Search

In search of a cohesive tool for managing license agreements, the University of Florida Libraries has devised an in-house project. This paper tracks development of the project from its theoretical inception, which began in 1997. The project was intended to he an all-encompassing database that allowed tracking of license agreements from the time they were received in the Serials Acquisitions Unit to their final signature. The discussion follows the progress of the database development and details the current portable document format (PDF) project in place, which uses scanned license agreements linked to the OPAC (online public access catalog) title record for ease of access and tracking by libraries staff. Open access policies and mandates can be a useful tool in persuading faculty at higher education institutions around the globe to produce and share open scholarship. But are such policies widely written, accepted, and adopted? Leveraging information found on the Registry of Open Access Repositories Mandatory Archiving Policies, this paper analyzes open access policies at higher education institutions worldwide. The data indicate that Europe holds the most policies, while fewer policies have been enacted in the Americas, Africa, Oceania, and Asia due to a myriad of barriers. Overall, better strategies to promote open access are needed, and such strategies may not necessarily take the form of an open access policy. My own investigation of global open access policies has informed my practices with respect to open access. In this paper, I demonstrate how librarians acting as policy entrepreneurs can assist with the promotion of open access at their institutions and then conclude with suggestions, solutions, and pathways beyond policy adoption to promote and advocate for open access. In 2007, a web-based survey of book conservation practices was conducted to document standard-practice, moderate-use, and low-use book conservation treatments for general and special collections in research libraries in the United States. This paper reports on the findings of a ten-year follow-up survey conducted in 2017 to determine whether and how book conservation treatment practices have changed over the last ten years. Overall, the data indicate that while general collections treatment practices have remained consistent, special collections practices continue to evolve, with many treatments newly qualifying as standard practice in the special collections context since 2007. This paper examines the challenges and successes of a virtual Linked Data Study Group that began at a multi-campus academic institution in 2018, and later grew to include a total of seven librarians from multiple institutions across the country. It describes the group's planning for their monthly meetings and the discussions at the meetings which covered such topics as Linked Data basic concepts, BIBFRAME Editor, Sinopia Editor, and Wikidata. It also presents a collaborative project the group undertook after two years' learning. Due to the desire for more student space at the University of New Mexico Health Sciences Center, the Health Sciences Library and Informatics Center reviewed its serial holdings both in the library and in its offsite storage facility and determined which titles to retain and discard. This paper will briefly describe the selection process and then discuss the methods and phases of the project used to discard material in two shelving locations including auctioning material, donating material to another library, removing unselected material, and repurposing material for a decorative noise-abatement wall. This paper will also discuss the process of integrating items selected for retention from two shelving locations in separate buildings into one shelving location. In 2018, the author published a paper that describes the process by which catalogers at Program for Cooperative Cataloging (PCC) institutions create and propose new subject headings for inclusion in the Library of Congress Subject Heading (LCSH) controlled vocabulary. In a related vein, this paper describes the process of proposing a revision to an established subject heading via the Subject Authority Cooperative (SACO) Program's Subject Heading Proposal System. Two separate proposals are presented: one to revise the authority record for the subject heading, Concentration camps [150] by removing the cross reference, Internment camps [450], from that authority record; the other proposal is to establish the cross reference as an authorized subject heading. The reasons for revising subject headings are explored, and a detailed review of the revision process using the SACO Proposal System is presented for the benefit of other catalogers seeking to make changes to subject headings they encounter in their own collections. The Association for Library Collections & Technical Services (ALCTS) Board of Directors approved the Core Competencies for Cataloging and Metadata Professional Librarians, hereafter referred to as the "Core Competencies," in January 2017. The Core Competencies lists the skills required of professionals performing cataloging and metadata work in libraries of all types. In the six years since the document's release, the cataloging and metadata community has adopted new cataloging standards, experimented with new tools, and engaged in conversations and reparative efforts around inclusive metadata. In this paper, we, the authors of the Core Competencies, report the results of our survey research that assessed the current use of the document within the cataloging and metadata community and solicited comments on ways in which the document might be revised. Many