The imperative to enhance corporate environmental performance is not only pivotal for a company's growth but also crucial for fulfilling societal responsibilities and protecting global environmental interests. Recognizing the inadequacies of standalone environmental policies, our study delves into the synergistic effects of incentive-based and regulatory approaches on the environmental performance of listed firms in China. We meticulously examine the interplay between environmental punishment and subsidies over the period of 2015-2019. Our analysis reveals that a strategic combination of punishment and subsidies can substantially improve firms' environmental performance. This effect intensifies with the increasing amounts of fines and subsidies. Additionally, we explore the dynamic effects of policy implementation. Our results indicate that subsidies implemented either a year before or after the imposition of punishment might diminish the effectiveness of standalone environmental penalty policies. Furthermore, our findings suggest that diverse regulatory policies enhance firm environmental performance by promoting investments in environmental protection and fostering green innovation. Achieving sustainable development goals (SDGs) has garnered significant attention from academia and policymakers worldwide. In this study, we examine the impact of ICT, technological innovation (TI), and environmental policy stringency (EPS) on SDI, considering the moderating role of governance quality (GQI) and transport infrastructure (TIS). A comprehensive dataset of 17 advanced nations is utilized from 1996 to 2021. To capture the dynamic and extreme marginal impacts of these policy instruments on SDG attainment, we employ the advanced technique of Feasible Generalized Least Square (FGLS). The results demonstrate that ICT has a positive and significant effect on SDGs, particularly when combined with high levels of governance quality (GOV) and transport infrastructure (TIS). Likewise, TI has a positive impact on SDGs, especially in the presence of strong governance. Furthermore, EPS exhibits a positive association with SDGs. The findings also reveal that while governance hurts SDGs, this effect diminishes when combined with higher levels of ICT, TI, and EPS, and when TIS positively moderates the relationships. The robustness estimations using DOLS and PCSE methods validate the FGLS findings. These results underscore the importance of ICT, TI, and EPS in advancing sustainable development. Moreover, they highlight the significance of good governance and robust transport infrastructure in maximizing the positive effects of these factors. This paper studies the effect of Green Public Procurement (GPP) on competition, bids, and winning bids under two different regulation periods where the latter include more explicitly expressed GPP ambitions. Based on detailed data from Swedish internal cleaning service procurements, our results imply that environmental considerations might not influence the bids as required for GPP to be considered an effective environmental policy instrument. Over time, lower degree of competition and increased bids are found. ESG investment and financing is a response to global warming and toxic carbon emissions. This is because market and financial development is expected to contribute to de-carbonisation in relevant firms. However, the opposite might occur with carbon-intensive industries. An option is to introduce a carbon tax or an emissions cap but this varies across countries. The impact of environmental policies and the development of financial markets are thus relevant factors to analyse in the debate regarding the best pathways to reduce pollution. This impact is not conclusive in extant studies. In order to meet this gap and to devise effective solutions to this problem, the mechanisms behind them need to be empirically clarified. To achieve this research objective, this study analyses the impact of these factors on welfare through pollution and growth. It examines the respective regulatory regimes of environmental taxes and emission quotas, using an R&D-based growth model with a monetary component. This is to identify the relationship between pollution emissions and financial markets. Results reveal that increasing environmental taxes and reducing nominal interest rates does in fact lead to pollution reduction and economic growth, as well as an increase in the quantity of money and credit through deflation. Reducing emission allowances has a similar effect. However, under emission quotas, it is found that a reduction in the nominal interest rate affects neither pollution emissions nor economic growth, although it does affect the quantity of money and credit. This is because the Fisher effect disappears when the emission quota caps output. A U-shaped relationship between emission allowances and the amount of credit then arises. Under an emissions trading system, the relationship between pollution emissions and financial development can be a win-win relationship or a trade-off relationship. This depends on the emission quota and nominal interest rate. These results suggest that, in addition to environmental policy instruments, financial market development can contribute to decarbonisation if there is the right environmental financial policy. On the one hand, economies, particularly developing ones, need to grow. On the other hand, climate change is the most pressing issue globally, and nations should take the necessary measures. Such a complex task requires new theoretical and empirical models to capture this complexity and provide new insights. Our study uses a newly developed theoretical framework that involves renewable energy consumption (REC) and total factor productivity (TFP) alongside traditional factors of CO2 emissions. It provides policymakers with border information compared to traditional models, such as the Environmental Kuznets Curve (EKC), being limited to income and population. Advanced panel time series methods are also employed, addressing panel data issues while producing not only pooled but also country-specific results. 20 Renewable Energy Country Attractiveness Index (RECAI) nations are considered in this study. The results show that REC, TFP, and exports reduce CO2 emissions with elasticities of 0.3, 0.4, and 0.3, respectively. Oppositely, income and imports increase emissions with elasticities of 0.8 and 0.3. Additionally, we show that RECAI countries are commonly affected by global and regional factors. Moreover, we find that shocks can create permanent changes in the levels of the factors but only temporary changes in their growth rates. The main policy implication of the findings is that authorities should implement measures boosting TFP and REC. These factors are driven mainly by technological progress, innovation, and efficiency gains. The joint participation of multiple subjects is crucial for environmental governance. Using panel data for 273 Chinese cities during 2013-2019, this study investigates the impact and mechanism of public demands on environmental pollution. The results demonstrate that public demands measured by the number of environmental complaints placed on government leaders significantly reduce environmental pollution. Furthermore, increases in the rate and speed of government responses improve the effect of public demands on environmental governance. Public demands placed on provincial leaders reduce local environmental pollution to a greater extent than public demands placed on prefectural and county leaders. Province-level governments are more willing to consider public opinions and attach more importance to environmental governance; Prefecture-level governments prioritize province-level governments' attention to the environment when implementing environmental governance. Moreover, strong political ties between provincial and prefectural leaders and long tenures among prefectural leaders strengthen the pollution reduction effect of public demands placed on provincial leaders. The reduction effect of environmental complaints on pollution emission is more significant in cities with high level of Internet construction and