The goal of this study was to identify teacher-reported practices related to teaching the 2018 US Midterm Elections and contemporary social and policy issues. In particular, we sought to identify factors that helped explain why teachers were or were not engaging students in the midterm elections and related contemporary issues and what contextual factors may influence their teaching of these contemporary events. We also examined how the teachers’ political views and those of the school community, personal political engagement and engagement with current events were associated with teaching the midterms. Respondents to our online survey, conducted using a regionally stratified sample in late 2018, include 813 US secondary social studies teachers from 48 states. We found that teachers who identified shared goals with colleagues and administrators and who reported having autonomy over their curriculum and teaching said they engaged students in the election and issues regardless of the political context. We also found that teachers in more politically competitive states reported developing skills, norms and classroom contexts conducive for engaging in controversial issues. This study builds on previous work in curriculum studies by providing insight into manifestations of the interplay between curriculum traditions, that are interested in education on a global scale and emphasized in the newest curriculum reform in Finland. This reform proposes a shift towards a competency-based curriculum, emphasizes integrative teaching and obligates to multidisciplinary teaching. Here, the suggestions are analysed from teachers' perspectives. This data-based case study uses qualitative content analysis to examine interviews conducted with five teachers from three Finnish schools. The results reveal growing diversity as a result of multiple implementations of integrative teaching in Finland. Autonomy was maintained in teaching activity and provided possibilities for professional development. That being said, some limitations and challenges for integrative teaching were identified. This study argues that the ongoing curriculum reform process, which emphasizes integrative teaching, is a fruitful starting point for expanding teacher autonomy and collaboration. Teacher autonomy has become an increasingly popular research topic over the past decade, reflecting wider national and global education trends. In this light, this article investigates and compares the perceptions of German and Swedish teachers concerning their professional autonomy. We analyse teachers' perceptions using a grid, and view teacher autonomy as a multidimensional phenomenon taking place in different domains (educational, social, developmental and administrative) and at different levels (classroom, school, profession). The findings show that the teachers interviewed in Germany and Sweden value autonomy in various domains and dimensions differently, even if there also are many similarities. In instruction, that is, the educational autonomy domain, they perceive themselves to be very autonomous, in particular in relation to choices of content and method. Autonomous work in the classroom arena is also seen as the very core of the teaching profession. Overall, German teachers perceive themselves to be significantly involved in more areas of their work, and they refer much more to decisions which are to be made, whereas their Swedish colleagues are more concerned about control. The primary objective of the study was to empirically test theoretical claims made about differences between Didaktik and curriculum traditions concerning teacher autonomy (TA) and teacher responsibility (TR). It tests the hypothesis that TA and TR are higher among Didaktik than curriculum countries. The second objective was to explore associations of TA and responsibility measures with students' science performance? Nationally representative data from 2009 Programme for International Student Assessment (PISA), collected through a two-step random selection process were used. For TA individual items Mann-Whitney rank-sum test was employed, while a difference of proportion test was used for TR items to examine the differences. Hierarchical linear modelling (HLM) was used to examine association of TA and TR items with students' science performance in PISA 2009. Overall and contrary to the initial hypothesis, teachers in curriculum countries enjoy both more autonomy and responsibility than teachers in Didaktik countries, but differences were substantively weak. Furthermore, within-country associations of autonomy and responsibility measures with students' science performance were found in a few countries. Further research is recommended to address TA and responsibility and complexities that accompany them in current stakeholder-crowded school contexts. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to comparatively investigate the professional autonomy of upper secondary school teachers in three European countries in interpreting and implementing curricula. The paper focuses on teachers' experiences, and their perceptions of their autonomy and the control exercised over them in the global era of neoliberal education reforms. Semi-structured teacher interviews from Estonia, Finland and Germany (n = 33) were used to ascertain teachers' professional roles in different political contexts. Despite the common economically motivated pressures on school systems and teachers, the responses of nation-states and teachers vary. While German education reforms have been aimed mainly at increased standardization of education, Estonian and Finnish reforms have also emphasized school autonomy and the empowerment of teachers through school curriculum development. Even the Bavarian curriculum for gymnasia, one of the most prescriptive curricula in Germany, since 2008, has promised increased autonomy to teachers. Nevertheless, as the cases of Bavarian and Estonian curricula show, the autonomy-stressing rhetoric of a curriculum can be accompanied by teachers' perceived lack of autonomy. This article investigates how state authorities in Norway and Finland design national curriculum to provide different policy conditions for local curriculum work in municipalities and schools. The topic is explored by comparing how national authorities in Norway and Finland create a scope for local curriculum. The data consist of interviews with educational administrators as well as curricula documents and guidance material from the national level. The findings indicate two ways that state-based curriculum-making can provide conditions for control. In Finland, local curriculum work is constructed as a pedagogical process for developing local curriculum. In Norway, local curriculum work is constructed as a process for applying and thereby delivering the national curriculum. This study aims to develop a model for comparing different forms of teacher autonomy in various national contexts and at different times. Understanding and explaining local differences and global similarities in the teaching profession in a globalized world require conceptions that contribute to further theorization of comparative and international education. Drawing on a governance perspective and building on considerations of curriculum evaluation, the study argues that teacher autonomy is a crucial factor that has to be conceptualized in its national and historical contexts. It presents an examination of the teaching profession from both an institutional and service perspective. In both perspectives, teacher autonomy, framed by curriculum evaluation, can be regarded as both extended and restricted, but not necessarily at the same time. This point of view enables us to discuss different forms of autonomy in relation to each other. To support this idea, the study discusses cases of teachers in various contexts of time and space.
