Education reform is increasingly portrayed as a quest to achieve a ‘world class’ education system through a process of identifying and adopting the practices of those systems whose pupils perform best in league tables of achievement. This is the rationale for the range of new policies proposed by the coalition government in the schools White Paper published in November 2010, which promotes whole-system reform in England. This article examines the White Paper and analyses the sources and nature of the evidence for reform and the congruence between the policy intentions and their associated policy actions. The analysis suggests that the evidence for the proposed reforms and policy actions is at best tenuous. Both the White Paper and its key sources of evidence are characterised by: a selective use of data: a propensity to mix and match the sources of comparison; and an overall tendency to employ comparisons with high-performing systems elsewhere as a façade to legitimate preferred policy options. This article identifies new arrangements between the state and non-state actors in the public sector, one that extends current understandings of education privatisation, the transformation of public services 'by substitution' and, specifically theories of the 'shadow state'. Drawing on data from the Political Economy of Teacher Education (PETE) project, the paper's context is the current situation of post-qualification teacher development in England and its point of departure the Teaching and Leadership Innovation Fund (TLIF) initiative, in the wider context of Conservative political interests in promoting 'social mobility' through enhancing 'teacher quality'. Through a political economy analysis of public records, course information, Freedom of Information (FOI) requests and interviews, the paper offers an emerging typology of enterprises to describe the organisations that won TLIF funding to provide Continuing Professional Development (CPD) for teachers in designated 'Opportunity Areas'. Further, the paper extends available theorisations of the shadow state by identifying three kinds of shadow state structure – autonomous, intermediate and co-created – in relation to CPD provision under TLIF. This provisional identification is offered for critical examination beyond the immediate context of English CPD policy. School architecture is often taken for granted both in use (where it is naturalized) and in writing on education policy (tending to feature simply as policy setting.) Built policy instead points up the active and ongoing role of the material environment in shaping education. From financing and procurement to the design of individual classrooms, the paper works across architecture, sociology and policy studies to clarify the relationship between different dimensions of physical and social space and so provide a useful theoretical ground for future work. What is special about school-building and architecture that enables them to do policy? How are they used to do it? By whom? From city planners to students, a range of actors use different space-organizing resources to attempt the instantiation of (and challenges to) policy in built form. These processes are explored first theoretically, then empirically through a new Academy school in England. The paper deepens understanding of what policy is, emphasizing its intimate if taken for granted spatial characteristics, its ongoing-ness in built form and its travel by means of circulating images of buildings and spaces. Education policy increasingly takes place across borders and sectors, involving a variety of both human and nonhuman actors. This comparative policy paper traces the 'policy mobilities,' 'fast policy' processes and distributed 'policy assemblages' that have led to the introduction of new computer programming practices into schools and curricula in England, Sweden and Australia. Across the three contexts, government advisors and ministers, venture capital firms, think tanks and philanthropic foundations, non-profit organizations and commercial companies alike have promoted computer programming in schools according to a variety of purposes, aspirations, and commitments. This paper maps and traces the evolution of the organizational networks in each country in order to provide a comparative analysis of computing in schools as an exemplar of accelerated, transnationalizing policy mobility. The analysis demonstrates how computing in schools policy has been assembled through considerable effort to create alignments between diverse actors, the production and circulation of material objects, significant cross-border movement of ideas, people and devices, and the creation of strategic partnerships between government centres and commercial vendors. Computing in schools exemplifies how modern education policy and governance is accomplished through sprawling assemblages of actors, events, materials, money and technologies that move across social, governmental and geographical boundaries. Environmental and climate change education remains on the margins of education and climate change policy. This paper draws on Foucauldian theoretical resources to examine England's climate change education policy landscape and understand the causes of this marginalisation. Informed by policy historiography, we examine key events and shifts in climate change, education and environmental education since the turn of the millennium. Using policy archaeology, we 'excavate' the contemporary policy landscape and identify that: i) policy is lacking; ii) responding to the climate crisis is overlooked in education; iii) pro-environmental ambition is absent; and, iv) economic values dominate. In a global context where activists have called for 'more!' climate change education, the analyses reveal the complexity of the problem. This paper challenges the notion that quantitative data – as a numeric truth – exist independent of a nation's political and racial landscape. Utilising large-scale national attainment data, the analysis challenges the belief that 'White working class' children in England, especially boys, are 'the new oppressed' – as a former equality adviser has publicly claimed. The analysis applies Quantitative Critical Race Theory, or 'QuantCrit', an emerging quantitative sub-field of Critical Race Theory in education. The paper argues that far from being 'oppressed', White boys continue to enjoy achievement advantages over numerous minoritised groups; especially their peers of Black Caribbean ethnic origin. Additionally, the analysis uniquely exposes racialised trends of 'equivalency' in core subject qualifications, whereby minority ethnic children are over-represented in certain lower-status qualifications that are counted as equivalent in education statistics but not in the