private sectors; Factor 3—transparent and efficient procurement process; Factor 4—stable political and social environment; and Factor 5—judicious government control. The private sector has long been involved in delivering public sector projects, whether its role has been as a partner or just as a contractor for the government. Over recent years the interest in adopting public private partnerships (PPPs) has increased internationally. Many research studies have presented positive reasons for the governments and the private sector to welcome this form of procurement, rather than continue adopting the traditional options. This paper aims to explore and compare the key drivers for adopting PPP in China and the Hong Kong Special Administrative Region (referred to as Hong Kong from here onwards). An empirical questionnaire survey was conducted in both of these administrative systems and survey respondents were invited to rate their perceptions on the importance of 15 different drivers identified. Eighty-seven completed survey questionnaires were returned for analysis. The findings indicated that respondents from China rated economy-related drivers higher, whereas Hong Kong respondents tended to rate efficiency-related drivers higher. China’s demand for more public infrastructure and services has imposed great pressure on the government’s budget, and therefore economic drivers were rated higher. On the other hand, with adequate financial reserve in hand and budget surplus over recent years, Hong Kong has tended to prefer paying for projects upfront, and hence efficiency was regarded more significantly. Among the 15 drivers, both of the respondents from China and Hong Kong selected, “provide an integrated solution (for public infrastructure/services)” and “solve the problem of public sector budget restraint” to be within the top three drivers. Despite the general agreement on the ranking pattern, the results of independent two-sample t-test showed that China and Hong Kong shared very different views on the driver “reduce the total project cost.” This driver was ranked rather high by the mainland Chinese respondents, but much lower by the Hong Kong respondents. A construction project is mostly initiated by the needs of the client. In order to satisfy the client’s requirements in terms of time, cost, and quality, various procurement methods are recommended for selection to increase the chance of success for the complex sequence of activities. Design-build (D&B) integrates design and construction to overcome some of the hurdles inherent in the traditional design-bid-build method. It has been extensively used worldwide and its distinctive features are claimed to deal with the problems of the traditional design-bid-build method. An investigation into the determinants of successful D&B projects can therefore help set a benchmark study for industry practitioners to compare their project performance. To better indicate the success level of D&B projects, the writers developed a project success index for D&B projects in the Hong Kong context, which is assessed by the key project performance indicators of time, cost, quality, and functionality. Multiple regression analysis is then applied to show that the project nature, the effective project management action, and the adoption of innovative management approaches are the critical success factors for D&B projects. The identification of success criteria can furnish project participants with indicators to attain success for their D&B projects for benchmarking and control purposes. The construction industry is a very competitive high-risk business. Many problems, such as little cooperation, lack of trust, and ineffective communication resulting in adversarial relationships between contracting parties, are facing the construction industry. Partnering is perhaps one of the most innovative developments in delivering a project efficiently and reducing construction disputes. It provides a sound basis for a “win-win” climate and synergistic teamwork. Project partnering in the Hong Kong construction industry has gained in popularity since 1994. A number of potential factors contributing to partnering success have emerged and deserve further study. This paper presents a review of the development of the partnering concept in general and identifies critical success factors for partnering projects from the Hong Kong perspective in particular. Through a postal questionnaire survey geared toward project participants with hands-on partnering experience, the opinions of various parties—clients, consultants, and contractors were sought and evaluated in relation to partnering success factors. The relationship between the perception of partnering success and a set of success factors hypothesized in the study was derived using factor analysis and multiple regression. The results indicated that certain requirements must be met for partnering to succeed. In particular, the establishment and communication of a conflict resolution strategy, a willingness to share resources among project participants, a clear definition of responsibilities, a commitment to a win-win attitude, and regular monitoring of partnering process were believed to be the significant underlying factors for partnering success.
