This introduction explains that this issue is designed to reflect the recent renaissance in research on black/white relations in the United States. The papers have been selected because they offer a promising conceptual and/or methodological approach which helps us understand the present and likely future of race relations in this country. The issue is organized into three sections. The first contains five articles which are concerned with how white Americans perceive, evaluate, and respond to black Americans. The second section deals with the reverse situation. The third section includes two papers which directly compare and contrast the perceptions and attitudes of blacks and whites.

The article focuses on a symposium which is apparently the first collection of papers focused primarily on research in the social psychology and sociology of housing as this relates to problems encountered by practitioners in housing and community development. The short history of social and psychological research on problems of housing exhibits marked shifts in the foci of interest, shifts which seem partly to result from institutional changes in housing. Because this reform context of research led to a focus on the social consequences of defective housing, little attention was devoted to the connections between architectural design and patterns of social life in housing environments not ordinarily considered substandard. This growing interest in social research may result from changes in institutional patterns of housing that have highlighted the sociological and psychological assumptions involved in housing practices. Large-scale housing, in contrast to the construction of a custom-built house or of a few houses, involves a relatively centralized body of decisions, with compact and highly visible results.

Parents are the earliest transmitters of ethnic‐racial socialization (ERS), but transmitters within the school context become more important as youth move into adolescence. Yet, the current literature has limited frameworks to describe the transmission of ERS in schools. We propose a conceptual model that outlines the transmitters, methods, and content of school ERS as well as how school ERS can influence adolescent outcomes. Although scholars have begun to understand dimensions of school ERS, no frameworks have outlined the process, content, and effects of school ERS. This paper builds upon the burgeoning literature to unpack this process at institutional and individual levels. The paper includes discussion of research and practice implications for utilizing school ERS to address racial disparities and increase healthy school racial climates in K‐12 schools. In the wake of dramatic changes in public opinion and social custom over the past 40 years, why do many white Americans continue to oppose efforts to bring about racial equality? One possible explanation centers on self-interest: from this perspective, whites' resistance to racial change reflects their perception that blacks pose real and tangible threats to their personal lives-to their neighborhoods, their jobs, their children's education, and their safety. Another possible explanation centers on "symbolic racism": from this perspective, whites' opposition to racial change reflects their endorsement of racist sentiments and traditional American values, particularly individualism. This paper argues against the first explanation, for the second, and more generally that our under- standing of the American dilemma would be enhanced by frequent and vigorous empirical confrontations among an expanded set of alternative explanations. This paper is an analysis of the Final Report of the Commission on the Review of the National Policy Toward Gambling. After discussing the origins and political environment of the Commission, the paper focuses on the relationship between the Commission's recommendations and the results of its own research. The author argues that the research was used only where it fitted the Commission's views and was ignored where it did not. The paper concludes with a discussion of the structural factors that led to this outcome. Criticizing the banal and unsubstantiated policy views of public commissions is easy sport . . . I do so only to make a simple point: public commissions, on the record, have either made no use of social science . . . made some use but in ways irrelevant to its policy conclusions . . ., or made use of relevant but unconvincing research. The aim of this paper is to contribute to the definition of a complex Problem the problem faced by a consultant and a client when they first try to enter into a working relationship. It would be presumptuous to propose a solution to such a knotty problem. It seems more appropriate and realistic to limit this paper to defining the problem. The paper is based upon the assumption that the entry of the consultant is a special case of a more general problem: the attachment of a new person to an existing social system. The article focuses on stereotypes about gender differences in emotional communication or expression, as opposed to emotional experience or recognition. Expressiveness includes measurable changes in either the use of words, the facial and vocal characteristics associated with emotion, physiological arousal, or behaviors such as aggression or crying. The possibility that gender differences in emotional expression may be specific to certain situations is often ignored. For example, a series of recent widely cited papers have suggested that while females express dysphoric emotions more in words and facial expressions, males express these emotions more through physiological responses, as measured by increased heart rate, skin conductance, and blood pressure. Several papers are based on studies of couples' physiological responses, monitored during conflict situations in which wives confront husbands with feelings of marital dissatisfaction. In these conflict-laden interactions, husbands often show increased physiological arousal, while wives do not.

