Twelve qualitative case studies in German and Canadian hospitals and IT companies were used in this mixed-methods study analysing the labour market outcomes of immigrants. The reported case studies investigate the immigrants' recognition, integration process and the usability of foreign qualifications, skills and work experiences in the labour market. Furthermore, the strategies and rationales of employers and employees within the recruiting process are analysed. Here, the focus lies on the transferability and obstacles of cultural and social capital across country borders as well as the relevant framework conditions. This paper refers to Bourdieu's approach towards different types of capital as well as the rational choice theory. The results demonstrate that immigrants in both countries face more obstacles accessing the labour market within the health sector than within the IT sector. The context of the recruiting situation strongly affects the strategies and behaviour of the employers or the recruiters. Within these sector- and country-specific confines, individual factors determine the immigrants' labour market success. This study analyses attempts to renew apprenticeship over the last three decades in three liberal market economies – US, England and Australia. We conceptualise institutional renewal as entailing both revival, or growth in apprentice starts, and extension, or widening its occupational base. The paper contributes to the literature by considering reasons for the attempted renewal and offering an assessment of the outcomes of renewal. It also contributes to research at the intersection of institutional and comparative training literature by developing the concept of institutional renewal and applying it to apprenticeship. It is concluded that in quantitative terms renewal had some success in England and Australia, but the effect of intervention is more uncertain in the US. The paper also identifies a paradox that policies to promote apprenticeships have undermined the quality of training in England and Australia, leading to questions about the sustainability of renewal. The paper discusses the development of Spanish Vocational Education and Training (VET) over the past four decades and the extent to which and ways in which joining the European Economic Communities in 1986 contributed to the transformation of Spain's VET system. The paper is structured in five sections: the justification of our choice of Europeanisation as a theoretical approach, a presentation of the system prior to accession into the European Union (EU), a description of the European VET policy defined in the Bruges-Copenhagen process, and an examination of changes in the Spanish VET at the turn of the century. The relations between the European and Spanish VET policies are then discussed in view of Europeanisation theory, particularly considering their specification in terms of the National Qualification Framework approved in 2002 and the European Qualification Framework (EQF) established in 2008 to examine adaptation and accommodation. The paper finishes by discussing how top-down and bottom-up trends based on the theory of Europeanisation have resulted in the current Spanish VET system adhering to its own national identity while converging with European recommendations. This paper examines the expansive–restrictive continuum of apprenticeship learning in the context of different education and training systems. It compares the English state-funded apprenticeship programme for young people with the Finnish and the French programmes with a specific focus on access to learning through the programmes. These three countries represent three types of Western and Northern European education and training systems. The paper argues that there are country-specific meanings of apprenticeship that influence how access to learning along the expansive–restrictive continuum is typically characterised. These country-specific meanings of apprenticeship arise from their context in differing education and training systems. The paper concludes that the English conceptualisation of apprenticeship as training lends itself to more restrictive approaches to apprenticeship than the Finnish and the French programmes in terms of access to learning. The links between vocational qualifications and occupational destinations are weak in many Anglophone countries, even though the explicit purpose of vocational qualifications is to prepare individuals for occupations. Using Australia and Canada as case studies, this is explained at three levels of analysis: at the national level by systems of skill formation and student transition; at the meso level by skill ecosystems; and by whether qualifications are used as a signal in regulated occupations or as a screen in unregulated occupations. The paper outlines three roles for qualifications in providing pathways to enter and progress in work, transition to higher level studies, and support social mobility. The paper concludes that improving links between postsecondary qualifications and occupations depends more on the structure of the labour market than on the nature of qualifications: it is mainly an issue of the demand for qualifications rather than their supply. There is a growing sense that the orthodox set of theories and policies for VET don't work. This is particularly true in the South where all such Northern theories and policies face the common problem of being constructed for other contexts and then imported. In the light of persistent poverty and inequality; widespread precarious and indecent work; continued concerns about educational access, retention and achievement; and a rising environmental crisis, VET must be transformed to address a new and challenging set of objectives. Here, we offer an exploration of a theoretical approach to VET research that has emerged in the past decade and which offers new insights into how VET can be transformed in order to contribute to the wider transformation agenda around sustainable human development. This is what we term the critical capabilities account of vocational education and training, CCA-VET. Canada ranks first by a substantial margin among OECD member countries in the proportion of the adult population whose highest level of educational attainment is the completion of a programme of short-cycle tertiary education. Short-cycle tertiary education (SCTE) refers to the types of programmes typically offered by community colleges and similar educational institutions, of at least two years duration, and predominantly vocationally oriented. This article argues that Canada's outlier status in SCTE attainment is largely due to its heavy reliance on community colleges rather than secondary schools, industry-based