This article traces the history of the relationship of papermaking and paper to libraries over time. Paper was first made in China and is traditionally considered one of that nation's four greatest inventions, along with gun powder, printing, and the compass. Papermaking was often associated with archives in its early development in China, as well as when it was introduced to Japan, where it came to be a part of some Shinto and Buddhist temples, and later governmental agencies. Under Islam, the availability of paper was linked to increased literacy and growth of libraries. In early modern Europe, before the widespread use of wood in the papermaking process, libraries and archives were part of an "economy of paper" with paper at times being in short supply. In the modern era, the world of papermaking did not intersect much with the world of the library, which made progress with the problem of brittle books, one of its greatest challenges, slow, though recent efforts of government, industry, scientists, and representatives of the library have produced positive results. The damage caused by wood-based paper in libraries was mirrored by the environmental damage caused by wood-based papermaking in communities. The history of papermaking and libraries demonstrates the importance of understanding the technologies which support the library, while also advocating effectively to the representatives of all its sources of support in ways which promote the values of the library and its associated community. This paper examines the cardinal benefits of library consortium which is the resource sharing. Resource sharing aims at maximizing collection and services of libraries and information centres at minimum cost. Various sources of information (primary and secondary literature) were perused to view the essentiality of resource sharing in carrying out effective and efficient library and information services to users. The paper also highlighted the requirements needed for successful resource sharing practices among libraries. The significance/benefits of resource sharing as it relates to economic, developmental, academic/research as well as social life of librarians and library personnel were clearly stated. An ideal library networking model for resource sharing as well as examples such as DELNET, INFLIBNET, GILLDDNET and NULIB were presented. Various challenges militating against effective resource sharing were highlighted. The study concluded that resource sharing is inevitable and absolutely a necessary tool for enhancing an all time effective and efficient library and information services. Nigerian Library Association celebrated her sixty years anniversary in July 2022. Therefore, the focus of this paper is to reveal how Special Libraries have contributed to development in Nigeria. The use of artificial intelligence (AI) and machine learning (ML) is increasingly becoming prevalent in libraries and information centres, promising to improve service delivery and efficiency. However, the use of these technologies also poses significant ethical challenges and risks, including bias and discrimination, privacy and security, automation and job displacement, and the lack of human interaction in service delivery. Radio Frequency Identification (RFID) is a new concept to be introduced in libraries of India and more particularly in the libraries of Jammu & Kashmir. The technology has helped libraries to create an atmosphere of security and proper vigilance. It has not only helped libraries to reduce the staff interference with the patrons but has also improved the efficiency of service deliverance as well. This paper aims to highlight the need for the adoption of RFID technology in libraries and other similar institutions. The paper gives an in-depth coverage of an RFID system. Purpose: The aim of this study is to investigate the co-occurrence of keywords related to the sustainable development of libraries. VOSviewer, one of the analysis tools used in this paper, can assess complex networks depending on the degree of connectedness between projects. The concept of sustainable library development is gaining popularity all over the world, and keyword co-occurrence analysis is an effective method for determining how certain research trends are developing fields. In addition, efforts are made to calculate the growth rate of literature, look at the top 10 publishers, nations, and languages with the highest number of pieces. Methodology: Every piece of writing on sustainable development that was published between 2001 and 2020 is included in this study. Data are gathered via the Web of Science (WoS) database. The statistically examined data were presented along with analyses, conclusions, and interpretations in both graphical and written representations. Data analysis and the presentation of statistical information are done using Vosviewer, Microsoft Word, Excel, and the results are displayed in the form of figure, tables, charts, and bar graphs. Findings: In the period from 2001 to 2020, the growth rate of papers rises. The data show that 138 publications, or 16.99%, were published in 2020. The People's Republic of China has the most library publications on the topic of sustainable development of libraries, and Elsevier topped the list of the top 10 publishers with 184 articles. Most of the material is written in English language. While creating maps of co-occurrence of keyword using VOSviewer, terms like "identification," "sustainability," "expression," "sustainable development," and "libraries" appear more frequently. Originality: The data used to determine the output of literature about the sustainable development of libraries was taken from Web of Science, one of the biggest and most reliable databases. The information is unique and has not been published anywhere else. This paper will give readers knowledge of the literary productivity, the top 10 countries, and the languages with the most articles and graphical illustrations of the co-occurrence