Few issues have attracted as much policy interest in the tertiary sector as graduate employability. Graduate employability positions universities and their students as key players in the national economy. At the same time, the standard conception of graduate employability, as it has evolved from human capital theory and modified by neoliberal ideology, has met with significant criticism. This paper reports on our analysis of the strategic plans of Australia's 42 operating universities current in 2018 to better understand (1) the extent to which employability was embedded in each university's strategic priorities and (2) the ways in which employability was characterised in those plans. Our paper provides empirical evidence of the way in which Australian universities universally and uniformly adopted a particular model of employability, simultaneously claiming its distinctiveness. In more fluid higher education environments, the concept of third space has been developed to explore the activities of groups of staff who do not necessarily fit formal institutional descriptors. This paper draws on qualitative data from 26 respondents, in eight UK universities, who described significant elements of their work as occurring between professional and academic spheres of activity. Comparing individuals categorised as fully fledged 'third space professionals' with those categorised as simply 'working in third space', the paper suggests that the way individuals build and use social capital, and the recognition accorded to them by institutions, not only impacts on the way that they develop their roles but also is a significant factor in determining their career direction and aspirations. Furthermore, this has led to a general shift from the concept of service to one of partnership between colleagues, whether they are formally classified as 'academic' or 'professional'. Referring to failures in policy-driven public governance research this paper looks at strategising in higher education. It expands horizons for understanding university strategies in a more nuanced way than hitherto has been done. Deploying systems theory, it shows how different temporalities co-exist in strategies and how their change reflects the university's capacity to meet future contingencies. Extending the current research on strategising, the paper uses the present's past, the present's future, the future's present and the future's future as temporal categories to understand strategies. It shows how strategies evolve from traditional linear planning orientation to a novel potentiality-seeking mode with unique meanings attached to unknown futures. It claims that universities develop such responsive contingency awareness to construct a leeway for their self-governance in the face of unexpected future conditions. Definitions of disability are changing, shifting from a narrow medical diagnosis to a biopsychosocial model of disability, where disability is conceptualised as a series of relational conditions that can potentially disadvantage individuals within environments. Implications of this new understanding of disability will have significant effects in the higher education sector, where there is increasing participation of disabled students. In this paper, we discuss one aspect of these implications through the topic of graduate employability. In doing so, we generate a new concept 'Employability for Inclusion' that can be utilised as an equity-focused lens for universities to consider how employability initiatives are inclusive to disabled and/or diverse students. To unpack this concept, we further illustrate how a biopsychosocial model of disability would impact key employability activities (e.g., work-integrated learning) and provide valuable insights into how the higher education sector can adopt emerging conceptualisations of disability and inclusion. Qatar’s transition from a hydrocarbon-based to a knowledge-based economy spurred the development of Education City, which houses several International Branch Campuses and one home-grown university, Hamad bin Khalifa University. Through the case study of EC, this paper seeks to improve our understanding of higher education policy borrowing and the complex process of indigenisation. Using secondary data from prior studies, it offers a discussion on the key stages and challenges in Qatar’s effort to indigenise higher education and outlines areas for further research. This paper uses Phillips and Ochs four-stage Model of Policy Borrowing in Education, as a guiding conceptual model. From an understanding of knowledge mobilisation as a set of strategies that favour responsible and inclusive research, the aim of this paper is to identify the obstacles or barriers to carrying out such research in higher education institutions, as perceived by researchers. In this descriptive study, content analysis is used to examine semi-structured interviews carried out with eighty research groups from five European countries (Austria, Romania, Serbia, Slovenia and Spain) that participated in the research. Results reveal the main barriers researchers perceived are associated with social commitment, relational aspects, encouragement to participate (attitudinal, organisational and institutional barriers) and knowledge mobilisation practices (derived from the research process and research evaluation policies). Globalisation, changes in technology and transportation, and isomorphic trends in the sector emphasise the need to identify the diversity of higher education institutions. As a response, classification mechanisms emerged in higher education in recent decades. While many studies on classification focus on the types and