academic libraries collect art exhibition catalogues and juvenile books to support the curriculum, but academic library review sources and book vendors have limited coverage of these niche areas. For more than a decade, Wichita State University has used purchase plans from Worldwide Art Books and Junior Library Guild to acquire print books. This paper discusses the assessment of both plans, how experience with this assessment has influenced development of an assessment plan, and reasons other libraries may want to assess their own niche collecting plans. Current cataloging guidelines for creating name authority records (NARs) for royalty and nobility assume that an individual's claim to a royal title is clear and unambiguous. In the case of historical rebels, usurpers, and eccentrics who claim royal titles for themselves, however, the guidelines are not so clear. When we attempt to describe people and places from a disputed past, we actively enter into their struggles for power, but descriptive cataloging standards such as Resource Description and Access (RDA) do not address the question of the legitimacy of a claimed title. Fortunately, recent scholarship on self-determination in NARs for living creators and subject terminology for contested political jurisdictions can help to develop more ethical practices for historical names of ambiguous legitimacy. This paper uses Nidintu-Bēl/Nebuchadnezzar III, a rebel against the Achaemenid emperor Darius I named in the Behistun inscription (6th century BCE), as a case study to establish best practices for the identity management of historical representatives of dissenting royalty. Tabletop game collections in libraries raise questions regarding standards in collection maintenance. This paper details the University of North Texas Media Library's study to determine best practices and standards for preserving and processing tabletop games for circulation. The authors list and describe the different methods of processing and preserving the games Ticket to Ride and Betrayal at House on the Hill and the project plan to test different copies of each game in circulation. After a period of circulation for each copy, the authors assess each method through an evaluation of damage and loss in relation to time and money spent on preservation and processing. The paper also describes a study of damage intended to simulate the effects of possible hazardous materials and scenarios during a typical play session, along with an assessment of damage to the test pieces. The field of research library conservation has emerged as a distinct discipline and undergone major refinements during the past fifty years. Professional organizations and training programs have been established, new treatment techniques have been developed and promoted, and increasingly, special and general collections practitioners have collaborated on treatment solutions. Despite such dramatic growth and definition within the field, no comprehensive assessment of the book treatment practices employed by research libraries for special and general collections has been conducted. In response to this need, the authors undertook a study to investigate and document the types of treatments employed by research libraries to conserve and maintain their book collections, and to compare the practices used for special collections with those used for general collections. This paper describes the evolution of the field over the past fifty years and identifies book conservation techniques the study found to be routinely, moderately, or rarely employed in research libraries. A comparison of special and general collections treatment practices suggests that while notable differences exist, many treatment practices are common in both contexts. This paper describes an assessment of the information management practices at International Planned Parenthood Federation/Western Hemisphere Region and the development and implementation of an information management pilot for that organization. The pilot included the development of a taxonomy to classify the organization's documents, training in basic citation practices, and a decentralized model for building an organized library of documents within the citation management software Mendeley. The authors discuss the pilot's taxonomy within the context of literature on taxonomy development and offers strategic recommendations for improving the information management practices of not-for-profit organizations that lack dedicated information management staff. There is little literature on documenting the correct application of classification systems. This paper seeks to remedy this gap by describing how Northeastern Illinois University created documentation for their implementation of system that describes Illinois State publications. We recommend creating documentation that is flexible, accessible, and user-oriented. Flexible documentation not only facilitates changes to the documentation, it also allows librarians to take advantage of other uses of this documentation. In our case, the process of documentation produced a near complete listing of Illinois publications and provided the basis for a structural history of Illinois government. This paper provides a case study on remediating electronic theses and dissertations (ETD) metadata at the University of Houston Libraries. The authors provide an overview of the team's efforts to revise existing ETD metadata in its institutional repository as part of their commitment to aligning ETD records with the Texas Digital Library Descriptive Metadata Guidelines for Electronic Theses and Dissertations, Version 2.0 (TDL guidelines, version 2). The paper reviews the