Abstract As the natural fire regimes of Canada's Boreal forests have been transformed by dynamic social, economic, ecological and political drivers, wildfires have become a locus of increasingly complex land management decisions. But while, in Canada and elsewhere, social researchers have examined communities at risk of experiencing wildfire, the agencies and practitioners responsible for wildfire management have thus far been underrepresented in empirical inquiry. This article presents a case study of wildfire management in northern Alberta, examining how different forms of knowledge and experiences were incorporated into the creation of a new plan to support decision-making. Findings from interviews and a workshop confirm that 'science' in such applied contexts is not a pure entity. Instead, the objects represented internally and externally as 'scientific' have necessarily been shaped by the values and priorities of the individuals and institutions that have constructed them. Further, this case study revealed social factors that support the maintenance of institutional status quos, such as the commitment to total wildfire suppression policy, despite broad agreement amongst participants about superior alternatives. These findings support the need for further research on wildfire management agencies, and suggest that progress in wildfire management may be limited by mismatched expectations of 'good' policy between stakeholder groups and by practitioners' conceptions of their own institutional identity. Abstract The occupied Palestinian territories of West Bank and Gaza Strip are currently experiencing many challenges in the provision of infrastructure services for their inhabitants. This includes an undersupply of infrastructure services across multiple sectors – an issue exacerbated by population growth, increasing urbanisation, economic growth and climate change. We address this challenge by providing a systems-based assessment of Palestine's infrastructure requirements and identifying broad strategies for how those needs might be met. This assessment involved four key components including: 1) defining and assessing the current system and planned infrastructure investments; 2) assessing potential future demand for infrastructure services; 3) identifying alternative strategies for future infrastructure provision beyond planned investments; and 4) analysing the performance of each strategy against a series of key performance indicators. Results from the assessment highlight the magnitude of the current and future need for urgent infrastructure investment in Palestine. The most immediate need is to alleviate the water crises in Gaza Strip, which will require at least twice as much water infrastructure investment over the coming decade than is currently in the pipeline, even if the goal is only to achieve the most basic World Health Organisation water availability requirements. To move beyond this protracted state of crises will then require a doubling of investments across all sectors to bring Palestine up to the standards of services already enjoyed by its neighbours. Such investments can have even greater impact on delivery of infrastructure services through the strategic use of interdependencies between infrastructure sectors, such as water re-use and energy-from-waste. In the pursuit of global sustainable development, the systems-based approach presented here provides an important first step in the assessment of infrastructure needs and opportunities for any country. It is particularly important for states like Palestine where key resources, such as water and energy, are so acutely constrained. This paper presents a new framework for decision making in sustainable drainage system (SuDS) scheme design. It integrates resilience, hydraulic performance, pollution control, rainwater usage, energy analysis, greenhouse gas (GHG) emissions and costs, and has 12 indicators. The multi-criteria analysis methods of entropy weight and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) were selected to support SuDS scheme selection. The effectiveness of the framework is demonstrated with a SuDS case in China. Indicators used include flood volume, flood duration, a hydraulic performance indicator, cost and resilience. Resilience is an important design consideration, and it supports scheme selection in the case study. Using adaptive management to manage desired flows of ecosystem services may seem on the surface to be a good fit, but many social, economic, environmental, legal, and political factors influence how good a fit. One strongly influential factor is the land use regime within which the profile of ecosystem services is being managed. Shaped largely by legal mandates, market forces, and social and cultural practices, different land use regimes present different opportunities for and constraints on goals for ecosystem services and pose different decision making environments. Even where all other conditions appear amenable to using adaptive management, therefore, it is essential to consider the constraining (or liberating) effects of different land use regimes when deciding whether to adopt adaptive management to achieve those goals and, if so, how to implement it. Adaptive management (AM) is being employed in a number of programs in the United States to guide actions to restore aquatic ecosystems because these programs are both expensive