Climate change-driven sea level rise has intensified salinity intrusion (SI) in deltas worldwide, posing significant threats to the exploitation of freshwater resources. In the Vietnamese Mekong Delta (VMD), the third largest delta globally, SI is a recurring challenge along the coastline, degrading freshwater resources for agricultural and domestic use and affecting socio-economic development. In this paper, we investigate the spatiotemporal extent of salinity intrusion in the Ben Tre Province, the hotspot of salinity disaster within the VMD. Long-term salinity monitoring data (25 years from 1996 to 2020) has been analyzed, and a 1D (Mike 11) coupled with 3D hydrodynamic model (Mike 3) was developed. Three scenarios were used to investigate the freshwater resources exploitation: (i) the year of investigation (2021), (ii) 2021 to 2030 climate change impacts, considering different annual exceedance probability of the upstream Mekong discharge (i.e., average flow, relatively low, low and very low), and (iii) extreme salinity intrusion (i.e., the 2016 condition). Our results indicated that salinity patterns are well-stratified at the beginning and end of the dry season but well-mixed during the middle period. Furthermore, over the last 25 years, SI has progressively increased and started earlier in the dry season. The modeling scenarios for SI have also revealed a growing complexity in the exploitation of freshwater resources, highlighting challenges related to timing, depth, and geographical location. The exceedance probability scenarios disclosed higher and deeper salinity intrusion along the channel in VMD, ranging from 50 % to 95 %. This poses significant limitations on the feasibility of freshwater exploitation throughout the Ben Tre Province. Under the current trajectory of climate change, the 2030 scenario anticipates salinity intrusion reaching further inland from the 2021 scenario. This is likely to exacerbate the existing challenges in freshwater resource exploitation, even with comprehensive water infrastructure. We, therefore, propose several management strategies to adapt to salinity intrusion: storing freshwater in main rivers, maintaining consistent operation of water infrastructure systems, and encouraging water-saving distribution and exploitation methods. Abstract Droughts cause significant socio-economic and environmental impacts, so it has become an extremely important element in decision-making within water resource systems. For this reason, the research in this field has increased considerably over the last few decades. In order to be capable of making early decisions and reducing drought impacts, it is necessary to predict the occurrence of such events months or even years in advance. In this sense, various methods have been used to predict the occurrence of droughts. At present, seasonal forecast data can be used to forecast meteorological, hydrological, agricultural and operational droughts. However, the seasonal forecast data of these dynamical ocean-atmosphere coupled models must be analyzed in an exhaustive way, since it is known that these models may not adequately represent the climatic variability at river basin scale. Hence, this paper presents a new methodology for assessing the skill of a climate forecasting system in order to predict the occurrence of droughts by using contingency tables. The indices obtained from the contingency tables are necessary to perform the analysis of the predictive ability of the model in a semi-distributed way. All this taking into account the intensity of droughts using different scenarios based on the threshold below which it is considered to be in drought. Finally, a single value is obtained to determine the predictive ability of the forecasting model for the entire basin. The proposed methodology is applied to the Júcar river basin in Spain. It has been found that the analyzed forecast model shows better results than those obtained using an autoregressive model. Further work is needed to enhance climate forecasting from the perspective of water resources management, however, it should be mentioned that this type of data could be used for drought forecasting, allowing possible mitigation measures. Drought is a major natural disaster worldwide. Understanding the correlation between meteorological drought (MD) and agricultural drought (AD) is essential for relevant policymaking. In this paper, standardized precipitation evapotranspiration index and standardized soil moisture index were used to estimate the MD and AD in the North China Plain (NCP) to identify the correlation between MD and AD during the growth period of winter wheat. In addition, we investigated the contributions of climate change (CC) and human activity (HA) to AD and the factors influencing the loss of winter wheat net primary production (NPP). Drought propagation time (PT) increased spatially from the southern to northern NCP (from 3 to 11 months). PT first increased and then decreased during the phenological period of winter wheat, and the decreasing trend was delayed with an increasing latitude. In general, the relative contribution of CC to AD was higher than that of HA; the correlation between MD and AD exhibited a weakening trend, particularly during the middle and late phenological stages of winter wheat. Precipitation was the main driver of the effects of HA on AD; the effects were stronger in areas with less precipitation. However, because of the improved irrigation conditions and scarce rainfall during the growth period of winter