environmental disclosure. Criticism is mounting that market-led and state-led initiatives for environmental impact disclosure are too limited in scope and that they rest on too strong assumptions about the quality and impartiality of monitoring and enforcement, with resulting insufficient effect on environmental sustainability. It has been proposed that citizen monitoring may contribute to counteract this void. However, to our knowledge, policy analysis in general and economics in particular has not paid much attention to this role of citizen monitoring. This paper aims to bridge that gap from an economics lens, by exploring the dynamics of disclosing local environmental impact and the potential role of citizen monitoring in environmental policy. To this end, the paper addresses monopolistic versus pluralistic environmental disclosure, letting citizen monitoring represent the latter. The study uses the mining industry as an illustrative case, because of that sector's particular transparency challenges in international value chains, typically with strong negative local environmental impact. It is shown how pluralistic information provision such as citizen monitoring can contribute to incentivizing more reliable information provision, especially in countries with weak state institutions, which is particularly important in the case of high-risk environmental impact. Balancing economic growth with environmental conservation poses a universal challenge for governments worldwide. This study investigates the intricate interplay between governments' economic-environmental trade-offs and their implementation of policies aimed at promoting Corporate Environmental Responsibility (CER). Given the discretion of Chinese local governments in economic and environmental policy, we take China as a case study. To conduct this research, we first merge critical data on China's economic growth targets and environmental regulations with information on listed enterprises. Then, we employ a "U-shaped" relationship model to examine the impact of these trade-offs on CER implementation. The results reveal that: (1)The effective fulfillment of CER by enterprises is primarily driven by stricter environmental regulations. (2) Economic growth targets can, to some extent, diminish the policy effect of environmental regulations on CER fulfillment. (3)The crowding-out effect of economic growth targets is particularly pronounced within specific subsets of enterprises, including state-owned enterprises, heavily polluting firms, and those facing high profit pressure. These findings imply that when local governments implement contradictory policies, they must consider not only enterprises' political connections and economic contributions but also pay close attention to the survival dilemma of enterprises. This balancing act aims to harmonize conflicting policy objectives. This research deepens the understanding of how institutional and policy frameworks impact enterprise engagement in CER, especially within the context of governments' economic-environmental trade-offs. Climate change is a non-traditional security crisis affecting the global economy and diplomatic progress. In order to curtail carbon emissions and alleviate the perils of climate change at their roots, urban green innovation (UGI) has emerged as a pivotal technological solution. Using the expansion of the Yangtze River Delta urban agglomeration in China as a case study, this paper develops a quasi-experimental model to analyze the effects of regional integration policies on UGI. The main findings are: (1) Regional integration policies significantly enhance UGI and their impact is more pronounced with the expansion of urban agglomerations; (2) Regional integration policies contribute to the advancement of exploitative green innovation while tending to diminish exploratory green innovation; (3) The green innovation effects (GIEs) created by the expansion of regional integration policies are largely influenced by governmental mechanisms on environmental governance as well as residents' green preferences. The environmental pollution and social well-being issue caused by the huge energy consumption in cities reflect the urgency of improving urban energy performance from multiple dimensions of economy, environment, and well-being. As a result, various countries and cities have promulgated a series of policies. However, the complexity of the policies makes the categories and utilities need to be further clarified, and the diseconomy caused by the lag of policy effect evaluation makes the focus of policy implementation need to be clear in advance. Therefore, based on public choice theory, this research follows the idea of "prior analysis" and takes Chinese cities as the research object. Firstly, the collected energy performance improvement policies of Chinese cities were analyzed and classified by the content analysis method, and the main utilities of all policies and the specific utilities of each category were summarized. Based on the multiple dimensions of urban energy performance research (namely, economy, environment and well-being dimensions), this research summarized the policy utilities that help to improve the urban energy performance of each dimension, and also preset the policy utility values. Secondly, the effect prediction model for urban energy performance improvement policies in each dimension was constructed by Back-propagation (BP) neural network. Thirdly, the energy performance of Chinese cities in 2020 measured by Data Envelopment Analysis method was taken as the benchmark value, and the energy performance of Chinese cities in 2025 measured by the policy effect prediction model was taken as the comparison value. According to the results of performance improvement, the energy performance improvement policies of Chinese cities were selected respectively from the dimensions of economy, environment and well-being. This research shows that: the energy performance improvement policies of Chinese cities mainly include six categories, namely energy conservation and emission reduction policies, energy development policies, ecological environmental policies, fiscal and tax policies, industrial policies and economic and social policies. It is needed to focus on ecological environmental policies, fiscal and tax policies and industrial policies to improve urban energy performance from the economic dimension. For the environmental dimension, the key and priority policies are ecological environmental policies. Compared with the economic dimension, the focus of implementing policies adds economic and social policies in the well-being dimension. In the implementation of policies, the differences of energy performance among cities can be reduced through multi-feature analysis of cities or regions, appropriate adjustment of specific measures and targets, and improvement of digital information management of urban energy performance. Understanding and mitigating land subsidence (LS) is critical for sustainable urban planning and infrastructure management. We introduce a comprehensive analysis of LS forecasting utilizing two advanced machine learning models: the eXtreme Gradient Boosting Regressor (XGBR) and Long Short-Term Memory (LSTM). Our findings highlight groundwater level (GWL) and building concentration (BC) as pivotal factors influencing LS. Through the use of Taylor diagram, we demonstrate a strong correlation between both XGBR and LSTM models and the subsidence data, affirming their predictive accuracy. Notably, we applied delta-rate (Δr) calculus to simulate a scenario with an 80% reduction in GWL and BC impact, revealing a potential substantial decrease in LS by 2040. This projection emphasizes the effectiveness of strategic urban and environmental policy interventions. The model performances, indicated by coefficients of determination R 2 (0.90 for XGBR, 0.84 for LSTM), root-mean-squared error RMSE (0.37 for XGBR, 0.50 for LSTM), and mean-absolute-error MAE (0.34 for XGBR, 0.67 for LSTM), confirm their reliability. This research sets a precedent for incorporating dynamic environmental factors and adapting to real-time data in future studies. This paper investigates