Abstract

If, as Bowman, West [and Evan Berman] previously observed, an "ethics boom" in public administration was driven by the Watergate scandal (Bowman et al., [1], p. 194), the current environment for public service ethics may now need to be classified as a sonic boom. In what may feel like the understatement of the year, the preface of the third edition of Bowman & West's I B Public Service Ethics: Individual and Institutional Responsibilities b i textbook states that "ethics - in all its exemplary and execrable, exhilarating and exhausting forms - matters" (Bowman & West, [2], p. xvi).
