Achieving the global decarbonization goal under global conflicts is becoming more uncertain. Within this context, this article seeks to examine the effects of global environmental management and efforts to achieve this goal. Specifically, it investigates the role of democracy, control of corruption, and civil society participation as mechanisms that moderate the impact of environmental policy and legislation, particularly clean energy policy and climate change legislation (laws and regulations), on carbon emissions in highly polluted countries. The empirical results show that (i) the effects of democracy-clean energy policies and climate change legislation are relatively small in reducing carbon emissions; (ii) the effect of controlling corruption-climate change regulations is strong in reducing emissions, meaning that governments with higher control of corruption are more effective at enacting and executing laws and regulations dealing with environmental challenges which help achieve desirable environmental outcomes; (iii) strong civil society participation helps the execution of clean energy policies and climate change legislation to curb emissions, and (iv) the robustness check also provides strong evidence that higher control of corruption can contribute to the effectiveness of these policies and legislation in reducing carbon emissions. Environmental licensing is a command-and-control (C&C) instrument used at the state level in Brazil to enforce compliance with legal requirements and environmental standards; however, it does not encourage continuous improvement. The objective of this paper is to propose a methodology that can be used as a licensing and monitoring policy for industrial activities, based on both command and control and economic instruments. Therefore, the development of a matrix to measure the environmental performance of companies is proposed so as to include mandatory compliance requirements, environmental management requirements and continuous improvement indicators. Performance assessment could be used by the environmental agency as a tool to support environmental management policy change by working with environmental incentives for better-performing companies. The results obtained with the matrix will demonstrate exactly what the theory describes: in an environment where the control imposed to the entrepreneur is by the attendance of a legislative standard and not the demonstration of continuous improvement, there is no evolution of the environmental performance over the 3-year period of the companies. With marine pollution issues becoming serious and widespread, a series of coastal environmental managemental policies are being carried out worldwide, the effectiveness of which requires comprehensive evaluation. Taking the Bohai Sea (BS) of China as an example, which has been plagued by serious ecological and environmental issues for decades due to terrestrial pollution discharge, this study explored and quantified, for the first time to our best knowledge, the variability of water quality after initiating a dedicated 3-year pollution control action (Uphill Battle for Integrated Bohai Sea Management, UBIBM, 2018–2020) implemented by China's central government, with two water quality indexes of water color (Forel-Ule index, FUI) and transparency (Secchi disk depth, Z SD , m) from satellite observations. During the UBIBM, a significant improvement in water quality was detected, characterized by a clearer and bluer BS, with Z SD and FUI improved by 14.1% and 3.2%, respectively, compared with the baseline period (2011–2017). In addition, an abrupt drop in the long-term record (2011–2022) of the coverage area of highly turbid waters (Z SD ≤2 m or FUI ≥8) was found in 2018, which coincided with the start of the UBIBM, indicating that the water quality improvement may be attributed to the pollution alleviation of the UBIBM. Independent data of land-based pollution statistics also supported this deduction. (3) Compared with the previous two pollution control actions in the first decade of 21st century, UBIBM was proved to be the most successful one in terms of the achieved highest transparency and lowest FUI during the past two decades. Reasons for the achievement and implications to future pollution control are discussed for a more sustainable and balanced improvement in the coastal environment. This research provides a valuable example that satellite remote sensing can play a vital role in the management of coastal ecosystems by providing effective evaluation of pollution control actions. In the struggle to limit global climate change and rising temperatures, the United Nations Climate Change Conference (COP27) was held in Egypt last November. Bringing together nations to recognize climate change as a global concern and to create new "building blocks" to enhance the implementation of the Paris Agreement through actions that can move the world toward a greener, and carbon free future. This study examines a panel of high-income economies from the Organization for Economic Cooperation and Development (OECD) to investigate the empirical linkage between Green Innovations (GI), Disaggregated trade (exports and imports), Environmental policy stringency (EPS), and Consumption-based carbon dioxide emissions from 1990 to 2020. We proceed with the panel cointegration check based on the results of the diagnostic tests. The method of moment quantile regressions (MMQR) is used to investigate the relationships between CCO 2 and various variables in different quantiles. The data show that GI, export, imports, and EPS are major contributors in explaining the substantial variance in CCO 2 emissions in the chosen panel. Specifically, severe environmental rules boost the benefits of green technologies through the use of environmentally friendly technology. Imports, on the other hand, have been determined to be harmful to environmental quality. As a result, member economies should reform their environmental policies to include consumption-based emissions objectives and discourage people' desire for carbon-intensive items from developing countries. Ethnobotany is an adequate tool to identify the most import wild edible plants used by local people and to develop strategies for its sustainable use and policy making. This research records the wild edible plants used by the inhabitants of the Sierra la Laguna Biosphere Reserve, in Mexico, and identified priority species for sustainable development. The employed quantitative approach included the application of a food-oriented index named Food Significance Index (FSI), which integrated cultural, agricultural and food parameters; moreover, it used multivariate analysis to identify priority edible species for use and/or conservation. Fifty taxa were identified as the most important wild edible plants in the reserve, integrated into five priority groups. Foods in priority group 1 had the highest culinary diversity by grouping three fruits ( Ficus petiolaris , Stenocereus thurberi , and Cyrtocarpa edulis ), one almond-like seed ( Cnidoscolus maculatus ), one vegetable ( Matelea cordifolia ), and one condiment ( Capsicum annuum ). Priority groups 2–5 were selective for one or two types of food, such as fruits, teas, or seeds. Since group 1 was the most diverse, the FSI and the employed strategy permitted to identify the priority wild edible plant species with the highest potential for food security. The selected six species should be included in the future management program of the reserve as the priority wild edible plants to develop strategies for conservation, sustainable use, and improvement of the local population income. Problem complexity is often assumed to hamper effective environmental policy delivery. However, this claim is hardly substantiated, given the dominance of qualitative small-n designs in environmental governance research. We studied 37 types of contemporary problems defined by German water governance to assess the impact of problem complexity on policy delivery through public authorities. The analysis is based on a unique data set related to these problems, encompassing both in-depth interview-based data on complexities and independent official data on policy delivery. Our findings show that complexity in fact tends to delay implementation at the stage of planning. However, different dimensions of complexity (goals, variables, dynamics, interconnections, and uncertainty) impact on the different stages of policy delivery (goal formulation, stages and degrees of implementation) in various ways. Over the last twenty years an increasing number of studies have relied on the standard definition of the Malmquist-Luenberger index proposed by Chung et al. (1997) [ J. Environ. Manage ., 51, 229–240], to assess environmental sensitive productivity change. While recent contributions have shown that it suffers from relevant