the non-monetary motivations of farmers' adoption of agri-environmental policies. Unlike the monetary (income) motivations, non-monetary drivers can not be directly observed but can be identified from observational data within appropriate quasi-experimental designs. A theoretical justification of farmers' choices is first formulated and a consequent natural experiment setting is derived. The latter admits heterogeneous, i.e. Individual, Treatment Effects (ITE) that, in turn, can be interpreted in terms of more targeted and tailored policy expenditure. A Causal Forest (CF) approach is adopted to estimate these ITEs for both the treated and not treated units. The approach is applied to two balanced panel samples of Italian Farm Accountancy Data Network (FADN) farms observed over the 2008-2018 period and concerns agri-environmental policies delivered through the Common Agricultural Policy (CAP). Rapid developments in environmental infrastructure have contributed to significant improvements in green total factor productivity, but further investigation is required to provide a detailed assessment to understand the policy mechanisms involved. This paper analyzes environmental progress in China through MMQR, CCEMG, and AMG as empirical strategies for 30 provinces in China. Our empirical results reveal that energy optimization through renewable energy is the most effective channel to improve green total factor productivity, though it is not the only available option. Since environmental regulations, infrastructure development, and green technology innovation also directly impact energy efficiency, adopting these within policy channels will positively impact environmental sustainability. Our empirical approach helps suggest novel environmental policy suggestions. In particular, policymakers must introduce structural changes within energy developments to foster renewable energy. Furthermore, China must increase environmental spending to upgrade its energy infrastructure further and solve ecological issues. Citizen support is an important precursor to climate change mitigation polices. Public opinion can shape public policy and vice versa. This paper uses the 2010 International Social Survey Programme (ISSP) Environment Module to investigate cross-national differences in support for climate policy. We introduce size of government, measured by government revenues as a share of GDP, as a new country-level factor. Our sample includes 31,511 responses from 33 countries. We use multilevel models to estimate the relationship between country-level factors and environmental policy support, conditional on a series of individual factors. Increasing the size of government by one standard deviation reduces support for environmental policy by 0.13 points on a 5-point scale. For comparison, a one standard deviation increase in GDP per capita leads to a 0.24 increase in support and a one standard deviation increase in air pollution leads to a 0.13 point increase. The implication for environmental policy is that high tax countries have an aversion to price and tax increases aimed at protecting the environment. Evaluating the cost-effectiveness of emission trading system (ETS) will explore how to control the total emission amount while minimizing the economic cost. Most related studies employ the difference-in-differences (DID) and multi-period DID models. However, this research highlights the superiority of construction technique and estimation results in the synthetic DID model, and applies it to a new scenario for evaluating the cost-effectiveness of China's pilot ETS. From the construction technique, the synthetic DID model synthesizes more desirable control groups and allows more flexibility in matching treatment units with extreme values by setting weight combinations and intercept terms. From the estimation results, the treatment effects are considered more reliable because ideally satisfy the parallel trend assumption. Specifically, the synthetic DID model indicated that the pilot ETS effectively reduced the marginal abatement cost (MAC) by 24.39%, whereas the traditional DID and multi-period DID models may have overestimated the policy effects by 98.48% and 71.09%. The main reason was the MAC has shown a downward trend before the policy implementation. Moreover, the estimation results of heterogeneity analysis and mechanism test in different models were also different. Geopolitical risks and environmental policy have become increasingly important in the European Union (EU), which is committed to tackling climate change and protecting the environment. However, geopolitical risks can undermine its environmental policy objectives. Thus, the study evaluates the relationship between geopolitical risks and environmental policy in nineteen EU countries from 1994 to 2020 through panel bootstrap Granger causality. The results show that geopolitical risks significantly influence environmental policy in Denmark, Estonia, Finland, France, Germany, Luxembourg, and Romania. On the other hand, the findings reveal that environmental policy causes geopolitical risks only in Latvia, while there is no relationship in the remaining countries. For the management of eutrophic lakes, watershed nitrogen and phosphorus control is oriented to future water quality. Assessing future nutrient dynamics and the risk of lake eutrophication is necessary. However, current assessments often lack integrated consideration of socioeconomic and climatic factors, which reduces the reference value of the results. In this study, a typical large shallow lake Chaohu, which is highly influenced by human activities, was selected as the study area, and the current and future total nitrogen (TN) and total phosphorus (TP) loading in the basin were analysed using the improved MARINA model, and the risk of water bloom were assessed. The results showed that socioeconomic factors alone varied future TN and TP loading by -24% to 32% and -40% to 34%, respectively, under different development patterns. After considering the effect of increased precipitation, the changes of TN and TP loading became -10% to 163% and -29% to 108%, respectively. The effect on loading reduction under the sustainable development pattern was weakened (58% and 28% for TN and TP loading, respectively) and the increase in loading under the brutal development pattern was significantly amplified (409% and 215% for TN and TP loading, respectively). The adoption of active environmental policies remained an effective way of loading control. However, the risk of water bloom in local lake areas might persist due to factors such as urbanization. Timely and comprehensive assessments can provide managers with more information to identify key factors that contribute to the risk of water blooms and to develop diverse water quality improvement measures. A systematic study of public participation (Pub) in environmental pollution control can facilitate collaborative governance based on multiple factors, and promote the modernization of national governance. Based on the data of 30 Chinese provinces from 2011 to 2020, this study empirically analyzed the mechanism of Pub in environmental pollution governance. Based on multiple channels, a dynamic spatial panel Durbin model and an intermediary effect model were constructed. The main results are as follows: (1) Pub based on environmental letters and visits have no significant impact on local pollution reduction, while the Baidu search index of environmental pollution has the greatest effect on emission reduction, followed by environmental protection strategies based on the National People's Congress (NPC) and microblogging. (2) Pub not only has a direct positive impact on environmental control through its positive externality but also indirectly reduces environmental treatment by enhancing the intensity of environmental regulation. (3) Pub has a significant spatial spillover effect on environmental control based on geographical attenuation. Excluding environmental legislation, the direct spatial spillover effects of Pub under the networked platform and traditional channels are only significant within 1200 km and 1000 km, respectively, which decrease