AbstractThe first climate action stocktake cycle under the Paris Agreement was completed in 2023 to assess global progress on mitigation, adaptation, and climate finance goals. State-driven action needs to be complemented by sectoral efforts, and this paper builds on the first Tourism Stocktake undertaken in 2023 that examined climate action in the tourism sector. First, an expert elicitation survey was conducted to validate and deepen the findings from the stocktaking activity. Second, an analysis of the Stocktake’s 40 metrics was undertaken against six criteria of indicator quality. The expert survey revealed a sector still in the early stages of implementing its climate response, with a consensus that 2030 tourism emission reduction targets would not be achieved. Tourism policy and investment were deemed inconsistent with climate ambitions, and current adaptation is insufficient for projected climate change, so that future impacts will restrict tourism development in some destinations. Analysis of the metrics exposed significant data gaps and a core set of 13 robust metrics to measure change over the next stocktaking cycle is identified. AbstractThis paper presents the first empirical evaluation of Climate Perks, an employee benefit scheme designed to reduce air travel demand by offering additional paid annual leave to those travelling without flying for vacation purposes. In-depth interviews and surveys were undertaken with employers that offer Climate Perks and travellers who have claimed journey days. The findings show the value of positive action to enable sustainable consumption in contributing to catalysing and mainstreaming low-carbon travel, drawing out key themes around recruiting travellers to surface travel, sharing knowledge and know-how, recrafting temporal experiences and learning-by doing to overcome infrastructural complexities of surface travel in a mobility system presently dominated by air travel. The paper also discusses how the boundaries around personal action on climate change are shifting as employers recognise the contribution of work to the formation of personal routines. The United Nations has declared climate change a code-red for humanity and the 2020s the decisive decade to avoid dangerous climate disruption. The 26th Conference of the Parties in Glasgow, Scotland represents a milestone event and potentially the last chance to keep the Paris Climate Agreement 1.5 °C policy goal within reach. The tourism sector has responded to this critical moment by releasing the Glasgow Declaration: A Commitment to a Decade of Tourism Climate Action. As the third such declaration over 20 years, this paper asks whether it brings the sector closer to an action agenda commensurate with the climate emergency the sector has declared. While the Glasgow Declaration includes some positive advances, we find few themes and recommended actions that were not introduced in previous declarations over a decade ago and inaction on several past recommendations. There is no evidence that the declarations have altered the growth trajectory of sector emissions or influenced the integration of climate change into tourism policy and planning. The climate crisis demands a sectoral response no less than that to the Covid-19 pandemic, and we find the Glasgow Declaration ill-equipped to stimulate the systemic change required by the net-zero transition and accelerating changes in climate. The period leading to and immediately after the release of the IPCC's fifth series of climate change assessments saw substantial efforts by climate change denial interests to portray anthropogenic climate change (ACC) as either unproven theory or a negligible contribution to natural climate variability, including the relationship between tourism and climate change. This paper responds to those claims by stressing that the extent of scientific consensus suggests that human-induced warming of the climate system is unequivocal. Second, it responds in the context of tourism research and ACC, highlighting tourism's significant contribution to greenhouse gas emissions, as well as climate change's potential impacts on tourism at different scales. The paper exposes the tactics used in ACC denial papers to question climate change science by referring to non-peer-reviewed literature, outlier studies, and misinterpretation of research, as well as potential links to think tanks and interest groups. The paper concludes that climate change science does need to improve its communication strategies but that the world-view of some individuals and interests likely precludes acceptance. The connection between ACC and sustainability illustrates the need for debate on adaptation and mitigation strategies, but that debate needs to be grounded in scientific principles not unsupported skepticism. Climate change poses complex challenges and addressing these requires increasing integration across policy domains. This research developed a framework to assess policy integration between the tourism and climate change domains by examining coverage, scope, materiality and alignment. A database of 101 policy documents was compiled, representing 61 countries over 17 years. Only 37 documents covered the tourism-climate nexus substantially, suggesting climate change has not yet become a priority for tourism policy makers. Considering that tourism makes considerable contributions to and is substantially impacted by climate change, the observed gaps in tourism policy need to be addressed. The paper concludes with some minimum