Widespread neoliberal approaches to education consider schools increasingly accountable for self-management and 'client' recruitment, encapsulating economic ideologies that assume privatisation is essential for social progress. With an ever-shifting landscape of market-driven policies and the increasing growth of private education settings, more research is needed to cast light on emerging or under-researched aspects of autonomous schools. Located within a U.S. state that has strict constraints on tax subsidies for religious K-12 education, this paper investigates how an extensive form of decentralisation corresponds with schools' discipline and ethical environment. It analyses teacher interviews and web documents from faith-based, autonomous schools in a state that has devolved power and authority for decision-making to parents and other independent 'agents', having a distanced relationship with its nonstate 'actors'. The paper follows Foucault's use of the metaphor of the panopticon and adopts his power analysis to examine the nature of parental control and its influence on disciplinary and ethical practices. Evidence suggests that these autonomous schools are driven by a 'mini-public' ideology that constrains educators' autonomy and generates particular disciplinary norms; entangling ethical, educational, and social ramifications, including teacher resistance and teacher demoralisation. This paper seeks an explanation for the persistent social phenomenon of segregated schooling in England whereby children from families with broadly the same characteristics of wealth, education and social networks are more likely to be educated together and therefore separate from children from more socially distant groups. The paper outlines the historical legacy and the current level of segregation in English schools. It considers explanations that focus on the effect of marketisation of education and finds these explanations limited. A deeper explanation in terms of the practices of more affluent and more highly educated parents is found to be more adequate but in need of amendment in its characterisation of collective action. The complementary practices of poorer parents with less education are highlighted. The way in which these class mechanisms operate in England at the present time is illustrated by considering the different ways in which segregation is generated in selective, faith and community schools. Drawing on interviews with parents of children with significant disabilities, as well as administrators and special education consultants, between the early 1990s and 2008 in a mid-Atlantic US state, this paper examines the work of parental advocates as they translate special education policies to negotiate concessions for parents, bring issues into public debate, or attempt to incite other parents to activism. Advocates, we suggest, act as bridging agents in generating networks, connecting parents with others, articulating their knowledge with other parents' knowledge, and bringing additional communicative resources to encounters. The paper illuminates approaches to advocacy work and traces the tensions and shifts from adversarial/participatory constructions of advocacy work toward more professionalizing/meditational constructions as the articulations of local institutional arrangements and national disability law and politics evolve. In this paper we investigate whether the distance between school and the pupil’s home is related to social background in a six borough area of East London. Also investigated is the extent to which schools in the area perform in line with expectations on the basis of the social composition of their intake. The research involves analysis of the Pupil Level Annual School Census (PLASC) to which geodemographic codes supplied by Experian have been attached. We demonstrate that the six schools in the area which achieved the highest average points score at GCSE recruit pupils widely from within the area (and to a lesser extent outside), whilst the lowest performing six schools recruit from much more narrowly defined catchment areas. In terms of school performance, we show that whilst we might expect schools to perform better as they become more distant from inner East London and nearer to the M25, this is not necessarily the case. In our conclusions we argue that these data support the claims made on the basis of ethnographic data about the class nature of school selection and parental choice. [ABSTRACT FROM AUTHOR]

This article combines a global, national and local perspective to study the effects if educational changes over the last 20 years on the relationship between head teachers, teachers and parents in France. Five kinds of transformations – decentralization, marketization, accountability, managerialism and professionalization – are examined in terms of their impact on definitions of the social and professional identities of educational agents and on the redistribution of power among them. The first section of the paper examines main shifts in policy and practice that these transformations were designed to produce from the perspective of policy-makers. The second section analyses the interaction between these global discourses and transformations of French educational models and realities at the level of the nation state. In this paper we consider two discussion-based parents' forums at two secondary schools. We ask whether such forums can be considered as part of the small, local associative mechanisms which theorists claim have the potential to encourage a more vibrant and interactive public conversation