with increasing geographic distance within this range. When the environmental regulations are considered, the spatial spillover effects of suggestions proposed by NPC and the Chinese People's Political Consultative Conference (CPPCC) are significant within 800 km, while the attenuation boundary of Internet complaints, Baidu index, and microblogging public opinion is 1000 km. The main factor behind green economic development is green technology innovation (GTI). Environmental regulation and green finance (GF), as important ways to promote ecological civilization construction, run through the entire procedure of GTI. The purpose of this study is to investigate the influence of heterogeneous environmental regulation on GTI and the moderating effect of GF on GTI from both theoretical and empirical perspectives, to provide useful ideas for China's economic reform path selection and environmental governance system optimization. This paper uses information from 30 provinces between 2002 and 2019, and a bidirectional fixed model was constructed. Given the alarming rate of climate change and environmental degradation, major countries are seeking ways to curtail environmental damage and attain sustainability in the future. In the quest for a green economy, countries are motivated to adopt renewable energy that can assist in resource conservation and efficiency. Accordingly, this study examines the diverse effects of the underground economy, environmental policy strictness, geopolitical risk, gross domestic product, carbon emissions, population, and oil prices on renewable energy for 30 high- and middle-income countries from 1990 to 2018. The empirical outcomes based on quantile regression document significant variations across two country groups. For instance, for high-income countries, the shadow economy has a detrimental effect across all quantiles but it is statistically significant at the top quantiles. Nonetheless, the effect of the shadow economy on renewable energy is detrimental and significant statistically across all quantiles for middle-income countries. In the context of environmental policy stringency, the effect is positive across both country groups, though there is heterogeneity in outcomes. Geopolitical risk has a positive influence on the deployment of renewable energy for high-income countries but negatively impacts renewables for middle-income countries. As far as policy suggestions are concerned, the policymakers of both high- and middle-income countries need to take steps to constrain the growth of the shadow economy by adopting effective policy strategies. Policies need to be implemented for middle income-countries to reduce the unfavorable effect of geopolitical uncertainty. Information development is a necessary means for China to achieve technology force and an effective path toward sustainable development. Regarding the "information benefiting people" policy led by the Chinese government as a quasi-experiment of information technology, this study builds an analysis framework for the impact of informatization on green total factor productivity (GTFP). Based on panel data at the Chinese city level from 2006 to 2019, this study further empirically evaluates the mechanism path, heterogeneity, and spatial spillover effects between informatization and GTFP by using a difference-in-difference (DID) model, a mediating model, and a spatial DID model. The results show that (1) the information benefiting people policy contributes considerably to greater GTFP levels in the pilot cities; (2) the policy also promotes the rapid growth of GTFP by fostering the advancement of education, the share of the number of ICT employees, and green technology innovation; (3) the information benefiting people policy raises GTFP in the eastern cities, small cities, and non-old industrial based cities; and (4) the policies lead to a large rise in local GTFP levels, but a decline in GTFP in surrounding cities. The economic differentiation between the north and the south of China, as a long-standing phenomenon of unbalanced regional economic development, is aggravating, and has gradually become a resistance to the construction of a new development pattern and regional coordinated development. Most of the existing studies focus on the comparison of differences between the Eastern, Central and Western regions of China, but there is little discussion on the economic gap between China's North-South economy. In addition, through the literature review, no attention has been paid to the environmental regulation factor that leads to the economic gap between the North and the South. In view of this, the study constructs a benchmark regression model and a non-linear regression model based on the balanced panel data of 285 cities in China from 2004 to 2019, explores the role that environmental regulation plays in the widening of China's North-South economy gap. The results show that, firstly, environmental regulation is significantly conducive to narrowing the economic gap between the North and the South; In addition, with the greater intensity of environmental regulation, the economic gap shows a trend of "narrowing first, expanding then", that is, There exists positive U-shaped nonlinear relationship between them. Finally, the heterogeneity of urban scale leads to significant differences in the position and shape of the positive U-shaped curve, which exists between environmental regulation and China's North-South economy gap. The test results shows that the inflection point level of the U-shaped curve in the North is higher than that in the South. In the struggle to limit global climate change and rising temperatures, the United Nations Climate Change Conference (COP27) was held in Egypt last November. Bringing together nations to recognize climate change as a global concern and to create new "building blocks" to enhance the implementation of the Paris Agreement through actions that can move the world toward a greener, and carbon free future. This study examines a panel of high-income economies from the Organization for Economic Cooperation and Development (OECD) to investigate the empirical linkage between Green Innovations (GI), Disaggregated trade (exports and imports), Environmental policy stringency (EPS), and Consumption-based carbon dioxide emissions from 1990 to 2020. We proceed with the panel cointegration check based on the results of the diagnostic tests. The method of moment quantile regressions (MMQR) is used to investigate the relationships between CCO 2 and various variables in different quantiles. The data show that GI, export, imports, and EPS are major contributors in explaining the substantial variance in CCO 2 emissions in the chosen panel. Specifically, severe environmental rules boost the benefits of green technologies through the use of environmentally friendly technology. Imports, on the other hand, have been determined to be harmful to environmental quality. As a result, member economies should reform their environmental policies to include consumption-based emissions objectives and discourage people' desire for carbon-intensive items from developing countries. Green credit is a major policy innovation to guide enterprises to participate in environmental governance actively. This study uses the data of Chinese A-share listed companies from 2007 to 2016, takes the green credit guideline (GCG) issued in 2012 as a quasi-natural experiment, and uses a difference in difference (DID) model to test the effect of GCG on the enterprises' export green-sophistication (EGS) and its internal and external mechanisms. The study finds that GCG improves enterprises' EGS and research and development (R&D) investment is the intermediation channel for GCG to affect EGS. Low-carbon city pilot policy (LCCP) is an innovative initiative for promoting low-carbon transformation and green development in China, which is of great practical significance for realizing China's vision of "double carbon" on schedule. In this study, LCCP implementation is treated as a "quasi-natural experiment," and the spatial difference-in-differences approach is used to quantitatively examine the carbon reduction effects and impact