In an era of expanding global educational privatization and shifting policies on how to fund educational facilities in many states in the US, this study engages the lenses of critical policy analysis and fiscal sociology to examine educational privatization in the school facilities industry in California. Employing critical policy document analysis to examine approximately 40 primary and secondary source documents including propositions, bills, government and education codes, facilities reports, and state public debt data, this paper addresses the following research question: How have education finance policies shaped the system of school district facilities financing over time, specifically with regard to the field of private actors involved in the school facilities industry? This paper examines the historical policy context for privatization in school district facilities financing, evaluating how policies have evolved, been implemented, and affected stakeholders over time in the broader neoliberal context. Findings indicate that policies promoting privatization in education finance impact school districts' abilities to provide equitable facilities to their students. Also, the complex and intermittent process of financing school facilities has facilitated the rise of specialized private actors in the school facilities industry that has now organized to engage in private-sector policy setting.

This paper uses Bourdieu to develop theorizing about policy processes in education and to extend the policy cycle approach in a time of globalization. Use is made of Bourdieu's concept of social field and the argument is sustained that in the context of globalization the field of educational policy has reduced autonomy, with enhanced cross-field effects in educational policy production, particularly from the fields of the economy and journalism. Given the social rather than geographical character of Bourdieu's concept of social fields, it is also argued that the concept can be, and indeed has to be, stretched beyond the nation to take account of the emergent global policy field in education. Utilizing Bourdieu's late work on the globalization of the economy through neo-liberal politics, we argue that a non-reified account of the emergent global educational policy field can be provided. This paper begins from the assumption that Bourdieu?s theorizing and his central concepts of field, habitus, capitals, strategy and so on can be productively utilized in policy sociology in education. The paper argues that Bourdieu can help to develop theorizing and research in the field, particularly in relation to taking account of the effects of globalization on policy processes in education.

Widespread neoliberal approaches to education consider schools increasingly accountable for self-management and 'client' recruitment, encapsulating economic ideologies that assume privatisation is essential for social progress. With an ever-shifting landscape of market-driven policies and the increasing growth of private education settings, more research is needed to cast light on emerging or under-researched aspects of autonomous schools. Located within a U.S. state that has strict constraints on tax subsidies for religious K-12 education, this paper investigates how an extensive form of decentralisation corresponds with schools' discipline and ethical environment. It analyses teacher interviews and web documents from faith-based, autonomous schools in a state that has devolved power and authority for decision-making to parents and other independent 'agents', having a distanced relationship with its nonstate 'actors'. The paper follows Foucault's use of the metaphor of the panopticon and adopts his power analysis to examine the nature of parental control and its influence on disciplinary and ethical practices. Evidence suggests that these autonomous schools are driven by a 'mini-public' ideology that constrains educators' autonomy and generates particular disciplinary norms; entangling ethical, educational, and social ramifications, including teacher resistance and teacher demoralisation. The increased use of quantitative education data is often regarded by scholars as evidence of the emergence of'governing by numbers'. These scholars ascribe major stakeholders such as the OECD and nation states agency as they produce, distribute and consume data, and respond to these with policy and management initiatives. This paper argues that metrics themselves have a configurative agency that affects education in terms of educational ideas and designs. The paper illustrates this point by analysing two cases of graduate employability metrics, each of which configures education differently, and discusses how the configurative agency of metrics can become the focal point of a different research agenda using distinct analytical concepts drawn from the sociology of quantification and new materialism. The paper concludes that such a research agenda can enable actors involved in the design and development of education to enter into a professional dialogue and engagement with education data, rather than merely dismissing it. School architecture is often taken for granted both in use (where it is naturalized) and in writing on education policy (tending to feature simply as policy setting.) Built policy instead points up the active and ongoing role of the material environment in shaping education. From financing and procurement to the design of individual classrooms, the paper works across architecture, sociology and policy studies to clarify the relationship between different dimensions of physical and social