expectations for policy integration, including examples of good practice, and suggests that more effort is required to achieve climate change policy integration in tourism. This introductory paper discusses tourism's role in relation to climate change mitigation and adaptation, at a time when climate change is at the forefront of many political discussions, including the 2009 Climate Summit in Copenhagen, and many business decisions. The development of tourism research in response to climate change in the past 25 years is outlined and limitations are identified. The paper also argues that while growing engagement with the challenge of climate change is evident across the tourism industry, this is still limited and not widespread. The minor role played by tourism interests in the international climate negotiations in Copenhagen is noted and discussed. Questions are raised around the willingness and ability of both the tourism industry and tourists to significantly reduce global emissions. The papers brought together in this Special Issue (Journal of Sustainable Tourism, 18.3) both highlight key challenges that tourism faces in its attempts to better understand and manage the problem of climate change, and suggest valuable ways forward. Recent research on climate change mitigation has emphasized decision-making within tourism businesses is vital for sustainable futures. However, there has been little consideration of how the age of buildings and (historic) property frames, modifies or constrains the sector's response to climate change. Through surveys of accommodation providers in South-West England, this paper explores relationships between property age, energy performance and pro-environmental innovations requiring adjustment to the fabric of buildings. Findings are presented from empirical research with small- and medium-sized tourism enterprises occupying properties often well over a century old. This paper's large-scale data-set and series of intensive case histories demonstrate that property age does not play a straightforward role in encouraging or hindering efforts among accommodation providers to tackle climate change. Some (but not all) businesses with the oldest buildings performed and responded strongest, successfully introducing the latest renewable energy technologies, although adapting older buildings was not without complications and cost implications. Conceptually, this research points to the limits of calls for greater pro-environmental behaviour change without clearer understanding of the contexts and settings in which such behaviour takes place. The Paris Climate Agreement is based on pledges from 195 countries to substantially reduce emissions of greenhouse gases (GHG) to prevent dangerous climate change. The tourism sector has likewise pledged to reduce its GHG emissions (−70% by 2050); however, current emission trends would result in a tripling in the same timeframe. In order to understand how the sector understands the decarbonisation challenge, 17 senior tourism leaders were interviewed with regard to their perspectives on the risks and opportunities associated with climate change impacts and action. Respondents affirmed that the climate is already changing, fuelled by human activities, including tourism, and that its impacts on society and tourism will be largely negative and devastating in some regions. Opinion was divided regarding mitigation timelines, the compatibility of continued tourism growth with Paris Climate Agreement decarbonisation goals, and the role of technology and governance in reducing emissions. The paper examines leaders' perspectives in terms of "belief systems" that interpret information in decision-making, as well as forms of agnogenesis; this is, the fabrication of uncertainty to justify non-action. Whilst there are many arguments and counterarguments surrounding aviation's contribution to climate change, the sector is increasingly scrutinised, especially in regard to tourism mobility questions. This paper identifies, examines and analyses the discourses that airlines choose to communicate via their websites regarding their role, responsibility and their viewpoints about the issues involved in their relationship to climate change. Studying the web is of growing importance: corporate organizations increasingly use the Internet to communicate influential discourses, engage consumers, and inform the media, who themselves use digital systems to form opinions and influence decisions. Drawing on publicly available communications from six contrasting UK airlines, the study seeks to identify their perceived roles and responsibilities as producers. The data are analysed through content and frame analyses. The study concludes, inter alia, that the airlines under study make both justifiable and unjustifiable claims, and use polarised prioritisation, scepticism and uncertainty creation to put forward their case. Airlines are classified into one of six types: (1) continuous committed benchmarkers, (2) realistic technological innovators, (3) minimal practicalities, (4) low-cost innovators, (5) low-cost sceptics and (6) low-cost opposers. The Fifth Assessment Report (AR5) of the Intergovernmental Panel on Climate Change (IPCC) in 2013–2014 was the most comprehensive analysis of anthropogenic climate change, its impacts, and potential responses. It concluded that climate change is “unequivocal” and human activities are the dominant cause. Avoidance of “dangerous” climate change will require sustained substantial reductions of emissions