mechanisms of LCCP using panel data of 283 cities in China from 2006 to 2017. The results show that since 2011, LCCP has significantly reduced the carbon intensity of the pilot cities by 0.13%, resulting from the effects of urban environmental governance, industrial structure optimization, and urban innovation level improvement. Meanwhile, there is a significant spatial spillover effect which results in a 0.9% reduction in carbon intensity of neighboring cities. The spatial spillover range of the reduction effect is about 500 km, which decays with distance. Moreover, the carbon reduction effect of the policy is spatially and temporally heterogeneous, and the reduction effect is more significant for resource-based cities, and different for resource-based cities in different development stages. Financial reform becomes a new tool for environmental governance because it can indirectly affect the environment by promoting economic and financial agglomeration and technological innovation. Despite China's aggressive financial reform pilot (FRP) policy since 2012, little is known about whether and how such policy affects haze pollution (HP). We exploit geographic and temporal variations in China's FRP policy and compile a dataset covering 284 cities over the period from 2003 to 2019. Employing a difference-in-differences (DID) approach, we document that China's FRP policy has a negative causal effect on HP in the pilot cities. The estimates obtained from an instrumental variable constructed by religious temples also support the haze-abatement effect of such policy. This effect is largely driven by advances in technological innovation and increases in economic agglomeration, while financial agglomeration is proven to have little effect. Finally, our estimate is particularly pronounced in cities with high levels of economic development, financial development and technological innovation, and that in large-sized and non-mineral resourced cities. Despite increasing evidence documenting the role of the outgoing audit of natural resources (OANRA) in environmental governance and enterprise innovation, little is known about its impact on enterprises' total factor productivity (TFP). To address this question, we treat the OANRA policy launched in 2014 in China as a quasi-natural experiment. We adopt a difference-in-differences-in-differences (DDD) method that exploits three-dimensional variations: city (i.e., OANRA cities versus non-OANRA cities), industry (i.e., more polluting industries versus less polluting ones), and year (i.e., before and after the OANRA policy). Employing a dataset of Chinese industrial listed companies from 2012 to 2019, we reveal that after the OANRA implementation, enterprises' TFP in more polluting industries of OANRA cities decreases by 4.0%. Our mechanism analysis shows that the OANRA restrains the TFP by reducing the financing scale of enterprises and increasing environmental investment of governments. Further, the heterogeneity analysis finds the inhibitory effect of the OANRA is more prominent in large-scale and state-owned enterprises, as well as enterprises located in eastern, low fiscal pressure, and high pollutant emission cities. With the development of remote sensing technology, significant progress has been made in the evaluation of the eco-environment. The remote sensing ecological index (RSEI) is one of the most widely used indices for the comprehensive evaluation of eco-environmental quality. This index is entirely based on remote sensing data and can monitor eco-environmental aspects quickly for a large area. However, the use of RSEI has some limitations. For example, its application is generally not uniform, the obtained results are stochastic in nature, and its calculation process cannot consider all ecological elements (especially the water element). In spite of the widespread application of the RSEI, improvements to its limitations are scarce. In this paper, we propose a new index named the remote sensing ecological index considering full elements (RSEIFE). The proposed RSEIFE is compared with commonly used evaluation models such as RSEI and RSEI LA (Remote Sensing Ecological Index with Local Adaptability) in several types of study areas to assess the stability and accuracy of our model. The results show that the calculation process of RSEIFE is more stable than those of RSEI and RSEI LA , and the results of RSEIFE are consistent with the real eco-environment surface and reveal more details about its features. Vertical supervision is an important institutional arrangement designed to overcome the challenges of environmental governance and promotion of green development in the region. Based on the panel data of 278 cities in China from 2010 to 2018, we use Central Environmental Protection Inspection (CEPI) as an exogenous policy and the multi-period Difference-in-Differences method to test the role of vertical supervision in promoting regional green transformation. Our findings indicate that CEPI, a typical vertical supervision policy, effectively promotes green transformation regionally by reducing local pollution emissions and improving total factor productivity. The analysis of mechanism shows that local governments mainly promote regional green transformation by increasing the investment in pollutant governance, research and development in green technologies, and updating fixed assets. Many countries have formulated strict environmental regulation policies, but unfortunately, environmental pollution is still severe. We believe that this phenomenon may result from institutional factors. We study whether local government competition affects the dependence on polluting industries and test it with the transaction data of China's land market. We find that the decline in the economic ranking of cities increases the scale of land transferred to polluting industries, and the more the ranking decline, the larger the scale of land in polluting industries. Besides, we analyze the impact of the first decline in the urban economic ranking, finding that the land transfer scale of polluting industries exhibits a trend of slowing down after a rapid rise in the short term. Heterogeneity analysis shows that officials with lower education levels and before-retirement age will dependent more on polluting industries to a greater extent when they face local government competition, and cities with economic growth lower than the national average will increase their dependence on polluting industries to a greater extent. This paper examines the drivers of distribution of pollution-intensive enterprises (PIEs) at the intraurban level that are less studied. Employing the complete spatial database of PIEs obtained from the National Economic Census of 2004, 2008, and 2013, the paper analyses the spatial restructuring of PIEs within Foshan, China, a typical manufacturing city in transition. We find that the changing role of environmental regulation induced by the environmental policy regime transformation has resulted in the siting strategy shift of PIEs, and both the 'Pollution Haven Hypothesis' and the 'Porter Hypothesis' have been overly simplified in the research conducted at the regional or global level. Participatory techniques are widely recognized as essential in addressing the challenges of agri-environmental policy and decision-making. Furthermore, it is well known that stakeholder analysis and social network analysis are useful methods in the identification of actors that are involved in a system and the connections between them. To identify key stakeholders and improve the transfer of information from national-to farm-level, we compared a stakeholder analysis with farmer-centric networks for primary productivity, carbon regulation and biodiversity through the case study of Latvia. Farmer-centric networks show a higher number of stakeholders communicating on the topic of primary productivity network comparing to other topics. We found three pathways for improving knowledge transfer in agri-environmental governance: horizontal strengthening of farming community, horizontal strengthening of policy departments, and vertical strengthening between policy departments and