Volatile organic compounds (VOC) contributing to smog formation, have been an important indicator of atmospheric governance during China's "14th Five-Year Plan". VOC would be possibly incorporated into the scope of environmental protection tax, but previous studies have seldom explored impacts of VOC control policies at national and regional levels. Here, we design a national uniform VOC control policy, as well as two regionally differentiated policies based on regional disparities in PM 2.5 concentrations and energy intensity by using a cross-scale dynamic computable general equilibrium (CGE) model. Our analysis is to assess the impacts of these policies on VOC, CO 2 , sulfur dioxide (SO 2), nitrogen oxides (NO X), and PM 2.5 emissions, air quality and environmental equity, and to estimate health benefits, policy costs and net benefits. We find that national and regionally differentiated VOC control policies generally lead to VOC emission reductions and generate co-benefits on emission reductions in CO 2 , SO 2 , NO X and PM 2.5 at national and provincial levels. However, regional emission leakage exists due to differences in the provincial costs of VOC mitigation. The regionally differentiated VOC pricing policies are found to be more effective to enhance environmental equity than the uniform policy. In particular, the regionally differentiated VOC control policy based on provincial energy efficiency is found to be superior to other policies in terms of improve air quality. Furthermore, the human health benefits associated with VOC pricing policies would partially offset policy costs at both the national and regional levels. Our results suggest that policymakers would pay attention to developing regions with low energy efficiency which have the great emission reduction potential. Advanced producing technology and further end-of-pipe control measures to reduce non-combustion PM 2.5 emissions are needed. In this literature review based paper we explored the concept of exclusion of local communities from accessing resources in forest protected areas (FPAs) in Zimbabwe. We discussed the colonial and post-colonial forms, causes and mechanisms of exclusion and their social, economic and ecological outcomes. We examined the range of powers embodied in and exercised through various mechanisms, processes and social relations and their impact on local communities' access to FPA resources and associated benefits along the historical trajectory of forest governance in Zimbabwe. Results showed that the forms and extent of exclusion changed over time in tandem with the shifting political and economic landscape. During the colonial period, it was total exclusion whereby people were evicted from forest land as well as being denied access to basic resources for their livelihoods. Local communities' access to low value FPA resources improved during the post-colonial period but access to high value resources like commercial timber as well as sharing income benefits derived from FPA commercial activities remained a pipe dream. Regulation, legitimation, force and markets constituted the mixture of the power elements that FPA governing authorities used to exclude local communities. These powers remained intact despite attempts at collaborative governance in the 1990s. However, from the year 2000, local communities expressed their dissatisfaction with the centralised exclusionary governance system by invading the FPAs rendering them ungovernable. The Tinbergen Rule has been used to criticise multi-target policy instruments for being inefficient. The aim of this paper is to clarify the role of multi-target policy instruments using the case of agri-environmental policy. Employing an analytical linear optimisation model, this paper demonstrates that there is no general contradiction between multi-target policy instruments and the Tinbergen Rule, if multi-target policy instruments are embedded in a policy-mix with a sufficient number of targeted instruments. We show that the relation between cost-effectiveness of the instruments, related to all policy targets, is the key determinant for an economically sound choice of policy instruments. If economies of scope with respect to achieving policy targets are realised, a higher cost-effectiveness of multi-target policy instruments can be achieved. Using the example of organic farming support policy, we discuss several reasons why economies of scope could be realised by multi-target agri-environmental policy instruments. [ABSTRACT FROM AUTHOR]

Abstract: Regardless of its intent and purposes, the first decade of the Local Air Quality Management (LAQM) framework had little or no effect in reducing traffic-related air pollution in the UK. Apart from the impact of increased traffic volumes, the major factor attributed to this failure is that of policy disconnect between the process of diagnosing air pollution and its management, thereby limiting the capability of local authorities to control traffic-related sources of air pollution. Integrating air quality management into the Local Transport Plan (LTP) process therefore presents opportunities for enabling political will, funding and joined-up policy approach to reduce this limitation. However, despite the increased access to resources for air quality measures within the LTP process, there are local institutional, political and funding constraints which reduce the impact of these policy interventions on air quality management. This paper illustrate the policy implementation gaps between central government policy intentions and the local government process by providing evidence of the deprioritisation of air quality management compared to the other shared priorities in the LTP process. We draw conclusions on the policy and practice of integrating air quality management into transport planning. The evidence thereby indicate the need for a policy shift from a solely localised hotspot management approach, in which the LAQM framework operates, to a more holistic management of vehicular emissions within wider spatial administrative areas. The Environmental Liability Directive (ELD) establishes a framework of liability based on the ‘polluter-pays’ principle to prevent and