Emission data from EDGAR (Emissions Database for Global Atmospheric Research), rather than economic data, are used to estimate the effect of policies and of the global exports of policy-regulated goods, such as vehicles, on global emissions. The results clearly show that the adoption of emission standards for the road transport sector in the two main global markets (Europe and North America) has led to the global proliferation of emission-regulated vehicles through exports, regardless the domestic regulation in the country of destination. It is in fact more economically convenient for vehicle manufacturers to produce and sell a standard product to the widest possible market and in the greatest possible amounts. The EU effect (European Union effect) is introduced as a global counterpart to the California effect. The former is a direct consequence of the penetration of the EURO standards in the global markets by European and Japanese manufacturers, which effectively export the standard worldwide. We analyze the effect on PM 2.5 emissions by comparing a scenario of non-EURO standards against the current estimates provided by EDGAR. We find that PM 2.5 emissions were reduced by more than 60% since the 1990s worldwide. Similar investigations on other pollutants confirm the hypothesis that the combined effect of technological regulations and their diffusion through global markets can also produce a positive effect on the global environment. While we acknowledge the positive feedback, we also demonstrate that current efforts and standards will be totally insufficient should the passenger car fleets in emerging markets reach Western per capita figures. If emerging countries reach the per capita vehicle number of the USA and Europe under current technological conditions, then the world will suffer pre-1990 emission levels., (Copyright © 2016 Elsevier Ltd. The ongoing invasion of Russia of Ukraine and energy crises have sparked concern about economic and geopolitical stability all over the world. In Europe, the war has destabilized and endangered the energy cooperation and transition between European countries within and outside of the EU. This emergency has shown once more the importance of energy resilience policies to offset the vulnerability of energy systems and energy insecurity at the national and regional levels. Consilience has been reached on the necessity of enhancing EU energy security as an adaptation strategy. This work contributes to the existing scholarship on renewable energy transition and citizens' perception, focusing on European Union member states. Key characteristics of the renewable energy transition in the EU prior to the energy crisis and the war in Ukraine are examined. To this end, we analyze selected economic, environmental, social, policy and political variables on energy sorting from the Eurobarometer studying European citizens' perceptions. The exercise makes use of spatially-clustered regression to explore spatial heterogeneity and to elicit determinant information on specific regional groups. We learn that southern Europeans attribute less importance to energy infrastructure to facilitate the renewable energy transition and repute the EU solidity not a requirement for energy security access. Conversely, northern European citizens tend not to associate the responsibility of the EU in guiding competitiveness and policy toward green energy sources transformation. Robustness tests confirm our hypothesis. Regardless of regional differences, the EU energy and ecological transition will thrive with industrial and political cohesion. Geopolitical risks and environmental policy have become increasingly important in the European Union (EU), which is committed to tackling climate change and protecting the environment. However, geopolitical risks can undermine its environmental policy objectives. Thus, the study evaluates the relationship between geopolitical risks and environmental policy in nineteen EU countries from 1994 to 2020 through panel bootstrap Granger causality. The results show that geopolitical risks significantly influence environmental policy in Denmark, Estonia, Finland, France, Germany, Luxembourg, and Romania. On the other hand, the findings reveal that environmental policy causes geopolitical risks only in Latvia, while there is no relationship in the remaining countries. Therefore, policymakers must develop resilience to geopolitical risks, promote renewable energy, strengthen environmental regulations, and address social and economic implications to reduce environmental policy vulnerability to geopolitical risks. • Geopolitical risks affect ecological policies in Denmark, Estonia, Finland, France, Germany, Luxembourg, and Romania. • Environmental policy causes geopolitical risks only in Latvia. • Policymakers, promote renewables, enhance regulations to cut vulnerability to geopolitical risks. Contemporary processes of environmental policymaking in general span over several territorial tiers. This also holds for the EU Water Framework Directive system of environmental quality standards (EQS), which are part of a complex multi-level institutional landscape, embracing