space and so provide a useful theoretical ground for future work. What is special about school-building and architecture that enables them to do policy? How are they used to do it? By whom? From city planners to students, a range of actors use different space-organizing resources to attempt the instantiation of (and challenges to) policy in built form. These processes are explored first theoretically, then empirically through a new Academy school in England. The paper deepens understanding of what policy is, emphasizing its intimate if taken for granted spatial characteristics, its ongoing-ness in built form and its travel by means of circulating images of buildings and spaces. Test-based accountability or 'TBA,' as a core element of the pervasive Global Education Reform Movement (GERM), has become a central characteristic of education systems around the world. TBA often comes in conjunction with greater school autonomy, enabling governments to assess 'school quality' (i.e. test results) from a distance. Often, quality improvement is further encouraged through the publication of these results. Research has investigated this phenomenon and its effects, much of it focusing on Anglo-Saxon cases. This paper, drawing on expert interviews and key policy documents, couples a policy borrowing with a policy instruments approach to critically examine how and why TBA has developed in the highly autonomous Dutch system. It finds that TBA evolved incrementally, advancing towards higher stakes for schools and boards. Further, it argues that school autonomy has been central to the development of TBA in two ways. Firstly, following a period of decentralisation that increased school(board) autonomy, the Dutch government saw a need to strengthen accountability to ensure education quality. This was influenced by international discourse and accelerated by a (politically exploited) national 'quality crisis' in education. Secondly, the traditionally autonomous Dutch system, shaped by 'Freedom of Education', has at times conflicted with TBA, and has played a significant role in (re)shaping global policy and in mitigating the GERM. Along with the dramatic expansion of private tutoring around the world, a significant body of literature has been produced to understand this phenomenon. While many studies consider the issue of geographic location, the spatial dimension tends not to be a central focus of private tutoring studies. In contrast, the present essay applies mobility theory to research from Cambodia, where private tutoring is essential to student success. It does so in order to place private tutoring provision into a broader perspective that includes but moves beyond the economic dimensions of supply and demand and the sociological dimensions of economic, cultural, and social capital to include consideration of how private tutoring provision is constrained by a multidimensional spatial field of possibilities and how private tutoring participation is enabled by one's position and abilities in relation to that field. This paper sets out the theoretical and methodological approach of a study of the politics of persuasion and the mobilisation of interest in relation to the Trust schools initiative in England. Drawing on the discourse theoretical approach of Laclau and Mouffe the paper argues that the politics of consensus associated with New Labour reconfigures the field of politics, closing down legitimate democratic space. Building on this approach and that of policy sociology the paper outlines how the researchers seeks to address the following questions – if the space for legitimate democratic debate is so severely constrained then how does a social democratic government deal with the kind of opposition that Labour faced in relation to Trust schools? How do governments persuade dissident citizens to support unpopular policies? How are citizens mobilised to support such policies? This also raises questions about how, in such a restricted political space, do those questioning or resisting such policies, engage in the politics of persuasion and the mobilisation of interests? The aim of the paper is to examine current and evolving supply side transition policy initiatives in the light of (a) particular demand side needs of urban young people classified as those most disadvantaged and potentially marginalized; and (b) the emerging realities of accessing and operating within particular examples of high value-added knowledge work arenas of the new urban economies in the UK. The paper is a synthesis of qualitative research undertaken by the author over the last five years that has examined notions of transition, development and learning for both young people and adults as they attempt to navigate their pathways in, and through, the new economies of the post-industrial urban context. The paper communicates the importance of a number of sociocultural theoretical concepts as a way of illuminating transition choices, actions and opportunities for disadvantaged young people. These concepts also enable a broader set of critical questions to be asked about current 14–19 transition policy and practice, particularly with regards to Connexions and the Careers Education and Guidance in England 11–19 National Framework. Concern with multi-faceted or 'plural' conceptions of justice has grown within policy sociology. This paper briefly summarizes some of the dimensions and facets of such plural models and considers their implications for policy sociology. Three implications, in particular, are considered. It is suggested that: first, plural models of justice substantially enlarge the agenda of