and are faced with significant uncertainties. Many of these uncertainties are associated with prioritizing when, where, and what kind of actions are needed to meet the objectives of enhancing ecosystem services and recovering threatened and endangered species. We interviewed nine large-scale aquatic ecosystem restoration programs across the United States to document the lessons learned from implementing AM. In addition, we recorded information on ecological drivers (e.g., endangered fish species) for the program, and inferred how these drivers reflected more generic ecosystem services. Ecosystem services (e.g., genetic diversity, cultural heritage), albeit not explicit drivers, were either important to the recovery or enhancement of the drivers, or were additional benefits associated with actions to recover or enhance the program drivers. Implementing programs using AM lessons learned has apparently helped achieve better results regarding enhancing ecosystem services and restoring target species populations. The interviews yielded several recommendations. The science and AM program must be integrated into how the overall restoration program operates in order to gain understanding and support, and effectively inform management decision-making. Governance and decision-making varied based on its particular circumstances. Open communication within and among agency and stakeholder groups and extensive vetting lead up to decisions. It was important to have an internal agency staff member to implement the AM plan, and a clear designation of roles and responsibilities, and long-term commitment of other involved parties. The most important management questions and information needs must be identified up front. It was imperative to clearly identify, link and continually reinforce the essential components of an AM plan, including objectives, constraints, uncertainties, hypotheses, management actions, decision criteria and triggers, monitoring, and research. Some employed predictive models and the results of research on uncertainties to vet options for actions. Many relied on best available science and professional judgment to decide if adjustments to actions were needed. All programs emphasized the need to be nimble enough to be responsive to new information and make necessary adjustments to management action implementation. We recommend that ecosystem services be explicit drivers of restoration programs to facilitate needed funding and communicate to the general public and with the global efforts on restoring and conserving ecosystems. This paper aims to contribute to developing better ways for incorporating essential human elements in decision making processes for modelling of complex socio-ecological systems. It presents a step-wise methodology for integrating perceptions of stakeholders (qualitative) into formal simulation models (quantitative) with the ultimate goal of improving understanding and communication about decision making in complex socio-ecological systems. The methodology integrates cognitive mapping and agent based modelling. It cascades through a sequence of qualitative/soft and numerical methods comprising: (1) Interviews to elicit mental models; (2) Cognitive maps to represent and analyse individual and group mental models; (3) Time-sequence diagrams to chronologically structure the decision making process; (4) All-encompassing conceptual model of decision making, and (5) computational (in this case agent-based) Model. We apply the proposed methodology (labelled ICTAM) in a case study of viticulture irrigation in South Australia. Finally, we use strengths-weakness-opportunities-threats (SWOT) analysis to reflect on the methodology. Results show that the methodology leverages the use of cognitive mapping to capture the richness of decision making and mental models, and provides a combination of divergent and convergent analysis methods leading to the construction of an Agent Based Model. The knowledge about potential climate change impacts on forests is continuously expanding and some changes in growth, drought induced mortality and species distribution have been observed. However despite a significant body of research, a knowledge and communication gap exists between scientists and non-scientists as to how climate change impact scenarios can be interpreted and what they imply for European forests. It is still challenging to advise forest decision makers on how best to plan for climate change as many uncertainties and unknowns remain and it is difficult to communicate these to practitioners and other decision makers while retaining emphasis on the importance of planning for adaptation. In this paper, recent developments in climate change observations and projections, observed and projected impacts on European forests and the associated uncertainties are reviewed and synthesised with a view to understanding the implications for forest management. Current impact assessments with simulation models contain several simplifications, which explain the discrepancy between results of many simulation studies and the rapidly increasing body of evidence about already observed changes in forest productivity and species distribution. In simulation models uncertainties tend to cascade onto one another; from estimating what future societies will be like and general circulation models (GCMs) at the global level, down to forest models and