Although the refugee phenomenon is not new and refugee camps are rarely temporary, in most cases, the procedures implemented within refugee camps have failed to apply principles of sustainability to ensure refugees' dignity and improve their quality of life, thereby helping them become independent and self-reliant. This improvement, in turn, may help them return to their homes in the future or may, at least, reduce the high cost and negative coping strategies associated with refugee camps and instead increase refugees' social integration within the host community. This paper discusses the procedures applied in both the Zaatari refugee camp in Jordan and the Dadaab Refugee Complex in Kenya and provides evidence regarding the extent to which they meet the United Nations 2030 Agenda for Sustainable Development without leaving refugees behind. Furthermore, this paper shows how sustainable development goals (SDGs) are interconnected in a refugee camp setting. This study concludes that refugee camps not only failed to align with 2030 agenda but failed to ensure refugees' basic rights where a more inclusive and sustainable approach is required to improve the refugees' quality of life and to help them live in dignity and reach self-reliance that can benefit both refugees and their host communities. Based on ethnographic research conducted with four faith-based organizations (FBOs) in Nakuru and Nairobi, and among internally displaced persons (IDPs) in Mai Mahiu IDP camp, this paper explores the multiple roles played by faith, religious convictions and practices in contexts of displacement, examining the ways in which these serve to integrate displaced persons into their new circumstances. The paper has three main aims. Firstly, through an examination of the roles played by four churches in Nakuru and Nairobi it documents the diverse forms of practical, emotional and spiritual support provided by faith-based actors to IDPs; secondly, it examines how and why certain churches were transformed from spaces of refuge to targets of violence; and finally, it examines the practical and psychological impact of faith on the formation of IDPs’ religious identities and new forms of belonging in IDP camps. The second half of the article therefore argues that IDPs have not simply relied upon externally provided support such as that delivered by the churches of Nakuru and Nairobi, but in fact draw upon their own personal and collective sense of faith and religious belief to overcome challenges compounded by displacement. A gender perspective in refugee studies usually conjures up images of refugee women. Such images are an outcome of the association of vulnerability with women and children. Yet, it is not only refugee women who face monumental challenges in the country of asylum; refugee men also encounter a wide range of problems. Exile comes with obstacles for refugee men's quest to conform to culturally defined masculinity. This paper presents the nature of the challenges young refugee men predominantly from the Great Lakes region face in exile and the struggles they engage in as they seek to maintain and live up to their pre-flight notions of masculinity. The paper also shows how the men create alternative masculinities that are sustainable in a context that is largely characterized by existential uncertainties. [ABSTRACT FROM AUTHOR]

This paper deals with some human rights aspects related to the treatment of refugees in Kenya and is based on data collected between March 1997 and April 1998. After giving a brief background on refugee policy developments in Kenya, the paper presents some observations on the situation of refugees living in camps, particularly in Kakuma refugee camp in the northwest of the country. It highlights some of the human rights problems that refugees have to face in this camp, and stresses the fact that camps are legal anomalies, in which the administration of justice is virtually in the hands of the humanitarian agencies that exercise this function either directly, or by delegating it to community leaders. After looking at an example of a human rights violation carried out with at least the complicity of humanitarian organizations—the forcible relocation of refugees from the camps in Mombasa—the paper finally sketches some of the more ‘classic’ human rights issues that present themselves with respect to refugees living in Nairobi: police harassment, arbitrary arrest and detention without trial. This paper explores how conditions of life in a refugee camp contribute to domestic violence. It draws on the ‘nested ecological model’ of domestic violence (Dutton 2001), which integrates individual and family factors, socio-economic context, and culture. Displacement depletes the resources available to refugees at each of these levels. Eighteen focus group discussions were held in Kakuma refugee camp (Kenya). Most displacement-related factors identified as contributing to domestic violence are consequences of the structural conditions of refugees’ lives. This article examines the legal status and economic livelihoods of refugees in Nairobi, focusing on Somalis, the largest urban population residing in the city. The results of the study challenge the Government of Kenya's (GOK) official position and the popular local perception that refugees are an economic burden, and show instead that these urban refugees are economically self-sufficient. Despite this economic independence, conditions for most refugees in Nairobi are extremely difficult. Urban refugees live largely