of keywords. A deep research into the concept of bibliotherapy revealed that it has been existence for a long time and rooted in ancient librarianship. However, the concept has moved from libraries to other corporations and organizations. This paper looks at the expanded role for libraries and librarians in bibliotherapy. Firstly, it discusses bibliotherapy or the combination of literature and healing which is designed to bring healings to library users through their interactions between relevant literature and their personalities as well as the etymology of the concept. Secondly, it expedites the types of bibliotherapy; relationship between bibliotherapy and library science; types of bibliotherapy that could be integrated into library services and principles of use that would promote effective use of the library. The result is creating a roadmap for understanding the need for integration of bibliotherapy in library services and providing an extension of the subject in clinics, hospitals, prisons and rehabilitation centres as well as systematic exploration in their own subject domains. The focus of this paper is to examine the roles of library in promoting Reading Habits among students. The paper saw the library as a social service oriented institution aimed at encouraging students to cultivate reading habits. It looked at library as learning environments that provide space, access to resources, activities and services to encourage and support students, teachers, and community learning. The paper also explained the concept of reading and that reading provides the information needed to expand our understanding of thing. The paper defined reading habits as a passion and zeal for reading and outlined its importance to improve the students' comprehension skills, vocabulary, pronunciation, speed, knowledge, and lifelong learning. Indeed good reading habits promote self education which helps in the modification of personality. The paper further recognized the vital roles of parents, teachers, and librarians among others that enable students to embark on reading and developing good reading habits. It also pointed out that libraries should organize programmes, exhibitions, storytelling and so forth and use them to inculcate reading habit on the students. This paper revealed that the cause of poor reading habits are lack of functional library, family background, corruption, lack of interest, teachers failures among other things. Library and Information unit of any organization, as profession within profession, runs independently, is managed separately, and serves information universally. Its management is unique and universal, which forms its identity although attached to any organization. The entire process of management of library goes parallel to the management of the parent organization, but not conflicting with it. Library receives information from the organization and contributes knowledge to the organization for its better services and products. The library management unit has to act independently, think separately, show effectiveness, and manage the unit as a small organization within a large organization. Organizational Knowledge is the knowledge specific to the organization; it is generally gained by being attached to the organization. When group knowledge from several sub-units or groups is combined and used to create new knowledge, can be called as organizational knowledge. Organizational Knowledge Management is managing the organization's knowledge through systematically acquiring, organizing, sustaining, applying, sharing and renewing both the tacit and explicit knowledge of employees to enhance organizational performance. Knowledge Management must manage organizational knowledge storage and retrieval capabilities, and create an environment conducive to learning and knowledge sharing. It is about making sure that an organization can learn, and that it will be able to retrieve and use its knowledge assets in current applications as they are needed. Library as a sub-part of the organization should determine the knowledge necessary for the operation of processes for products and services of the parent organization. The Information services and products of the library, which are the outcome of its internal Knowledge Management system, are used as information inputs for the Organizational Knowledge Management System of the whole organization. The basic goal of knowledge management within libraries is to leverage the available knowledge that may help librarians to carry out their tasks more efficiently and effectively. The present research paper observes the awareness of social networking sites (SNSs) among the students of Vijaya Teachers College (VTC). This paper was conducted to find out how the communication of the librarian crisis in recreational activities or library tours at the Universitas Muhammadiyah Sumatera Utara was affected by the COVID-19 pandemic crisis. The problem in this paper is that during the covid19 pandemic crisis, library services were closed for visits by tourists, lecturers, and students. This is due to the effects of the COVID-19 pandemic crisis, the assumption that librarians have not anticipated a crisis. Crisis communication is an activity that can also be a solution to the effects of the COVID-19 pandemic crisis, which will be carried out by a librarian so that it can be annulled as a solution. The method used in this paper is a qualitative descriptive method with library research and documentation by observing directly the object of study at the library location and then taking data from interviews. The results of this study were obtained from the University of Muhammadiyah North Sumatra Library which became an active library from the number of first visits seen before the Covid 19 Pandemic crisis occurred, the situation became a finding in the field that the librarian had not prepared anticipatory actions to face the crisis and carried out communication activities so that local