forest management at the local level. Individual climate change impact studies should not be uncritically used for decision-making without reflection on possible shortcomings in system understanding, model accuracy and other assumptions made. It is important for decision makers in forest management to realise that they have to take long-lasting management decisions while uncertainty about climate change impacts are still large. We discuss how to communicate about uncertainty – which is imperative for decision making – without diluting the overall message. Considering the range of possible trends and uncertainties in adaptive forest management requires expert knowledge and enhanced efforts for providing science-based decision support. Abstract: Expert judgement is often used to mitigate the knowledge gaps that limit understanding of aquatic non-indigenous species (ANS) impacts (consequences) to environmental, economic, social, cultural and human health values. To understand how this uncertainty may affect expert decision making, we explored the presence and effects of uncertainty on consequence assessment for 10 ANS by scientists and managers. We hypothesized species' distribution, taxonomy and impact type will affect assessment magnitude. These hypotheses were partially supported. We also hypothesized a difference in the relationship between consequence magnitude and uncertainty, based on assessor group. This set of hypotheses was not supported, as all group assessments had a significant negative correlation between consequence and uncertainty. Both scientists and managers assigned lower consequence when faced with knowledge gaps and other forms of uncertainty. This aligns with an “innocent until proven guilty” or hindsight approach, as opposed to a “guilty until proven innocent” or precaution approach. Based on these outcomes, the experts appeared to make decisions in violation of both the maximin principle and precaution, instead using a heuristic approach. We suggest several management strategies to prevent biases against environmental protection that occur due to use of the hindsight approach. [Copyright &y& Elsevier]

Abstract: This study develops two useful procedures in performing an environmental-impact assessment. One is the advanced life-cycle assessment (LCA) method, which effectively tracks the flow of materials and considers the recycling and demolition of a civil structure. The other is an eco-friendly decision-making procedure, which may effectively apply when determining the prototype of a civil structure. The advanced LCA method differs from traditional LCA procedure, as it classifies the input material prior to the impact assessment. Classification work is performed to establish independent life-cycle stages for each material. The processes of recycling and demolition are appropriately added to the life-cycle stages. The impact assessment is performed separately for the materials, and results are aggregated at the end of the analysis. The eco-friendly decision-making procedure enables designers to choose an economical, and environmentally friendly, alternative during the planning phase of the construction project. This procedure rationally amalgamates economical value and environmental effects into a single indicator. The life cycle cost (LCC) of a structure can be analysed by using conventional LCC tools, whereas the environmental impact is estimated by LCA. The results from LCC and LCA are then integrated by using either a CO2 conversion method or an analytical hierarchy process (AHP). The CO2 conversion method presents the result as a monetary value, whereas the AHP presents the result as a non-dimensional value. A practical example using a steel box girder bridge and a pre-stressed concrete (PSC) box-girder bridge is also given in order to aid the understanding of the presented procedure. Researchers are increasingly using data envelopment analysis (DEA) to examine the efficiency of environmental policies and resource allocations. An assumption of the basic DEA model is that decisionmakers operate within homogeneous environments. But, this assumption is not valid when environmental performance is influenced by variables beyond managerial control. Understanding the influence of these variables is important to distinguish between characterizing environmental conditions and identifying opportunities to improve environmental performance. While environmental assessments often focus on characterizing conditions, the point of using DEA is to identify opportunities to improve environmental performance and thereby prevent (or rectify) an inefficient allocation of resources. We examine the role of exogenous variables such as climate, hydrology, and topography in producing environmental impacts such as deposition, runoff, invasive species, and forest fragmentation within the United States Mid-Atlantic region. We apply a four-stage procedure to adjust environmental impacts in a DEA model that seeks to minimize environmental impacts while obtaining given levels of socioeconomic outcomes. The approach creates a performance index that bundles multiple indicators while adjusting for variables that are outside management control, offering numerous advantages for environmental assessment. The identification of dryland areas is crucial for guiding policy aimed at intervening in water-stressed areas and addressing the perennial