Most environmental policy studies focus on the technical pathway effect but ignore the non-technical pathway. This paper analyzes the synergistic governance effects of three types of environmental policies on the technical and non-technical pathways. The super-efficient slacks-based measure-data envelopment analysis (SBM-DEA) assesses the green total factor productivity, while the Malmquist index decomposes into pure technical efficiency. The findings indicate that: (1) command-and-control policy has the 'too-little-of-a-good-thing' effect, but the policy intensity in most Chinese provinces is strong enough to reduce air pollution, while market-based incentive policy may be 'too-much-of-a-good-thing', but Chinese provinces have not reached the inflection point; (2) there are considerable differences in the environmental effects of different policies through technical and non-technical pathways; (3) different policies have various focuses. Climate policy uncertainty (CPU) may have an adverse impact on the environment by interfering with the effectiveness of environmental policies, but there is currently little evidence to support this indirect effect. By incorporating CPU into the transition function, this paper utilizes the panel smooth transition regression (PSTR) to dynamically analyze how CPU affects the relationship between environmental taxes (ETR) and energy transition. When CPU exceeds the threshold, the promoting effect of ETR on energy transition weakens or reverses. The robustness of the main conclusions is demonstrated by establishing a PSTR estimator with the instrumental variable. This paper also constructs a counterfactual scenario, showing that CPU reduces the positive impact of ETR on renewable energy consumption and generation by 7.6% and 3.5%, respectively. Further analysis indicates that this negative effect arises because CPU likely increases investment risk, particularly for long-term green projects, thereby inhibiting the clean energy market and energy-related green technological innovation. Heterogeneity analysis find that the weakening effect of CPU on the effectiveness of ETR is stronger in countries with low energy resource endowment, high energy intensity, and lower economic development levels, underscoring the need for tailored policy approaches. This research investigates the intricate relationships between economic variables and how they affect South Asian nation's ability to develop sustainably. Given the growing concerns about climate change and global warming brought on by emissions of greenhouse gases, this study looks into the connection between emissions of CO 2 , green energy, industrialization, foreign direct investment, economic globalization, and financial development from 1995 to 2022. Second-generation panel techniques were employed in this study to look at the relationship between variables because of the potential of residual cross-sectional dependency and heterogeneity. The empirical outcomes display that green energy, economic globalization, and financial development reduce CO 2 emissions by 1.839%, 1.223%, and 3.902% respectively. Industrialization and foreign direct investment degrade the environment by 4.302% and 1.893% respectively. A bidirectional causality link between green energy, industrialization, economic globalization, and CO 2 emissions was found by Dumitrescu and Hurlin (D-H). Based on our findings, we recommend legislative support for renewable energy, cleaner technologies, and strict environmental regulations, aligning with the Sustainable Development Goals (SDGs). Encouraging FDI, sustainable practices, and financial development can drive economic growth while preserving the environment. Government innovation subsidies play an important role as a policy to incentivize green transformation of enterprises, but whether government innovation subsidies can reduce the carbon intensity of industrial enterprises is still unclear, the exploration of the impact pathway needs to be further developed. This study takes government innovation subsidies as the entry point. It takes Chinese industrial listed companies as the research object from 2007 to 2021, explores the internal mechanism of government innovation subsidies on carbon intensity of industrial enterprises, analyzes the heterogeneity of the impact of government innovation subsidies on the carbon intensity of government innovation subsidies, and finally compares the differences arising from the governance effects of the policies of government innovation subsidies and government non-innovation subsidies. The results of the study show that: 1. Government innovation subsidies are beneficial for improving the energy utilization efficiency of enterprises and significantly reducing carbon intensity, unit government innovation subsidies can reduce the carbon dioxide emissions of industrial enterprises by 11.069 tons per 10,000 yuan of output value; 2. Government innovation subsidies can effectively incentivize industrial enterprises to carry out green technological innovations, and improve the quantity and quality of green technological innovation; 3. Government innovation subsidies can reduce carbon intensity of industrial enterprises by incentivizing the green technological innovations of enterprises to "increase the quantity and improve the quality". In fact, carbon intensity of industrial enterprises could be significantly reduced by incentivizing green technological innovation. Heterogeneity analysis shows that the greater the pressure of environmental tax and the higher the degree of market competition, the stronger is the effect of government innovation subsidies in reducing carbon intensity. The inclusion of government non-innovation subsidies in the control study shows that government innovation subsidies with innovation orientation motivate industrial enterprises to reduce carbon emissions significantly more than those subsidies without innovation orientation. Green technology is an important path to achieve low-carbon development, and green credit provides financial support for green technology innovation. Existing literature often fails to pay attention to the important role of spatial factors and outliers in green technology innovation. Based on 2005–2022 provincial panel data in China, this paper uses a novel spatial lag quantile model to explore the impact of green credit on green technology innovation and its impact mechanism. The empirical results indicate that green credit exerts a greater positive impact on green technology in the provinces with moderate technical level. Technological innovation has the characteristic of spatial spillover. The spatial spillover of technology contributes more to green technology innovation in the provinces with low- and medium-tech level. This result has been proven even after robustness test of the changes in sample units, and the replacement of core variable values. Further mechanistic analysis demonstrates that banking market structure and enterprise R&D investment both produces the greater impact on green technology innovation in the low-tech provinces such as Qinghai, Ningxia, and Hainan. Well-designed environmental regulatory tools are essential for environmental, economic, and social sustainability. This paper explores the effects of different types of environmental supervision policies on green economic efficiency in China from 2003 to 2021. In the first stage, the environmental supervision policies are divided into four types based on the governmental behavioral patterns and the composite index of environmental supervision policies is constructed based on multiple criteria, and the super-efficiency DEA-SBM model is used to measure green economic efficiency. In the second stage, the Tobit model is used to explore the effects of four different types of environmental supervision policies on green economic efficiency. The results show that: (1) Command policies inhibit green economic efficiency in the short term, while the long-term effect increases green economic efficiency. (2) Collaboration policies increase green economy efficiency from the second to the fifth year of implementation, but the subsequent long-term effects show a dampening effect. (3) Planning policies inhibit green economy efficiency in the short term, while they increase green economy efficiency after two years of implementation. (4) Guidance policies inhibit green economic efficiency in the short term but can enhance green economic efficiency after three years of implementation. Mineral extraction is regarded as a pollution-intensive industry and is