methodology, the examination of the utility of classifications is limited. Thus, this paper examines the perspectives of 14 people in critical positions on the Carnegie Basic Classification of Higher Education and is triangulated by institutional documents. The results revealed some important implications for policymakers and researchers. While the Carnegie Basic Classification seems to remain one of the significant sources in higher education, the availability of big data, along with varying new methodologies, began to threaten the usability of the classification system. This study explores the international engagement of academics and the factors influencing their engagement in internationalisation efforts in Cambodian universities. Data were gathered through online semi-structured interviews with academics and university administrators and later coded and analysed using reflexive thematic approach. The findings revealed that academics predominantly participate in outbound capacity development, with limited engagement in joint research projects and the internationalisation of curriculum and teaching. At the individual level, factors such as competencies, networking opportunities, sense of belonging, employment nature, and demographic attributes were found to influence the engagement in internationalisation. Additionally, institutional leadership, policies, human resources, and institution type were key institutional factors shaping their engagement. For effective promotion of engagement in internationalisation, greater commitment and support from the government and universities are crucial. This paper provides valuable insights into the experiences of Cambodian academics, contributing to the limited literature on higher education internationalisation in developing countries. This paper explores how internal characteristics of universities that reflect the structure of the budget and the makeup of the student body and academic staff influence the efficiency level of universities. We analyse a sample of 320 Russian public higher education institutions using the modern nonparametric methodology of an order-m conditional efficiency estimator. Our results suggest that the distribution of universities by efficiency scores may heavily depend on the aforementioned internal characteristics. The diversity of the academic staff, the student body and income sources positively affect the efficiency level, and so different policies and managerial practices aimed at increasing this diversity can be used as instruments for improving university efficiency and performance. This paper analyses the extent to which intersectionality is considered in university strategic approaches to equity, diversity, and inclusion, and how intersectionality is expressed within strategic plans. Intersectionality is a framework for understanding compounding experiences of those who identify with multiple diversity areas and how these factors interact to create an experience specific to this combination. Through a survey of publicly available diversity and inclusion action plans at Australian universities, this paper maps the extent of both intersectionality awareness and enactment. This paper shows that while there were mentions of intersectionality, these were often limited to aspirational statements and acknowledgements rather than meaningful enactment. This demonstrates a desire by universities to respond to intersectionality in education, but either a lack of action or understanding of how to act for positive impact. Within the higher education sector in Australia regionality is not well defined, which is a significant issue for regional universities, given the opportunities for development and growth stemming from the Australian Government's focus on regional higher education. This paper contends that if regional universities are to operate successfully in an increasingly competitive sector, they need to centre their operations around a clear definition of regionality. Based on a review of definitions of regionality in international higher education contexts, and an analysis of how regionality is defined outside of higher education, this paper provides a definition of regionality for Australian higher education. Whilst acknowledging the differences in potential contexts and applications, this definition seeks to provide a basis upon which regional universities in Australia can determine the ways in which they may create a strong identity, achieve the Australian Government's objectives for regional higher education, and reap the associated benefits. This paper revisits the issue of institutional diversity in Australian higher education, taking account of international trends and research on the subject. Drawing on empirical studies over the last three decades, I adopt a within-country case study approach to analysing institutional diversity in the Australian higher education policy context and consider post-COVID systemic implications. Catalysts for this analysis include revisions to the Australian provider category standards, government policy shifts influencing the undergraduate curriculum, and the systemic impact of a global pandemic. The paper concludes with three propositions, arguing that institutional diversity will be more important than ever to meet the diverse needs of students and the labour market; an ecosystemic approach to post-secondary education will be a key enabler of sector diversity; and a paradigm shift, enabled by such drivers as government policy and proactive institutional leadership, will be essential to achieve enhanced institutional diversity. The sabbatical provides an important illustration of the changing nature of academic