Nature – based solutions (NBS) are increasingly being positioned within global discourses concerning how urban sustainability challenges can be addressed. To better understand to what extent, how, by whom and with what potential implications NBS are promoted in urban Africa, this paper focuses on transnational actors and presents a dataset covering 40 NBS initiatives in 57 cities across 19 African countries. A framing analysis is undertaken to understand to what degree NBS are mobilised in accordance with global discourses. To that end, the paper builds on existing work by Tozer et al. (2022, "Transnational Governance and the Urban Politics of Nature-Based Solutions for Climate Change." Global Environmental Politics, 1–23) on globally circulating frames of urban nature. In further contributing to their framework, we delve into the underlying values or shades of green that are being signified through the frames by applying the IPBES Nature Futures Framework. Results indicate that urban nature comes to be seen as a solution within a climate resilience – integrated benefits nexus through which various types of transnational actors are bringing nature into the city. Two important findings can be highlighted: First, the deployed frames offer opportunities to address major African urban sustainability challenges, but initiatives may not yet be configured to adequately address their scope and magnitude. Second, the configurations of frames are predominantly informed by instrumental values that put "Nature for Society" perspectives in focus, missing opportunities for NBS to build on relational values, or "Nature as Culture" perspectives and for accommodating a plurality of worldviews on desirable futures for urban nature. Public participation in local governance is crucial for effective climate action and for ensuring that policies are designed in a way that respects the rights of communities. Policy developments and choices are shaped by the groups that participate, by the ideas that they hold, and by the institutions that enable and constrain their participation. This paper seeks to understand local climate change governance in Ireland by identifying the environmental interests and the ideas of the groups that participate, and by examining how they engage with institutionalised local policymaking processes and with the organisations that represent the officially recognised views of the country's national environmental movement. An analysis of survey data collected from the groups that are members of one of Ireland's Public Participation Networks shows that a majority of groups are small, rural, voluntary, interested in a wide variety of environmental issues and have a pro-ecological worldview. Most groups follow a pro-institutional advocacy strategy at the local level, while only a minority interact with the national environmental movement, mostly limiting their engagement to the acquisition of information. Summer energy poverty (SEP) is becoming a more concerning issue in southern European countries. This is due to the increasing intensity and frequency of heatwaves, which are particularly severe in urban areas. In this matter, scientific literature has grown on topics such as urban microclimate, passive urban cooling or assessing people's adaptability to high temperatures. However, there is still a gap between scientific knowledge and local policies when addressing energy poverty, particularly SEP. This paper aims to bridge this scientific and policy knowledge gap by gathering existing methodologies and approaches to SEP in the context of southern Europe. The methodology consists on a meta-study on the topic, involving analysis and synthesis of multiple and heterogeneous sources. A collaborative collection and revision of nearly two hundred references was conducted, focusing mainly on Spain, Italy, Greece and Bulgaria. Through a screening process, these references were examined and the main ideas, current debates, as well as limitations and boundaries in SEP knowledge were incorporated. Results show that, although authorities have developed local plans to tackle summer vulnerability and energy poverty, a cross-sectional vision is still needed to make operative the scientific advances. Therefore, this paper proposes instruments in the form of definitions, indicators, evaluation methodologies and their policy implications for identifying and addressing SEP in the context of the EU. Decarbonising heat is critical for achieving climate change targets and reducing CO2 emissions. The U.K. Government has outlined actions to support the decarbonisation of heat, emphasising the importance of a place-based approach and undertaking action at localised scales. This paper focuses on Greater Manchester, a city region in North West England, with a strategic vision of achieving carbon neutrality by 2038. To support the achievement of this vision, Local Area Energy Plans (LAEPs) have been developed for the city region's 10 local authorities with this providing a useful case study for understanding the challenges of implementing localised, place-based domestic heat decarbonisation actions. Drawing upon 34 semi-structured interviews with stakeholders associated with Greater Manchester's low-carbon agenda, this paper discusses the disjuncture between Greater Manchester's vision for domestic heat decarbonisation and the implementation of the actions outlined. Three sites have been identified where the disjuncture between the strategic vision and its implementation materialises. Each of these sites of disjuncture – priorities and needs, procurement, and shifting heating expectations and practices – are discussed in turn. The disjuncture present is shown to exclude certain members of society from engaging in decarbonisation practices, and acts as a barrier to the achievement of Greater Manchester's vision for domestic heat decarbonisation. This paper advances understandings on the barriers to achieving place-based decarbonisation visions, and furthers the conceptualisation of 'just transitions'. Sustainable food practices are increasingly of interest to scholars and practitioners concerned with the impacts of food production, consumption, and waste in an age of climate change. Attention has been paid to households as actors in addressing sustainability concerns. This paper draws on a national survey of Australian sustainable household practices to offer insights into the ways households are practicing sustainability across three everyday entanglements with food: (1) growing food, (2) consuming food and (3) wasting/disposing of food. The paper explores the types of practices enacted across the three entanglements and provides an understanding of the prevalence and barriers for households adopting sustainable food practices. Waste management has at least five types of impacts on climate change, attributable to: (1) landfill methane emissions; (2) reduction in industrial energy use and emissions due to recycling and waste reduction; (3) energy recovery from waste; (4) carbon sequestration in forests due to decreased demand for virgin paper; and (5) energy used in long-distance transport of waste: A recent USEPA study provides estimates of overall per-tonne greenhouse gas reductions due to recycling. Plausible calculations using these estimates suggest that countries such as the US or Australia could realise substantial greenhouse gas reductions through increased recycling, particularly of paper. Urbanisation in developing countries has co-evolved with exposure to hazards among the urban poor. Yet, current understandings of hazard vulnerability are context-specific and limiting for shedding light on perceived vulnerability to climate change in the context of informal urbanisation. The overall perception of informal dwellers on the causative and local factors that underly the processes of informal urbanisation and their hazard exposure and consequent vulnerability tends to receive less attention. Using Accra as a case and applying mixed methods, this paper analyses informal residents' perceived vulnerability to hazards. A total of 582 households' surveys and 3 institutional key informant interviews were conducted. The paper argues that hazard vulnerability in informal settlements is spatially differentiated and differentially perceived. The main factor associated with respondents' perceived vulnerability was "threats of eviction". Examination of informal dwellers' hazard responses will improve our understanding