The joint participation of multiple subjects is crucial for environmental governance. Using panel data for 273 Chinese cities during 2013–2019, this study investigates the impact and mechanism of public demands on environmental pollution. The results demonstrate that public demands measured by the number of environmental complaints placed on government leaders significantly reduce environmental pollution. Furthermore, increases in the rate and speed of government responses improve the effect of public demands on environmental governance. Public demands placed on provincial leaders reduce local environmental pollution to a greater extent than public demands placed on prefectural and county leaders. Province-level governments are more willing to consider public opinions and attach more importance to environmental governance; Prefecture-level governments prioritize province-level governments' attention to the environment when implementing environmental governance. Moreover, strong political ties between provincial and prefectural leaders and long tenures among prefectural leaders strengthen the pollution reduction effect of public demands placed on provincial leaders. The reduction effect of environmental complaints on pollution emission is more significant in cities with high level of Internet construction and environmental disclosure. ESG investment and financing is a response to global warming and toxic carbon emissions. This is because market and financial development is expected to contribute to de-carbonisation in relevant firms. However, the opposite might occur with carbon-intensive industries. An option is to introduce a carbon tax or an emissions cap but this varies across countries. The impact of environmental policies and the development of financial markets are thus relevant factors to analyse in the debate regarding the best pathways to reduce pollution. This impact is not conclusive in extant studies. In order to meet this gap and to devise effective solutions to this problem, the mechanisms behind them need to be empirically clarified. To achieve this research objective, this study analyses the impact of these factors on welfare through pollution and growth. It examines the respective regulatory regimes of environmental taxes and emission quotas, using an R&D-based growth model with a monetary component. This is to identify the relationship between pollution emissions and financial markets. Results reveal that increasing environmental taxes and reducing nominal interest rates does in fact lead to pollution reduction and economic growth, as well as an increase in the quantity of money and credit through deflation. Reducing emission allowances has a similar effect. However, under emission quotas, it is found that a reduction in the nominal interest rate affects neither pollution emissions nor economic growth, although it does affect the quantity of money and credit. This is because the Fisher effect disappears when the emission quota caps output. A U-shaped relationship between emission allowances and the amount of credit then arises. Under an emissions trading system, the relationship between pollution emissions and financial development can be a win-win relationship or a trade-off relationship. This depends on the emission quota and nominal interest rate. These results suggest that, in addition to environmental policy instruments, financial market development can contribute to decarbonisation if there is the right environmental financial policy. Although our knowledge of national carbon emission trading system and green certificate trading system are powerful incentive instruments that can deliver on increasingly ambitious climate targets in China, there remains an uncertainty of systems' structural reforms. This study builds on and extends a well-established dynamic computable general equilibrium (CGE) model to incorporate carbon trading system and green certificate trading system into the modeling framework, simulating a diverse of system development pathways further allows an exploration of the many possible policy effect. Then, using total factor productivity as a comprehensive indicator to asses policy effectiveness, the evolutionary trend of comprehensive effects under different paths are separately evaluated to discover the reforms' optimal range. Our work offers main results: First, these instruments provide a price signal. The introduction of a carbon allowance auction drive up carbon prices, while the implementation of a green certificate punishment and the expansion of the trading scope promote an increase in green certificate prices. Second, all policy scenarios that help reduce carbon emission intensity and optimize the power supply structure. However, in achieving the net-zero goal, the green certificate policy incurs more economic costs than the carbon trading policy. Indeed, the combination of multiple policy tools alleviates the decline of social welfare levels. Third, synergism design among policy tools: the focus should be on carbon trading policy from 2021 to 2030, green certificate trading policy from 2030 to 2050, and strengthened policy from 2050 to 2060. Reform measures within policies may need to be introduced in a timely manner. This study offers specific insights and tailored policy proposals to support policymakers in balancing environmental goals with economic and social needs in light of the aforementioned findings. Pesticides are critical for protecting agricultural crops, but the off-site transport of these materials via spray drift and runoff poses risks to surface waters and aquatic life. California's Central Coast region is a major agricultural hub in the United States characterized by year-round production and intensive use of pesticides and other chemical inputs. As a result, the quality of many waterbodies in the region has been degraded. A recent regulatory program enacted by the Central Coast Regional Water Quality Control Board set new pesticide limits for waterways and imposed enhanced enforcement mechanisms to help ensure that water quality targets are met by specific dates. This regulatory program, however, does not mandate specific changes to pest management programs. In this study, we evaluate the economic, environmental, and pest management impacts of adopting two alternative pest management programs with reduced risks to surface water: 1) replacing currently used insecticide active ingredients (AIs) that pose the greatest risk to surface water with lower-risk alternatives and 2) converting conventional arthropod pest management programs to organic ones. We utilize pesticide use and toxicity data from California's Department of Pesticide Regulation to develop our baseline and two alternative scenarios. We focus on three crop groups (cole crops, lettuce and strawberry) due to their economic importance to the Central Coast and use of high-risk AIs. For Scenario 1, we estimate that implementing the alternative program in the years 2017–2019 would have reduced annual net returns on average by $90.26 – $190.54/ha, depending on the crop. Increased material costs accounted for the greatest share of this effect (71.9%–95.6%). In contrast, Scenario 2 would have reduced annual net returns on average by $5,628.12 – $18,708.28/ha during the study period, with yield loss accounting for the greatest share (92.8–97.9%). Both alternative programs would have reduced the associated toxic units by at least 98.1% compared to the baseline scenario. The trading of carbon emissions is a crucial regulatory method to address environmental pollution issues. This study takes China's carbon emission trading pilot policy established in 2013 as a quasi-natural experiment and uses the DID model to empirically test the urban panel data from 2006 to 2019. The results show that the carbon emission trading pilot policy can effectively reduce urban environmental pollution, and this effect is more noticeable in mid-western cities, northern cities, cities with fewer resources, and large-scale cities. In addition, to address the urban environmental pollution problem through this policy, the government is encouraged to raise its environmental protection awareness and put more effort into the innovation of technology. In general, this study uses carbon emission trading policies from China to confirm that market-based incentive environmental regulation tools can effectively reduce environmental pollution in urban areas. Climate change is a non-traditional security crisis affecting the global economy and diplomatic progress. In order to curtail carbon emissions and alleviate the perils of climate change at their roots, urban green innovation (UGI) has emerged as a pivotal technological solution. Using the expansion of the Yangtze River Delta urban agglomeration in China as a case study, this paper develops a quasi-experimental model to analyze the effects of regional integration policies on UGI. The main findings are: (1) Regional integration policies significantly enhance UGI and their impact is more pronounced with the expansion of urban agglomerations; (2) Regional integration policies contribute to the advancement of exploitative