The article is an excursion into the heart of what many risk assessors consider the most frightening territory imaginable. It deals with two kinds of dread. The first is dread expressed by the general public toward certain kinds of facilities and technologies— the second is the dread in the scientific and technical community that proposed facilities or development plans will inspire just such reactions. The article is divided into four main sections. The first provides an overview of the growing literature on public perceptions of risks, emphasizing the three often-implicit but dramatically different models of public rationality that are revealed therein - models of ignorance/irrationality, of selfishness, and of prudence. The second section presents a close look at the available evidence for each of the three perspectives. The third section takes note of the dramatically differing policy ramifications of the three competing perspectives and explores the implications of an observation that is a theme throughout the paper-that there seems to have been a greater influence of policy discussions on empirical research than vice versa. The fourth section sketches the outlines of alternative approaches that appear to hold promise for increasing the relative influence of empirical findings in the future.

Because women are the majority sex, it has been easy to avoid seeing gender discrimination as an example of prejudice. As men and women are in constant contact with each other, it has been possible to avoid viewing the problems of discrimination in a vein similar to those of racial discrimination. Yet if we refer to Allport's 1954 contact hypothesis, we see that he said, "Prejudice . . . may be reduced by equal-status contact between majority and minority groups in the pursuit of common goals. The effect is greatly enhanced if this contact is sanctioned by institutional supports . . . and if it is of a sort that leads to the perception of common interests and a common humanity between members of two groups" (p. 281). The essay on which I have been asked to comment (Capshew & Laszio, 1986) includes clear examples of how the contact between male and female psychologists during World War II was far from "equal-status." Therefore we should not be surprised that it did nothing to integrate female psychologists into a presumed egalitarian profession. In all examples given in the paper, it is clear that both the males and the females involved perceived the males as having a dominant, as well as a dominating, role. There was little of the "perception of common interests," nor even of the "common humanity" Allport felt was necessary for the intergroup contact to lessen prejudice.

The article focuses on the recurrent themes in the study of social conflict. As is well illustrated in the collection of papers in this issue, "conflict" is a concept that finds a place in each of the various disciplines that comprise the social sciences. Moreover, it is evident that any serious attempt to understand a specific social conflict such as the Arab-Israeli one, or to prescribe for it, cannot restrict itself to the vantage point of any one discipline. Social realities do not conveniently shape themselves to the molds of social science specialties. This perverse characteristic of social reality poses a crucial problem for our discipline-oriented and discipline-segregated social sciences. The foregoing question is a recurrent issue whenever social scientists or social practitioners have an intrinsic interest in a given social reality per se rather than an interest in it, abstractly, as an embodiment of social science concepts and relations. This issue is particularly acute for those interested in social conflict because much of the impetus to work in this area is fueled by concern arising from problems such as war and violence that are associated with actual or potential destructive conflict within or between nations.

The article discusses conflict and congruence related to tradition and modernity. In the decades following World War II, Social Science has recaptured an interest in the study of social changes affecting total societies. The emergence of new nations and their quickened aspirations toward economic betterment and equality of citizenship have confronted scholars with the task of understanding the past and the present and foretelling the future of the non- European countries. The study of social change cannot avoid some variant of a before and after sequence in which institutions and cultural attributes characterizing a past are seen as being replaced or modified during the present and in motion toward new relationships and values that will be realized in the future. A distinction between tradition and modernity has been at the center of the analytical models that have attempted to describe and understand these changes. This distinction represents an old stream of thinking in social science. It was influential in the nineteenth century and has left its residue in the perspectives of many social analysts.

In this article, the author describes how Leo Pfeffer, the author of the paper entitled, "Issues That Divide," has contributed among other things a unique, highly useful, and systematic cataloguing of the principal issues around which Catholic-non-Catholic tensions and conflicts have developed and exist in America today. This brief postscript to his paper is intended to highlight some of the sociological and social psychological implications of what he has to say on this subject. As it is implied, the essential nature of Catholic-non-Catholic conflict makes it unlikely that such conflict will disappear in the natural course of events in the foreseeable future. Its control requires a more adequate understanding of its process than the social sciences can supply at present.

