The National Oceanic and Atmospheric Administration (NOAA) has operated a network of Fischer & Porter gauges providing hourly and subhourly precipitation observations as part of the U.S. Cooperative Observer Program since the middle of the twentieth century. A transition from punched paper recording to digital recording was completed by NOAA's National Weather Service in 2013. Subsequently, NOAA's National Centers for Environmental Information (NCEI) upgraded its quality assurance and data stewardship processes to accommodate the new digital record, better assure the quality of the data, and improve the timeliness by which hourly precipitation observations are made available to the user community. Automated methods for removing noise, detecting diurnal variations, and identifying malfunctioning gauges are described along with quality control algorithms that are applied on hourly and daily time scales. The quality of the hourly observations during the digital era is verified by comparison with hourly observations from the U.S. Climate Reference Network and summary of the day precipitation totals from the Global Historical Climatology Network dataset. Because of its high spatial and temporal variability, rainfall remains one of the most challenging meteorological variables to measure accurately. Obtaining high-quality rainfall products is essential for flood monitoring, disaster warning, and weather forecasting systems, but this is not always possible on the basis of current rainfall observation networks. Innovative alternatives draw inspiration from "citizen science" and "crowdsourcing," allowing for opportunistic sensing of rainfall from existing measurements at a low cost, which has become a popular topic and is beginning to play an important role in developing rainfall observation systems. This paper reviews the current state of new rainfall observation approaches and explores their opportunities to complement more traditional ways of rainfall data collection in a hydrological context. Furthermore, the challenges of each new approach are discussed. Although these new options show great potential in enhancing the current rainfall network, they still face problems in terms of their accuracy, real-time accessibility, and limited applicability when individually employed. In contrast, the fusion of new measurements with traditional observation networks is feasible and will be effective for regional rainfall monitoring. This study also serves as an important reference in developing monitoring techniques for other environmental factors. Significance Statement: New rainfall observation techniques provide a meaningful supplement to current rainfall networks in terms of spatiotemporal resolution and accuracy. In this paper, we present a comprehensive overview of the innovations in rainfall observation and their popularity in different regions around the world. Then, the application value and future opportunities that new techniques bring to hydrological research are analyzed. It is anticipated that this paper will be of value to researchers with an interest in improving the quality of rainfall data, thus paving the way to accelerate these studies, as well as the application and implementation of their findings, to the next stage. Furthermore, we expect to prompt a rethink on utilizing and exploiting these new rainfall products to enhance our understanding and optimization of current rainfall sensing systems. As an important reference of reservoir regulation, more and more attention has been paid to the numeric precipitation forecast. Due to the uncertainty of meteorological prediction, reservoir regulation based on precipitation forecasts may lead to flood control risks. Therefore, the reliability of precipitation forecasts is crucial to the formulation of reservoir regulation strategy based on it. In this paper, a reliability assessment model for a continuous precipitation forecast is proposed based on the first-passage problem and fuzzy mathematics. The uncertainty of precipitation forecast is described by the generalized Bayesian model, and the fuzzy reliability of a continuous precipitation forecast can be obtained by the first-passage fuzzy probability model (FFPM). Due to the importance of a no-rain period in flood resource utilization, the no-rain forecasts from four different forecast centers in the Meishan basin are used as an example. The results show that the fuzzy mathematics is helpful in describing the uncertainty of the boundary for the no-rain set, and the fuzzy reliability of the no-rain forecast is affected by the selection of the range for the no-rain forecast, while the influence of the membership function is limited. Furthermore, due to the downward trend of fuzzy reliability as the lead time increases, there is a contradiction between excess water storage of the reservoir and the fuzzy reliability of the no-rain forecast. A longer continuous no-rain period means more excess water storage, but it also faces lower reliability. Fluvial flooding is a major cause of death and damages from tropical cyclones (TCs), so it is important to understand the predictability of river flooding in TC cases, and the potential of global ensemble flood forecast systems to inform warning and preparedness activities. This paper demonstrates a methodology using ensemble forecasts to follow predictability and uncertainty through the forecast chain in the Global Flood Awareness System (GloFAS) to explore the connections between the skill of the TC track, intensity, precipitation, and river discharge forecasts. Using the case of Hurricane Iota, which brought severe flooding to Central America in November 2020, we assess the performance of each ensemble member at each stage of the forecast, along with the overall spread and change between forecast runs, and analyze the connections between each forecast component. Strong relationships are found between track, precipitation, and river discharge skill. Changes in TC intensity skill only result in significant improvements in discharge skill in river catchments close to the landfall location that are impacted by the heavy rains around the eyewall. The rainfall from the wider storm circulation is crucial to flood impacts in most of the affected river basins, with a stronger relationship with the post-landfall track error rather than the precise landfall location. We recommend the wider application of this technique in TC cases to investigate how this cascade of predictability varies with different forecast and geographical contexts in order to help inform flood early warning in TCs. Significance Statement: This study demonstrates a methodology to analyze the cascade of predictability and uncertainty through the various stages of the tropical cyclone (TC) flood forecasting chain, illustrating how it can provide useful information to modelers interested in optimizing flood forecast skill, and to those who prepare and communicate flood forecasts with stakeholders and end-users in TC cases. The results highlight the importance of improving verification of ensemble TC precipitation forecasts, and of focusing on more than just the category of the storm and landfall location when forecasting and communicating flood impacts in TC cases. In the postprocessing of ensemble forecasts of weather variables, it is standard practice to first calibrate the forecasts in a univariate setting, before reconstructing multivariate ensembles that have a correct covariability in space, time, and across variables, via so-called “reordering” methods. Within this framework though, postprocessors cannot fully extract the skill of the raw forecast that may exist at larger scales. A multi-temporal-scale modulation mechanism for precipitation is here presented, which aims at improving the forecasts over different accumulation periods, and which can be coupled with any univariate calibration and multivariate reordering techniques. The idea, originally known under the term “canonical events,” has been implemented for more than a decade in the Meteorological Ensemble Forecast Processor (MEFP), a component of the U.S. National Weather Service’s (NWS) Hydrologic Ensemble Forecast Service (HEFS), although users were left with material in the gray literature. This paper proposes a formal description of the mechanism and studies its intrinsic connection with the multivariate reordering process. The verification of modulated and unmodulated forecasts, when coupled with two popular methods for reordering, the Schaake shuffle and ensemble copula coupling (ECC), is performed on 11 Californian basins, on both precipitation and streamflow. Results demonstrate the clear benefit of the multi-temporal-scale modulation, in particular on multiday total streamflow. However, the relative gain depends on the method used for reordering, with more benefits expected when this latter method is not able to reconstruct an adequate temporal structure on the calibrated precipitation forecasts. The NASA Soil Moisture Active Passive (SMAP) mission Level-4 Soil Moisture (L4_SM) product provides global, 9-km resolution, 3-hourly surface and root-zone soil moisture from April 2015 to the present with a mean latency of 2.5 days from the time of observation. The L4_SM algorithm assimilates SMAP L-band (1.4 GHz) brightness temperature (Tb) observations into the NASA Catchment land surface model as the model is driven with observation-based precipitation. This paper describes and evaluates the use of satellite- and gauge-based precipitation from the NASA Integrated Multi-satellitE Retrievals for the Global Precipitation Measurement (IMERG) products in the L4_SM algorithm beginning with L4_SM Version 6. Specifically, IMERG is used in two ways: (i) The L4_SM precipitation reference climatology is primarily based on IMERG-Final (Version 06B) data, replacing the Global Precipitation Climatology Project Version 2.2 data used in previous L4_SM versions, and (ii) the precipitation forcing outside of North America and the high