evaluation; second, tensions within and between different facets of justice need to be acknowledged and responded to; and third, plural models entail a collapse of the distinction between evaluation and action. The paper argues that the latter two implications are frequently overlooked in policy sociology, particularly in work with a dominant focus on critiquing educational and social reproduction in a style the paper labels 'sociology from above'. By contrast, the paper discusses examples of scholarship that meet the challenges of plural models - scholarship that has more in common with the cultural studies tradition. In so doing, the paper indicates the importance of a 'sociology of just practices', and a modified 'reflective equilibrium' approach is identified as one means of developing such a sociology. This article offers unique insights into the relationship between education policy and teachers' work. It considers how globally pervasive responsibilising regimes make teachers' work more burdensome. Drawing on interviews with 15 school teachers, this article shows how China's 2021 Double Burden Reduction Policy has reconfigured educators' (class)work practices and pedagogical approaches. Specifically, it unpacks the policy mechanisms that: 1) condense school time and make teachers' work more methodical and 2) prolong teachers' working hours that are dedicated to offering students after-school educational support, thus reducing the demand for shadow education. This article argues that this policy shifts the education burden away from tutorial enterprises and parents and onto the teachers, which illustrates a case of the impact of policy regimes on teachers' work within the broader context of neoliberal globalisation. Moreover, this article produces a novel typological spectrum – submission, substantiation, and scepticism – to capture and understand the diverse ways in which teachers may respond to policy-led changes to their professional work globally. Overall, it generates new knowledge on the impact of homogenising education policies on teachers' work and the heterogeneity of teachers' responses to these policies, thus contributing conceptually to the wider field of policy sociology in education. Increasingly mediatised policy processes influence practice in schools as education becomes a site of parental anxiety and choice exacerbated by standardised national assessment and ranking of schools in the media. This paper analyses the responses to media scrutiny of six principals whose schools’ national test results were reported in the Australian press following the release of the federal Labour Government’s MySchool website in 2010. Drawing on Bourdieu’s theory of social fields, the concept of cross-field effects, and associated research on mediatisation, the evidence suggests that the relationships between the press, education policy and schools are highly contested, and that principals have some agency in talking back regarding their school’s reported ‘performance’. This paper explores how the strong policy push to improve students' results on national literacy and numeracy tests - the National Assessment Program, Literacy and Numeracy (NAPLAN) - in the Australian state of Queensland influenced schooling practices, including teachers' learning. The paper argues the focus upon improved test scores on NAPLAN within schools was the result of sustained policy pressure for increased attention to such foci at national and state levels, and a broader political context in which rapid improvement in test results was considered imperative. However, implementation, (or what this paper describes more accurately as 'enactment') of the policy also revealed NAPLAN as providing evidence of students' learning, as useful for grouping students to help improve their literacy and numeracy capabilities, and as a stimulus for teacher professional development. Drawing upon the sociology of Pierre Bourdieu, the paper argues that even as more political concerns about comparing NAPLAN results with other states were recognised by educators, the field of schooling practices was characterised by a logic of active appropriation of political concerns about improved test scores by teachers, for more educative purposes. In this way, policy enactment in schools is characterised by competing interests, and involving not just interpretation, translation and critique but active appropriation of political concerns by teachers. In this paper, we use the development of the Australian Professional Standards for Teachers (APST) as an illustrative case to examine how national schooling reforms are assembled in Australia’s federal system. Drawing upon an emerging body of research on ‘policy assemblage’ within the fields of policy sociology, anthropology and critical geography, we focus on interactions between three dominant ‘component parts’ in the development of the APST: the Australian federal government; New South Wales state government agencies; and the Organisation for Economic Cooperation and Development. While policies like the APST claim to be national in form and scope, our analysis suggests ‘the national’ is much more disjunctive and nebulous, constituted by a heterogeneous and emergent assemblage of policy ideas, practices, actors and organisations, which often reflecttransnationaltraits and impulses. We thus see national reforms such as the APST as having a phantom-like nature, which poses challenges for researchers seeking to understand the making of national policies in federal systems. The paper aims to contribute to the sociological analysis of power through the study of the structuration