confronted with multiple environmental sustainability challenges. This issue poses an existential crisis for mineral extraction due to continued global pressure to adopt more sustainable practices in their functioning. Despite its importance, there is a notable gap in the literature regarding how these companies encounter financial challenges, particularly in the context of high-risk, long development cycles, and the unique double externalities associated with green innovation. This research, leveraging panel data from 2016 to 2023, aims to fill this gap by examining whether Chinese mineral extraction companies demonstrate distinct preferences for specific financing sources and by evaluating the role of government in facilitating their green innovation activities. Our findings indicate that such companies utilize a mix of internal and external financing to support their green innovation projects. It is observed that the influence of external finances channels, namely government subsidies, equity financing and debt financing, on green innovation progressively weakens, a conclusion supported by multiple robustness checks. Marginal cost curves (MCCs) are popular decision-support tools for assessing and ranking the cost-effectiveness of different options in environmental policy and management. However, conventional MCC approaches have been criticized for lack of transparency and disregard for complexity; not accounting for interaction effects between measures; ignoring ancillary benefits and costs; and not considering intertemporal dynamics. In this paper, we present an approach to address these challenges using a system dynamics (SD)-based model for producing dynamic MCCs. We describe the approach by applying it to evaluate efforts to address water scarcity in a hypothetical, but representative, Swedish city. Our results show that the approach effectively addresses all four documented limitations of conventional MCC methods. They also show that combining MCCs with behavior-over-time graphs and causal-loop diagrams can lead to new policy insights and support a more inclusive decision-making process. Amidst pressing global environmental challenges, exacerbated by climate change and the imminent threat of global warming, there is a critical need to assess the efficacy of environmental policies. This study centers its attention on the pivotal role of these policies in addressing environmental concerns. Specifically, our research aims to scrutinize the impact of stringent environmental policies on environmental quality under the theoretical underpinnings of environmental Kuznets curve. To achieve this objective, the study collected data from BRICS-T economies over the period of 1990–2020. This study employed the method of moments quantile regression technique for empirical analysis. Our study validates the presence of the Environmental Kuznets curve (EKC hypothesis). Empirical findings reveal the sustained significance of environmental stringency across all quantiles, demonstrating a positive correlation in lower quantiles and a negative correlation in higher quantiles. At lower quantiles, the impact is insignificant initially, but pronounced due to efficiency improvements induced by stringent policies. The effects became negative at middle quantiles, indicating stringent policies might encounter diminishing returns where policy measures start stabilizing ecological impacts. At higher quantiles, the influence of ESI remains significant, reflecting ongoing adaptations in larger economies with higher ecological footprints. This suggests the potential effectiveness of stringent regulatory measures in mitigating environmental impacts and reducing ecological footprints. The identified inverted U-shaped curve signifies that while stringent policies may not inherently enhance environmental health, beyond a certain threshold, they can indeed contribute to its improvement. Reducing carbon emissions from highly polluting enterprises is crucial to meeting the world's overall carbon emission reduction targets. Green credit policy can be effective in guiding enterprises to reduce their carbon emissions and is essential to achieving the dual-carbon targets. This study uses micro-data from a 2017–2022 follow-up survey of industrial enterprises in China and a quasi-natural experiment to evaluate whether green credit policy aligned with the dual-carbon targets enable highly polluting enterprises to become "green" by reducing emissions. The results show that green credit policy can lead highly polluting enterprises to significantly reduce carbon emissions, and total factor productivity (TFP) growth plays an intermediary role in this transition. The different impact of green credit policy on TFP may impede the greening process for highly polluting enterprises, with this hindering effect exhibiting scale heterogeneity. Based on the panel data of 496 firms from 2013 to 2020, this paper empirically tests the synergistic emission reduction effect and its action path of carbon emission trading mechanism and green financial tools. The study found that carbon emission trading mechanism, green credit tool, and green bond tool all significantly inhibited corporate carbon emissions. At the same time, the synergy between the carbon emission trading mechanism and the two green financial tools further effectively reduces the carbon emissions of enterprises. Green innovation plays an intermediary role between the synergistic effect on the carbon emission reduction of enterprises. That is, the carbon emission trading mechanism and green financial tools jointly promote green innovation to achieve carbon emission reduction. The impact of synergistic emission reduction mechanism on corporate carbon emissions is heterogeneous due to differences in corporate ownership, industry and region. The findings related to strict environmental policies and energy poverty have been found contradictory. Strict environmental regulations may protect the environment by enhancing renewable energy resources but at the same time, major dependent sectors and consumers reliance on non-renewable energy resources face the problem of energy poverty. Moreover, environmental policies either soft are strict and depend on stakeholders' preferences, and such policies are implemented through institutions. Considering these aspects, the current study examines the impact of environmental policy stringency on energy poverty and further examines the role of institutions in bridging the gap between environmental policy stringency and energy poverty for the selected 31 countries from 1996 to 2020. For empirical analysis, Pooled OLS, random effect model, and system generalized methods of moments (GMM) are applied. To check the robustness of baseline models, spatial lag, spatial error, and feasible generalized methods of moments are applied. Furthermore, to examine the mediating role of institutions, we applied the structural equation modeling technique. Empirical analysis shows that an increase in environmental policy stringency significantly increases energy poverty, while institutional proxies significantly decrease energy poverty. The interactive effects of institutional proxies indicate declining effects on energy poverty. More importantly, institutions act as important mediators between environmental policies and energy poverty. Based on the findings, this study recommends soft environmental policies to maintain a balance between a sustainable environment and minimum energy poverty. This study further recommends authorizing and strengthening the institutions to formulate and regulate balanced environmental policies for environmental safety along with reduced energy poverty. The use of agrochemical inputs has significantly enhanced agricultural yields in China; however, their excessive utilization has also caused a range of environmental issues. This paper examines the costs associated with reducing agrochemicals by employing shadow prices, which represent the value of the marginal product of agrochemicals, to further develop cost-effective environmental policy measures for reducing their usage. To this end, the shadow prices of agrochemicals have been assessed by adopting a newly developed convex expectile regression approach and using statistical data from 31 provinces in China spanning from 2005 to 2020. Furthermore, the present study investigates the disparities between shadow prices and market prices for different agrochemicals across various regions in China. The findings suggest that the costs of reducing chemical fertilizers are higher than those