VET, or universities of applied sciences for workforce preparation. The article provides some data on the relative extent of use of these different vehicles for workplace preparation in Canada and some other countries, and it explores some of the implications of Canada's reliance on community colleges for vocational education and training. In international comparative research on adult education, typologies such as the 'Varieties of Capitalism' approach are applied frequently to justify country-based research designs, or to frame research results. However, the advantage of typologies in reducing institutional complexity becomes a drawback when it comes to explain variations between countries. This contribution argues that the realm of such typologies is limited in its power to explain cross-country differences in participation and the institutionalisation of adult education, due to specific mechanisms that connect the macro and micro levels. We demonstrate this by analysing investment patterns of vocational adult education (V-AET) in seven selected countries (France, Germany, Lithuania, Latvia, Norway, Spain, UK). We first generate country descriptions of financial modes of V-AET from the institutional perspective using a document analysis and then analyse investment patterns in V-AET from the individual perspective by a secondary analysis with monitoring data. Referring our results back to the Varieties-of-Capitalism-Approach and extracted country-specific information, we show that in-depth analyses of country features are necessary to 'bridge' between assumptions of 'grand typologies' and monitoring results, to answer specific research questions and guide evidence-based policy decisions on the setup of V-AET in different countries. This article explores the issue of social mobility in relation to the recent expansion of higher vocational education (HIVE) by non-university providers. The post-school vocational education sector has become the object of policies to widen access to higher education to ensure greater social mobility and provide second chance education to those who do not complete initial education in Anglophone countries. Drawing on typologies of vocational education and training systems, the article generates understanding of the expansion of HIVE within two Anglophone countries (Australia and England). The article considers the implications for widening opportunities to higher education for non-traditional students from disadvantaged socio-economic backgrounds in these two contexts. Descriptive analysis of current national data on participation reveals surprising differences between countries. The article concludes by discussing the extent to which the higher education offerings in vocational institutions can contribute to social mobility within these two countries. The training and licencing of aircraft maintenance engineers fulfils a crucial protective function since it is they who perform and supervise aircraft maintenance and certify that planes are safe afterwards. In Australia, prior to training reform, a trades-based system of aircraft maintenance engineer training existed in an orderly relation with the system of licencing, regulated by the Civil Aviation Safety Authority (CASA). Training reform through the 1990s gave rise to concerns that the training system could not be relied upon to deliver adequate numbers of trainees with valid qualifications. From 2007, CASA introduced new regulations, designed to align Australia’s qualifications and licencing with the European Aviation Safety Agency (EASA). This process saw the aviation regulator effectively cede much quality control of training to an increasingly dysfunctional training system, giving rise to doubts about whether Australia’s international obligations for quality aircraft maintenance training can be fulfilled. Austria, Germany and Switzerland are renowned for their extensive systems of collective vocational skill formation, which, however, have developed largely in separation from higher education. This divide has become increasingly contested as a result of a variety of socioeconomic factors that have led to an increasing demand for higher level skills. Do the three countries deal with these challenges in similar ways? The comparative analysis is based on process tracing from the 1960s to 2013 and builds on historical institutionalism as well as several dozen expert interviews with key stakeholders. A key finding is that all three countries have developed hybrid forms of work-based academic education that combine elements of vocational training and higher education. However, in Austria and Switzerland, these hybrids have been integrated into the traditional model of collective governance, whereas the German case signifies a departure from this model. This article reports on research into Chinese students' perceptions of a pilot key skills' communication course introduced in three vocational education institutions in China. The course was based on key skills' criteria formulated in 2004 by China's Vocational Qualification Appraisal Committee and produced in response to the changing demands of employers operating in a global environment of growth and competition. Intrinsic to the initiative, was the use of student-centred learning as opposed to the more didactic methods traditionally used in Chinese education. Through institutional case studies, focus groups, class observations and interviews, data was gathered to reveal views and underlying perceptions of the new course. The findings reported here focus on Chinese students' understanding of communication key skills and their changing attitudes to student-centred learning. This article compares and contrasts the policy context of Vocational Education Teacher Training (VETT) in Scotland and England by setting this within its wider socio-economic context, one emphasising lifelong learning and competitiveness. This facilitates a comparison of the two nations and enables an analysis of VETT responses to globalisation and lifelong learning. It allows an exploration of policy continuities and breaks across Scotland and England, leading to a consideration of the limits and possibilities of the different 'solutions' adopted. In these nations VETT is somewhat marginal having only recently become mandatory, unlike many other European responses. The article's policy analysis is complemented by a small scale illuminative case study of VETT educators in Scotland and England, which explores the way policy is lived and mediated at the site of practice. The research suggests that whilst both systems are compromised, VETT educators seek to work on the 'good' side of the system in which they are placed. [ABSTRACT FROM AUTHOR]