latitudes is corrected to match the daily totals from IMERG, replacing the gauge-only, daily product or uncorrected weather analysis precipitation used there in earlier L4_SM versions. The use of IMERG precipitation improves the anomaly time series correlation coefficient of L4_SM surface soil moisture (versus independent satellite estimates) by 0.03 in the global average and by up to ∼0.3 in parts of South America, Africa, Australia, and East Asia, where the quality of the gauge-only precipitation product used in earlier L4_SM versions is poor. The improvements also reduce the time series standard deviation of the Tb observation-minus-forecast residuals from 5.5 K in L4_SM Version 5 to 5.1 K in Version 6. Significance Statement: Soil moisture links the land surface water, energy, and carbon cycles. NASA Soil Moisture Active Passive (SMAP) satellite observations and observation-based precipitation data are merged into a numerical model of land surface water and energy balance processes to generate the global, 9-km resolution, 3-hourly Level-4 Soil Moisture (L4_SM) data product. The product is available with ∼2.5-day latency to support Earth science research and applications, such as flood prediction and drought monitoring. We show that a recent L4_SM algorithm update using satellite- and gauge-based precipitation inputs from the NASA Integrated Multi-satellitE Retrievals for the Global Precipitation Measurement (IMERG) products improves the temporal variations in the estimated soil moisture, particularly in otherwise poorly instrumented regions in South America, Africa, Australia, and East Asia. The Qinghai–Tibet Plateau, known as the Asian Water Tower, has a significant area of water bodies that provide a wide range of valuable ecosystem services. In the context of climate change, the formation condition of surface water and water extent is changing fast. Thus, there is a critical need for monthly detection algorithms at high spatial resolution (∼30 m) with good accuracy. Multiple sensors' observations are available, but producing reliable long time series surface water mapping at a subannual temporal frequency still remains a challenge, mainly due to data limitations. In this study, we proposed a neural-network-based monthly surface water classification framework relying on Landsat 5/7/8 images in 2000–20 and topographic indices, and retrieved monthly water mask for the year 2020. The surface water was mainly distributed in the central and western parts of the plateau and the maximum area of permanent surface water (water frequency > 60%) was 26.66 × 103 km2 in 2020. The overall, producer, and user accuracies of our surface water map were 0.96, 0.94, and 0.98, respectively, and the kappa coefficient reached 0.90, demonstrating a better performance than existing products [i.e., Joint Research Centre (JRC) Monthly Water History with overall accuracy 0.94, producer accuracy 0.89, user accuracy 0.99, and kappa coefficient 0.89]. Our framework efficiently solved the problem of missing data in Landsat images referring to the JRC and a priori information and performed well in dealing with ice/snow cover issues. We showed that higher uncertainties exist on wetlands and recommended exploring relationships between water and wetlands in the future. Significance Statement: In this paper, we present a new methodology to estimate surface water and its intra-annual changes using Landsat data. Missing data and retrieval errors in the winter are major issues in the existing products (i.e., JRC dataset). This motivated us to develop a new machine learning algorithm to better improve the retrieval scheme. We show that our approach, based on a neural network classifier, delivers a significant improvement compared to the previous estimates. As shown in the literature, JRC data can hardly be used at the monthly level, whereas our retrieval appears to be exploitable at the monthly scale. Generating plausible future climate time series is needed for bottom-up climate impact modeling, as well as downscaling climate model output for hydrological applications. A novel method for generating multisite daily stochastic climate series is developed based on 1) linear regression between climate teleconnection time series (e.g., IPO/SOI) and annual rainfall, 2) clustered method of fragments for subannual disaggregation, and 3) a regression-based approach to daily potential evapotranspiration (PET) for hydrological modeling. We demonstrate that bias (i.e., oversampling) occurs with the standard method of fragments disaggregation in the multisite context and show that selection of an analog year from clustered rainfall amounts provides better sampling properties than the standard method of fragments. Using hydrological data for southeastern Australia, we model runoff from observed and simulated rainfall and PET using the GR4J (Génie Rural à 4 paramètres Journalier) model. Simulated annual and daily rainfall and runoff characteristics from the new method are similar to existing methods, with improvements demonstrated in wet–wet transition probabilities and spatial (between-site) correlations. Significance Statement: In this paper we develop a novel method for generating multisite daily stochastic climate series regressing climate teleconnections (e.g., ENSO, IPO) to annual site rainfall, and disaggregation using a clustered version of the method of fragments. The modular nature of the method also allows for the possibility of the generation of replicates from GCM output of climate teleconnections, as well as perturbed climate futures for scenario-neutral modeling. Postprocessing forecast precipitation fields from numerical weather prediction models aims to produce ensemble forecasts that are of high quality at each grid cell and, importantly, are spatially structured in an appropriate manner. A conventional approach, the gridcell-by-gridcell postprocessing, typically consists of two steps: 1) perform statistical calibration separately at individual grid cells to generate unbiased, skillful, and reliable ensemble forecasts and 2) employ ensemble reordering to link ensemble members of all grid cells according to certain templates to form spatially structured ensemble forecasts. However, ensemble reordering techniques are generally problematic in practical use. For example, the well-known Schaake shuffle is often criticized for not considering real physical atmospheric conditions. In this context, a fundamentally new approach, namely, spatial-mode-based calibration (SMoC), has recently been developed for postprocessing forecast precipitation fields with inbuilt spatial structures, thereby eliminating the need for ensemble reordering. SMoC was tested on 1-day-ahead forecasts of heavy precipitation events and was found to produce ensemble forecasts with appropriate spatial structures. In this paper, we extend SMoC to calibrate forecasts of light and no precipitation events and forecasts at long lead times. We also compare SMoC with the gridcell-by-gridcell postprocessing. Results based on multiple evaluation metrics show that SMoC performs well in calibrating both forecasts of light and no precipitation events and forecasts at long lead times. Compared with the gridcell-by-gridcell postprocessing, SMoC produces ensemble forecasts with similar forecast skill, improved forecast reliability, and clearly better spatial structures. This paper assesses the water vapor flux performance of three reanalysis datasets (ERA5, JRA55, NCEP-2) on the South China Sea. The radiosonde data were from the South China Sea Scientific Expedition organized by Sun Yat-sen University in the 2019 summer (SCSEX2019). The comparison shows that all reanalyses underestimate the temperature and specific humidity under 500 hPa. As for the wind profile, the most significant difference appeared at 1800 UTC when there was no conventional radiosonde observation around the experiment area. As for the water vapor flux, ERA5 seems to give the best zonal flux but the worst meridional one. A deeper analysis shows that the bias in the wind mainly caused the difference in water vapor flux from ERA5. As for JRA55 and NCEP-2, the humidity and wind field bias coincidentally canceled each other, inducing a much smaller bias, especially in meridional water vapor flux. Therefore, to get a more realistic water vapor flux, a correction in the wind profile was most needed for ERA5. In contrast, the simultaneous improvement on both wind and humidity fields might produce a better water vapor flux for JRA55 and NCEP-2. Significance Statement: This paper mainly aims to assess three atmospheric reanalyses from the viewpoint of the water vapor flux over the South China Sea during the monsoon period. The observation data contain more than 120 radiosonde profiles. Our work has given an objective comparison among the reanalyses and observations. We also tried to explain the bias in the water vapor flux over the ocean from the reanalyses. The results of our work might help understand the monsoon precipitation given by atmospheric reanalyses or regional climate models and enlighten the development of atmospheric assimilation products. Longwave radiation (LR) is one of the energy balance components responsible for warming and cooling water during hot summers. Both downward incoming LR, emitted by the atmosphere, and outgoing LR emitted by the land surface are not widely measured. The influence of clouds on the LR heat budget makes it even harder to establish reliable formulations for all-sky conditions. This paper uses air temperature and cloud cover from the ERA5 reanalysis database to compare 20 models for the downward longwave irradiance (DLI) at Earth's surface and compare them with ERA5's DLI product. Our work uses long-time continuous DLI measured data at three stations over Canada, and ERA5 reanalysis, a reliable source for data-scarce regions, such as central British Columbia (Canada). The results show the feasibility of the local calibration of different formulations using