farmers. The first step is to ensure that policy-makers have a common understanding of the results that should be achieved. The second step is the transfer of know-how between farmers to develop new solutions. The third step is the training of advisers in the land multifunctionality and the strengthening of communication and knowledge transfer between policy departments and farmers in order to jointly achieve the desired direction at that national level. Long-term cooperation between many stakeholders, including knowledge transfer, the development and implementation of solutions, and monitoring are essential in order to adequately address global societal challenges. Resolving the negative externality of environmental pollution has always been a concern in both the theoretical and practical space. To stimulate enterprises to participate in environmental governance actively, China has implemented a series of environmental regulation policies. The Emission Trading Pilot Scheme (ETPS) is an example of such policies implemented to ensure the gradual transition toward marketization. From a micro-enterprise perspective, the study examines how this policy achieves the dual effects of reducing emissions and promoting energy efficiency. We further explore potential channels through which this policy influences the dual effects. We empirically find ETPS to reduce the pollution emissions of enterprises significantly. However, the pollution reduction effect is mainly achieved by encouraging enterprises to strengthen cleaner production rather than through end governance. In addition to bringing environmental dividends, we observe ETPS to improve fossil energy efficiency by about 7.5% indirectly. We conclude by urging policy makers and participants to optimize energy structures and adjust intermediate input as they serve as significant pathways through which ETPS can affect fossil energy efficiency. How to choose environmental policy instruments within a clearly defined scope of the market mechanism and government intervention will profoundly affect the policy effectiveness. Through a systematic review of 111 representative literature, this paper traces the theoretical development of environmental policy instruments, empirical analyses based on the CGE (Computable General Equilibrium) model, and globally practical experience. We find that the reflections on environmental policy instruments have shifted from command-based to market-based, from trade-offs between quantity-based and price-based instruments within the scope of market-based instruments to combining both, and finally a reasonable allocation of both command-based and market-based instruments. The CGE model promotes the shift, deepens the theory, and accelerates the transformation from theoretical thinking to practical application. By providing approaches to recognize and measure the overall economic costs of environmental policies, the CGE model plays an important role in validating efficiency theories, identifying efficiency losses, and amending policy instruments. It also promotes the implementation of environmental tools through region-pertinent settings and simulations. Based on reflections and discussions upon existing literature, we propose that the market should play a dominant role in allocating resources to obtain long-term environmental goals with corresponding environmental regulations as supplementary; under the circumstances with market efficiency losses, command-based instruments should be employed to cope with market failures. Green technology innovation (GTI) is an effective way to promote the green development of economy, and government environmental regulations are an important means to encourage enterprises to carry out GTI. Taking Chinese A-share listed enterprises from 2010 to 2019 as samples, this paper divides environmental regulations into three categories: command-based environmental regulation (ER 1 ), market-based environmental regulation (ER 2 ) and voluntary environmental regulation (ER 3 ), studies their impact on enterprise GTI, and discusses the joint effect of enterprise research and development (R&D) investment and government support from the perspective of internal and external linkage of enterprises. In addition, this paper also analyzes the compound effect and time effect of environmental regulation. The research conclusions are as follows: (1) From the perspective of policy types, both ER 1 and ER 2 could stimulate enterprises to carry out GTI, and the promotion effect of green utility model patents is slightly higher than that of green invention patents. ER 3 inhibits enterprise GTI. In addition, this paper finds that the effect of three environmental regulations acting at the same time is greater than that of one of them. (2) The mechanism analysis shows that the R&D investment of enterprise positively could moderate the relationship between ER 2 and green invention at the significance level of 5%, positively moderate the relationship between ER 2 and green utility model patent at the significance level of 1%, and negatively moderate the relationship between ER 3 and green utility model patent at the significance level of 5%. The government support could moderate the relationship between environmental regulation and green utility model patents at the significance level of 5% and 10%. (3) The effect analysis shows that the transformation rate of GTI in China needs to be improved. The three environmental regulations could have an effect on enterprise GTI in a short period, and ER 1 has the fastest effect. (4) Considering the differences in the level of economic development and resource endowments in various regions of China, this paper classifies the sample enterprises and finds that the impact of environmental regulation on enterprise GTI is heterogeneous in terms of location, ownership nature, factor density and industry type. Cross-border illegal water pollution discharge (CIPD) occurs much frequently due to weak environmental supervision and unclear environmental rights. This paper attempts to explore the impact of cross-border ecological compensation policy (CBEC) on CIPD. By using day-night difference of pollution data at administrative boundary monitoring station, illegal water pollution discharge is calculated. Difference-in-differences-in-differences (DDD) model is used to estimate the impact of CBEC on CIPD. First, DDD results show that CBEC can effectively curb CIPD. Second, environmental regulatory effect, environmental governance effect and environmental awareness effect produced by CBEC are tested. CBEC inhibits CIPD by strengthening media supervision and public pollution reporting in environmental regulatory effect, and reduces CIPD by increasing environmental protection investment and environmental law enforcement efficiency in environmental governance effect, and curbs CIPD by promoting environmental information disclosure and reducing environmental corruption in environmental awareness effect. Third, by further analyzing different stages of CBEC, CIPD generated by environmental action coordination and environmental governance mechanism coordination is highly inhibited. Fourth, CBEC has a stronger inhibition effect on CIPD as upstream region is economically underdeveloped and downstream is economically developed. The development of expressway construction projects (ECPs) poses overwhelming challenges to the physical environment around the world. The challenges are supposed to be addressed with the enforcement of environmental policies (EPs). In this regard, developed countries have gained rich experience in EP formulation while developing countries are making efforts to improve policy decision-making on environmental sustainability. This study compares ECP-related EPs (EREPs) between China and the US by conducting a historical analysis with materials from 1960 to 2018 and text mining-based evaluation with materials from 2009 to 2019. The comparison results indicate that (1) an EREP framework is composed of two systems, namely outer factors and inner EPs; (2) the upper-level EPs exhibit a periodic and plan-dominating trend in China and an explanatory tendency in the US; (3) Chinese EPs