Abstract Solutions that effectively promote sustainable development in urban environments require an understanding of the complexity of human-environment interactions. This paper adopted a systems-based framework to understanding how social, organisational, and environmental factors interact within an urban system in China. Drawing upon a case study from the industrial city of Jinchang, it applied a qualitative bottom-up approach to understand these key factors operating from three perspectives: the commitment of stakeholders, institutional development and personal development of social systems. It revealed that decision-making mechanisms play a key role in improving the sustainability of governance, and that public-private cooperation and public participation are critical for innovative knowledge-based strategies. The key for improving institutional development is to reform the evaluation system of governance thus enhancing the capacities of decision and policy makers, and consequently improve the process of decision-making. Cultural and personal development are important soft power components that influence individual pro-environmental behaviour and performance toward sustainability. The results demonstrated how, in a Chinese context, the urban social system can be understood and urban sustainability can be promoted through environmental adaptation supported by joint efforts from governments, businesses, society and individuals. In this, China does not differ from other nations in spite of significant differences in cultural and political systems. This study contributed to a better understanding of complex urban systems, providing a bottom-up approach and knowledge for enhancing the adaptive capacity toward urban sustainability. Abstract The recent development of metropolitan cities, especially in Europe, requires an effective integrated management of city services, infrastructure, and communication networks at a metropolitan level. A preliminary step towards a proper organizational and management strategy of the metropolitan city is the analysis, benchmarking and optimization of the metropolitan areas through a set of indicators coherent with the overall sustainability objective of the metropolitan city. This paper proposes the use of the Analytic Hierarchy Process multi-criteria decision making technique for application in the smart metropolitan city context, with the aim of analysing the sustainable development of energy, water and environmental systems, through a set of objective performance indicators. Specifically, the 35 indicators defined for the Sustainable Development of Energy, Water and Environment Systems Index framework are used. The application of the approach to the real case study of four metropolitan areas (Bari, Bitonto, Mola, and Molfetta) in the city of Bari (Italy) shows its usefulness for the local government in benchmarking metropolitan areas and providing decision indications on how to formulate the sustainable development strategy of the metropolitan city. Based on the Analytic Hierarchy Process characteristics, the results highlight that although one specific area (Mola in the considered case) is globally ranked at the first place, it is only ranked first with respect to some dimensions. Such a result has strong implications for the metropolitan city's manager who has the possibility to identify and implement targeted actions, which may be designed ad hoc to improve specific dimensions based on the current state of the city, thus maximizing the efficiency and effectiveness of the actions undertaken for the sustainable development of energy, water and environmental systems of the whole metropolitan city. Abstract: International targets for marine protected areas (MPAs) and networks of MPAs set by the World Summit on Sustainable Development and United Nations Convention on Biological Diversity failed to meet their 2012 deadline and have been extended to 2020. Whilst targets play an important role in building momentum for conservation, they are also responsible for the recent designation of several extremely large no-take MPAs, which pose significant long-term monitoring and enforcement challenges. This paper critically examines the effectiveness of MPA targets, focusing on the underlying risks to achieving Millennium Development Goals posed by the global push for quantity versus quality of MPAs. The observations outlined in this paper have repercussions for international protected area politics with respect to (1) the science-policy interface in environmental decision-making, and (2) social justice concerns in global biodiversity conservation. In the past few decades, solid waste management systems in Europe have involved complex and multi-faceted trade-offs among a plethora of technological alternatives, economic instruments, and regulatory frameworks. These changes resulted in various environmental, economic, social, and regulatory impacts in waste management practices which not only complicate regional policy analysis, but also reshape the paradigm of global sustainable development. Systems analysis, a discipline that harmonizes these integrated solid waste management strategies, has been uniquely providing interdisciplinary support for decision making in this area. Systems engineering models and system assessment tools, both of which enrich the analytical framework of waste management, were designed specifically to handle particular types of problems. Though how to smooth out the barriers toward achieving appropriate systems synthesis and integration of these models and tools to aid in the solid waste management schemes prevalent in European countries still remains somewhat uncertain. This paper conducts a thorough literature review of models and tools illuminating possible overlapped boundaries in waste management practices in European countries and encompassing the pros and cons of waste management practices in each member state of the European Union. Whereas the Southern European Union (EU) countries need to develop further measures to implement more integrated solid waste management and reach EU directives, the Central EU countries need models and tools with which to rationalize their technological choices and management strategies. Nevertheless, considering systems analysis models and tools in a synergistic way would certainly provide opportunities to develop better solid waste management strategies leading to conformity with current standards and foster future perspectives for both the waste management industry and government agencies in European Union. Sustainability assessments are an increasingly common tool for measuring progress towards sustainable development. Despite their popularity, sustainability assessments and the indicators that compose them are said to have had little impact on the policy arena. In this paper we discuss four attributes that we contend will improve the use of sustainability assessments to guide decision making: non-compartmentalization, site specificity, built-in guidance for target setting, and ability to measure active sustainability. We present a novel assessment tool for wastewater treatment infrastructure that illustrates these attributes. The assessment is composed of two-dimensional indicators we call “burden to capacity” ratios, that reveal and quantify the local value of resources embodied in wastewater and treatment byproducts, and the tradeoffs between designing systems for disposal versus reuse. We apply the sustainability assessment framework to an existing treatment plant in Chengdu, China and discuss the results. [Copyright &y& Elsevier]

Abstract: Strategies for beneficial use of biosolids in New Zealand and elsewhere are currently focused primarily on land application. The long-term success of these and other strategies is dependent not only on technical factors, but also on their environmental, economic, social and cultural sustainability. This paper briefly reviews the situation with respect to biosolids management in New Zealand, where land application is not yet widespread; the rise in public opposition to land application in the United States; and the biosolids industry''s approach to public engagement. We argue that, at least until recently, the industry has misinterpreted the nature and meaning of public opposition and thus substituted public relations for public engagement. We argue that genuine public engagement is necessary and that its purpose cannot be to gain public acceptance for an already-decided-upon strategy. It therefore calls for humility among biosolids managers, including a willingness to open up the framing of ‘the problem’, to acknowledge areas of uncertainty, and to recognise the role of values in ‘technical’ decision-making. We then present and analyse an example of the use of the scenario workshop process for public participation in biosolids management policy in Christchurch, New Zealand, and conclude that scenario workshops and related methods represent an opportunity to enhance sustainable waste management when certain conditions are met. Bioproducts, such as energy and fertilizers, are strongly interrelated with the biodegradable waste treatment processes, within a holistic management strategy. Although different forms of biological treatment technologies are available, anaerobic digestion represents a process of major importance in the overall management strategy of biodegradable waste. This paper presents a methodology to support decision making for efficient management of biodegradable waste. The decision support framework provides the background towards the selection and design of a biodegradable waste installation with emphasis on the recovery of energy and organic fertilizer. The discrete steps are analytically defined and illustrated to assist managers and policy makers to organize their decision making in the whole spectrum of procedures required to promote sustainable biodegradable waste management programs. The methodological approach developed can be generically applied by public authorities, producers and stakeholders following essential basic steps regarding safe and environmentally friendly production of high-quality final product. Moreover, a demonstration is performed for a real-case study for the Region of Serres, Greece. The proposed installation is expected to manage 3,285 t of biodegradable waste and generate approximately 160,000 m3/a of biogas, 400 MWh el /a and 450 MWh thermal /a. The final bioproduct exceeds 3 kt of digestate that will be valorized in arable land close to the installation. Crucial interactions and managerial insights are also highlighted.