wheat in the study area, the effects of precipitation on AD were nonsignificant. Instead, temperature, wind, and total solar radiation, which are highly correlated with evapotranspiration, were identified as the primary drivers of AD; spatiotemporal variations were noted in these correlations. Prolonged drought PT reduced NPP; the sensitivity of winter wheat NPP to AD was higher in humid areas than in semiarid or semihumid areas. NPP loss occurred primarily due to HA. Summary Growing water extractions combined with emerging demands for environment protection increase competition for scarce water resources worldwide, especially in arid and semiarid regions. In those regions, climate change is projected to exacerbate water scarcity and increase the recurrence and intensity of droughts. These circumstances call for methodologies that can support the design of sustainable water management. This paper presents a hydro-economic model that links a reduced form hydrological component, with economic and environmental components. The model is applied to an arid and semiarid basin in Southeastern Spain to analyze the effects of droughts and to assess alternative adaptation policies. Results indicate that drought events have large impacts on social welfare, with the main adjustments sustained by irrigation and the environment. The water market policy seems to be a suitable option to overcome the negative economic effects of droughts, although the environmental effects may weaken its advantages for society. The environmental water market policy, where water is acquired for the environment, is an appealing policy to reap the private benefits of markets while protecting ecosystems. The current water management approach in Spain, based on stakeholders’ cooperation, achieves almost the same economic outcomes and better environmental outcomes compared to a pure water market. These findings call for a reconsideration of the current management in arid and semiarid basins around the world. Recently developed methodologies such as climate reanalysis make it possible to create a historical record of climate systems. This paper proposes a methodology called Hydrological Retrospective (HR), which essentially simulates large rainfall datasets, using this as input into hydrological models to develop a record of past hydrology, making it possible to analyze past floods and droughts. We developed a methodology for the Amazon basin, where studies have shown an increase in the intensity and frequency of hydrological extreme events in recent decades. We used eight large precipitation datasets (more than 30 years) as input for a large scale hydrological and hydrodynamic model (MGB-IPH). HR products were then validated against several in situ discharge gauges controlling the main Amazon sub-basins, focusing on maximum and minimum events. For the most accurate HR, based on performance metrics, we performed a forecast skill of HR to detect floods and droughts, comparing the results with in-situ observations. A statistical temporal series trend was performed for intensity of seasonal floods and droughts in the entire Amazon basin. Results indicate that HR could represent most past extreme events well, compared with in-situ observed data, and was consistent with many events reported in literature. Because of their flow duration, some minor regional events were not reported in literature but were captured by HR. To represent past regional hydrology and seasonal hydrological extreme events, we believe it is feasible to use some large precipitation datasets such as i) climate reanalysis, which is mainly based on a land surface component, and ii) datasets based on merged products. A significant upward trend in intensity was seen in maximum annual discharge (related to floods) in western and northwestern regions and for minimum annual discharge (related to droughts) in south and central-south regions of the Amazon basin. Because of the global coverage of rainfall datasets, this methodology can be transferred to other regions for better estimation of future hydrological behavior and its impact on society. Summary: The Senegal River Basin, located in West Africa, has been affected by several droughts since the end of the 1960s. In its valley, which is densely populated and highly vulnerable to climate variability and water availability, agricultural activities provide the livelihood for thousands of people. Increasing the knowledge about plausible trends of drought events will allow to improve the adaptation and mitigation measures in order to build “adaptive capacity” to climate change in West Africa. An innovative methodology for the non-stationary analysis of droughts events, which allows the prediction of regional trends associated to several return periods, is presented. The analyses were based on Regional Climate Models (RCMs) provided by the European ENSEMBLES project for West Africa, together with observed data. A non-stationary behaviour of the annual series of maximum length of dry spells (AMDSL) in the monsoon season is reflected in temporal changes in mean and variance. The non-stationary nature of hydrometeorological series, due to climate change and anthropogenic activities, is the main criticism to traditional frequency analysis. Therefore, in this paper, the modelling tool GAMLSS (Generalized Additive Models for Location, Scale and Shape), is applied to develop regional probability density functions (pdfs) fitted to AMDSL series for the monsoon season in the Senegal River Basin. The skills of RCMs