tourists visited or student see. Solutions and input for library managers so that they can continue to provide services by conducting virtual, digital, or e-library tourism programs. Because you can't just rely on on-site or face-to-face services, it's also necessary to use social media applications so that lecturers and students can continue to relax and can treat the feeling of homesickness. The present study attempted to prepare the scientometric portrait of Joan C Durrance, a respected researcher in the community focused library services and a pioneer in the field of community informatics. The study focused on the aspects like Year and age wise publication output, Authorship pattern, Document types, Ranking of Collaborative authors, Preferred journal for communication of research results, Distribution of citations, and Ranking of top cited papers. She has contributed 165 publications including 39 seminar presentations since 1977 to 2011. Year wise growth indicated that she contributed the maximum number of scholarly output in 1996 at the age of 58 years. The pattern and other measures of authorship displayed its strength upon single authored publication. Among the document types most of the documents were Books/Book Chapters followed by Journal articles. The most preferred journal by Durrance for the publication of her research results was Public Libraries with 7 publications. The top ranked co-author of Joan C Durrance is K. E. Fisher who co-authored 40 papers in 10 years of contributing ages. 61 publications (48.41%) received 2595 citations with an average of 20.6 citations per paper, 65 publications (51.58%) still remained uncited. The most cited paper of Durrance is a journal article published in 2004 and received 434 citations till date. In Nigeria, open and distance learning has become widely accepted. Even though there are a myriad of educational problems, workers, politicians, school leavers, and the public are finding the distance learning system a convenient and flexible mode to acquire education. Libraries are indispensable in every facet of higher education. Adequate library support for distance learners is mandatory for the qualitative delivery of instruction and learning. The development of hybrid libraries has definite benefits for distance learners. It is imperative to create virtual learning environments and libraries without borders to reach multitudes of learners at various locations. Several institutions are approved to run distance learning. Eight distance-learning university libraries were purposively selected to examine the status of hybrid library services aimed at reaching distance learners. These include the Federal University of Technology Library, Minna, University of Maiduguri Library, University of Abuja Library, Ahmadu Bello University Library Zaria, National Open University of Nigeria Library, Olabisi Onabanjo University Library, Ago-Iwoye, Ignatius Ajuru University of Education Library, Port Harcourt and Joseph Ayo Babalola University Library. The objectives of the study were to determine the status of library services in ODL institutions in Nigeria, analyse the form of library service most suitable to distant learners in Nigeria, examine the challenges confronting distance learning in Nigeria and determine the challenges in providing timely library services to distant learners in Nigeria. This paper examines the Effect of Library Management Software on the Growth and Development of Library Services. The kings of Travancore, as a rule, were valorous as well as lovers of art and literature. Srimulam Thirunal was mainly responsible for the spread of Oriental literature throughout the world. It was he who instituted the department for the publication of manuscripts which in due course grew into the present institution. It is located at Kariavattom, Thiruvananthapuram, Kerala. Its origin goes back to the illustrious Maharaja of Travancore, Swati Tirunal (1829-1846). The institute carries out researches on Indian language manuscripts, major part of which are in Sanskrit. This paper describes the transactional patterns of Ebook Library (EBL), one of the aggregator platforms owned by ProQuest, e-book titles at the Edith Cowan University (ECU), Western Australia to know the way and extent of usage. This study is longitudinal, involving three years’ worth of EBL usage data, investigating information seeking behavior by scholarly users of e-books employing statistical log analysis of the metadata datasets (logs) that describe e-book use. This study compares three years’ transaction logs for EBL e-book titles used by the ECU community. The metrics used include aggregate trends, views, minutes spent, titles used, users, academic calendar, sessions, searches, and item type. This paper may be useful for librarians to make evidence-based informed decisions while selecting the e-book acquisition model of aggregator/supplier platforms. This paper presents a scientometric analysis of the journal titled Authorship and Collaboration Pattern of Annals of Library and Information Studies Journal during 2009-2018: Scientometrics Mapping. The analysis focused on the distribution pattern of articles, author's productivity, collaboration pattern and Collaborative coefficient and citation impact over time. It showed that the highest 12.57% of articles were published in the year 2010. The majority of articles are double authored with 47.03% of the total contribution. The degree of collaboration among the authors was found 0.66, which means collaborated papers are increasing. The paper examines freedom of information bill, a policy for national development: the library's perspective. The provision of timely and accurate information from an authentic source(s) is a booster to national development. Freedom of Information is the right to access information held by government and public institutions. Libraries are positioned to provide and promote access to information which will translate to development of the