There has been an increasing move worldwide in education policy towards standardization in combination with a global trust in digital quantification and calculation. These policies cause frictions in early childhood education (ECE). Hence, this paper examines the way standards 'work' in ECE. The empirical study draws on the ideas of Actor-Network Theory to recount and examine the highly material processes of calculation and representation, in which standards become enacted and act in practice. The data was drawn from extensive interviews with early childhood teachers in the Netherlands as well as additional 'object interviews'. The analysis describes how a particular standard becomes enacted as an assemblage, which both invites and compels teachers and managers to engage in particular educational practices. Foregrounding standards and highlighting the way professionals work with, through or around them, enables educational professionals to (re)consider the doings of standards and creates a space to imagine how practices – and policies that shape these practices – might be assembled differently. We advance the argument that it is important for professionals to critically analyse their professional practices in light of increasing datafication. This paper aims to critique policy discourses around the pursuit of quality in early years education. Taking England as a focal point, it problematizes the use of the term ‘quality’ and attempts to standardise its meaning; highlighting the disconnect that exists between policy and practice. The paper combines discourse analysis of a small number of key government documents with a series of interviews with early years stakeholders in order to identify issues that will have resonance and can inform a much needed continuation of debates about what quality might mean. Over the course of the research it became apparent that there was considerable disquiet amongst early years practitioners with regards the current qualifications and training landscape, particularly with regards to what many viewed as ideologically-driven policy-making, not informed by proper dialogue with the sector. Following the Tomorrow’s Schools administrative restructuring, a second wave of educational change installed globalised discourses as governmentality policies in Aotearoa New Zealand. Drawing on Foucault’s ‘toolkit’, this genealogical policy chronology traces the transformation of curriculum and assessment into a specific political rationality, unsupported by national standards (NS) or testing. Its inscription into students and teachers through technical-managerial and business-market discourses, sought to remake them as enterprising, industrious and governable within an Enterprise Culture. The paper traces the microphysics of the institution of this rationality, through the fusion of curriculum, assessment and economic policy, and the imposition of a NS accountability framework onto curriculum. Learning discourses encouraged teachers to locally breakdown objectives and activate them as NS to initiate governance by outcomes, targets and results. Reinforcing market relations, this installed the basis of performativity and measurement. By 1995, the failure to attain reliable, comparable data, calculate productivity gains and leverage standards, resulted in the government’s review and audit agency declaring standards non-existent and the framework unworkable. This paper demonstrates the centrality of curriculum assessment, even with ostensibly failing purposes, to the construction of malleable human capital and the embedding of a calculative governmentality for future population knowledge, management and control. This policy chronology traces the institution of globalised school curriculum and assessment discourses, as a vernacular and specific form of public rationalisation and educational governmentality in Aotearoa New Zealand. Without functional national standards or national testing, official discourses constructed an assessment-driven framework as a public measurement and performance regime. Drawing on Michel Foucault’s ‘toolkit’, this genealogy traces attempts by the government’s review and audit agency (the ERO), to lift achievement through establishing national standards, normalising assessment and strengthening market-managerial accountabilities. Therapeutic technologies of personal re/development supplemented the above through managed literacy partnerships. This was the basis for the managed reprofessionalisation of techno-entrepreneurial teachers around stipulated, data-driven and measured performances. The paper examines the centrality of the New Zealand Curriculum Framework to the reconstruction of an Enterprise Culture and the psycho-cognitive re/making and re/moralisation of individuals as responsibilised, self-managing and calculative. It posits that within a busnocratic rationality (merging business, entrepreneurial and technical-management), a calculative governmentality required educational data-systems for future population knowledge and control. The genealogy demonstrates the inextricable connection between ‘public’ rationalities, technologies of control and the re/construction of ‘private’ identity, subjectivity and ethics, under neoliberal governmentality. Education policy-makers in the UK have repeatedly stated their central aim as transforming British education into a ‘world-class system’. Over the last 20 years, several large-scale education reforms have brought radical changes to the school curriculum, teacher professionalism and educational leadership. Explicit in these reforms, is the deployment of measurable standards of pupil attainment as a lever for achieving school improvement. However, despite this proliferation of policies, the claims to educational improvement made by policy-makers have been contested. Concerns about the unpredicted and damaging long-term effects of these policies can be linked to the limitations of systems thinking which underpins much of this education reform. A significant flaw of systems thinking is the level of simplification at which policy-makers operate on abstract categories such as standards, as if they were reality. Based on case study research conducted in two primary schools, this paper suggests that the systemic approach adopted by policy-makers may be contributing to an erosion of educational quality and placing potentially damaging expectations on children. The assessment regime for General National Vocational Qualifications (GNVQs) has been radical, influential and controversial. Its numerous changes, and the debates, which have accompanied them, illuminate the political and organizational struggles that characterize assessment policy in the United Kingdom. The paper draws on interviews with representatives from diverse constituencies involved in developing GNVQ assessment policy. It argues that GNVQs presented mainstream policy processes with profound epistemological and ideological challenges. A combination of unprecedented political scrutiny, ad hoc development and extreme organizational rivalry undermined these challenges. This article draws from Stephen Ball’s work on markets, managerialism, and performativity to frame a comparative study that examines the reconstitution of the teacher–subject across a pivotal decade in which neoliberal standards and accountability reforms effected significant changes in US education. It juxtaposes two qualitative studies conducted during the implementation of successive standards and accountability movements. The first study of early career English teachers coincided with the implementation of the Bush administration’s No Child Left Behind Act of 2001 (NCLB), and the second took place nearly a decade later as states began to implement value-added teacher assessments in conjunction with the Obama administration’s Race to the Top (RTTT). The juxtaposition of these two studies points to a paradigmatic shift in the construction of teachers’ professional knowledge and subjectivity. While teachers of the first accountability stage positioned NCLB’s (self-) disciplinary mechanisms as external intrusions on their autonomy, professionalism, and practice, the second group positioned RTTT’s accountability mechanisms as the very modes by which they knew themselves and their quality. Thus, these studies show a collapse between the governed (i.e. teachers) and the government (i.e. accountability mechanisms) and the normalization of the marketized teacher, the managed teacher, and the performative teacher.