concerning state provided welfare services. We conclude that they cannot - at least in any simple way. However, a study of the forums does raise several interesting issues to do with parents' relationships with schools, the differential resources that particular class fractions bring to bear in developing their relations with teachers, and the responses of the schools to parental voices. Access to higher education and good jobs emerges as the most important element in securing children's futures (and thus of 'putting the family first'). Yet all the respondents see this as involving their children gaining advantages over others. What is missing from these accounts is an attempt to describe what might be done about any injustice that is recognised, or how the life-chances of the others' might be better protected. Equality of opportunity and equality of citizenship do not emerge as public issues in these versions of access to higher education and good jobs. Instead we have accounts of how to do the best for one's children in a situation of scarcity of both these resources, (Jordan et al. 1994: 197) I think it goes right back to the family and they [the parent body] put the children first, right the way through life they put the children first, and they recognise that to get a good job in the end they've got to have qualifications and they want a good school (headteacher, Carson School). The intersection of development in family and school settings has been well established and education policies have begun to promote ways to bridge the two contexts (i.e. teacher evaluations). For this manuscript, authors focus on how teachers and principals used a state educator evaluation policy to position parents as authorities on education. We utilize a Critical Policy Analysis and provide findings based on a study of 12 districts implementing a new teacher evaluation policy in Connecticut. Directionality of the strategies used to implement the policy surfaced as having implications for how much authority districts and schools granted to parents. These findings yield lessons and questions for teachers regarding practice and how they may be asked to participate in policies that measure its value. [ABSTRACT FROM AUTHOR]

Given state cuts to US public education, overcrowding and underfunding in urban district schools continue to grow. Yet, how parents understand the role of state disinvestment on underfunded and overcrowded public schools remains relatively unexamined. Drawing from an ethnographic study of school choice in Arizona, I explore how a group of white parents from diverse income and educational levels, who exited their child from a district school to enroll in a charter school, articulated state disinvestment in their everyday lives. Findings show that parents blamed local schools for what were largely the effects of state disinvestment. In particular, parents connected underfunding and overcrowding with a lack of district responsiveness to individual concerns to express the view that dire conditions were a personal and not a collective problem. Concurrent with the view that they were ‘were forced to choose’ a charter school due to a lack of district responsiveness, parents developed the belief that choice makes education more equal, especially for students who don’t ‘fit in’ to the district school. In total, findings highlight how technologies of choice enter into local cultural and material struggles to transform the relationship between parents and schools from a social to an economic one. Utilizing data from an original survey of public school parents, I examine the depth and distribution of parents’ knowledge of No Child Left Behind (NCLB). A close exploration of parents’ NCLB knowledge, policy-based experiences, and policy evaluations suggests that a superficial policy understanding may contribute to low uptake of policy-related opportunities and the lack of organized political response to perceived policy pitfalls. Though several other policy initiatives have now been layered atop this particular legislative act, given the policy’s reach and scope, and reliance on parents’ participation, a more careful understanding of NCLB’s effects also suggests how future policy reforms might be tailored to better encourage parent awareness of and participation in the school improvement process. Research into parents’ secondary-school choices suggests that many middle-class parents are keen to secure a middle-class peer group for their children. This article reports the findings of a small-scale, qualitative study into whether a similar phenomenon exists at primary-school level and, if so, why. In-depth interviews were conducted with 56 middle-class parents of pre-school children in inner London. Respondents often had contradictory impulses. Nearly all liked the idea of a socially mixed school but many associated the ‘wrong’ mix with various risks. Some of these perceived risks are familiar from previous studies. Others are less familiar, such as the fear among respondents that they themselves might not ‘fit in’ at their children’s school. The types of intake which respondents preferred fell into three overlapping categories: children from ‘pro-school’ families, children at a similar level of achievement to respondents’ own children and ‘people like us’. Respondents’ judgements about whether children and families fell into these categories were based in part on ideas about class, ethnicity and language. Respondents gravitated toward schools where most children were perceived to come from middle-class, white, English-speaking backgrounds.