of the influence of their perceptions on hazard responses in the context of informal urbanisation. Academic research on mining and climate change and associated impacts on water resources particularly for the developing world has been limitedly explored. Climate change is expected to make water insecurity in rural areas more severe as weather patterns become unfavourable. The extent to which the mining sector is able to reduce its impact on water resources and adapt to climate change will have implications for host communities. This paper explores the relationship between climate change, mining development and water security and how this places rural communities in a position of risk from mining development and climate change for water security. This paper focuses on the Fuleni and Somkhele rural communities located within the uMkhanyakude District Municipality in Northern KwaZulu-Natal, a climate change-induced water scarce area. Despite drought, mining operations continue. Semi-structured interviews were used to collect data from key social actors in the Fuleni community (i.e. residents opposing mining development) and with Somkhele residents (already burdening with mining operations). Additionally for Somkhele, a questionnaire was used to ascertain 424 household views on the impacts of climate variability and mining impacts on livelihoods and water. Results indicated an interplay between climate change, mining impacts and water (and food) security. Development must be implemented in an integrated and holistic manner that contributes to sustainable development and does not impact on water resources. Technological innovations related to water and energy and inter-sectoral collaborations must be prioritised between mining, the government, and civil society, to achieve water security. This paper highlights the potential of Indigenous Buffalo knowledge as a valuable resource for adapting to the impacts of climate change. Buffalo, particularly in regions where they have been traditionally reared, have played a crucial role in Indigenous cultures and livelihoods. Indigenous communities have developed an intimate understanding of buffalo behaviour, ecological interactions, and their relationship with changing environmental conditions. This traditional Buffalo knowledge encompasses observations, practices, and Indigenous knowledge systems passed down through generations, providing insights into adaptive strategies that can be applied in the face of climate change. Following decolonial and relational theoretical frameworks, we used deep listening to learn how traditional Buffalo knowledge contributed to climate change adaptation strategies in Indigenous communities; how does integrating traditional Buffalo knowledge into climate change adaptation policies and practices contribute to the resilience of vulnerable communities? Urban citizens increasingly need to adapt to climate risk. This is especially the case in informal settlements that have limited state engagement and are particularly vulnerable to climate change. Community-based adaptation (CBA) in the informal settlement has the potential to support the transformation that re-shapes power relations as well as reducing climate risk. This paper explores how multiscalar governance in Cape Town can either empower or undermine CBA to flooding in informal settlements. Drawing on urban political ecology, the analysis reveals significant tension around differing ideas of the temporality of informal settlements, as well as token community inclusivity in participatory planning processes. While everyday governance practices have been used by the City of Cape Town at the local scale, a local community-based organisation has used insurgent planning to envision and enact a more just city. A community designed and spear-headed reblocking process (rearranging shacks in a settlement to allow for flood drainage and service delivery) is a powerful example of CBA and represents the potential of community-based organisations to take steps towards transformative action. In order to enable more widespread urban transformative CBA, it is important to address the drivers of vulnerabilities and underlying power dynamics of political decision-making to destabilise the status quo and move towards real adaptation. Scholarship on climate change adaptation is increasingly moving from incremental responses to climate injustice towards transformative approaches that deliberately change systems to achieve just and equitable outcomes. A transformative understanding of climate justice is relatively new and evidence of how this could be achieved is in its infancy. In this paper, we conceptualise transformative climate justice as comprised of three subcomponents: (1) inclusive justice (seeking to ensure that no one, especially the most vulnerable, is left behind), (2) epistemological justice (drawing upon diverse knowledges and worldviews), and (3) restorative justice (healing and restoration of communities and the environment). We then present examples of how different local communities in the Philippines are experimenting with climate adaptation strategies that embody these three components of transformative climate justice. Through case studies of communities in Itbayat (Batanes), Tambaliza (Iloilo), and Barangay Assumption (Koronadal), we demonstrate how their adaptive strategies contribute to community and ecological resilience. We find that transformative climate justice arises from mundane and everyday struggles, takes place at the “middle place” between top-down and bottom-up initiatives, and requires a deliberate redistribution of power to counter decision-making processes that reproduce injustices. Sea defence policy in England has proven contentious in the early twenty-first century, with government willing to defend the coast only where it is considered cost effective and not minded to compensate people for any resulting abandonment of homes. Additional focus is brought to this position by the 2015 United Nations Sustainable Development Goals (SDGs) which reflect a growing emphasis on climate change effects and other environmental hazards, and the wellbeing of the current generation and those to come. This requires policy makers to seek to balance economic, social and environmental dimensions, and to tackle inequalities; with a central commitment of the goals to "leave no one behind". Subsequent to publication of the SDGs, England was promised a revolution in the government's approach to Flood and Coastal Erosion Risk Management (FCERM). This paper seeks to understand the nature of this revolution with particular regard to extant issues around just governance. It finds that policy fails to deal with issues over the local acceptability of proposals for change and the bearing of risk, and instead lies principally in the elevation of the problematic concept of resilience and an accompanying ambivalence towards ideas of sustainability and sustainable development. International agreement that compensation should be paid to those countries suffering the worst effects of climate change, including sea level rise, suggests that adoption of a similar approach to vulnerable homeowners might be the more appropriate revolution and bring policy more into line with the aspirations of the SDGs. Catastrophic extreme weather events are destructive, costly, and bring about significant harm and distress. As a consequence of a warming world, extreme weather is only expected to increase in intensity. Unravelling the ways that frontline communities, such as those in the Cook Islands, are experiencing, preparing for, responding to, and recovering from, extreme events over time is vital to document, learn from, and share widely. This paper, drawing from 10 interviews with local Cook Islanders from both urban and remote settings, explores people's perspectives and experiences of, as well as responses to, extreme weather events, with a focus on droughts and cyclones. We found that the immediate devastation of cyclones and the chronic devastation of droughts has impacted participants in diverse ways, most of which take an emotional toll and affect people's abilities to meet household needs. These participant experiences with extreme weather events and the subsequent lessons that have transpired have led to the development of significant local knowledge and traditional coping strategies which enable anticipation, preparation, and adaptation. We highlight the ways that participants draw on cosmology, worldviews, and community resources for different courses of action in response to extreme weather. Tacit knowledge and endogenous spiritual and community resources offer Cook Islanders agency, hope and resilience in the face of climate change into the future. [ABSTRACT FROM AUTHOR]

