Does Latin America’s left turn matter in media politics? Has ideology any impact on governments’ practices and policies regarding media and journalistic institutions? This essay focuses on the existence of a specific kind of media activism on the part of leftist governments in Latin America. It does so by assessing discourses on the media, direct-communication practices, and media regulation policies. While showing that the current binary distinctions stressing the existence of two lefts – “populist” and “nonpopulist” – obscure important commonalities and continuities, the author demonstrates that institutional and structural constraints account for the differences among the various leftist governments in Latin America. In sum, the paper challenges the prevailing neglect of ideology as a relevant factor in explaining developments in government–media relationships in the region.¿Ha sido relevante el giro a la izquierda en América Latina para la política de medios? ¿Tuvo impacto la ideología en las prácticas y políticas gubernamentales relativas a los medios y las instituciones políticas? Por medio de una evaluación de los discursos sobre los medios, de las prácticas de comunicación directa y de las políticas de regulación del sector mediático por parte de los recientes gobiernos de izquierda en América Latina, el presente ensayo focaliza en la existencia de un activismo mediático de los gobiernos de izquierda en la región. En tanto muestra cómo las distinciones binarias corrientes que afirman la existencia de dos izquierdas – populista y no-populista – oscurece importantes rasgos comunes y continuidades, el autor plantea que las restricciones institucionales y estructurales dan cuenta de las diferencias entre los varios gobiernos de izquierda en América Latina. En suma, el artículo desafía la prevaleciente subestimación del factor ideológico en las explicaciones de las relaciones entre medios y gobiernos en la región.

Do Latin American citizens share a common conception of the ideological left–right distinction? And if so, is this conception linked to individuals’ ideological self-placement? Selecting questions from the 2006 Latinobarómetro survey based on a core definition of the left–right divide rooted in political theory and philosophy, this paper addresses these questions. We apply joint correspondence analysis to explore whether citizens who relate to the same ideological identification also share similar and coherent convictions and beliefs that reflect the ideological content of the left–right distinction. Our analysis indicates that theoretical conceptions about the roots of, and responsibility for, inequality in society, together with the translation of these beliefs into attitudes regarding the state versus market divide, distinguish those who self-identify with the left and those who self-identify with the right.¿Comparten los ciudadanos de América Latina una concepción común de la dimension ideológica izquierda-derecha? Y si es así, ¿estará esta concepción vinculada a la auto-identificación ideológica de los individuos? Este trabajo aborda estos planteamientos seleccionando preguntas del Latinobarómetro del año 2006, con base en una definición básica de la división izquierda-derecha que se arraiga en la teoría y filosofía política. Utilizamos el análisis de correspondencia conjunto para explorar si los ciudadanos que comparten la misma identificación ideológica también poseen convicciones y creencias similares y coherentes que reflejan el contenido ideológico de la dimensión izquierda-derecha. Nuestro análisis indica que las concepciones teóricas acerca de las raíces de, y de la responsabilidad para, la desigualdad en la sociedad, junto con la traducción de estas creencias en actitudes con respecto a la distinción estado-mercado, distinguen a aquellos que se identifican con la izquierda de los que se identifican con la derecha.

During the 1990s, a large number of regulatory agencies were created or reformed in different sectors in Latin American countries. Almost all included political delegation mechanisms, intended as formal rules to enhance credible commitments to time-consistent policies. In this paper, using an original data set of agencies’ head tenure in the telecommunications and finance regulatory agencies, we discuss if these mechanisms worked as planned, and find a divergence between actual mandates and the formally established fixed terms, effected by means of systematic early resignations. Our findings reveal, however, some consistent patterns of behavior. Stronger legislative presidential power reduced effective delegation to some extent, and agencies’ organizational strengths protected them from patron-age. We also confirmed the existence of some significant differences be-tween the two sectors examined. Having slightly weaker delegation rules, delegation practices were also less effective in telecommunications than in financial services, contrary to expectations about credible commitments. Durante los años 1990, muchas agencias reguladoras fueron creadas o reformadas en diferentes sectores en los países latinoamericanos. Casi todas incluyeron mecanismos de delegación política, entendidos como reglas formales para mejorar los compromisos creíbles sobre políticas que requieren coherencia en el tiempo. En este trabajo, utilizando un conjunto de datos originales sobre los responsables de las agencias reguladoras de las telecomunicaciones y de las finanzas, se discute si estos mecanismos funcionaron como estaba previsto, identificándose una divergencia entre los mandatos reales y los términos formalmente establecidos, debido a la existencia de numerosas renuncias anticipadas. Nuestros hallazgos revelan, sin embargo, algunos patrones consistentes de comportamiento: un mayor poder presidencial sobre el legislativo reduce la delegación efectiva hasta cierto punto, y las fortalezas organizativas de las agencias ayudan a frente al patronazgo. También se confirma la existencia de algunas diferencias significativas entre los dos sectores objeto de estudio. Con unas normas de delegación ligeramente más débiles, las prácticas de delegación también fueron menos eficaces en las telecomunicaciones que en los servicios financieros, en contra de las expectativas sobre compromisos creíbles.

