The first climate action stocktake cycle under the Paris Agreement was completed in 2023 to assess global progress on mitigation, adaptation, and climate finance goals. State-driven action needs to be complemented by sectoral efforts, and this paper builds on the first Tourism Stocktake undertaken in 2023 that examined climate action in the tourism sector. First, an expert elicitation survey was conducted to validate and deepen the findings from the stocktaking activity. Second, an analysis of the Stocktake's 40 metrics was undertaken against six criteria of indicator quality. The expert survey revealed a sector still in the early stages of implementing its climate response, with a consensus that 2030 tourism emission reduction targets would not be achieved. Tourism policy and investment were deemed inconsistent with climate ambitions, and current adaptation is insufficient for projected climate change, so that future impacts will restrict tourism development in some destinations. Analysis of the metrics exposed significant data gaps and a core set of 13 robust metrics to measure change over the next stocktaking cycle is identified. Europe accounts for 51% of international tourist arrivals and the tourism industry provides about 10% of workplaces in Europe. Tourism will be impacted by climate change in a diverse number of ways. At the same time, tourism is also a significant contributor of greenhouse gas emissions. The aim of this article is, therefore, to provide an assessment of climate and carbon risks for the European tourism industry based on a systematic literature review. Climate risk is the dominant category with 313 papers (74%), while 110 papers (26%) were on carbon risks. The following gaps were identified: geographical gaps, especially in countries of the former Soviet Union and former Yugoslavia; a lack of coherent studies on national tourism's and its sub-sectors' emissions; research addressing how climate policies might affect tourism demand; assessments of the integrated carbon and climate risks; lack of evidence on the link between tourism climate indicators and tourism demand; lack of climate change and tourism studies addressing policy and institutional tools for adaptation and implementation of adaptation measures in destinations; and research on rising sea levels and coastal erosion and its impacts on tourism destinations and demand. The Sixth Assessment Report (AR6) of the Intergovernmental Panel on Climate Change represents the state of knowledge of anthropogenic disruption to the climate system, its diverse ecosystem and societal impacts, and the imperative for and challenges of mitigation and adaptation responses. It is foundational for global climate policymaking. This paper examines the place of tourism in AR6 and reviews its key findings for tourism's future. Overall, tourism related content declined relative to previous assessments. While notable improvements in content occurred for Africa, visible knowledge gaps remain in the tourism growth regions of South America, Middle East, and South Asia. There remains limited discussion of many impacts, and very limited understanding of integrated impacts and the effectiveness of adaptation strategies at the destination scale. The contribution of tourism to global emissions was omitted, however tourism was discussed in the context of luxury emissions and just transitions. Tourism is repeatedly identified in solution space discussions, particularly for ecosystem protection, but without consideration of the future of tourism in a rapidly decarbonizing and climate disrupted economy. With only 21% of published climate change and tourism literature in the AR6 review period cited, tourism academics should elevate tourism content and engagement in future assessments. Mountain landscapes and communities are highly sensitive and vulnerable to climate change. Tourism in mountain regions is highly dependent on natural resources and attractions which are very sensitive to climatic changes. This systematic review analyzing 276 papers, provides a comprehensive analysis of scientific literature dealing with climate change impacts on mountain tourism. While the impacts on the snow season are predominantly negative, impacts to summer season activities range from positive to negative. Contradictory results and lack of research in some regions and tourism activities means the overall impact is far from clear. We identified seven key knowledge gaps: underrepresentation of studies for South America and Africa, lack of appropriate data and indicators, an all-season perspective and investigation of opportunities, economic and socio-political consequences for mountain communities, the need for better science communication, and a lack of studies addressing liability and regulatory risks. Increasing our multidisciplinary understanding of potential climate impacts on mountain tourism and engaging stakeholders to prepare for the projected changes will help local populations in mountain communities create applicable and effective climate adaptation strategies. The United Nations has declared climate change a code-red for humanity and the 2020s the decisive decade to avoid dangerous climate disruption. The 26th Conference of the Parties in Glasgow, Scotland represents a milestone event and potentially the last chance to keep the Paris Climate Agreement 1.5 °C policy goal within reach. The tourism sector has responded to this critical moment by releasing the Glasgow Declaration: A Commitment to a Decade of Tourism Climate Action. As the third