drawbacks related to inconsistencies and infeasibilities, no one has studied systematically the performance of the original model, and to what extent the existing results are unreliable. We introduce the optimization techniques that implement the model by Aparicio et al. (2013) [ Eur. J. Oper. Res. , 229(3), 738–742] solving these problems, and using a country level database on air pollutants systematically compare the results obtained with both approaches. Over the 1995–2007 period environmental productivity stagnation prevails across developed and developing countries, and while increasing technical progress takes place in the later years, it is offset by declining efficiency. Results show also that inconsistencies and infeasibilities in the original model are increasing in the number of undesirable outputs included, reaching remarkable values that seriously question the reliability of results, and compromise any environmental policy recommendation based on them. Rapid urbanization has altered many ecosystems, causing a decline in many ecosystem services, generating serious ecological crisis. To cope with these challenges, we presented a comprehensive framework comprising five core steps for identifying and managing hotspots of critical ecosystem services in a rapid urbanizing region. This framework was applied in the case study of the Yangtze River Delta (YRD) Region. The study showed that there was large spatial heterogeneity in the hotspots of ecosystem services in the region, hotspots of supporting services and regulating services aggregately distributing in the southwest mountainous areas while hotspots of provisioning services mainly in the northeast plain, and hotspots of cultural services widespread in the waterbodies and southwest mountainous areas. The regionalization of the critical ecosystem services was made through the hotspot analysis. This study provided valuable information for environmental planning and management in a rapid urbanizing region and helped improve China's ecological redlines policy at regional scale. A crowdsourcing study supported by a public participation GIS tool was designed and carried out in two Norwegian regions. The aim was to improve the knowledge about emissions from wood burning for residential heating in urban areas based on the collection of citizens' localized insights. We focus on three main issues: 1) type of dwelling and residential heating source; 2) wood consumption and type of wood appliances; and 3) citizens' perception of the urban environment. Our study shows the importance of wood burning for residential heating, and of the resulted particle emissions, in Norwegian urban areas. Citizens' localized insights on environmental perception highlight the areas in the city that require particular attention as part of clean air strategies. Information about environmental perception is combined with existing environmental data showing certain correlation. The results support the urban environmental management based on co-benefit approaches, achieving several outcomes from a single policy measure. Measures to reduce urban air pollution will have a positive impact on the citizens' environmental perception, and therefore on their quality of life, in addition to reducing the negative consequences of air pollution on human health. The characterization of residential heating by fuelwood is still a challenging activity. Our study shows the potential of a crowdsourcing method as means for bottom-up approaches designed to increase our knowledge on human activities at urban scale that result on emissions. The attempt to design cost-effective adaptation policies incorporating non-market values to inhibit climate change impacts on water resources may increase the interest in applying the Benefit Transfer method. Benefit Transfer is a practical way to consider non-market values using functions and estimates acquired through primary valuation methods from other sites. Among the primary methods, Choice Experiments appear to particularly accommodate Benefit Transfer. Nevertheless, validity and reliability of international value transfers obtained from Choice Experiments have not been adequately examined. To this end, two identical Choice Experiments were conducted in Greece and Italy in the context of river services adaptation, testing validity and reliability of Benefit Transfer. The application of validity and reliability tests for different types of transfers is supportive for the use of Benefit Transfer, at least for the value transfer types. In particular the reliability of value transfer was higher when income adjustments were taken into account. Overall, Benefit Transfer can be attentively considered to evaluate cost-effective adaptation policies across countries experiencing similar climate change trends. The latter gains more importance given that an international Benefit Transfer setting as regards the non-market benefits of adaptation to climate change for river services is absent in the relevant literature. Efficient use of the water resource requires internalization of all costs in the price of water, including environmental and resource costs. However, water resource management tends to be highly political and increasing water prices are a sensitive and complicated policy matter. Hence, there is a need for increased understanding of the implementation process and the attitudes towards implementation among the general public. This paper explores the spatial heterogeneity in the public attitude towards internalizing environmental and resource costs in the price of water across the EU regions. Within an extensive spatial dataset constructed for the purpose, we estimate the effect of individual information levels and affordability concerns on the attitude towards environmental water pricing. Information about water problems is found to have a significant and positive effect on attitudes as is affordability concern, which may be explained by expectations of inequity measures to come in place in parallel with increasing water prices. Overall these results support the hypothesis that lack of information and affordability concern could lead to resistance towards efficient water pricing among the general public. Complex policy-making situations around bioenergy production and use require examination of the operational environment of the society and a participatory approach. This paper presents and demonstrates a three-phase decision-making framework for analysing the operational environment of strategies related to increased forest bioenergy targets. The framework is based on SWOT (strengths, weaknesses, opportunities and threats) analysis and the Simple Multi-Attribute Rating Technique (SMART). Stakeholders of four case countries (Finland, Germany, Norway and Slovenia) defined the factors that affect the operational environments, classified in four pre-set categories (Forest Characteristics and Management, Policy Framework, Technology and Science, and Consumers and Society). The stakeholders participated in weighting of SWOT items for two future scenarios with SMART technique. The first scenario reflected the current 2020 targets (the Business-as-Usual scenario), and the second scenario contained a further increase in the targets (the Increase scenario). This framework can be applied to various problems of environmental management and also to other fields where public decision-making is combined with stakeholders’ engagement. The case results show that the greatest differences between the scenarios appear in Germany, indicating a notably negative outlook for the Increase scenario, while the smallest differences were found in Finland. Policy Framework was a highly rated category across the countries, mainly with respect to weaknesses and threats. Intensified forest bioenergy harvesting and utilization has potentially wide country-specific impacts which need to be anticipated and considered in national policies and public dialogue. Promoting the downscaling and integration of zonal management and control of various environmental pollution sources is an effective way to systematically deal with the current high-intensity and complex environmental problems. Through single-factor and comprehensive pollutant emission intensity evaluation and cluster analysis, we built a full-coverage and cross-scale environmental spatial management and control system for pollution sources, then proposed environmental zoning patterns and pollution control strategies at three scales in the Yangtze River Delta (YRD), China. At the grid scale, the reclassified 7 types of pollution source spaces can be divided into 5 levels based on pollution emission intensity, and the most urgent environmental control subjects can be determined accordingly. Up to the county scale, combined with emission intensity and regional functions, 305 counties can be divided into 5 control