life and is a symbol of the growing demands of performativity. Drawing on historical literature and archival sources concerning university sabbaticals at Australian and English universities, the paper demonstrates that underlying assumptions about its purposes have changed slowly, but markedly, over time. A shift has occurred from a conception of the sabbatical as a period of rest, recuperation and academic travel to one of hyper-productivity. This change is linked to the emergence of the so-called research university, the rise of performativity, and the increasing demands of an audit culture. The demands arising from the COVID-19 pandemic have amplified the importance of resilience not only for students, but also for academics. This narrative review examines a phenomenon which has received little research attention, despite its significance during the pandemic, namely the resilience of academics in higher education. We refer to this as 'academic resilience'. The review investigates how academic resilience in higher education has been addressed in scholarship, with particular attention to the five major pandemics from 2001 to 2020. A review of fourteen relevant papers shows a lack of attention to the resilience of university teaching staff. Uncovering how academics overcome and withstand adversity on the one hand, and how higher education institutions have managed and supported the resilience of their staff on the other, this paper offers a conceptualisation of academic resilience that goes beyond the individual/environmental binary in scholarship. Ten interviews of senior leaders gave a clear picture about what they considered mentoring should be in a College of Education in Ghana – a coaching model of directive instruction and a hierarchical transfer of skills and knowledge. While mentoring was viewed as a central part of a training teacher's course, funds, attitudes and workload did not allow for in-house mentoring of staff. These findings are discussed with observations of how gender and religious cultural expectation affected the responses of the senior leaders and how the management structure at the college may be inhibiting it from implementing a system of mentoring. This paper was written as a collaboration between educational lecturers in Ghana and the UK and brings a global perspective on the situation. The paper investigates quality management in teaching and learning in higher education institutions from a principal-agent perspective. Based on data gained from semi-structured interviews and from a nation-wide survey with quality managers of German higher education institutions, the study shows how quality managers position themselves in relation to their perception of the interests of other actors in higher education institutions. The paper describes the various interests and discusses the main implications of this constellation of actors. It argues that quality managers, although they may be considered as rather weak actors within the higher education institution, may be characterised as having a strength of weakness due to diverging interests of their principals. Although previous work explained internal and external cultural challenges impacting academic integrity in the Muslim world, to date, no study has specifically examined the attempts and practices by the universities to address these challenges. The objective of this paper was to understand the actions taken by academics and institutions in the Muslim world to address, prevent breaches of academic integrity, and to recommend improvement of these practices. To capture institutional efforts and practices, relevant literature from 2010 to 2021 was reviewed to gather evidence of practices of academic integrity in higher education in the Muslim world. The findings suggest a framework that can be used for evaluation of current practices of academic integrity in the Muslim world, to go beyond plagiarism-focussed prevention, detection, and punishments. In 2017 Universities Australia initiated their Indigenous Strategy 2017–2020 which outlined a clear commitment for each university to appoint at least one Indigenous person to a senior executive role. Many universities are yet to realise this promise. In some cases, it is a situation of nil intent to do so, while others have an underlying desire to adhere to their commitment but with minimal success. Drawing on a larger study of Indigenous leadership in higher education, this paper focuses on the experiences of three recruiters who have been responsible for recruiting a senior Indigenous appointment. It provides an understanding of cultural complexities, recruitment barriers and key strategies which the sector can incorporate into their business activities to secure the best person for such positions. This paper responds to a growing literature arguing that change in higher education institutions might be better understood and managed if such institutions are understood as complex systems with emergent properties. Based on complexity theory, the paper articulates a set of characteristics that might be expected if institutions are in fact acting as complex systems. The utility of these characteristics for identifying complexity in the field is tested in the context of a large partnered research project involving the mathematics, science and education colleges from six Australian universities and their local K-12 schools. The study finds evidence of subsystem variations on the initial partnership priorities, including substantial boundary crossing, leading to emergence and co-evolution, indicating that a macroscopic view of emergent variation rather than 'micromanaging' may be an essential factor in