by mid-century and that net emissions decrease to zero before 2100. This paper describes, reviews and explains the place of tourism in AR5 and AR5's relevance for tourism's future, including impacts, adaptation, vulnerabilities, and mitigation. Tourism's position in AR5 has strengthened, particularly with respect to the recognition of transboundary impacts, the sector's contribution to climate change and its mitigation requirements. Major regional knowledge gaps persist. A lack of understanding of the integrated impacts of climate change and the effectiveness of adaptation strategies potentially hinders the development of resilient tourism operations and destinations. Uncertainties regarding tourist response to climate change impacts and mitigation policy impede predictions of tourism demand. The implications of different decarbonization pathways for the future of international tourism represent a key knowledge gap. Tourism results in the emission of climate-changing greenhouse gases. There has been limited destination-focused quantitative analysis of how tourism might be reshaped to reduce these emissions. This paper uses an extended tourism environmental satellite account methodology to examine the case of tourism in Wales, a United Kingdom region. It shows how an estimate of the emissions associated with trips to, and in, the region – internally, from the rest of the UK and from abroad – can contribute to regional aspirations to reduce greenhouse gas emissions. The analysis suggests that substantial emissions cuts are dependent upon technical developments outside of tourism itself. Four potential scenarios are devised and analysed. Scenario 1 shows the value of low carbon electricity production in cutting tourism-related emissions. Scenario 2 analyses a possible 50% fall in international arrivals and 10% increase in UK domestic arrivals – maintaining employment but reducing emissions. Scenario 3 shows the effects of switch from private to public transport modes for 50% of UK resident arrivals. Scenario 4 examines the outcomes of reducing ground transport emissions by using electric, biofuel and hybrid technologies. This paper advances understanding of consumers who purchase voluntary carbon offsets (VCOs) for flights by profiling the socio-demographic characteristics of VCO purchasers in Australia and the UK and investigating their environmental attitudes and beliefs. Earlier research shows that there is confusion and lack of clarity around VCO schemes, yet small numbers of consumers continue to purchase them. Using an online panel survey of 502 respondents, this research considers whether those who purchase VCOs can be considered to be ecocentric, and whether they share a similar socio-demographic profile with those engaging in other forms of pro-environmental behaviour. The results suggest three groups: 'Ecocentrics' (36%), 'Middle of the Road' (31%) and 'Anthropocentrics' (33%). While VCO purchasers appear to be ecocentric, not all ecocentric respondents purchased VCOs and, additionally, those who did purchase, appear to have a different socio-demographic profile from others engaging in pro-environmental behaviour. The study suggests that this segment of the flying public, already willing to contribute towards climate change mitigation, may be the best segment to target with behavioural change messages intended to encourage the structural changes in travel choices required to mitigate climate change. This review paper examines the greenhouse gas (GHG) emission reduction targets postulated by a range of organizations seeking to reduce the consequences of global climate change and how, or if, the global tourism sector can achieve its share of those targets. It takes both existing estimates of current tourism GHG emissions and emissions projected in a business-as-usual scenario through to 2035 and contrasts them with the “aspirational” emission reduction targets proclaimed by the sector. Analysis reveals that with current high-growth emission trends in tourism, the sector could become a major global source of GHGs in the future if other economic sectors achieve significant emission reductions. Success in achieving emission reductions in tourism is found to be largely dependent on major policy and practice changes in air travel, and stated tourism emission reduction targets do not appear feasible without volumetric changes considering the limited technical emission reduction potential currently projected for the aviation sector. The opportunities and challenges associated with a shift towards a low-carbon global economy are anticipated to transform tourism globally and in all respects. Length-of-stay (LOS) is a key parameter in destination management that determines the number of guest nights relative to arrival numbers, with concomitant repercussions for revenue generation and other performance indicators. This article investigates the development of LOS for 32 destinations in developed and emerging economies as well as Small Islands and Developing States (SIDS). The analysis is based on UNWTO data for 478.5 million international tourist arrivals, or about 40% of the global total in 2015, for the years 1995-2015. Results show considerable differences in LOS between destinations, with a global trend of falling LOS, by 14.8% over the study period. However, in individual destination countries, LOS was found to be increasing. Analyses of LOS trends reveal that these can neither be explained by distance-decay relationships nor business to leisure arrival ratios.