of reducing pesticides and plastic films. Moreover, the results indicate that central China exhibits relatively high potential for decreasing agrochemical usage. Finally, these findings can inform the Chinese government's restructuring of producer support and environmental policy in a cost-effective way to mitigate agrochemicals use in the future. The imperative to enhance corporate environmental performance is not only pivotal for a company's growth but also crucial for fulfilling societal responsibilities and protecting global environmental interests. Recognizing the inadequacies of standalone environmental policies, our study delves into the synergistic effects of incentive-based and regulatory approaches on the environmental performance of listed firms in China. We meticulously examine the interplay between environmental punishment and subsidies over the period of 2015–2019. Our analysis reveals that a strategic combination of punishment and subsidies can substantially improve firms' environmental performance. This effect intensifies with the increasing amounts of fines and subsidies. Additionally, we explore the dynamic effects of policy implementation. Our results indicate that subsidies implemented either a year before or after the imposition of punishment might diminish the effectiveness of standalone environmental penalty policies. Furthermore, our findings suggest that diverse regulatory policies enhance firm environmental performance by promoting investments in environmental protection and fostering green innovation. With the growing emphasis on sustainable development, green policies have become a crucial factor influencing both environmental pollution and the career progression of officials in China and other countries. However, the mechanisms behind this relationship remain unclear. This paper aims to enhance the understanding of how environmental pollution impacts official promotion by analyzing the performance of provincial leaders in China and their incentives to address pollution. Using provincial panel data from 1998 to 2020 and a probit model, our study uncovers significant findings. We demonstrate that the intensified green attention by China's central government has notably reduced the promotion prospects for provincial officials with poor environmental protection records, particularly since 2013. Furthermore, our research extends the analysis of micro-level mechanisms, illustrating how the central government's political incentives effectively influence local environmental governance. Achieving sustainable development goals (SDGs) has garnered significant attention from academia and policymakers worldwide. In this study, we examine the impact of ICT, technological innovation (TI), and environmental policy stringency (EPS) on SDI, considering the moderating role of governance quality (GQI) and transport infrastructure (TIS). A comprehensive dataset of 17 advanced nations is utilized from 1996 to 2021. To capture the dynamic and extreme marginal impacts of these policy instruments on SDG attainment, we employ the advanced technique of Feasible Generalized Least Square (FGLS). The results demonstrate that ICT has a positive and significant effect on SDGs, particularly when combined with high levels of governance quality (GOV) and transport infrastructure (TIS). Likewise, TI has a positive impact on SDGs, especially in the presence of strong governance. Furthermore, EPS exhibits a positive association with SDGs. The findings also reveal that while governance hurts SDGs, this effect diminishes when combined with higher levels of ICT, TI, and EPS, and when TIS positively moderates the relationships. The robustness estimations using DOLS and PCSE methods validate the FGLS findings. These results underscore the importance of ICT, TI, and EPS in advancing sustainable development. Moreover, they highlight the significance of good governance and robust transport infrastructure in maximizing the positive effects of these factors. Green growth is of great importance in terms of solving environmental problems and achieving sustainable development goals. However, the existing literature has not investigated how green growth affects environmental degradation and environmental sustainability variables. In light of this gap, this study aims to analyse the impact of green growth and institutional quality on CO 2 emissions, ecological footprint and inverse load capacity factor in OECD countries by constructing three different models. The results of the analysis indicate that (i) green growth exerts a significant mitigating and differentiating effect on CO 2 , ecological footprint and inverted load capacity factor in the long run. This is evidenced by a 1% increase in green growth reducing CO 2 , ecological footprint and inverted load capacity factor by 0.563%, 0.373% and 0.198%, respectively. (i) The impact of green growth on CO 2 and inverted load capacity factor in the long run is negative and statistically significant; (ii) the impact of green growth on CO 2 and inverted load capacity factor in the short run is negative and statistically significant; (iii) the impact of institutional quality on deterioration is positive and significant in the long run; (iv) the impact of population on deterioration and sustainability is significant and mixed. This paper studies the effect of Green Public Procurement (GPP) on competition, bids, and winning bids under two different regulation periods where the latter include more explicitly expressed GPP ambitions. Based on detailed data from Swedish internal cleaning service procurements, our results imply that environmental considerations might not influence the bids as required for GPP to be considered an effective environmental policy instrument. Over time, lower degree of competition and increased bids are found. Coping with extreme high temperatures requires promoting the synergy between pollution reduction and carbon reduction. Accordingly, this study examines the causal relationship between extreme high temperatures and corporate pollution emissions by using the panel data of a Chinese sample from 2000 to 2014. This study uses fixed-effects models for the analysis. Baseline results show that a unit increase in the standardized temperature will result in a 4.6% reduction in corporate pollutant emissions. The heterogeneous analysis shows that extreme high temperatures will have an obvious effect on enterprises with low financing constraints and high policy and public constraints as well as on enterprises in cities with a high level of economic development, in innovative cities, and in the eastern region. We also explore the mechanism through which extreme high temperatures reduce pollutant emissions from the two dimensions of external environmental pressure and internal environmental governance. Extreme high temperatures will prompt enterprises to improve their energy efficiency, engage in innovative production processes, adopt source-and-end governance measures, and curb their pollutant emissions while strengthening government environmental supervision. The joint participation of multiple subjects is crucial for environmental governance. Using panel data for 273 Chinese cities during 2013–2019, this study investigates the impact and mechanism of public demands on environmental pollution. The results demonstrate that public demands measured by the number of environmental complaints placed on government leaders significantly reduce environmental pollution. Furthermore, increases in the rate and speed of government responses improve the effect of public demands on environmental governance. Public demands placed on provincial leaders reduce local environmental pollution to a greater extent than public demands placed on prefectural and county leaders. Province-level governments are more willing to consider public opinions and attach more importance to environmental governance; Prefecture-level governments prioritize province-level governments' attention to the environment when implementing environmental governance. Moreover, strong political ties between provincial and prefectural leaders and long tenures among prefectural leaders strengthen the pollution reduction effect of public demands placed on provincial leaders. The reduction effect of environmental complaints on pollution emission is more significant in cities with high level of Internet construction and environmental disclosure. ESG investment and financing is a response to global warming and toxic carbon emissions. This is because market and financial development is expected to