real world labour market. The analysis concludes that knowing misrepresentations of quantitative data are at the heart of an institutional process through which race and racism are produced, legitimised and perpetuated in education. School governing bodies in England have considerable powers and responsibilities with regard to the education of pupils. This paper draws on an analysis of policy and on qualitative research in the governing bodies of four maintained schools. It explores two policy technologies through which education and the work of school governing bodies are constituted as apolitical. Firstly, it considers the move to recruit governors with (unspecified) ‘skills’, rather than those with a representative role who might provide diverse perspectives. Secondly, it considers the technology of ‘prescribed criticality’, through which ‘effective’ governors are provided with the ‘right’ questions to ask. Rather than dealing with details of policy and points of specificity in practice, the focus of this paper is with how propositions are justified and the overall ways in which meanings are being managed; a fundamental aspect of policy analysis. This paper sets out the theoretical and methodological approach of a study of the politics of persuasion and the mobilisation of interest in relation to the Trust schools initiative in England. Drawing on the discourse theoretical approach of Laclau and Mouffe the paper argues that the politics of consensus associated with New Labour reconfigures the field of politics, closing down legitimate democratic space. Building on this approach and that of policy sociology the paper outlines how the researchers seeks to address the following questions – if the space for legitimate democratic debate is so severely constrained then how does a social democratic government deal with the kind of opposition that Labour faced in relation to Trust schools? How do governments persuade dissident citizens to support unpopular policies? How are citizens mobilised to support such policies? This also raises questions about how, in such a restricted political space, do those questioning or resisting such policies, engage in the politics of persuasion and the mobilisation of interests? A lack of esteem for teachers and the teaching profession is a central tenet underpinning policy reforms put forward by the 2010 UK Government White Paper ‘The Importance of Teaching’. This article argues that the policy problem and solutions presented in the White Paper lack awareness of the historical and social positioning of teaching. Drawing on in-depth interviews with 32 London-based secondary teacher training students from various social class and ethnic backgrounds, this paper asks how the profession is perceived and what sort of choice it is for the trainees. It employs a Bourdieusian lens and concepts of social and cultural capital to examine the interplay of gendered, classed and ‘raced’ biographies in relation to individuals’ decisions to become teachers. Understanding the social world as ‘accumulated history’, as Bourdieu does, stresses that experiences and outcomes are rooted and collected in a series of historical structures and functionings. The paper argues that the ambiguous status of the profession is both a function and an effect of its conceptualisation as feminised. It also asks whether the weak professional standing of teaching has further destabilising consequences in the present political moment where a string of neoliberal and neoconservative policy reforms reshape the profession. This paper presents a case study of a local school network in England that is well established as a provider of initial teacher education (ITE). School networks are now the favoured providers of ITE in England in a 'school-led' system. Our evidence comes from participant observation and interviews conducted over a five-month period (more than 400 h of data collection). We present evidence of the strategic intent and enactment of this programme. The policy of 'school-led' ITE has been directed by statements suggesting that governance will operate through local networks. However, we also observe the impact of hierarchical and market governance. We review this evidence in terms of interactions between hierarchies, markets and networks and use this review to reflect on the discourse that has driven policy and the discourse that has resisted this policy direction in England. While a great deal of attention has been given to evaluating how well policies are implemented, that is, how well they are realised in practice, less attention has been paid to understanding and documenting the ways in which schools actually deal with the multiple, and sometimes opaque and contradictory demands of different ‘types’ of policy. This paper addresses the question of how it is that some education policies ‘fail’ to translate into a continuing and effective set of practices in schools, and instead, are subjected to processes of dissipation and mutation. In this paper, we take as our case personalised learning (PL) launched in England in 2004. In understanding complex processes of enactment, the challenge is to understand how policies differ and analyse why some policies ‘work’ in ways that are unexpected – not as failures of implementation but as mutations. As a ‘case’ of policy dissipation, PL highlights the changing relationships between national and institutional imperatives, and the creative mutations to which some policies are subject within schools. This paper starts from the propositions that (a) pedagogy is central to the achievement of socially just education and (b) there are existing pedagogical approaches that can contribute to more socially just outcomes. Given the ostensible commitments of the current English Government to reducing educational inequality and to the importance of teaching, we set out to explore the conditions that would need to be put in place to enable these approaches to be developed and sustained consistently in disadvantaged schools in England. We start by analysing classroom observation and interview data from four primary schools with contrasting socio-economic composition, highlighting the different pedagogical practices that emerge in working- and middle-class schools and also in working-class schools in different circumstances. Interviews with pupils show the impact of these practices on learner identities. We then draw on a variety of literatures on school composition, markets, leadership and teacher identities to present an account of the ways in which these different pedagogies are consciously or unconsciously produced. We point to systemic constraints: a mismatch between student demands and organisational capacity; teachers’ attitudes and professional identities and performative pressures on school leaders. All of these suggest the need for fundamental reforms to educational purposes and system architecture, rather than the naïve reliance on teacher agency to transform educational outcomes. Nevertheless, the current policy environment in England does offer some possibilities for action and we close the paper with some suggestions about ways in which capacity for more socially just pedagogy could be built within English schools. 