In this article, the author comments on methodologies in social psychological work proposed by participants of the roundtable discussion conducted by the Society for the Psychological Study of Social Issue in the U.S. The techniques of surveying, has had exceptional use in solving the practical problems encountered in administrative work. With regards to the dynamics of face-to-face human groups, the clinical approach to social psychological problems was appropriate in that the former isolation between social psychologists and clinicians has been breaking down. The author suggested that there are no really unique methods in the field.

This paper reports on the methods and findings of a six-month panel study of homeless individuals in a Midwest thy. Patterns of homelessness are described, focusing on exits from and returns to homelessness as well as the types of dwellings obtained upon exit. The findings call into question (a) the commonly accepted proposition that homelessness involves the lack of a dwelling and ends as soon as a dwelling is attained, (b) prevalent characterizations of the typical length of homelessness, and (c) the claim that experience with homelessness profoundly alters the probability of a stable escape. Although a minority of individuals were able to locate and retain a dwelling, homelessness was most often part of a pattern of residential instability that also included frequent and relatively brief stays in dwellings. Society for the Psychological Study of Social Issues (SPSSI) 50th anniversary was celebrated in Washington, D.C, on August 21, 1986, just before the 94th annual meeting of the American Psychological Association. It was marked by a series of panels devoted to the history of the society and was capped by a musical comedy that gave still another version of SPSSI story. Following the anniversary meeting, various SPSSI members asked about the possibility of publishing those presentations that had been written out. And although "Journal of Social Issues" had just recently published a commemorative number-"50 Years of Psychology and Social Issues" (Harris, Unger, & Stagner, 1986)-the feasibility of such an additional stocktaking has been promised.

Research on symbolic racism attempts to identify the underlying psychological sources of public resistance to policies designed to promote racial equality. This research program has been built on the fundamental idea that, although old- fashioned, overt forms of racism have lost much of their appeal in American politics, new, more subtle and symbolic forms of racism continue to exert a pervasive influence on policy debates, making themselves felt, for example, in opposition to busing, to affirmative action, or even to black candidates running for office. This paper identifies serious empirical, logical, and methodological shortcomings in the case that researchers have advanced to support the symbolic racism thesis. Most serious are (a) the lack of clarity in theoretical definitions of symbolic racism, (b) the major inconsistencies in the operationalization of the construct, (c) the confounding of "independent" and "dependent" variables in the construction of symbolic racism scales, (d) the politically controversial nature of the item content of certain symbolic racism scales, (e) the frequent failures to distinguish the impact of traditional racial prejudice from that of symbolic racism on policy preferences, and (f) the tendency to pose a very restrictive conception of self-interest as the major explanatory alternative to symbolic racism interpretations of policy preferences. Objectively disadvantaged groups in American society often fail to take political actions that would rectify their disadvantaged state. Scholarly treatments of this failure to mobilize have traditionally examined the beliefs of the disadvantaged about distributive fairness, i. e., about the fair distribution of money or opportunities across members of society. This paper explores citizens' be/left about the fairness of the procedures by which outcome distributions are made. We argue that procedural evaluations are a key input into evaluations of the political system and, through such evaluations, into political actions. in fact, people's beliefs about procedures are often more important than their beliefs about the fairness of the distribution of income or opportunity. An examination of procedural justice beliefs suggests, in turn, that citizens' views about the fairness of procedures focus on opportunities to speak rather than on actual control over decisions. This focus on voice probably results from socialization. In the terminology of Crosby and Clayton [(1986) "introduction: The Search for Connections," Journal of Social Issues, 42(2), 1-9], people's societal values may override their experiences with their current objective situation in the development of their views about society. This paper focuses on research that has implications for two important components to self-identity: personal identity and social identity. Three questions are addressed: (I) How do people derive a unitary sense of self out of membership in many different social categories such as those of age, gender, race, and social class? (2) Do people respond differently when the social as opposed to the personal aspects of their identity are evoked? (3) 1-low do people respond to collective injustice? A major theme in the results is that, although the social component of self confronts the individual with fundamental problems, the need for a shared identity motivates people to maintain this dimension of self despite the problems it generates. This paper proposes that attitudes should be viewed as strategies for meeting personal needs; they serve psychological functions. After reviewing the early functional attitude theories proposed by Katz and by Smith, and some of the problems associated with them, a new functional approach is outlined. This neofunctional approach distinguishes two principal sources for the benefit related to attitudes: the attitude's object and the attitude's expression. Within these two major categories, specific functions are described based on the author's research and that of earlier functional theorists. The personality, situational, and domain characteristics likely to influence the functional value of attitudes are also discussed. Personal history may determine the individual's style of expressing political beliefs as much as or more than it influences the beliefs themselves. Connections between private life history and public political style have most often been studied in U.S. presidents. However, studies of prominent foreign-policy advisers can be just as useful for an understanding of how individual life history shapes the expression of political beliefs. This paper examines areas of apparent linkage between private life and public style in four of the most prominent Amen can foreign policy advisers of the 20th century: I-louse, Dulles, Kissinger, and Haig. Three styles of dealing with foreign policy issues-Machiavellianism, ego-idealism, and authoritarianism-are considered in relation to the public and private behavior of each man. This paper highlights some complex relationships between personal experience and political behavior through a detailed analysis of the emergence and consolidation of political beliefs in one individual's life. We argue that conceptualiza- tion of the relationship between personal experience and political action should take account of (I) the centrality of political values in an individual's identity; (2) the individual's life stage and life history; and (3) the individual's current situation, including the reference group that frames the individual's perception of the situation. in an analysis of Vera Brittain, we find that political events taking place in adolescence shaped her broad ideological commitments, and that political events in later life were experienced as demanding expression of beliefs [ABSTRACT FROM AUTHOR]