ERA5 reanalysis data for all-sky conditions with RMSE metrics ranging from 37.1 to 267.3 W m−2, which is comparable with ERA5 reanalysis data and can easily be applied at broader scales by implementing it into hydrological models. Moreover, it is shown that ERA5 gridded data for DLI shows the best results with RMSE = 31.7 W m−2. This paper develops a mathematical model and statistical methods to quantify trends in presence/absence observations of snow cover (not depths) and applies these in an analysis of Northern Hemispheric observations extracted from satellite flyovers during 1967–2021. A two-state Markov chain model with periodic dynamics is introduced to analyze changes in the data in a cell by cell fashion. Trends, converted to the number of weeks of snow cover lost/gained per century, are estimated for each study cell. Uncertainty margins for these trends are developed from the model and used to assess the significance of the trend estimates. Cells with questionable data quality are explicitly identified. Among trustworthy cells, snow presence is seen to be declining in almost twice as many cells as it is advancing. While Arctic and southern latitude snow presence is found to be rapidly receding, other locations, such as eastern Canada, are experiencing advancing snow cover. Significance Statement: This project quantifies how the Northern Hemisphere's snow cover has recently changed. Snow cover plays a critical role in the global energy balance due to its high albedo and insulating characteristics and is therefore a prominent indicator of climate change. On a regional scale, the spatial consistency of snow cover influences surface temperatures via variations in absorbed solar radiation, while continental-scale snow cover acts to maintain thermal stability in the Arctic and subarctic regions, leading to spatial and temporal impacts on global circulation patterns. Changing snow presence in Arctic regions could influence large-scale releases of carbon and methane gas. Precipitation (P) gauge undercatch (PUC) is an important source of error when using observed meteorological datasets for hydrologic modeling studies in regions with cold and windy winters. Preliminary simulations using the Variable Infiltration Capacity (VIC) hydrological model forced with different meteorological datasets showed significant underprediction of simulated streamflow throughout the domain. A new hybrid gridded meteorological dataset at 1/16° resolution based on observed station data was assembled over the U.S. Midwest and Great Lakes region from 1915 to 2021 at a daily time step. Correction of primary station data using existing techniques is generally difficult or infeasible in the United States due to missing station metadata and lack of local wind speed (WS) measurements. We developed and tested several different postprocessing adjustment techniques using regridded WS obtained from the NCEP–NCAR reanalysis. The most effective approach corrected rain or mixed P using WS alone, and P as snow using a regressed snow-to-P ratio from a group of wind-shielded reference stations (to account for different and generally unknown snow measurement techniques). The PUC-corrected gridded products were validated against high-quality shielded stations and corrected Global Historical Climatology Network stations with in situ WS, showing good overall agreement. Observed monthly streamflow at 40 river basins was also compared to hydrologic model simulations forced by datasets with and without PUC corrections. The best PUC-corrected dataset produced improvements in streamflow simulations in at least 80% of the streamflow locations for three validation metrics (r2, Nash–Sutcliff efficiency, bias in the mean), demonstrating its value for hydrometeorological studies in the greater Midwest region. Significance Statement: Many applications in hydrology require in situ precipitation (P) measurements, which are known to have a systematic low bias due to the effects of wind, also known as precipitation undercatch (PUC). Addressing PUC is problematic in the United States due to limited access to detailed station metadata (SMD) and local wind speed (WS) measurements. In this paper we develop a set of procedures to create gridded precipitation datasets for the U.S. Midwest region that incorporate corrections for PUC without needing either (i) detailed SMD or (ii) local WS measurements. Among other tests, results in 40 test basins throughout the Midwest show substantial improvements in simulated streamflow in 32 out of 40 basins when PUC corrections are included in meteorological driving datasets. Model calibration has always been one major challenge in the hydrological community. Flood scaling properties (FS) are often used to estimate the flood quantiles for data-scarce catchments based on the statistical relationship between flood peak and contributing areas. This paper investigates the potential of applying FS and multivariate flood scaling properties [multiple linear regression (MLR)] as constraints in model calibration. Based on the assumption that the scaling property of flood exists in four study catchments in northern China, eight calibration scenarios are designed with adopting different combinations of traditional indicators and FS or MLR as objective functions. The performance of the proposed method is verified by employing a distributed hydrological model, namely, the Soil and Water Assessment Tool (SWAT) model. The results indicate that reasonable performance could be obtained in FS with fewer requirements of observed streamflow data, exhibiting better simulation of flood peaks than the Nash-Sutcliffe efficiency coefficient calibration scenario. The observed streamflow data or regional flood information are required in the MLR calibration scenario to identify the dominant catchment descriptors, and MLR achieves better performance on catchment interior points, especially for the events with uneven distribution of rainfall. On account of the improved performance on hydrographs and flood frequency curve at the watershed outlet, adopting the statistical indicators and flood scaling property simultaneously as model constraints is suggested. The proposed methodology enhances the physical connection of flood peak among sub-basins and considers watershed actual conditions and climatic characteristics for each flood event, facilitating a new calibration approach for both gauged catchments and data-scarce catchments. This paper describes a new Passive Microwave Empirical Cold Surface Classification Algorithm (PESCA) developed for snow-cover detection and characterization by using passive microwave satellite measurements. The main goal of PESCA is to support the retrieval of falling snow, since several studies have highlighted the influence of snow-cover radiative properties on the falling-snow passive microwave signature. The developed method is based on the exploitation of the lower-frequency channels (<90 GHz), common to most microwave radiometers. The method applied to the conically scanning Global Precipitation Measurement (GPM) Microwave Imager (GMI) and the cross-track-scanning Advanced Technology Microwave Sounder (ATMS) is described in this paper. PESCA is based on a decision tree developed using an empirical method and verified using the AutoSnow product built from satellite measurements. The algorithm performance appears to be robust both for sensors in dry conditions (total precipitable water < 10 mm) and for mean surface elevation < 2500 m, independent of the cloud cover. The algorithm shows very good performance for cold temperatures (2-m temperature below 270 K) with a rapid decrease of the detection capabilities between 270 and 280 K, where 280 K is assumed as the maximum temperature limit for PESCA (overall detection statistics: probability of detection is 0.98 for ATMS and 0.92 for GMI, false alarm ratio is 0.01 for ATMS and 0.08 for GMI, and Heidke skill score is 0.72 for ATMS and 0.69 for GMI). Some inconsistencies found between the snow categories identified with the two radiometers are related to their different viewing geometries, spatial resolution, and temporal sampling. The spectral signatures of the different snow classes also appear to be different at high frequency (>90 GHz), indicating potential impact for snowfall retrieval. This method can be applied to other conically scanning and cross-track-scanning radiometers, including the future operational EUMETSAT Polar System Second Generation (EPS-SG) mission microwave radiometers. The intent of this paper is to encourage improved numerical implementation of land models. Our contributions in this paper are twofold. First, we present a unified framework to formulate and implement land model equations. We separate the representation of physical processes from their numerical solution, enabling the use of established robust numerical methods to solve the model equations. Second, we introduce a set of synthetic test cases (the laugh tests) to evaluate the numerical implementation of land models. The test cases include storage and transmission of water in soils, lateral subsurface flow, coupled hydrological and thermodynamic processes in snow, and cryosuction processes in soil. We consider synthetic test cases as "laugh tests" for land models because they provide the most rudimentary test of model capabilities. The laugh tests presented in this paper are all solved with the Structure for Unifying Multiple Modeling Alternatives (SUMMA) model implemented using the Suite of Nonlinear and Differential/Algebraic Equation Solvers (SUNDIALS). The numerical simulations from SUMMA/SUNDIALS are compared against 1) solutions to the synthetic test cases from other models documented in the peer-reviewed literature, 2) analytical solutions, and 3) observations made in laboratory experiments. In all cases, the numerical simulations are similar to the benchmarks, building confidence in the numerical model implementation. We posit that some land models may have difficulty in solving these benchmark problems. Dedicating more effort to solving synthetic test cases is critical in order to build confidence in the numerical implementation of land models. [ABSTRACT FROM AUTHOR]