existing literature on metadata quality and ETD metadata practices, noting how their case study adds one of the first documented cases of ETD metadata remediation. The metadata upgrade process is described, with close attention to the tools and workflows developed to complete the remediation. This paper explores the challenges and opportunities presented by mobile applications in the context of an academic library collection. This emerging format raises important questions about selection, acquisition, access, instruction, outreach, and evaluation as these practices have been applied to traditional resources. A more nuanced understanding of the content and format of mobile applications informs a collection development strategy for discovering, acquiring, and maintaining these resources. The development of an outreach program that includes liaison activity, instruction, and research consultations is also explored as a way to drive users to these new resources. Using Stony Brook University Libraries as a case study, this paper discusses the potential of mobile applications as academic library resources plus practical ways to promote usage and enhance academic engagement. The article focuses on the paper "The Acquisitions Librarian as Change Agent in the Transition to the Electronic Library." The paper suggested that acquisitions should make preparations to abandon its traditional operation and to assume a new role in the library and the academy as publication facilitator. Unlike commercial journal publishers, scholarly monographic publishers, especially university presses, have for the most part developed no cohesive business plan for moving online. The unwillingness of monographic publishers to devise a plan for online publishing is now leading to a genuine crisis in academic monographic publishing that will have long term effects on the ability of scholars to exchange information as a formal, extended narrative. Acquisitions adapted rapidly and adroitly to online publication, with the result that it has become in many ways even more central to library operations than it was in the traditional environment. Acquisitions, as the operation responsible for the business and human connections between the library and the vendor, have become more indispensable than ever.

Villanova University's Falvey Memorial Library developed a multiyear comprehensive and strategic collection review of print monographs. In this paper, the authors focus on the operational components of the project, such as generating potential deselection lists with GreenGlass, convening working groups to plan the project, developing strategies for faculty outreach and faculty collection review, and analyzing deselection and retention data. The authors share decision-making processes as well as lessons learned that were involved in the project design and implementation phases throughout the extensive collection review project. Mystery fiction has long been a genre popular with the reading public, and the development of the Library of Congress Genre/Form Terms (LCGFT) offers new opportunities for catalogers to provide access to this genre. But how does one determine which subgenre terms to use? This paper postulates that by consulting typologies of the mystery constructed by scholars and aficionados of the genre, it is possible to get a sense of how readers imagine the various types of the mystery and what subgenre terms might be useful in helping them find the type of book they desire. A common thread in the typologies considered by the author is the omission and minimizing of subgenres traditionally considered feminine, such as the cozy and the romantic suspense novel. Conservation documentation provides important information about a library's collections, including condition assessments and treatment decisions. Paper files or local databases, however, can make this information unavailable to most library staff and create problems for searching and preservation. To avoid these problems, in 2016, Pennsylvania State University (Penn State) started using the MARC 583 field to record conservation documentation for items in the Special Collections Library. By placing this information in the catalog record, conservation information was publicly viewable, searchable, and protected by regular database backups. This article describes the process of implementing the MARC 583 field at Penn State for conservation documentation, including selecting standards, encoding the field, and outcomes from the project. Library preservation programs are at the precipice of transformation. With the increasing availability of digitized content, and the development of shared print repositories, our perceived obligation to the preservation of individual print copies at an institutional level is shifting to a more shared model. Library preservation professionals must now determine how this is influencing our day to day practices. This paper reviews the data collected from a 2012 survey and interprets that data to show how the availability of digital surrogates, libraries' increasing consideration of shared print holdings, and the perceived value of scarcely held content are all influencing preservation selection. The University of Alabama Libraries began a workflow analysis over a decade ago. Primarily focused on traditional technical services areas, this process has been iterative and evolved from the need to seek efficiencies to a broader change in the culture and an acceptance of an ongoing process of improvement. This paper, situated at the intersection of public and technical services, proposes a conceptual and theoretical foundation of advocacy for integrating audiobooks