green innovation while tending to diminish exploratory green innovation; (3) The green innovation effects (GIEs) created by the expansion of regional integration policies are largely influenced by governmental mechanisms on environmental governance as well as residents' green preferences. The environmental pollution and social well-being issue caused by the huge energy consumption in cities reflect the urgency of improving urban energy performance from multiple dimensions of economy, environment, and well-being. As a result, various countries and cities have promulgated a series of policies. However, the complexity of the policies makes the categories and utilities need to be further clarified, and the diseconomy caused by the lag of policy effect evaluation makes the focus of policy implementation need to be clear in advance. Therefore, based on public choice theory, this research follows the idea of "prior analysis" and takes Chinese cities as the research object. Firstly, the collected energy performance improvement policies of Chinese cities were analyzed and classified by the content analysis method, and the main utilities of all policies and the specific utilities of each category were summarized. Based on the multiple dimensions of urban energy performance research (namely, economy, environment and well-being dimensions), this research summarized the policy utilities that help to improve the urban energy performance of each dimension, and also preset the policy utility values. Secondly, the effect prediction model for urban energy performance improvement policies in each dimension was constructed by Back-propagation (BP) neural network. Thirdly, the energy performance of Chinese cities in 2020 measured by Data Envelopment Analysis method was taken as the benchmark value, and the energy performance of Chinese cities in 2025 measured by the policy effect prediction model was taken as the comparison value. According to the results of performance improvement, the energy performance improvement policies of Chinese cities were selected respectively from the dimensions of economy, environment and well-being. This research shows that: the energy performance improvement policies of Chinese cities mainly include six categories, namely energy conservation and emission reduction policies, energy development policies, ecological environmental policies, fiscal and tax policies, industrial policies and economic and social policies. It is needed to focus on ecological environmental policies, fiscal and tax policies and industrial policies to improve urban energy performance from the economic dimension. For the environmental dimension, the key and priority policies are ecological environmental policies. Compared with the economic dimension, the focus of implementing policies adds economic and social policies in the well-being dimension. In the implementation of policies, the differences of energy performance among cities can be reduced through multi-feature analysis of cities or regions, appropriate adjustment of specific measures and targets, and improvement of digital information management of urban energy performance. Achieving the global decarbonization goal under global conflicts is becoming more uncertain. Within this context, this article seeks to examine the effects of global environmental management and efforts to achieve this goal. Specifically, it investigates the role of democracy, control of corruption, and civil society participation as mechanisms that moderate the impact of environmental policy and legislation, particularly clean energy policy and climate change legislation (laws and regulations), on carbon emissions in highly polluted countries. The empirical results show that (i) the effects of democracy-clean energy policies and climate change legislation are relatively small in reducing carbon emissions; (ii) the effect of controlling corruption-climate change regulations is strong in reducing emissions, meaning that governments with higher control of corruption are more effective at enacting and executing laws and regulations dealing with environmental challenges which help achieve desirable environmental outcomes; (iii) strong civil society participation helps the execution of clean energy policies and climate change legislation to curb emissions, and (iv) the robustness check also provides strong evidence that higher control of corruption can contribute to the effectiveness of these policies and legislation in reducing carbon emissions. The latest report on the state of nature in Europe (2013–2018) shows that biodiversity is declining at an alarming rate, with most protected species and habitats in poor condition. Despite an increasing volume of collected biodiversity information, urgent action is needed to integrate biodiversity data and knowledge to improve conservation efforts. We conducted a study in Catalonia (NE Spain), where we collected management measures implemented between 2013 and 2018, including allocation, budget, pressures aimed, and habitats/species potentially benefiting. We integrated information on pressures and habitats/species with the measures to identify non-spatial management gaps. Then, we integrated the spatially explicit information to determine the spatial management gap, identifying geographical areas where species/habitats are under pressure without registered measures. We demonstrated the importance of integrating existing information. Our findings revealed that resources were often not distributed adequately across species/habitats, with biases towards certain taxa being a common issue. The non-spatial management gap analysis identified taxonomic groups, especially plants and mollusks with the wider management gaps. We also identified threatened areas, especially in the northeast of the region with the larger spatial management gaps. These results could guide priority objectives to optimize conservation efforts. Integrating different information sources provided a broader view of the challenges that conservation science is facing nowadays. Our study offers a path toward bending the curve of biodiversity loss by providing an integrative framework that could optimize the use of the available information and help narrow the knowing-doing gap. In the context of the EU, this example demonstrates how information can be used to promote some environmental policy instruments, such as the Prioritized Action Frameworks (PAFs). Rapid developments in environmental infrastructure have contributed to significant improvements in green total factor productivity, but further investigation is required to provide a detailed assessment to understand the policy mechanisms involved. This paper analyzes environmental progress in China through MMQR, CCEMG, and AMG as empirical strategies for 30 provinces in China. Our empirical results reveal that energy optimization through renewable energy is the most effective channel to improve green total factor productivity, though it is not the only available option. Since environmental regulations, infrastructure development, and green technology innovation also directly impact energy efficiency, adopting these within policy channels will positively impact environmental sustainability. Our empirical approach helps suggest novel environmental policy suggestions. In particular, policymakers must introduce structural changes within energy developments to foster renewable energy. Furthermore, China must increase environmental spending to upgrade its energy infrastructure further and solve ecological issues. This paper investigates the non-monetary motivations of farmers' adoption of agri-environmental policies. Unlike the monetary (income) motivations, non-monetary drivers can not be directly observed but can be identified from observational data within appropriate quasi-experimental designs. A theoretical justification of farmers' choices is first formulated and a consequent natural experiment setting is derived. The latter admits heterogeneous, i.e. Individual, Treatment Effects (ITE) that, in turn, can be interpreted in terms of more targeted and tailored policy expenditure. A Causal Forest (CF) approach is adopted to estimate these ITEs for both the treated and not treated units. The approach is applied to two balanced panel samples of Italian Farm Accountancy Data Network (FADN) farms observed over the 2008–2018 period and concerns agri-environmental policies delivered through the Common Agricultural Policy (CAP). Green innovation (GI) is increasingly recognised as an effective strategy for tackling climate change, mitigating environmental issues, and promoting sustainable development. Using panel data of the Chinese listed firms from 2007 to 2019, this study adopts the difference-in-differences approach to assess the impact of the green finance policy (GFP) initiated by the Chinese government in 2012 on the green innovation performance of firms. The findings reveal that the GFP significantly boosts the green innovation performance of heavily polluting enterprises (HPEs). Notably, this effect is more pronounced in state-owned enterprises and firms with high dependence on external