and retrieval of information on the internet. The main argument of the paper is that, paradoxically, in an age when the availability of information has increased exponentially, there is a risk that diversity in the use of sources for the construction of knowledge becomes more restricted than in the past and that information search moves towards greater objectification and centralisation. Knowledge management systems increasingly shape the ways in which we think about the questions we ask and how we try to answer them, which raises fundamental and largely neglected questions for education policy. This paper argues that the logic of neoliberal choice policy is typically blind to considerations of space and place, but inevitably impacts on rural and remote locations in the way that middle-class professionals view the opportunities available in their local educational markets. The paper considers the value of middle-class professionals’ educational capitals in regional communities and their problematic distribution, given that class fraction’s particular investment in choice strategies to ensure their children’s future. It then profiles the educational market in six communities along a transect between a major regional centre and a remote ‘outback’ town, using publicly available data from the Australian Government’s My School website. Comparison of the local markets shows how educational outcomes are distributed across the local markets and how dimensions of ‘choice’ thin out over the transect. Interview data offer insights into how professional families in these localities engage selectively with these local educational markets or plan to transcend them. The discussion reflects on the growing importance of educational choices as a marker of place in the competition between localities to attract and retain professionals to staff vital human services in their communities. This paper explores the methodological basis for empirically researching moments of major policy change. Its genesis is in the methodological challenges presented by the initial stages of an ongoing research project examining the current attempts to establish the first nation-wide Australian curriculum. We draw on Dorothy Smith’s development of institutional ethnography and Bourdieuian field analysis to outline a methodological framework for research that has at its centre a concern to understand the social and institutional processes that enable, support and discursively prepare for significant educational reform. Working with and between these two eminent contributions to sociological enquiry, our paper explores the ways in which research can trace educational governance through the production, reproduction and subsequent enactment of generations of policy texts even before they are officially released for use in schools. In particular, we suggest that examination of the day-to-day processes involved in policy production shows how policy texts are progressively invested with institutional meanings and come to instantiate and govern institutional relations. The methodology we are developing foregrounds the creation and dissemination of discourses that support specific orientations to educational practice and governance, as well as the institutional practices that embed the logics of the field. While numbers, data and statistics have been part of the bureaucracy since the emergence of the nation state, the paper argues that the governance turn has seen the enhancement of the significance of numbers in policy. The policy as numbers phenomenon is exemplified through two Australian cases in education policy, linked to the national schooling reform agenda. The first case deals with the category of students called Language Backgrounds Other than English (LBOTE) in Australian schooling policy – students with LBOTE. The second deals with the ‘closing the gap’ approach to Indigenous schooling. The LBOTE case demonstrates an attempt at recognition, but one that fails to create a category useful for policy-makers and teachers in relation to the language needs of Australian students. The Indigenous case of policy misrecognition confirms Gillborn’s analysis of gap talk and its effects; a focus on closing the gap, as with the new politics of recognition, elides structural inequalities and the historical effects of colonisation. With this case, there is a misrecognition that denies Indigenous knowledges, epistemologies and cultural rights. The contribution of the paper to policy sociology is twofold: first in showing how ostensive politics of recognition can work as misrecognition with the potential to deny redistribution and secondly that we need to be aware of the socially constructed nature of categories that underpin contemporary policy as numbers and evidence-based policy. This paper builds upon an earlier analysis presented in this journal. Using official figures for school compositions and for outcomes at KS4 from 1997 to 2007, this paper considers each of the annual cohorts of new Academies in England, from 2002 to 2006. It shows that their level of success in comparison to their predecessors, national averages, their changing compositions and their changing exam entry practices are insubstantial. Of course some schools are gaining higher scores since Academisation, but others are gaining lower scores. Using the most recent results available there is no clear evidence that Academies produce better results than local authority schools with equivalent intakes. In recent times critical approaches to educational policy studies have been subject to increasing interrogation over methodological issues, often