Did Latin American privatisation policies fail because of flawed implementation of fundamentally sound policies or because privatisation policies were themselves seriously flawed? Using the Brazilian electric power reforms as a narrative tool, this paper examines the causal chain assumed by large-scale privatisation policies that were implemented as part of structural reform and adjustment programmes. The paper concludes that many privatisation policies and the economic stabilisation programmes within which they were embedded were not mutually reinforcing in the way that policymakers had expected, and that in their application much of what privatisation theories had claimed was lost in translation. The 2006 presidential elections in Brazil witnessed a dramatic shift of Lula's voting base away from the more developed regions of the country and towards the poorest areas. This paper uses municipal-level data to argue that while this shift represents an important change for the support base of Lula himself, it can mostly be explained by the government's massive cash transfer programme, the Bolsa Familia, and by the empirical regularity with which presidential candidates from the incumbent party in Brazil always perform better in the less developed regions of the country. This paper examines the governance of hydroelectric dam planning in Brazil with a particular focus on two factors: first, governmental institutions that aim to provide participatory mechanisms for civil society, and second, new participatory institutions created by civil society to remedy the lack of meaningful participatory measures. One example of the latter are new collaborative research projects, which have changed dam building policies and governmental thinking about participation. It is argued here that these kinds of collaboration are fundamental to making dam-building policy more accountable to local citizens. The analysis demonstrates that lay/expert collaborations provide pathways through which affected people can contest inaccurate official scientific reports, in turn influencing the policy process. I examine six such participatory projects across the country: four are nationally based and two are international in scope. A four- pronged typology is used to analyse the processes and outcomes of these collaborations. This typology reveals multiple types of knowledge-sharing that constitute concrete means to implement participation in environmental policy, hence advancing the democratisation of environmental governance. When and why do legislatures impeach presidents? We analyse six cases of attempted impeachment in Paraguay, Brazil and Peru to argue that intra-coalitional politics is central to impeachment outcomes. Presidents in Latin America often govern with multiparty, ideologically heterogeneous coalitions sustained by tenuous pacts. Coalitions are tested when crises, scandals or mass protests emerge, but presidents can withstand these threats if they tend to allies' interests and maintain coalitions intact. Conversely, in the absence of major threats, presidents can be impeached if they fail to serve partners' interests, inducing allies to support impeachment as acts of opportunism or self-preservation. Bringing together diverse scholars such as Arthur Ramos, Edison Carneiro and Gilberto Freyre, Brazil's First Afro-Brazilian Congress of 1934 encapsulated a pivotal transition in the history of the social sciences and race in Brazil. The Congress, organised by Freyre, represented an attempt by many scholars to break with racial determinism and to emphasise the importance of culture rather than race. This approach seemed to offer increased potential for social equality. However, the new focus on culture reproduced the same hierarchies that scholars were trying to escape. As this article demonstrates, scholars at the Congress redeemed the black race through the use of a new cultural framework, but the role ascribed to African culture was still bound by the same concepts of superiority and inferiority. This article proposes a framework for evaluating the development and evolution of economic instruments for environmental conservation through the examination of their design and the interactional and structural aspects of their implementation. The framework is applied to comparatively describe the historical evolution of the world's longest-running ecological fiscal transfer (EFT) scheme in two Brazilian sites. Results show that while legislative aspects of programme design, such as linkages and flexibility, are crucial for performance, interactional and structural characteristics during implementation, such as capacity, knowledge-sharing and transparency, can be determining factors in how the programme functions at the municipal level. Policy recommendations are provided for the development of this type of programme elsewhere. This article describes the Brazilian civil–military dictatorship's anti-inflation advertising campaigns in 1973 and 1977. It shows how Finance Ministers Antônio Delfim Netto and Mário Henrique Simonsen used advertising as a substitute for economic policy. It argues that they turned to advertising to divert attention from their own policy failures by blaming urban women, small shopkeepers and consumers for the growing inflation problem. This article details the background of the campaigns and examines the advertisements, especially their use of normative gender ideologies. Between 2014 and 2018, a period marked by major political and economic upheaval, Brazilian politics shifted sharply to the Right. Presenting qualitative research conducted over 2016–17, this article examines this process from the perspectives of residents of a peripheral São Paulo neighbourhood. Analysis is presented of three broad groups of respondents, each of which mobilised a distinct narrative framework for interpreting the crisis. Based on this, I argue that the rightward turn in urban peripheries embodies not a significant ideological shift, but rather long-term transformations of place and the largely contingent ways these articulate with electoral politics. This article considers the cultural adjustment of immigrants to Brazil through an analysis of the role that association football (soccer) played in identity formation in twentieth-century São Paulo. It focuses on the city's large Italian population, in particular the experiences of a leading club, the Società Sportiva Palestra Itália, and of the first generation of Brazilian footballers who migrated abroad in order to play football professionally, many of whom were Paulistas of Italian descent. It demonstrates that through football Italians obtained agency in negotiating the process by which they became Brazilian and found a means by which to preserve a sense of discrete ethnicity within São Paulo's multiethnic community. This commentary surveys some of the trends and gaps in current research on criminal justice reform in Latin America - with a focus on Brazil, and on two specific areas: police and prison/penal reform. It explores two principal themes: the uneven and thin production of knowledge about criminal justice issues; and the impact this has on policy reforms and on the ways in which these are framed and interpreted in terms of their relative success and failure. Overall it argues that we still know very little about criminal justice institutions and the actors within them. We also need many more finely-grained analyses of the dynamics of reform efforts and of the policy environments in which these take place in order to understand how and why reform initiatives are often derailed or subverted, and, more rarely, flourish and can be embedded and replicated. At the beginning of Brazil's First Republic (1889-1930), the clandestine lottery called the jogo do bicho or ‘animal game’, which still exists today, gained enormous popularity in Rio de Janeiro, the city of its origin, and soon in the whole of Brazil. Reconstructing the spread and persecution of the jogo do bicho during its first decades reveals the social process of urbanisation evident in the daily, often informal and quasi-legal, interactions between the state and popular commerce in Latin America. The ambivalent official stance and public sentiment that developed toward this lottery suggest that ‘law and order’ concerns in themselves do not explain the criminalisation of vernacular practices. In Brazil, black women are symbolically and practically associated with domestic work. The article examines feminist responses to black women's place in the socio-economic hierarchy of the city of Salvador, Bahia. These include proposals to introduce affirmative action and a `politics of presence', involving the election of black women to represent the city's black female constituency. It describes the racial dynamics at work between black and white feminists in Bahia, signalling the con- tradictory tendencies that structure their relationship. Arguing against the view that a `politics of identity' necessarily supports a new essentialism of race or culture, the article describes the diverse ideological and political influences upon the ideas and proposals of Bahian feminists. Black feminists construct racial difference as experiential and structural in origin. They adapt academic concepts and language in order to discuss their own lives and the specific social and cultural context of Salvador. The ethnographic and micro-historical perspective adopted here provides insight into `native' understandings of affirmative action and a `politics of presence' and suggests that criticisms of these measures on the grounds that they represent imported, non-Brazilian views of race are misplaced.
