In France and Germany, significant networks of local initiatives have developed around energy issues. This article brings practitioners' viewpoints into discussion. It presents the way in which two of these networks – the CLER-network for the energy transition (France) and the 100% – Regions network (Germany) – each identifies itself, describes its action and build-up process in relation to government action, and conceives of justice issues in the field of climate energy policy. The analysis shows that these two networks share a lot, including political ends (localisation of energy production, empowerment of rural territories), but practice quite differently as intermediaries for local initiatives. This suggests overcoming the transition management vs grassroots divide present in the literature and paying more attention to hybrids. It also brings emphasis on a type of intermediary's work, which has not been covered by the academic literature, namely that of tinkering with multiple supports and embedding action in local-national-supranational networking in order to maintain continuity. In discussing justice dimensions, we emphasize that motives or ends of action are only reflectively related to ideas of justice: justice issues seem bound up with a politics of assembling, either as a marker of federative action (all fighting for justice) or as a potentially divisive issue. Change has been the leitmotif of Mongolia in recent years as the country rides on the back of a mining boom, but enormous upheavals tear apart Mongolian economic, political and social fabrics. Yet, Mongolian imagination continues to be imbued with the idea of nomadic herders, the quintessential pasture and rangeland dwellers of the steppes. The conflicting visions raise the question: “How is the livelihood of Mongolia’s nomadic herders responding to the diverse changes ushered in by the post-socialist economic reforms?” This paper investigates this question in the context of the growing artisanal and small-scale mining, which is described as informal mining, and argues that the Mongolian nomads are continually (re)adjusting their livelihoods through informal mining to cope with the variety of transitions triggered off by processes put in place by state policies. It argues that the nomadic herders are not only responding to climate change or poverty, but are also stepping up to seek a share of the mineral resource wealth that the state is promising to the international investors. The aim of the paper is to offer an alternative interpretation of the commodity rush by erstwhile rural-based nomadic herders of Mongolia, and to link their involvement in informal mining with global debates of political economy. Faced with the prospects of a changing climate, a small but increasing number of countries are developing legal and regulatory frameworks that explicitly address climate change. Moreover at least some of these laws and policies carve out substantial roles for local governments. The present paper surveys three countries from different regions in the Global South that have developed or are developing such laws and policies: the Philippines (Asia-Pacific), Mexico and more specifically its State of Chiapas (Latin America), and South Africa (Africa). It examines those experiences through two different lenses. The paper first reviews the steps by which those laws or policies were developed. For this review, criteria for effective consultative processes are proposed. The study then examines the three climate change laws or policies per se. To this end, a framework including four modes of multi-level urban climate governance (governing by regulation, governing through enabling, governing by provision, governing with representation and consultation) is utilised. The paper ends with synthetic conclusions as to which experiences represent promising practices, and what other lessons are relevant for countries embarking on such processes. The paper contributes to the research on understanding local global warming politics. Strategic documents from The Cities for Climate Protection Campaign (CCPC) are analysed to show how CCPC has constructed climate change protection as a local issue. The paper's premise is that the climate change issue must be translated or framed to enable actors to work with this problem in a local context, and that successful framing requires establishing a coherent method of describing social reality. CCPC emphasises that the different elements of local and global sustainable development agendas can be mutually reinforcing, and that climate change protection can be reconciled with local priorities and initiatives that reduce greenhouse gases (GHG). It is argued that this framing of climate change makes it difficult to see why and how climate change should be an important concern for local communities. The modest reductions of GHG in CCPC cities thus far highlights that finding meaningful new ways of linking the global and the local should be a core concern of CCPC. [ABSTRACT FROM AUTHOR]

Sorsogon City is a rapidly urbanising coastal area in the Philippines. Its location, combined with a rapidly changing and growing urban fabric, leaves it vulnerable to both incremental climate change and associated extreme weather events. In this paper, UN-HABITAT data are used to draw out the climate change vulnerabilities and policy responses in Sorsogon City. Vulnerability “hotspots” highlight the spatial intersection of socio-economic justice concerns, particularly in terms of vulnerability to increased cyclone activity. We discuss vulnerabilities of Sorsogon City and its citizens to climate change and measures undertaken through various social, environmental and technical systems and interventions to increase resilience. The paper also attempts to unpick the relationship between the neat, concise reported city and the complexities of urban life using the Sorsogon experiment to consider the limitations of such approaches