Recent analyses of education policy have used the concept of the assemblage to explain how the Organisation for Economic Cooperation and Development's education work contributes to global policy convergence and new forms of policy mobility. These analyses often use Deleuze and Guattari's concepts of assemblage to designate relations between things (as actors) and people (as actors). In this paper, we argue that Deleuze and Guattari's assemblage thinking offers promising analytical insights that education policy studies have not fully explored. We propose that revisiting the problematics which animated Deleuze and Guattari's assemblage theory can broaden the conceptual apparatus at our disposal for analysing global education policy and the work of international policy actors. In an era of expanding global educational privatization and shifting policies on how to fund educational facilities in many states in the US, this study engages the lenses of critical policy analysis and fiscal sociology to examine educational privatization in the school facilities industry in California. Employing critical policy document analysis to examine approximately 40 primary and secondary source documents including propositions, bills, government and education codes, facilities reports, and state public debt data, this paper addresses the following research question: How have education finance policies shaped the system of school district facilities financing over time, specifically with regard to the field of private actors involved in the school facilities industry? This paper examines the historical policy context for privatization in school district facilities financing, evaluating how policies have evolved, been implemented, and affected stakeholders over time in the broader neoliberal context. Findings indicate that policies promoting privatization in education finance impact school districts’ abilities to provide equitable facilities to their students. Also, the complex and intermittent process of financing school facilities has facilitated the rise of specialized private actors in the school facilities industry that has now organized to engage in private-sector policy setting. This paper considers the macro and micro-political forces that influenced the development of the Education for All - Fast Track Initiative in its formative years from 2002-2009. The author uses the conceptual framework of the network organisation to analyse the complex interaction of personal, political and institutional forces that shaped the FTI and considers its impact on global education policy. The analysis reveals both strengths and weaknesses resulting from the networked approach to organisational development followed by the FTI. The author concludes that although the FTI made some significant contributions to international education developments, on balance the FTI failed to meet the expectations of a major global initiative. Bourdieu did not write anything explicitly about education policy. Despite this neglect, we agree with van Zanten that his theoretical concepts and methodological approaches can contribute to researching and understanding education policy in the context of globalisation and the economising of it. In applying Bourdieu's theory and methodology to research in education policy, we focus on developing his work to understand what we call 'cross-field effects' and for exploring the emergence of a 'global education policy field'. These concepts are derived from some of our recent research concerning globalisation and mediatisation of education policy. The paper considers three separate issues. The first deals with Bourdieu's primary 'thinking tools', namely practice, habitus, capitals and fields and their application to policy studies. The second and third sections consider two additions to Bourdieu's thinking tools, as a way to reconceptualise the functioning of policy if considered as a social field. More specifically, the second section develops an argument around cross-field effects, as a way to group together, research and describe policy effects. The third section develops an argument about an emergent global education policy field, and considers ways that such a field affects national education policy fields. [ABSTRACT FROM AUTHOR]

Education privatization is a global trend that has nonetheless followed multiple trajectories. This article addresses the question of what explains this variation by demonstrating the role that political coalitions play in the re-interpretation of global privatization ideas. A political-coalitional approach helps us analyze from a long-term perspective, the interplay between ideational, political, and economic processes that occurred at the global and domestic levels. Both accumulated benefits and negative consequences of previous reforms realign domestic coalitions that then facilitate or constrain the selection of global ideas and shape the way in which they are implemented at the country level. Based on a comparative historical analysis of three countries, Chile, Argentina, and Colombia, the article identifies three privatization trajectories: marketization, erosion of public education, and dualization of education provision. The long-term analysis of these trajectories also shows that privatization is not a linear process but a complex dynamic with consequences that may trigger unintended changes in the future. Public–private partnerships in education (ePPP) are acquiring increasing centrality in the agendas of international organizations and development agencies dealing with educational affairs. They are designed as an opportunity to correct inefficiencies in the public delivery of education and to mobilize new resources to increase the access to and cost-effectiveness of education in low-income contexts. This article explores the emergence of ePPP as a ‘programmatic idea’ and, in particular, the semiotic strategies by means of which this idea has been located in the global education agenda and promoted internationally among practice communities by a network of policy entrepreneurs. The analysis is supported by extensive fieldwork and by a new approach to the analysis of the framing and mobilization of new policy ideas, which incorporates literature on agenda setting, policy entrepreneurs, and policy frame analysis. The approach reveals the complex way in which policy ideas, political actors, institutions, and material factors interact to strategically put forward new policy alternatives in developing contexts. The past decades saw a rise in internationalised education in Europe. Based on case studies at Dutch schools, I argue that the introduction of this type of education can be understood by the increased need for schools to adapt to the social reproduction strategies of privileged social classes. School managers regard internationalised streams as a way to counter a decline of pupils or as a strategy to improve an already secure position. In both cases, they resisted protesting staff in their efforts to establish an exclusive image of their internationalised stream. I argue that school managers' inclination to emphasise the exclusive and 'high-quality' profile of their internationalised streams and their propensity to celebrate the abilities of their pupils stem from their competitive engagement with local education markets. The article is a review essay of three books, which address one of the most fascinating themes of education: the circulation of knowledge about education (and education policy). The first book "National differences, global similarities: world culture and the future of schooling" is aimed at analysing global trends in schooling; the second book "Educational restructuring: international perspectives on traveling policies" focuses on similar issues from a different perspective, and the third book "The United Nations and education: multilateralism, development and globalisation" contributes to this theme by addressing the complexity of educational space through a very detailed analysis of the work of the four United Nations (UN) agencies in education UNESCO, UNICEF, UNDP, and the World Bank.