Portions of the northeastern United States (NE) have experienced drought every year since 2016. The U.S. Drought Monitor (USDM) has played an important role in drought characterization and management by providing weekly drought maps across the entire United States, including the NE. Unfortunately, the USDM lacks consistency between input variables leading to difficulties in defining boundaries between drought categories. This paper evaluates the National Water Model's (NWM) ability to model streamflow and soil moisture, two important hydrological products that are frequently incorporated in drought indices. Using a 26-yr NWM retrospective simulation, comparisons were conducted between NWM output and observations of streamflow and soil moisture, as well as between drought categories derived from the NWM and observations and the USDM. Results indicate that NWM provides moderate predictions of streamflow at NE stations when comparing to historical observations, that NWM streamflow estimators are generally upwardly biased, and performance is worse at lower streamflow magnitudes. The NWM's ability to predict soil moisture is worse than streamflow, with again a positive bias at most sites and strong variations in anomaly correlation across sites. When predicting drought categories, NWM streamflow is as strong a predictor of USDM drought categories as observed streamflow. Extending the NWM streamflow series using a maintenance of variance technique and only past records provides slight improvements over drought categories derived from the entire 26-yr retrospective simulation. Shallow groundwater evaporation (Eg) is a major component of the hydrological cycle, especially in semiarid and arid locations. Empirical methods are commonly used to estimate Eg. However, most of these methods can only weakly represent Eg variations along the soil depth and do not consider the energy driver. In this paper, a temperature coefficient was proposed and incorporated into two preferred empirical models to characterize the impacts of soil temperature and air temperature lags on Eg. The method was evaluated using in situ daily data obtained from nonweighing bare soil lysimeters. The results indicated that the models that considered the temperature gradient variable (T) conformed to the changes in the actual Eg values with depth more appropriately than the original models, accompanied by 4.3%–8.8% accuracy improvements overall. Shallow groundwater evaporation Eg was found to be influenced by the water table depth (H), T, and pan evaporation (E0) in descending order, and strong interactions were found between H and T. Moreover, the impact of precipitation on Eg was investigated; measurements from dry days without precipitation revealed the actual Eg process, the relative errors in the cumulative Eg values derived at different depths demonstrated a positive relationship with infiltration recharge, and the errors related to precipitation induced 6.7%–8.3% Eg underestimations. These results contribute to a better understanding of evaporative losses from shallow groundwater and the typical Eg situation that occurs simultaneously with recharge, and they provide promising perspectives for corresponding integrated hydrologic modeling research. Dominant hydrological processes of a catchment could shift due to a changing climate. This climate-induced hydrological nonstationarity could affect the reliability of future runoff projection developed using a hydrological model calibrated for the historical period as the model or parameters may no longer be suitable under a different future hydroclimate. This paper explores whether competing parameterization approaches proposed to account for hydrological nonstationarity could improve the robustness of future runoff projection compared to the traditional approach where the model is calibrated targeting overall model performance over the entire historical period. The modeling experiments are carried out using climate and streamflow datasets from southeastern Australia, which has experienced a long drought and exhibited noticeable hydrological nonstationarity. The results show that robust multicriteria calibration based on the Pareto front can provide a more consistent model performance over contrasting hydroclimate conditions, but at a slight expense of increased bias over the entire historical period compared to the traditional approach. However, the robust calibration does not necessarily result in a more reliable projection of future runoff. This is because the systematic bias in any parameterization approach would propagate from the historical period to the future period and would largely be cancelled out when estimating the relative runoff change. Ensemble simulations combining results from different parameterization considerations could produce a more inclusive range of future runoff projection as it covers the uncertainties due to model parameterization. Conventional statistical postprocessing techniques offer limited ability to improve the skills of probabilistic guidance for heavy precipitation. This paper introduces two artificial neural network (ANN)-based, geographically aware, and computationally efficient postprocessing schemes, namely, the ANN-multiclass (ANN-Mclass) and the ANN–censored, shifted gamma distribution (ANN-CSGD). Both schemes are implemented to postprocess Global Ensemble Forecast System (GEFS) forecasts to produce probabilistic quantitative precipitation forecasts (PQPFs) over the contiguous United States (CONUS) using a short (60 days), rolling training window. The performances of these schemes are assessed through a set of hindcast experiments, wherein postprocessed 24-h PQPFs from the two ANN schemes were compared against those produced using the benchmark quantile mapping algorithm for lead times ranging from 1 to 8 days. Outcomes of the hindcast experiments show that ANN schemes overall outperform the benchmark as well as the raw forecast over the CONUS in predicting probability of precipitation over a range of thresholds. The relative performance varies among geographic regions, with the two ANN schemes broadly improving upon quantile mapping over the central, south, and southeast, and slightly underperforming along the Pacific coast where skills of raw forecasts are the highest. Between the two schemes, the hybrid ANN-CSGD outperforms at higher rainfall thresholds (i.e., >50 mm day−1), though the outperformance comes at a slight expense of sharpness and spatial specificity. Collectively, these results confirm the ability of the ANN algorithms to produce skillful PQPFs with a limited training window and point to the prowess of the hybrid scheme for calibrating PQPFs for rare-to-extreme rainfall events. This paper analyzed observations from the Great Plains Irrigation Experiment (GRAINEX) to better understand land–atmosphere (L–A) interactions and PBL evolution. This study is focused on a day when the largest forcing on the boundary layer originated from the land surface/land use. To examine these impacts, we also applied the Weather Research and Forecasting (WRF) Model. Results from the observations show that compared to nonirrigated areas, air temperature, wind speed, and PBL height (PBLH) were lower while dewpoint temperature and latent heat flux were higher over irrigated areas. Findings suggest that entrainment layer drying and differences in energy partitioning over irrigated and nonirrigated areas played an important role in PBL evolution. In the final hours of the day, the PBL collapsed faster over nonirrigated areas compared to irrigated. The WRF Model simulations agree with these observations. They also show that the extent of irrigation [expressed as irrigation fraction (IF)] in an area impacts L–A response. Under ∼60% IF, the latent heat flux and mixing ratio reach their highest value while temperature and PBLH are at their lowest, and sensible heat flux is near its lowest value. A simple—yet powerful—indicator for monitoring agricultural drought is the water requirement satisfaction index (WRSI). In data-sparse, food-insecure areas, the WRSI is used to guide billions of dollars of aid every year. The WRSI uses precipitation (PPT) and reference evapotranspiration (RefET) data to estimate water availability relative to water demand experienced over the course of a growing season. If the season is in progress, to-date conditions can be combined with climatological averages to provide insight into potential end-of-season (EOS) crop performance. However, if the average is misrepresented, these forecasts can hinder early warning and delay precious humanitarian aid. While many agencies use arithmetic average climatologies as proxies for "average conditions," little published research evaluates their effectiveness in crop-water balance models. Here, we use WRSI hindcasts of three African regions' growing seasons, from 1981 to 2019, to assess the adequacy of the arithmetic mean climatological forecast—the Extended WRSI. We find that the Extended WRSI is positively biased, overestimating the actual EOS WRSI by 2%–23% in East, West, and southern Africa. The presented alternative combines to-date conditions with data from previous seasons to produce a series of historically realistic conclusions to the current season. The mean of these scenarios is the WRSI Outlook. In comparison with the Extended WRSI, which creates a single forecast scenario using average inputs that are not covarying, the WRSI Outlook employs an ensemble of scenarios, which more adequately capture the historical distribution of distribution of rainfall events along with the covariability between climate variables. More specifically, the impact of dry spells in individual years is included in the WRSI Outlook in a way that is smoothed over in the Extended WRSI. We find