The complex linkage between environment, climate change and migration is increasingly capturing global debate. Uganda faces widespread environmental degradation and high vulnerability to climate change impacts that cause livelihood hardships, inducing human mobility. However, the environment, climate change and migration nexus is not well understood and documented, although advocacy to address the livelihood challenges associated with environmental and climate-induced migrations is on the rise. This paper addresses this knowledge gap and presents findings from a review of literature, complemented by key informant interviews and group discussions conducted in the Karamoja, Mt. Elgon and Teso sub-regions of Uganda. The findings show that some socio-economic hardships that cause migrations like natural resources scarcities (water, pastures and fertile soils), hunger and food insecurity and conflicts are linked to slow-onset processes/events related to environmental degradation, rising temperatures and desertification, compounded by sudden-onset events/disasters including; drought, rainstorms, flooding and landslides, that threaten livelihood security and trigger voluntary and forced migrations. Migration also occurs as a coping strategy to environment and climate shocks and stresses. However, empirical research evidence on the numbers of people who have migrated because of environmental change or climate change is still lacking as more research focus has been on the socio-economic and political drivers of migration. Deeper empirical research that incorporates spatial analyses on how the environmental and climate parameters induce migrations is necessary to provide an evidence base to inform transformative policy processes and actions that address human mobility challenges and build resilient societies in Uganda. Climate change impacts are distributed unequally, despite affecting the entire world and its inhabitants. Economically, socially and culturally deprived groups are more vulnerable to climate change impacts. Women comprise the majority among these vulnerable groups, and it is, therefore, crucial to stress gendered perspectives in climate change adaptation strategies that promote gender equality and sustainable development. To that end, this paper documents the adaptation strategies employed by farmers and examines gender differences in climate change adaptation practices in Yunnan Province, China. A random sampling technique was used to select 1520 household heads for the survey. We used descriptive statistics and a multivariate probit model to document four categories of adaptation measures against a set of household features, social network, financial assets and perception variables. We discovered that female and male respondents do not significantly differ in their knowledge and perceptions of climate change, but female- and male-headed household respondents did differ in adopting climate change adaptation measures. The adaptation measures of female- and male-headed households were influenced by different sets of factors. The most significant determinant for both female- and male-headed households was perception of drought events in the last 20 years, followed by access to loans, while income from non-farm-based work had positive and significant impacts only for male-headed households. Findings from this study will help to elucidate the determinants of climate change adaptation decisions for female- and male-headed households in farming communities and the strategic interventions necessary for effective adaptation. Cities, with their increasing populations, are host to a range of issues including non-climatic factors due to the prevailing development paradigm, discriminatory urbanisation patterns, and weak governance structures. Climate change poses an additional challenge and exacerbates existing vulnerabilities affecting cities and its people, especially the urban poor. This paper highlights the barriers and enablers to climate change-related adaptation experienced in some of Bengaluru's informal settlements. The barriers described in the paper include economic, social, governance and information related issues that impede local actions and increase vulnerabilities. Enabling factors such as improving social and human capital, gaining formal recognition and most importantly support from agencies (e.g. local government, civil societies, and community leaders), help overcome some of the barriers or challenges. Hence, local level adaptation measures mainstreamed with local developmental agendas help address some of the structural causes of vulnerability. In Australia, local communities often enact Community-Based Initiatives (CBIs) to respond to climate change through Climate Change Adaptation (CCA). CBIs can also be integrated into the Disaster Risk Reduction (DRR) agenda. The paper explores the extent to which CBIs promote the mainstreaming of CCA into DRR. Primary data were obtained from interviews with representatives of CBIs and supporting organisations in three local governments of the Hunter Valley (New South Wales, Australia). Findings show that CBIs recognise the potential contribution of climate change in modifying the local hazard profile. CBIs mainstream CCA into DRR by following four approaches: environmental and social justice; sustainability and transition; ecosystem-based approach; and adaptive planning. Partnerships were identified both among CBIs and between CBIs and City Councils; however, conflicts between CBIs, City Councils and business actors emerged, and a lack of commitment by multi-level governments in responding to climate change was revealed. The findings show that CBIs consider CCA and DRR within a broad everyday context related to vulnerability and local development. But we argue that assigning responsibility for climate change issues to CBIs is not a panacea and should not be the only local climate change response. Instead, CBIs need to be included in a larger and long-term commitment by actors that possess access to resources, such as higher levels of government. Justice dimensions are integral to research on climate change planning in cities. In this comment piece, we engage with a recently published paper by Hess and McKane [2021. "Making Sustainability Plans More Equitable: An Analysis of 50 US Cities." Local Environment, 1–16], which examines the integration of equity considerations into sustainability plans in cities in the US. By reflecting on this article, we draw attention to three assumptions that permeate the literature on justice and climate planning in cities. These include: the separation between social and environmental aspirations, viewing the city from a sectoral perspective, and the focus on plans and objectives rather than on actions. We argue that the scholarship needs to move beyond these three assumptions to tackle structural conditions of injustice in cities. [ABSTRACT FROM AUTHOR]