contribute to de-carbonisation in relevant firms. However, the opposite might occur with carbon-intensive industries. An option is to introduce a carbon tax or an emissions cap but this varies across countries. The impact of environmental policies and the development of financial markets are thus relevant factors to analyse in the debate regarding the best pathways to reduce pollution. This impact is not conclusive in extant studies. In order to meet this gap and to devise effective solutions to this problem, the mechanisms behind them need to be empirically clarified. To achieve this research objective, this study analyses the impact of these factors on welfare through pollution and growth. It examines the respective regulatory regimes of environmental taxes and emission quotas, using an R&D-based growth model with a monetary component. This is to identify the relationship between pollution emissions and financial markets. Results reveal that increasing environmental taxes and reducing nominal interest rates does in fact lead to pollution reduction and economic growth, as well as an increase in the quantity of money and credit through deflation. Reducing emission allowances has a similar effect. However, under emission quotas, it is found that a reduction in the nominal interest rate affects neither pollution emissions nor economic growth, although it does affect the quantity of money and credit. This is because the Fisher effect disappears when the emission quota caps output. A U-shaped relationship between emission allowances and the amount of credit then arises. Under an emissions trading system, the relationship between pollution emissions and financial development can be a win-win relationship or a trade-off relationship. This depends on the emission quota and nominal interest rate. These results suggest that, in addition to environmental policy instruments, financial market development can contribute to decarbonisation if there is the right environmental financial policy. Although our knowledge of national carbon emission trading system and green certificate trading system are powerful incentive instruments that can deliver on increasingly ambitious climate targets in China, there remains an uncertainty of systems' structural reforms. This study builds on and extends a well-established dynamic computable general equilibrium (CGE) model to incorporate carbon trading system and green certificate trading system into the modeling framework, simulating a diverse of system development pathways further allows an exploration of the many possible policy effect. Then, using total factor productivity as a comprehensive indicator to asses policy effectiveness, the evolutionary trend of comprehensive effects under different paths are separately evaluated to discover the reforms' optimal range. Our work offers main results: First, these instruments provide a price signal. The introduction of a carbon allowance auction drive up carbon prices, while the implementation of a green certificate punishment and the expansion of the trading scope promote an increase in green certificate prices. Second, all policy scenarios that help reduce carbon emission intensity and optimize the power supply structure. However, in achieving the net-zero goal, the green certificate policy incurs more economic costs than the carbon trading policy. Indeed, the combination of multiple policy tools alleviates the decline of social welfare levels. Third, synergism design among policy tools: the focus should be on carbon trading policy from 2021 to 2030, green certificate trading policy from 2030 to 2050, and strengthened policy from 2050 to 2060. Reform measures within policies may need to be introduced in a timely manner. This study offers specific insights and tailored policy proposals to support policymakers in balancing environmental goals with economic and social needs in light of the aforementioned findings. Pesticides are critical for protecting agricultural crops, but the off-site transport of these materials via spray drift and runoff poses risks to surface waters and aquatic life. California's Central Coast region is a major agricultural hub in the United States characterized by year-round production and intensive use of pesticides and other chemical inputs. As a result, the quality of many waterbodies in the region has been degraded. A recent regulatory program enacted by the Central Coast Regional Water Quality Control Board set new pesticide limits for waterways and imposed enhanced enforcement mechanisms to help ensure that water quality targets are met by specific dates. This regulatory program, however, does not mandate specific changes to pest management programs. In this study, we evaluate the economic, environmental, and pest management impacts of adopting two alternative pest management programs with reduced risks to surface water: 1) replacing currently used insecticide active ingredients (AIs) that pose the greatest risk to surface water with lower-risk alternatives and 2) converting conventional arthropod pest management programs to organic ones. We utilize pesticide use and toxicity data from California's Department of Pesticide Regulation to develop our baseline and two alternative scenarios. We focus on three crop groups (cole crops, lettuce and strawberry) due to their economic importance to the Central Coast and use of high-risk AIs. For Scenario 1, we estimate that implementing the alternative program in the years 2017–2019 would have reduced annual net returns on average by $90.26 – $190.54/ha, depending on the crop. Increased material costs accounted for the greatest share of this effect (71.9%–95.6%). In contrast, Scenario 2 would have reduced annual net returns on average by $5,628.12 – $18,708.28/ha during the study period, with yield loss accounting for the greatest share (92.8–97.9%). Both alternative programs would have reduced the associated toxic units by at least 98.1% compared to the baseline scenario. The trading of carbon emissions is a crucial regulatory method to address environmental pollution issues. This study takes China's carbon emission trading pilot policy established in 2013 as a quasi-natural experiment and uses the DID model to empirically test the urban panel data from 2006 to 2019. The results show that the carbon emission trading pilot policy can effectively reduce urban environmental pollution, and this effect is more noticeable in mid-western cities, northern cities, cities with fewer resources, and large-scale cities. In addition, to address the urban environmental pollution problem through this policy, the government is encouraged to raise its environmental protection awareness and put more effort into the innovation of technology. In general, this study uses carbon emission trading policies from China to confirm that market-based incentive environmental regulation tools can effectively reduce environmental pollution in urban areas. Climate change is a non-traditional security crisis affecting the global economy and diplomatic progress. In order to curtail carbon emissions and alleviate the perils of climate change at their roots, urban green innovation (UGI) has emerged as a pivotal technological solution. Using the expansion of the Yangtze River Delta urban agglomeration in China as a case study, this paper develops a quasi-experimental model to analyze the effects of regional integration policies on UGI. The main findings are: (1) Regional integration policies significantly enhance UGI and their impact is more pronounced with the expansion of urban agglomerations; (2) Regional integration policies contribute to the advancement of exploitative green innovation while tending to diminish exploratory green innovation; (3) The green innovation effects (GIEs) created by the expansion of regional integration policies are largely influenced by governmental mechanisms on environmental governance as well as residents' green preferences. The environmental pollution and social well-being issue caused by the huge energy consumption in cities reflect the urgency of improving urban energy performance from multiple dimensions of economy, environment, and well-being. As a result, various countries and cities have promulgated a series of policies. However, the complexity of the policies makes the categories and utilities need to be further clarified, and the diseconomy caused by the lag of policy effect evaluation makes the focus of policy implementation need to be clear in advance. Therefore, based on public choice theory, this research follows the idea of "prior