livelihood or food insecurity of these areas. However, the prevailing aridity indices (such as UNEP aridity index) have methodological limitations that restrict their use in delineating drylands and may be insufficient for decision-making frameworks. In this study, we propose a new aridity index based on based on 3 decades of soil moisture time series by accounting for site-specific soil and vegetation that partitions precipitation into the competing demands of evaporation and runoff. Our proposed aridity index is the frequency at which the dominant soil moisture value at a location is not exceeded by the dominant soil moisture values in all of the other locations. To represent the dominant spatial template of the soil moisture conditions, we extract the first eigenfunction from the empirical orthogonal function (EOF) analysis from 3 GLDAS land surface models (LSMs): VIC, MOSAIC and NOAH at 1 × 1 degree spatial resolution. The EOF analysis reveals that the first eigenfunction explains 33%, 43% and 47% of the VIC, NOAH and MOSAIC models, respectively. We compare each LSM aridity indices with the UNEP aridity index, which is created based on LSM data forcings. The VIC aridity index displays a pattern most closely resembling that of UNEP, although all of the LSM-based indices accurately isolate the dominant dryland areas. The UNEP classification identifies portions of south-central Africa, southeastern United States and eastern India as drier than predicted by all of the LSMs. The NOAH and MOSAIC LSMs categorize portions of southwestern Africa as drier than the other two classifications, while all of the LSMs classify portions of central India as wetter than the UNEP classification. We compare all aridity maps with the long-term average NDVI values. Results show that vegetation cover in areas that the UNEP index classifies as drier than the other three LSMs (NDVI values are mostly greater than 0). Finally, the unsupervised clustering of global land surface based on long-term mean temperature and precipitation, soil texture and land slope reveals that areas classified as dry by the UNEP index but not by the LSMs do not have dry region characteristics. The dominant cluster for these areas has high water holding capacity. We conclude that the LSM-based aridity index may identify dryland areas more effectively than the UNEP aridity index because the former incorporates the role of vegetation and soil in the partitioning of precipitation into evaporation, runoff and infiltration. European countries are facing increasing pressures on their water resources despite stringent regulations and systematic efforts on environmental protection. In this context, research and innovation play a strategic role reinforcing the efficiency of water policies. The present study provides a multilevel assessment of research and innovation practices in the field of water resource management in southern European countries and regions (more specifically; Cyprus, Albania, Poitou-Charentes in France, Andalusia in Spain and the North of Portugal). The analysis was based on a strategic framework aimed at gaining an insight of the current constraints, as well as of the existing and future technological solutions for a better water resource management. The triple helix model proved to be a useful analytical framework for assessing the efforts of different groups towards a common goal. The analysis proved the existence of a significant evolution in the use of technological tools to assist decision-making processes in integrated river basin management in all regions. Nevertheless, the absence of formal channels for knowledge and data exchange between researchers and water resource managers complicates the formers involvement in the decision-making process regarding water allocation. Both researchers and consultants emphasize the low availability of data, together with the need to advance on water resource economics as relevant constraints in the field. The SWOT analysis showed similar concerns among the participating regions and provided a battery of effective projects that resulted in the preparation of a Joint Action Plan. The demand for better representation of cultural considerations in environmental management is increasingly evident. As two cases in point, ecosystem service approaches increasingly include cultural services, and resource planners recognize indigenous constituents and the cultural knowledge they hold as key to good environmental management. Accordingly, collaborations between anthropologists, planners, decision makers and biodiversity experts about the subject of culture are increasingly common—but also commonly fraught. Those whose expertise is culture often engage in such collaborations because they worry a practitioner from ‘elsewhere’ will employ a ‘measure of culture’ that is poorly or naively conceived. Those from an economic or biophysical training must grapple with the intangible properties of culture as they intersect with economic, biological or other material measures. This paper seeks to assist those who engage in collaborations to characterize cultural benefits or impacts relevant to decision-making in three ways; by: (i) considering the likely mindset of would-be collaborators; (ii) providing examples of tested approaches that might enable innovation; and (iii) characterizing the kinds of obstacles that are in principle solvable through