Climate change adaptation presents a challenge for all levels of governance. As impacts of climate change are most acutely felt at the regional and local level, there is a need to understand the limits and barriers of the design and implementation of adaptation measures on these levels. The aim of this paper is to focus on the regional level in Finland in order to identify the limits and barriers to regional implementation of climate change adaptation in the absence of steering from the national level. In order to do this, the paper draws on two empirical studies on adaptation within the regions of Uusimaa and Pirkanmaa in Finland. The paper describes the manner in which voluntary initiatives at the regional and local level have emerged, and regions have acted on adaptation in the absence of clear steering from the national level. Climate change loss and damage (L&D) presents an existential threat to the Pacific Island Countries. Having contributed least to total greenhouse gas emissions, the nations of the South Pacific are highly vulnerable to rising sea-levels, tropical cyclones and other climate-related risks. Through a narrative review of the academic and policy debate and recent media reports, this paper analyses the political nature of the L&D discussion under the United Nations Framework Convention on Climate Change. Through the analysis of the crucial roles of attribution, compensation and geopolitics in framing L&D, it becomes clear that developed Parties have provided little support to respond to the financial concerns of L&D and the policy framework remains under-developed. Efforts to address L&D in Pacific Island Countries are hindered by a lack of data for understanding, monitoring and evaluating adaptation limits. Beyond that however, developed countries have largely contested any notion of legal responsibility that would require obligatory payments to compensate L&D suffered by vulnerable countries. The review of current narratives on L&D suggest there is a consistent unwillingness by developed countries to formalise approaches to attribute climate change impacts, related governance regimes, or compensatory mechanisms. The call from developing nations for compensation and rehabilitation is partly based on the argument that developed countries have both legal and moral obligations to assist poor and vulnerable countries address the issue. Financing remains a contentious issue and will likely become increasingly problematic if a universal definition and framework for responding to L&D is not agreed upon. [ABSTRACT FROM AUTHOR]

The scale and intensity of bushfire activity in Australia is likely to increase as a result of climate change. Effective bushfire management policy measures are therefore essential to minimise the interrelated social, environmental and economic impacts of fire in the landscape. This paper presents a historical review of bushfire management in the South West of Australia (SW): a bushfire prone and biodiverse region. Using a worldview framework to analyse key policy documents and literature, the paper demonstrates that the evolution of complex policy sectors such as bushfire management, is influenced not only by scientific and technical developments but also as a result of changing worldviews. Adapting the Integrative Worldview Framework (IWF), seven worldview categories that dominated particular periods of history in Australia are presented. These worldview categories are then used to examine the evolution of bushfire management practice, policy and institutional arrangements relevant to the SW. The argument presented herein is that a better understanding of worldviews and how they influence complex and contentious policy fields such as bushfire management, is useful for policy analysis, reflexive practice and research. The paper suggests an integrative worldview approach, which enables opportunities for exchanges and constructive conflict between stakeholders and agencies with diverse worldviews, could contribute to creating more sustainable bushfire management. Finally, it is argued that opportunities for Indigenous and Western worldview exchanges in the bushfire management sector, through collaborative knowledge partnerships could assist the sector in both management practice and policy formulation. Climate change communication to the Public is in general presented in a negative fashion and often depicts the resultant costs and impacts as distant. Its substantial gloom together with the less immediate consequences significantly weaken responses. Narratives and stories are potent arbiters of meaningful communication and are an important vehicle for communication in our information-rich lives. Importantly, they reduce jargon, gather and translate information, provide insight, reframe evidence and engage audiences. It has been argued by many observers that stories are potentially useful in driving change; presenting a way to value what is gone, expressing emotions, and helping us assert our determination to salvage something and work towards the future. This paper details the methods utilised by the authors to generate stories and case studies in a community in Ireland over a 4-year research period. The aim of the work was to identify and assess the salience and potency of storytelling - as part of a “co-creation” process - with regard to galvanising local action in the generation of sustainable models of lifestyle practice for residents. In this paper, co-creation includes the planning phase of co-design and the implementation phase of co-production. The demonstration of these sustainable lifestyle practices was a strong driver for the sustainable transition of this community supporting the reduction of its ecological footprint by 28% over 4 years, evidence of which is highlighted in this paper. Coastal agriculture and livelihoods worldwide are highly vulnerable to changing climates, and Bangladesh is no exception due to its geophysical location. This paper examines rice farmers' vulnerability, adaptation strategies, and adaptation barriers to managing climate change impacts in the coastal region of Bangladesh. Survey data were collected from 220 randomly selected rice farmers located across two coastal districts of Bangladesh. A multinomial logit model was applied to analyze determinants of adaptation strategies of rice farmers. The results reveal that flood is the main risk to vulnerability, followed by cyclones and storms surges and saline intrusion. The main adaptation strategies are cultivating flood and salinity tolerant rice varieties, direct seeding of rice, supplementary irrigation, cultivation of non-rice crops that have shorter growth duration, and rearing of livestock, poultry, and duck. The econometric analysis shows that factors such as household head's education, household income, farm size, access to information, and extension services significantly influence the choice of adaptation strategies of the rice farmers. We recommend to increase investment in research, training of farmers, and targeted extension services to disseminate climate-smart technologies and information for minimising vulnerability of the farmers. Climate adaptation is a complex policy domain, spanning multiple sectors, scales and actors, and wherein those most at risk have the least power. The influence of linear positivist models of science uptake are proving ineffective in a world with increasingly concentrated wealth and power, institutional barriers, and rapidly growing risks facing the many. A plurality of approaches is needed to better examine those dynamics of climate adaptation which are often invisible in models of science uptake – equity, the value of contestation, path dependency – and to consider how to empower communities to find solutions. In this conceptual paper, we argue that bridging existing positivist and interpretivist methods with insights from post-foundational theory so as to underpin pluralism and re-orient ethical principles of justice, strengthens the capacity of social research to support transformative climate adaptation. Despite the professed concern of many governments, businesses and individuals – and the recent publication of another alarming report from the IPCC – inaction on climate change remains a significant concern. For many, the problem is rooted in a neoliberal account of social change. Neoliberal environmentalism is the dominant approach to environmental issues but it is often blamed for the continuing failure of climate change policy in general and behaviour change initiatives in particular. This paper explores the dynamics of this dominant discourse through an examination of environmentalism in the large “green” corporation. Specifically, it uses discourse analysis to investigate so-called “climate champion” schemes and considers examples of resistance to the dominant neoliberal discourse. The paper finds that many of the champions did resist the basic components of neoliberal environmentalism. They challenged the principles of self-interest, self-rule and incremental change, and they talked about the possibility of enforced action. However, this resistance was limited in a number of different ways. The paper suggests that the workplace does play a role in restricting resistance but that there are more fundamental issues that need to be addressed if we hope to pursue an alternative approach to environmental problems such as climate change. Change has been the leitmotif of Mongolia in recent years as the country rides on the back of a mining boom, but enormous upheavals tear apart Mongolian economic, political and social fabrics. Yet, Mongolian imagination continues to be imbued with the idea of nomadic herders, the quintessential pasture