are focused on pollution mitigation, whereas US EPs highlight the impacts on human health; (4) Both attach less importance to environmental protection measures at the project-level EPs. This paper provides a longitudinal comparison and analysis of EREPs in two huge countries, implying that EREPs are a snapshot of national rules and backgrounds. There is significant interest among policymakers and academics about whether or not green credit, which is a market-oriented environmental policy tool, has achieved its intended effect in improving the environment in China. This paper addresses this question from both theoretical and empirical perspectives. Using panel data from 30 provincial administrative regions of China from 2007 to 2016, we apply the fixed effect model and the gray correlation analysis method to examine the influence and its mechanism of green credit on China's environmental quality. The results show that green credit does improve China's environmental quality overall. Green credit can reduce environmental pollution through three mechanisms: improving enterprise performance, motivating enterprise innovation, and upgrading industrial structure. However, there are regional differences in the emission-reduction effect of green credit. Green credit improves the environmental quality in resource-based regions more than non-resource-based regions; the emission-reduction effect is significant in regions with developed financial markets, but not significant elsewhere. Multiple centers of authority in hybrid forms create conditions of radical openness where questions of value and fitness are in flux. Environmental accounting is suggested as a condition for steadying hybrid forms and opening up possibilities for institutional innovations. This paper advances a critical social science analysis of environmental accounting to help specify how, when, and in what ways strengthening accounting capacity advances hybrid governance. Social studies of accounting argue that accounting systems are contingent on institutions: rules and social conventions, not only data or science. Our practice-centered analysis of two cases of building environmental accounting tools to advance high profile institutional innovations in US agri-environmental governance finds that the systems of rules that structure and legitimize accounting protocols are not pre-given. The same radical openness that presents opportunities for hybridity also reinforces uncertainties in building accounting standards. We identify two major frictions: a) Conventions for determining technical consensus and b) Rules for determining levels of transaction costs. We conclude by identifying a need to think about hybrid forms critically. Although hybrid forms are an expression of creativity and collaboration, they are also performances of a certain contemporary political covenant that delegitimizes state-centered governance. The challenge ahead is to understand when and where hybrid arrangements add to socio-ecological regulation and where they undermine the possibility of more functional approaches through a performance of seriousness., (Copyright © 2021 Elsevier Ltd. In this paper, we ask how the written composition of public policies structure an environmental governance system. We answer this question using semi-automated text analyses of 22 state-level policies governing oil and gas development in California between 2007 and 2017. The findings portray an environmental governance system that is both partitioned and connected into different focal areas (called "targeted action situations") through certain actors, issues, and rules. We conclude with substantive insights about California's oil and gas governance system, as well as theoretical and methodological contributions for analyzing the composition of public policy to advance knowledge about hybrid governance., (Copyright © 2021 Elsevier Ltd. Chinese government adopted a new environmental program during "Eleventh Five-Year Plan" period. Whether this program can achieve its goal of pollution reduction and quality improvement for exports is of vital importance for China's sustainable development. This paper constructs a quasi-difference-in-difference (DID) framework to identify the effects of the new environmental policy on export product quality by using highly disaggregated trade transaction data at the product level. Empirical results show that the implementation of pollution reduction targets is negatively correlated with export product quality. This negative impact is more profound in western regions, capital-intensive industries, privately owned firms and firms exporting to countries which are not members of Organization for Economic Co-operation and Development group. In addition, our extended analysis shows that the negative effects can be mitigated through product switching within the firms. The major policy implication is that local governments should take proper measures to strengthen the effects of innovation offsets caused by environmental regulation and effectively utilize the induced effects of environmental regulation on product switching. This paper explores the differences between public perceptions and existing monitoring indicators in environmental quality in Beijing. The results reveal, existing indicators do not accurately reflect public perceptions of the environment. Some environmental problems, such as fluffy catkins, are not reflected in the existing indicators, yet have a relatively large influence on public perception. The policymakers and public's variegated understanding of the environment, the lag period of public perceptions of environmental quality change, and lack of standards and monitoring for emerging problems are the three main reasons that resulted in a deviation of monitoring indicators from the public perceptions. Resultantly, to improve the level of environmental governance, it is necessary to take relevant measures that reduce the difference between public perceptions and monitoring indicators. Residents should be surveyed regularly to obtain their public perceptions, and the selection of indicators should not be limited to environmental pollution. In particular, some indicators based on public perception should be developed to complement the existing environmental monitoring protocol. Many studies demonstrate that the booming number of environmental non-governmental organizations (ENGOs) in China have substantially affected on the environmental issues. However, little research has paid attention to discern the different types of ENGOs' activities. Thus, this study aims to provide the first set of quantitative data analysis to demonstrate the effects of different types of ENGOs' effects on the governance from two major perspectives, namely, top-down and grassroots. Both perspectives offer different assumptions of whether the effects of key ENGOs on promoting urban environmental governance are national or local. This paper collects unique data from the websites of several NGO list-collecting organizations, the urban statistical yearbooks published by the Chinese government, and the pollution information transparency index released by ENGOs annually, to accurately identify the characteristics and activities of ENGOs. By using the Ordinary Least Squares regression model in which the city fixed effects are included, this study analyzes the influences of ENGOs on the levels of environmental information disclosure among over 100 prefecture-level cities from 2008 to 2015. The results primarily support the grassroots perspective. Cities with more local ENGOs have better performance in terms of environmental information disclosure. In addition, although local ENGOs allying with national NGOs have certain influences in 2014-2015, they downgrade the effects of other local ENGOs. Taken together, the findings illustrate that, while national ENGOs have received great deal of attention, possessed more resources to align local ENGOs, and had extensive opportunities to connect with international ENGOs, local ENGOs within local contexts and activities play crucial roles in the local environmental governance. Environmental regulation (ER) is regarded as an important