methodological alternatives. We accomplish these tasks in part by examining three cases wherein culture was a critical variable in environmental decision making: risk management in New Zealand associated with Māori concerns about genetically modified organisms; cultural services to assist marine planning in coastal British Columbia; and a decision-making process involving a local First Nation about water flows in a regulated river in western Canada. We examine how ‘culture’ came to be manifest in each case, drawing from ethnographic and cultural-models interviews and using subjective metrics (recommended by theories of judgment and decision making) to express cultural concerns. We conclude that the characterization of cultural benefits and impacts is least amenable to methodological solution when prevailing cultural worldviews contain elements fundamentally at odds with efforts to quantify benefits/impacts, but that even in such cases some improvements are achievable if decision-makers are flexible regarding processes for consultation with community members and how quantification is structured. Abstract: The economic valuation of coral reefs ecosystem services is currently seen as a promising approach to demonstrate the benefits of sustainable management of coral ecosystems to policymakers and to provide useful information for improved decisions. Most coral reefs economic studies have been conducted in the United States, Southeast Asia and the Caribbean, and only a few have covered the South Pacific region. In this region, coral reefs are essential assets for small island developing states as well as for developed countries. Accordingly, a series of ecosystem services valuations has been carried out recently in the South Pacific, to try and supply decision-makers with new information. Applying ecosystem services valuation to the specific ecological, social, economic and cultural contexts of the South Pacific is however not straightforward. This paper analyses how extant valuations address the various management challenges of coral reef regions in general and more specifically for the South Pacific. Bearing in mind that economic valuation has to match policy-making contexts, we emphasize a series of specific considerations when conducting and applying ecosystem services valuation in South Pacific ecological and social contexts. Finally, the paper examines the decision-making situations in which extant valuations took place. We conclude that, although ecosystem valuations have been effectively used as a means to raise awareness with respect to coral reef conservation, methodologies will have to be further developed, with multidisciplinary inputs, if they are to provide valuable inputs in local and technical decision-making. Abstract: Forested riparian buffers have proved to be an effective management practice that helps maintain ecological goods and services in watersheds. In this study, we assessed the non-market benefits and opportunity costs associated with implementing these buffers in an eastern Canadian watershed using contingent valuation and wood supply modeling methods, respectively. A number of buffer scenarios were considered, including 30 and 60 m buffers on woodlots and on all land (including woodlots, agricultural, and residential lands) in the watershed. Household annual WTP estimates ranged from −$6.80 to $42.85, and total present value benefits ranged from −$11.7 to $121.7 million (CDN 2007), depending on the buffer scenario, affected population, time horizon, and econometric modeling assumptions considered. Opportunity cost estimates range from $1.3 to $10.4 million in present value terms, depending on silvicultural and agriculture land rental rate assumptions. Overall, we found that the net present value of riparian buffers was positive for the majority of scenarios and assumptions. Some exceptions were found under more conservative benefit, and higher unit cost, assumptions. These results provide decision makers with data on stated benefits and opportunity costs of riparian buffers, as well as insight into the importance of modeling assumptions when using this framework of analysis. Traditional Ecological Knowledge (TEK) is the empirically accumulated knowledge of local communities whose livelihoods depend directly on natural resources. TEK has a considerable potential as a reliable, rapid and low cost information source. However, its use for decision making in environmental management is frequently challenged due to the lack of scientific validation and the multiple and poorly understood biases deriving from measurement and analytical errors, as well as from political, cultural and religious sources. During the planning stage of a Marine Protected Area (MPA) in Southeastern Brazil we assessed fisherfolk TEK regarding seabed features, comparing it with results from a conventional oceanographic assessment. TEK was acquired and synthesized during a survey involving 19 fishing villages and a consensus analysis that minimized variation among individual fisherfolks and communities. The oceanographic survey included high resolution benthic habitat mapping tools such as sidescan sonar and ground-truthing with SCUBA near the interfaces of benthic features identified by fisherfolk. Nearly 3000 km2 of seafloor were mapped by local fisherfolk as “gravel”, “sand”, “mud” and “reef structures”, while side-scan sonar surveys covered