intensity zones, which directly correspond to different environmental control intensity, requirements and policies. Finally, at the city scale, 41 cities can be clustered into 7 pollution control zones, which are classified and named as the three-level form of geographic location, development orientation and pollution source characteristics. Fully using the zoning units at different scales of cities, counties and grids can break the limitation of inherent administrative boundaries and allow environmental integration policies to be implemented across departments and regions, also let differentiated policies be more accurately implemented to different administrative levels and pollution source, and then truly improve the efficiency of environmental management. • Geographical spatial structure affects environmental function benefit. • Downscale control system improves environmental management efficiency. • Controlling pollution source spaces through multi-scale zoning. • Inter-city integration zoning breaks the limitation of administrative powers. • Differentiated zoning within county improves the matching of environmental policies. European Union environmental policy has created a unique regulatory framework to favour aquatic ecosystem management and biodiversity conservation across European countries. Identifying the spatial structure of freshwater fish population dynamics is crucial to define region-specific management and conservation planning. To implement evidence-driven management and conservation decisions at a regional scale we assessed spatial heterogeneity in common freshwater fish population dynamics in France with a focus on trends in River Basin Districts (RBDs). The abundance and biomass growth rates of 18 common European freshwater fish species were estimated with state-space models on 546 sites distributed across the 5 main RBDs sampled in France between 1990 and 2011. Anguilla anguilla , Rutilus rutilus , Salmo trutta fario and Esox spp. exhibited large scale decline in abundance and/or biomass in several RBDs. The other species showed spatial heterogeneity in population growth rates. The main declines were observed in the Adour-Garonne and Loire-Bretagne RBDs, where management and conservation measures are urgently needed to halt the erosion of freshwater fish populations. In each of the 5 investigated RBDs, our results highlight areas where most of the common species we studied exhibited negative population growth rates. Freshwater fish surveys provide the fundamental information necessary to inform the European environmental policies and local environmental management needed to restore freshwater biodiversity. Previous research on the motivation for environmentally responsible behaviour has focused mainly on individual variables, rather than organizational or collective variables. Therefore, the results of those studies are hardly applicable to environmental management. This study considers individual, collective, and organizational variables together that contribute to the management of environmental waste. The main aim is to identify, through the development of a multilevel model, those predictive variables of recycling behaviour that help organizations to increase the recycling rates in their communities. Individual (age, gender, educational level, self-efficacy with respect to residential recycling, individual recycling behaviour), organizational (satisfaction with the quality of the service provided by a recycling company), and collective (community recycling rates, number of inhabitants, community efficacy beliefs) motivational factors relevant to recycling behaviour were analysed. A sample of 1501 residents from 55 localities was surveyed. The results of multilevel analyses indicated that there was significant variability within and between localities. Interactions between variables at the level of the individual (e.g. satisfaction with service quality) and variables at the level of the collective (e.g. community efficacy) predicted recycling behaviour in localities with low and high community recycling rates and large and small populations. The interactions showed that the relationship between self-efficacy and recycling is stronger in localities with weak community efficacy beliefs than in communities with strong beliefs. The findings show that the relationship between satisfaction with service quality and recycling behaviour is stronger in localities with strong community efficacy beliefs than in communities with weaker beliefs and a smaller population. The results are discussed accordingly in relation to theory and possible contribution to waste management. In this paper we explore the discourses of ecology, environmental economics, new environmental pragmatism and social ecological economics as they relate to the value of ecosystems and biodiversity. Conceptualizing biodiversity and ecosystems as goods and services that can be represented by monetary values in policy processes is an economic discourse being increasingly championed by ecologists and conservation biologists. The latter promote a new environmental pragmatism internationally as hardwiring biodiversity and ecosystems services into finance. The approach adopts a narrow instrumentalism, denies value pluralism and incommensurability, and downplays the role of scientific knowledge. Re-establishing an ecological discourse in biodiversity policy implies a crucial role for biophysical indicators as independent policy targets, exemplified in this paper by the Nature Index for Norway. Yet, there is a recognisable need to go beyond a traditional ecological approach to one recognising the interconnections of social, ecological and economic problems. This requires reviving and relating to a range of alternative ecologically informed discourses, including an ecofeminist perspective, in order to transform the increasingly dominant and destructive relationship of humans separated from and domineering over Nature. One of the challenges while assessing the aggregate exposure risk of pesticides is quantifying exposure doses from various exposure pathways. To address this issue, a regulatory screening approach is proposed for evaluating pesticide allocation factors (AFs) for major exposure pathways for rural and urban residents. This was achieved by integrating dynamiCrop and other screening models to estimate the potential human intake of residues from major crops at harvest, livestock products, and main environmental media (air, water, and soil). The AFs were calculated from the average daily dose factors (ADDFs) of pesticides via major exposure pathways, where a large AF of an exposure pathway indicates that a greater margin of exposure should be given to that exposure pathway. The simulated results for many current-use pesticides showed that the ingestion of crops had pesticide AFs close to 1.0, which indicated that the crop exposure pathway contributed to a significant portion of the total exposure to pesticides. In contrast, for legacy pesticides with high lipophilicity and low degradability in the environment, the simulated AFs for major environmental compartments (air, freshwater, and soil) accounted for relatively large exposures. As legacy pesticides have been banned globally, exposure pathways via the food web and environmental media cannot be neglected because of their high lipophilicity and environmental persistence. Although other factors such as geographical conditions and living habits should be considered to improve the spatial resolution of the model, the method proposed in this study can serve as a preliminary tool to conduct screening-level risk assessments for populations by considering the allocated exposure to pesticides via major exposure pathways. Within the field of water resource management, Group Model Building (GMB) is a growing method used to engage stakeholders in the development of models that describe environmental and socioeconomic systems to create and test policy alternatives. While there is significant focus on improving stakeholder engagement, there is a lack of studies specifically looking at the experiences of marginalized communities and the barriers that prevent their fuller participation in the decision-making process. This paper explores the common issues and presents recommended improved practices, based on anti-oppression, related to the stages of problem framing, stakeholder identification and selection, workshop preparation, and workshop facilitation. For problem defining and stakeholder selection, the major recommendations are to engage diverse stakeholder communities from the earliest stages and give them control over framing the project scope. With regards to planning the model building workshops, it is recommended that the facilitation team work closely with marginalized stakeholders to highlight and address barriers that would prevent their