by critical policy researchers themselves. In the main, their reflexive posturings have been informed by critique which proceeds that beyond brief descriptions of research logistics and a general commitment to the methodologies of a critical orientation, critical policy analyses offer few explicit accounts of the connections between the stories they tell about policy and the data used to tell them. As a way of addressing these silences, this paper proposes three methodological approaches within which to explore and explain matters of policy, each generating its own particular view of the (policy) issues worth looking for, where they can be found and how to look for them. Drawing on research into the production of Australian higher education policy during the late 1980s and early 1990s, the paper illustrates the characteristics of these approaches, referring to them as policy historiography, policy genealogy and policy archaeology. Without claiming absolute distinctions between their interests, the paper couples policy historiography with the substantive issues of policy at particular hegemonic moments, policy genealogy with social actors' engagement with policy, and policy archaeology with conditions that regulate policy formations. Since the 1980s, state schools in England have been required to ensure transparency and accountability through the use of indicators and templates derived from the private sector and, more recently, globally circulating discourses of ‘good governance’ (an appeal to professional standards, technical expertise, and performance evaluation as mechanisms for improving public service delivery). The rise of academies and free schools (‘state-funded independent schools’) has increased demand for good governance, notably as a means by which to discipline schools,in particular school governors– those tasked with the legal responsibility of holding senior leadership to account for the financial and educational performance of schools. A condition and effect of school autonomy, therefore, is increased monitoring and surveillance of all school governing bodies. In this paper, I demonstrate how these twin processes combine to produce a new modality of state power and intervention; a dominant or organizing principle by which government steer the performance of governors through disciplinary tools of professionalization and inspection, with the aim of achieving the ‘control of control’. In this paper, one policy response to the problem of classed school choice experiences in England is examined. ‘Choice Advisers’ are employed by government to provide advice and information to working class and disadvantaged parents with the aim of ‘empowering’ them to exercise school choice and aspire to ‘better’ schools for their children. However, Advisers have been subjectified by contradictions inherent in policy, expected to solve the problems of school choice in a context of significant structural limits to choice for working-class parents. Interviews with choice Advisers show that difficulties of the job in addition to insecure working conditions within local authorities have led to depoliticised, contradictory advice and Advisers bearing the brunt of policy both in terms of overwork and the venting of parental frustrations. Agency, both for parents and for Advisers themselves, is described as being something possessed by individuals rather than collectives, so there is little sense overall that underlying inequalities within the education system might be challenged. A new educational paradigm, 'resilience education,' has emerged as an effort by states and local communities to provide their constituencies with skills to cope with natural and man-made disasters. While the topic of resilience has seen an explosion in academic and policy interest, little scholarly attention has been paid to exploring the social origins of resilience training. Drawing on the research tradition in history and sociology of knowledge and theorization of practices, this article explores the gradual establishment of the practice of resilience education in Israeli schools and changing assumptions about risks, coping and aims of education informing resilience initiatives in the educational system. Based on in-depth interviews with key figures in the professional field, I indicate the main tendencies in the local history of resilience training since the 1980 s. These tendencies – the normalization of insecurity, the incorporation of new programs within existing interventions, and the creation of a particular structure of training – have interweaved the regular with the extreme, the expert with the lay, and the new with the old. I argue that such tendencies have become no less important for facilitating the establishment of resilience training than the scientific validity and practical effectiveness of this professional practice. Education reforms that entail increased emphasis on high-stakes testing, assessment and grading have spread across education systems in recent decades. Critics have argued that these policies could have consequences for stress, identity, self-esteem and the overall health of pupils. However, these potentially negative consequences have rarely been investigated in a systematic and rigorous way. In this study we use a major education reform in Sweden, which introduced grades and increased the use of testing for pupils in the 6th and 7th school year (aged 12 to 13 years), to study the consequences of grading and assessment for health outcomes. Using data from the Health Behaviours of School-Aged Children Survey, we find that the reform increased school-related stress and reduced the academic self-esteem of pupils in the 7th school year. This, in turn, had an indirect effect on psychosomatic symptoms and life satisfaction for these pupils. Moreover, the negative effects of the reform were generally stronger for girls, thereby widening the already troubling gender differences in health. We conclude that accountability reforms aimed at increased use of testing, assessment and grading can potentially have negative side effects on pupils' health. [ABSTRACT FROM AUTHOR]

