In environmental politics, social movements play a crucial role, promoting participatory rights and confronting injustice, inequality, and the interests of the powerful. This article examines an underexplored topic in the literature on social movements, especially in Latin America: the use of litigation to force decisionmakers to comply with participatory formats, specifically in the course of opposition to hydroelectric dams. These projects often are destructive to the local environment and communities. This study examines four cases of environmental litigation that halted dam construction in Brazil and Chile, singling out causal pathways for successful collective action. It focuses on two dimensions of movement success: the implementation of participatory formats and the resulting cancellation of dam projects. In line with the joint effect model of social movement theory, the cross-case comparison of legal disputes shows that pursuing legal strategies in parallel to broad social mobilization and the support of institutional allies, can lead to successful outcomes. This article presents an analysis of the use of populist framing mechanisms by grassroots right-wing organizations. It brings together the social movement literature on framing and the populist literature to understand how actors build an emergent field of activism in a highly contentious context. Based on the analysis of a sample of 4,574 Facebook posts published by 5 civil society organizations during the campaign to oust Brazilian president Dilma Rousseff, it argues that two mechanisms, reductionism and antagonism, enabled actors to focus on similar targets and diagnostics while maintaining relevant differences when seeking to motivate followers and present prognostic frames. These were key mechanisms used by all the actors, albeit with different contents, depending on the frame task. Bolivia and Brazil have universalized their pension and healthcare systems, respectively. Civil society organizations participated actively in social policy expansion, yet they have done so in starkly different ways, reflecting general patterns in each country. Whereas in Brazil, popular participation in social policies takes place through "inside" formal channels, such as conferences and councils, in Bolivia, bottom-up influence occurs mostly via "outside" channels, by coordinating collective action in the streets. Understanding forms of popular participation matters because policies that allow for popular input are potentially more representative, universal, and nondiscretionary. This article argues that differences in the forms of popular participation in social policy expansion can be explained by the characteristics of the institutional context and differences in the types of movements engaged in the policymaking process. This study explores the evolution of the Green Grants program, run by Brazil's Ministry of Environment, as a means for developing the concept of bureaucratic activism. When the Workers' Party first took office in 2003, many social movement actors joined the government, especially in that agency. After 2007, however, most of these activists left the government. At the same time, the ministry substituted thousands of temporary employees for permanent civil servants. Surprisingly, this study finds that these public employees carried forward the environmentalist cause, even when this required contesting the priorities of superiors. Examining their attitudes and practices leads to a definition of activism as the proactive pursuit of opportunities to defend contentious causes. The case study helps to develop this concept and to demonstrate that workers inside bureaucracies can engage in activist behavior. How does the state ensure the implementation of national policies in a context of decentralized political authority? This article identifies a new strategy utilized by national bureaucrats to regulate the behavior of subnational politicians: mobilizing civil society as government watchdog and political advocate. In the context of decentralized governance, in which local politicians administer most social sector programs, reform-minded bureaucrats often find that they have little control over the implementation of their progressive policies. In Brazil's AIDS policy sector, however, bureaucrats have ensured the successful implementation of their policies by developing allies outside government. These state actors-here called activist bureaucrats-have been largely overlooked in the English-language literature, yet they form a new layer of politics in Latin America. [ABSTRACT FROM AUTHOR]

For social movements, coverage in the media is a mixed blessing; but like many movements, the Brazilian Landless Farmworkers' Movement (MST) actively seeks it out. Treatment of the MST in the Brazilian media is analyzed here using the concept of frame. That treatment is determined by a complex interaction between media producers and movement activists. The frames adopted by those on each side influence public perception of the movement. This study identifies five such underlying frames (mostly in print media but with attention to a television soap opera based on the MST's activities) and examines the images of the movement that they present. Though the coverage often presents the MST in a favorable light, it does not necessarily encourage the goal of mobilization that the movement seeks to promote. [ABSTRACT FROM AUTHOR]