inclusion. With the actual facilitation of the workshops, it is best to employ activities that allow stakeholders to provide knowledge and input in mediums that are most comfortable to them; additionally, the facilitation team needs to be able to challenge problematic interpersonal interactions as they manifest within conversations. This article focuses on building comfortability with political language so that the systemic oppression in which existing participatory processes occur can be understood, thus allowing GMB practitioners to engage in social justice efforts. The EU Soil Thematic Strategy calls for the application of sustainability concepts and methods as part of an integrated policy to prevent soil degradation and to increase the re-use of brownfields. Although certain general principles have been proposed for the evaluation of sustainable development, the practical application of sustainability assessment tools (SATs) is contingent on the actual requirements of tool users, e.g. planners or investors, to pick up such instruments in actual decision making. We examine the normative sustainability principles that need to be taken into account in order to make sound land-use decisions between new development on greenfield sites and the regeneration of brownfields – and relate these principles to empirically observed user requirements and the properties of available SATs. In this way we provide an overview of approaches to sustainability assessment. Three stylized approaches, represented in each case by a typical tool selected from the literature, are presented and contrasted with (1) the norm-oriented Bellagio sustainability principles and (2) the requirements of three different stakeholder groups: decision makers, scientists/experts and representatives of the general public. The paper disentangles some of the inevitable trade-offs involved in seeking to implement sustainable land-use planning, i.e. between norm orientation and holism, broad participation and effective communication. It concludes with the controversial assessment that there are no perfect tools and that to be meaningful the user requirements of decision makers must take precedence over those of other interest groups in the design of SATs. Several papers have explored the effect of tighter environmental standards on environmental innovation. While mandatory regulation remains the central tenet of US environmental policy, the regulatory landscape has changed since the early 1990s with the increased recourse by federal and state agencies to corporate environmentalism--voluntary pollution prevention (P2) by firms--to achieve environmental improvements. We therefore estimate the effects of voluntary P2 activities on the patenting of environmental technologies by a sample of manufacturing firms. With our panel data of 352 firms over the 1991–2000 period, we adopt an instrumental variable Poisson framework to account for the count nature of patents and the endogeneity of the P2 adoption decision. Our results indicate that the adoption of voluntary P2 activities in the manufacturing sector has led to a statistically and economically significant increase in the number of environmental patents, suggesting that corporate environmentalism can act as a catalyst for investments in cleaner technologies. Under the Water Framework Directive (WFD) lakes are classified according to a variety of criteria. This classification facilitates state of the environment assessments and helps identify work needed to achieve the objectives of the WFD, which are broadly to maintain and/or restore water quality and ecological status at a level recognised as good or high. To achieve high or good status, lakes must meet a criterion for total phosphorus (TP) that is linked to a predicted reference condition value that is derived by various models. Lakes which fail to meet good status may require expensive remedial actions to be undertaken, thus accurate identification of the reference condition TP concentration is vital for effective environmental management. However, the models currently employed could be improved for some regions, particularly those with carbon rich soils. By examining 19 reference condition lakes (i.e. lakes essentially non-impacted by humans) in peaty areas of Scotland, we found that a simple parameter linked to water colour and humic substances was a better predictor of TP than the currently employed models ( R2 0.585 vs R2 < 0.01). Therefore, for Scotland and elsewhere, in regions with carbon rich soils and lakes with humic waters the TP predictive models could be improved by development and incorporation of a parameter related to water colour and humic components. Objective We test whether macroeconomic conditions affect individuals' willingness to pay for environmental quality improvements. Background Improvements in environmental quality, like everything, come at a cost. Individuals facing difficult economic times may be less willing to make trade-offs required for improvements in environmental quality. Using somewhat different methodologies and shorter time frames, prior investigations have generally found a direct relationship between willingness to pay for environmental improvements and macroeconomic conditions. Method We use a nearly 40-year span (27 periods) of the General Social Survey (1974-2012) to estimate attitudes toward environmental spending while controlling for U.S. macroeconomic conditions and respondent-specific factors such as age, gender, marital status, number of children, residential location, educational attainment, personal financial condition, political party affiliation and ideology. Macroeconomic conditions include one-year lagged controls for the unemployment rate, the rate of economic growth (percentage change in real GDP), and an indicator for whether the U.S. economy was experiencing a recession. Results We find that, in general, when economic conditions are unfavorable (i.e., during a recession, or with higher unemployment, or lower GDP growth), respondents are more likely to believe the U.S. is spending too much on "improving and protecting the environment". Interacting lagged macroeconomic controls with respondent's income, we find that these views are at least partially offset by the respondent's own economic condition (i.e., their own real income). Conclusion Our findings are consistent with the notion that environmental quality is a normal, or procyclical good, i.e., that environmental spending should rise when the economy is expanding and fall during economic contractions. Agri-environment is one of the most widely supported rural development policy measures in Scotland in terms of number of participants and expenditure. It comprises 69 management options and sub-options that are delivered primarily through the competitive ‘Rural Priorities scheme’. Understanding the spatial determinants of uptake and expenditure would assist policy-makers in guiding future policy targeting efforts for the rural environment. This study is unique in examining the spatial dependency and determinants of Scotland's agri-environmental measures and categorised options uptake and payments at the parish level. Spatial econometrics is applied to test the influence of 40 explanatory variables on farming characteristics, land capability, designated sites, accessibility and population. Results identified spatial dependency for each of the dependent variables, which supported the use of spatially-explicit models. The goodness of fit of the spatial models was better than for the aspatial regression models. There was also notable improvement in the models for participation compared with the models for expenditure. Furthermore a range of expected explanatory variables were found to be significant and varied according to the dependent variable used. The majority of models for both payment and uptake showed a significant positive relationship with SSSI (Sites of Special Scientific Interest), which are designated sites prioritised in Scottish policy. These results indicate that environmental targeting efforts by the government for AEP uptake in designated sites can be effective. However habitats outside of SSSI, termed here the ‘wider countryside’ may not be sufficiently competitive to receive funding in the current policy system. [Copyright &y& Elsevier]

