In order to address climate change, the international community established a regulatory framework in addition to adaptation and mitigation strategies being at its core, and adopted "common, but differentiated responsibility" as the fundamental principle behind the international climate change regime. However, the climate change regime has reached an impasse in recent years. This paper suggests that "common and symmetrical responsibility" should become the central organizing principle of the future climate regime in order to resolve disagreements among countries and encourage the initiative by the international community. This paper not only provides an analysis of the "bridging mechanism for adaptation and mitigation," based primarily on the allocation of quantified emissions, limitation and reduction commitments and the sharing of multilateral climate funds, but also discusses the "cut-or-fund" scheme and "cut-and-fund" scheme in in developed and developing States, respectively under this mechanism. Sea-level rise (SLR) is considered one of the most serious consequences of climate change. The risk of SLR compels legal consideration of this phenomenon related to many interrelated domains including the Law of the Sea. The Western Pacific region contains the most low-lying coastal countries and small island States seriously affected by SLR in the world. This research has been carried out as a contribution paper on the State practice in the Western Pacific region to the topic of "Sea-level rise in relation to international law" conducted by the Study Group of the United Nations International Law Commission in the period of 2020-2021. It aims to summarize the consequences of SLR for the Western Pacific States and outline their legal positions in relation to the sea-level rise. It also discusses specific issues, challenges and opportunities facing the Western Pacific States in supporting the maintenance of maritime baselines and limits notwithstanding physical changes caused by SLR. Climate friendly technologies contribute to tackling global climate crisis and the dynamic transfer of these technologies is important to achieve universal climate actions. The UNFCCC, and its recent Paris Agreement, have introduced international assistance to promote climate related-technology transfer. They call for collaborative actions from both technology supplier and demander sides in order to enable environments for a meaningful and effective technology transfer. According to the UNFCCC, the international technology assistance is unlikely to work in a desired way with the absence of indigenous enabling environments. Therefore, it is crucial to identify, assess and overcome potential barriers potentially confronted by host countries in their acquisition of climate technologies, which helps prepare these countries for climate resilience economy and sustainable development. About 25 years ago, the Intergovernmental Panel on Climate Change claimed that the greenhouse gases, in particular Carbon Dioxide, are mainly responsible for global warming and its adverse effects. The claim rapidly became an absolute and incontrovertible truth regardless of countless scientific counterevidences. Such international trend was directed to a birth of the United Nations Framework Convention on Climate Change and the Kyoto Protocol, the detailed norm to the Convention. Even to this very day, the "man-made climate change" operates as implicit prerequisite of continuing international climate conferences and international environmental law studies. The paper tries to introduce a viewpoint from the scientific skepticism towards man-made climate change and figure out the political calculations inside Kyoto Protocol. By doing so, the author demonstrates that serious concern about the environment barely exists in current climate response system and attempts to adduce suggestions that should be made in future climate change conferences. Climate change is an emerging environmental issue. To prevent possible trade sanctions from the industrialized trading partners, Taiwan proposed several policies to mitigate greenhouse gas emissions. This includes their preparation of the Greenhouse Gas Reduction Act is under legislature review and the Statute for Renewable Energy Management. Because Taiwan is not a member of the United Nations, it is excluded from participation in the United Nation Convention on Climate Change and lacks access to the flexible mechanisms defined under the Kyoto Protocol. The Taiwan Environment Protection Administration plans to encourage the local emitters to acquire foreign reduction credits to offset domestic emissions. This article approaches Taiwan's mitigation policies and measures from an international legal perspective. It also introduces adaptation policies and recommends that the government establish a special national adaptation team to prepare data and criteria for risk prioritization. Finally, this paper recommends that the Parties of the UNFCCC adopt the 'universal apply'principle for climate change and allow any governmental agency whose governing matters are covered by the convention, to participate and share emission-reduction responsibilities. This paper examines the early operation of the Kyoto Protocol's non-compliance procedure since 2006. Several important non-compliance cases recently or currently before the Kyoto Compliance Committee of the procedures and mechanisms deserve to be analysed and discussed. As we may see, the enforcement branch of the Compliance Committee has dealt with some important cases of non-compliance; Among them, from the viewpoint of interpretation or application of international environmental treaties, the question of compliance by Croatia would be particularly interesting. What must be noticed is that the Kyoto Protocol's NCP has prepared a multilateral forum which enables both the parties and the enforcement branch to base their arguments on international legal perspectives.