In an increasingly competitive environment that positions students as consumers, universities have become ever more marketised, responding to policy contexts that foreground value for money, consumer choice and competition. The intensity of marketisation is argued to have profoundly affected the nature of academic work and scholars themselves, recreating academics as commodities to be weighed and measured, becoming corporatised, alienated and inauthentic in their practice. Yet with the majority of accounts of the commodification of higher education focusing on students, the actual process of how academics become consumed is under-theorised. This article therefore begins with a discussion of the historical context, providing evidence of the familiar indices of marketisation such as rampant self-promotion, the scramble for external funding and intense competition. It argues that this commodified DNA of the university provides the context for the seduction of the modern academic within the consumer society, a movement from the gratification of needs to the perpetual frustration of desires through the 'Diderot Effect' of policy shifts. It concludes with an examination of how contemporary academic work can be viewed through the lens of consumerism and how academics themselves have become consumers. [ABSTRACT FROM AUTHOR]

In this study we identify and compare the impact of standardised student assessment in England, an established neoliberal context, and in Denmark where a neoliberal education reform agenda is emerging in response to both national concerns and international governance. National reading tests for students aged 11-12 years, long established in England, were introduced in Denmark in 2010. The form they take differs considerably, being primarily formative in Denmark and largely summative in England. Culturally sensitive extended semi-structured interviews are conducted with both teachers and students and analysed to identify the extent to which neoliberal reform is mobilised through testing in each context and how testing shapes curriculum and pedagogy. Significantly, we find that in Denmark, where professional judgement still dominates, teachers often deploy pedagogical approaches to service what they believe to be their students’ best interests. In England, however, teachers try to accommodate a concern for both their students’ and their own interests, and the pedagogy they enact is more often controlling, instrumental and reductionist; their wish to be proactive is compromised by their need to be responsive. Using open-ended, semi-structured interviews, this study pulls together insights on social class and geography to explore how parents choose schools differently for their children in a unique Israeli setting. Querying parents’ feelings and perceptions about themselves and others in their immediate and distant locality offers an opportunity to uncover nuances in the ways parents appropriate and reproduce ideas of spatial privilege, social mixing, and social class and ethnic distinctions through their school choice. Within our setting of school-choice policy, working-class parents who we interviewed were far from passive recipients of education services, and in fact were actively engaged in choice, albeit in a way that differs from their middle-class counterparts. Privileged middle-class parents’ emotional considerations of place and choice reflect a sense of superiority and disinterest in social mixing. The emotional narratives expressed by our interviewed parents, I show, are driven by and reflect on parents’ social and cultural identity and group belonging as they claim the city’s space to be more than a spatial geography and emphasize its social and cultural meanings. This study examines ways in which economic and sociological explanations of higher education (HE) choices may intersect through student's use of information. We find substantial positive associations between intention to go to university in England and each of: (i) parents' education; (ii) cultural capital; and (iii) expectations of the size of the graduate premium. We also find an association between beliefs about the size of the graduate premium and cultural capital. These results support an integrated model of participation in HE in which social and economic factors are treated as complementary rather than competing explanations. The results run counter to previous research which has found that associations between participation in HE and socio-economic status (SES) largely disappear once students' attainment is taken into account. One policy implication of this research is that some indicators of SES (notably household income, eligibility for free school meals or parental occupation) are sub-optimal for interventions to widen participation in HE. With the proliferation of choice policies in education, parents are increasingly positioned as 'consumers' tasked with choosing the 'best' school for their children. Yet a large body of research has shown that the process of selecting a school is far more complicated than policy-makers and researchers often predict. This