and rangeland dwellers of the steppes. The conflicting visions raise the question: “How is the livelihood of Mongolia’s nomadic herders responding to the diverse changes ushered in by the post-socialist economic reforms?” This paper investigates this question in the context of the growing artisanal and small-scale mining, which is described as informal mining, and argues that the Mongolian nomads are continually (re)adjusting their livelihoods through informal mining to cope with the variety of transitions triggered off by processes put in place by state policies. It argues that the nomadic herders are not only responding to climate change or poverty, but are also stepping up to seek a share of the mineral resource wealth that the state is promising to the international investors. The aim of the paper is to offer an alternative interpretation of the commodity rush by erstwhile rural-based nomadic herders of Mongolia, and to link their involvement in informal mining with global debates of political economy. The interests of children in a climate-challenged future are under-represented within UK policy-making and public discourse. Debates on intergenerational equity have centred on economic logic rather than the moral issue of harms to the next generation, or the responsibilities of today's generation. Civil movements play an important role in changing public and political thinking on this issue; however, research on intergenerational climate justice activism has so far been confined to the youth movement. This study uses an in-depth diary and interview dataset of 20 UK-based activist mothers and fathers to explore the emotional spaces of parenting and campaigning for intergenerational climate justice. Attention was paid to the role of parenthood in the framing and motivation for action, and the way that campaigning was sustained or impeded by activist parents' personal relationships. The study found that the emotional spaces of activist parenting were managed and demarcated through moral boundary work that was used to define, distinguish and legitimise a collective representation. These boundaries were relational and drawn selectively to include similar others and to form bridges with politicians; boundaries also functioned to delegitimise the role of adults without children, and to exclude and excuse younger children and older relatives from playing a part in justice activism. Faced with the prospects of a changing climate, a small but increasing number of countries are developing legal and regulatory frameworks that explicitly address climate change. Moreover at least some of these laws and policies carve out substantial roles for local governments. The present paper surveys three countries from different regions in the Global South that have developed or are developing such laws and policies: the Philippines (Asia-Pacific), Mexico and more specifically its State of Chiapas (Latin America), and South Africa (Africa). It examines those experiences through two different lenses. The paper first reviews the steps by which those laws or policies were developed. For this review, criteria for effective consultative processes are proposed. The study then examines the three climate change laws or policies per se. To this end, a framework including four modes of multi-level urban climate governance (governing by regulation, governing through enabling, governing by provision, governing with representation and consultation) is utilised. The paper ends with synthetic conclusions as to which experiences represent promising practices, and what other lessons are relevant for countries embarking on such processes. This paper characterises climate change as a “transformative stressor”. It argues that institutional change will become increasingly necessary as institutions seek to reorientate governance frameworks to better manage the transformative stresses created by climate change in urban environments. Urban and metropolitan planning regimes are identified as central institutions in addressing this challenge. The operationalisation of climate adaptation is identified as a central tenet of a comprehensive urban response to the transformative stresses that climate change is predicted to create. Operationalisation refers to climate adaptation becoming incorporated, codified and implemented as a central tenet of urban planning governance. This paper has three purposes. First, it examines conceptual perspectives on the role of transformative stressors in compelling institutional change. Second, it establishes a conceptual approach that characterises climate change as a transformative stressor requiring institutional change within planning frameworks. Third, it reports emergent results and analysis from an empirical inquiry which examines how the metro-regional planning regime of Southeast Queensland has responded to climate change as a transformative stressor via institutional change and the operationalisation of climate adaptation. This paper explores the promotion of environmentally sustainable travel and the ways in which individual citizens engage with exhortations to adopt environmentally responsible travel modes. In local contexts, the arguments for promoting modal shifts have focused on issues like congestion, noise reduction and the improvement of local environmental quality. However, in recent years, concerns about global climate change have reframed the promotion of sustainable travel around carbon emissions reductions and more fundamental changes to lifestyle choices as a way of combating climate change. Within this context, this paper considers the ways in which individuals frame sustainable travel through using focus group data collected as part of a wider research project on travel behaviour in the UK. The paper will demonstrate that notions of “sustainable” travel are still largely dominated by localised environmental concerns that have resonances with the everyday experiences and practices of individuals, with many of the factors underlying established discourses of travel behaviour being focused on pragmatic issues like convenience and cost. In contrast, the issue of climate change presents a number of challenges for policy-makers seeking to change behaviour because of the contestations surrounding climate science, political leadership and the perceived role of individual consumers in tackling climate change. Across the Global South, community-based adaptation (CBA) projects are increasingly being implemented in an effort to respond effectively and sustainably to the impacts of climate change, with a particular focus on people's livelihoods. Despite an increase in the number of CBA projects being implemented, detailed analysis and evaluation of their efficacy and the barriers faced in achieving successful outcomes is lacking. This study draws on an analysis of grey literature (i.e. project and donor reports) to explore the barriers faced in achieving effective CBA. An extensive global search of online project evaluations yielded 25 documents comprising 69 projects from which this analysis is based. This paper first presents an overview of the 69 projects and highlights any trends. Second, this paper describes the barriers to CBA according to three broad themes: socio-political, resource, and physical systems and processes. Following this is a discussion of the most prevalent barriers: cognitive and behavioural, financial, and human resources. Third, this paper discusses the key findings elucidated from this review. This includes the need for greater sharing of project reports and findings so lessons can be learned across spatial and temporal scales, and the disparity between critical academic literature on CBA and what is implemented in practice. This paper introduces the terminology of (mal)adaptation opportunism - a situation in which projects undertaken in the name of climate change adaptation (CCA) are overrun by interests other than the stated or intended objectives of the CCA project. A goal of CCA projects is to reduce poverty and promote social justice. The case of the threat of displacement of the community of Kewunor by the Trasacco Estate Development Company (TEDC), after the construction of the Ada Sea Defense System (AdSDS) of Ghana as a CCA, is illustrative of this concept of (mal)adaptation opportunism. Through a narrative presentation of eight different accounts concerning this issue, I demonstrate how (mal)adaptation opportunism arises and is often motivated by economic interests. The paper contributes to the research on understanding local global warming politics. Strategic documents from The Cities for Climate Protection Campaign (CCPC) are analysed to show how CCPC has constructed climate change protection as a local issue. The paper's premise is that the climate change issue must be translated or framed to enable actors to work with this problem in a local context, and that successful framing requires establishing a coherent method of describing social reality. CCPC emphasises that the different elements of local and global sustainable development agendas can be mutually reinforcing, and that climate change protection can be reconciled with local priorities and initiatives that reduce greenhouse gases (GHG). It is argued that this framing of climate change makes it difficult to see why and how climate change should be an important concern for local communities. The modest reductions of GHG in CCPC cities thus far highlights that finding meaningful new ways of linking the global and the local should be a core concern of CCPC. [ABSTRACT FROM AUTHOR]