finance. Compared with penalty-based regulations, incentive-based and voluntary environmental regulations demonstrate more significant moderating effects on the relationship between the GFP and green innovation performance for HPEs. We also identify improved efficiency in the usage of green investments as a potential mechanism through which the GFP enhances the green innovation performance of HPEs. Further comparative analysis shows that green enterprises can achieve simultaneous improvement in both the quality and quantity of green innovation, whereas HPEs predominantly exhibit enhancements in innovation quantity. To maximise the GFP's positive effects, it is recommended to facilitate more targeted bank lending towards HPEs to support their structural transformation. Additionally, the coordinated deployment of diverse environmental policy instruments is advised to exploit their synergistic effects. • This paper confirms the positive relationship between Green Finance Policy (GFP) and the green innovation. • We develop a novel machine learning approach to enhance the accuracy of variable measurements. • Firms with different ownership structure and external finance reliance are impacted differently by the GFP. • Both incentive-based and voluntary environmental regulations have positive moderation effects. • GFP can improve the green innovation by enhancing the green investment efficiency. The ongoing invasion of Russia of Ukraine and energy crises have sparked concern about economic and geopolitical stability all over the world. In Europe, the war has destabilized and endangered the energy cooperation and transition between European countries within and outside of the EU. This emergency has shown once more the importance of energy resilience policies to offset the vulnerability of energy systems and energy insecurity at the national and regional levels. Consilience has been reached on the necessity of enhancing EU energy security as an adaptation strategy. This work contributes to the existing scholarship on renewable energy transition and citizens' perception, focusing on European Union member states. Key characteristics of the renewable energy transition in the EU prior to the energy crisis and the war in Ukraine are examined. To this end, we analyze selected economic, environmental, social, policy and political variables on energy sorting from the Eurobarometer studying European citizens' perceptions. The exercise makes use of spatially-clustered regression to explore spatial heterogeneity and to elicit determinant information on specific regional groups. We learn that southern Europeans attribute less importance to energy infrastructure to facilitate the renewable energy transition and repute the EU solidity not a requirement for energy security access. Conversely, northern European citizens tend not to associate the responsibility of the EU in guiding competitiveness and policy toward green energy sources transformation. Robustness tests confirm our hypothesis. Regardless of regional differences, the EU energy and ecological transition will thrive with industrial and political cohesion. The Chinese government has attached great importance to pollution emission reduction. Since public environmental preference plays an important role in curbing polluting emissions by companies, this paper aims to explore the impact of public environmental preference and government environmental regulation on corporate pollution emissions. The coordinating role of environmental preference in the implementation of environmental regulatory policies is analyzed using pollution emission data of Chinese enterprises. The results show that both environmental preference and environmental regulation have significant inhibitory effects on corporate pollution emissions. The inhibitory effects are achieved by promoting the green technology progress. With high environmental preference, environmental regulation can effectively curb corporate emissions. Citizen support is an important precursor to climate change mitigation polices. Public opinion can shape public policy and vice versa. This paper uses the 2010 International Social Survey Programme (ISSP) Environment Module to investigate cross-national differences in support for climate policy. We introduce size of government, measured by government revenues as a share of GDP, as a new country-level factor. Our sample includes 31,511 responses from 33 countries. We use multilevel models to estimate the relationship between country-level factors and environmental policy support, conditional on a series of individual factors. Increasing the size of government by one standard deviation reduces support for environmental policy by 0.13 points on a 5-point scale. For comparison, a one standard deviation increase in GDP per capita leads to a 0.24 increase in support and a one standard deviation increase in air pollution leads to a 0.13 point increase. The implication for environmental policy is that high tax countries have an aversion to price and tax increases aimed at protecting the environment. We conclude that use of taxes for environmental policy must include clear expectations for how revenues will be recycled or how other taxes will be lowered if they are to gain widespread support. • Size-of-government is proposed as a new country-level characteristic of environmental policy support. • Increasing government size reduces support for environmental policy. • GDP per capita and air pollution are positively associated with environmental policy support. • High tax countries have an aversion to environmental price and tax increases. Encouraging enterprises to engage in green innovation is a potent strategy for reducing carbon emissions from production. As one of the largest carbon emitters, China has launched a series of policies to achieve carbon peaking and neutrality collectively referred to as China's dual carbon policy. However, existing research on the impact of China's dual carbon policy on green innovation by heavy-polluting enterprises is insufficient. To fill this gap, this study constructed a theoretical model to draw hypotheses about the impact of the dual carbon policy on enterprises' green innovation and verified this impact using a difference-in-differences model to conduct a quasi-natural experiment based on data from 2010 to 2022 from Chinese A-share-listed enterprises. The results indicate that the dual carbon policy had a significantly positive influence on green innovation in heavy-polluting enterprises. Moreover, environmental tax mediated this effect, while enterprises' total costs and subsidies positively moderated it. Additionally, the impact exhibited variations based on several key factors, including green patent type, carbon emissions, enterprise ownership structure, and Environmental, Social, and Governance ratings. Since especially the 12th Five-Year Plan (2011–2015), China has made great efforts to reverse the increasing trend of NO x emissions through end-of-pipe measures. With the Ozone Monitoring Instrument (OMI) level 2 swath product of tropospheric NO 2, this study explores the temporal-spatial patterns of NO x concentrations over China's coal-fired power plants from 2005 to 2020 and investigates the evolution of its control strategy. The nationwide deployment of flue-gas denitration facilities was a critical measure to mitigate NO x emissions from coal-fired power plants, while this study externally assesses the implementation gap of their operation. Our results illustrate that, besides the impacts of economic cycles, China's control strategy experienced a dramatic transformation from an ad hoc campaign style for meeting short-term temporary targets to more sustainable, technology- and governance-centered institutional arrangements for ensuring long-term fundamental solutions. Floodplain buyouts are an increasingly common policy for mitigating flood risk. Recent research has explored the costs of buyouts and their impacts on municipal finance and tax base. However, little work has explored the effects of buyouts on surrounding residential land values, an aspect that could contribute to the extensive literature on the land value impacts of urban land uses, including open space and ecological restoration. This study evaluates the residential land value impacts of buyouts in Mecklenburg County, North Carolina (USA), an area with extensive, municipally- and federally-funded buyouts (n = 348). Using a quasi-experimental research design that matches treatment parcels (near buyouts) to control parcels to isolate the causal impacts of buyouts, we find that buyouts are responsible for weak increases (p<0.1) in the area-normalized sales values ($/ft2) of neighboring (within 0.15 km) single-family residential properties. We additionally find positive – but also weak – sales value relationships with (1) buyouts that have programmed post-buyout land uses, such as parks or other recreation areas (USD$25.46/ft2 [$274.05/m2] when 0.15–0.2 km from buyout; p<0.05), and (2) the average age of proximal buyouts ($0.34/ft2 [$3.66/m2] within 0.1–0.15 km; $0.30/ft2 [$3.23/m2] within 0.15–0.20 km; both p<0.01). Geopolitical