'Widening participation' and 'fair access' have been contested policy areas in English higher education since at least the early 1990s. They were key facets of the 2003 White Paper - The Future of Higher Education - and the subsequent 2004 Higher Education Act, with stated objectives that the reach of higher education should be wider and fairer. In particular, there has been considerable concern about admissions to 'top universities', which have remained socially as well as academically exclusive. The principal policy tools used by the Act were the introduction of variable tuition fees, expanded student grants, discretionary bursaries and the new Office for Fair Access (OFFA). This paper draws on publicly available statistics to assess whether the changes implemented by the 2004 Act have indeed made access to English higher education wider and fairer in relation to young people progressing from state schools and colleges and from lower socio-economic groups. It concludes that, while there is some evidence for modest improvements, these have been concentrated outside the 'top universities', which have seen slippage relative to the rest of the sector. This paper aims to explore the ways in which nursery workers are constructed through government discourse in England. This is done by offering a deconstruction of key policy texts. The discursive construction of 'the nursery worker' within government discourses has shifted over time but currently occupies a highly politicised position. It is argued that following a decade of unprecedented policy attention and reform, the cultivation and continued promotion of a discursive 'crisis in childcare', has laid the ground for Early Childhood Education and Care (ECEC) to be refashioned in particular ways. Policy claims to a perpetual 'crisis in childcare' are dismantled and explored in order to better understand how nursery workers have become fabricated through texts as more or less professional at particular political moments and to what effect. Attention is drawn to the recent introduction of 'Early Years Professional Status' and claims to evidence-based policy formation are problematised. The paper concludes by considering the discursive opportunities available for alternative constructions of professionalism to take shape from within communities of ECEC practice. The paper explores the changing forms of governance currently being applied to the English further education sector - changes that emphasise the importance of locality. The paper sets the sector within its socio-economic and policy context, examining current policy changes that intend to alter the way in which the sector is managed. It relates these changes to their contextual location and to a set of conceptual notions that derive from a particular understanding of systems theory and what has been described as the new localism. It concludes that whilst these changing forms of governance are in continuity with earlier policies that had a regional dimension, they remain set on the terrain of performativity and new public sector management. Published indicators of school ‘performance’, such as those shown annually in league tables in England, have been controversial since their inception. Raw-score figures for school outcomes are heavily dependent on the prior attainment and family background of the students. Policy-makers in Wales have reacted to this fundamental flaw by withdrawing the publication of school results. In England, on the other hand, they have reacted by asking for more information to be added to tables, in the form of student context such as the percentage with a special educational need, and ‘value-added’ figures. In 2004, the Department for Education and Skills (DfES) value-added figures for England were based on student progress from Key Stage 2 at the end of primary education to GCSE at the end of compulsory secondary education. For 2005, at time of writing, the DfES plan to use context information in their model as well. This paper re-analyses the 2004 value-added figures and shows that they contain the same flaw as the original raw-score tables. The purported value-added scores turn out to be a proxy for the overall level of attainment in the school, and almost entirely independent of any differential progress made by the students. The paper concludes by considering the implications of these findings, if accepted, for policies based on identifying schools that are clearly more or less effective, and for the field of school effectiveness and improvement research. What distinctive leadership changes does the private sector bring to the running of public sector educational services? This paper contributes to an understanding of the issues raised by this question by studying the senior management of a private company running services for an English local education authority. The paper explores evidence of modernizing leadership, as well as the extent to which a traditional public ethos is sustained or re-interpreted within modernization. Analysis is based principally on interviews with senior management, but is also informed by the larger data set collected as part of the case study of this public-private partnership. The paper suggests that modernizing leadership, as understood in terms of the dominant policy discourse, is not found in its pure form, but is modified by a continuing orientation to an older public ethos. A model is proposed--an adaptive public service model of leadership--which reflects the style of leadership forged by senior management. Issues, dangers, paradoxes, and contradictions inherent in the model and the practice it represents are highlighted. The model is not put forward as an ideal to follow, but as a means of highlighting the issues that arise where modernization and older ideals of public service encounter each other. This paper explores the relationship between social class and parental agency. It does so through an analysis of the findings of a recently completed qualitative research project exploring parental voice in relation to secondary schools. The first part of the paper presents a summary of a typology of parental interventions. This illustrates some of the differentials between parents in terms of their access to and deployment of a range of social, cultural and material resources, all of which translates