approximately 360 km with an average 400 m swath. Analyses of overlap and proximity showed that TEK is relatively cost-effective and accurate for large-scale benthic surveys, especially as a starting point for planning oceanographic surveys. Moreover, including TEK in the planning stage of MPAs may increase communities'' participation and understanding of the costs and benefits of the new access and fishing effort regulations. Abstract: Scenario planning is one of the most prominent methods applied by organisations to assist long-term decision making. This paper uses a case study method to demonstrate how scenarios can be operationalised to inform future strategies and to challenge rigid silo-based decision making approaches. The WaterProof Northwest scenarios developed by the authors in collaboration with a range of stakeholders, and described within this paper, offer a platform for considering the future of the water environment. The scenarios were developed in the context of meeting the goals of the European Water Framework Directive. This Directive has the core aim of improving the chemical and ecological status of Europe''s water bodies. The scenarios highlight that water bodies in the case study area (the region of Northwest England) are impacted directly by a wide array of driving forces which will affect the state of the water environment over the coming decades. This analysis demonstrates that organisations responsible for creating and implementing long-term plans and policies to manage water are often far removed from the forces that will influence the effectiveness of the exercises that they are engaged in. The WaterProof Northwest scenarios highlight that organisations need different decision making approaches in order to adapt to modern environmental challenges. They also raise questions over whether environmental legislation such as the Water Framework Directive should incorporate a futures perspective in recognition of the wide ranging forces influencing their implementation. Abstract: Social learning has become a central theme in natural resource management. This growing interest is underpinned by a number of assertions about the outcomes of social learning, and about the processes that support these outcomes. Yet researchers and practitioners who seek to engage with social learning through the natural resource management literature often become disorientated by the myriad processes and outcomes that are identified. We trace the roots of current assertions about the processes and outcomes of social learning in natural resource management, and assess the extent to which there is an emerging consensus on these assertions. Results suggest that, on the one hand, social learning is described as taking place through deliberative interactions amongst multiple stakeholders. During these interactions, it is argued that participants learn to work together and build relationships that allow for collective action. On the other hand, social learning is described as occurring through deliberate experimentation and reflective practice. During these iterative cycles of action, monitoring and reflection, participants learn how to cope with uncertainty when managing complex systems. Both of these processes, and their associated outcomes, are referred to as social learning. Where, therefore, should researchers and practitioners focus their attention? Results suggest that there is an emerging consensus that processes that support social learning involve sustained interaction between stakeholders, on-going deliberation and the sharing of knowledge in a trusting environment. There is also an emerging consensus that the key outcome of such learning is improved decision making underpinned by a growing awareness of human–environment interactions, better relationships and improved problem-solving capacities for participants. This paper introduces a collection of four articles describing the San Luis Basin Sustainability Metrics Project. The Project developed a methodology for evaluating regional sustainability. This introduction provides the necessary background information for the project, description of the region, overview of the methods, and summary of the results. Although there are a multitude of scientifically based sustainability metrics, many are data intensive, difficult to calculate, and fail to capture all aspects of a system. We wanted to see if we could develop an approach that decision-makers could use to understand if their system was moving toward or away from sustainability. The goal was to produce a scientifically defensible, but straightforward and inexpensive methodology to measure and monitor environmental quality within a regional system. We initiated an interdisciplinary pilot project in the San Luis Basin, south-central Colorado, to test the methodology. The objectives were: 1) determine the applicability of using existing datasets to estimate metrics of sustainability at a regional scale; 2) calculate metrics through time from 1980 to 2005; and 3) compare and contrast the results to determine if the system was moving toward or away from sustainability. The sustainability metrics, chosen to represent major components of the system, were: 1) Ecological Footprint to capture the impact and human burden on the system; 2) Green Net Regional Product to represent economic welfare; 3) Emergy to capture the quality-normalized flow of energy through the system; and 4) Fisher information to capture the overall dynamic order and to look for possible regime changes. The methodology, data, and results of each metric are presented in the remaining four papers of the special collection. Based on the results of each metric and our criteria for understanding the sustainability trends, we find that the San Luis Basin is moving away from sustainability. Although we understand there are strengths and limitations of the methodology, we argue that each metric identifies changes to major components of the system. [Copyright &y& Elsevier]