that the WRSI Outlook has a near-zero bias score and generally has a lower RMSE. In total, this paper highlights the inadequacies of the arithmetic mean climatological forecast and presents a less biased and more accurate scenario-based approach. Initialization methods are needed for geophysical components of Earth system prediction models. These methods are needed from medium-range to decadal predictions and also for short-range Earth system forecasts in support of safety (e.g., severe weather), economic (e.g., energy), and other applications. Strongly coupled land–atmosphere data assimilation (SCDA), producing balanced initial conditions across the land–atmosphere components, has not yet been introduced to operational numerical weather prediction (NWP) systems. Most NWP systems have evolved separate data assimilation (DA) procedures for the atmosphere versus land/snow system components. This separated method has been classified as a weakly coupled DA system (WCDA). In the NOAA operational short-range weather models, a moderately coupled land–snow–atmosphere assimilation method (MCLDA) has been implemented, a step forward from WCDA toward SCDA. The atmosphere and land (including snow) variables are both updated within the DA using the same set of observations (aircraft, radiosonde, satellite radiances, surface, etc.). Using this assimilation method, land surface state variables have cycled continuously for 6 years since 2015 for the 3-km NOAA HRRR model and with CONUS cycling since 1997. Month-long experiments were conducted with and without MCLDA for both winter and summer seasons using the 13-km Rapid Refresh model with atmosphere (50 levels), soil (9 levels), and snow (up to 2 layers if present) on the same horizontal grid. Improvements were evident for 2-m temperature for all times of day out to 6–12 h for both seasons but stronger in winter. Better temperature forecasts were also shown in the 1000–900-hPa layer corresponding roughly to the boundary layer. Significance Statement: Accuracy of weather models depends on accurate initial conditions for soil temperature and moisture as well as for the atmosphere itself. This paper describes a moderately coupled data assimilation method that modifies soil conditions based on forecast error corrections indicated by atmospheric observations. This method has been tested for a month-long period in summer and winter and shown to consistently improve short-range forecasts of 2-m temperature and moisture. This coupled data assimilation method is used already in NOAA operational short-range models to improve its prediction skill for clouds, convective storms, and general weather conditions. Changing pathways of soil moisture loss, either directly from soil (evaporation) or indirectly through vegetation (transpiration), are an indicator of ecosystem and land hydrological cycle responses to the changing climate. Based on the ratio of transpiration to evaporation, this paper investigates soil moisture loss pathway changes across China using five reanalysis-type datasets for the past and Coupled Model Intercomparison Project Phase 6 (CMIP6) climate projections for the future. The results show that across China, the ratio of vegetation transpiration to soil evaporation has generally increased across vegetated land areas, except in grasslands and croplands in north China. During 1981–2014, there was an increase by 51.4 percentage points (pps, p < 0.01) on average according to the reanalyses and by 42.7 pps according to 13 CMIP6 models. The CMIP6 projections suggest that the holistic increasing trend will continue into the twenty-first century at a rate of 40.8 pps for SSP585, 30.6 pps for SSP245, and −1.0 pps for SSP126 shared socioeconomic pathway scenarios for the period 2015–2100 relative to 1981–2014. Major contributions come from the increases in vegetation transpiration over the semiarid and subhumid grasslands, croplands, and forestlands under the influence of increasing temperatures and prolonged growing seasons (with twin peaks in May and October). The future increasing vegetation transpiration ratio in soil moisture loss implies the potential of regional greening across China under global warming and the risks of intensifying land surface dryness and altering the coupling between soil moisture and climate in regions with water-limited ecosystems. Compared to traditional single-polarization radar, dual-polarization radar has a number of advantages for quantitative precipitation estimation because more information about the drop size distribution and hydrometeor type can be gleaned. In this paper, an improved dual-polarization rainfall methodology is proposed, which is driven by a region-based hydrometeor classification mechanism. The objective of this study is to incorporate the spatial coherence and self-aggregation of dual-polarization observables in hydrometeor classification and to produce robust rainfall estimates for operational applications. The S-band dual-polarization data collected from the NASA Polarimetric (NPOL) radar during the GPM Iowa Flood Studies (IFloodS) ground validation field campaign are used to demonstrate and evaluate the proposed rainfall algorithm. Results show that the improved rainfall method provides better performance than a few single- and dual-polarization algorithms in previous studies. This paper also investigates the impact of radar beam broadening on various rainfall algorithms. An adequate representation of the interaction between the land surface and the atmosphere is critical for both numerical weather prediction and climate models. The surface energy and mass balances are tightly coupled to the terrestrial water cycle, mainly through the state of soil moisture. An inadequate representation of the terrestrial water cycle will deteriorate the state of the land surface model and introduce biases to the atmospheric model. The validation of land surface models is challenging, as there are very few observations and the soil is highly heterogeneous. In this paper, a validation framework for land surface schemes based on catchment mass balances is presented. The main focus of our development lies in the application to kilometer-resolution numerical weather prediction and climate models, although the approach is scalable in both space and time. The methodology combines information from multiple observation-based datasets. Observational uncertainties are estimated by using independent sets of observations. It is shown that the combination of observation-based datasets and river discharge measurements close the water balance fairly well for the chosen catchments. As a showcase application, the framework is then applied to compare and validate four different versions of TERRA ML, the land surface scheme of the COSMO numerical weather prediction and climate model over five mesoscale catchments in Switzerland ranging from 105 to 1713 km². Despite large observational uncertainties, validation results clearly suggest that errors in terrestrial storage changes are closely linked to errors in runoff generation and emphasize the crucial role of infiltration processes. Obtaining high-quality quantitative precipitation forecasts is a key precondition for hydrological forecast systems. Due to multisource uncertainties (e.g., initial conditions, model structures, and parameters), raw forecasts are subject to systematic biases; hence, statistical postprocessing is often required to reduce these errors before the forecasts can proceed to hydrological applications. Machine learning (ML) algorithms are canonical statistical models, and they are diverse in type and variation. It is important to verify and compare their performance in the same scenario (e.g., precipitation postprocessing). In this paper, we conduct a large-scale comparison study for the major ML models with diverse model structures and regularization strategies as postprocessors for improving the quality of precipitation forecasts. Specifically, we compare the efficiency and effectiveness of 21 ML algorithms on solving this task. Daily reforecast precipitation with lead times up to 8 days from the Global Ensemble Forecast System and corresponding observations are employed to determine the usability of different models in the Yalong River basin in China. The performance of each model is validated by a group of carefully designed experiments and statistical metrics. The results reveal that improvements in model structures are more effective than regularization strategies. Among these algorithms, the optimized extra-trees regressor exhibits the best performance, effectively reducing overestimation and achieving the best skill in forecasting precipitation. Eleven ensemble members and a 3-day forward-rolling time window can be used as predictors to obtain the best model performance. As Earth's largest collection of freshwater, the Laurentian Great Lakes have enormous ecological and socioeconomic value. Their basin has become a regional hotspot of climatic and limnological change, potentially threatening its vital natural resources. Consequentially, there is a need to assess the current state of climate models regarding their performance across the Great Lakes region and develop the next generation of high-resolution regional climate models to address complex limnological processes and lake–atmosphere interactions. In response to this need, the current paper focuses on the generation and analysis of a 20-member ensemble of 3-km National Aeronautics and Space Administration (NASA)-Unified Weather Research and Forecasting (NU-WRF) simulations for the 2014/15 cold season. The study aims to identify the model's strengths and weaknesses; optimal configuration for the region; and the impacts of different physics parameterizations, coupling to a 1D lake model, time-variant lake-surface temperatures, and spectral nudging. Several key biases are identified in the cold-season simulations for the Great Lakes region, including an atmospheric cold bias that is amplified by