remedy environmental damage. The ELD requires the testing of appropriate equivalency methods to assess the scale of compensatory measures needed to offset damage. The aim of this paper is to contribute to fill the existing knowledge gap on the application of the value equivalency approach for damage compensation in this context. We analyze the toxic spill damaging the Doñana National Park (Spain) in 1998. The welfare losses associated with the resource damage are estimated using non-market valuation and compared to the value of the compensatory measures taken after the accident. Our results show that the in-kind compensation may have been insufficient to offset the welfare losses. We conclude that a more comprehensive knowledge of the human welfare effects caused by environmental damage is of substantial importance to determine compensatory remediation, as insufficient information in this respect can lead to erroneous decisions causing loss to society. This paper briefly outlines the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS) and what is meant by GHS implementation in terms of policy-related information for decision-makers plus a framework of actions to enable such policies to be effectively undertaken. The paper discusses the need for simple indicators to measure progress with GHS implementation. Two groups of indicators have been described that comprehensively reflect basic components of GHS implementation. The first group was presented as aggregated indicators or indices, for national capability evaluation. Indicators to evaluate management performance linked to stated objectives were presented as the second group. Information from an Organisation for Economic Co-operation and Development (OECD) published questionnaire on GHS implementation and a questionnaire by the Intergovernmental Forum on Chemical Safety (IFCS) on chemical safety that included GHS have provided the basic information for applying the management capability indicators approach. Through the use of information in these two questionnaires, country-relevant and regional progress with GHS implementation was illustrated. Despite the GHS implementation target of 2008 set by the Johannesburg Plan of Implementation, very few countries have reported they have achieved this target. The simple management indicators proposed in this paper are based on adoption of a questionnaire and a numerical scoring system that could be used to chart progress towards GHS implementation. It was concluded, therefore, that the use of indicators as described in this paper does provide a quick survey of the overall situation in a country and facilitates comparison between countries across regions in terms of GHS implementation. Furthermore such results may indicate which countries require additional assistance with GHS implementation thus strengthening policies and actions across all sectors and involving governments, business, trade, and civil society. Governing norms by which to steer traditional government functions are well established and understood; however, this is not the case for the new multi-level and collaborative approaches that characterize protected area governance. This is largely new territory that makes novel demands on governance institutions and policy. In this context, establishing and maintaining good governance across the diversity of ownership and responsibility arrangements is critical for the future effectiveness and acceptability of protected areas. Fulfilling the promise and avoiding the pitfalls inherent in contemporary protected area governance will require an understanding of what is meant by ’good governance’ and development of associated mechanisms to assess performance and provide a basis for improvement. This paper’s contribution lies in the guidance it provides for the hitherto under-developed area of governance quality assessment. I first present a framework that positions governance quality in relation to governance and management effectiveness. I then characterize good protected area governance according to a set of seven principles – legitimacy, transparency, accountability, inclusiveness, fairness, connectivity and resilience. Together, the framework, governance principles and related performance outcomes provide a platform for assessment of governance quality for an individual terrestrial protected area, a network of several protected areas, or a national protected area system. Most developing countries, particularly Indonesia, will be facing problems of sludge pressure in the next decades due to the increase in practices of legal and illegal logging as well as land and water demands. Consequently, they will also be facing the challenges of soil erosion and sludge management due to increased quantities of sludge coming from several potential sources, such as activated sludge, chemical sludge, fecal sludge and solid wastes as well as erosion and sedimentation. Although the government of Indonesia has enacted laws and policies to speed up the implementation of the programs and activities related to sludge management, the detailed practice concepts in implementing the programs need to be identified. Discussion of role-sharing amongst the related government agencies, private institutions and other stakeholders is urgent for clarifying the participation of each party in the next years to come. This paper proposes a management approach and level of responsibilities in sludge management. Implementation of zero ¿Q, zero ¿S and zero ¿P policies needs to be adopted by local and central governments. Recent investigations have indicated that environmental and conservation policies frequently fail to reach anticipated aims, which raises concern over the cost-effectiveness of governmental policy-related expenditure. The limited effectiveness of policies is often attributed to methodological aspects of policy implementation. However, an alternative reason can be the limited internalization of policies, so that these are only implemented to a minimum level to attain benefits or avoid penalties. It is postulated that increased internalization of policies can considerably improve their effectiveness and that suitable institutional arrangements exist to support