This paper explores opportunities for administrative discretion in decision-making for natural resource management. We carried out an exploratory study in the USDA Forest Service to understand factors affecting administrative actions related to recreation use in riparian areas. We conducted semi-structured interviews with 27 resource professionals from a national forest in the northwest region of the United States. Questions focused on professional judgments about recreation in riparian areas, administrative actions related to management of these activities, and the potential for personal values to influence decisions. We analyzed the transcribed interviews using Atlas.ti, coding the data for salient themes. In this paper, we discuss perceptions of resource professionals about the potential for personal values to influence administrative actions and decisions. We highlight four distinct realms in the planning process where expanded discretionary capacity exists and values may emerge. Finally, we suggest ways to reduce the potential influence of value-based judgments in decision-making. [Copyright &y& Elsevier]

Invasions by alien plants are a significant threat to the biodiversity and functioning of ecosystems and the services they provide. The South African Working for Water program was established to address this problem. It needs to formulate objective and transparent priorities for clearing in the face of multiple and sometimes conflicting demands. This study used the analytic hierarchy process (a multi-criteria decision support technique) to develop and rank criteria for prioritising alien plant control operations in the Western Cape, South Africa. Stakeholder workshops were held to identify a goal and criteria and to conduct pair-wise comparisons to weight the criteria with respect to invasive alien plant control. The combination of stakeholder input (to develop decision models) with data-driven model solutions enabled us to include many alternatives (water catchments), that would otherwise not have been feasible. The most important criteria included the capacity to maintain gains made through control operations, the potential to enhance water resources and conserve biodiversity, and threats from priority invasive alien plant species. We selected spatial datasets and used them to generate weights that could be used to objectively compare alternatives with respect to agreed criteria. The analysis showed that there are many high priority catchments which are not receiving any funding and low priority catchments which are receiving substantial allocations. Clearly, there is a need for realigning priorities, including directing sufficient funds to the highest priority catchments to provide effective control. This approach provided a tractable, consensus-based solution that can be used to direct clearing operations. [Copyright &y& Elsevier]

In response to the need for approaches to understand how citizen science is currently influencing environmental policy and associated decision making, we devised the Citizen Science Impact StoryTelling Approach (CSISTA). We iteratively designed instruments to be used as tools primarily for citizen science practitioners seeking to understand or communicate policy impacts. We then trialled the CSISTA and associated instruments on four exemplary citizen science initiatives, using different forms of inquiry and collaboration with respective initiative leaders. In this paper, we present CSISTA, with details of the steps for implementing inquiry and storytelling instruments. Additionally, we reflect on insights gained and challenges encountered implementing the approach. Overall, we found the versatility and structure of CSISTA as a process with multiple guiding instruments useful. We envision the approach being helpful, particularly with regards to: 1) gaining an understanding of a citizen science initiative's policy and decision-making impacts; 2) creating short policy impact stories to communicate such impacts to broader audiences; or 3) fulfilling both goals to understand and communicate policy impacts with a unified approach. We encourage others to explore, adapt, and improve the approach. Additionally, we hope that explorations of CSISTA will foster broader discussions on how to understand and strengthen interactions between citizen science practitioners, policy makers, and decision makers at large, whether at local, national, or international scales. • Need to understand how citizen science influences environmental policy. • Need to know how to communicate with policy makers and other stakeholders. • The CSISTA approach supports citizen science leaders. • The tools can help understand or communicate their policy impacts. • Impact stories can demonstrate the value of citizen science to policy makers.