into varying levels of effectiveness in finding and using a voice in their relationship with their children's school. The second part of the paper focuses on the middle-class parents at both schools, suggesting that more nuanced differences in their attitudes to various educational issues (namely discipline and appropriate parental involvement) are closely linked to the class fractions which they belong. It is argued that, despite the broad title of 'middleclass', variations within this general grouping in parental education, occupational pathways and spatial mobility affect their approaches to the education of their children. This paper proposes a new way of conceptualising education policy and also begins to develop a new method of policy analysis. In both instances, it draws on the theoretical and conceptual tools of Foucault, and in particular his concept dispositif. It posits an historical and ontological formation - a policy dispositif -with formative roots in historical reflections on 'how to govern". This contingent policy formation is comprised of a multiplicity of heterogeneous elements, including material objects, discourses, practices and subjectivities. Although it is argued that hegemonic discourses and rationalities have an ontological effect on the dispositif, as an amorphous polymorphic formation it is not so much deter-mined by these, but is rather engendered by strategic struggles over the meaning and governing of education. In developing a new method of policy analysis, three analytical trajectories are identified for investigating the performative and dispositional ontology of micro-dispositifs - power, truth and subjectivation -and are put to work through an empirical case. Although the paper focuses mainly on the education state in England, this new conceptual and analytical framework has wide applicability for policy research in a range of national and local contexts. To varying degrees, education policy reforms around the world are driven by educational discourses relating to globalisation. At the same time, national and local histories, cultures and politics mediate the effects of globalisation discourses. This paper employs methods of analysis that draw on the concepts of ‘vernacular globalization’ and ‘policy archaeology’ in order to examine the ways in which the effects of globalisation on National Curriculum policy reform are mediated by conditions and priorities that are specific to national contexts. The enquiry focuses on three curriculum policy problems that are associated with the English school curriculum and have recently been identified as requiring reform: inappropriate curriculum knowledge, the skills deficit and the one-size-fits-all curriculum. The paper concludes by summarising the results of the analysis, identifying some curriculum issues arising from it and offering reflections on the methodological approach it has employed. This paper reports on research from a small-scale project investigating the vocational training of students in Early Childhood Education and Care (ECEC) in England. We draw on data from interviews with 42 students and five tutors in order to explore the students’ understandings of professionalism in early years. In the paper, we discuss first, the then Labour Government’s drive to ‘professionalise’ the workforce and second, critically analyse the concept of professionalism, drawing on sociological literature. We then turn to the data, and argue that students’ understandings of professionalism are limited to generic understandings of ‘professional’ behaviour (reliability, politeness, punctuality and so on). The idea of their occupation being a repository of a particular knowledge and skills set is undercut by the students’ emphasis on work with young children being largely a matter of ‘common sense’. Our fourth point is to highlight the processes by which students are inducted into a respectable and responsible carer identity, as illustrated by an emphasis on clothes and appearance. Through the example of what is now known in a large part of the Anglo-saxon world as the boys' underachievement debate, this paper explores the construction of gender issues, which underpins educational policies in England and France. It argues that the formation of particular questions as 'policy issues' bears limited relation to what happens on the ground, yet is contingent on societal contexts. For example, while England and France share similar patterns in terms of the differential achievement of boys and girls, in the former the boys' underachievement debate is prominent, but in the latter it is non-existent. This supports the view that the emergence of the boys' underachievement debate is not related to a 'grounded reality'. Rather, the debate appears embedded in the discursive construction of gender and education and, more generally, of notions of citizenship and equality/difference. These findings provide a strong case in favour of a reflexive approach to equality matters in educational policy making. They also suggest that the analysis of what is constructed as a key issue in policy circles represents a rich terrain for feminist analysis, and they highlight that national frameworks continue to structure the thinking on equality issues. In 2008, the UK Labour government unveiled plans to abolish the Learning and Skills Council and transfer funding for the education and training of 16-19-year-olds in England to local authorities (LAs). The transfer of 16-19 funding complements the responsibilities that LAs have already acquired in relation to the raising of the education and training 'participation age' and ensuring that all young people have access to a full 14-19 curriculum entitlement in their area. Such a move might be read as part of the 'new localism' that has gained currency under the Prime Minister, Gordon Brown, as well as an opportunity to rein back from an English education and training system that has become increasingly centralised and 'top-down'. Indeed, some commentators have argued for a new model of governance based on 'devolved social partnership', with input from a wider range of stakeholders and the space for policy levers to be shaped more at local level. Drawing upon interviews with key personnel in LAs and other stakeholders, this paper examines the opportunities and challenges that LAs face in their new role, whether this amounts to a genuine devolution of power, and the prospects for 'devolved social partnership'. This paper considers two examples of recent policies affecting teachers' work, Performance Threshold Assessment in England and Chartered Teacher status in Scotland. Through tracing their origins and motivations, a comparative analysis is offered, which seeks to explore the extent of the influence of national contexts