driver of environmental improvement. Taking China's non-ferrous metals industry (NFMI) as a sample, this paper discusses the relationship between ER and energy environmental performance (EEPI) in two stages, and tests the effectiveness of the "strong" Porter hypothesis. In the first stage, this paper uses the global environment DEA to construct the competitiveness index, EEPI, which represents "green" development. In the second stage, we explore the relationship between two types of ER and EEPI by using the panel Tobit model and considers the non-linear characteristics of ER and regional heterogeneity. Moreover, a mechanism analysis is conducted. The results show that: (1) at a reasonable regulatory level, this study supports the "strong" Porter hypothesis in China's NFMI. (2) Technological innovation plays a mediating effect between environmental regulation and EEPI. (3) From a national perspective, there is a significant inverted U-shaped non-linear relationship between environmental expenditure and EEPI, and a significant U-shaped non-linear relationship between environmental investment and EEPI. (4) Regional samples present heterogeneous results between ER and EEPI. China has witnessed a drop in the speed of its economic development from 14% to 6% since 2007. The literature has attributed "the miracle of China's economic growth" over the past four decades to the compatibility of political incentives and fiscal incentives. However, as the central government shifts its priorities from "development is the last word" to "lucid waters and lush mountains are invaluable assets", can local officials' political and financial incentives still achieve incentive compatibility? Theoretically and empirically, this paper examines the impact of the compatibility of political and financial incentives on local governments' environmental governance in different stages. We find that environmental performance has consistently been an important political promotion incentive for officials, especially after 2007. We also find that officials in cities with incentive compatibility have no promotion advantages over their opponents because incentive compatibility restrained the development of the manufacturing industry, leading to a suppression of the economic growth rate. Local governments sacrifice a certain economic growth rate - in other words, local fiscal revenue - in exchange for environmental quality improvements and adopt strategic actions to cater to the central government's new performance evaluation system, which focuses mainly on environmental protection assessment through strategic behavior., (Copyright © 2020 The Author(s). Rapid and large-scale industrial growth has imposed tremendous challenges to the sustainable development of cities in China. The evaluation of the environmental sustainability of industrial planning has become a top priority for improving urban sustainability. In this regard, a goal-oriented framework, called three-line environmental governance, was proposed in the latest Chinese environmental management policy. Three lines, consisting of an ecological conservation red line, an environmental quality bottom line and a resource utilization upper limit line are to be taken into account when evaluating the potential effects of an urban industrial development plan. In this paper, the fuzzy axiomatic design system was applied in the development of an evaluation process and an indicator system that can be used to evaluate industrial alternatives that are established based on the three lines requirement. In an application of this methodology, the Industrial Green Development Plan of the city of Ordos was taken as a case study to recommend an optimal alternative. The target accessibilities of five alternatives were evaluated by conducting a comprehensive comparison among the alternatives meeting the environmental sustainability objectives of all of the indicators. This research shows that the evaluation of environmental sustainability on the basis of the three-line environmental governance policy is an effective way of promoting industrial green development and integrating environmental management requirements into urban industrial planning. In order to promote regional synergistic governance of haze pollution, this paper constructs a three-side evolutionary game model which includes a superior government and two local governments. Meanwhile, the evolutionary routines as well as stability strategy states of the game system are analyzed. As an embodiment of the innovation and originality of this paper, the heterogeneity of the game subjects and their influences on the game system are fully studied. The results show that the supervision and punishment of the superior government are necessary measures to form a stable synergistic governance model between heterogeneous local governments. In addition, it is an important guarantee for the effective implementation supervision to increase the reputation loss of the superior government's inaction. This paper addresses the claim that environmental policies stimulate domestic economies. The claim is parsed into two sequential parts: the effect of policies on innovation and the effect of that innovation on resulting manufacturing production. Each of these activities -- innovation and manufacturing -- can either take place at home or abroad, and where they take place determines the consequences for the domestic economy. The empirical evidence is based on measures of policy, patent activity, and trade in the renewable energy sector of 31 OECD countries between 1988 and 2003. The results from regression analysis suggest that renewable energy policies have had some success in stimulating domestic economies. While renewable energy policies are associated with little domestic innovation outside of Germany, Japan, and the United States, they do boost the adoption of foreign technologies overall. In turn, when patenting occurs the results detect an increase in manufacturing production of renewable energy technologies as well as a rise of the country's international competitiveness through exports., (Copyright © 2019 Elsevier Ltd. The Chinese government has attached great importance to pollution emission reduction. Since public environmental preference plays an important role in curbing polluting emissions by companies, this paper aims to explore the impact of public environmental preference and government environmental regulation on corporate pollution emissions. The coordinating role of environmental preference in the implementation of environmental regulatory policies is analyzed using pollution emission data of Chinese enterprises. The results show that both environmental preference and environmental regulation have significant inhibitory effects on corporate pollution emissions. The inhibitory effects are achieved by promoting the green technology progress. With high environmental preference, environmental regulation can effectively curb corporate emissions. Environmental licensing is a command-and-control (C&C) instrument used at the state level in Brazil to enforce compliance with legal requirements and environmental standards; however, it does not encourage continuous improvement. The objective of this paper is to propose a methodology that can be used as a licensing and monitoring policy for industrial activities, based on both command and control and economic instruments. Therefore, the development of a matrix to measure the environmental performance of companies is proposed so as to include mandatory compliance requirements, environmental management requirements and continuous improvement indicators. Performance assessment could be used by the environmental agency as a tool to support environmental management policy change by working with environmental incentives for better-performing companies. The results obtained with the matrix will demonstrate exactly what the theory describes: in an environment where the control imposed to the entrepreneur is by the attendance of a legislative standard and not the demonstration of continuous improvement, there is no evolution of the environmental performance over the 3-year period of the companies.