analysis" and takes Chinese cities as the research object. Firstly, the collected energy performance improvement policies of Chinese cities were analyzed and classified by the content analysis method, and the main utilities of all policies and the specific utilities of each category were summarized. Based on the multiple dimensions of urban energy performance research (namely, economy, environment and well-being dimensions), this research summarized the policy utilities that help to improve the urban energy performance of each dimension, and also preset the policy utility values. Secondly, the effect prediction model for urban energy performance improvement policies in each dimension was constructed by Back-propagation (BP) neural network. Thirdly, the energy performance of Chinese cities in 2020 measured by Data Envelopment Analysis method was taken as the benchmark value, and the energy performance of Chinese cities in 2025 measured by the policy effect prediction model was taken as the comparison value. According to the results of performance improvement, the energy performance improvement policies of Chinese cities were selected respectively from the dimensions of economy, environment and well-being. This research shows that: the energy performance improvement policies of Chinese cities mainly include six categories, namely energy conservation and emission reduction policies, energy development policies, ecological environmental policies, fiscal and tax policies, industrial policies and economic and social policies. It is needed to focus on ecological environmental policies, fiscal and tax policies and industrial policies to improve urban energy performance from the economic dimension. For the environmental dimension, the key and priority policies are ecological environmental policies. Compared with the economic dimension, the focus of implementing policies adds economic and social policies in the well-being dimension. In the implementation of policies, the differences of energy performance among cities can be reduced through multi-feature analysis of cities or regions, appropriate adjustment of specific measures and targets, and improvement of digital information management of urban energy performance. Achieving the global decarbonization goal under global conflicts is becoming more uncertain. Within this context, this article seeks to examine the effects of global environmental management and efforts to achieve this goal. Specifically, it investigates the role of democracy, control of corruption, and civil society participation as mechanisms that moderate the impact of environmental policy and legislation, particularly clean energy policy and climate change legislation (laws and regulations), on carbon emissions in highly polluted countries. The empirical results show that (i) the effects of democracy-clean energy policies and climate change legislation are relatively small in reducing carbon emissions; (ii) the effect of controlling corruption-climate change regulations is strong in reducing emissions, meaning that governments with higher control of corruption are more effective at enacting and executing laws and regulations dealing with environmental challenges which help achieve desirable environmental outcomes; (iii) strong civil society participation helps the execution of clean energy policies and climate change legislation to curb emissions, and (iv) the robustness check also provides strong evidence that higher control of corruption can contribute to the effectiveness of these policies and legislation in reducing carbon emissions. The latest report on the state of nature in Europe (2013–2018) shows that biodiversity is declining at an alarming rate, with most protected species and habitats in poor condition. Despite an increasing volume of collected biodiversity information, urgent action is needed to integrate biodiversity data and knowledge to improve conservation efforts. We conducted a study in Catalonia (NE Spain), where we collected management measures implemented between 2013 and 2018, including allocation, budget, pressures aimed, and habitats/species potentially benefiting. We integrated information on pressures and habitats/species with the measures to identify non-spatial management gaps. Then, we integrated the spatially explicit information to determine the spatial management gap, identifying geographical areas where species/habitats are under pressure without registered measures. We demonstrated the importance of integrating existing information. Our findings revealed that resources were often not distributed adequately across species/habitats, with biases towards certain taxa being a common issue. The non-spatial management gap analysis identified taxonomic groups, especially plants and mollusks with the wider management gaps. We also identified threatened areas, especially in the northeast of the region with the larger spatial management gaps. These results could guide priority objectives to optimize conservation efforts. Integrating different information sources provided a broader view of the challenges that conservation science is facing nowadays. Our study offers a path toward bending the curve of biodiversity loss by providing an integrative framework that could optimize the use of the available information and help narrow the knowing-doing gap. In the context of the EU, this example demonstrates how information can be used to promote some environmental policy instruments, such as the Prioritized Action Frameworks (PAFs). Rapid developments in environmental infrastructure have contributed to significant improvements in green total factor productivity, but further investigation is required to provide a detailed assessment to understand the policy mechanisms involved. This paper analyzes environmental progress in China through MMQR, CCEMG, and AMG as empirical strategies for 30 provinces in China. Our empirical results reveal that energy optimization through renewable energy is the most effective channel to improve green total factor productivity, though it is not the only available option. Since environmental regulations, infrastructure development, and green technology innovation also directly impact energy efficiency, adopting these within policy channels will positively impact environmental sustainability. Our empirical approach helps suggest novel environmental policy suggestions. In particular, policymakers must introduce structural changes within energy developments to foster renewable energy. Furthermore, China must increase environmental spending to upgrade its energy infrastructure further and solve ecological issues. This paper investigates the non-monetary motivations of farmers' adoption of agri-environmental policies. Unlike the monetary (income) motivations, non-monetary drivers can not be directly observed but can be identified from observational data within appropriate quasi-experimental designs. A theoretical justification of farmers' choices is first formulated and a consequent natural experiment setting is derived. The latter admits heterogeneous, i.e. Individual, Treatment Effects (ITE) that, in turn, can be interpreted in terms of more targeted and tailored policy expenditure. A Causal Forest (CF) approach is adopted to estimate these ITEs for both the treated and not treated units. The approach is applied to two balanced panel samples of Italian Farm Accountancy Data Network (FADN) farms observed over the 2008–2018 period and concerns agri-environmental policies delivered through the Common Agricultural Policy (CAP). Green innovation (GI) is increasingly recognised as an effective strategy for tackling climate change, mitigating environmental issues, and promoting sustainable development. Using panel data of the Chinese listed firms from 2007 to 2019, this study adopts the difference-in-differences approach to assess the impact of the green finance policy (GFP) initiated by the Chinese government in 2012 on the green innovation performance of firms. The findings reveal that the GFP significantly boosts the green innovation performance of heavily polluting enterprises (HPEs). Notably, this effect is more pronounced in state-owned enterprises and firms with high dependence on external finance. Compared with penalty-based regulations, incentive-based and voluntary environmental regulations demonstrate more significant moderating effects on the relationship between the GFP and green innovation performance for HPEs. We also identify improved efficiency in the usage of green investments as a potential mechanism through which the