society. Freedom of information is a necessity in order to salvage the nation Nigeria. This paper therefore, is an opinion paper which gives us an overview of the FOI bill in Nigeria, the relevance of the bill as a policy for national development such as providing credible evaluation of the performance of government regimes, openness and transparency in government. Challenges of FOI in Nigeria was also revealed, some of which are: lack of awareness, lack of information flow, corruption etc. The study concluded with the library's perspective on FOI which shows that libraries are seen as an information centres/agents that will provide the necessary information on the FOI to the public. Meghalaya is considered as one of the beautiful places of North east India where 70% of the people are from rural areas. The paper is basically deals with the public library system of the state in where district libraries play a vital role. Open and Distance Learning (ODL) is gradually gaining ground in Africa. Nigeria is a newcomer in the Open and Distance Learning paradigm. The experiences of several open and distance learning institutions such as the Open University of United Kingdom (OUUK), Athabasca University (Canada's Open University), Open University of Hong Kong, Indira Gandhi National Open University, (IGNOU), and University of South Africa (UNISA), have provided a baseline for the take-off of the only Open University in Nigeria - the National Open University of Nigeria (NOUN). The successful take-off of NOUN is not without the incorporation of functional libraries. Effective library support to distance learners is mandatory for qualitative delivery of instruction and learning. This is where the developments in information and telecommunications are potent. This gave impetus to the development of virtual library services or library without walls. This development has definite benefits to distance learners. Developed and developing countries are now creating virtual learning environments and libraries without walls to reach multitudes of learners at various locations. This paper examines the general experiences of ODL in Africa, the evolution of ODL in Nigeria and the structure of library services provided to distant learners, particularly in Nigeria. It examines the challenges in creating and delivering a library without walls for distance education and the prospects of such a library without walls in a developing country like Nigeria. Purpose: This paper is a survey on the basis for libraries participation in Corporate Social Responsibility (CSR) activities in south east and south-south Nigeria. This paper seeks to unravel the reasons why libraries should engage in CSR activities. Design/methodology/approach: The study adopted survey research method with questionnaire designed using four-point likert rating scale for data collection. Population of study comprise of librarians working in the university libraries selected from the south-east and south-south geo-political zone of Nigeria; a total of 129 questionnaires were retrieved and analyzed using descriptive statistics. Findings: It was revealed that participating in community development, promotion of citizens welfare, disseminating information on employment opportunities to unemployed graduates, ensuring timely, regular and relevant information services-provision to members of the host community, supporting educational related activities such as scholarships and intern opportunities, and partnering with stakeholders to enhance educational consciousness of the citizenry among others are CSR activities that libraries can engage for sustainable development. Opportunities open to libraries from participating in CSR include change in public perception of libraries, establishment of mutual understating between the library and the community with librarians strengthening their value chain among others. Possible challenges to effective participation of libraries in CSR activities revealed include inadequate finding of libraries stakeholders' divergent ideology on CSR lack of commitment towards CSR activities etc. Practical implications: There is an urgent need for librarians to embrace the philosophy of CSR and explore it as a means of remaining relevant to the society and their immediate environment. Also, there is need to include corporate social responsibility and corporate librarianship into the curriculum of marketing in library schools. The purpose of this paper want to evaluate virtual reference and information services at university libraries in Indonesia. Evaluation of reference services can be seen from two aspects: from the aspect of the library that provides virtual reference services and from aspects of users of virtual reference services. This paper focuses on aspects of libraries that provide virtual reference services. The number of sample in this study is all university libraries in Indonesia, which are 629 universities. We limited our samples only the university libraries considering that the university is the spearhead of research for the development of science that requires the support of knowledge resources from the library. Thus, the role of the library in providing scientific resources is needed both directly and online. Following that, a web survey was conducted regarding the virtual reference and information service, such as having a virtual reference service in the form of chat, social media, or e-mail. The web observations were conducted from August-October 2018. Evaluation of virtual reference and information services, especially technology and virtual reference questions service in Indonesia is still at the initial stage or baseline, where many libraries still use telephone and e-mail as the most preferred media. However, there have been several libraries that carry the modern concept of reference services and adopted increasingly varied technologies. Virtual reference services need to be carried on and continued to provide learning for millennia