both EU, national and sub-national level. Recent evaluations show that many EU member states, including Sweden, have not reached the ecological goals for water in 2015. Departing from theories on policy coherence and multi-level governance, this paper therefore analyses Swedish water governance as a case to further our understanding of policy implementation in complex governance structures: how does policy coherence (or the lack thereof) affect policy implementation in complex governance structures? To answer this question, the paper maps out the formal structure of the water governance system, focusing on power directions within the system, analyses policy coherence in Swedish water governance through mapping out policy conflicts between the EQS for water and other goals/regulations and explore how they are handled by national and sub-national water bureaucrats. The study concludes that without clear central guidance, ‘good ecological status’ for Swedish water will be difficult to achieve since incoherent policies makes policy implementation inefficient due to constant power struggles between different authorities, and since environmental goals are often overridden by economic and other societal goals. Further research is needed in order to explore if similar policy conflicts between water quality and other objectives occur in other EU member states and how bureaucrats handle such conflicts in different institutional settings. This study of the Swedish case indicates that the role of the state as a navigator and rudder-holder is important in order to improve policy implementation in complex governance structures – otherwise; bureaucrats risk being lost in an incoherent archipelago of ecological, social and economic goals. European Union environmental policy has created a unique regulatory framework to favour aquatic ecosystem management and biodiversity conservation across European countries. Identifying the spatial structure of freshwater fish population dynamics is crucial to define region-specific management and conservation planning. To implement evidence-driven management and conservation decisions at a regional scale we assessed spatial heterogeneity in common freshwater fish population dynamics in France with a focus on trends in River Basin Districts (RBDs). The abundance and biomass growth rates of 18 common European freshwater fish species were estimated with state-space models on 546 sites distributed across the 5 main RBDs sampled in France between 1990 and 2011. Anguilla anguilla , Rutilus rutilus , Salmo trutta fario and Esox spp. exhibited large scale decline in abundance and/or biomass in several RBDs. The other species showed spatial heterogeneity in population growth rates. The main declines were observed in the Adour-Garonne and Loire-Bretagne RBDs, where management and conservation measures are urgently needed to halt the erosion of freshwater fish populations. In each of the 5 investigated RBDs, our results highlight areas where most of the common species we studied exhibited negative population growth rates. Freshwater fish surveys provide the fundamental information necessary to inform the European environmental policies and local environmental management needed to restore freshwater biodiversity. The environmental costs of economic development have received increasing attention during the last years. According to the World Energy Outlook ( 2013 ) sustainable energy policies should be promoted in order to spur economic growth and environmental protection in a global context, particularly in terms of reducing greenhouse gas emissions that contribute to climate change. Within this framework, the European Union aims to achieve the "20-20-20" targets, including a 20% reduction in EU greenhouse gas emissions from 1990 levels, a raise in the share of EU energy consumption produced from renewable resources to 20% and a 20% improvement in the EU's energy efficiency. Furthermore, the EU "Energy Roadmap 2050" has been recently adopted as a basis for developing a long-term European energy framework, fighting against climate change through the implementation of energy efficiency measures and the reduction of emissions. This paper focuses on the European context and attempts to explain the impact of economic growth on CO2 emissions through the estimation of an Environmental Kuznets Curve (EKC) using panel data. Moreover, since energy seems to be at the heart of the environmental problem it should also form the core of the solution, and therefore we provide some extensions of the EKC by including renewable energy sources as explanatory variables in the proposed models. Our data sets are referred to the 27 countries of the European Union during the period 1996-2010. With this information, our empirical results provide some interesting evidence about the significant impacts of renewable energies on CO2 emissions, suggesting the existence of an extended EKC. The Convention on the Control of Harmful Anti-fouling Systems on Ships (AFS Convention), which was adopted in 2001 and will come into force in September 2008, bans the use of TBT (tributyltin) antifouling paint on ships. The