GFP enhances the green innovation performance of HPEs. Further comparative analysis shows that green enterprises can achieve simultaneous improvement in both the quality and quantity of green innovation, whereas HPEs predominantly exhibit enhancements in innovation quantity. To maximise the GFP's positive effects, it is recommended to facilitate more targeted bank lending towards HPEs to support their structural transformation. The ongoing invasion of Russia of Ukraine and energy crises have sparked concern about economic and geopolitical stability all over the world. In Europe, the war has destabilized and endangered the energy cooperation and transition between European countries within and outside of the EU. This emergency has shown once more the importance of energy resilience policies to offset the vulnerability of energy systems and energy insecurity at the national and regional levels. Consilience has been reached on the necessity of enhancing EU energy security as an adaptation strategy. This work contributes to the existing scholarship on renewable energy transition and citizens' perception, focusing on European Union member states. Key characteristics of the renewable energy transition in the EU prior to the energy crisis and the war in Ukraine are examined. To this end, we analyze selected economic, environmental, social, policy and political variables on energy sorting from the Eurobarometer studying European citizens' perceptions. The exercise makes use of spatially-clustered regression to explore spatial heterogeneity and to elicit determinant information on specific regional groups. We learn that southern Europeans attribute less importance to energy infrastructure to facilitate the renewable energy transition and repute the EU solidity not a requirement for energy security access. Conversely, northern European citizens tend not to associate the responsibility of the EU in guiding competitiveness and policy toward green energy sources transformation. Robustness tests confirm our hypothesis. Regardless of regional differences, the EU energy and ecological transition will thrive with industrial and political cohesion. The Chinese government has attached great importance to pollution emission reduction. Since public environmental preference plays an important role in curbing polluting emissions by companies, this paper aims to explore the impact of public environmental preference and government environmental regulation on corporate pollution emissions. The coordinating role of environmental preference in the implementation of environmental regulatory policies is analyzed using pollution emission data of Chinese enterprises. The results show that both environmental preference and environmental regulation have significant inhibitory effects on corporate pollution emissions. The inhibitory effects are achieved by promoting the green technology progress. With high environmental preference, environmental regulation can effectively curb corporate emissions. Citizen support is an important precursor to climate change mitigation polices. Public opinion can shape public policy and vice versa. This paper uses the 2010 International Social Survey Programme (ISSP) Environment Module to investigate cross-national differences in support for climate policy. We introduce size of government, measured by government revenues as a share of GDP, as a new country-level factor. Our sample includes 31,511 responses from 33 countries. We use multilevel models to estimate the relationship between country-level factors and environmental policy support, conditional on a series of individual factors. Increasing the size of government by one standard deviation reduces support for environmental policy by 0.13 points on a 5-point scale. For comparison, a one standard deviation increase in GDP per capita leads to a 0.24 increase in support and a one standard deviation increase in air pollution leads to a 0.13 point increase. The implication for environmental policy is that high tax countries have an aversion to price and tax increases aimed at protecting the environment. Encouraging enterprises to engage in green innovation is a potent strategy for reducing carbon emissions from production. As one of the largest carbon emitters, China has launched a series of policies to achieve carbon peaking and neutrality collectively referred to as China's dual carbon policy. However, existing research on the impact of China's dual carbon policy on green innovation by heavy-polluting enterprises is insufficient. To fill this gap, this study constructed a theoretical model to draw hypotheses about the impact of the dual carbon policy on enterprises' green innovation and verified this impact using a difference-in-differences model to conduct a quasi-natural experiment based on data from 2010 to 2022 from Chinese A-share-listed enterprises. The results indicate that the dual carbon policy had a significantly positive influence on green innovation in heavy-polluting enterprises. Moreover, environmental tax mediated this effect, while enterprises' total costs and subsidies positively moderated it. Since especially the 12th Five-Year Plan (2011–2015), China has made great efforts to reverse the increasing trend of NO x emissions through end-of-pipe measures. With the Ozone Monitoring Instrument (OMI) level 2 swath product of tropospheric NO 2, this study explores the temporal-spatial patterns of NO x concentrations over China's coal-fired power plants from 2005 to 2020 and investigates the evolution of its control strategy. The nationwide deployment of flue-gas denitration facilities was a critical measure to mitigate NO x emissions from coal-fired power plants, while this study externally assesses the implementation gap of their operation. Our results illustrate that, besides the impacts of economic cycles, China's control strategy experienced a dramatic transformation from an ad hoc campaign style for meeting short-term temporary targets to more sustainable, technology- and governance-centered institutional arrangements for ensuring long-term fundamental solutions. Floodplain buyouts are an increasingly common policy for mitigating flood risk. Recent research has explored the costs of buyouts and their impacts on municipal finance and tax base. However, little work has explored the effects of buyouts on surrounding residential land values, an aspect that could contribute to the extensive literature on the land value impacts of urban land uses, including open space and ecological restoration. This study evaluates the residential land value impacts of buyouts in Mecklenburg County, North Carolina (USA), an area with extensive, municipally- and federally-funded buyouts (n = 348). Using a quasi-experimental research design that matches treatment parcels (near buyouts) to control parcels to isolate the causal impacts of buyouts, we find that buyouts are responsible for weak increases (p<0.1) in the area-normalized sales values ($/ft2) of neighboring (within 0.15 km) single-family residential properties. We additionally find positive – but also weak – sales value relationships with (1) buyouts that have programmed post-buyout land uses, such as parks or other recreation areas (USD$25.46/ft2 [$274.05/m2] when 0.15–0.2 km from buyout; p<0.05), and (2) the average age of proximal buyouts ($0.34/ft2 [$3.66/m2] within 0.1–0.15 km; $0.30/ft2 [$3.23/m2] within 0.15–0.20 km; both p<0.01). Geopolitical risks and environmental policy have become increasingly important in the European Union (EU), which is committed to tackling climate change and protecting the environment. However, geopolitical risks can undermine its environmental policy objectives. Thus, the study evaluates the relationship between geopolitical risks and environmental policy in nineteen EU countries from 1994 to 2020 through panel bootstrap Granger causality. The results show that geopolitical risks significantly influence environmental policy in Denmark, Estonia, Finland, France, Germany, Luxembourg, and Romania. On the other hand, the findings reveal that environmental policy causes geopolitical risks only in Latvia, while there is no relationship in the remaining countries. Based on the unique perspective of local environmental regulations promulgated in Chinese prefecture-level cities from 2000 to 2018, this paper examines the impact of urban environmental legislation on green total factor energy efficiency (GTFEE). The results show that implementing environmental legislation significantly improves local GTFEE , with comprehensive protection regulations