This paper examines the use of climate forecasting in water management in Brazil and the United States (U.S.). Specifically, it seeks to understand how different institutional arrangements shape the willingness and ability of water managers to incorporate technoscience, especially seasonal climate forecasting (SCF), in their decision-making process. It argues that among the many factors shaping the willingness of water managers to use SCF, institutional design and change is critical to explain different patterns in Brazil and the U.S. Moreover, factors related to individual flexibility, discretion, and accountability also affect the ability of managers to use climate information in water management. This paper finds that while water managers in the U.S operate in a mostly fragmented and risk-averse system – which constrains the adoption of innovation – decision makers in Brazil can afford more flexibility to introduce new decision tools as a result of widespread water management reforms initiated in the 1990s. This paper assesses cost efficiencies of Brazilian public and private companies of water supply. To measure the efficiency, we used a stochastic frontier model derived from the translog family — a specification similar to a Cobb-Douglas including a quadratic term in log output. The model parameters are estimated by maximum likelihood using Brazilian data for the year 2002. Statistical inference leads to the conclusion that there is no evidence that private firms and public firms are significantly different in terms of efficiency measurements. [ABSTRACT FROM AUTHOR]

During the past two decades, government efforts to provide water access to rural communities in Brazil's semiarid Northeast region have focused on building systems to capture and store rainwater, most importantly through the One Million Cisterns Program (P1MC). This article presents an analytic model based on daily precipitation data to evaluate the sustainability of rainwater capture. Application of this model to analysis of the P1MC reveals the heterogeneous climate in this region causes large spatial variability in the effectiveness of this program. In addition, the size of the area of capture, the run-off coefficient of the roofs, and the amount of first-flush diversion also have important effects. This analysis demonstrates while rainwater capture can offer sufficient water for drinking, as a stand-alone solution it cannot meet P1MC objectives of guaranteeing sustainable and universal access to water for drinking, cooking, and basic hygiene in all regions and years. Pharmaceuticals and illicit drugs are contaminants that are generally ubiquitous in wastewater treatment plant effluents with their release into the environment being well understood in North America, Europe, and Asia. There is, however, less information on the release of human pharmaceuticals and illicit drugs from regions undergoing rapid land use, economical, and social changes, such as Brazil. This encompasses many areas in the tropical zone where releases of emerging contaminants may impact pristine, bio-diversity rich ecosystems. In this study, the occurrence of human pharmaceuticals and the illicit drug cocaine was determined in the Rio Negro and two of its tributaries that receive large amounts of untreated sewage, the Igarapé Mindu and the Igarapé do 40, passing through the city of Manaus, Brazil. In addition to cocaine and its metabolite, benzoylecognine, propranolol, diclofenac, amitriptyline, carbamazepine, carbamazepine-epoxide, citalopram, metoprolol, carisoprolol, and sertraline were all detected in two urban tributaries at low ng/l concentrations similar to those typically found in urban surface waters. Concentrations in the Rio Negro were typically lower than detection limits due to the large level of dilution, although traces of a range of pharmaceuticals were detected in the Rio Negro in proximity of the confluence of the urban streams. Climate change potentially impacts rainfall, temperature, and air humidity, which have relationship with plant evapotranspiration and consequently to irrigation water needs (IWN). The purpose of this research is to assess climate change impacts on irrigation water demand, based on climatic impacts stemming from future greenhouse gas emission scenarios. The study area includes eight municipalities in the Jaguaribe River Basin, located in the Ceará State of semiarid northeast Brazil. The FAO Penman-Monteith method is used for the calculation of a reference evapotranspiration with limited climatic data. IWN projections are calculated using bias-corrected climate projections for monthly rainfall and surface temperature derived from the United Kingdom's Hadley Centre Regional Climate Model simulations. The increase in the average IWN is projected to be 7.9 and 9.1% over the period 2025-2055 for the A2 and B2 scenarios, respectively with respect to 1961-1990 baseline. [ABSTRACT FROM AUTHOR]