In this paper, we assert that an important element is largely missing in much of the current environmental policy literature regarding different management ideals: street-level bureaucrats (i.e., the practicing and, typically, anonymous civil servants at the very end of the environmental policy chain). Thus, we aim to enhance a deeper understanding of the role that street-level bureaucrats play within different management ideals, and through this discussion, we indicate how they affect the functionality of governing structures and processes. We do so by interviewing street-level bureaucrats carrying out their role in different management settings, enabling evaluations of the degree to which their practices correspond with the ideals expressed in the literature and in official directives. We find a rather poor match between these ideals on one hand and the way street-level bureaucrats actually perceive that they are internally steered and how they carry out their commissions on the other hand. To help environmental agencies manage pesticides in residential soil and reduce the associated risks to human health, we developed a screening-level framework that derives pesticide soil standards (PSSs) while considering the multiple uses of residential soil. Our screening models simulated the risk from exposure to soil pesticides via direct and three major indirect (i.e., tuber crops, animal-sourced food, and groundwater) exposure pathways. Based on these models, we derived PSSs for five types of residential soil. Our results showed that, in general, indirect pathways contributed more than the direct pathway to the overall exposure to soil pesticides. Consequently, in rural environments, where residential soil is also subjected to activities such as agriculture, animal grazing, and groundwater consumption, the derived PSSs were low. In addition, we compared the derived PSSs to the current worldwide standards for 13 commonly used pesticides. We found that the current global PSSs were appropriate only for urban residential soil. In many rural environments where the boundaries between different soil uses may be indistinct, the current PSSs are insufficient to protect humans from exposure to soil pesticides. Based on this analysis and the proposed PSSs, we provide regulatory recommendations for the management of pesticides in various types of residential soils. Abstract: The problem of fit between social institutions and ecological systems is an enduring challenge in natural resource management and conservation. Developments in the science of conservation biology encourage the management of landscapes at increasingly larger scales. In contrast, sociological approaches to conservation emphasize the importance of ownership, collaboration and stewardship at scales relevant to the individual or local community. Despite the proliferation of initiatives seeking to work with local communities to undertake conservation across large landscapes, there is an inherent tension between these scales of operation. Consequently, questions about the changing nature of effective conservation across scales abound. Through an analysis of three nested cases working in a semiautonomous fashion in the Northern Rocky Mountains in North America, this paper makes an empirical contribution to the literature on nested governance, collaboration and communication across scales. Despite different scales of operation, constituencies and scale frames, we demonstrate a surprising similarity in organizational structure and an implicit dependency between these initiatives. This paper examines the different capacities and capabilities of collaborative conservation from the local to regional to supra regional. We draw on the underexplored concept of ‘scale-dependent comparative advantage’ (Cash and Moser, 2000), to gain insight into what activities take place at which scale and what those activities contribute to nested governance and collaborative conservation. The comparison of these semiautonomous cases provides fruitful territory to draw lessons for understanding the roles and relationships of organizations operating at different scales in more connected networks of nested governance. Researchers are increasingly using data envelopment analysis (DEA) to examine the efficiency of environmental policies and resource allocations. An assumption of the basic DEA model is that decisionmakers operate within homogeneous environments. But, this assumption is not valid when environmental performance is influenced by variables beyond managerial control. Understanding the influence of these variables is important to distinguish between characterizing environmental conditions and identifying opportunities to improve environmental performance. While environmental assessments often focus on characterizing conditions, the point of using DEA is to identify opportunities to improve environmental performance and thereby prevent (or rectify) an inefficient allocation of resources. We examine the role of exogenous variables such as climate, hydrology, and topography in producing environmental impacts such as deposition, runoff, invasive species, and forest fragmentation within the United States Mid-Atlantic region. We apply a four-stage procedure to adjust environmental impacts in a DEA model that seeks to minimize environmental impacts while obtaining given levels of socioeconomic outcomes. The approach creates a performance index that bundles multiple indicators while adjusting for variables that are outside management control, offering numerous advantages for environmental assessment. European countries are facing increasing pressures on their water resources despite stringent regulations and systematic efforts on environmental protection. In this context, research and innovation play a strategic role reinforcing the efficiency of water policies. The present study provides a multilevel assessment of research and innovation practices in the field of water resource management in southern European countries and regions (more specifically; Cyprus, Albania, Poitou-Charentes in France, Andalusia in Spain and the North of Portugal). The analysis was based on a strategic framework aimed at gaining an insight of the current constraints, as well as of the existing and future technological solutions for a better water resource management. The triple helix model proved to be a useful analytical framework for assessing the efforts of different groups towards a common goal. The analysis proved the existence of a significant evolution in the use of technological tools to assist decision-making processes in integrated river basin management in all regions. Nevertheless, the absence of formal channels for knowledge and data exchange between researchers and water resource managers complicates the formers involvement in the decision-making process regarding water allocation. Both researchers and consultants emphasize the low availability of data, together with the need to advance on water resource economics as relevant constraints in the field. The SWOT analysis showed similar concerns among the participating regions and provided a battery of effective projects that resulted in the preparation of a Joint Action Plan. The demand for better representation of cultural considerations in environmental management is increasingly evident. As two cases in point, ecosystem service approaches increasingly include cultural services, and resource planners recognize indigenous constituents and the cultural knowledge they hold as key to good environmental management. Accordingly, collaborations between anthropologists, planners, decision makers and biodiversity experts about the subject of culture are increasingly common—but also commonly fraught. Those whose expertise is culture often engage in such collaborations because they worry a practitioner from ‘elsewhere’ will employ a ‘measure of culture’ that is poorly or naively conceived. Those from an economic or biophysical training must grapple with the intangible properties of culture as they intersect with economic, biological or other material measures. This paper seeks to assist those who engage in collaborations to characterize cultural benefits or impacts relevant to decision-making in three ways; by: (i) considering the likely mindset of would-be collaborators; (ii) providing examples of tested approaches that might enable innovation; and (iii) characterizing the kinds of obstacles that are in principle solvable through methodological alternatives. We accomplish these tasks in part by examining three cases wherein culture was a critical variable in environmental decision making: risk management in New Zealand associated with Māori concerns about genetically modified organisms; cultural services to assist marine planning in coastal British Columbia; and a decision-making process involving a local First Nation about water flows in a regulated river in western Canada. We examine how ‘culture’ came to be manifest in each case, drawing from ethnographic and cultural-models interviews and using subjective metrics (recommended by theories of judgment and decision making) to express cultural concerns. We conclude that the characterization of cultural benefits and impacts is least amenable to methodological solution when prevailing cultural worldviews contain elements fundamentally at odds with efforts to quantify benefits/impacts, but that even in such cases some improvements