risks and environmental policy have become increasingly important in the European Union (EU), which is committed to tackling climate change and protecting the environment. However, geopolitical risks can undermine its environmental policy objectives. Thus, the study evaluates the relationship between geopolitical risks and environmental policy in nineteen EU countries from 1994 to 2020 through panel bootstrap Granger causality. The results show that geopolitical risks significantly influence environmental policy in Denmark, Estonia, Finland, France, Germany, Luxembourg, and Romania. On the other hand, the findings reveal that environmental policy causes geopolitical risks only in Latvia, while there is no relationship in the remaining countries. Based on the unique perspective of local environmental regulations promulgated in Chinese prefecture-level cities from 2000 to 2018, this paper examines the impact of urban environmental legislation on green total factor energy efficiency (GTFEE). The results show that implementing environmental legislation significantly improves local GTFEE , with comprehensive protection regulations contributing to local energy efficiency improvements, while the impact of pollution prevention regulations is insignificant. This conclusion remains robust to multiple scenarios. Potential mechanisms through which environmental legislation can guide urban green transition include the industrial upgrading effect represented by "clean industry development" and "polluting industry exit", as well as the technical innovation effect achieved through "new technology generation" and "old technology upgrading". Furthermore, environmental legislation with a higher degree of regulatory effectiveness has a greater potential for energy saving. Environmental legislation has a more significant impact on improving GTFEE in cities in non-old industrial bases, with less frequent turnover of officials, and in central and western regions in China. Volatile organic compounds (VOC) contributing to smog formation, have been an important indicator of atmospheric governance during China's "14th Five-Year Plan". VOC would be possibly incorporated into the scope of environmental protection tax, but previous studies have seldom explored impacts of VOC control policies at national and regional levels. Here, we design a national uniform VOC control policy, as well as two regionally differentiated policies based on regional disparities in PM 2.5 concentrations and energy intensity by using a cross-scale dynamic computable general equilibrium (CGE) model. Our analysis is to assess the impacts of these policies on VOC, CO 2 , sulfur dioxide (SO 2), nitrogen oxides (NO X), and PM 2.5 emissions, air quality and environmental equity, and to estimate health benefits, policy costs and net benefits. We find that national and regionally differentiated VOC control policies generally lead to VOC emission reductions and generate co-benefits on emission reductions in CO 2 , SO 2 , NO X and PM 2.5 at national and provincial levels. However, regional emission leakage exists due to differences in the provincial costs of VOC mitigation. The regionally differentiated VOC pricing policies are found to be more effective to enhance environmental equity than the uniform policy. In particular, the regionally differentiated VOC control policy based on provincial energy efficiency is found to be superior to other policies in terms of improve air quality. Furthermore, the human health benefits associated with VOC pricing policies would partially offset policy costs at both the national and regional levels. Our results suggest that policymakers would pay attention to developing regions with low energy efficiency which have the great emission reduction potential. Advanced producing technology and further end-of-pipe control measures to reduce non-combustion PM 2.5 emissions are needed. This empirical study examines the impact of environmental regulations on carbon productivity under varying conditions using panel data from Chinese provinces from 2011 to 2019. Prior research has reported inconsistent results regarding the relationships between these variables. We developed a spatial Durbin model (SDM) and tested the non-linear effects of environmental regulation on carbon productivity from a spatial linkage perspective. The results demonstrate a U-shaped curve representing the local-neighborhood effect of environmental regulations on carbon productivity. This curve is further dissected into two components: the average direct effect (ADE) and the average indirect effect (AIE). Furthermore, the findings indicate that green technology progress and pollution transfer act as moderating factors in shaping the U-shaped curve. Green technological progress has steepened the U-shape curve, whereas pollution transfer has flattened it. New environmental policies and initiatives increasingly drive firms to develop sustainable technologies, yet it is unclear why firms often decide not to capture value from the technologies that they create. We argue that the under-implementation of environmental technologies can be explained by the concept of institutional decoupling, which suggests that organizations may engage in symbolic actions without necessarily taking the risk of implementing a new technology in a less established market when there is no decisive evidence of its commercial viability. Focusing on the Korean Green Certification Program, a government-initiated review system for environmental technologies, we find that the timing of certification is a key source of variation in the implementation of certified technologies. Our findings also show that the main effect is conditioned by performance feedback and niche density—the factors that shape a firm's risk perceptions. Environmental licensing is a command-and-control (C&C) instrument used at the state level in Brazil to enforce compliance with legal requirements and environmental standards; however, it does not encourage continuous improvement. The objective of this paper is to propose a methodology that can be used as a licensing and monitoring policy for industrial activities, based on both command and control and economic instruments. Therefore, the development of a matrix to measure the environmental performance of companies is proposed so as to include mandatory compliance requirements, environmental management requirements and continuous improvement indicators. Performance assessment could be used by the environmental agency as a tool to support environmental management policy change by working with environmental incentives for better-performing companies. The results obtained with the matrix will demonstrate exactly what the theory describes: in an environment where the control imposed to the entrepreneur is by the attendance of a legislative standard and not the demonstration of continuous improvement, there is no evolution of the environmental performance over the 3-year period of the companies. The unrelenting surge in global warming in the current era suggests the inevitable need for governments across the globe to embark on policy measures that will help flatten the curve of the surging emissions. Consequently, the concept of carbon neutrality has become a vital policy approach for countries to achieve sustainable development. The present study extends the debates on carbon neutrality by examining the extent to which prominent factors such as natural resource dependence, eco-innovation, and green energy (biofuel and renewable energy) facilitate or hinder strides toward achieving carbon neutral environment in G7 economies. The study considers the additional roles of carbon tax, environmental policy stringency, and financial development in longitudinal data ranging from 1997 to 2019. The verification of the stated hypotheses hinges on a battery of estimators comprising cross-sectional ARDL, common correlated effects mean group, augmented mean group, and panel quantile regression. The empirical findings show that green energy, carbon tax, and environmental policy support the drive towards carbon neutrality by reducing the stock of CO 2 emissions. On the other hand, natural resource dependence and financial development hinder the carbon neutrality agenda by escalating the surge in CO 2 emissions. Robustness analyses are conducted from the angle of an additional outcome variable and estimation technique of which the results corroborate the empirical regularity of the main findings. The pollution control effect of seasonal environmental regulation policies in developing countries still lacks empirical evidence. In 2017, China implemented its first Atmospheric Environmental Policy in Autumn and Winter (AEPAW) to coordinate efforts among cities in reducing air pollutant emissions. Taking the daily panel data of 174 cities in northern China from July 2017 to July 2020 as samples, this paper empirically examines the pollution control effect of the AEPAW using a difference-in-differences model, a difference-in-difference-in-differences model, and a regression discontinuity design. The results show that the AEPAW significantly improves