In this paper we review the published, scientific literature addressing the response of nutrients, sediment, pathogens, and cyanobacterial blooms to historical and potential future changes in air temperature and precipitation. The goal is to document how different attributes of water quality are sensitive to these drivers, to characterize future risk, to inform management responses, and to identify research needs to fill gaps in our understanding. Results suggest that anticipated future changes present a risk of water quality and ecosystem degradation in many United States locations. Understanding responses is, however, complicated by inherent high spatial and temporal variability, interactions with land use and water management, and dependence on uncertain changes in hydrology in response to future climate. Effects on pollutant loading in different watershed settings generally correlate with projected changes in precipitation and runoff. In all regions, increased heavy precipitation events are likely to drive more episodic pollutant loading to water bodies. The risk of algal blooms could increase due to an expanded seasonal window of warm water temperatures and the potential for episodic increases in nutrient loading. Increased air and water temperatures are also likely to affect the survival of waterborne pathogens. Responding to these challenges requires understanding of vulnerabilities, and management strategies to reduce risk. DOI: 10.1111/j.1752-1688.2010.00435.x Climate-based streamflow forecasting, coupled with an adaptive reservoir operation policy, can potentially improve decisions by water suppliers and watershed stakeholders. However, water suppliers are often wary of straying too far from their current management practices, and prefer forecasts that can be incorporated into existing system modeling tools. This paper presents a simple framework for utilizing streamflow forecasts that works within an existing management structure. Climate predictors are used to develop seasonal inflow forecasts. These are used to specify operating rules that connect to the probability of future (end of season) reservoir states, rather than to the current storage, as is done now. By considering both current storage and anticipated inflow, the likelihood of meeting management goals can be improved. The upper Delaware River Basin in the northeastern United States is used to demonstrate the basic idea. Physically plausible climate-based forecasts of March-April reservoir inflow are developed. Existing simulation tools and rule curves for the system are used to convert the inflow forecasts to reservoir level forecasts. Operating policies are revised during the forecast period to release less water during forecasts of low reservoir level. Hindcast simulations demonstrate reductions of 1.6% in the number of drought emergency days, which is a key performance measure. The Delaware River Basin (DRB) supplies water to approximately 15 million people and is essential to agriculture and industry. In this study, a monthly water balance model is used to compute monthly water balance components (i.e., potential evapotranspiration, actual evapotranspiration, and runoff [R]) for the DRB for the 1901 through 2015 period. Water-year R is used to identify drought periods in the basin and seven drought periods were identified. All but one of the drought periods occurred before about 1970; after this date, precipitation increased in the DRB and droughts were infrequent. The seven droughts were largely driven by precipitation deficits, rather than by unusually warm temperatures. For six of the seven droughts, the precipitation deficits were associated with atmospheric pressure patterns that resulted in northerly wind anomalies (i.e., conditions that deviate from the long-term mean) over the basin that indicate an anomalous flow of dry air from the North American continent into the DRB. An examination of drought events estimated from a tree ring-based reconstruction of the Palmer Drought Severity Index for the 490 through 2005 time period indicates that although there were some DRB droughts that were longer and more severe during previous centuries, the DRB droughts during 1901 through 2015 were comparable in duration and severity to most drought events during previous centuries. Restored annual streamflow ( Qr) and measured daily streamflow of the Chaohe watershed located in northern China and associated long-term climate and land use/cover data were used to explore the effects of land use/cover change and climate variability on the streamflow during 1961-2009. There were no significant changes in annual precipitation ( P) and potential evapotranspiration, whereas Qr decreased significantly by 0.81 mm/yr ( p < 0.001) over the study period with a change point in 1999. We used 1961-1998 as the baseline period ( BP) and 1999-2009 the change period ( CP). The mean Qr during the CP decreased by 39.4 mm compared with that in the BP. From 1979 to 2009, the grassland area declined by 69.6%, and the forest and shrublands increased by 105.4 and 73.1%, respectively. The land use/cover change and climate variability contributed for 58.4 and 41.6% reduction in mean annual Qr, respectively. Compared with the BP, median and high flows in the CP decreased by 38.8 and up to 75.5%, respectively. The study concludes that large-scale ecological restoration and watershed management in northern China has greatly decreased water yield and reduced high flows due to the improved land cover by afforestation leading to higher water loss through evapotranspiration. Long-term flow records for watersheds with minimal human influence have shown trends in recent decades toward increasing streamflow at regional and national scales, especially for low flow quantiles like the annual minimum and annual median flows. Trends for high flow quantiles are less clear, despite recent research showing increased precipitation in the conterminous United States over the last century that has been brought about primarily by an increased frequency and intensity of events in the upper 10th percentile of the daily precipitation distribution – particularly in the Northeast. This study investigates trends in 28 long-term annual flood series for New England watersheds with dominantly natural streamflow. The flood series are an average of 75 years in length and are continuous through 2006. Twenty-five series show upward trends via the nonparametric Mann-Kendall test, 40% (10) of which are statistically significant ( p < 0.1). Moreover, an average standardized departures series for 23 of the study gages indicates that increasing flood magnitudes in New England occurred as a step change around 1970. The timing of this is broadly synchronous with a phase change in the low frequency variability of the North Atlantic Oscillation, a prominent upper atmospheric circulation pattern that is known to effect climate variability along the United States east coast. Identifiable hydroclimatic shifts should be considered when the affected flow records are used for flood frequency analyses. Special treatment of the flood series can improve the analyses and provide better estimates of flood magnitudes and frequencies under the prevailing hydroclimatic condition. [ABSTRACT FROM AUTHOR]