In their paper, "Academic Freedom, Civil Liberties, and SPSSI," S. Stansfeld Sargent and Benjamin Harris (1986) give an account of the threat to individual liberties that characterized SPSSI's early years. Based to some extent on my personal experience during the post-World War II peak of this threat (i.e., the era of Senator Joseph McCarthy), I add a brief supplement to Sargent's and Harris's account, I provide a description of initial attempts by SPSSI members to discover the social psychological principles that help to understand the erosion of individual rights and freedoms that took place in those years.

This article focuses on the old heredity-environment controversy in psychology. This paper describes the case that the behavioral geneticist has built and criticizes this work from the standpoint of a developmental psychologist who has studied the effects of the family and child-rearing practices. Most of all, however, this article attempts to refire enthusiasm for undertaking studies that will investigate the process by which family life and parent behavior affect the child. It is expected that this new work by the behavioral geneticists will serve as a challenge to develop theories, research designs, and measures that will clarify the nature of family socialization and show its effect.

To adapt effectively to environmental hazards such as the risk of crime victimization, individuals should not rely solely upon their direct personal experience. Instead, they should use information about the environment gained from others' experiences in estimating risks and in determining the appropriate type and number of behaviors to undertake in order to avoid victimization. Such information can come either through social networks (i. e., through talking to friends, family, or neighbors) or via the mass media (newspapers, television, radio, magazines, and pamphlets). Although experiences conveyed by family, friends, and neighbors have been found to influence risk estimates and prevention behaviors, mass media experiences have not been found to influence such judgments or behaviors. This lack of mass media influence has been found both in studies of naturally occurring crime-risk judgments and in evaluations of media campaigns, such as the recent national campaign urging citizens to "take a bite out of crime." This paper reviews the literature concerning the influence of indirect experiences upon fear of crime, with a focus on trying to understand why citizens fail to use the mass media as a source of information about personal crime risk. This paper outlines the basic principles arising from a polysystemic theory of agonistic behavior in nonhuman animals and the practical implications of these principles to the problem of the control of undesirable and injurious forms of human violence. A major conclusion is that one of the most effective methods of establishing and maintaining habits of constructive and peaceful behavior is employment in useful and rewarding occupations. This introduction explains that the authors in this issue of "The Journal of Social Issues" focus on the social impact of television. The first article discusses methodological problems involved in assessing the effects of television. Another article helps us see that pressures and politics, although leading to less than ideal conditions, need not prevent good work from being done. Another paper examines the particularly crucial content area, the effects of TV violence, attempting both a methodological critique and an overview.