are achievable if decision-makers are flexible regarding processes for consultation with community members and how quantification is structured. Abstract: As a tool of public policy making, PPGIS (public participation geographic information system) makes its biggest impact in regard to empowerment. Quite few methods are available for making a complete evaluation of the empowerment. Using the Meinong Yellow Butterfly Valley as a case study, this article analyzes how the processes and outcomes of the PPGIS make an impact on empowerment in terms of three aspects indicated by the questions: “What is empowered?” “Who are empowered?” and “How to empower?” The results show that we are able to completely grasp the impact of PPGIS empowerment by analyzing what, who and how aspects simultaneously. They also indicate that PPGIS empowerment involves mutual transfers of knowledge, capabilities and power among all of the stakeholders, which can''t simply be given by outsiders. Abstract: Scenario planning is one of the most prominent methods applied by organisations to assist long-term decision making. This paper uses a case study method to demonstrate how scenarios can be operationalised to inform future strategies and to challenge rigid silo-based decision making approaches. The WaterProof Northwest scenarios developed by the authors in collaboration with a range of stakeholders, and described within this paper, offer a platform for considering the future of the water environment. The scenarios were developed in the context of meeting the goals of the European Water Framework Directive. This Directive has the core aim of improving the chemical and ecological status of Europe''s water bodies. The scenarios highlight that water bodies in the case study area (the region of Northwest England) are impacted directly by a wide array of driving forces which will affect the state of the water environment over the coming decades. This analysis demonstrates that organisations responsible for creating and implementing long-term plans and policies to manage water are often far removed from the forces that will influence the effectiveness of the exercises that they are engaged in. The WaterProof Northwest scenarios highlight that organisations need different decision making approaches in order to adapt to modern environmental challenges. They also raise questions over whether environmental legislation such as the Water Framework Directive should incorporate a futures perspective in recognition of the wide ranging forces influencing their implementation. Participation has emerged as an appropriate approach for enhancing natural resources management. However, despite long experimentation with participation, there are still possibilities for improvement in designing a process of stakeholder involvement by addressing stakeholder heterogeneity and the complexity of decision-making processes. This paper provides a state-of-the-art overview of methods. It proposes a comprehensive framework to implement stakeholder participation in environmental projects, from stakeholder identification to evaluation. For each process within this framework, techniques are reviewed and practical tools proposed. The aim of this paper is to establish methods to determine who should participate, when and how. The application of this framework to one river restoration case study in Switzerland will illustrate its strengths and weaknesses. [Copyright &y& Elsevier]

Understanding institutional changes is crucial for environmental management. Here we investigated how institutional changes influenced the process and result of desertification control in northern China between 1949 and 2004. Our analysis was based on a case study of 21 field sites and a meta-analysis of additional 29 sites reported in the literature. Our results show that imposed knowledge-driven institutional change was often perceived as a more progressive, scientific, and rational type of institutional change by entrepreneurs, scholars, experts, and technicians, while voluntary, knowledge-driven institutional change based on indigenous knowledge and experiences of local populations was discouraged. Our findings also demonstrate that eight working rules of imposed knowledge-driven institutional change can be applied to control desertification effectively. These rules address the issues of perception of potential gains, entrepreneurs'' appeals and support, coordination of multiple goals, collaboration among multiple organizations, interest distribution and conflict resolution, incremental institutional change, external intervention, and coordination among the myriad institutions involved. Imposed knowledge-driven institutional change tended to be more successful when these rules were thoroughly implemented. These findings provide an outline for implementing future institutional changes and policy making to combat desertification and other types of ecological and environmental management. We examine the control of air pollution caused by households burning wood for heating and cooking in the developing world. Since the problem is one of controlling emissions from nonpoint sources, regulations are likely to be directed at household choices of wood consumption and combustion technologies. Moreover, these choices are subtractions from, or contributions to, the pure public good of air quality. Consequently, the efficient policy design is not independent of the distribution of household income. Since it is unrealistic to assume that environmental authorities can make lump sum income transfers part of control policies, efficient control of air pollution caused by wood consumption entails a higher tax on wood consumption and a higher subsidy for more efficient combustion technologies for higher income households. Among other difficulties, implementing a policy to promote the adoption of cleaner combustion technologies must overcome the seemingly paradoxical result that efficient control calls for higher technology subsidies for higher income households. Life Cycle Impact Assessment (LCIA) and Risk Assessment (RA) employ different approaches to evaluate toxic impact potential for their own general applications. LCIA is often used to evaluate toxicity potentials for corporate environmental management and RA is often used to evaluate a risk score for environmental policy in government. This study evaluates the cancer, non-cancer, and ecotoxicity potentials and risk scores of chemicals and industry sectors in the United States on the basis of the LCIA- and RA-based tools developed by U.S. EPA, and compares the priority screening of toxic chemicals and industry sectors identified with each method to examine whether the LCIA- and RA-based results lead to the same prioritization schemes. The Tool for the Reduction and Assessment of Chemical and other environmental Impacts (TRACI) is applied as an LCIA-based screening approach with a focus on air and water emissions, and the Risk-Screening Environmental Indicator (RSEI) is applied in equivalent fashion as an RA-based screening approach. The U.S. Toxic Release Inventory is used as the dataset for this analysis, because of its general applicability to a comprehensive list of chemical substances and industry sectors. Overall, the TRACI and RSEI results do not agree with each other in part due to the unavailability of characterization factors and toxic scores for select substances, but primarily because of their different evaluation approaches. Therefore, TRACI and RSEI should be used together both to support a more comprehensive and robust approach to screening of chemicals for environmental management and policy and to highlight substances that are found to be of concern from both perspectives. The Environmental Liability Directive (ELD) establishes a framework of liability based on the ‘polluter-pays’ principle to prevent and remedy environmental damage. The ELD requires the testing of appropriate equivalency methods to assess the scale of compensatory measures needed to offset damage. The aim of this paper is to contribute to fill the existing knowledge gap on the application of the value equivalency approach for damage compensation in this context. We analyze the toxic spill damaging the Doñana National Park (Spain) in 1998. The welfare losses associated with the resource damage are estimated using non-market valuation and compared to the value of the compensatory measures taken after the accident. Our results show that the in-kind compensation may have been insufficient to offset the welfare losses. We conclude that a more comprehensive knowledge of the human welfare effects caused by environmental damage is of substantial importance to determine compensatory remediation, as insufficient information in this respect can lead to erroneous decisions causing loss to society. The efficacy of government-supported programs to encourage