such declaration over 20 years, this paper asks whether it brings the sector closer to an action agenda commensurate with the climate emergency the sector has declared. While the Glasgow Declaration includes some positive advances, we find few themes and recommended actions that were not introduced in previous declarations over a decade ago and inaction on several past recommendations. There is no evidence that the declarations have altered the growth trajectory of sector emissions or influenced the integration of climate change into tourism policy and planning. The climate crisis demands a sectoral response no less than that to the Covid-19 pandemic, and we find the Glasgow Declaration ill-equipped to stimulate the systemic change required by the net-zero transition and accelerating changes in climate. This paper examines a paradoxical issue in tourism's adaptation to climate change and emissions reduction demands. Operators increasingly take tourists to destinations threatened by climate change, with Antarctica and other polar regions as favourites and cruise ship and aircraft as main transport modes. The selling point is to see a destination before it disappears, a form of last chance tourism. This has been claimed to increase the environmental awareness of tourists and make them “ambassadors” for conservation and the visited destination. Antarctic cruise ship passengers tripled from 2000 to 2007. The paper finds that high levels of greenhouse gas emissions are created by cruise ship tourists in general, and especially high levels for those visiting the Antarctic, up to approximately eight times higher per capita and per day than average international tourism trips. A survey found no evidence for the hypothesis that the trips develop greater environmental awareness, change attitudes or encourage more sustainable future travel choices. Of the Antarctic cruise passengers surveyed, 59% felt that their travel did not impact on climate change; fewer than 7% had or might offset their emissions. Alternative opportunities for visitation to glacial/polar destinations that comply with the desire to reduce future emissions are discussed. [ABSTRACT FROM AUTHOR]

Climate change poses complex challenges and addressing these requires increasing integration across policy domains. This research developed a framework to assess policy integration between the tourism and climate change domains by examining coverage, scope, materiality and alignment. A database of 101 policy documents was compiled, representing 61 countries over 17 years. Only 37 documents covered the tourism-climate nexus substantially, suggesting climate change has not yet become a priority for tourism policy makers. Considering that tourism makes considerable contributions to and is substantially impacted by climate change, the observed gaps in tourism policy need to be addressed. The paper concludes with some minimum expectations for policy integration, including examples of good practice, and suggests that more effort is required to achieve climate change policy integration in tourism. Resilience theory has emerged as a holistic concept well suited to analyzing tourism systems and which promises important insights into the sustainability of tourism destinations in the face of accelerating global environmental change (GEC). This article presents empirical research into the social-ecological resilience of tour operators using the case study destination of the Otago Peninsula, Dunedin, New Zealand. It addresses the following research question: How do birdwatching tour operators build resilience to drivers of environmental change, including climatic drivers, into their operations? Qualitative interviews with providers of a specific nature tourism sector activity – birdwatching – were conducted with stakeholders including tour operators, conservation organizations, and local government members. The findings highlight current and possible future challenges to birdwatching tourism on the Otago Peninsula. The paper introduces a conceptual framework which highlights the tour operators' main coping strategies in response to key perceived social-ecological system (SES) drivers of change. Overall, tour operators perceived their main social-ecological resilience to be the diversity of the species of the Otago Peninsula, their business experience, and the strength of their local stakeholder network to respond to SES crises. Climate change is a critical sustainability challenge for alpine tourism and the ski industry. Climate change adaptation is characterised as identifying and taking advantage of new business opportunities plus reducing physical risks. For adaptation strategies to be sustainable they should consider the environment, economy and society. While several adaptive ski industry strategies have been identified, not all can fulfil these criteria; some adaptive strategies could be perceived as unsustainable, or maladaptive. This paper provides a qualitative, perceptual study of ski industry stakeholders in Queenstown, New Zealand, addressing perceptions of climate change adaptation by the core industry, wider industry actors, local community and tourists. It answers two research questions: What are perceived as the main climate change adaptation strategies for Queenstown's ski industry? How do ski industry stakeholders perceive current adaptation strategies in terms of sustainability? It finds snowmaking central to addressing both current weather variability and medium/long-term future climate change. Ski-field operators use snowmaking