The article focuses on changes that have been brought about in the scheme for publishing the periodical "Journal of Social Issues." Although each issue of the periodical will be centered around a single theme, if a particular paper on different theme is found to be of relevance it will be given an opportunity to be published. A paper that is acceptable to the editors will be published along with other papers on the same topic in order to preserve the current format of topical issues.

The article presents a long excerpt from a paper entitled "The Activists' Corner: Prelude to a Science of Science." The author, in this excerpt argues that recent developments and revelations in the psychology and sociology of science show how far the real-world scientist is from meeting the ideal image of the disinterested observer who waits patiently for all the facts to come in before he discovers his eternal verities. Even more significant are recent works in the history and philosophy of science. Writers on the methodology of the physical sciences often bear in mind a somewhat antiquated and much idealized image of physics as a very complete and thoroughly exact discipline in which it is never necessary to rely upon limited generalizations or expert opinion. But physical science today is very far from meeting this ideal. Indeed some branches of the social sciences are in better shape as regards the generality of their laws than various departments of physics such as the theory of turbulence phenomena, high-velocity aero-dynamics, or the physics of extreme temperatures.

The article informs that members of the APA who are so strictly dedicated to the doctrine of immaculate Scientism must needs limit the compass of their professional attention to the simplest and purest of measurable phenomena. To those who with good reason pride themselves on having contributed to the historic emancipation of Sociology discipline from the shackles of an out-worn philosophy and theology, to these and perhaps to many others, the title of this paper provides ample cause for dismay or indignation. The ground for this undertaking of the author's, as well as for the hope that other psychologists will invade the abundant field of religious images and imagents, and grapple with one or another of its many mysteries, is a conclusion, or value judgment, the author has have come to, on the periphery of science, which might be termed a credo.

Increasing evidence indicates that the South's pervasive pressures to conform to white supremacy norms form the principal factor under- lying the region's racial intolerance (2, 11, 12, 15, and 16). This raises the problem of how these conformity pressures can be measured; one answer has involved the use of census materials. One of the first demographic analyses of racial phenomena was made by the Southern Commission on the Study of Lynching (4, 17). The Commission's detailed investigation of the 21 lynchings of 1930 revealed that the areas with lynchings tended to be systematically different from those without lynchings. Later studies have successfully analyzed in demographic terms the patterns of segregationist voting in the South (6, 7, 8, 13). And, finally, census variables have been related to the school desegregation process in the border states (10), a project that has been extended and is more fully reported in this paper. The paper proposes two broad types of research, depending upon one's view of what is being brought into peaceful relations by a world order. On the one hand are those who think in terms of governments and on the other, those who think in terms of peoples. Since the end of World War II there has been a widespread feeling of the increasing significance of social science in peace-oriented research. Many of have tried to develop such research designs, but relatively little has been accomplished. A candid view of the situation suggests that researchers have not yet found the right formula. The types of research put forward are not convincing to donors. It should be worth while to explore the weaknesses of our proposals and obtain a fresh perspective.

The present paper attempts a fresh evaluation of the psychoanalytic approach to the study of war. Man's increased rationality in his technology has not been matched by an increase of rationality in his social relations has become a depressing cliche. It has for some time been apparent that psychoanalysis, as the discipline most concerned with man's irrationality, might provide some explanations. Unfortunately, psychoanalysts who have attacked the problem have tended toward a narrow parochialism and extremism, assigning exclusive responsibility to one or two mechanisms and ignoring or rejecting the contributions of other sciences. For psychoanalytic theory to have any relevance to the causes of war, several conditions must obtain namely, it must postulate motives which might be satisfied by war, it must demonstrate that these motives do indeed become engaged in the cognitive idea of war, the institutional structure of the society must be such as to allow for the politically effective implementation of these attitudes.

The paper contains editorial notes on articles about social issues in volume 27, issue 3, of the periodical. It states that readers wishing to discuss or comment upon any of the articles in the current issue or other issues may submit their reactions or criticisms to the editor. Criticisms or observations of general interest will be published in a "Comments and Rejoinders" section. The "Selected Articles Issue" will receive approximately 25 percent of the yearly page total of the periodical and will be devoted to individual articles consistent with journal policy. The major function of the Selected Articles Issue is to publish empirical studies relevant to contemporary social problems, extrapolations from basic research to important social problems, theories about social problems with a firm foundation in social science, and, to a smaller extent, essays concerning the role of the behavioral scientist in nonacademic contemporary society.