coupling to a 1D lake model but diminished by applying the Community Atmosphere Model radiation scheme and Morrison microphysics scheme; an excess precipitation bias; anomalously early initiation of fall lake turnover and subsequent cold lake bias; excessive and overly persistent lake ice cover; and insufficient evaporation over Lakes Superior and Huron. The research team is currently addressing these key limitations by coupling NU-WRF to a 3D lake model in support of the next generation of regional climate models for the critical Great Lakes Basin. Significance Statement: Climate change poses a serious threat to the vital natural resources of the Laurentian Great Lakes region. Complex lake–atmosphere interactions and limnological processes are a challenge for regional climate models. Cascade reservoirs were designed for the Yalong River basin, which ranks as the third-largest hydropower base in China. Reservoir impoundment has certain impacts on local climate, but few researches focus on this field. This paper integrates spatiotemporal analysis techniques and geostatistical methods to identify the reservoir projected meteorological indices (MIs) variations as well as the impact scope under different circumstances. Results show that the reservoir projected variations of moisture indexes were much more significant than temperatures. Anthropogenic disturbance has led to a dramatic decrease of relative humidity in the past decade, far beyond its periodic amplitude range. Moreover, dry valleys faced more serious drought risk, but reservoir impoundment of this region alleviated the local drought risk. The daily minimum temperature, relative to the maximum temperature, was more sensitive to catchment changes with an earlier appearance of temperature zone variation. Since impounding, the MIs' internal relationships in nondry valleys varied significantly more than that in dry valleys, with a positive correlation of 0.7 between the relative humidity and precipitation weakening greatly. The severe warming hotspots are distributed in the upper reach and have a probability of 0.95-1 to exceed the 1.5°C IPCC control target. This study provides references for the disturbance of reservoir impoundment to local climate at multiple temporal--spatial scales under different circumstances and contributes to the MIs variation pattern identification and quantitative risk assessment. The Integrated Multisatellite Retrievals for Global Precipitation Measurement Mission (IMERG) is a global precipitation product that uses precipitation retrievals from the virtual constellation of satellites with passive microwave (PMW) sensors, as available. In the absence of PMW observations, IMERG uses a Kalman filter scheme to morph precipitation from one PMW observation to the next. In this study, an analysis of convective systems observed during the Convective Process Experiment (CPEX) suggests that IMERG precipitation depends more strongly on the availability of PMW observations than previously suspected. Following this evidence, we explore systematic biases in IMERG through bulk statistics. In two CPEX case studies, cloud photographs, pilot's radar, and infrared imagery suggest that IMERG represents the spatial extent of precipitation relatively well when there is a PMW observation but sometimes produces spurious precipitation areas in the absence of PMW observations. Also, considering an observed convective system as a precipitation object in IMERG, the maximum rain rate peaked during PMW overpasses, with lower values between them. Bulk statistics reveal that these biases occur throughout IMERG Version 06.Wefind that locations and times without PMW observations have a higher frequency of light precipitation rates and a lower frequency of heavy precipitation rates due to retrieval artifacts. These results reveal deficiencies in the IMERG Kalman filter scheme, which have led to the development of the Scheme for Histogram Adjustment with Ranked Precipitation Estimates in the Neighborhood (SHARPEN; described in a companion paper) that will be applied in the next version of IMERG. Urban floods due to intense precipitation are a major problem in many tropical regions as in Africa. Rainfall measurement using microwave links from cellular communication networks has been proposed as a cost-effective solution to monitor rainfall in these areas where the gauge network is scarce. The method consists in retrieving rainfall from the attenuation estimated along the commercial microwave links (CMLs) thanks to the power levels provided by an operator. In urban areas where the network is dense, rainfall can be estimated and mapped for hydrological prediction. Rainfall estimation from CMLs is subject to uncertainties. This paper analyzes the advantages and limitations of this rainfall data for a distributed hydrological model applied to an urban area. The case study is in West Africa in Ouagadougou, Burkina Faso, where a hydrological model has been set up. The analysis is based on numerical simulations, using high-resolution rain maps from a weather radar to emulate synthetic microwave links. Two sources of uncertainty in the rain estimation and on the simulated discharge are analyzed by simulations: (i) the precision of the raw information provided by the operator and (ii) the density and geometry of the network. A coarse precision (1 dB) in the signal provided by the operator can lead to substantial underestimation of rainfall and discharge, especially for links operating at low frequency (below 10 GHz) or of short length (less than 1 km). The Dual-Frequency Precipitation Radar (DPR) on board the Global Precipitation Measurement (GPM) mission core satellite provides the new-generation global observation of rain since 2014. The main objective of this paper is to evaluate the suitability and limitation of GPM-DPR level-2 products over China. The DPR rain rate products are compared with rain gauge data during the summers of 5 years (2014-18). The ground observation network is composed of more than 50 000 rain gauges. The DPR precipitation products for all scans (DPR_NS, DPR_MS, and DPR_HS) generally underestimate rain rates. However, DPR_MS agrees better with gauge estimates thanDPR_NS and DPR_HS, yielding the lowest mean error, systematic deviation, and highest Pearson correlation coefficient. In addition, all three swath types show obvious overestimation over gauge estimates between 0.5 and 1mmh-1 and underestimation when gauge estimates are larger than 1mmh-1. The DPR_HS and DPR_MS agree better with gauge estimates below and above 2.5mmh-1, respectively. A deeper investigation was carried out to analyze the variation of DPR_MS's performance with respect to terrains over China. An obvious underestimation, relative to gauge estimates, occurs in Tibetan Plateau while a slight overestimation occurs in the North China Plain. Furthermore, our comprehensive analysis suggests that in Sichuan Basin, the DPR_MS exhibit the best agreement with gauge estimates. [ABSTRACT FROM AUTHOR]

In this paper, the reliability of the wind speed, temperature, humidity, pressure, and precipitation values of three surface meteorological forcing products [China Meteorological Administration Land Data Assimilation System, version 2 (CLDAS-2); China Meteorological Forcing Dataset (CMFD); and Modern-Era Retrospective Analysis for Research and Applications, version 2 (MERRA-2)] in the Tibetan Plateau (TP) region was investigated from 2008 to 2014. Compared with the China Meteorological Administration (CMA) observations, CLDAS-2 exhibited the highest correlation coefficient for wind speed, CMFD displayed the best coefficients for temperature and specific humidity, and MERRA-2 best reflected pressure variations. Based on the biases, CLDAS-2 exhibited the best overall performance for temperature, specific humidity, and pressure, while CMFD displayed the best performance for wind speed. The high overall accuracy and false alarm ratio of precipitation based on MERRA-2 both stem from its continuous overestimation of the precipitation frequency. Both CLDAS-2 and CMFD overestimated the nonprecipitation frequency in comparisons with CMA observations, and a significant positive bias exists in MERRA-2 based on the analysis of daily precipitation. The results obtained from the comparisons with field observations over the TP and CMA observations are similar, except for the temperature and humidity biases of CLDAS-2. The meteorological effects on the coupled land-blowing snow modeling discussed in this paper suggest that the occurrence of blowing snow and snowdrift sublimation are projected to be reduced by CLDAS-2 due to the underestimation of wind speed, continual lack of snowfall events, and the positive biases in low temperatures and humidity, while simulations of blowing processes by MERRA-2 are likely to be much more severe than they actually are. Historically large snowpack across the upper Colorado basin and the Great Basin in 2011 presented the potential for widespread and severe flooding. While widespread flooding did occur, its impacts were largely moderated through a combination of sustained cool weather during the melt season and mitigation measures based on forecasts. The potential for more severe flooding persisted from April through the first part of July as record-high snowpacks slowly melted. NOAA's Colorado Basin River Forecast Center (CBRFC) is the primary office responsible for generating river forecasts in support of emergency and water management within the Colorado River basin. This paper describes the 2011 runoff season in the basin and examines the skill of CBRFC forecasts for that season. The primary goal of this paper is to raise awareness of the research and development areas that could, if successfully integrated into the CBRFC river forecasting system, im-prove forecasts in similar situations in the future. The authors identify three areas of potential forecast im-provement: 1) improving week two to seasonal weather and climate predictions, 2) incorporation of remotely sensed snow-covered area, and 3) improving coordination between reservoir operations and forecasts. Integrated atmospheric water vapor transport (IVT) is a determinant of global precipitation. In this paper, using the CERA-20C climate reanalysis dataset, we explore three questions in Northern Hemisphere precipitation for four seasons: 1) What is the covariability between the leading spatiotemporal modes of seasonal sea surface temperature (SST), the seasonal IVT, and the seasonal precipitation for the Northern Hemisphere? 