air quality in autumn and winter, with the air quality index decreasing by 5.6% on average by reducing PM 2.5 , PM 10 , SO 2 , and O 3 emissions. However, the AEPAW only creates a short-term "policy-induced blue sky", and there exists a phenomenon of "retaliatory pollution" after the AEPAW ends. Besides, the pollution control effect of the AEPAW is moderated by the heterogeneity of the national "Two Sessions" and the Central Environmental Protection Inspection. The implementation of the AEPAW also has a significant spillover effect on air pollution control in surrounding areas. The net benefit from the AEPAW is estimated to be approximately US$ 670 million per year. Anthropogenic global warming strategies on carbon mitigation are driven by encouraging green innovation and using carbon taxes, yet an empirical model to validate this is non-existing. Moreover, the existing stochastic effects by regression on population, wealth, and technology (STIRPAT) model has been found to lack policy tools on taxes and institutions that cut carbon emissions. This study amends the STIRPAT model with environmental technology, environmental taxes, and strong institutional frameworks to create a new model STIRPART(stochastic impacts by regression on population, affluence, regulation, and technology) to understand the factors impacting carbon pollution using the emerging 7 economies. Using data from 2000 to 2020, the Driscoll-Kraay fixed effects are employed in this analysis to conduct evidential tests of the impacts of environmental policies, eco-friendly innovations, and strong institutions. The outcomes indicate that environmental technology, environmental taxation, and institution quality decrease E7's carbon emissions by 0.170%, 0.080%, and 0.016%, respectively. It is recommended that E7 policymakers should adopt the STIRPART postulate as the theoretical basis for policies favoring environmental sustainability. Border pollution is usually a difficult problem in environmental governance. Based on the data at the county level in China from 2005 to 2019, this study takes the 12th Five-Year Plan (FYP) for atmospheric pollution as a policy shock, and uses the difference-in-differences (DID) method to explore the impact of regional joint prevention and control (JPC) of atmospheric pollution policy on air pollution of the border regions. Empirical results show that: (1) After implementing the JPC of atmospheric pollution policy, the PM 2.5 concentration in the border regions is reduced by 3.5%. (2) The mechanism analysis shows that there is a spillover effect in the governing behaviors of local governments. In the border areas under low economic growth pressure and high environmental protection pressure, the reduction effect of the JPC of atmospheric pollution policy is more significant on the PM 2.5 concentration of the border regions. Drivers of environmental change and policy processes are pushing the sub-Saharan African region to do more in the struggle against climate change as the region suffers most from climate change impact. To this end, this study investigates how the interaction effects of a sustainable financing model in energy use influence carbon emissions in Sub-Saharan African economies. It is based on the theory that energy consumption is determined by increased economic financing. Panel data analysis of thirteen countries from 1995 to 2019 is used to explore the interaction effect on CO2 emissions, taking a market-induced energy demand perspective. The study employed the fully modified ordinary least squares technique, removing all heterogeneity effects in a panel estimation. The econometric model was estimated with (and without) the interaction effect. The study finds support for the Pollution-Haven hypothesis and the Environmental Kuznets "inverted U-shaped" Curve Hypothesis in the region. It identifies a long-run relationship between the financial sector, economic activity, and CO2 emissions, with fossil fuel consumption in industrial activities increasing CO2 emissions by about 2.5 times. However, the study also reveals that the interactive effect of financial development can significantly reduce CO2 emissions, providing important implications for policymakers in Africa. The study suggests regulatory incentives to encourage banking credit intermediation for environmentally friendly energy sources. Given the alarming rate of climate change and environmental degradation, major countries are seeking ways to curtail environmental damage and attain sustainability in the future. In the quest for a green economy, countries are motivated to adopt renewable energy that can assist in resource conservation and efficiency. Accordingly, this study examines the diverse effects of the underground economy, environmental policy strictness, geopolitical risk, gross domestic product, carbon emissions, population, and oil prices on renewable energy for 30 high- and middle-income countries from 1990 to 2018. The empirical outcomes based on quantile regression document significant variations across two country groups. For instance, for high-income countries, the shadow economy has a detrimental effect across all quantiles but it is statistically significant at the top quantiles. Nonetheless, the effect of the shadow economy on renewable energy is detrimental and significant statistically across all quantiles for middle-income countries. In the context of environmental policy stringency, the effect is positive across both country groups, though there is heterogeneity in outcomes. Geopolitical risk has a positive influence on the deployment of renewable energy for high-income countries but negatively impacts renewables for middle-income countries. As far as policy suggestions are concerned, the policymakers of both high- and middle-income countries need to take steps to constrain the growth of the shadow economy by adopting effective policy strategies. Policies need to be implemented for middle income-countries to reduce the unfavorable effect of geopolitical uncertainty. Abstract Planted forests are a rising share of total forests globally and an increasingly important source of timber product output, affecting national and global markets. We estimated econometric models of planted forest area by OECD and non-OECD country groups that control for economic, institutional and environmental policies likely to influence future changes in planted forest area. The models are then used to project planted forest area over next 55 years for 180 countries under five alternative scenarios of global socio-economic changes, represented in shared socioeconomic pathways (SSPs), adjunct products emerging from the Fifth Assessment of the Intergovernmental Panel on Climate Change (IPCC). By embedding key features of the SSP projections into a global forest sector model, we evaluate how planted forests lead to different global forest product market outcomes for each SSP, compared to corresponding outcomes where planted forests are not considered separately. Projected global planted forest area in 2070 ranges from 379 million ha (Mha) for SSP3 (a relatively poor and unequal world) to 475 Mha under SSP5 (a relatively wealthier and more equal world), representing respective increases of 46% and 66% compared to 2015. SSPs with the highest planted forest area increases have the lowest product prices (down by 12% by 2070, compared to SSP5 without planted forests) and higher global forest products production and consumption quantities (by as much as 3.3% by 2070, compared to SSP5 without planted forests). However, production does not increase in all countries by similar amounts, due to changes in relative advantages in production brought about by reduced product prices. Abstract Strategic environmental assessment is a decision support technique that evaluates policies, plans and programs in addition to identifying the most appropriate interventions in different scenarios. This work develops a network-based model to study interlinked ecological, economic, environmental and social problems to highlight the synergies between policies, plans, and programs in environmental strategic planning. Our primary goal is to propose a methodology for the data-driven verification and extension of expert knowledge concerning the interconnectedness of the sustainable development goals and their related targets. A multilayer network model based on the time-series indicators of the World Bank open data over the last 55 years was assembled. The results illustrate that by providing an objective and data-driven view of the correlated variables of the World Bank, the proposed layered multipartite network model highlights the previously not discussed interconnections, node centrality measures evaluate the importance of the targets, and network community detection algorithms reveal their strongly connected groups. The results confirm that the proposed methodology can serve as a data-driven decision support tool for the preparation and monitoring of long-term environmental policies. The developed new data-driven network model enables multi-level analysis of the sustainability (goals, targets, indicators) and will make it