article uses ethnographic data on middle-class parents in a large city who are considering sending their children to a diverse neighborhood public school to further develop our understanding of school choice. Drawing from sociological research on consumption as a social and cultural process, we examine the intersections between parents' choice of a particular school (i.e. consumption) and their own identity construction. Our data show that the act of choosing a school can become, for parents, a means of expressing and enacting a particular identity. In this case, the intersections between identity and choice pushed many parents - invested in seeing themselves as liberal urbanites - towards an urban public school. We suggest that similar dynamics could have different outcomes for other groups of parents and that the symbolic nature of the school choice decision has broader relevance and merits further study. In many countries choice of school is an increasing concern for families and governments. In Spain and Chile, it is also associated with a long-standing political cleavage on the regulation of large sectors of private-dependent schools. This article analyses both the micro- and the macro-politics of choice in these two countries, where low-status 15-year-old students record a significant segregation. At the micro level, some evidence is provided that not only middle-class skilful choosers but also the political representatives of private-dependent schools manage to pursue their interests drawing on economic, social and cultural capital. At the macro level, evidence also shows that the lobbies defending private-dependent schools can use and maintain these power resources. However, in some episodes collective action is an effective power resource for those who campaign in favour of a stricter regulation of these schools, but its influence is much difficult to maintain for longer periods. This article examines the role of the consultants in secondary schools and local authorities within a large-scale consultancy-based reform, the Secondary National Strategy (SNS), in London, UK. The SNS follows a cascade model of implementation in which nationally created initiatives are introduced and supported within local authorities (LA) and schools through LA-based consultant teams. The article is drawn from a larger interpretive case study that follows the experiences of SNS consultants working within the reform from 2002 to 2006. The article uses semi-structured interviews to reveal the various and diverse experiences that occur in schools as a result of the introduction of consultants within LAs. The article argues that introducing an SNS consultancy structure to work within LAs and secondary schools created dynamic, complex and shifting effects across secondary schools. While consultants often attempted to create developmental or learning experiences that resonated with teachers' and departments' experiences, these activities may also have served to further the institutional control of teachers' workspaces. These effects are part of the complexities that exist within school change agendas. Exploring these contradictions helps in understanding school change within urban secondary schools. Recent research on school choice highlights the tendency among some White, middle-class parents to engage with discourses of community responsibility and ethnic diversity as part of their responsibility and duty as choosers and who therefore exercise choice in ways that undercut the individualistic and self-interested character framing governmental discourses and rationalities around choice. This article contributes to these debates through making visible the ways in which some mothers articulate and combine meanings and practices of choice that register contrasting and sometimes contradictory notions of active and responsible parenting. Drawing on data from a group of mothers of diverse social class and racial backgrounds, I explore how some mothers negotiate their school choice around a number of intersecting positions and relations that work across, as well as within, formulations of public-private, collective-individual, citizen-consumer, political-commercial. Through a consideration of the relationships in practice between these diverse elements, this article questions the analytic value of distinctions between citizen and consumer, community and individual as framings for understanding the motivations and aspirations shaping some mothers' school choices. Talk of the rise of a global war for talent and emergence of a new global meritocracy has spread from the literature on human resource management to shape nation-state discourse on managed migration and immigration reform. This article examines the implications that the global war for talent have for education policy. Given that this talent war is a product of neoliberalism, it raises many of the same concerns for educators as neoliberalism in general: the embrace and promotion of social, economic and educational inequality; and a narrow, market-based conception of education, skill and talent. This article argues, however, that the global war for talent represents a new phase in neoliberalism, as it seeks to liberalise the global movement not just of capital and commodities, but of high skill labour as well. In this, it threatens to undercut some of the founding assumptions and goals that have shaped national education policy in OECD countries throughout the post-World War II period, and raises serious concerns for how we are to think about and pursue equality, inclusion and fairness in and through education in the future.