improved management of land and water systems associated with agricultural land in Australia has been mixed. The broad approach of Australian governments is reviewed briefly. Evidence is presented from case assessments of a program to promote adoption of environmental management systems (EMSs) to improve environmental outcomes from agricultural practices. EMSs are systems implemented to manage the environmental impacts and ameliorate environmental risk associated with business activity. Data are presented on reported EMS activity and experience of four selected groups of farmers in Victoria, south-eastern Australia, representing broad-acre cropping, beef and dairy farming. The pro-environmental behaviours of farmers were mediated through voluntary adoption of government and industry sponsored EMSs, often with financial incentives and other support. Findings from the study were that adoption of EMS practices with sufficient public benefits is unlikely to occur at sufficient scale for significant environmental impact. Farmers more readily adopted practices which were financially beneficial than those which had a positive environmental impact. Although the focus on voluntary market-based instrument (MBI) type programs is popular in western countries, enforcing regulation is an important, but usually politically unpopular, component of land use policy. The comparative advantage of EMSs differed for the industries studied, but overall there were insufficient market drivers for widespread EMS adoption in Australia. Environmental outcomes could be more effectively achieved by directly funding land management practices which have highest public net benefits. Having a clear and unambiguous management objective for a particular land management policy is more likely to achieve outcomes than having multiple objectives as occurs in a number of international programs currently. Decisions focused on managing natural resources in developing areas present some of the most imposing challenges to policy makers, scientists, and stakeholders alike. The response of policy makers and the technical community in the face of these challenges has been significant. However, our experiences as researchers and facilitators of group planning and decision-making processes have left us concerned about the lack of attention devoted to supporting the underlying processes used to make these complex decisions. To this end, we present five propositions based on work in the decision sciences that we believe stand out as essential for improving decision-making processes in developing communities. Since 1994 UNIDO and UNEP cooperate in a Programme to establish National Cleaner Production Centres (NCPCs) as a mechanism for delivery of Cleaner Production (CP) services to businesses, governments and other organisations. In 2007, 38 NCPCs were operational in 37 developing and transition countries. While initially set up in near-identical ways in each country, over time NCPCs evolved in response to both programme-internal and country-level factors. The resulting diversity among NCPCs is described and analysed here. Differentiation and specialisation had occurred in service areas or topics both within and between NCPCs, however without a clear strategy for integration and synergy. NCPCs were becoming part of expanding networks of business services providers nationally forcing some to focus on audit and training services (tier 1), and others on specialist services in CP technology and/or policy (tier 2) and/or networking services (tier 3). All NCPCs were on a trajectory from a project management organisation to a nationally-owned entity. The different management requirements were not proactively managed and technical aspects of CP service delivery overshadowed institutional and governance aspects of establishing and operating the NCPC institution. Differences in service delivery methods between NCPCs are most evident in three service areas: CP assessments; policy advice; and transfer of Environmentally Sound Technologies. It is argued here that understanding root causes and benefits of this presently-observed differentiation, could lay the foundation for capturing and advancing best practice CP concepts, methods and policies. The Ecosystem Approach to environmental management, with its explicit acknowledgment of the environmental, social and economic elements within ecological systems, is becoming increasingly adopted by managers and policy makers. However, there are few specific prescriptions as to exactly how these different elements should be integrated, or examples where historical changes have been tracked. Here, we assess the potential benefits and challenges of applying an Ecosystem Approach to management using one particular method, the Holistic Ecosystem Health Indicator (HEHI), which integrates data from the ecological, social and interactive dimensions into a single composite index of ecosystem ‘health’. We apply it to one of the best-documented catchments in the UK, the Ythan Estuary in Aberdeenshire, Scotland, based on a 50-year time series of data. The evaluation of ecosystem health over time is lacking in previous applications of HEHI, yet is crucial for the assessment of the utility of this approach to ecosystem management. The application of HEHI yielded different insights to those revealed from the traditional application of biophysical approaches for managing the Ythan. Overall, ecological health declined through the 50-year period, although it increased marginally in the last decade, while social and interactive dimensions followed the opposite trend. HEHI indicated a steady increase in ecosystem health overall except for the last decade, when it declined marginally. Our evaluation of the application of ecosystem health for the Ythan revealed major data gaps. For the approach to be used more widely, issues of data availability and the temporal and geographical mismatch between ecological and social research boundaries need to be overcome. Sustainable environmental management is contingent on having an effective environmental planning system. A new methodology for designing and evaluating environmental planning systems is described and applied to a case study evaluation of the Canadian environmental planning process. The methodology is based on eight international best practice principles for environmental planning and 45 indicators. The research illustrates the benefits of the evaluation methodology in identifying how to improve environmental planning systems to achieve desired results. This paper builds on past behavioural research which explicitly recognises that ‘actions’ are preceded by ‘intentions’ which are in turn determined by individual mindsets, locus of control, principles of governances and context factors. More concretely, it presents a model that investigates the extent to which environmental behavioural intentions are explained by i) managers' core values, basic assumptions, and beliefs, ii) individual and socio-cognitive frames, iii) principles of governance, and iv) context factors. Context factors include obstacles and drivers of greener behaviours, market pressures, and firm demographics. The resulting theoretical framework is tested empirically through regression analyses that use data gathered from a survey of 536 Argentinean firms in polluting industries. The model performs well, explaining approximately 50% of the variations in the (pro) environmental behaviour of firms. Policy implications are briefly discussed. [Copyright &y& Elsevier]

Intractable industrial legacies present new challenges to governance. Amongst the persistent organic pollutants, now managed internationally under the Stockholm Convention, hexachlorobenzene (HCB) stands out in all three classes of chemicals (pesticides, industrial chemicals and unintended by-products). This paper introduces twelve interdisciplinary papers contributing to our understanding of decision-making processes using a case study of HCB and industry–community relations in Sydney's industrial heartland. In this collection, authors align new political theory and emerging management theory, and they analyse the case study from several disciplines. Disputes such as that over HCB destablilise the political/administrative/technoscientific regime that is the modern state. Citizens engage in ‘sub-political’ processes which require recognition of what Ulrich Beck and others have termed ‘individualisation’. This sees decision-forming and decision-making functions push outwards into community-driven structures. There we find new styles of public participation, resolution of asymmetries between knowledge and expertise, and new corporate behaviour. [Copyright &y& Elsevier]