scaling and sustaining collaborative partnerships. Mentoring and coaching are primarily intended to develop mentees, net of any benefits for mentors. This paper details the construction of a mentor-coaching model to develop leadership capability in Higher Education Academy Fellowship program mentors at an Australian university. We elaborate developmental benefits for mentors of an iterative approach, in which mentee experiences inform subsequent mentor training and help to build community. This serves the key aims of our program, including anticipated benefits for the institution flowing from this strategy for driving broader change in learning and teaching cultures and practices. We propose that dyadic and group mentoring can be structured to support growth in leadership capability in a community of mentors, if participation in that community is framed as a form of continuing professional learning. Inequalities in student enrolment, retention and success for specific demographic groups exist throughout the higher education sector. Although there are numerous and diverse initiatives implemented in universities to support student retention and/or success, experience and/or satisfaction, the feasibility or effectiveness of programs targeting these outcomes has not been systematically explored. The objective of this systematic review was to report the success of interventions or programs delivered in universities specifically targeting improved student outcomes based on published quantitative data. A systematic search of peer-reviewed papers (2009–2019) from four electronic databases (INFROMIT, PROQUEST, EBSCO and SCOPUS) was conducted. Most of the 55 studies included targeted 1st year undergraduate students from varied disciplines. The positive findings relating to student retention and academic success, and student satisfaction and experience reported in this review are promising. The review concludes by outlining implications for higher education providers seeking to determine institutional policies on investment in student retention and experience interventions. Establishing a national university has been widely viewed by smaller developing countries as a means of asserting sovereignty and driving the country's economic, social, and cultural development. This has been particularly true in the South Pacific, despite the existence of the regional University of the South Pacific. Building a national university with the limited financial resources of a small developing country presents numerous challenges. This paper, using a critical ethnographic methodology, examines the lessons from the first ten years (2010–20) of Fiji National University from the perspective of an insider researcher. Some challenges are common to new universities created by merging smaller colleges. Others are more specific to developing countries, including the dependence on public funding and political patronage. Some challenges are more distinctively Pasifika, with cultural values of familial loyalty and respect for elders, sometimes in conflict with 'imported' management practices. External quality assurance of higher education is possibly the most significant emergent policy within the higher education sector in recent times. This paper examines policy enactment in Samoa, highlighted in the relational tension between the national university and the national external quality assurance body. Research findings indicate that EQA policy enactment was characterised by tensions attributed to mutual distrust, uneven and unnegotiated power relationships, personality clashes at the decision-making level, and disagreement on policy ideas. I suggest that the reason for the drawn-out tension was due predominantly to inattention to the ethics of relationality which underpins Samoan social relations and the need to negotiate the vā in the policy enactment space. Moreover, the disconnect between quality assurance policy expectations and the contextual realities of a developing university was not addressed, further heightening policy tensions. This study presents a model for the impact of servant leadership on work engagement of staff in academic settings. Moreover, the paper introduces intrinsic motivation, psychological ownership, and person-job fit as intervening mechanisms between servant leadership and work engagement. Our data were gathered from academic staff working in twelve Palestinian universities. We used partial least squares SEM to investigate the hypotheses. Results indicate that the link between servant leadership and academics' work engagement is not straightforward. Intrinsic motivation, psychological ownership, and person-job fit of academic staff had a full mediating effect among the examined variables. The paper provides evidence that servant leadership is a promising style for higher education. Moreover, the paper offers important implications for administrators and policymakers in higher education about the role of servant leadership in promoting academics' work engagement. Leadership matters for the success of large enterprises and this is also the case for higher education institutions and universities. Yet, the public nature of universities and of academia means these institutions are usually highly dependent on external actors, in particular government. Viewed through a lens of distributed leadership, this paper explores how leaders in universities, national academies and government view and rate key changes associated with this pervasive reorientation and reorganisation of public higher education. It asks where do the views of leaders within universities and those outside universities converge and diverge and what patterns are evident