possible to plan long-term environmental strategic planning. Through relationships among indicators, relationships among targets and goals can be modelled. The results show that sustainable development goals are strongly interconnected, while the 5th goal (gender equality) is linked mostly to 17th (partnerships for the goals) goal. Abstract Rapid urbanisation, with associated housing and infrastructure demands, leads to increased mining and use of non-renewable mineral raw materials needed for the construction industry including concrete and cement. In an emerging economy, like Thailand, which is part of Association of Southeast Asian Nations (ASEAN), current environmental management policies are insufficient to reduce raw material requirements or waste from demolition by generating inputs to construction through reuse or recycling. As part of the European Union (EU), Great Britain has successfully implemented integrated policies and achieved high rates of recycled aggregates in construction (29%) and a 70% reuse and recycling target for construction and demolition (C&D) waste. In this paper, Material Flow Analysis (MFA) of cement/concrete materials is combined with an interpretation of related policies to provide a deeper understanding how to achieve more sustainable management of natural resources. A comparative MFA for the construction industry in Great Britain and Thailand (representing an ASEAN country) has been developed that quantifies raw material inputs, buildings and infrastructure outputs, so that the practices in the two countries can be contrasted. We report domestic cement production and import/export data, and calculate the raw materials needed for cement and its calcination process for concrete production. Considering the most relevant policies and taxation in Great Britain, we identify possible ways forward for Thailand by introducing new policies and taxation that will have positive effects on raw material extraction, processing, construction and disposal practices and disposal behaviors. Abstract Servitization is a process adopted by some industries and companies to create competitive advantage and increase the value of physical products by adding services. Manufacturing companies may decide to integrate a product–service system into their activities. However, there is no clear evidence of the effects of servitization on performance or sustainability, particularly in a circular economy. The aim of this study was to assess the potential impact of servitization on sustainability in a sample of 208 European listed manufacturing companies by investigating corporate sustainability disclosure, environmental performance, and policies. Using the business descriptions in the Bloomberg database, we identified two groups of companies: "pure manufacturers" and "non-pure manufacturers." We examined potential differences in sustainability between the two groups resulting from servitization. Data were collected for the fiscal year 2016. Our findings suggest that servitization leads to improved energy consumption and therefore enhances environmental performance. However, servitization had no effect on corporate sustainability disclosure and other environmental policies such as environmental assurance, emissions reduction policies, and environmental supply chain management. Abstract As the natural fire regimes of Canada's Boreal forests have been transformed by dynamic social, economic, ecological and political drivers, wildfires have become a locus of increasingly complex land management decisions. But while, in Canada and elsewhere, social researchers have examined communities at risk of experiencing wildfire, the agencies and practitioners responsible for wildfire management have thus far been underrepresented in empirical inquiry. This article presents a case study of wildfire management in northern Alberta, examining how different forms of knowledge and experiences were incorporated into the creation of a new plan to support decision-making. Findings from interviews and a workshop confirm that 'science' in such applied contexts is not a pure entity. Instead, the objects represented internally and externally as 'scientific' have necessarily been shaped by the values and priorities of the individuals and institutions that have constructed them. Further, this case study revealed social factors that support the maintenance of institutional status quos, such as the commitment to total wildfire suppression policy, despite broad agreement amongst participants about superior alternatives. These findings support the need for further research on wildfire management agencies, and suggest that progress in wildfire management may be limited by mismatched expectations of 'good' policy between stakeholder groups and by practitioners' conceptions of their own institutional identity. Abstract The occupied Palestinian territories of West Bank and Gaza Strip are currently experiencing many challenges in the provision of infrastructure services for their inhabitants. This includes an undersupply of infrastructure services across multiple sectors – an issue exacerbated by population growth, increasing urbanisation, economic growth and climate change. We address this challenge by providing a systems-based assessment of Palestine's infrastructure requirements and identifying broad strategies for how those needs might be met. This assessment involved four key components including: 1) defining and assessing the current system and planned infrastructure investments; 2) assessing potential future demand for infrastructure services; 3) identifying alternative strategies for future infrastructure provision beyond planned investments; and 4) analysing the performance of each strategy against a series of key performance indicators. Results from the assessment highlight the magnitude of the current and future need for urgent infrastructure investment in Palestine. The most immediate need is to alleviate the water crises in Gaza Strip, which will require at least twice as much water infrastructure investment over the coming decade than is currently in the pipeline, even if the goal is only to achieve the most basic World Health Organisation water availability requirements. To move beyond this protracted state of crises will then require a doubling of investments across all sectors to bring Palestine up to the standards of services already enjoyed by its neighbours. Such investments can have even greater impact on delivery of infrastructure services through the strategic use of interdependencies between infrastructure sectors, such as water re-use and energy-from-waste. In the pursuit of global sustainable development, the systems-based approach presented here provides an important first step in the assessment of infrastructure needs and opportunities for any country. It is particularly important for states like Palestine where key resources, such as water and energy, are so acutely constrained. Abstract Networks are increasingly popular in dealing with dynamic and complex environmental policy issues, including pollution control and abatement, which require solutions for collaborative and innovative actions involving multiple institutions or entities. Effective network implementation produces better environmental policy outcomes, but little is known about how to improve network implementation. Framed in the network implementation capacity-building approach, this study examines what strategies are adopted by network administrators to improve implementation, and how these strategies work. Evidence from two environmental financing networks in China shows that strategies designed to mobilize resources and maintain network long-term stability improve network implementation. We call for a research agenda that emphasizes network implementation capacity-building in emerging economies where collaborative activities are desired to pool resources and expertise in face of resource shortage and daunting environmental challenges. Abstract Climate change actions in cities worldwide are driving deep changes in urban governance. We ask whether new capacities for transformative climate governance are emerging in two cities that have experimented with urban climate governance: Rotterdam, the Netherlands, and New York City (NYC), United States. Transformative climate governance creates the conditions for developing integrated and innovative climate mitigation and adaptation policies and interventions that respond to and shape urban transformation dynamics and contribute to sustainability and resilience. The comparison of capacities for transformative climate governance in Rotterdam and NYC offers insights into the emerging features of urban climate governance vis-à-vis existing urban governance regimes: how urban climate governance is driven and delivered, what new governance conditions emerge, and whether these conditions enable transformative climate governance. In both cities, an integrated, experimental and inclusive approach to climate governance is emerging, which crosses multiple policy sectors and domains (e.g. transport, energy, health, justice), involves a variety of actors and facilitates