generation. Virtual reference services in Indonesia are only adopted by major universities, both public and private, where the university web is already well develop, the library website is completed, and have qualified human resources. The relationship between need achievement and career preference of in-school adolescents were examined in this study. The need for the study was prompted by previous studies' report that students make wrong career preferences due to poor information among other factors. The negative impact of these wrong preferences on the individual and the work place have become worrisome to all concerned. To achieve the main purpose of the research, a questionnaire was constructed through literature and was face validated by experts in the field of education. The instrument proved to be reliable (with a reliability index of .92.) to answer the research questions and also test the hypothesis at 0.5 level of significance. Participants were 380 (both male and female) in-schooling adolescents who supplied information to the questionnaires about need achievement and career preferences. Results revealed a heterogeneous pattern of career preference and a positive significant relationship between inschool adolescents' need-achievement and career preference. Based on the findings, the paper made recommendations and highlights a significant need to reposition the roles of the school librarians and the services of the libraries to include career guidance services. The study aimed at examining the impact of information and communication Technology (ICT) on Nigerian university library service delivery, a study of Abubakar Tafawa Balewa University (ATBU) library. The paper traces briefly the history of Abubakar Tafawa Balewa University Library. The study adopted the descriptive survey method. The questionnaire was used as instrument for data collection. A total of six hundred (600) questionnaires were distributed and five hundred and eighty three (583) collected back. The data collected were analyzed with the use of tables and simple percentages. From the analysis of the data collected, it was found that the use of ICT on library service delivery aids immensely in the development of university libraries, quick delivery of information services, access and easy retrieval of information by users. The findings revealed some of these challenges commonly faced such as insufficient availability of resources, lack of adequate space for ICT facilities and cost of utilization of the resources. Others factors plaguing the implementation of ICT in libraries are lack of adequate awareness of ICT services and resources, Therefore, it was recommended that there should be massive injection of funds and financial assistance from both the Nigerian government and some international donor agencies for the provision of ICT infrastructural facilities and training and retraining of librarians to enable them meet the standard of technology age for effective library services. Globally, higher institutions of learning are embracing information resources because of its support for teaching and learning in the new e-learning academic environment. National Open Universities have also embraced digital library through various national and international initiatives. This study examined access and utilization of information resources by distance learners in North-West Study Centers' libraries of National Open University of Nigeria. The study was guided by five research questions. A Survey research design was adopted for the study with a target population of 12,614 and representative sample size of 936 using purposive sampling technique in the three Study Centres with functional library facilities namely: Kaduna, Kano, and Katsina. Questionnaire was the main instrument used in collecting data for this research. Data collected were analyzed using descriptive statistics of frequency counts and percentages scores. Among the findings of the study it was revealed that: the major types of information resources available to distance learners were: past students projects, thesis/dissertations, course materials, past question papers, text books, eresources among others, that information resources were accessible mostly by visiting the libraries. There was a strong correlation between accessibility and utilization among the three centers under study (r = 0.858 at 0.001<0.05). There was a significant correlation between accessibility and utilization among the programme level in the study centers. The result shows that r = 0.856 at 0.001<0.024. It was recommended that library should focus on providing adequate resources to make regular library users access more current and relevant information resources and services across all the regional study Centres to meet the information needs of DLs. When the Coronavirus disease (COVID-19) forced learning institutions in Zambia to abruptly transition to virtual instruction, library services adapted quickly to provide research services, instruction, and access to collections. This paper details how the University of Zambia Library used a SWOT (Strengths, Weaknesses, Opportunities and Threats) Analysis framework to evaluate academic support services of the Library in the wake of the Covid-19 pandemic. Key variables included the library collections, staffing, services and technology. The analysis revealed that strengths comprised qualified staff, technology support and a rich collection of information resources. Weaknesses are in the areas of poor funding and low staffing at paraprofessional and non-professional levels. Opportunities comprised emerging technology and consortia opportunities. Poor funding, competition from other providers and Covid-19 restrictions are threats. It is hoped that this analysis will help define strategic directions important to the library in an emergency or disaster. This paper examined the Buddhist monks' attitudes toward monastic library and their reading preferences. These monks are attached with the Dali Monastery of Darjeeling. 