into library collections and programs. Suggestions are made primarily with librarians in public libraries in mind, although it is hoped that academic and special librarians will also benefit from them; these suggestions build on the analysis of the rising popularity of audiobooks as an accessible medium and a medium of choice for leisure readers with and without disabilities. The authors consider equal status for audiobooks and the wider acceptance of audiobooks through the combined lens of diversity and privilege. In their study, they survey extant literature (research-based, media, and social media publications); examine and synthesize it in a critical and innovative manner; propose new ways to consider the issues of advocacy and practice; and offer specific ideas for librarians to implement. The authors argue that some anxieties and concerns about audiobooks and audio-reading, among others, can derive from different types of privileges held by professionals and social groups, which becomes particularly important when they are endowed with decision-making power. These privileges include the privilege of body ability, the privilege of lifestyle, the Western privilege, the privilege of literacy, privileging format over story, and the privilege of citizenship and language. This paper takes a technical services perspective on user experience (UX) research into student searching behaviors. In this observational study, students were free to search as they normally would while conducting research for an upcoming essay or assignment. Researchers took careful note of the search process, including how searches were composed and which metadata fields students looked at in their results lists. The findings of the study, and how local technical services staff responded to them, are discussed in this paper. The project was a useful way to prioritize the work of technical services based on insights from user searching behavior and to help ensure library resources are discoverable in the most effective manner. This paper identifies and reviews some of the currently relevant components of collection development that contribute to the need for having a written collection development policy (CDP). The requisite elements for a pertinent and usable CDP are identified, being mindful of the need to customize these policies for each library’s unique needs. The literature review validates the long-standing purposes of CDPs, quantitative studies of existing CDPs, and some of the inherent drawbacks in the creation and application of these policies. The author presents a case study demonstrating the processes necessary to create a CDP for a medium-sized academic library. This includes more current and relevant considerations for a modern CDP. As college campuses closed for in-person classes and shifted to online instruction due to the COVID-19 pandemic in spring 2020, US academic libraries also scrambled to provide continued access to library services and resources to support remote learning, teaching, and research. One important question is how academic library technical services responded to the public health emergency and adapted to new challenges to continue to serve the academic community. This paper illustrates a survey study that investigated the impact of the COVID-19 pandemic on US academic library technical services units in terms of disruptions and alterations of existing normal operations. The study revealed that technical services librarians and staff made determined efforts to continue performing as much of their pre-pandemic work as possible under the challenging circumstances. Unsurprisingly, library collection building practices and collection budgets were seriously affected by the pandemic. The study also showed the limitations of institutional preparedness and response to the public health emergency. Lastly, the study explored the personal experiences and perceptions of working from home during the pandemic and found no significant changes in work productivity, motivation, or concentration. By authorizing outdated terms for North American Indigenous peoples, the Library of Congress Subject Headings (LCSH) vocabulary deprioritizes or ignores the preferred names of the peoples being described. As a result, cataloging and metadata professionals constrained by LCSH often must apply names imposed during colonization. For example, in many library catalogs, works about people of the Meskwaki Nation in Iowa are labeled with “Fox Indians--Iowa” and “Sauk Indians--Iowa,” and Ioway peoples are described as “Iowa Indians.” As part of a diversity, equity, and inclusion (DEI) initiative at Iowa State University Library, a working group in the Metadata Services department undertook a project to build, publish, and use a controlled vocabulary of preferred terms for Indigenous communities with ties to land that is now part of the state of Iowa. In response to the desire to include data set holdings in the Yale University Library (YUL) catalog, the Dataset Cataloging Task Force was formed in spring 2019 to assess the existing cataloging practices and current integrated library system environment. This paper describes the process of developing cataloging guidelines in the absence of authoritative resources while implementing best practices for cataloging data sets with the goal of optimizing the discoverability and accessibility of data sets in the online library catalog. The authors recommend the establishment of a national group to discuss, establish, and document national guidelines for cataloging data sets so that these increasingly important resources are treated in a consistent manner in institutional, consortial, and global