on developments in the restructuring process. Both policies purport to meet the professional needs of teachers who are a few years into their careers, yet the Scottish example is strongly oriented towards professional development, while the English example is oriented towards performativity and teacher assessment. This paper examines the way in which the notion of trust is being reformulated within teacher professionalism in England. It does this by setting the discussion within the economic context in which education is placed and examines the competitiveness settlement and its construction of a high skills economy marked by high trust relations. It is argued that this model of the English economy does not sit well with existing relations. The paper then draws upon material from the Learning and Skills Council, which sets the framework within which postcompulsory education and training is placed. It relates this discussion to the recent history of managerialism as well as performance management exploring the implications for trust relations. The paper then examines the nature of teacher professionalism and argues that current interventions work within a truncated model of trust, which is contrasted with a dialogic understanding of professionalism. Social exclusion is a key policy theme for the New Labour government, and has been closely associated with education policy. The emphasis is on the need to combat social exclusion by creating a globally competitive economy through the education system, and through responsible individual attitudes. However, this dominant discourse is interpreted differently at various levels of policy making that provide alternative conceptualizations of the problem, and suggest different roles for education. This paper draws upon a research project that explored the links between education governance and social exclusion, and seeks to illustrate different approaches to social exclusion and education, as these are articulated by politicians and civil servants involved in policy making, or policy implementation in England. This paper explores the conceptualizations of social justice embedded in the education action zones (EAZ) policy which has recently been implemented in England. Drawing on distinctions developed from Nancy Fraser's work, it argues that zone populations suffer three forms of social injustice – economic injustice, cultural injustice and associational injustice. Documentary analysis of the discourse surrounding the policy and of a sample of EAZ applications reveals that while the initiative may be based on a more complex understanding of social injustice than many preceding policies, this understanding remains inadequate. Economic injustices are recognized, but cultural and associational injustices are inadequately acknowledged. In addition, there is a mismatch between the remedies proposed in the bids and the problems they are designed to address. Although there are some redistributive and associational measures, these are likely to be superficial. For the most part, it is cultural remedies that are proposed – but the nature of the cultural 'problem' to be dealt with is either unacknowledged or misrepresented. The paper concludes by arguing that while policy pronouncements and zone applications do not determine practice, it is difficult to see how some of these injustices can be tackled if they are not acknowledged or tackled at a discursive level. The Programme for International Student Assessment (PISA) and Trends in Mathematics and Science Study are two highly respected studies of school pupils' academic achievement. English policy-makers have been disappointed with school children's performance on these tests, particularly in comparison to the strong results of young people from East Asia. In this paper, we provide new insight into the England-East Asia gap in school children's mathematics skills. We do so by considering how cross-national differences in math test scores change between ages 10 and 16. Our results suggest that, although average math test scores are higher in East Asian countries, this achievement gap does not increase between ages 10 and 16. We thus conclude that reforming the secondary school system may not be the most effective way for England to 'catch up' with the East Asian nations in the PISA math rankings. This study presents a critical analysis of the state-prescribed teaching standards from 1984 to 2012 in order to reveal discourses of equality imbued within. Critical discourse analysis and critical race theory are employed to explore and explain how the discourses of equality are shaped by the prevailing political ideology of the state. Up to 2007, the analyses revealed the gradual emergence of two seemingly incompatible discourses: recognition of the difference within notions of appropriacy of curriculum input vs. the assertion of a homogenised knowledge valid for all. It is argued that because this tension remained unexamined in the documents, damaging assumptions of deficit were obscured, thereby effecting a failure to critique the hegenomic norms against which such deficit was assumed, with the ultimate effect of maintaining the status quo of inequitable outcomes. The standards of 2012 also operate to maintain the status quo, but do so far less discretely. Here homogeneity appears overtly approved through an overarching assimilationist agenda. There is growing concern that almost 20 years after the 1988 Education Act, top-down, large-scale reform has stalled. The policy mix of choice, competition, markets, regulation, accountability and leadership seems not to have closed the gap between advantaged and disadvantaged areas and individuals, while most variations in school performance can be explained in terms of intake differences. This paper reviews policy and progress since 1988 and assesses the extent to which central government has achieved its educational aims. Unacknowledged tensions and contradictions are identified in structures and practices that are supposed to constitute a reliable framework for sustainable improvement. The conclusion is drawn that since 1988 the national government apparatus has itself become an important obstacle to further progress. An independent review of policy-making and implementation is recommended so that schools and colleges are enabled to contribute more effectively to improvements in the quality of education. In this paper we investigate whether the distance between school and the pupil’s home is related to social background in a six borough area of East London. Also investigated is the extent to which schools in the area perform in line with expectations on the basis of the social composition of their intake. The research involves analysis of the Pupil Level Annual School Census (PLASC) to which geodemographic codes supplied by Experian have been attached. We demonstrate that the six schools in the area which achieved the highest average points score at GCSE recruit pupils widely from within the area (and to a lesser extent outside), whilst the lowest performing six schools recruit from much more narrowly defined catchment areas. In terms of school performance, we show that whilst we might expect schools to perform better as they become more distant from inner East London and nearer to the M25, this is not necessarily the case. In our conclusions we argue that these data support the claims made on the basis of ethnographic data about the class nature of school selection and parental choice. [ABSTRACT FROM AUTHOR]