Institutions are influential in mediating the impact of adaptation initiatives at the local level, yet there are disconnects between the goals of multi-scale planning initiatives and community priorities. Research to address this challenge primarily focuses on reform to formal institutions in environmental governance. Meanwhile, knowledge of the specific role informal institutions play in governance processes remains limited. This study increases understanding of the interactions between informal institutions and adaptation using a case study of the Native Village of Wainwright on Alaska's North Slope. Qualitative contextual analysis was employed to identify patterns of informal institution and adaptation associations in historic and contemporary situations in Wainwright. The Adaptation Institutional Analysis Framework developed in this paper extends Elinor Ostrom's Institutional Analysis and Development Framework and is used as a tool to analyse and describe these dynamics. Four primary findings resulted from this analysis (1) identification of informal institutions that have a bearing on adaptation to environmental change and adaptive capacity in Wainwright, (2) insight into how the identified institutions relate to each other and to different aspects of local adaptation, (3) identification of changes in informal institutions that have occurred over time and the potential implications of these changes for local adaptive capacity, and (4) potential opportunities to leverage knowledge of informal institution and adaptation relationships in targeted formal initiatives. The outcomes of this study contribute to an improved understanding of the function and potential of informal institutions in adaptation processes, the benefits of which extend beyond the local context of Wainwright. Community-based planned adaptation has become a popular vehicle for building the adaptive capacity of communities vulnerable to climate change. In the global south, planned adaptation interventions are often implemented by non-governmental organisations (NGOs) with the support of bilateral and multilateral donors. This paper examines the influence of external agencies involved in funding, planning and implementation of community-based adaptation (CBA) initiatives in Bangladesh. We show that the principles of CBA are negatively impacted by top-down project design, simplistic notions of "community", lack of downward accountability and pressures to meet tight timeframes. We found that NGO-initiated CBA interventions tended to repeat the past mistakes of bottom-up approaches, primarily because of embedded institutional culture that inhibits the possibility of achieving socially just, effective and sustainable adaptation outcomes in Bangladesh. We argue that the automatic and normative attribution of NGO interventions as being "good" needs deconstructing to ensure that future initiatives are aligned with and prioritise community needs over external expectations. This requires flexible funding, planning and implementation structure for adaptation projects, which may forge new ways of engaging communities and locally led innovation to adapt to climate change. Evidence abounds attesting to changes in the global climate. In Ghana, climate change and climate variability have brought several exposure-sensitivities on different people and at different times. Due to the multiplicity of climate change and climate variability effects, adaptation strategies invariably could be influenced by several factors. This paper assesses the adoption of adaptation strategies in the rural northern savannah zone of Ghana as a result of climate change and variability. Using two villages each from Savelugu Nanton, West Mamprusi and Kassena Nankana East Districts, which are slightly different as case studies, the paper unearthed panoply of varied adaptation strategies in each of them including intensification of irrigation; integration of livestock production; changes in tillage practices; fertiliser application on farms; shift from agriculture to non-farm jobs; seasonal migration and purchase of drought insurance for maize. The results indicate that the relativity in adoption and utilisation of the different adaptive strategies are interlinked with geographical, social, economic, institutional and political factors and processes in the villages. The findings drum home the essentiality of location-specific planned adaptation strategies for climate change through a bottom-up approach, in order to ensure their effectiveness and sustainability. Cities have increasingly become the focal point for climate change initiatives. However, how cities respond to climate change challenges and through what mechanisms have remained largely unexplored. This paper develops a framework for local governance to examine and explain climate change initiatives in cities. Based on the analysis of 20 climate change initiatives in major cities and a detailed case study of Hong Kong, this paper has two main findings. First, local governments at the city level have an important role to play in climate change policies by embracing some key strategies (such as deliberation and partnership) and values (such as equity and legitimacy) of good governance. Second, by comparing and contrasting the experience in other cities, our case study of Hong Kong provides insights about the barriers that may limit a city's ability to adapt to new forms of governance that would enable it to better respond to climate change. The impending form and extent of climate change and its direct impacts present disproportionate challenges for the most socially and economically disadvantaged groups within populations. Evaluating the vulnerability of disadvantaged groups in the context of climate change has presented tremendous theoretical, methodological and policy challenges especially where vulnerability assessment research is focused at the local community level. This study addresses the challenges by developing an interdisciplinary methodology, based on expert knowledge, and uses the state of South Australia as a case study. It focuses on key indicators that measure the exposure of local communities to climate change and socio-economic vulnerabilities of local populations. A main contribution in this study is the novel incorporation of physical, environmental and socio-demographic data sets and extensive use of spatial modelling and estimation methods to spatially define climate change and social vulnerability “hot spots”. This paper assesses vulnerability under moderate and high Intergovernmental Panel on Climate Change CO2emission scenarios in order to generate an assessment model to be used before planning is done. The result is the creation of a practical tool through which decision-makers can better understand how the complexity of one's local spatial context influences the unique exposure, which different vulnerable communities have, to the impacts of climate change. This paper presents a useful tool that can be used in the initial assessment phase by planners and policy-makers to better assist those who are limited in their ability to adapt to climate change. An introduction is presented in which the editor discusses various reports within the issue on topics including changes in water climate, how rainwater tanks (RWTs) are perceived by water managers and acceptance of people for RWTs.