contributing to local energy efficiency improvements, while the impact of pollution prevention regulations is insignificant. This conclusion remains robust to multiple scenarios. Potential mechanisms through which environmental legislation can guide urban green transition include the industrial upgrading effect represented by "clean industry development" and "polluting industry exit", as well as the technical innovation effect achieved through "new technology generation" and "old technology upgrading". Furthermore, environmental legislation with a higher degree of regulatory effectiveness has a greater potential for energy saving. Environmental legislation has a more significant impact on improving GTFEE in cities in non-old industrial bases, with less frequent turnover of officials, and in central and western regions in China. Volatile organic compounds (VOC) contributing to smog formation, have been an important indicator of atmospheric governance during China's "14th Five-Year Plan". VOC would be possibly incorporated into the scope of environmental protection tax, but previous studies have seldom explored impacts of VOC control policies at national and regional levels. Here, we design a national uniform VOC control policy, as well as two regionally differentiated policies based on regional disparities in PM 2.5 concentrations and energy intensity by using a cross-scale dynamic computable general equilibrium (CGE) model. Our analysis is to assess the impacts of these policies on VOC, CO 2 , sulfur dioxide (SO 2), nitrogen oxides (NO X), and PM 2.5 emissions, air quality and environmental equity, and to estimate health benefits, policy costs and net benefits. We find that national and regionally differentiated VOC control policies generally lead to VOC emission reductions and generate co-benefits on emission reductions in CO 2 , SO 2 , NO X and PM 2.5 at national and provincial levels. However, regional emission leakage exists due to differences in the provincial costs of VOC mitigation. The regionally differentiated VOC pricing policies are found to be more effective to enhance environmental equity than the uniform policy. In particular, the regionally differentiated VOC control policy based on provincial energy efficiency is found to be superior to other policies in terms of improve air quality. Furthermore, the human health benefits associated with VOC pricing policies would partially offset policy costs at both the national and regional levels. Our results suggest that policymakers would pay attention to developing regions with low energy efficiency which have the great emission reduction potential. Advanced producing technology and further end-of-pipe control measures to reduce non-combustion PM 2.5 emissions are needed. This empirical study examines the impact of environmental regulations on carbon productivity under varying conditions using panel data from Chinese provinces from 2011 to 2019. Prior research has reported inconsistent results regarding the relationships between these variables. We developed a spatial Durbin model (SDM) and tested the non-linear effects of environmental regulation on carbon productivity from a spatial linkage perspective. The results demonstrate a U-shaped curve representing the local-neighborhood effect of environmental regulations on carbon productivity. This curve is further dissected into two components: the average direct effect (ADE) and the average indirect effect (AIE). Furthermore, the findings indicate that green technology progress and pollution transfer act as moderating factors in shaping the U-shaped curve. Green technological progress has steepened the U-shape curve, whereas pollution transfer has flattened it. New environmental policies and initiatives increasingly drive firms to develop sustainable technologies, yet it is unclear why firms often decide not to capture value from the technologies that they create. We argue that the under-implementation of environmental technologies can be explained by the concept of institutional decoupling, which suggests that organizations may engage in symbolic actions without necessarily taking the risk of implementing a new technology in a less established market when there is no decisive evidence of its commercial viability. Focusing on the Korean Green Certification Program, a government-initiated review system for environmental technologies, we find that the timing of certification is a key source of variation in the implementation of certified technologies. Our findings also show that the main effect is conditioned by performance feedback and niche density—the factors that shape a firm's risk perceptions. Environmental licensing is a command-and-control (C&C) instrument used at the state level in Brazil to enforce compliance with legal requirements and environmental standards; however, it does not encourage continuous improvement. The objective of this paper is to propose a methodology that can be used as a licensing and monitoring policy for industrial activities, based on both command and control and economic instruments. Therefore, the development of a matrix to measure the environmental performance of companies is proposed so as to include mandatory compliance requirements, environmental management requirements and continuous improvement indicators. Performance assessment could be used by the environmental agency as a tool to support environmental management policy change by working with environmental incentives for better-performing companies. The results obtained with the matrix will demonstrate exactly what the theory describes: in an environment where the control imposed to the entrepreneur is by the attendance of a legislative standard and not the demonstration of continuous improvement, there is no evolution of the environmental performance over the 3-year period of the companies. Abstract Planted forests are a rising share of total forests globally and an increasingly important source of timber product output, affecting national and global markets. We estimated econometric models of planted forest area by OECD and non-OECD country groups that control for economic, institutional and environmental policies likely to influence future changes in planted forest area. The models are then used to project planted forest area over next 55 years for 180 countries under five alternative scenarios of global socio-economic changes, represented in shared socioeconomic pathways (SSPs), adjunct products emerging from the Fifth Assessment of the Intergovernmental Panel on Climate Change (IPCC). By embedding key features of the SSP projections into a global forest sector model, we evaluate how planted forests lead to different global forest product market outcomes for each SSP, compared to corresponding outcomes where planted forests are not considered separately. Projected global planted forest area in 2070 ranges from 379 million ha (Mha) for SSP3 (a relatively poor and unequal world) to 475 Mha under SSP5 (a relatively wealthier and more equal world), representing respective increases of 46% and 66% compared to 2015. SSPs with the highest planted forest area increases have the lowest product prices (down by 12% by 2070, compared to SSP5 without planted forests) and higher global forest products production and consumption quantities (by as much as 3.3% by 2070, compared to SSP5 without planted forests). However, production does not increase in all countries by similar amounts, due to changes in relative advantages in production brought about by reduced product prices. Abstract Strategic environmental assessment is a decision support technique that evaluates policies, plans and programs in addition to identifying the most appropriate interventions in different scenarios. This work develops a network-based model to study interlinked ecological, economic, environmental and social problems to highlight the synergies between policies, plans, and programs in environmental strategic planning. Our primary goal is to propose a methodology for the data-driven verification and extension of expert knowledge concerning the interconnectedness of the sustainable development goals and their related targets. A multilayer network model based on the time-series indicators of the World Bank open data over the last 55 years was assembled. The results illustrate that by providing an objective and data-driven view of the correlated variables of the World Bank, the proposed layered multipartite network model highlights the previously not discussed interconnections, node centrality measures evaluate the importance