This paper analyses a specific kind of choice, choice of the local school, by a specific middle class group, characterized by its high cultural capital, its ‘caring’ perspective and liberal political orientation, in two cosmopolitan, ‘mixed’ settings, London and Paris, with a focus on values and how ethical dilemmas raised by confrontation with the social and ethnic mix in schools are solved. It draws upon a small‐scale comparative study of urban middle class parents conducted in 2004–2005 at the Institut d’Etudes Politiques in Paris in collaboration with the London Institute of Education. Using the same open‐ended schedule, 28 interviews were carried out in one London locality and 38 in a similar locality in the Parisian periphery (plus 12 others in a nearby private school). Its main purpose was to use a cross‐Channel comparison to test and enrich a comprehensive model of school choice that tries to take into account the complex interaction between policies, strategies, contexts, resources and values. In the context of an international trend toward the renewal of citizenship teaching, this paper reports the results of a survey of citizen education practice in Hertfordshire, England, carried out in June 2000. The research aims to find out if the practice in schools was as negligible as conventional wisdom and existing research suggest. We find out that only 8% of schools claimed not to be doing anything at all; about 17% delivered citizenship as a discrete subject; most schools offered extra-curricular activities which contributed to citizenship education; 80% of mainstream schools provided at least some coverage of most topics; just under 80% of the mainstream schools designated someone to co-ordinate citizenship education; and about one-third (32%) of schools thought citizenship education should be devised at the discretion of each school. Overall the findings convey the diversity of practices, which do not co-vary with the type of school. Working-class relationships to education have always been deeply problematic and emotionally charged, inscribing academic failure rather than success. In this paper I briefly explore both the history of those relationships and representations of the working classes within dominant discourses, before moving on to outline some of the consequences of contemporary educational policy for working-class subjectivities. I do this by drawing on data from three research projects: one on higher education choice; one on transitions to secondary schooling; and a third on assessment in primary schools. However, working-class relationships to education cannot be understood in isolation from middle-class subjectivities so I also try to begin to map out some of the unconscious aspects of class that implicate both middle- and working-class subjectivities. This paper explores the policy contextualization of teaching and learning within post-compulsory education and lifelong learning (PCET) in England and aims to locate PCET in a range of arguments that frame discussion. These arguments are necessarily discursive in that whilst they bear some relation to socio-economic conditions they move beyond these to construct an understanding of the nature of society, the economy and education. The paper critically examines globalization, reflexive modernization and its links with third way politics. It concludes by exploring debates concerning pedagogic practice and the organization of waged labour. It argues that the progressive nature of this pedagogic discourse is compromised by its acceptance of capitalist relations. Nevertheless space for intervention remains building upon the democratic concerns of reflexive modernization as well as the contradictions of a consensual capitalism that claims to offer social justice. This article aims to explore religious diversity and its implications for schools in England, with particular reference to the state funding of Muslim schools and multiculturalism. Recent demonstrations in France and England against the proposed ban on the wearing of religious symbols such as the Muslim headscarf (hijab) have brought to the fore the centrality of religion in the collective identity of ethnic minorities, particularly those of South Asian origins. This collective identity is now being fractured in the wake of the July 2005 bombings in London. Using a socio‐cultural approach, this article focuses on the implications of the above for secularism and citizenship in England and in particular on the state funding of Muslim faith schools following the Prime Minister, Tony Blair’s, recent statement that the rules of the game are changing. The article concludes that secularism and citizenship in schools are not best served by the state funding of faith schools and suggests some of the ways in which schools can incorporate the wealth and diversity of its diasporic citizens. This paper focuses on the reorganization of secondary education in a small town in England. It conceptualizes the six headteachers of the secondary schools in the town, and the Director of Education, as social actors, or players, engaged in transactional games situations during that reorganization, and shows that the political changes which transformed the public sector education provision also created the conditions in which such games can flourish. The theoretical underpinning of the research is outlined, and the reorganisation is interpreted as seven concurrent transactional games played within the boundaries of a limiting political framework. A detailed ethnographic explanation of one of the games is then used to illustrate and explain the social interactions of the players as they competed for professional and personal prizes on up to four different stages. Access to power, which derived from political structures at the national and local levels, was a key requirement in securing prizes. Power was differentially distributed between the players, and some of the changes which occurred during the timespan of the reorganization had the potential to alter each player's access to