in the representation of maximum length of dry spells observed for the period 1970–1990, are evaluated considering observed data. Based on the results obtained, a first selection of the RCMs with which to apply GAMLSS to the AMDSL series identified, for the time period 1970–2050, is made. The results of GAMLSS analysis exhibit divergent trends, with different value ranges for parameters of probability distributions being detected. Therefore, in the second stage of the paper, regional pdfs are constructed using bootstrapping distributions based on probabilistic models. In general, an increase in the mean and variance statistics of AMDSL at regional level are predicted, thereby increasing the lengths of dry spells associated with a low probability of occurrence (related to high return period) in the monsoon season. Summary: In recent years droughts have been occurring frequently, and their impacts are being aggravated by the rise in water demand and the variability in hydro-meteorological variables due to climate change. As a result, drought hydrology has been receiving much attention. A variety of concepts have been applied to modeling droughts, ranging from simplistic approaches to more complex models. It is important to understand different modeling approaches as well as their advantages and limitations. This paper, supplementing the previous paper () where different concepts of droughts were highlighted, reviews different methodologies used for drought modeling, which include drought forecasting, probability based modeling, spatio-temporal analysis, use of Global Climate Models (GCMs) for drought scenarios, land data assimilation systems for drought modeling, and drought planning. It is found that there have been significant improvements in modeling droughts over the past three decades. Hybrid models, incorporating large scale climate indices, seem to be promising for long lead-time drought forecasting. Further research is needed to understand the spatio-temporal complexity of droughts under climate change due to changes in spatio-temporal variability of precipitation. Applications of copula based models for multivariate drought characterization seem to be promising for better drought characterization. Research on decision support systems should be advanced for issuing warnings, assessing risk, and taking precautionary measures, and the effective ways for the flow of information from decision makers to users need to be developed. Summary: Abundant information is available on West African drought and its hydrological and environmental impacts. Land-use and climatic changes have greatly modified the conditions of Sudanian and Sahelian hydrology, impacting the regime and discharge of the main rivers. Human pressure on the environment (significant increase in crops and disappearance of natural bushes and landscapes, for example) has led to severe soil crusting and desertification throughout Sahelian regions. Despite recent increases in rainfall, the drought has not ended, resulting in two different hydrological evolutions. In the Sudanian areas, stream flows have been reduced, sometimes as much as twice the rainfall reduction rate. In the Sahelian regions, runoff coefficients have increased to such a degree that discharges are increasing, in spite of the reduced rainfall. The main goal of this paper is to synthesize the recent advances in the Sahelian and Sudano-Sahelian West African hydrology. The other objectives are two fold: First, to discuss the “Sahelian Paradox” (the increase in runoff in most of the Sahel during the drought, at least during the 1968–1995 period, as described in the 1980s) and paradox of groundwater highlighted in the square degree of Niamey (the rise in water table levels in some endorheic areas during the same drought, evidenced in the 1990s), and second, to attempt to define the application of their respective geographical areas. The land-use changes act as a general factor of hydrological evolution of soils and basins, while some spatial factors explain the great variability in the response to environmental evolution, such as endorheism, geological context, latitudinal climate gradient, and local hydrodynamic behaviour of environment. Summary Management of water resources in Texas (United States) is a challenging endeavor due to rapid population growth in the recent past coupled with significant spatiotemporal variations in climate. While climate conditions impact the availability of water, over-usage and lack of efficient management further complicate the dynamics of supply availability. In this paper, we provide the first look at the impact of climate change projections from an ensemble of Coupled Model Intercomparison Project Phase 5 (CMIP5) on 21st century drought characteristics under three future emission trajectories: Representative Concentration Pathway (RCP) 2.6, RCP 4.5 and RCP 8.5, using the standardized precipitation index (SPI) and standardized precipitation evapotranspiration index (SPEI). In addition, we evaluate the performance of the ensemble in simulating historical (1950–1999) observations from multiple climate divisions in Texas. Overall, the ensemble performs better in simulating historical temperature than precipitation. In semi-arid locations such as El Paso and Laredo, decreasing precipitation trends are projected even under the influence of climate policies represented by the RCP 4.5. There is little variability in the SPI across climate divisions and across RCPs. The SPEI, on the other hand, generally shows a decreasing