EU (European Union) effectively implemented the Convention on 1 January 2008 by enforcing a similar ban. Several states have national restrictions and bans in place. The regulation on TBT antifouling paint aims at checking the risk of adverse effects on marine ecosystems. The legal and political situation is, however, characterized by complex relations between different layers of legislation, the use of several different legal techniques, and levels of ambition. The international and EU bans thereby cause some indirect effects, which are only partly included in what is seen as ‘the TBT issue’ and so only partly assessed in the legal process of the ban. This article discusses the expediency of the existing legislation and legal strategies aimed at reducing the negative environmental effects of TBT-like toxins in marine ecosystems and indirect effects of such actions. It considers the adequacy and limits of current regulatory approaches for handling complex environmental problems, such as TBT in antifouling paint. [Copyright &y& Elsevier]

Abstract: Waste legislation in the United Kingdom (UK) implements European Union (EU) Directives and Regulations. However, the term used to refer to hazardous waste generated in household or municipal situations, household hazardous waste (HHW), does not occur in UK, or EU, legislation. The EU''s Hazardous Waste Directive and European Waste Catalogue are the principal legislation influencing HHW, although the waste categories described are difficult to interpret. Other legislation also have impacts on HHW definition and disposal, some of which will alter current HHW disposal practices, leading to a variety of potential consequences. This paper discusses the issues affecting the management of HHW in the UK, including the apparent absence of a HHW-specific regulatory structure. Policy and regulatory measures that influence HHW management before disposal and after disposal are considered, with particular emphasis placed on disposal to landfill. [Copyright &y& Elsevier]

The European-wide environmental obstacles of inefficient and unsustainable recycling systems and flows constrain household waste (HW) management, endangering the circular economy. The European 2020 strategy and ongoing environmental disasters indicate the ineffectiveness of the current HW sustainability practices. This paper introduces an artificial intelligence (AI) approach for calculating urban residual waste, based on its generation level. It reforms the current diverse and high discrepancy levels of HW residual for EU-countries and Ukraine. Adopting a k-means clustering method with a multi-criteria taxonomic development level index (TIDL), it produces uniform clusters with higher accuracy and manageability. Findings discover and remedy opaque managerial practices, enabling sustainable and environment-friendly development at national and regional levels for EU-countries. Results reveal an increased number of clusters in crisis, contributing to a methodological reference for environmental planning. In conclusion, this AI approach could have a European-wide impact on sustainable economic value-chain, converging toward an eco-friendly economy. Abstract: The European Union Water Framework Directive (WFD) enshrines several economic principles in pursuit of ‘good ecological status’ for Europe''s waters and rationalising water use in society. The implicit principle of maximising the social value from use of a scarce resource is reminiscent of the debate about treating water as an economic good, which has competing uses in society. This paper locates the debate about the economic value of water in the requirements of WFD. Specifically, we consider the implications of national reporting requirements for the economic characterisation report that stress the identification of relative value derived from use. As part of the Scottish contribution to the UK reporting exercise, we use a range of secondary data sources to derive economic values for water on a sector basis. One of the most popular policy mechanisms for greenhouse gas emissions regulation is cap-and-trade which is a market-based approach that has come to dominate partially because of its flexibility. With flexibility, however, comes the potential for the clustering of greenhouse gas emissions. To understand whether emissions trading leads to localized clustering of emissions changes, we perform a systematic, spatio-economic assessment of the European Union Emissions Trading Scheme (EU ETS). We analyze the spatial pattern of emissions changes from individual plants across the EU as well as how the pattern changes during the first two phases of the ETS implementation. Our findings indicate that there was clustering of emissions changes at the EU and country level which peaked at the start of the second phase but declined as the EU ETS matured. We also found that iron and steel, coke ovens, and refining have greater clustering and volatility compared to other industries. Based on the air quality implications of these clustered emissions, certain countries and industry types might need additional attention during the ETS design or redesign process.