to ensure the industry's economic sustainability, to extend seasons even beyond traditional norms, but with little consideration for environmental or social sustainability. Coastal and marine environments are among the most popular areas for outdoor recreation and tourism. Coastal areas have also been identified as the most vulnerable to climate change, for example as a result of extreme events and sea-level rise. It will be increasingly important for coastal tourism destination managers to understand their vulnerability to climatic changes and to devise appropriate adaptation. This paper presents a five-step vulnerability assessment methodology for tourism in coastal areas. The five steps include (1) system analysis, (2) identification of activity and hazard sub-systems, (3) vulnerability assessments for the different sub-systems at risk, (4) integration for the destination as a whole and scenario analysis and (5) communication. The framework is illustrated by an example of how it might be applied to Fiji. The paper concludes that a consistent methodology, like the one proposed, will facilitate vulnerability assessments in a range of coastal destinations, allow comparison to be made of vulnerabilities across different situations, provide a basis for more research into specific adaptation measures and assist destinations to develop a more sustainable tourism industry. This paper explains the evolution of research into tourism and climate change, illustrating how early work concentrated on the impact of climate change on tourism, whereas current work also explores the impact of tourism on climate change. It goes on to elaborate a research agenda on both topics. The need to open up tourism research to other fields and professional worlds - such as climatology, the International Panel on Climate Change and transport research - is stressed, as is the need to organise the research community on a global basis, with more collaborative and comparative research. Sustained international diplomatic efforts culminated in the signing of the Paris Climate Agreement by 196 countries in December 2015. This paper provides an overview of the key provisions of the agreement that are most relevant to the tourism sector: much strengthened and world-wide participation in greenhouse gas emission reduction ambitions, an enduring framework for increased ambitions over time, improved transparency in emissions reporting and a greater emphasis on climate risk management through adaptation. The declared carbon emission reduction ambitions of the tourism sector and international aviation are found to be broadly compatible with those of the Paris Agreement, however, claims of reduced emission intensity in the tourism sector since 2005 and a roadmap by which emission reduction ambitions for 2020 and 2035 might realistically be achieved both remain equivocal. The need for international tourism leadership to improve sectoral scale emission monitoring capacity to meet the increasing requirements for transparency, convene an assessment of risks from climate change and climate policy, foster greater collaboration on destination climate resilience and accelerate technological, policy and social innovation to put tourism firmly on a pathway to the low-carbon economy are all emphasized, as is the need for dialogue between tourism and tourism researchers. The Fifth Assessment Report (AR5) of the Intergovernmental Panel on Climate Change (IPCC) in 2013–2014 was the most comprehensive analysis of anthropogenic climate change, its impacts, and potential responses. It concluded that climate change is “unequivocal” and human activities are the dominant cause. Avoidance of “dangerous” climate change will require sustained substantial reductions of emissions by mid-century and that net emissions decrease to zero before 2100. This paper describes, reviews and explains the place of tourism in AR5 and AR5's relevance for tourism's future, including impacts, adaptation, vulnerabilities, and mitigation. Tourism's position in AR5 has strengthened, particularly with respect to the recognition of transboundary impacts, the sector's contribution to climate change and its mitigation requirements. Major regional knowledge gaps persist. A lack of understanding of the integrated impacts of climate change and the effectiveness of adaptation strategies potentially hinders the development of resilient tourism operations and destinations. Uncertainties regarding tourist response to climate change impacts and mitigation policy impede predictions of tourism demand. The implications of different decarbonization pathways for the future of international tourism represent a key knowledge gap. The Intergovernmental Panel on Climate Change has identified Australia as among the developed nations most at risk from climate change effects. Key tourism icon destinations and the tourism sector generally have been identified as being particularly at risk. This paper reports on an interdisciplinary, multi-case study approach to assess tourism stakeholders' knowledge of, and approaches to, climate change adaptation and to explore the potential for building a self-assessment toolkit that can be exported to other tourism destinations. This study examined existing knowledge on anticipated biophysical changes and, through primary research (stakeholder interviews and social learning workshops), gauged the expected adaptive approaches of destination communities and the tourism sector to these changes for 2020, 2050 and 2070. The facilitated workshops generated a