without material assistance or legal protection from the GOK or UNHCR, are vulnerable to police arrest at any time and face high levels of xenophobia from the local population. By highlighting refugee self-sufficiency in Nairobi, this article lends support to the idea of local integration as a viable, durable solution to their situation of protracted exile. These field reflections contribute to the discussion on durable solutions to displacement by providing empirical evidence of how intended spillover effects of carefully designed interventions and hybrid settlements can facilitate local integration and return and reintegration. A comparison between Dadaab and Kismayo reveals humanitarian and development aid's influence and spillover effects on economic, social, cultural, and political life beyond the borders of refugee camps and returnee settlements. We argue for leveraging such spillover—in particular in the form of hybrid settlements—for achieving durable solutions to displacement cost-effectively and inclusively. Our observations show that several local stakeholders have recognized the potential of spillover, too and are actively embracing it to drive local socio-economic development. Lastly, we highlight the need for further research into the factors that enable or prevent spillover effects and hybrid settlements from reaching their full potential: the achievement of durable solutions for displacement-affected communities. In 1986, Robert Chambers argued that refugee-centric responses to displacement tend to neglect the populations that host them. Three decades later, the Comprehensive Refugee Response Framework (CRRF) has made assistance to host communities a matter of high priority for agencies, policymakers and other stakeholders involved in refugee protection. While recognizing the progressive principles of responsibility sharing and inclusivity that underlie this shift, this article calls for greater critical attention to the meaning of the term 'host community' and the ways in which it is applied. Taking the Kakuma refugee camps in north-western Kenya as a case study, I describe the rise of a 'host community' identity in the context of humanitarian programming, contested attempts to define it as a bureaucratic label and its transformations under a socio-economic-integration agenda. While the case presented here is specific to Kenya, the argument is relevant more broadly as hosts are brought under the purview of refugee-protection policies, especially in countries implementing the CRRF. In 2016, the Kalobeyei refugee settlement was created, just 3.5 kilometres from the Kakuma camps in Kenya. In a departure from Kenya's policy of not allowing refugees to work, its aim was to provide self-reliance to refugees and greater refugee–host interaction. But are refugee policies and programmes in Kalobeyei really different from those in Kakuma? If so, what are the differences? And do these differences actually translate into different self-reliance outcomes for refugees? Drawing upon a mixed-methods approach, we compare aid models, self-reliance enabling factors and self-reliance outcomes between Kalobeyei and Kakuma. After just 15 months, we find that self-reliance-enabling factors—such the environment, assets, networks, markets and public goods—remain similar across both sites and, in some cases, are better in Kakuma. The major differences between the sites are in the aid model: Kalobeyei's cash-assistance and agricultural programmes. We find improved nutritional outcomes and a greater perception of autonomy in Kalobeyei, both of which may be attributable to differences in the aid models. In 2016, refugees in the Kakuma camps in Kenya were offered the opportunity to relocate to the new Kalobeyei settlement, which ostensibly offered a better set of opportunities. While it was portrayed by the international community as objectively better for refugees' autonomy and socio-economic prospects, most refugees in Kakuma viewed the opportunity differently. Less than 16 per cent of refugees who heard about Kalobeyei were willing to be resettled there if land were provided. For refugees, the main justifications for the reluctance to move were linked to the likely disruption to existing social networks. This example of 'relocation for self-reliance' has wider implications for how we conceptualize self-reliance. Although the United Nations High Commissioner for Refugees (UNHCR)'s definition of refugee self-reliance recognizes that it applies to the community level as well as the individual level, self-reliance programmes that exclusively target individuals risk rejection by communities unless they also take into account the importance of social networks. The Somali Bantu living in the United States, after many years in Kenyan refugee camps, face significant barriers to successful integration into American society. This study is based on qualitative interviews of 11 Somali Bantu adults and 11 refugee resettlement workers in Salt Lake City, Utah, USA. It investigates the impact of globalized economic practices on resettlement at the local level. The link between a history of discrimination against the Somali Bantu and current barriers to economic self-sufficiency is illustrated. Results demonstrate the negative influence of neoliberal economic policies which include top-down management approaches and result in competition between agencies. Services are provided in a standardized manner which limits the ability to address the needs of a unique group like the Somali Bantu effectively.