Adaptation takes place in both private and public sectors, or as an interrelation between the two, and often under the realm of public regulation. Thispaper uses the Swedish and the Norwegian electricity grid sector, as providers of a vital public good under strict public regulation, to analyse reforms' effects on adaptive capacity in this area. The paper shows that transformational changes in both sectors during the 1990s shifted both the formal organisational structure (rules and regulations), as well as the organisational culture, in the direction of economic efficiency. These two dimensions individually reduced adaptive capacity to climate change, although differently in the two countries. However, the formal structure and organisational culture also yielded substantial influence on each other. This leads to the conclusion that when designing public regulations and implementing reforms, organisational culture must be considered in the design. Also the paper contests previous findings in the literature by showing that under given conditions there exist some substitution between the two dimensions in influencing adaptive capacity, implying that both dimensions should be included when analysing adaptation since analysing them in isolation is likely to lead to wrong conclusions. Changes in a range of interlinked factors, in social, economic, environmental and climatic conditions, require adaptation in many communities. This paper explores how place attachment affects adaptive responses to a changing social context through analysing adaptation in two coastal municipalities in Northern Norway. The main challenge in these municipalities is declining populations and the consequences accompanying this trend, including livelihood uncertainties and decreased provision of public services. This paper discusses the role of place attachment in motivating adaptation to these changes to contribute to a growing body of literature within climate change adaptation on “subjective” (values, culture and place) dimensions. The findings suggest that people are motivated to act based on their emotional connection with place, and the paper argues that place attachment may offer a better starting point for climate change adaptation than an emphasis on climate change impacts. A notable feature of development aid since the 1960s has been a paradigm shift from centralised project planning and management to decentralised approaches. The transition from top-down to bottom-up elevates the concept of localism in project management for vulnerable groups. This change resonates well in community-based resource management schemes in privileging the locale in terms of generation of knowledge and how problems and remedies are enunciated. Localism conceptualised as devolving central-level government functions to non-state actors in social service delivery is contradictory and seems to negate state powers. This paper explores this trajectory to explicate the forms of localism and the contradictions from its multiple conceptualisations that influence energy access. Using qualitative methodology and interviews, it analyses renewable energy projects directed at poverty alleviation in rural communities in Nigeria while deploying a political ecology framework of power relations to highlight the dynamics of localism. While localism is touted as a constraint in the development process due to localism of action, the paper demonstrates its prospects and how scaling-up of operations may augur well for altering its conceptualisation and with far-reaching consequences for community sustainable energy projects. Solomon Islands is vulnerable to negative impacts from climate change, where people’s livelihoods and their well-being are threatened, especially the viability of isolated communities. Realising the increasing risks from climate change on communities, government, in partnership with aid-donor partners, has invested millions of dollars in climate change projects, through mitigation and adaptation strategies. As a form of adaptation, the government invests in programmes aimed at increasing the adaptive capacity of the vulnerable communities through landscape and seascape projects across the rural communities. Focusing on the “transformation concept” as a long-term adaptation strategy and enlargement of climate engineering and ecological resilience concepts, the paper discusses why building resilience from transformation of rural communities, as well as from landscape and seascape projects, would benefit communities and relevant authorities. This paper describes the findings of a study on two rural villages, Keigold and Mondo, from Ranogha Islands, Western Province, in Solomon Islands, where 80% of households decided to relocate from their old village “Mondo” to their new home “Keigold” after an earthquake in 2007, as part of a self-initiative. The reallocation process can be seen as a case of pro-active community transformation that provides valuable lessons to other rural communities that may be forced to move due to impacts from natural catastrophes, including those explained by climate change risks. Lessons from this experience suggest that policy-makers and non-government organisations should consider and empower local transformation initiatives as a way to building long-term adaptation to climate change. The global dimensions of climate change necessitate a response that takes national differences – social, economic, geographic, and cultural – into account. Action-oriented education has a key role to play in advancing citizen engagement in a culture of sustainability. This paper describes research conducted with one such education programme, Youth Leading Environmental Change (YLEC), which operates in six countries and engages university-aged youth in discussion and practice related to global sustainability, systems thinking, and environmental justice. YLEC aims to advance four key competencies; this paper focuses on the goal of action competence, which involves acquiring knowledge, reflecting on experience in the context of one’s values, envisioning alternative futures, and acting individually and collectively to advance those alternatives. The present article examines the impacts of YLEC on environmental action competence in two of the countries involved in this research: Uganda and Germany. In-depth interviews were conducted with participants in both countries to examine the development of action competence during and after the programme. Findings suggest that outcomes differed in each country, reflective of participants’ different lived experiences. YLEC effectively built on the conditions faced in each country to accompany youth to a higher level of awareness and action. Sea level rise (SLR) caused by climate change presents challenges for public planners all over the world. In this study, practical challenges and ethical factors in adaptation to SLR were identified based on interviews with planners in Sweden. Six challenges were