such increases in internalization. In this paper, we review the available literature on internalization and its institutional aspects, and propose a framework, based on self-determination theory, for evaluation of potential internalization by farm managers that are expected to implement policies. This method was applied to a small case study for dairy farmers in the nationally important landscape of the Northern Friesian Woodlands, The Netherlands. The results showed that organic farmers were internally motivated for nature conservation and had strong institutional links. They were more likely to internalize the goals of environmental policy schemes than conventional farmers who focused predominantly on financial rewards. We suggest that policy developers promote internalization of policies by tuning policy instruments to the specificities of farmers'' motivations to preserve farmers'' nature and to focus on institutional support to help internalization. Intractable industrial legacies present new challenges to governance. Amongst the persistent organic pollutants, now managed internationally under the Stockholm Convention, hexachlorobenzene (HCB) stands out in all three classes of chemicals (pesticides, industrial chemicals and unintended by-products). This paper introduces twelve interdisciplinary papers contributing to our understanding of decision-making processes using a case study of HCB and industry–community relations in Sydney's industrial heartland. In this collection, authors align new political theory and emerging management theory, and they analyse the case study from several disciplines. Disputes such as that over HCB destablilise the political/administrative/technoscientific regime that is the modern state. Citizens engage in ‘sub-political’ processes which require recognition of what Ulrich Beck and others have termed ‘individualisation’. This sees decision-forming and decision-making functions push outwards into community-driven structures. There we find new styles of public participation, resolution of asymmetries between knowledge and expertise, and new corporate behaviour. [Copyright &y& Elsevier]

Abstract: The conservation of biodiversity is an important issue world wide and in Australia the maintenance of native biodiversity on farms makes an important contribution to overall conservation objectives. This paper seeks to explain Australian farmers'' rationale for maintaining biodiversity on their farms for personal as opposed to business reasons by developing a decision-systems theory from in-depth interviews. This difference has implications for policy development. The decision-systems theory is divided into two main sections. The first section contains five parts. (1) A hierarchy of motivation stories, (2) the concept of suitability and availability of opportunities, (3) a hierarchy of three decision-systems, (4) the concept of personal career paths, (5) the concept of Lenses. The second section contains one part, a policy classification system called ‘boxes of influence’ that suggests how policy developers can use the information in the first section to develop new biodiversity conservation policy. The paper suggests that decision-systems theory could be used to shed new light on current trends in agriculture and become an important investigative tool for policy development concerning the conservation of biodiversity on farms. Abstract: The management of contaminated land is now assuming greater attention in Chinese debates on environmental governance. However, the existing management system appears ineffective as it lacks a clear policy framework and technical basis. In the United Kingdom (UK), contaminated land issues are dealt with through a risk-based approach. This approach emphasizes the application of risk approaches in both technical and integrated management systems. Conceptually, this paper outlines generic issues related to transferring programmes from one place to another. We argue that too much emphasis has been placed on the barriers to effective transfer, rather than focusing on methods of abstracting lessons for application in foreign settings. We then examine the Chinese system and its problems in managing contaminated land before turning to the UK risk-based approach to see what lessons can be learned from it. Four aspects are analyzed and compared: legislative and policy framework; administrative structure and capacity; technical approaches; and incentive strategy. Based on the experience of the UK in practice, some suggestions are then proposed for China in order to improve its management of contaminated land. We suggest that this should include: a focus on the problem sites; development of a risk-based technical approach and integrated management system; the introduction of financial incentives; and the use of planning control as a management strategy. It is believed that a risk-based integrated management approach may be helpful for China to achieve sustainable solutions for contaminated land. [Copyright &y& Elsevier]

The causes for the failure in enforcement of environmental regulations at the Giap Lai pyrite mine in northern Vietnam are considered and the environmental impacts that are associated with this mine are evaluated. It is shown that sulphide-rich tailings and waste rock in the mining area represent significant sources of acid rock drainage (ARD). The ARD is causing elevated metal levels in downstream water bodies, which in turn, represent a threat to both human health and to aquatic ecosystems. Metal concentrations in impacted surface waters have increased after mine closure, suggesting that impacts are becoming progressively more serious. No post-closure, remediation measures have been applied at the mine, in spite of the existence of environmental legislation and both central and regional institutions charged with environmental supervision and control. The research presented here provides further emphasis for the recommendation that, while government institutions may need to be strengthened, and environmental regulations need to be in place, true on the ground improvement in environmental quality in Vietnam and in many other developing countries require an increased