2) How well can the leading spatial modes of seasonal precipitation be reconstructed from the leading modes of IVT and SST for the same season? 3) How well can the leading modes of precipitation for the next season be predicted from the leading modes of the current season's SST and IVT? Wavelet analyses identify covariation in the leading modes of seasonal precipitation and those of IVT and SST in the 2–8-yr band, with the highest amplitude in the March–May (MAM) season, and provide a firm physical explanation for the potential predictability. We find that a subset of the 10 leading principal components of the seasonal IVT and SST fields has significant trends in connections with seasonal precipitation modes, and provides an accurate statistical concurrent reconstruction and one-season-ahead forecast of the leading seasonal precipitation modes, thus providing a pathway to improving the understanding and prediction of precipitation extremes in the context of climate change attribution, seasonal and longer prediction, and climate change scenarios. Partial beam blockage (PBB) correction is an indispensable step in weather radar data quality control and subsequent quantitative applications, such as precipitation estimation, especially in urban and/or complex terrain environments. This paper developed a novel PBB correction procedure based on the improved ZPHI method for attenuation correction and regional specific differential propagation phase (KDP)–reflectivity (ZH) relationship derived from in situ raindrop size distribution (DSD) measurements. The practical performance of this PBB correction technique was evaluated through comparing the spatial continuity of reflectivity measurements, the consistency between radar-measured and DSD-derived KDP and ZH relationships, as well as rainfall estimates based on R(ZH) and R(KDP). The results showed that through incorporating attenuation and PBB corrections (i) the spatial continuity of ZH measurements can effectively be enhanced; (ii) the distribution of radar-measured KDP versus ZH is more consistent with the DSD-derived KDP versus ZH; (iii) the measured ZH from a C-band radar in the PBB-affected area becomes more consistent with collocated S-band measurements, particularly in the rainstorm center area where ZH is larger than 30 dBZ; and (iv) rainfall estimates based on R(ZH) in the PBB-affected area are incrementally improved with better spatial continuity and the performance tends to be more comparable with R(KDP). Hydrological systems are naturally complex and nonlinear. A large number of variables, many of which not yet well considered in regional frequency analysis (RFA), have a significant impact on hydrological dynamics and consequently on flood quantile estimates. Despite the increasing number of statistical tools used to estimate flood quantiles at ungauged sites, little attention has been dedicated to the development of new regional estimation (RE) models accounting for both nonlinear links and interactions between hydrological and physio-meteorological variables. The aim of this paper is to simultaneously take into account nonlinearity and interactions between variables by introducing the multivariate adaptive regression splines (MARS) approach in RFA. The predictive performances of MARS are compared with those obtained by one of the most robust RE models: the generalized additive model (GAM). Both approaches are applied to two datasets covering 151 hydrometric stations in the province of Quebec (Canada): a standard dataset (STA) containing commonly used variables and an extended dataset (EXTD) combining STA with additional variables dealing with drainage network characteristics. Results indicate that RE models using MARS with the EXTD outperform slightly RE models using GAM. Gridded precipitation data are very important for hydrological and meteorological studies. However, gridded precipitation can exhibit significant statistical bias that needs to be corrected before application, especially in regions where high wind speeds, frequent snowfall, and sparse observation networks can induce significant uncertainties in the final gridded datasets. In this paper, we present a method for the production of gridded precipitation on the Tibetan Plateau (TP). This method reduces the statistical distribution error by correcting for wind-induced undercatch and optimizing the interpolation method. A gridded precipitation product constructed by this method was compared with previous products on the TP. The results show that undercatch correction is necessary for station data, which can reduce the distributional error by 30% at most. Athin-plate splines interpolation algorithm considering altitude as a covariate is helpful to reduce the statistical distributional error in general. Our method effectively inhibits the smoothing effect in gridded precipitation, and compared to previous products, results in a higher mean value, larger 98th percentile, and greater temporal variance. Streamflow forecasting services driven by seasonal meteorological forecasts from dynamic prediction systems deliver valuable information for decision-making in the water sector. Moving beyond the traditional river basin boundaries, large-scale hydrological models enable a coordinated, efficient, and harmonized anticipation and management of water-related risks (droughts, floods). However, the use of forecasts from such models at the river basin scale remains a challenge, depending on how the model reproduces the hydrological features of each particular river basin. Consequently, postprocessing of forecasts is a crucial step to ensure usefulness at the river basin scale. In this paper we present a methodology to postprocess seasonal streamflow forecasts from large-scale hydrological models and advance their quality for local applications. It consists of fuzzy logic systems that bias-adjust seasonal forecasts from a large-scale hydrological model by comparing its modeled streamflows with local observations. The methodology is demonstrated using forecasts from the pan-European hydrological model E-HYPE at the Jucar River basin (Spain). Fuzzy postprocessed forecasts are compared to postprocessed forecasts derived from a quantile mapping approach as a benchmark. Fuzzy postprocessing was able to provide skillful streamflow forecasts for the Jucar River basin, keeping most of the skill of raw E-HYPE forecasts and also outperforming quantile-mapping-based forecasts. The proposed methodology offers an efficient one-to-one mapping between large-scale modeled streamflows and basin-scale observations preserving its temporal dependence structure and can adapt its input set to increase the skill of postprocessed forecasts. This paper introduces a new, two-part scheme for postprocessing single-valued precipitation forecast to create probabilistic quantitative precipitation forecast (PQPF). This scheme, herein referred to as the mixed-type nonhomogeneous regression (MNHR), combines the use of logistic regression for estimating rainfall intermittency and nonhomogeneous regression for estimation of additional parameters of the conditional distribution. The performance of MNHR is evaluated relative to operational mixed-type meta-Gaussian distribution (MMGD) and the censored, shifted gamma distribution (CSGD) in postprocessing Global Ensemble Forecast System (GEFS) reforecasts averaged over 25 watersheds in the American River basin in California. The results point to superior performance of MNHR relative to MMGD and CSGD in terms of the skill of postprocessed PQPFs at 24- and 96-h accumulation windows. In addition, it is observed that the performance of CSGD tends to trail behindMNHRandMMGDat least for the 24-h window, though the performance differences tend to narrow at higher forecast amounts and longer lead times. Our analyses suggest that CSGD's underperformance arises partly from its tendency to inflate the shift parameter estimates, which is pronounced over the study site possibly because of infrequent rainfall occurrence. By contrast,MNHR's use of logistic regression helps avoid such bias, and its formulation of conditional distribution addresses the lack of skewness of MMGD for higher forecast amounts. Moreover, MHNR-based PQPF exhibits both superior calibration and relatively high sharpness at short lead times and on an unconditional sense, whereas it features lower sharpness relative to the other two suites when conditioned on higher forecast amount. Global monthly rainfall estimates and other hydrological products have been produced from 1987 to the present using measurements from the Defense Meteorological Satellite Program (DMSP) series of the Special Sensor Microwave Imager (SSM/I). The aim of this paper is twofold: to present the recent efforts to improve the quality control (QC) of historical antenna temperature of the SSM/I sensor (1987-2008) and how this improvement impacts the different hydrological products that are generated at NOAA/National Environmental Satellite, Data, and Information Service (NESDIS). Beginning in 2005, the DMSP Special Sensor Microwave Imager/Sounder (SSMI/S) has been successfully operating on the F-16, F-17, and F-18 satellites. The second objective of this paper is focused on the application of SSMI/S channels to evaluate the performance of several hydrological products using the heritage of existing SSM/I algorithms and to develop an improved strategy to extend the SSM/I time series into the SSMI/S