identified: lack of knowledge and human resources, lacking integration and coordination, lacking or insufficient frameworks for dealing with long-time-horizons, responsibility for implementation and financing, and goal conflicts in the process of implementing adaptation policy. These challenges are then developed into a typology of ethical factors that are of particular importance for adaptation to SLR, categorised as input-oriented, process-oriented and outcome-oriented ethical factors. The challenges and ethical factors identified in this paper are the first step taken towards answering the question of what a sustainable and ethical adaptation to SLR in the context of local and regional policy-making could look like. Herders in Mongolia have adapted to changing environmental conditions over thousands of years through innovations in pasture and herd management practices, knowledge, collective institutions and mobility strategies, yet they now face unprecedented climate risks threatening their livelihoods, economies and ways of life. This paper presents the results of a study into how herder communities adapt to climate change and the potential role an ecosystem services approach could play in informing the development of effective adaptation strategies. The findings are based on semi-structured interviews with herders, key informants, focus group discussions and a survey of nomadic households in Northeast Mongolia. The benefits of pasture ecosystem services have changed considerably due to climatic and socio-economic changes in the Mongolian steppe resulting in degradation of the pastureland and water resources. The ways that traditional ecological knowledge and practices can support adaptation to climate change are explored. In particular, the seasonal movement of nomads represents a valuable form of knowledge and practice of adaptation in response to the changes in temperate dryland ecosystems. To continue to maintain mobility as part of adaptation strategies other adaptation actions are required, such as the implementation of an appropriate livestock insurance systems that addresses climate and weather risks, and restoration of dryland ecosystem services, notably through reforestation and improvement of water supplies. Further changes in the pastureland ecosystems may lead to further adaptations in nomadic livelihoods, leveraging nomadic herders' knowledge of local ecosystem services. [ABSTRACT FROM AUTHOR]

Since the early 1990s archaeologists have suggested archaeological and cultural heritage sites (cultural sites) will face major challenges from anthropogenic climate change. While techniques to manage such impacts are emerging, no planning tools exist for bottom-up, community-based management of the issue. This paper forms part of an overarching research project that aims to fill this gap by developing a bottom-up planning guide (the Guide). The paper tests the first of the proposed Guide’s five phases: the scoping phase. It presents the results of workshops conducted with two Australian Indigenous rangers groups. While existing studies document Indigenous peoples’ perceptions of climate change in general, none have focussed on their perceptions of impacts on cultural heritage sites. Here, Indigenous rangers related strong perceptions of particular climate change impacts on specific cultural sites in particular bio-regions. While the rangers were actively engaged with sites, they felt site management should be extended in the face of additional threats from climate change. Rangers were able to nominate a preferred methodological approach, based on a risk analysis of biophysical hazards, as well as local adaptive capacity building in the face of governance challenges. Various barriers to adaptation planning and resource limitations were identified but these were not regarded as insurmountable in terms of the current project. Testing of the scoping phase of the Guide suggested rangers had a strong organisational capacity to achieve practical adaptation results. [ABSTRACT FROM PUBLISHER]

Cities around the world are creating formal planning documents proposing local actions to mitigate and prepare for the impacts of climate change. Despite a growing number of examples of such plans and "toolkits" that outline the process for undertaking these planning efforts, many cities are still struggling to know where to start. Furthermore, meta-analyses of existing climate action plans show that many suffer from similar limitations including lack of scientific input, failure to consider strategies across multiple sectors within local government, limited public involvement, narrow focus on mitigation, and lack of detail regarding implementation and monitoring. This paper describes our process for developing the Anchorage Climate Action Plan and our experience fusing a three-way partnership between the municipal government, a local university, and the broader Anchorage, Alaska community. We describe the nuts and bolts of our funding, leadership structure, and technical working sessions and reflect on the key structural, political, and social elements that catalysed plan development, adoption, and implementation. Our experience suggests that public support from municipal leaders, commitment from local experts, a dedicated steering committee, a diverse set of stakeholders, and a good working relationship with the local government officials (e.g. Assembly members or City Council) are critical to creating a successful framework for climate mitigation and adaptation planning in a community. Collaborative planning with a local university that prioritises community-engagement can support the development of a robust planning document that integrates local scientific expertise and is representative of the community it is meant to serve. Sorsogon City is a rapidly urbanising coastal area in the Philippines. Its location, combined with a rapidly changing and growing urban fabric, leaves it vulnerable to both incremental climate change and associated extreme weather events. In this paper, UN-HABITAT data are used to draw out the climate change vulnerabilities and policy responses in Sorsogon City. Vulnerability “hotspots” highlight the spatial intersection of socio-economic justice concerns, particularly in terms of vulnerability to increased cyclone activity. We discuss vulnerabilities of Sorsogon City and its citizens to climate change and measures undertaken through various social, environmental and technical systems and interventions to increase resilience. The paper also attempts to unpick the relationship between the neat, concise reported city and the complexities of urban life using the Sorsogon experiment to consider the limitations of such approaches to governing climate change. We group these under four headings: social simplification in the absence of data; over-governance (and under-representation); quick wins versus strategic investment; and stretching the ecological and vulnerability footprints of the city.