common set of adaptation strategies across a diverse set of tourist destinations. A key finding from the workshops is that the tourism sector is not yet ready to invest in climate change adaptation because of the perceived uncertainties. Ongoing leadership for such measures were seen to rest with the public sector, especially local authorities. Climate change has become a business planning reality in the ski industry, with differential impacts and adaptive capacity important for intra- and inter-regional market competitiveness. Potential climate change impacts are examined at 171 ski areas in Ontario, Québec and the US Northeast using the SkiSim2 model with regional parameterizations of snowmaking capacity. With advanced snowmaking, mid-century season length losses are limited to 12–13% under a low emission pathway (RCP 4.5), increasing to 15–22% under high emissions (RCP 8.5). By late-century, low and high emission pathways diverge creating very different futures for the ski industry. Season length and skiable terrain losses increase only marginally in the low emission pathway, while transformational impacts occur under a high emission pathway, with only 29 ski areas in Québec and high-elevation areas of the US Northeast able to maintain a 100-day season and open regularly for the economically important Christmas-New Year holiday. A low emission future, where current national pledges to Paris Climate Agreement are achieved, is crucial to preserve the Eastern North America ski tourism marketplace. The results are compared with previous studies that have neglected the adaptive capacity of snowmaking and substantially overestimated the impact of mid-century and lower emission climate change scenarios. Coastal tourism destinations are highly vulnerable to climate change risks, including sea-level rise, inundation, and extreme weather events. While such risks pose major challenges to the sustainability of these destinations, they have been insufficiently examined in tourism research. This study uses the social amplification of risk framework as a basis for understanding how climate change risks are perceived and what processes lead to an amplification or attenuation of risk perceptions at management and governance levels. In the context of the extremely low-lying Maldives, 12 leading tourism stakeholders, including representatives of government, industry, and NGOs, were interviewed to gather empirical data on risk perceptions. Results indicate that, while climate change risks are amplified for international audiences, several factors lead to an attenuation of risks for domestic audiences. As a result, local tourism stakeholders are not immediately concerned, and adaptation measures are woefully inadequate to cope with future climate risks. Detailed reference is made to the policy inertia found, the conflicts inherent in playing down risk in order to attract jobs, profitable tourism investment and tourists, and the equally pressing need to stress risks in order to attract expertise and funds to enable adaptation policies to be designed and funded. Sea level rise (SLR) is considered a growing, certain and prominent consequence of anthropogenic climate change. Despite the high value of tourism properties and economic activity in the coastal zone, the tourism sector is largely absent from the SLR literature. This study created a geo-referenced database of 906 major coastal resort properties in 19 Caribbean Community (CARICOM) countries to assess their potential risk to a scenario of one-metre SLR. An estimated 266 (29%) resort properties would be partially or fully inundated by one-metre SLR; between 440 (49%) and 546 (60%) of resort properties would be at risk of beach erosion damage associated with the same SLR scenario. In addition, many resorts would experience significant losses of beach area prior to resort property loss. The vulnerability and the adaptive capacity of individual coastal tourism properties and destination communities is argued to differ substantially. Losses of over 50% of coastal properties are likely in five countries, three of which are highly dependent on tourism. These differentials would transform the competitive position and sustainability of coastal tourism destinations in the region, with important implications for property values, potential tourism revenues, insurance costs, destination marketing, as well as local and national economies. This opinion piece contends that tourism's expanding engagement with climate change, as it is currently unfolding, is not necessarily conducive to the interests of tourism sustainability. Inherent unpredictability, long-term timeframes, lack of directly tangible consequences or clearly identifiable villains, issues with credibility and vested interests and cost implications in an era of chronic economic uncertainty all combine to increase the likelihood of unsuccessful climate change policies and strategies. Additional complications arise within the tourism sector from the rudimentary state of knowledge about the relationships between the tourism and climate change, an apathetic and fickle travelling public and a reciprocally uncommitted tourism industry. I argue that adaptation is a rational business response to climate change that is not directly related to environmental and sociocultural sustainability, and that mitigation measures should be supported to the extent that they yield practical and tangible short- and medium-term benefits and address local sustainability issues such as air quality and biodiversity protection.