trend toward the latter half of the 21st century, with multi-year droughts becoming the norm under the RCP 8.5, particularly in regions that are already dry, such as El Paso. Less severe droughts are projected for the sub-humid eastern edge of the state. Considering that state water planning agencies are already forecasting increased water shortages over the next 50 years, we recommend proactive approaches to risk management such as adjusting the planning tools for potential recurrence of multi-year droughts in regions that are already water-stressed. Summary Ongoing pressures from population growth, recurrent drought, climate, urbanization and industrialization in the Nile Basin raise the importance of finding viable measures to adapt to these stresses. Four tributaries of the Eastern Nile Basin contribute to supplies: the Blue Nile (56%), White Nile-Albert (14%), Atbara (15%) and Sobat (15%). Despite much peer reviewed work addressing conflicts on the Nile, none to date has quantitatively examined opportunities for discovering benefit sharing measures that could protect negative impacts on downstream water users resulting from new upstream water storage developments. The contribution of this paper is to examine the potential for mutually beneficial and sustainable benefit sharing measures from the development and operation of the Grand Ethiopian Renaissance Dam while protecting baseline flows to the downstream countries including flows into the Egyptian High Aswan Dam. An integrated approach is formulated to bring the hydrology, economics and institutions of the region into a unified framework for policy analysis. A dynamic optimization model is developed and applied to identify the opportunities for Pareto Improving measures to operate these two dams for the four Eastern Nile Basin countries: Ethiopia, South Sudan, Sudan, and Egypt. Results indicate a possibility for one country to be better off (Ethiopia) and no country to be worse off from a managed operation of these two storage facilities. Still, despite the optimism of our results, considerable diplomatic negotiation among the four riparians will be required to turn potential gains into actual welfare improvements. Summary Both drought and aridity indicate imbalance in water availability. While drought is a natural temporal hazard, aridity is a constant climatic feature. This paper investigates the changes in drought characteristics across different aridity zones with and without consideration of potential evapotranspiration (PET), as a means to better assess drought in a warming climate. Two drought indexes are employed: (1) Standardized precipitation index (SPI), which is solely based on precipitation; and (2) Reconnaissance drought index (RDI), which, in addition to precipitation, takes PET into account. The two indexes are first employed to observed precipitation and PET data for the period 1960–2009 from the CRU (Climate Research Unit, University of East Anglia) TS 3.1 database. The results indicate that although all the aridity zones experience both downward and upward drought trends, no significant trend is found over large parts of the zones. However, the agreement between SPI and RDI reduces from the hyper-arid zone on one extreme toward the humid zone on the other. In the three more humid zones (i.e. semi-arid, sub-humid, and humid), the indexes exhibit different trends, with RDI showing more decreasing trends (i.e. becoming drier). While SPI generally shows more drought prone areas than RDI for the pre-1998 period, the opposite is observed for the post-1998 period. Given the known changes to PET in observed records, and also expected increases as global warming intensifies, these results suggest that RDI will be consistently different to the SPI as global warming intensifies. This hypothesis is further tested for historic and future climate projections from the CSIRO (Commonwealth Scientific and Industrial Research Organisation, Australia) Mk3.6 global climate model (GCM), with use of the fifth phase of the Coupled Model Intercomparison Project (CMIP5) and RCP8.5 (Representative Concentration Pathways). In this case, PET is calculated using FAO56-PM model for assessment of RDI. The results suggest that agreement between SPI and RDI is affected and decreases remarkably over time (between 1850 and 2100). All these lead to the conclusion that, in the face of climate change, PET, an important component in the hydrologic cycle, should not be ignored in drought modeling. [ABSTRACT FROM AUTHOR]

• Simple approach to evaluate the impact of climate change on groundwater. • Correlation between meteorological and groundwater indices. • Regional climate model outputs to estimate future groundwater levels. This paper investigates the impacts of climate change on groundwater droughts making use of regional projections and standardized indices: the Standardized Precipitation Index (SPI), the Standardized Precipitation Evapotranspiration Index (SPEI) and the Standardized Groundwater Index (SGI). The method adopted, using historical precipitation and temperature data and water levels collected in monitoring wells, first investigates the possible correlations between meteorological and groundwater indices at each well. Then, if there is a correlation, a linear regression analysis is used to model the relationships between SGIs and SPIs, and SGIs and SPEIs. The same relationships are used to infer future SGIs from SPI and SPEI projections obtained by means of an ensemble of Regional Climate Models (RCMs), under