This article examines the emerging conflict-generating factors at the international level. As the patterns of conflict-generation at the international level are changing it is necessary to rethink its nature and some new conceptualization. There is an indication of the complexity of the interrelationship of conflict and community in the international system. Today there is an increasing agreement that neither the conflict model nor the integrative model is all-encompassing.

This article examines how radio programs and motion pictures are conceived as communications. Two basically important questions arise, referring to the person who is communicating, and the subject that is being communicated. But these issues do not completely cover the complex psycho-social problems of films and radio. There are at least three characteristics of the communicative situation created by the mass media which make it unique: 1) size, diversity, and psychological complexity of the audience; 2) dynamic, creative, and selective character of the audience reaction; and, 3) the uniquely evocative character of the stimulus values.

The primary goals of this issue of the journal are to advance our understanding of the mobilization and empowerment of people who organize locally for social change and to identify strategies for initiating and sustaining such grassroots activism. A secondary aim is to encourage the use of action research in this domain. The author defines grassroots organizing and explains its suitability for social psychological analysis at the individual, interpersonal, collective, and cultural levels. Action research as a strategy for studying grassroots participation is considered. To situate the present volume in its intellectual context, the author outlines prior related perspectives on collective action. Generational analysis has developed rapidly in recent years. Three progressive stages of theory and research can be traced: (a) a "classic" period during which competing perspectives were developed regarding the impact of youth groups on social structure (Mannheim, Parsons and Eisenstadt, Davis and others); (b) a phase focused on interpretations of the youth protest movement or on processes in old age, and characterized by the development of new conceptual and methodological tools to examine change over time; (c) a period of consolidation and reformulation, with more precise specification of competing theoretical frameworks and the analysis of a growing body of empirical data. From this effort five issues emerge which summarize the perspective of generational analysis: (a) definition and dimensions of "generation" as a construct; (b) assessment of continuity or discontinuity between age groups; (c) exploration of the persistence of generation units over time; (d) analysis of within-generation solidarity; (e) articulation between generations and other dimensions of social structure. It is proposed that the sex composition of a group affects the sex-role awareness and sex-related responses of its members, and that such effects can operate even when there is no actual or anticipated verbal interaction among group members. In fact, the "mere presence" of certain proportions of males and females may be sufficient. Relevant studies by the present authors and others are reviewed, and their implications for the sex-role status quo are considered. [ABSTRACT FROM AUTHOR]

From this effort five issues emerge which summarize the perspective of generational analysis: (a) definition and dimensions of ‘genera- tion’ as a construct; (b) assessment of continuity or discontinuity between age groups; (c) exploration of the persistence of generation units over time; (d) analysis of within-generation solidarity; (e) articulation between generations and other dimensions of social structure. The article announces that "The Journal of Social Sciences" will discontinue publishing the Supplement Series of the Lewin Memorial Award Addresses. In the past, presidential address has been distributed to Society for the Psychological Study of Social Issues (SPSSI) members through a direct mailing of stencilled or multilithed copy. However, these copies tend to get lost in the mess of papers and reprints in personal files. Therefore, the journal will request of each president that his annual address be published in the journal. Events in the field of television in the United States are moving ahead rapidly due to the ferment created by government agencies through its regulatory groups and educational programs. The present collection by Lotte Bailyn will contribute to the discussion of social uses of television.

Changing environmental attitudes from an economic to a moral orientation are discussed in terms of the activation of moral norms to guide and evaluate behavior. In controlled experimental situations, increasing levels of two variables (awareness of the negative interpersonal consequences and ascription of responsibility) increased the likelihood that moral norms influenced behavior. Changes in the social system are discussed which have increased both our awareness of, and the actual adverse consequences stemming from, a strict economic approach to the environment. Other modifications have made decision-makers responsible for these consequences. These changes have fostered the current moral fervor concerning the natural environment. [ABSTRACT FROM AUTHOR]