of the targets, and network community detection algorithms reveal their strongly connected groups. The results confirm that the proposed methodology can serve as a data-driven decision support tool for the preparation and monitoring of long-term environmental policies. The developed new data-driven network model enables multi-level analysis of the sustainability (goals, targets, indicators) and will make it possible to plan long-term environmental strategic planning. Through relationships among indicators, relationships among targets and goals can be modelled. The results show that sustainable development goals are strongly interconnected, while the 5th goal (gender equality) is linked mostly to 17th (partnerships for the goals) goal. The analysis has also highlighted the importance of the 4th (quality education). Abstract Rapid urbanisation, with associated housing and infrastructure demands, leads to increased mining and use of non-renewable mineral raw materials needed for the construction industry including concrete and cement. In an emerging economy, like Thailand, which is part of Association of Southeast Asian Nations (ASEAN), current environmental management policies are insufficient to reduce raw material requirements or waste from demolition by generating inputs to construction through reuse or recycling. As part of the European Union (EU), Great Britain has successfully implemented integrated policies and achieved high rates of recycled aggregates in construction (29%) and a 70% reuse and recycling target for construction and demolition (C&D) waste. In this paper, Material Flow Analysis (MFA) of cement/concrete materials is combined with an interpretation of related policies to provide a deeper understanding how to achieve more sustainable management of natural resources. A comparative MFA for the construction industry in Great Britain and Thailand (representing an ASEAN country) has been developed that quantifies raw material inputs, buildings and infrastructure outputs, so that the practices in the two countries can be contrasted. We report domestic cement production and import/export data, and calculate the raw materials needed for cement and its calcination process for concrete production. Considering the most relevant policies and taxation in Great Britain, we identify possible ways forward for Thailand by introducing new policies and taxation that will have positive effects on raw material extraction, processing, construction and disposal practices and disposal behaviors. Following the MFA and policy analysis, we believe that similar benefits apply to other emerging economies. Abstract Servitization is a process adopted by some industries and companies to create competitive advantage and increase the value of physical products by adding services. Manufacturing companies may decide to integrate a product–service system into their activities. However, there is no clear evidence of the effects of servitization on performance or sustainability, particularly in a circular economy. The aim of this study was to assess the potential impact of servitization on sustainability in a sample of 208 European listed manufacturing companies by investigating corporate sustainability disclosure, environmental performance, and policies. Using the business descriptions in the Bloomberg database, we identified two groups of companies: "pure manufacturers" and "non-pure manufacturers." We examined potential differences in sustainability between the two groups resulting from servitization. Data were collected for the fiscal year 2016. Our findings suggest that servitization leads to improved energy consumption and therefore enhances environmental performance. However, servitization had no effect on corporate sustainability disclosure and other environmental policies such as environmental assurance, emissions reduction policies, and environmental supply chain management. Abstract As the natural fire regimes of Canada's Boreal forests have been transformed by dynamic social, economic, ecological and political drivers, wildfires have become a locus of increasingly complex land management decisions. But while, in Canada and elsewhere, social researchers have examined communities at risk of experiencing wildfire, the agencies and practitioners responsible for wildfire management have thus far been underrepresented in empirical inquiry. This article presents a case study of wildfire management in northern Alberta, examining how different forms of knowledge and experiences were incorporated into the creation of a new plan to support decision-making. Findings from interviews and a workshop confirm that 'science' in such applied contexts is not a pure entity. Instead, the objects represented internally and externally as 'scientific' have necessarily been shaped by the values and priorities of the individuals and institutions that have constructed them. Further, this case study revealed social factors that support the maintenance of institutional status quos, such as the commitment to total wildfire suppression policy, despite broad agreement amongst participants about superior alternatives. These findings support the need for further research on wildfire management agencies, and suggest that progress in wildfire management may be limited by mismatched expectations of 'good' policy between stakeholder groups and by practitioners' conceptions of their own institutional identity. Abstract The occupied Palestinian territories of West Bank and Gaza Strip are currently experiencing many challenges in the provision of infrastructure services for their inhabitants. This includes an undersupply of infrastructure services across multiple sectors – an issue exacerbated by population growth, increasing urbanisation, economic growth and climate change. We address this challenge by providing a systems-based assessment of Palestine's infrastructure requirements and identifying broad strategies for how those needs might be met. This assessment involved four key components including: 1) defining and assessing the current system and planned infrastructure investments; 2) assessing potential future demand for infrastructure services; 3) identifying alternative strategies for future infrastructure provision beyond planned investments; and 4) analysing the performance of each strategy against a series of key performance indicators. Results from the assessment highlight the magnitude of the current and future need for urgent infrastructure investment in Palestine. The most immediate need is to alleviate the water crises in Gaza Strip, which will require at least twice as much water infrastructure investment over the coming decade than is currently in the pipeline, even if the goal is only to achieve the most basic World Health Organisation water availability requirements. To move beyond this protracted state of crises will then require a doubling of investments across all sectors to bring Palestine up to the standards of services already enjoyed by its neighbours. Such investments can have even greater impact on delivery of infrastructure services through the strategic use of interdependencies between infrastructure sectors, such as water re-use and energy-from-waste. In the pursuit of global sustainable development, the systems-based approach presented here provides an important first step in the assessment of infrastructure needs and opportunities for any country. It is particularly important for states like Palestine where key resources, such as water and energy, are so acutely constrained. Abstract Networks are increasingly popular in dealing with dynamic and complex environmental policy issues, including pollution control and abatement, which require solutions for collaborative and innovative actions involving multiple institutions or entities. Effective network implementation produces better environmental policy outcomes, but little is known about how to improve network implementation. Framed in the network implementation capacity-building approach, this study examines what strategies are adopted by network administrators to improve implementation, and how these strategies work. Evidence from two environmental financing networks in China shows that strategies designed to mobilize resources and maintain network long-term stability improve network implementation. We call for a research agenda that emphasizes network implementation capacity-building in emerging economies where collaborative activities are desired to pool resources and expertise in face of resource shortage and daunting environmental challenges.