different climate scenarios (RCP 4.5 and RCP 8.5). This methodology has been applied to data collected in northern Tuscany (Italy) in an area served by a water company, where historical series of daily climate variables (since 1934) and daily records for 16 wells, covering the period 2005–2020, are available. The impacts on groundwater have been computed in the short- (2006–2035), medium- (2036–2065) and long-term (2066–2095). The analysis indicates that, in the historical period and for most of the monitoring wells, there is a good correlation between SGIs and SPIs or SPEIs. The results point out that making use of the SGI-SPI relationships, slight variations in the availability of groundwater are expected in the future. However, in a global warming scenario, the influence of temperature on evapotranspiration phenomena cannot be overlooked and, for this reason, the SGI-SPEI relationships seem more suitable to forecast groundwater droughts. According to these relationships, negative effects on groundwater levels in almost all wells are estimated for the future. For the RCP 4.5 scenario, the largest decline in groundwater level is expected in the medium-term, while for the RCP 8.5 scenario future SGIs will significantly decrease over the long-term. Due to the type of data required and its simplicity, this methodology can be applied to different areas of interest for a quick estimate of groundwater availability under climate change scenarios. It is crucial to investigate how a precipitation deficit is transformed into hydrological drought and how climate change and human activities affect this transformation process, which is helpful to gain a deep understanding of drought propagation process in this changing environment. This study proposed an observation-based natural and human-impacted catchment comparison method to assess the impacts of climate change and human activities on propagation from meteorological drought to hydrological drought. The method mainly consists of the following three steps: (1) selection of natural catchments through analysis of trends and change points of hydro-meteorological data, as well as statistics analysis of human influence based on land use and socio-economic indicators data sets; (2) calculation of drought propagation characteristics (e.g., drought severity, duration, and propagation time) based on run theory and the Pearson correlation coefficient; and (3) comparison of drought propagation characteristics of natural catchments between undisturbed and disturbed periods to identify the impacts of climate change on drought propagation, and comparison of the propagation characteristics between natural and human-impacted catchments during the disturbed period to investigate human influence on drought propagation. The Laohahe basin (with eleven sub-catchments), located in northern China, was evaluated via the proposed procedure, and standardized precipitation index (SPI) and standardized runoff index (SRI) were used to characterize meteorological and hydrological droughts, respectively. The results demonstrate that the proposed method is suitable tool for distinguishing natural and human-impacted catchments, and separating the impacts of climate change and human activities on drought propagation. Furthermore, the comparison results of different schemes show that climate change accelerates the propagation from meteorological drought to hydrological drought in the Laohahe basin, shortening it by approximately 3 months. Human activities, however, disturb and then delay the natural propagation from meteorological drought to hydrological drought, retarding it by 11–12 months. Although the Laohahe basin was selected as a case study in this paper, the proposed method can be applied in other regions as well to improve drought prediction and water resources management. Summary: Multi-scale temporal variability of precipitation has an established relationship with floods and droughts. In this paper, we present the diagnostics on the ability of 16 General Circulation Models (GCMs) from Bias Corrected and Downscaled (BCSD) World Climate Research Program’s (WCRP’s) Coupled Model Inter-comparison Project Phase 3 (CMIP3) projections and 10 Regional Climate Models (RCMs) that participated in the North American Regional Climate Change Assessment Program (NARCCAP) to represent multi-scale temporal variability determined from the observed station data. Four regions (Los Angeles, Las Vegas, Tucson, and Cimarron) in the Southwest United States are selected as they represent four different precipitation regions classified by clustering method. We investigate how storm properties and seasonal, inter-annual, and decadal precipitation variabilities differed between GCMs/RCMs and observed records in these regions. We find that current GCMs/RCMs tend to simulate longer storm duration and lower storm intensity compared to those from observed records. Most GCMs/RCMs fail to produce the high-intensity summer storms caused by local convective heat transport associated with the summer monsoon. Both inter-annual and decadal bands are present in the GCM/RCM-simulated precipitation time series; however, these do not line up to the patterns of large-scale ocean oscillations such as El Nino/La Nina Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO). Our results show that the studied GCMs/RCMs can capture long-term monthly mean as the examined data is bias-corrected and downscaled, but fail to simulate the multi-scale precipitation variability including flood generating extreme