The article is an introduction to the topic featured in JPLA 2/2010 "Subnational Authoritarianism and Democratization in Latin America." It discusses the papers by Carlos Gervasoni, Agustina Giraudy, Julián Durazo Herrmann, Alfred P. Montero, and Tracy Beck Fenwick that follow in this issue. Why feature the topic “subnational authoritarianism and democratization” in the Journal of Politics in Latin America? Because despite widespread agreement that subnational jurisdictions in Latin America vary considerably in the democratic character of their politics, political scientists are still largely in the dark about how to conceptualize and measure this situation, and have scant knowledge about mechanisms that sustain and undermine it. This collection of articles makes major headway toward clearing our methodological and theoretical ignorance of these topics. El artículo es una introducción al tema especial de JPLA 2/2010 "autoritarismo y democratización subnacional en América Latina". Discute las contribuciones de Carlos Gervasoni, Agustina Giraudy, Julián Durazo Herrmann, Alfred P. Montero y Tracy Beck Fenwick que estan unidas en esta edición. ¿Porqué presentar el tema “autoritarismo y democratización subnacional” en el Journal of Politics in Latin America? Porque a pesar del acuerdo general que en América Latina las jurisdicciones subnacionales varian considerablementes en el carácter democrático de su política, la mayoría de politólogos todavía esta insegura como conceptualizar y medir ésta situación, y tiene poco conocimiento de los mecanismos que la mantienen o subvierten. Esta colección de artículos ofrece aproximaciones metodológicas y teóricas al tema.

The paper is narrowly addressed to a single puzzle: How did it happen that countries that attempted to install democracy earlier enjoyed it less frequently? Regime dynamics are driven by two mechanisms: (1) Democracies become more durable as per capita income increases, and (2) Past experiences with democracy destabilize both democracies and autocracies. As a result, countries that experiment with democracy at lower income levels experience more regime instability. Moreover, until they reach some income threshold, at any time such countries are less likely to be democratic than countries that first enter democracy when they have higher incomes. Hence, paradoxically, the resistance of European monarchies against democracy resulted in democracies that were more stable than those following postindependence attempts in Latin America. Este trabajo tiene como propósito dilucidar la siguiente cuestión: ¿Cómo puede ser que aquellos países que intentaron adoptar un régimen democrático en forma más temprana fueron los menos proclives a conservar dicha forma de gobierno? Mi argumento es que existen dos mecanismos que gobiernan la dinámica de los regímenes: (1) Las democracias se vuelven más duraderas a medida que los países incrementan su ingreso per capita; y (2) Las experiencias democráticas anteriores desestabilizan tanto a los futuros intentos democráticos como autoritarios. En consecuencia, los países que experimentan con la adopción de un régimen democrático cuando su nivel de riqueza es bajo tienden a sufrir una mayor inestabilidad. Más aún, hasta que no alcancen un nivel de ingresos determinado, dichos países son menos propensos a ser democráticos en comparación con aquellos países que adoptaron la democracia a mayores niveles de ingresos. Por lo tanto, paradójicamente, la resistencia de las Monarquías Europeas en contra de la adopción de instituciones democráticas produjo regímenes democráticos más estables que aquellos surgidos de los movimientos post-independentistas en América Latina.