power. Trends towards the marketisation of the schooling sector have led to suggestions that state-funded schools in England will soon be allowed to operate on a for-profit basis. This article has two aims: to contribute to understanding of the regulation and characterisation of existing for-profit schools in England; and to assess the claim that for-profit schools 'significantly outperform' all independent schools by exploring the use of large scale databases including the National Pupil Database (NPD). This study highlights the growth of the for-profit sector, and the scarcity of legislation detailing the financial governance, educational oversight and staffing requirements of schools in the for-profit schooling sector. The for-profit schooling sector is found to be underperforming in terms of school inspection ratings at a level of statistical significance in comparison to the state funded schooling sector. Furthermore, performance indicators relating to GCSE and A level results suggest that the for-profit sector is underperforming compared to the not-for-profit independent sector. As such, the findings of this research have implications in undermining the neoliberal argument that has driven significant change in the schooling landscape in recent times. [ABSTRACT FROM AUTHOR]

The research reported in this article contributes new understandings of systemic change by studying the form of system redesign known in England asacademisation. The data illuminate tensions within the neoliberal policy complex that are surfaced in a single secondary school. Although several studies have described academy conversions retrospectively, there has been little research that both analyses the complex month-by-month realities of decision-making and investigates the changing views of policy actors. Drawing on data from documents, observations and interviews, we argue foracademisationto be understood, not as a policy or a complex of policies, but as system redesign.Academisationis not simply a legal process: a school can beacademisedwithout officially becoming an academy. The new knowledge from this research speaks to a global audience, because the political, economic and cultural processes on which it reports are under scrutiny in other systems with experiments in school autonomy as a form of publicly funded but ‘independent’ schooling. This article presents one of the few qualitative studies to empirically examine the collaboration between private sponsors and principals in the context of England’s academy schools policy. It uses the concept of boundary-work to illuminate the multiple dynamics involved in the collaboration between principals and business sponsors. By analysing qualitative interviews with principals and sponsors from a local authority case study the article reveals the working relationship between these actors to be characterised by three boundary-work practices: drawing, negotiating and contesting boundaries. These practices are described before exploring their implications for existing understandings of England’s academies policy. This analysis directly answers calls in the literature for in-depth case study research which explores the collaboration between academy sponsors and principals, and the article’s interpretivist approach to boundary-work is shown to be a valuable theoretical approach which has received little attention in studies investigating the role of private actors in education. The article concludes by advocating for more studies of education policy to use boundary-work as a lens through which to understand the role being played by new actors in education, and argues that this perspective would be particularly valuable for examining the context of England’s increasingly diversifying schooling landscape. This article examines prison education in England and Wales arguing that a disjuncture exists between the policy rhetoric of entitlement to education in prison at the European level and the playing out of that entitlement in English and Welsh prisons. Caught between conflicting discourses around a need to combat recidivism and a need for incarceration, prison education in England exists within a policy context informed, in part, by an international human rights agenda on the one hand and global recession, financial cutbacks, and a moral panic about crime on the other. The European Commission has highlighted a number of challenges facing prison education in Europe including over-crowded institutions, increasing diversity in prison populations, the need to keep pace with pedagogical changes in mainstream education and the adoption of new technologies for learning. These are challenges confronting all policy makers involved in prison education in England and Wales in a policy context that is messy, contradictory and fiercely contested. The article argues that this policy context, exacerbated by socio-economic discourses around neo-liberalism, is leading to a race-to-the-bottom in the standards of educational provision for prisoners in England and Wales. The role and contribution of consultants and consultancy in public services has grown rapidly and the power of consultants suggests the emergence of a ‘consultocracy’. We draw on research evidence from the social sciences and critical education policy (CEP) studies to present an examination of the state of the field. We deploy a framework that examines functional, critical and socially critical research and theorising, and we identify the emerging interest in CEP studies. In particular, we identify the potential for consultocracy but acknowledge that there is a need for more detailed research where we argue for more attention to be given to the political sciences in theorising knowledge exchange processes. The recent emergence of new venture philanthropists, social entrepreneurs and neoliberal policy advocates and the new ways in which they configure and perform their political agendas have brought important changes in the way in which education policy is enacted. This study takes some of the ideas sketched in previous work further and develops what was termed there as 'philanthropic governance'. The first section analyses the transition to a new political framework characterised by new forms of coordination or 'heterarchies'. These transformations represent new forms of governmentality and power regimes and are deeply rooted within the political economy and political philosophy of neoliberalism. The second section of the study focuses on a set of new policy actors, the 'new' philanthropists and explores the organisational model of a group of these philanthropic individuals and enterprises, their discourses, connections, ideological influences and agendas on the ground. Finally, the study reflects on the new ways through which philanthropic