in the differences between leaders? Drawing on 116 in-depth interviews and 114 follow-up surveys with senior higher education leaders in Australia, of which just over half were university senior executives, this paper concludes that all leaders surveyed are largely aligned in their views of most issues. Conceptualising the quality of higher education as fitness for purpose begs the question of whose purpose? Thus, understanding who has dominance over Australia's higher education system, and what purpose it is seen to fulfil, is important for ensuring that current quality assurance methods are effective. This paper presents the findings of a discourse analysis conducted to explore the unspoken purpose contained in the documents published by the Australian higher education regulator and quality assurance agency. Through the analysis of the Act, newsletter articles published by the agency, and selected relevant documents, the paper shows that the national system is positioned as an export service industry. The paper highlights some of the implications this has on the methods employed to assure the quality of the national system, including the risk posed to the system by a singularity of purpose, and discusses some of the current conditions which may have led to this state. Higher education has existed in Australia for 170 years, yet Indigenous Australians have participated for only half a century. One key change the Australian higher education sector has witnessed over the last decade is the steady increase of people occupying senior Indigenous leadership roles. These positions are indeed relatively new and have not been empirically investigated until now. Reporting on findings from an Australian Research Council funded study on Indigenous leadership in higher education, this paper highlights some of the discrepancies in how the skills of Indigenous leaders are interpreted by the academy, with a hope to challenge the sector's next senior non-identified appointments to ensure that Indigenous people become integral architects in designing the future Australian higher education sector. Occupational stress has increased in higher education academic staff over several decades, and this has been particularly acute in Australia and New Zealand. This scoping review sought to understand the causes and impacts of occupational stress among Australian and New Zealand academics. Eight EBSCO databases were searched for key terms: academic and occupational stress and Australia and New Zealand. Twenty relevant papers were sourced, from which five common themes were extracted: (i) balancing an academic workload, (ii) casualisation of the workforce, (iii) the managerialism phenomenon, (iv) transition from field of practice to academia, and (v) academic and other staff. This paper provides a critical account of the role of universities in the development of innovation and technology in Hong Kong.To do so, the paper examines the political economy of Hong Kong's innovation and technology development. It outlines a finance-led regime, under which the vision of long-term innovation initiatives is transformed into short-term finance events, and the development of an entrepreneurial culture in society and in universities is neglected. The paper also suggests that the current research funding system and the rise of managerialism in the higher education sector restrict the development of academic entrepreneurship, though universities play a significant role in the innovation system. The paper closes by examining the recent changes in higher education policy and governance, the intensification of integration with mainland China and their implications for prospects of advocating a culture of innovation and promoting innovation and technology in Hong Kong. This paper analyses the international financing of higher education, an important yet understudied facet of contemporary policy and practice. The paper takes the globally significant China–Australia relationship as a case study. This paper argues that analysing the international political economy of the China–Australia case better illuminates the dynamics of financials flow through situating them in their socio-political context. Through such analysis, the paper makes empirical contributions of relevance to policy and practice. It also contributes more broadly to reframing the design of work in this field by asserting the methodological need for analysing international finance and the conceptual need to take such matters into account. In 2017 Universities Australia (UA), the peak body representing Australian universities released its Indigenous Strategy 2017–2020. The document unites universities together in common goals for Indigenous achievement, filling a notable gap in the Australian higher education landscape. The Strategy outlines a comprehensive plan for enhanced Indigenous outcomes in critical areas of higher education including student access and success, graduate research, and community engagement. This paper focuses on the implementation of Indigenous curriculum for all Australian university graduates which is a key aspect of the Strategy. The changing Indigenous higher education landscape invites the nuanced analysis that critical examination of universities, as organisations, might elicit. The paper employs a glonacal agency heuristic to explore how certain research-intensive Chinese universities exercise agency in response to global and national impacts in creating the world-class university. Two global forces (international scholarly discussions on the world-class university and global university rankings) and one national force (China's Double First-Class Project) are