era, starting with data in 2009 for F-17. The continuity of hydrological products from SSM/I to SSMI/S has shown to be a valuable contribution for the precipitation and climate monitoring community but several sensor issues must be accounted for to meet this objective. The hydrological cycle is receiving increasing attention both as an essential natural resource for humans and ecosystems and as a critical component controlling the earth's climate system. Better understanding of the water cycle and its interaction with changing climate will require improved monitoring of the various water fluxes and storages in hydrological processes. River discharge is a unique component reflecting an integrated hydrological signal over larger regions. Existing in situ monitoring solutions to monitor discharge are often considered too expensive and the difficulties in data sharing are viewed as insurmountable obstacles, which has led to growing interest in finding an alternative. This paper argues that in situ monitoring is far less expensive than claimed and the obstacles are not necessarily as insurmountable as often stated and a conscious effort to revitalize in situ monitoring will be needed. This paper demonstrates that there is no substitute for in situ discharge monitoring, but there should be a synergy between in situ monitoring and remote sensing since they are truly complementary. This paper primarily focuses on river discharge, but the conclusions are relevant for a host of other earth observations (particularly water quality) that would greatly benefit from a reconsidered balance between in situ and remote sensing observations. Microwave links can be used for the estimation of path-averaged rainfall by using either the path-integrated attenuation or the difference in attenuation of two signals with different frequencies and/or polarizations. Link signals have been simulated using measured time series of raindrop size distributions (DSDs) over a period of nearly 2 yr, in combination with wind velocity data and Taylor''s hypothesis. For this purpose, Taylor''s hypothesis has been tested using more than 1.5 yr of high-resolution radar data. In terms of correlation between spatial and temporal profiles of rainfall intensities, the validity of Taylor''s hypothesis quickly decreases with distance. However, in terms of error statistics, the hypothesis is seen to hold up to distances of at least 10 km. Errors and uncertainties (mean bias error and root-mean-square error, respectively) in microwave link rainfall estimates due to spatial DSD variation are at a minimum at frequencies (and frequency combinations) where the power-law relation for the conversion to rainfall intensity is close to linear. Errors generally increase with link length, whereas uncertainties decrease because of the decrease of scatter about the retrieval relations because of averaging of spatially variable DSDs for longer links. The exponent of power-law rainfall retrieval relations can explain a large part of the variation in both bias and uncertainty, which means that the order of magnitude of these error statistics can be predicted from the value of this exponent, regardless of the link length. This paper describes a comprehensive assessment of a new high-resolution, gauge–satellite-based analysis of daily precipitation over continental South America during 2004. This methodology is based on a combination of additive and multiplicative bias correction schemes to get the lowest bias when compared with the observed values (rain gauges). Intercomparisons and cross-validation tests have been carried out between independent rain gauges and different merging techniques. This validation process was done for the control algorithm [Tropical Rainfall Measuring Mission (TRMM) Multisatellite Precipitation Analysis real-time algorithm] and five different merging schemes: additive bias correction; ratio bias correction; TRMM Multisatellite Precipitation Analysis, research version; and the combined scheme proposed in this paper. These methodologies were tested for different months belonging to different seasons and for different network densities. All compared, merging schemes produce better results than the control algorithm; however, when finer temporal (daily) and spatial scale (regional networks) gauge datasets are included in the analysis, the improvement is remarkable. The combined scheme consistently presents the best performance among the five techniques tested in this paper. This is also true when a degraded daily gauge network is used instead of a full dataset. This technique appears to be a suitable tool to produce real-time, high-resolution, gauge- and satellite-based analyses of daily precipitation over land in regional domains. [ABSTRACT FROM AUTHOR]

Tropical Rainfall Measuring Mission (TRMM) satellite products constitute valuable precipitation datasets over regions with sparse rain gauge networks. Downscaling is an effective approach to estimating the precipitation over ungauged areas with high spatial resolution. However, a large bias and low resolution of original TRMM satellite images constitute constraints for practical hydrologic applications of TRMM precipitation products. This study contributes two precipitation downscaling algorithms by exploring the nonstationarity relations between precipitation and various environment factors [daytime surface temperature (LTD), terrain slope, normalized difference vegetation index (NDVI), altitude, longitude, and latitude] to overcome bias and low-resolution constraints of TRMM precipitation. Downscaling of precipitation is achieved with the geographically weighted regression model (GWR) and the backwardpropagation artificial neural networks (BP_ANN). The probability density function (PDF) algorithm corrects the bias of satellite precipitation data with respect to spatial and temporal scales prior to downscaling. The principal component analysis algorithm (PCA) provides an alternative method of obtaining accurate monthly rainfall estimates during the wet rainfall season that minimizes the temporal uncertainties and upscaling effects introduced by direct accumulation (DA) of precipitation. The performances of the proposed downscaling algorithms are assessed by downscaling the latest version of TRMM3B42 V7 datasets within Hubei Province from 0.258 (about 25 km) to 1-km spatial resolution at the monthly scale. The downscaled datasets are systematically evaluated with in situ observations at 27 rain gauges from the years 2005 through 2010. This paper's results demonstrate the bias correction is necessary before downscaling. The highresolution precipitation datasets obtained with the proposed downscaling model with GWR relying on the NDVI and slope are shown to improve the accuracy of precipitation estimates. In this paper, a methodology is proposed to quantitatively evaluate precipitation products for multiple purposes. Evaluation mainly focuses on rainfall characteristics relevant to hydrological or agricultural applications: spatial distribution pattern, effect of aggregation over time, the capture of small-scale variability and seasonality, detection of dry spells and wet spells, and timing and volume of heavy rainfall events. Verification statistics were modified and metrics were reported for extreme weather performance, such as flood and drought monitoring. The analysis was performed for different rainfall categories, over regions dominated by different weather systems or with different topographical structures. The latest versions of seven commonly available, high-resolution rainfall estimates have been evaluated by the method against daily data from 16 rain gauge stations over Tanzania, during 1998-2006. They were TRMM 3B42, CHIRPS, TAMSAT, CMORPH_RAW, CMORPH_BLD, WFDEI_CRU, and CPCU. All products, except for CMORPH_BLD and CPCU, were poorly correlated to gauge data at daily time scale with correlation coefficients,0.5. Five-day aggregation was the minimum time scale that can be used for the products to reach an accuracy better than monthly-mean of gauge data. Their performance varied across different climatic or topographical regions and different rainfall seasons. Timing of precipitation was inaccurately estimated by all products, particularly for heavy rains, with less than 40% hits. The results of the evaluation procedure allow discrimination between available products and better selection of the product to be used for a specific application, such as crop insurance or flood early warning, under particular climatic conditions. Extraordinary precipitation events have impacted the United States recently, including Hurricanes Harvey (2017) and Florence (2018), with 3-day precipitation totals larger than any others reported in the United States during the past 70 years. The rainfall category (R-CAT) scaling method is used here to document extreme precipitation events and test for trends nationally. The R-CAT scale uses thresholds of 3-day precipitation total in 100-mm increments (starting with 200 mm) that do not vary temporally or geographically, allowing for simple, intuitive comparisons of extremes over space and time. The paper that introduced the scale only required levels 1-4 to represent historical extremes, finding that R-CATs 3-4 strike the conterminous United States about as frequently as EF 4-5 tornadoes or category 3-5 hurricanes. Remarkably, Florence and Harvey require extending the scale to R-CAT 7 and 9, respectively. Trend analyses of annual maximum 3-day totals (1950-2019) here identify significant increases in the eastern United States, along with declines in Northern California and Oregon. Consistent with these results, R-CAT storms have been more frequent in the eastern, and less frequent in western, United States during the past decade compared to 1950-2008. Tropical storms dominate R-CAT events along the southeastern coast and East Coast with surprising contributions from atmospheric rivers, while atmospheric rivers completely dominate along the West Coast.