activity has gained an increasingly important political dimension, becoming a central explanatory variable to understand the recent changes and directions of national and international political agendas in different parts of the world. This article examines changes in curriculum policy in secondary education in England. It is concerned with recent curriculum policy and reform, and the proliferation of non-government actors in curriculum policy creation. It examines the emergence of a loose alliance of third sector organisations and their involvement in a series of alternative ‘curriculum experiments’. The third sector curriculum policy network revolves around a policy vision of decentralisation constituted by public–private partnership, media-friendliness, social enterprise and an ‘open source’ or network-based organisational logic. It assembles a policy ideal of ‘centrifugal schooling’ which links together ideas about ‘networked governance’ with ‘flexible’ learning and ‘entrepreneurial’ curricula. The article traces and discusses some of the inter-organisational relations, materials and discourses of the third sector network of alternative curriculum policy developments, and provides a case study of a prototypical third sector curriculum programme. In the last four years McKinsey and Company have produced two highly influential reports on how to improve school systems. The first McKinsey report How the world’s best-performing school systems come out on top has since its publication in 2007 been used to justify change in educational policy and practice in England and many other countries. The second How the world’s most improved school systems keep getting better, released in late 2010, is a more substantial tome which is likely to have an even greater impact. This article subjects both reports to a close examination and finds them deficient in 10 respects. Despite decades of research and debate, the issue of unequal outcomes continues to be a concern in educational systems worldwide. In England, published data relating to pupils' attainment across ethnic groups and by class indicators has been used to demonstrate continued inequalities in schools. This article attempts to deconstruct the relationship between assessment results and inequality by questioning the assumption that results only record inequality, rather than being implicated in its production. Interview data related to the case of a statutory teacher assessment system in early years education are used to show how assessment results may be influenced by pressure from external advisors, who only recognise certain patterns of results as intelligible. These recognisable patterns, it is argued, relate to wider discourses of class, race and the 'inner city', through which the pupils in these schools are constituted as inevitably low attaining. In addition, monitoring systems based on 'value added' methodologies provide an incentive to deflate assessment results in this first year of school. The article concludes that we need to rethink exactly what apparent disparities in assessment results actually represent, particularly given the increasing use of teacher assessment in the school system in England. Multiple contexts interact to position any school on a spectrum from cumulatively advantaged to cumulatively disadvantaged. This article discusses a study of the contextual advantages and disadvantages experienced by primary schools in the south east of England, concentrating especially on schools in the least deprived 5% of schools nationally. The research highlights the central influence of advantaged socioeconomic contexts on day-to-day school processes and on the related perspectives and beliefs of head teachers as well as variations on this theme related to other external and internal contextual variables. It illustrates that England's most socially advantaged primary schools are likely to have much in common including a high level of parent involvement, a strong focus on student learning and progress, considerable ability to raise funds, very good reputations and only a handful of students with serious learning or behavioural problems. They also have in common middle class forms of transience and profiles of special needs. The article concludes that while contextual variations amongst socially advantaged schools do exist and are talked up by head teachers, they usually have an impact that can be managed. Personalisation is an emerging 'movement' within education. Its roots reside in marketing theory, not in educational theory. As a concept it admits a good deal of confusion. It can refer either to a new mode of governance for the public services, or it qualifies the noun 'learning', as in 'personalised learning'. The concern here is with its intellectual affinity to child-centred education, one which the government in England has strongly denied. On balance, the government's view of personalisation is not of a piece with what may commonly be regarded as child-centred education. But the strong semantic accord between the terms 'personalisation' and 'child-centred education' provokes a question: why does the government not provide a term which unequivocally distinguishes its current 'vision' for education from child-centred education? By retaining the term personalisation, the government purports to do two things: first, because of its focus on personalised 'tailored' needs and co-produced solutions, it adapts education even further to a consumerist society; and second, because the term personalisation strikes a chord with the discourse of child-centred education, it blurs the fact that little to do with pedagogy or with curriculum has in fact been changed. Facing difficulties in the implementation of its 'standards' agenda, the English government has recently introduced a set of policy strategies and initiatives which seek to promote enjoyment, innovation and creativity in education. One such initiative is Creative Partnerships (CP). Funded predominantly from the Arts portfolio, CP brings creative practitioners into schools with the intention of bringing change to teaching and learning, and, more widely, of achieving whole school change. Using a corpus of policy texts and interviews, we examine the claims made within CP about innovation and indicate the rhetorical means by which the impression of radical change is married to the standards agenda. In particular, we highlight the ways in which texts re-work traditions of progressive change. We argue that this rhetorical recuperation of the ideals of an earlier period is a sign of a more general policy adjustment in English education. However, since it is combined with a continuing commitment to market-driven change, it cannot be said to be indicative of a new policy settlement. [ABSTRACT FROM AUTHOR]