innovative solutions. Envisioning, long-term goal and knowledge integration, experimentation and tapping into coalitions for change help to provide the basis (including guiding principles, urgency, actor networks, innovative solutions) for transformative climate governance. However, these transformative approaches tend to be still subordinate to business-as-usual interests and policy and planning approaches, which favour isolated, incremental and short-term responses. The challenge for strengthening transformative climate governance will be to develop rigorous institutional and organisational conditions that decisively stipulate a prioritisation of climate change across scales and sectors, provide action mandates and enable wider coordination, collaboration and learning. Abstract This study uses a longitudinal cross-national carcass database to analyze the relative effectiveness of community-based and national governance approaches at conserving elephant populations. Controlling for variables previously identified as impacting poaching levels, an increase in land area under either community or national governance is found to be correlated with an increased likelihood of illegal elephant deaths, with community-based governance being associated with an increase roughly twice that of national governance. This finding suggests that community-based governance may be less effective than national governance at protecting commercially valuable wildlife such as elephants, but neither approach has been able to demonstrate sustained success. Consequently, rather than declaring either conservation approach as clearly preferable, policymakers should instead focus on ensuring that selected conservation approaches are tailored to site-specific natural, institutional, and socio-economic characteristics. Abstract Arsenic contaminated shallow aquifers evaluation, mitigation, and management strategies are the challenging task to all the hydrologist and provide a safe drinking water demand in the Holocene age, alluvial aquifers. To manage and mitigate such problems, we used numerical groundwater modeling software (GMS 10.2), for the development of 3D transient state predictive (groundwater flow and contaminant transport) conceptual model for two topographically different arsenic contaminated regions. The models were built by using the measured hydro-geological data, empirical values, and equations. Groundwater flow calibration, sensitivity analyses, and validation were performed for each soil parameters, varying boundary conditions and for alternate meteorological scenarios. The MODFLOW results suggested that, the distribution of As contaminant was directly controlled by the complex hydrostratigraphy, surface water bodies and indirectly controlled by the change in meteorological conditions. The MT3DMS model, for As contaminant transport, used for the assessment of shallow and deeper aquifers. The results showed that the downward movement of As has made the deeper aquifer unsafe for drinking water and irrigation purposes. However, the aquifers and regions with high flushing capability, negligible vertical hydraulic conductivity can be delineated as As safe groundwater source, irrespective of their sediment color. Therefore, for the geogenic source of As , both the simulation results inferred that to estimate and mitigate As contaminant groundwater aquifers or regions, the numerical modeling solution is a technically viable means an effective decision-making tool. Abstract The Storm Water Management Model (SWMM), with its recently released low impact development (LID) module, is among several models used for the performance evaluation of LID facilities in reducing runoff and pollutants. Modeling is often difficult because of the variety of factors affecting the LID system. Among these factors, the effect of groundwater can be important in the LID modeling results due to the possibility of its interaction with LID. In this study, the performance of the SWMM-LID controls in predicting runoff from bioretention cells was evaluated for a site under groundwater influence. In addition, for considering the groundwater effect in the model, this study explores the utility of the SWMM groundwater model in predicting runoff under groundwater influence. Runoff from the considered watershed draining into the bioretention cells was well-simulated with very favorable performance statistic values (r2 = 0.96, NSE = 0.94, % difference = 2.76). However, comparison of simulated with observed runoff from bioretention cells produced weaker statistical values (r2 = 0.69, NSE = 0.65, % difference = 18.22), which is thought to be due to the presence of events affected by groundwater interference. Removal of these events and recalibration were able to improve the overall results, suggesting that the influence of groundwater should be taken into account for better LID modeling of the study site. In order to consider the groundwater influence, the SWMM groundwater model was used in tandem with LID controls to provide an additional influent source to bioretention cells. This resulted in a good fit for two events which were thought to be impacted by groundwater (events in which outflow exceeded inflow) and overall better performance (r2 = 0.95, NSE = 0.95, % difference = 3.49) compared to the results obtained by using only LID controls. In conclusion, the SWMM groundwater model can help deal with groundwater-impacted events. However, for better representation of the phenomenon, the LID module itself needs to be improved to account for direct interaction with groundwater. Abstract The present article reports an assessment of afforestation potential and anticipation of carbon sequestration in the Houzhai River Basin in Guizhou Province in southwestern China. Total of 2755 soil profiles consisting of 22,057 soil samples were collected according to a grid-sampling method at a 150 m scale in the Houzhai River basin, and the SOC contents in soil samples were analyzed using a titration method. General information regarding the geographic characteristics of each sampling grid was recorded in the field. The results indicate that land use in the Houzhai River Basin is very complex. Land use status and land use change in the study area were closely associated with local geographic characteristics and variations in economic structures. There were approximately 15.26 km2 of land that could or should be rearranged as afforestation land in the Houzhai River Basin. The increased SOC storage (0.00–1.00 m soil horizon) would be up to 5.48 × 104 Mg, 6.42 × 104 Mg, 4.77 × 104 Mg and 3.18 × 104 Mg when all of the calculated lands became shrub-grass lands, shrub lands, arbor-shrub forest lands and arbor forest lands, respectively. The increased SOC percentages would be 52.16%, 61.13%, 45.39% and 30.32%, respectively, in comparison with the present SOC storage in these lands. Countries in the East African region have for decades been synonymous with natural disasters, conflicts and severe environmental degradation. About 10 million out of the 65.6 million displaced persons globally are found in this region. This paper presents an empirical analysis of environmental impacts caused by forced displacements in five East African countries. Contrary to a widely-held opinion, there is sufficient anecdotal and empirical evidence depicting environmental damage caused by refugees and/or Internally Displaced Persons (IDPs). A spatial analysis of current and former refugee and/or IDP camps in these five countries suggests the formation of “deforestation clusters” with concentrations of camps that compound environmental impacts. Technological advancements such as remote sensing capabilities can provide the means for assessing and implementing environmental protection measures. This paper recommends environmental care in humanitarian settings be considered an integral part of the Disaster Risk Reduction (DRR) and climate change/variability agenda, based on cost- and responsibility-sharing, employing technology, and incorporating appropriate monitoring tools. The energy security theories are based on the premises of sufficient and reliable supply of fossil fuels at affordable prices in centralized supply systems. Policy-makers and company chief executives develop energy security strategies based on the energy security theories and definitions that dominate in the research and policy discourse. It is therefore of utmost importance that scientists revisit these theories in line with the latest changes in the energy industry: the rapid advancement of renewables and smart grid, decentralization of energy systems, new environmental and climate challenges. The study examines the classic energy security concepts (neorealism, neoliberalism, constructivism and international political economy) and assesses if energy technology changes are taken into consideration. This is done through integrative literature review, comparative analysis, identification of ‘international relations’ and ‘energy’ research discourse with the use of big data, and case studies of Germany, China, and Russia. Biodiversity offset strategies are based on the explicit