Migrant inclusion in a society is a process that ultimately succeeds or fails at the local level and cities have increasingly taken a proactive stance in delivering their own policies for integration. The literature on the topic has focused particularly on the cooperation between local political institutions and civil society organizations, underestimating the key role played by social partners. This paper demonstrates the participation of social partners in the local governance of migrant integration in three European cities: Barcelona, Lyon and Gothenburg. Drawing on process tracing analysis and qualitative interviews, the article illustrates the different responses of local unions and employers' organizations to immigration and the variety of approaches to supporting migrant integration into employment and society. The article argues that these approaches, which take place within different institutional and structural contexts, shape different patterns of migrant inclusion and allow us to explain the new and traditional ways in which social partners operate as social and political actors. This article analyses how educational and initial vocational training systems in Europe vary regarding the way in which they structure educational routes for pupils of different academic ability. The study uses cluster analysis to explore the degree of similarity between 25 European countries, including variables related to: stratification within compulsory education; vocational orientation; links between initial vocational education and the labour market; transitions from secondary education; stratification within tertiary education; and links between educational qualifications and labour market outcomes. I identify three clusters of countries that have distinct patterns of stratification. This article contributes to the literature on educational regimes and school-to-work transitions by adding countries from Central and Eastern Europe (CEE) and integrating multiple dimensions pertaining to the link between educational and social stratification. This article examines COVID-19 and residential care for older people during the first wave of the pandemic in 2020, comparing a range of countries – Denmark, England, Germany, Italy and Spain – to identify the policy approaches taken to the virus in care homes and set these in institutional and policy context. Pandemic policies towards care homes are compared in terms of lockdown, testing and the supply of personal protective equipment. The comparative analysis shows a clear cross-national clustering: Denmark and Germany group together by virtue of the proactive approach adopted, whereas England, Italy and Spain had major weaknesses resulting in delayed and generally inadequate responses. The article goes on to show that these outcomes and country clustering are embedded in particular long-term care (LTC) policy systems. The factors that we highlight as especially important in differentiating the countries are the resourcing of the sector, the regulation of LTC and care homes, and the degree of vertical (and to a lesser extent horizontal) coordination in the sector and between it and the health sector. This article puts contemporary debates about the relationship between immigration policy and the welfare state in historical perspective. Relying on new historical data, the article examines the relationship between immigration policy and social policy in Western Europe in the late 19th and early 20th centuries, when the modern welfare state emerged. Germany already had comparably strict immigration policies when the German Empire introduced the world's first national social insurances in the 1880s. Denmark, another early social-policy adopter, also pursued restrictive immigration policies early on. Almost all other countries in Western Europe started out with more liberal immigration policies than Germany's and Denmark's, but then adopted more restrictive immigration policies and more generous social policies concurrently. There are concerns that the recovery from the Great Recession in Europe has left growing numbers of people facing precarious housing situations. Yet, to our knowledge, there is no comparative measure of housing precariousness in contrast to an extensive body of work on labour market precariousness. Here, we draw on a comparative survey of 31 European countries from the 2012 wave of European Union Survey of Income and Living Conditions to develop a novel housing precariousness measure. We integrate four dimensions of housing precariousness: security, affordability, quality and access to services, into a scale ranging from 0 (not at all precarious) to 4 (most precarious). Over half of the European population report at least one element of housing precariousness; 14.7  percent report two dimensions and 2.8  percent three or more (equivalent to ~15  million people). Eastern European and small island nations have relatively greater precariousness scores. Worse precariousness tends to be more severe among the young, unemployed, single and those with low educational attainment or who live in rented homes and is associated with poor self-reported health. Future research is needed to strengthen surveillance of housing precariousness as well as to understand what policies and programmes can help alleviate it. [ABSTRACT FROM AUTHOR]

Comparative studies of health inequalities have largely neglected age and ageing aspects, while ageing research has often paid little attention to questions of social inequalities. This article investigates cross-country differences in gradients in self-rated health and limiting long-standing illness (LLSI) in middle-aged and in older people (aged 50–64 and 65–80 years) linked to social class, and degrees to which the social health gradients are associated with minimum pension levels and expenditure on elderly care. For these purposes, data from the European Social Survey (2002–2010) are analysed using multilevel regression techniques. We find significant cross-level interaction effects between class and welfare policies: higher expenditure on elderly care and particularly more generous minimum pensions are associated with smaller health inequalities in the older age group (65–80 years). It is concluded that welfare policies moderate the association between social class and health, highlighting the importance of welfare state efforts for older persons, who are strongly reliant on the welfare state and welfare state arrangements such as pensions and care policies. Over the past decades, there has been a substantial increase in female labour force participation, and the number of dual-earner and female-earner households has risen throughout western countries. However, the recent economic crisis has caused large losses in employment for both women and men, potentially yielding unexpected consequences for the evolution of work-family arrangements. This article carries out a comparative analysis of the relationship between the 2008/2009 economic crisis and work-family arrangements in Europe. Using data for six countries from the European Union Statistics on Income and Living Conditions, this article fills a gap in the literature by addressing three issues: (1) whether work-family arrangements have changed from before to after the beginning of the economic downturn in countries with different gender and welfare regimes (Germany, Greece, Spain, France, Sweden and the United Kingdom), (2) whether changes in work-family arrangements have occurred at different levels of the social strata and (3) whether couples have moved from dual-earner to male- or female-breadwinner. The results indicate changes in work-family arrangements in those countries worst hit by the economic crisis, Greece and Spain, where dual-earner and male-breadwinner households have decreased and no-earner and female-main- earner households have increased. Moreover, the results show that in these two countries, all social strata - proxied through women's level of education - have been affected by the crisis. In contrast, only moderate changes in work-family arrangements among all women can be observed in countries less hit by the economic downturn. The findings for the two southern European countries are troubling, as the increases in no-earner and female-breadwinner households point to worsening economic conditions throughout the population and to a halt in the process that for several decades had been leading to more equality in the distribution of employment between genders. This article discusses the changing social distribution of unemployment and long-term unemployment risks during the current financial and economic crisis. These risks are interpreted as the result of three different, overlapping forms of labour market segmentation: first, the institutionally stabilized polarization between labour market insiders and outsiders; second, the occupational dualization of high- and low-skilled employees and occupations; and third, the marginalization of disadvantaged social groups. On the basis of European Union-Survey on Income and Living Conditions (EU-SILC) data for 24 European countries (2005–2012), it can be shown that (long-term) unemployment risks increase especially for low-skilled persons and occupations, single parents, migrants and disabled persons. Women, older and permanently employed persons are relatively less affected by short-term unemployment but more affected by long-term unemployment. Hence, the current crisis strengthens the occupational and social dualization of labour markets, endangering the inclusiveness and long-term growth potential of the European economy and societies. This study examines the conditions under which welfare state policies contribute to an equalization of the opportunity structure, focusing in particular on Scandinavia. Using data on inter-generational mobility and educational attainment, I find a clear equalizing effect in Scanidnavia that does not obtain elsewhere. In this introduction to the special issue, we review the various debates spurred by Esping-Andersen’s The Three Worlds of Welfare Capitalism. Tracing its impact since the book’s publication in 1990, we show that Three Worlds continues to be the point of reference for comparative welfare state research. A content analysis of articles in the Journal of European Social Policy citing the book indicates that Three Worlds may even have obtained a paradigmatic status and that its claims and findings are often taken for granted rather than challenged. We conclude that Three Worlds has become a classic that is likely to continue to have a major influence on welfare state research in its next 25 years. [ABSTRACT FROM AUTHOR]