considered. Through an in-depth document analysis of 41 Chinese research-intensive universities' strategic plans, it is revealed that the universities have designed mainly three strategies to reply to the impacts. The first is to actively embrace global impacts, while looking for national supports for the embracement; the second is to partly draw on global forces while taking into account national considerations; and the third is to primarily draw on national forces while being minimally influenced by global forces. The three strategies point to possible ways for non-Western universities to balance global and national influences in their development, and reflect potential contributions of universities, as local organisational agencies, to global higher education. The demand for large-scale assessments in higher education, especially at an international scale, is growing. A major challenge of conducting these assessments, however, is that they require understanding and balancing the interests of multiple stakeholders (government officials, university administrators, and students) and also overcoming potential unwillingness of these stakeholders to participate. In this paper, we take the experience of the Study of Undergraduate Performance (SUPER) in conducting a large-scale international assessment as a case study. We discuss ways in which we mitigated perceived risks, built trust, and provided incentives to ensure the successful engagement of stakeholders during the study's implementation. The current discourse on higher education internationalisation is mainly Western, and there is a need to examine non-Western perspectives on internationalisation informed by different contexts, traditions and goals. Reported in this paper is a study that aims to glean the Chinese conception of internationalisation in higher education among 37 Chinese professionals, all working in the international education portfolio from 37 different institutions in mainland China. Based on the thematic analysis of a written interview with open-ended questions, the study ventures to provide a Chinese definition of higher education internationalisation based on Chinese institutional goals, approaches and challenges in internationalisation. For decades Australian universities have used equity scholarships as a tool to widen participation in higher education despite limited empirical evidence about how such scholarships influence students' retention and success outcomes. This paper reports on the first cross-institutional Australian study to investigate the relationship between equity scholarships and recipients' retention and success outcomes. The study used a comparative case study approach to triangulate cohort and survey data in the 2013 academic year for scholarship holders at three Australian universities. Using an established conceptual framework of student engagement, we find that a comparatively small payment can make a difference to retention rates and that selection criteria determine student outcomes. At the same time, scholarships are no panacea. We conclude that eligibility criteria for equity scholarships should be multi-factorial and that financial support should be nested with other supports for optimal benefit. [ABSTRACT FROM AUTHOR]

Cross-border partnerships are increasingly important for higher education in the twenty-first century. Drawing from the business sector's resource-based theory, this paper explores international partner selection among higher education institutions in Hong Kong, Singapore and Japan. According to resource-based theory, institutions may seek partners with specific technical capabilities, managerial capabilities or other intangible resources to access external knowledge and capabilities, develop internal resources and gain competitive advantage. Through document analysis and interviews, this investigation identified twelve attributes that influenced international partner selection for higher education institutions in these contexts. Eleven fit within resource-based theory's criteria areas of technical capabilities, managerial capabilities and intangible resources. These determined the attractiveness of potential partners. However, existing relationships, the twelfth attribute, wasoften the deciding factor of whether or not a partnership would move forward. In response to the increasing literature on transnational higher education in host countries, this paper aims to identify prominent factors affecting the quality of transnational higher education in China, as perceived and reported by Chinese host universities. A qualitative data analysis was conducted on 122 self-appraisal reports on transnational higher education programmes submitted to China's Ministry of Education in 2017 by 112 Chinese host universities. The analysis identified and examined relationships between four interrelated factors: low foreign language proficiency among students, shortage of a sustainable supply of highly qualified teachers, low quality of curriculum design and implementation and deficiencies in institutional regulations. The findings are discussed in the context of the literature, revealing two issues in transnational higher education in China: using local Chinese teachers to teach the imported foreign courses and outsourcing foreign language teaching. EU-Russia higher education cooperation has continued despite global tensions including Crimea incorporation. One example of this cooperation is the development of Finnish-Russian double degree programmes. This paper focuses on institutional environments where double degrees develop and asks how and why they produce uncertainty from inside Finnish and Russian universities in the