events, which suggests their inadequacy for studies on floods and droughts that are strongly associated with multi-scale temporal precipitation variability. Summary: Preserving natural wetlands is a growing challenge as the world faces increased demand for water. Drought, climate change and growing demands by users aggravate the issue. The conflict between irrigated agriculture and wetland services presents a classic case of competition. This paper examines an institutional mechanism that offers an incentive to farmers to adopt water conservation measures, which in turn could reduce overall water use in irrigated agriculture within a selected basin. Reduced water demands could provide the additional water needed for wetland preservation. We present an analytical empirical model implemented through the development of an integrated basin framework, in which least-cost measures for securing environmental flows to sustain wetlands are examined for the Zayandeh-Rud River Basin of central Iran. To test this idea, two policies – one with and one without an incentive – are analyzed: (a) reduced agricultural diversions without a water conservation subsidy, and (b) reduced agricultural diversions with a water conservation subsidy. The policies are evaluated against a background of two alternative water supply scenarios over a 10-year period. Results reveal that a water conservation subsidy can provide incentives for farmers to shift out of flood irrigation and bring more land into production by adopting water-saving irrigation technologies. The policy increases crop yields, raises profitability of farming, and increases the shadow price of water. Although the conservation subsidy policy incurs a financial cost to the taxpayer, it could be politically and economically attractive for both irrigators and environmental stakeholders. Summary: Public water supply systems are designed to maintain water supply through extended periods of dry weather without excessive cost or environmental damage. During a drought, water suppliers can take further measures to enhance supplies or reduce demand. The introduction of drought measures is usually formalised in a drought plan, but there is often little evidence that the plan will prove successful during a range of feasible droughts. As the climate changes, recent hydrological data may be a poor guide to future drought, and planned actions may prove insufficient to maintain adequate water supplies. This paper describes a method for testing the resilience of water company drought plans to droughts that are outside recent hydrological experience. Long severe droughts of the nineteenth century provide an opportunity to test water supply system behaviour in a range of realistic droughts. The method developed combines system modelling with an interactive approach that asks water system managers to work through the actions that they would take at different stages of the drought, without knowledge of subsequent drought development. The approach was tested for two contrasting English water resource systems. In both cases, the existing water supply and drought planning measures succeeded in maintaining water supply, but significant demand restrictions and engineering measures had to be introduced. Wider use of the method by water supply planners should allow the refinement of drought and water supply plans, and will also create increased awareness of the actions necessary to manage a range of droughts. Summary: The European Alps are one region of the world where climate-driven changes are already perceptible, as exemplified by the general retreat of mountain glaciers over past decades. Temperatures have risen by up to 2°C since 1900 particularly at high elevations, a rate that is roughly three times the global-average 20th century warming. Regional climate models suggest that by 2100, winters in Switzerland may warm by 3–5°C and summers by 6–7°C according to greenhouse-gas emissions scenarios, while precipitation is projected to increase in winter and sharply decrease in summer. The impacts of these levels of climatic change will affect both the natural environment and a number of economic activities. Alpine glaciers may lose between 50% and 90% of their current volume and the average snowline will rise by 150m for each degree of warming. Hydrological systems will respond in quantity and seasonality to changing precipitation patterns and to the timing of snow-melt in the Alps, with a greater risk of flooding during the spring and droughts in summer and fall. The direct and indirect impacts of a warming climate will affect key economic sectors such as tourism, hydropower, agriculture and the insurance industry that will be confronted to more frequent natural disasters. Summary: There has been a rigorous debate during the 2000s about the recovery of the African Sahel from the long-lasting drought. To examine the situation in Sudan, this paper develops the standardized anomaly indices (SAIs) of mean annual temperature and annual rainfall, and accordingly, establishes the Pedj drought index (PDI) since the 1940s to 2008 for 14 stations spread over the country. There has been a drastic increase in temperatures (maximum, minimum, and mean) over the whole country in line with a significant decline of rainfall over the northern half of the country. Evidence of a correlation between temperature and rainfall anomalies has been reported, emphasizing the concurrence of dry and hot periods. These results suggest less effective rainfall. Contrary to the postulation of recovery from the long-lasting drought in the African Sahel, the results for Sudan indicate intensifying drought evidenced by significant rising trends in PDI. The 2000s depict a widespread and prolonged drought (mild to severe), except for the extreme southern and south-western parts of the country which displayed excess of humidity. The frequency of occurrence of drought classes during 1975–2008 ranged from 44.1% to 70.6% compared to a frequency extending from 8.8% to 40.0% for 1941–1974. The PDI succeeded to represent satisfactorily drought episodes captured by other drought indices recommended worldwide. El Niño-Southern Oscillation (ENSO) index has a significant footprint on the PDI, strongly affecting the country south of latitude 15°N. [Copyright &y& Elsevier]