catalogs. This paper discusses how the Howard B. Waltz Music Library and the University of Colorado Boulder's Metadata Services Department cooperated to resurrect and complete a long-dormant retrospective conversion cataloging project involving musical scores and vinyl records. It addresses the resources that both groups brought to the relationship; the collaborative process by which decisions were made; the implementation plan and challenges; and how fostering a culture of customer service within the Metadata Services Department contributed to the project's success. It also contrasts Colorado's project with two other cooperative music cataloging projects and explains how its approach can serve as a model to other libraries who have significant cataloging backlogs or hidden collections but may feel hindered by the lack of specialized in-house cataloging expertise. Most academic libraries are facing increasing funding challenges that necessitate improved budget communication and advocacy, in addition to the more traditional planning and monitoring of funds. Moreover, electronic resources (e-resources) continue to evolve rapidly, spawning new material types and modes of acquisition. This paper defines four key facets of a materials budget that has been optimized for the e-resources environment and describes a process that can be used to redesign any academic library budget structure for the digital age. In response to the Association of Research Libraries' Special Collections Task Force's interest in "hidden" special collection materials, the University of Illinois at Urbana-Champaign's Conservation Unit undertook a conservation needs survey of the Rare Book and Special Collections Library's backlog of uncataloged rare book materials. The survey evaluated the binding structure; physical, biological, and chemical damage; and unique features of more than 4,000 randomly sampled pieces from the collection. The information gathered would aid in planning for the integration of immediate preservation actions with future cataloging projects and to better direct future conservation efforts. This paper details the development of the survey, interprets the results, and suggests methodologies for assessing other rare collections as well as approaches to integrating the identified immediate preservation needs with cataloging and processing projects. This paper presents results of the examination of subject representation in the most recently created library metadata records. The bibliographic records were collected from the WorldCat global database. The records were created in 2020 according to the latest version of Resource Description and Access (RDA) and MARC 21Format for Bibliographic Data. A purposive sample of the records with the widest reach--as expressed in the highest number of holdings and the highest level of editing made by multiple institutions--was selected for in-depth content analysis. The level and patterns of application were analyzed for all subject representation data elements (record fields and subfields), specifically for those that were Linked-Data-enabling. The study examined the level and patterns of application of subject controlled vocabularies. A previous research conducted by White and Choemprayong in 2019 indicates that libraries in Thailand have encountered multidimensional challenges in contributing to global bibliographic and resource sharing networks. As libraries outside Thailand may have a strong influence on representation in the global bibliographic universe, this paper investigates how libraries outside of Thailand manage Thai collections, particularly acquisitions and cataloging. In 2014, the Library of Congress (LC) rejected a proposal to change headings in the Library of Congress Subject Headings (LCSH) that refer to undocumented immigrants as "Illegal aliens." Two years later, a Subject Analysis Committee (SAC) working group submitted recommendations regarding how and why LC should change the LCSH "Illegal aliens."1 That same year, LC decided to cancel the "Illegal aliens" subject heading, which Congress subsequently sought to block.2 Congress eventually required LC "to make publicly available its process for changing or adding subject headings . . . [and use] a process to change or add subject headings that are clearly defined, transparent, and allows input from stakeholders including those in the congressional community."3 In response, LC paused their plan to change "Illegal aliens." In June 2019, a new SAC Working Group on Alternatives to LCSH "Illegal aliens" was convened to survey local institutions implementing changes to the subject heading and to chart a path for librarians to address the subject heading at the organizational level. At the 2020 ALA Annual Conference, the working group presented their report. This paper describes two projects that promote interlibrary loan (ILL) in both traditional online public access catalogs and discovery settings to address user frustrations with gaps in the collection. By creating and inserting OpenURL links into bibliographic records for titles held exclusively by external institutions, the authors leveraged the discovery capabilities of their shared catalog and promoted ILL as an alternative means of access. The second project targeted the overwhelming amount of content indexed in the library's discovery layer that was not locally available. To more directly translate discovery into access, the authors worked with EBSCO to create and enable ILL CustomLinks for this content indexed by EBSCO Discovery Service and not available to their users. When the authors discovered a forgotten microfiche collection, they knew they needed to determine