period of this unfavourable political situation. The matryoshka model is applied to understand the institutional environment of a university and the institutions around it. The institutional nature of a double degree is determined by comparative analysis of how internal university stakeholders in Finland and Russia perceive a programme’s benchmarks. The study is based on the analysis of interviews conducted in partner universities. This paper discusses how perceptions of double degrees influence uncertainty in programme provision within and between institutional environments in Finnish and Russian universities. Despite the large number of studies about competences in higher education, several important gaps in research can be identified. The present paper aims to fill two of these gaps by analysing the influence of generic-academic competences on individuals' satisfaction with the learning experience, and of this satisfaction on their loyalty to their higher education institution. Loyalty is measured through two components: intentions of recommending the higher education institution, that is, word of mouth (WOM) communication and confirmation of past behaviour. Moreover, two key actors in the learning process -current students and ex-students- have been analysed. Partial Least Squares (PLS) are used to analyse the structural model and to test possible differences between groups. The findings demonstrate that satisfaction is a fundamental mediator between generic-academic competences and loyalty. A common theme in higher education research is the factors that affect university funding. Studies frequently examine how universities cope with funding cuts and the changes that have stemmed from operating in a neoliberal age, a period that now sees institutions commonly functioning on a cost/benefit basis. This paper offers an original contribution by using the Australian Federal Government Department of Education and Training’s document,Finance 2015: Financial Reports of Higher Education Providers, to problematise the financial assistance individual Australian public universities received from the federal government. The paper acknowledges the factors that can account for some institutions receiving more funding than others but nonetheless highlights the substantial discrepancies concerning government financial contributions that exist between Australia’s highest and lowest funded universities. At a time when a performative culture has increasingly become part of higher education, and an institution’s research performance is calculable and rankable, it is crucial to Australia’s long-term research success that all its universities remain competitive in the race for research and government funding. A growing number of public colleges and universities in the United States have hired management consulting firms to help develop strategies aimed at increasing institutional effectiveness and efficiency. The purpose of this paper is to explore the frames and strategies of consultants in US public higher education reform efforts. Drawing upon a range of documentary evidence, the paper examines four consulting firms (Accenture, Bain & Company, Deloitte and McKinsey & Company) and their perspectives on higher education reform. The paper analyses the consultative process with two public universities and two state higher education systems to determine possible avenues by which consultants exert influence. Through reference to theory on academic capitalism and new institutionalism, the paper reveals the ways in which consultants circulate crisis narratives and diffuse private sector management ideas among public colleges and universities that are seeking both financial solvency and legitimacy. This paper critically explores the opportunity for leadership development in higher education within an interpretative inquiry paradigm from the perspective of middle-level academics transitioning into leadership/management roles in Australian universities. Middle-level academics are described as being at a mid-point in their careers and universally appear to represent a substantial percentage of academic personnel in tertiary institutions. Much has been written about the rapid and seemingly unstoppable changes occurring in the higher education climate as a result of global reform and with it the effect that change is having within the realm of academic leadership. Of some interest particularly is the effect that change is having at the level of middle-level academics in leadership roles. Many universities throughout Australia have established various 'leadership capability frameworks' to meet the need of leadership and management development. Teaching and learning partnerships in universities have the potential to enhance the interconnections and interdependencies between higher education, society and the economy for the benefit of all stakeholders. The aim of this paper was to investigate five representative Australian universities' engagement in teaching and learning partnerships identifying the prevalence, type and influences. The two data sources were each university's Mission-based Compact and their strategic plans. A total of 134 statements in the Compacts related to teaching and learning partnerships and these statements related to eight themes. These teaching and learning partnerships within a particular time period were influenced by industry–community relationships, accreditation requirements, and the broader social environment. Whilst all universities in the study acknowledge the significance of teaching and learning partnerships, it is the depth and breadth of these teaching and learning partnerships that create distinctions among the