Abstract: Program stakeholders are interested in better understanding farmers'' experience, and factors that affect farmer participation in the relatively new Environmental Farm Plan (EFP) program, implemented in several provinces in Canada. To increase relevance of the research findings to EFP program administrators and policy makers, the research methods emphasised determining whether relationships exist among program-related variables, and how such relationships affect farmers'' decision choices and behaviour. Traditional farmer and farm attributes that have contrasting effects in agricultural innovation adoption and conservation management (namely age, and formal education completed), were not associated with EFP program participation. Farm income, years of farming experience, and type of agribusiness managed were associated with participation in the Nova Scotia EFP program. Although program participants tended to have higher incomes, overall, non-financial considerations dominated monetary considerations in Nova Scotia farmers'' reasons for participating in the Nova Scotia EFP. Helping to publicize positive farm stewardship practices was reported as the most important reason for participating in the EFP scheme, followed by its use to help improve relationships with non-farming neighbours, and to comply with government environmental regulations. In contrast, and somewhat a surprising finding, minimizing potential farm environmental risk, program administrators'' raison d''être for promoting the NS EFP, was ranked the lowest, with no respondent rating that as a “very important” or “extremely important” reason for participating in the EFP program. Abstract: E-waste, a relatively recent addition to the waste stream in the form of discarded electronic and electric equipment, is getting increasing attention from policy makers as the quantity being generated is rising rapidly. One of the most promising policy options to address this issue is to extend the producers responsibility for their products beyond the point of sale, until end-of-product-life. This paper briefly introduces the concept of extended producer responsibility (EPR) and its applicability in the area of the end-of-life management of electronic and electrical equipment (EEE). It then examines the decade-long experience of Switzerland in using EPR to manage its e-waste, elaborating on the experience of the Swiss system in overcoming specific issues, and finally wrapping up with a synopsis of the lessons for policy makers. We consider each issue as an enquiry of questions confronting a policy maker and the choices that may present themselves. The five issues discussed are: (i) the challenges in getting an EPR based system started; (ii) securing financing to ensure a self-sustaining and smooth functioning system; (iii) organising a logistics network for the take back and collection of the e-waste; (iv) ensuring compliance of the various actors involved; and finally (v) reducing the threat of monopolistic practices. Abstract: This article develops a decision-making framework for environmental management that integrates technical, economic, political and legal, and ethical decision levels. It attempts to show how these decision levels can be ordained, integrated and interconnected and postulates a hierarchic concentric sphere system that proposes an environmental management model for long-term solutions. This model can be used as a check list for environmental management decision-making and also as a guide for environmental conflict resolution where environmental problems necessitate several levels of decision making. It integrates various environmental ethical positions and evaluates political decisions into a comprehensive, broadly applicable multidisciplinary approach. The objective of this decision-making model is to interconnect into a simplified sequence different levels of environmental management processes in order to account for sustainability, efficacy, efficiency and the acceptability of environmental management processes in the long term. This is done by observing when an environmental problem needs to be solved within a certain sphere of solutions and when it requires wider frameworks, how these can be established and how this process proves that solidarity is the widest and most reasonable sphere. Abstract: Conventional wisdom among environmental economists is that the relative slopes of the marginal social benefit and marginal social cost functions determine whether a price-based or quantity-based environmental regulation leads to higher expected social welfare. We revisit the choice between price-based vs. quantity-based environmental regulation under Knightian uncertainty; that is, when uncertainty cannot be modeled with known moments of probability distributions. Under these circumstances, the policy objective cannot be to maximize the expected net benefits of emissions control. Instead, we evaluate an emissions tax and an aggregate abatement standard in terms of maximizing the range of uncertainty under which the welfare loss from error in the estimates of the marginal benefits and costs of emissions control can be limited. The main result of our work is that the same criterion involving the relative slopes of the marginal benefit and cost functions determines whether price-based or quantity-based control is more robust to unstructured uncertainty. Hence, not only does the relative slopes criterion lead to the policy that maximizes the expected net benefits of control under structured uncertainty, it also leads to the policy that maximizes robustness to unstructured uncertainty. Environmental policies and guidelines often specify standards for environmental indicators. The first part of this paper argues that, where compliance with these standards is assessed with the help of statistical inference, an inference employing a three-alternatives decision rule can provide more sensible feedback to environmental managers for precautionary decision-making. The second part of the paper shows how a three-alternatives statistical inference about compliance with a percentile standard might be applied to a small number of observations using a non-parametric binomial interval. This interval expression of uncertainty results in the sample size requirements for various percentile ranks becoming explicit. [Copyright &y& Elsevier]

Abstract: In New Zealand environmental management is essentially the responsibility of land managers. Management decisions affect both production/productivity and the environment. However, responsibility for ensuring positive environmental outcomes falls on both local (Regional) and Central Government, and both they and international agencies such as the OECD would wish to monitor and report on changes. In terms of policy, strong links have been established via Central and Regional Government to land managers. Consumers in the market place are also, increasingly, requiring responsibility for positive environmental outcomes of those who purchase and process primary products. Strong links for responsibility have been established between our international markets and processing businesses and there is a noticeable strengthening of the links from the processors to the land manager/producer. In New Zealand a range of initiatives has been developed and implemented over recent times, whereby land managers are taking increasing responsibility for accounting for the environmental outcomes of their production activities. The range covers the spectrum from voluntary to compulsory (e.g., in order to meet market requirements) and from those initiated by customers to processor and/or producer initiatives. This paper follows the evolution of the principles that drove the predominant activities of the period and the processes that initiated the changes in environmental management. As the focus of agriculturalists changed from pioneering in a new world, to establishing a production base, to economic reality, and finally to environmental responsibility, the processes of extension adapted to meet the new challenge. In this paper, as part of a diptych, we discuss the factor space as a means of improving the environmental performance of building projects. There are indicators for space use efficiency and several more or less broadly supported methods for assessment of environmental issues such as ecological quality, use of building materials and energy consumption. These are discussed in this paper. Assessment methods coupling space use to environmental indicators had not been available until now. Beforehand, plans with different spatial properties could therefore not be environmentally compared. We present a method for the implementation of space use in assessments concerning sustainability. This method was applied to the urban case study presented in our second paper in this journal. In this paper, we also present solutions for improved environmental performance through intensive and multiple use of space in the second, third and fourth dimension. [Copyright &y& Elsevier]