62 residential and trainee monks participated in the survey. All the monks are male. Survey method has been adopted for the present study. A structured questionnaire was prepared and circulated among the monks. 80 questionnaires were distributed and among them 62 filled-in questionnaires were received with response rate of 77.5%. The researcher personally visited the monastery to collect data and get a chance to talk with the monks and closely observe the resources and facilities. Hence the findings are based on personal experience. Based on the findings the study suggested some recommendations for the improvement of monastic library and also calls for the coordinated efforts of all stakeholders for the development of this treasure house of knowledge. Lack of academic integrity has frustrated the attainment of educational objectives especially in tertiary institutions in recent times. Perhaps, one of the most prevalent fraudulent practice among students, academics and researchers today is plagiarism. This paper examines the concept, nature and intricacies of plagiarism. It notes the devastating effects of plagiarism on the individual, academic institutions and the society at large. The paper argues that libraries by their assigned and inherent functions have a strategic role to play in curbing plagiarism. Purpose: The paper focuses on x-raying the challenges of managing university libraries in contemporary digital environment. The paper examined the effect of mentoring practices and years of work experience on job performance of cataloguers in Nigerian libraries. Copies of a self-developed, pre-tested and validated questionnaire were served, using total enumeration method, on the delegates at the 36th Annual Conference/Workshop of the Cataloguing, Classification and Indexing Section of the Nigerian Library Association. The study established that even though mentoring practices existing in Nigerian Libraries but the practice was relatively low. However, there was significant relationship between mentoring practices and job performance of cataloguers in Nigerian Libraries but there was no significant relationship between job performance and years of work experience. Having discovered that mentoring influence performances of cataloguers in Nigerian libraries, the paper recommended that mentoring practices should be further reinforced in Nigerian libraries and make it formal with a view to guarantee continued career and professional development of the employees in Nigerian libraries. Library and information research (LIS) has grown significantly asmore and more library and information science programs were established. The oldest LIS program in Indonesia is the Library and Information Department at the University of Indonesia (DIP UI) which was established in 1942. Since then, LIS at University of Indonesia has become a barometer for many other LIS programs in Indonesia. Other reputable LIS programs are Library & Information Science (JIIP) at Padjadjaran University, Department of Information and Library (DIIP) at Universitas Airlangga, and Library and Information Science at Diponegoro University, which are all located in big capital cities in Java Island. The development of LIS programs has a big contribution to the development of LIS research areas. Through their undergraduate theses and other scientific papers, LIS students have also had significant contributions to the development of LIS topics. Thesis is a compulsory unit for the bachelor degree in LIS in Indonesia, and so far there have been thousands of research in LIS conducted since the 1950s up to 2010s. However, there have not been many papers discussing the research trends in LIS in Indonesia. The aim of this chapter is to investigate the LIS research trends in Indonesia from 2006 to 2017. We took 5 reputable universities in Indonesia that have LIS programs as the sample, namely Universitas Airlangga-Surabaya, Diponegoro University-Semarang, Padjadjaran University-Bandung, North Sumatera University-Medan, and the University of Indonesia- Jakarta. The research samples are undergraduate theses that are available online in the institutional repositories of those five universities. Ever since then, efforts are being made by governments at different levels to revive the economy and bring it back to boom. To achieve this, every sector of the economy has a role to play. Given the centrality of information in all forms of development, effective and efficient provision both survival and citizen-action information becomes imperatives in redeeming the economy. This paper discusses the various types of libraries and the role they play towards economic development. It is an opinion paper that stresses the need to partner with libraries and librarians for information provision that will facilitate economic redemption. Inadequate projection of the library profession, unavailability of ICTs in most libraries, poor funding of the library system, low literacy level among others were found to hinder effective service delivery of librarians. This paper discussed the state of prison libraries and its services to the prison inmates in Nigeria. It takes a look at the collaboration of Nigerian Prisons Service with National Open University Nigeria (NOUN) and the NGOs. Problems that hinder the development of prison library services in Nigeria such as inadequate funding and space, difficulties in accessing information materials, and poor infrastructure, and poor collection management and management of prison by nonprofessionals, among others were examined. The roles of prison libraries in integrating the prison inmates back to society were also discussed. It was however recommended, in order to improve the library services in Nigerian prison that there is a need for proper funding of Nigerian prison libraries by government, while the body should also partner with Non-government organisations (NGOs), and improve on collection development policies.