focus on promoting public awareness of industrial environmental issues. Abstract: In New Zealand environmental management is essentially the responsibility of land managers. Management decisions affect both production/productivity and the environment. However, responsibility for ensuring positive environmental outcomes falls on both local (Regional) and Central Government, and both they and international agencies such as the OECD would wish to monitor and report on changes. In terms of policy, strong links have been established via Central and Regional Government to land managers. Consumers in the market place are also, increasingly, requiring responsibility for positive environmental outcomes of those who purchase and process primary products. Strong links for responsibility have been established between our international markets and processing businesses and there is a noticeable strengthening of the links from the processors to the land manager/producer. In New Zealand a range of initiatives has been developed and implemented over recent times, whereby land managers are taking increasing responsibility for accounting for the environmental outcomes of their production activities. The range covers the spectrum from voluntary to compulsory (e.g., in order to meet market requirements) and from those initiated by customers to processor and/or producer initiatives. This paper follows the evolution of the principles that drove the predominant activities of the period and the processes that initiated the changes in environmental management. As the focus of agriculturalists changed from pioneering in a new world, to establishing a production base, to economic reality, and finally to environmental responsibility, the processes of extension adapted to meet the new challenge. Abstract: Climate change is one of the major worldwide environmental concerns. It is especially the case in many developed countries, where the greenhouse gas emissions responsible for this change are mainly concentrated. For the first time, the Kyoto Protocol includes an international agreement for the reduction of the net emissions of these gases. To fulfil this agreement measures designed to reduce or limit current emissions have to be brought into force. Consequently, fears have arisen about possible consequences on competitiveness and future development of manufacturing activities and the need for support mechanisms for the affected sectors is obvious. In this paper, we carry out a study of the emissions of gases responsible for climate change in Asturias (Spain), a region with an important economic presence of sectors with intensive emissions of CO2, the chief greenhouse gas. To be precise, in the first place, the volumes of direct emissions of the said gases in 1995 were calculated, showing that the sectors most affected by the Kyoto Protocol in Asturias are iron and steel and electricity production. Secondly, input–output analysis was applied to determine the direct and indirect emissions and the direct, indirect and induced emissions of the different production sectors, respectively. The results derived from the direct and indirect emissions analysis and their comparison with the results of the former allow us to reach some conclusions and environmental policy implications. In this paper, we ask how the written composition of public policies structure an environmental governance system. We answer this question using semi-automated text analyses of 22 state-level policies governing oil and gas development in California between 2007 and 2017. The findings portray an environmental governance system that is both partitioned and connected into different focal areas (called "targeted action situations") through certain actors, issues, and rules. We conclude with substantive insights about California's oil and gas governance system, as well as theoretical and methodological contributions for analyzing the composition of public policy to advance knowledge about hybrid governance. • A coercive or regulatory form of governing system can appear responsive to signals in its environment. • Policy-making venues produce policies that connect actors in the broader governance system via targeted action situations. • Interdependent action situations are connected in multiple ways. • The actors, issues, and rules in a governance system tend to partition or connect the system. • The institutional grammar can be adapted to study public policies. Water scarcity is a global issue that is threatening social and economic development. One approach to alleviating scarcity is the incorporation of new water sources into supply systems, including desalinated seawater for industrial and municipal use. In Chile, large volumes of water are used in water-scarce regions where mining takes place, alongside agriculture and small communities. This situation has driven a debate around policies to increase the use of seawater to satisfy the water demand of the mining industry. The economic, social and environmental implications of such a policy, however, are poorly understood and the current regulatory framework to address concerns and uncertainties is inadequate. This paper presents a technical, legal, economic and environmental appraisal of such a policy and considers options to improve outcomes. The appraisal suggests that clear regulations derived from economic, social and environmental analysis must be generated to provide legal certainty and reduce risks. Alternative or complementary water supply options should be allowed where mining operations can demonstrate negligible hydrological and social impacts or use innovative solutions such as stakeholder water rights swaps and water efficiency technologies. We provide insight that will help to drive a better policymaking process aimed at tackling water scarcity in Chile and in similar areas of the world. • In Chile there is a drive to mandate seawater use in mining. • The implications of such a policy are poorly understood. • There are regulatory gaps that are causing widespread uncertainty. • The economic, environmental and social trade-offs could be damaging. • Further analysis and a more pragmatic approach is required that accounts for context.