universities. The role of the Head of Department is at the heart of tertiary education; it is where institutional policy and procedure are predominately enacted. The extant literature on the nature and challenges of such roles is almost exclusively from the Western world. The research that this article reports on examined the leadership and management structures and staff progression routes in Bangladesh colleges. The project then explored the roles and challenges facing Heads of Department in the colleges. Four focus groups were held comprising of a total of 26 Heads of Department from Bangladesh colleges. Findings indicate that the Bangladesh higher education system is highly centralised, from the Ministry of Education and the National University. Participants report their role as primarily paper-based administration with little autonomy. The challenges they face involve dealing with acute staffing shortages, student political activists and no preparation and development in the form of training. Recent discourse about the fourth industrial revolution has revealed several issues in Korea, suggesting the need for fundamental changes in the industrial structure and higher education systems, which can prepare Korea for potential periods of technological unemployment. For example, labour expenses in Korea are predicted to be rapidly reduced if many jobs are replaced by machines, and the structure of the current manufacturing industry will not exist within the next 10 years. This position paper, based on a document analysis, explores the question: What are the current challenges for South Korea's higher education sector in light of likely shifts in knowledge production due to the fourth industrial revolution? It will be argued that Korea has multiple challenges in terms of its overall industrial structure, labour market and higher education and will have to upgrade the roles of its government, industry and universities in knowledge creation and skill formation to adapt. The relationship between the state and the university is predominantly shaped at a national level which tends to reflect the specific traditions and circumstances of individual countries. In China the Communist Party has played a crucial role in university governance making it different from any other country. However the role of the Chinese Communist Party (CCP) in universities, particularly in private universities, has rarely been discussed in English literature. This paper examines how the University Communist Committee of the Party (UCCP) is set up and works within private universities, and the various patterns of institutional governance that can emerge. It draws extensively on documents of the CCP and interviews with 32 senior managers on 44 separate occasions. The study shows that while allowing private entrepreneurs considerable freedom to invest in higher education, the CCP still has control over the private universities in their socialist development. This is partly achieved through the requirement that every private university must have a UCCP to oversee the implementation of CCP policies in the university. [ABSTRACT FROM AUTHOR]

This paper reviews the fourth decade of the Journal of Higher Education Policy and Management, including author analyses and thematic insights from articles published from 2009 to 2018. In addition to an increase in the number of articles published, the Journal now publishes more articles by authors from outside Australia, female authors and co-authored articles. Institutional management and leadership is the most common theme, responsible for just over one quarter of articles. By methodology and level of analysis, roughly half of all articles utilise survey or multivariate approaches and target national-level insights. Due to the practical orientation of the journal, many articles integrate management, leadership and policy with other common higher education themes, such as student experience and quality assurance. In this paper, the public dimension of universities in Chile is examined. Interviews were held with academics at both public and private well-established universities and new private universities. The analysis shows a consensus regarding the production of certain public goods such as knowledge, wider access and the promotion of a public sphere. It also reveals a dissensus such that academics at well-established universities tend to maintain a statist view of the public university in which the state plays a key role while academics at new private universities characteristically adopt an individualist view in which the university is detached from the state and more focused on securing social mobility. Drawing on an Archerian framework, it is suggested that these perceptions have been shaped by global, national and especially institutional factors. Many universities divide their academic workloads according to a model of 40 per cent teaching, 40 per cent research, and 20 per cent administration and service. Increasing demands on academic time, however, make this balance hard to achieve, since teaching and administration frequently impinge on research time. Moreover, regular academic activities may not fit into the workloaded time available. This paper presents evidence from a 3 month case study of a single academic in an Arts department at a research-intensive Australian university who has a 40:40:20 workload and is encouraged to publish an average of two high quality journal articles a year. Based on the study's findings, a more realistic workload model would be 40 per cent teaching, 25 per cent research and 35 per cent administration, with an adjustment in the amount of quality research outputs expected.