Summary: In recent times, significant areas of the Northeastern Argentine (NEA) have been affected by climatic fluctuations which have caused serious damages in ecosystems and people’s livehoods, both by floods and droughts. This has mainly occurred in the Santa Fe Province, having a great impact on the underlying unconfined aquifer. This paper analyzes the relationships between meteorological variability and water table levels in the context of climate variability and climatic change in the lower Carcarañá river experimental basin (about 4700km2), located in the Santa Fe Province. The goal of the study is to obtain long-term (interannual) predictions of water table levels in the region. The methodology used responds to a hypothetical conception of the temporal series having a signal formed by random components with characteristics of white noise. Singular Spectral Analysis (SSA), among other non-parametric techniques were used to identify fluctuations and trend changes in climatic time-series. These characteristics provide valuable information for the evaluation of climatic evolution and for the detection of variations in this evolution, suggesting a climatic change either by natural mechanisms or by anthropogenic impacts. A positive trend in precipitation is found throughout the studied region with water table levels showing a similar spatial–temporal behavior. The SSA gives significant periodicities between 3 and 8years showing a possible link between El Niño-Southern Oscillation (ENSO) phenomenon and precipitation and water table levels. The periodicities linked with ENSO are always present and the structures of the series are similar for the different studied periods. The results obtained, even if they are experimental constitute a first approximation. In general, they are promising, since the generated basis will enable to face further and more complex stages. Summary: This paper presents results from a modelling study carried out to investigate whether the calibrated parameter values for rainfall–runoff models based on historical observed data can be used to reliably predict runoff responses to changes in future climate inputs. The modelling experiments are carried out for four rainfall–runoff models using long records of historical daily climate and streamflow data from 61 catchments in southeast Australia. The results indicate that the models, when calibrated using more than 20years of data, can generally be used for climate impact studies where the future mean annual rainfall is not more than 15% drier or 20% wetter than the mean annual rainfall in the model calibration period. It is generally more difficult for a model calibrated over a wet period to predict runoff over a dry period compared to a model calibrated over a dry period to predict runoff over a wet period. For southeast Australia, there is a good reason to use the recent records to calibrate rainfall–runoff models to represent the current prolonged drought over the region and for climate change impact studies where the large majority of climate models predict a drier future across this region. Summary: This paper develops tools to assess regional drought events based on limited periods of record and applies them to regional climate model output to examine potential future changes in drought due to increased greenhouse gases. The drought metric was defined as a monthly time series of standardized 12-month precipitation accumulations. Regional drought events were characterised by determining the severity, area, duration and frequency of dry periods. In order to improve statistical inference of drought events, a drought generator was adopted to synthesis a large number of events trained on the available data. In nearly all cases, the drought generator produces synthetic events with drought characteristics statistically indistinguishable from the training data. Severity–Area–Frequency (SAF) curves and Area–Probability (Area–P) curves could then be constructed from the synthetic data to determine the return period of a drought event of a given severity covering a given area. These techniques were applied to observations and to output from the Hadley Centre regional climate model (HadRM3). HadRM3, when driven by climate reanalysis data, has good correlation with the observed drought metric. HadRM3 also captures the timing of observed dry periods but not the relative seriousness of any particular period. Natural variability is large with regional drought characteristics highly dependent on the time period covered by the training data. Although the synthetic drought characteristics of HadRM3 generally overlap with the observed natural variability; the model slightly overestimates the area of observed drought; underestimate its frequency; and underestimate the severity at any given area. HadRM3 projections of changes in drought characteristics over the second half of the 21st century under increased atmospheric greenhouse gases hint at an increase in the severity of drought. However, any changes are not readily distinguishable from natural variability or projection uncertainty. Therefore it is not yet possible to robustly predict changes in UK meteorological droughts arising from increased greenhouse gasses. [Copyright &y& Elsevier]

