Over the course of the eighteenth and early-to-mid-nineteenth centuries the Irish, who moved throughout the British Empire, helped to build the social, political and economic structures that would enable the success of countless colonial settlements. They were merchants, traders, fishers and labourers, and a significant proportion of them were Catholic. While many would go on to play pivotal roles in the development of Catholicism in the colonies, the Irish were not alone and often joined or were joined by other Catholic groups such as the French, Spanish and Scottish Highlanders. That the Irish achieved greater political and economic success, though, had a knock-on effect for the other Catholic groups could then use the foundation that the Irish established for their own progress and development. This article considers the place of Catholics on Britain’s expanding colonial landscapes by examining the political awakening of Irish Catholics in Nova Scotia and Cape Breton Island, two of Britain’s north Atlantic colonies, between 1780 and 1830. These two colonies, like many others, witnessed the growth of an Irish Catholic laity that was ambitious, pragmatic and adept at using the political structures available to reframe their legal status. The election of Laurence Kavanagh, a second-generation Irish Catholic merchant from a tiny fishing outpost on Cape Breton Island, to Nova Scotia’s legislative assembly in 1820, is offered as an example of how this process actually worked on the ground and opens up a broader discussion about the importance of minority populations like Catholics to Britain’s imperial programme. This article examines how one group of actors actively infused education, citizenship and Canada’s international relationships with a sense of empire in the first third of the twentieth century. Making use of archival and published sources from collections in Canada and Britain, it focuses in particular on imperial citizenship teaching in Canadian schools, a number of education conferences held in the United Kingdom and the exchanges of elementary and high school teachers and school inspectors between commonwealth countries. In this period, politicians and bureaucrats in Canada and other dominions actively connected their education systems to an imperial network at the very moment that others were striving to attain more economic and political autonomy from the British government. Education came to occupy a significant cultural space alongside the trade agreements and constitutional changes that slowly recalibrated the nature of the British imperial system in the interwar period. Imperial education projects were an important feature of the cultural politics of a fading empire, but they were driven by actors in both the imperial centre and the self-governing dominions. This article argues that between 1910 and 1940 teachers and politicians in Canada drew on an international support network, actively fostered new ideas of citizenship, and strove to assert the country’s belonging in the British Empire. This article examines the evolution of naturalisation in Canada between the Canadian Naturalization Acts of 1881 and 1914. During this time, the meaning of ‘British subject’ transformed from signifying a permanent allegiance to the sovereign to a status that conferred ‘citizenship’. In 1865, the colonies of eastern British North America created a joint commission to investigate the possibility of reciprocal trade agreements with other parts of the Western hemisphere. In early 1866, the commissioners visited the West Indies and the Empire of Brazil, where they met officials and business leaders. No actual tariff agreements resulted from the commissioners’ travels, the main concrete result of the 1866 trade mission being the establishment of a direct steamship service between Canada and the West Indies. The study of contemporary discussions of the trade mission deepens our understanding of the history of relations between the British West Indies and British North America in the aftermath of emancipation and the end of the ‘Old Colonial System’. Moreover, these discussions reveal different elements of an emerging Canadian identity. Discourse of Britishness influenced the 1866 trade mission, but so did a sense of affinity linking Canada to the other monarchical territories in the Western hemisphere, such as the Empire of Brazil. For their part, some contemporaries in the West Indies welcomed the Canadian trade initiative because they wished for a counterweight to the growing influence of the United States in the region. The article also presents new information about British policy towards Latin America, particularly Mexico and Brazil, as well as British commercial diplomacy more generally.