a process to make the information discoverable and accessible to researchers. Using a combination of manual data entry, cross-checking against printed indexes, and batch conversion of data using MarcEdit, they devised processes and workflows for creating reasonably good metadata for this large collection and for loading the MARC records into their local integrated library system. This paper illustrates the process by which a subject heading is created within the controlled vocabulary of the Library of Congress Subject Headings (LCSH). The author details the steps involved in proposing a subject heading for inclusion in the Subject Authority File at the Library of Congress using two case studies as examples, one in which the subject heading was accepted into the LCSH system and one in which the subject heading was rejected despite being revised and resubmitted. Librarians and administrators speculate that the digitization and access of items through the HathiTrust Digital Library may reduce or eliminate demand for the corresponding print content. This belief feeds into a perception that monographs housed in academic libraries and delivered via such services are ripe for deduplication or outright withdrawal, yet other institutions may remain dependent upon those holding titles to provide print-based access for their patrons. Embracing HathiTrust's emerging Shared Print Monograph Program, more than seventynine member institutions committed to retain print monographs that correspond to those digitized from their collections. Putting aside concerns expressed by some about the meaningfulness of those commitments, not all members made such commitments. Moreover, retention commitments are not always publicly displayed, leading to scenarios in which such commitments may be used by other institutions to withdraw from their collections, based on these holdings. This paper provides a data-driven examination of the use of one research library's print items that correspond to the digital materials deposited into the HathiTrust, detailing both the results and the process by which data was gathered, managed, and digested to yield the results. The purpose of this paper is to report on a quantitative analysis of the LCGFT vocabulary within a large set of MARC bibliographic data retrieved from the OCLC WorldCat database. The study aimed to provide a detailed analysis of the outcomes of the LCGFT project, which was launched by the Library of Congress (LC) in 2007. Findings point to a moderate increase in LCGFT use over time; however, the vocabulary has not been applied to the fullest extent possible in WorldCat. Further, adoption has been inconsistent between the various LCGFT disciplines. These and other findings discussed here suggest that retrospective application of the vocabulary using automated means should be investigated by catalogers and other technical services librarians. Indeed, as the data used for the analysis show somewhat uneven application of LCGFT, and with nearly half a billion records in WorldCat, it remains a certainty that much of LCGFT's full potentials for genre/form access and retrieval will remain untapped until innovative solutions are introduced to further increase overall vocabulary usage in bibliographic databases. Public services (PS) and technical services (TS) librarians play equally crucial roles in providing library services to meet user needs to support institutional goals. For PS and TS librarians to develop effective workplace collaborations, both groups must have a better understanding of the other side's perspectives, values, and concerns. This paper sought to learn how librarians in the two areas currently perceive and/or stereotype each other. The authors conducted a survey on cross perceptions of public and technical services academic librarians. The study tested and confirmed assumptions that previous papers have made about the negative perceptions of TS librarians held by PS librarians. Analysis of survey results, however, found that TS respondents expected to be viewed more negatively than was evidenced by the PS responses. An introduction is presented in which the editor discusses various reports published within the issue which include the analysis of electronic book usage in interdisciplinary research collection, the holistic view of electronic book acquisition, and the optimization for electronic resources.

The Ohio State University Libraries' Serials and Electronic Resources team tracked reports of problems with electronic resources through a ticketing system, but had not used the system functions to articulate the work involved in supporting such resources. When a new Electronic Resources Officer was hired, the librarian reviewed the type of statistics provided to management and identified an opportunity to more fully document reported problem and staff effort. With the help of team members, a mechanism was created to highlight different types of problems through the application of a controlled vocabulary developed specifically for that environment. Once the vocabulary was available and in use, after some time, terms were evaluated for efficacy, and for how the use of the vocabulary enabled analysis of the trouble-shooting process. Following an analysis by the Electronic Resources Officer of the terms after being in use for some time, the ways that staff were involved in the workflow was changed, leading to faster responses and more consistent communication of information to patrons and vendors. This paper describes the process of developing the controlled vocabulary, the insights found following implementation, and the changes to the workflow that came from that analysis.