Summary: Owing to the rise in water demand and looming climate change, recent years have witnessed much focus on global drought scenarios. As a natural hazard, drought is best characterized by multiple climatological and hydrological parameters. An understanding of the relationships between these two sets of parameters is necessary to develop measures for mitigating the impacts of droughts. Beginning with a discussion of drought definitions, this paper attempts to provide a review of fundamental concepts of drought, classification of droughts, drought indices, historical droughts using paleoclimatic studies, and the relation between droughts and large scale climate indices. Summary: Climate change will probably increase the frequency and intensity of low river flows, affecting both water quantity and water quality. Although climate change impacts on water quantity are widely recognised, the impacts on water quality are less known. The aim of this paper is to assess the effects of droughts on the water quality of the river Meuse in western Europe, based on analysis of existing water quality data. Time series of water quality were investigated at two monitoring stations during two severe drought periods, occurring in the years 1976 and 2003. Water quality during these droughts was investigated and compared to water quality during reference periods, representing common hydrological conditions and similar chemical pollution. A total amount of 24 water quality parameters were involved in the analysis, which can be divided into four groups: (1) general water quality variables (water temperature, chlorophyll-a, pH, dissolved oxygen and suspended solids), (2) nutrients, (3) major elements (e.g. chloride, fluoride) and (4) heavy metals and metalloids. To assess the effects of changes in discharge and water temperature on the concentration of chemical substances, empirical relations have been established between concentration and discharge, and between concentration and water temperature. The results indicate a general deterioration of the water quality of the Meuse river during droughts, with respect to water temperature, eutrophication, major elements, and some heavy metals and metalloids. This decline in water quality is primarily caused by favourable conditions for the development of algae blooms (high water temperatures, long residence times, high nutrient concentrations) and a reduction of the dilution capacity of point source effluents. • Future change in extreme droughts over 5797 North American watersheds was studied. • Two climate model large ensembles were used to assess the change of frequency. • Changes in meteorological droughts are mostly correlated to mean precipitation. • Large increases in the frequency of hydrological droughts are observed over NA. • Projected changes in future extreme droughts get worse for longer return periods. This paper describes projected frequency changes in extreme summer meteorological and hydrological droughts over North American catchments. It uses two large ensemble climate models (50-member CanESM2 and 40-member CESM1) under the RCP 8.5 scenario to robustly assess frequency changes up to the 100-year drought, relative to the 1980–2009 reference period. Meteorological droughts, linked solely to precipitation deficit, are represented by the 1-month Standardized Precipitation Index (SPI), whereas hydrological droughts are characterized by the 1-month Streamflow Drought Index (SDI), based on hydrological simulation using a lumped hydrological model. Results show widely different patterns for future changes in extreme meteorological versus hydrological droughts. Future meteorological droughts show patterns of increasing and decreasing frequency that roughly match future expected changes of mean summer precipitation, although some regions are nonetheless projected to see more frequent extreme meteorological droughts despite increases in mean summer precipitation. The frequency changes for the 100-year meteorological droughts can be quite severe, with up to a 20-fold increase observed over some watersheds. On the other hand, hydrological droughts, which combine the effect of precipitation and temperature changes, show a mostly uniform pattern of large to very large increases in drought frequency. This shows that the projected temperature increase is a main driver of future extreme hydrological droughts, enough to overcome the projected increase in mean summer precipitation for many North American catchments. Projected changes in both meteorological and hydrological droughts get consistently worse for the longer considered return periods. In other words, frequency changes for the 100-year droughts are more significant than those expected for the 2- and 20-year droughts. This gradual worsening toward larger extremes has potentially large societal and economic impacts. The large projected increases in the frequency of extreme hydrological drought frequency (up to 27 times) are likely to severely stress water management systems across North America.
