In this paper, we deal with a minimal time control problem for a class of homogeneous evolution equations with impulse controls. We provide a systematical method to study the existence, uniqueness and bang-bang property of optimal controls for the problem. A sequentialquadratic Hamiltonian schemefor solving open-loop differential Nash games is proposed and investigated. This method is formulated in the framework of the Pontryagin maximum principle and represents an efficient and robust extension of the successive approximations strategy for solving optimal control problems. The Mangasarian-Fromovitz constraint qualification has played a fundamental role in mathematical programming problems involving inequality constraints. It is known to be equivalent to a normality condition (in terms of the positive linear independence of active gradients) which, in turn, implies regularity (the tangent and the linearizing cones coincide), a condition which has been crucial in the derivation of first- and second-order necessary optimality conditions. In this paper, we study the corresponding implications for problems in the calculus of variations. In particular, we show how the equivalence between normality and the Mangasarian-Fromovitz constraint qualification is preserved, but also that their main role changes completely since, as a simple example shows, they may not imply the corresponding regularity condition. The Cartan group is the free nilpotent Lie group of rank 2 and step 3. We consider the left-invariant sub-Riemannian problem on the Cartan group defined by an inner product in the first layer of its Lie algebra. This problem gives a nilpotent approximation of an arbitrary sub-Riemannian problem with the growth vector (2,3,5). In previous works, we described a group of symmetries of the sub-Riemannian problem on the Cartan group, and the corresponding Maxwell time — the first time when symmetric geodesics intersect one another. It is known that geodesics are not globally optimal after the Maxwell time. In this work, we study local optimality of geodesics on the Cartan group. We prove that the first conjugate time along a geodesic is not less than the Maxwell time corresponding to the group of symmetries. We characterize geodesics for which the first conjugate time is equal to the first Maxwell time. Moreover, we describe continuity of the first conjugate time near infinite values. Sufficient optimality conditions for optimal control problems involving isoperimetric and mixed inequality and equality constraints are derived. The main novelty of our approach is the fact that, for such problems, discontinuous and singular solutions can be detected. In other words, our result can deal with solutions for which the proposed optimal control is not continuous, but only essentially bounded, and the classical, crucial strengthened Legendre-Clebsch condition is no longer imposed. We consider specific sub-Finslerian structures in the neighborhood of 0 in ℝ 2 , defined by fixing a family of vector fields (F1,F2) and considering the norm defined on the non-constant rank distribution Δ = vect{F1, F2} by | G | = inf u { max { | u 1 | , | u 2 | } | G = u 1 F 1 + u 2 F 2 }. If F1 and F2 are not proportional at p, then we obtain a Finslerian structure; if not, the structure is sub-Finslerian on a distribution with non-constant rank. We are interested in the study of the local geometry of these Finslerian and sub-Finslerian structures: generic properties, normal form, short geodesics, cut locus, switching locus, and small spheres. The present paper studies a new class of problems of optimal control theory with special differential inclusions described by higher-order linear differential operators (HLDOs). There arises a rather complicated problem with simultaneous determination of the HLDOs and a Mayer functional depending of high-order derivatives of searched functions. The sufficient conditions, containing both the Euler-Lagrange and Hamiltonian type inclusions and "transversality" conditions at the endpoints t = − 1, 0 and t = 1 are derived. One of the key features in the proof of sufficient conditions is the notion of locally adjoint mappings. We study local structure of time-optimal controls and trajectories for a 3D control-affine system with a 2D control parameter with values in the disk.