calculation of both losses and gains necessary to establish ecological equivalence between impact and offset areas. Given the importance of quantifying biodiversity values, various accounting methods and metrics are continuously being developed and tested for this purpose. Considering the wide array of alternatives, selecting an appropriate one for a specific project can be not only challenging, but also crucial; accounting methods can strongly influence the biodiversity outcomes of an offsetting strategy, and if not well-suited to the context and values being offset, a no net loss outcome might not be delivered. To date there has been no systematic review or comparative classification of the available biodiversity accounting alternatives that aim at facilitating metric selection, and no tools that guide decision-makers throughout such a complex process. We fill this gap by developing a set of analyses to support (i) identifying the spectrum of available alternatives, (ii) understanding the characteristics of each and, ultimately (iii) making the most sensible and sound decision about which one to implement. The metric menu, scoring matrix, and decision tree developed can be used by biodiversity offsetting practitioners to help select an existing metric, and thus achieve successful outcomes that advance the goal of no net loss of biodiversity. Countries and cities are increasingly recognizing the value of adopting Sustainable Stormwater Management (SSWM) goals and measures. SSWM serves multiple hydrological, ecological, social and economic goals and can replace substantial parts of conventional drainage infrastructure. Following international experience in the socio-technical nature of transitions in stormwater management, this research investigates how socio-institutional factors enable the transition from conventional to sustainable stormwater management over time. The research is based on analysing available relevant documents, semi-structured interviews and focus groups, all in a single country case study (Israel). We found significant changes in professional awareness and discourse, some advances in professional standards of work and changes to the regulative system, supporting infiltration practices in particular. We concluded that the three-pillared socio-institutional framework, composed of cultural-cognitive, normative and regulative changes, was insightful for mapping factors supporting transition from conventional drainage to SSWM. Elements within the three pillars can work simultaneously and synergistically to achieve widespread change. At the same time, while SSWM always strives to achieve multiple goals, the order of priority of the various goals may differ from place to place and may change over time. Thus the transition process across the socio-institutional pillars should be renewed if and when the priority of goals changes. The urban and regional planning system can play a crucial role in enhancing the transition process from conventional to sustainable stormwater management. Scholars have long been highlighting the value of administrative sanctions in improving environmental policy enforcement. However, few studies have evaluated how such sanctions are implemented, particularly in the context of environmental impact assessments (EIA) and their respective follow-up programs. The main objective of this article was to evaluate how administrative sanctions have been used in EIA follow-ups, using the Brazilian state of Minas Gerais as the empirical context. More specifically it tried to understand what have been the main triggers, frequency, nature and financial values of the sanctions issued to noncompliant mining projects operating under the conditions of environmental licenses. First, through literature reviews, the study characterized the institutional and regulatory framework in which administrative sanctions are applied. Content analyzes of 29 infraction processes further revealed that lump sum fines are the preferred option of administrative sanction in EIA follow-ups. The analysis also revealed that the fines could be perceived as disproportionally small if one considers the size and financial power of non-compliant companies. The great majority of the fines were paid by developers: a fact that contradicts previous empirical findings and anecdotal evidence in Brazil. Overall, the study suggests that the impact of administrative sanctions in corporate behavior, while unclear, is likely small. The study concludes by discussing practical and academic implications. With marine pollution issues becoming serious and widespread, a series of coastal environmental managemental policies are being carried out worldwide, the effectiveness of which requires comprehensive evaluation. Taking the Bohai Sea (BS) of China as an example, which has been plagued by serious ecological and environmental issues for decades due to terrestrial pollution discharge, this study explored and quantified, for the first time to our best knowledge, the variability of water quality after initiating a dedicated 3-year pollution control action (Uphill Battle for Integrated Bohai Sea Management, UBIBM, 2018–2020) implemented by China's central government, with two water quality indexes of water color (Forel-Ule index, FUI) and transparency (Secchi disk depth, Z SD , m) from satellite observations. During the UBIBM, a significant improvement in water quality was detected, characterized by a clearer and bluer BS, with Z SD and FUI improved by 14.1% and 3.2%, respectively, compared with the baseline period (2011–2017). In addition, an abrupt drop in the long-term record (2011–2022) of the coverage area of highly turbid waters (Z SD ≤2 m or FUI ≥8) was found in 2018, which coincided with the start of the UBIBM, indicating that the water quality improvement may be attributed to the pollution alleviation of the UBIBM. Independent data of land-based pollution statistics also supported this deduction. (3) Compared with the previous two pollution control actions in the first decade of 21st century, UBIBM was proved to be the most successful one in terms of the achieved highest transparency and lowest FUI during the past two decades. Reasons for the achievement and implications to future pollution control are discussed for a more sustainable and balanced improvement in the coastal environment. This research provides a valuable example that satellite remote sensing can play a vital role in the management of coastal ecosystems by providing effective evaluation of pollution control actions. In the struggle to limit global climate change and rising temperatures, the United Nations Climate Change Conference (COP27) was held in Egypt last November. Bringing together nations to recognize climate change as a global concern and to create new "building blocks" to enhance the implementation of the Paris Agreement through actions that can move the world toward a greener, and carbon free future. This study examines a panel of high-income economies from the Organization for Economic Cooperation and Development (OECD) to investigate the empirical linkage between Green Innovations (GI), Disaggregated trade (exports and imports), Environmental policy stringency (EPS), and Consumption-based carbon dioxide emissions from 1990 to 2020. We proceed with the panel cointegration check based on the results of the diagnostic tests. The method of moment quantile regressions (MMQR) is used to investigate the relationships between CCO 2 and various variables in different quantiles. The data show that GI, export, imports, and EPS are major contributors in explaining the substantial variance in CCO 2 emissions in the chosen panel. Specifically, severe environmental rules boost the benefits of green technologies through the use of environmentally friendly technology. Imports, on the other hand, have been determined to be harmful to environmental quality. As a result, member economies should reform their environmental policies to include consumption-based emissions objectives and discourage people' desire for carbon-intensive items from developing countries. To reduce carbon emissions and pursue sustainable economic development, China's central government formulated the low-carbon city pilot (LCCP) policy. Current studies focus primarily on the impact of the policy at the macro level (provinces and cities). So far, no study has looked at the impact of the LCCP policy on companies' environmental expenditures. Besides, as the LCCP policy is a weak-constraining central policy, it is interesting to see how it works at the company level. We employ company-level empirical data and the Propensity Score Matching – Difference in Differences (PSM-DID) method, which outperforms the traditional DID model in avoiding sample selection bias, to address the above issues. We concentrate on the second phase of the LCCP policy from 2010 to 2016, encompassing 197 listed companies in China's secondary and transportation industries. Our statistical results show that if the listed company's host city has piloted the LCCP policy, the company's environmental expenditures are reduced by 0.91 points at the 1% significance level.