to governing climate change. We group these under four headings: social simplification in the absence of data; over-governance (and under-representation); quick wins versus strategic investment; and stretching the ecological and vulnerability footprints of the city. Climate change processes pose significant challenges to development in cities across West Africa. These processes shape and mediate urban vulnerability across urban areas and hinder wider development efforts across these cities. This paper reviews these emerging perspectives within the context of UN-Habitat's work in Bobo-Dioulasso, Burkina Faso and Saint-Louis, Senegal. It argues that policy-makers and researchers need to engage with issues of climate change and development at an urban scale and across “ordinary cities” through exploring the range of vulnerabilities inherent in each city. Specifically, the paper illustrates the diversities and similarities of climate change processes that exist across these two medium sized, or ordinary West African cities, the intersections with existing economic profiles and potential impacts and the emerging urban governance responses to these issues. It demonstrates the need to move beyond constructions of an archetypal “West African” city, and illustrates the emerging work by UN-Habitat and local partners in developing localised knowledges about urban vulnerabilities and the multiple and divergent ways in which these issues are beginning to be addressed. As local climate adaptation activity increases, so does the number of questions about costs, benefits, financing and the role that economic considerations play in adaptation-related decision-making and policy. Through five cases, covering a range of climate risks and types of adaptation measures, this paper critically examines Swedish project coordinators' perceptions of costs and benefits in already-implemented climate adaptation measures. Our study finds that project coordinators make use of different system boundaries – on temporal, geographical and administrative scales – in their cost/benefit evaluations, making the practice of determining adaptation costs arbitrary and hard to compare. We further demonstrate that the project coordinators interpret costs and benefits in a manner that downplays the intangible environmental and social costs and benefits arising from the adaptation measures, despite their own experience of how such measures negatively impact upon social value. The exclusion of social and environmental costs and benefits has severe implications for justice, as it can bias decisions against people and ecosystems that are affected negatively. Based on the findings, we propose three tentative social justice dilemmas in local climate adaptation planning and implementation: 1. Cost and benefit distribution across scales; 2. Climate change is a major issue for all levels of government, global, national and local. Local authorities' responses to climate change have tended to concentrate on their role in reducing greenhouse gases. However, the scientific consensus is that we also need to adapt to unavoidable climate change. Spatial planning at a local level has a critical anticipatory role to play in promoting robust adaptation. This paper reviews the shift in local authorities' planning policies for climate change adaptation in the UK since 2000, and provides evidence of underlying attitudes amongst planning professionals to climate change. It shows that, while the issue of climate change is becoming recognized with respect to flood risk, the wider implications (for instance, for biodiversity and water resources) are not yet integrated into plans. The reasons for this lie in lack of political support and lack of engagement of the planning profession with climate change networks. But the paper also argues there are difficulties in acknowledging the need for adaptation at the local level, with the short-term horizons of local plans at odds with perceptions of the long-term implications of climate change. This paper introduces a special issue ofLocal Environmentthat has arisen through collaboration between academic researchers and the Urban Planning and Design Branch of UN-Habitat, focused on how we can understand and respond to the challenges of urban vulnerability, adaptation and resilience in the context of climate change. The paper establishes the existing state of the art in the field, and considers critical challenges that are emerging in the research-based literature. In this context, it introduces UN-Habitat's Cities and Climate Change Initiative and reflects on the lessons learnt and challenges ahead, drawing on insights from across the papers in the special issue. In conclusion, it identifies the role of international/transnational co-operation, the relation between adaptation and mitigation, issues of multi-level governance and the ways in which change in urban socio-technical systems might be achieved as critical issues across the science/policy interface where increased dialogue and the co-production of knowledge needs to focus in order to advance this agenda. As new forms of governance for climate change emerge in African cities, will they enable emancipatory and socially progressive transformations or will they exacerbate existing inequality, poverty and vulnerability patterns? This paper presents one of the case studies developed by UN-Habitat Cities and Climate Change Initiative in Maputo, Mozambique. The case analyses first, the production of urban vulnerabilities under climate change, and second, the existing governance arrangements for climate change in the city. Building on the lessons of the case study, the paper argues that to ensure that new forms of climate change governance lead to socially and environmentally just outcomes climate change interventions should, at least, meet two conditions: first, they should consider the close interactions between social and ecological elements and, specially, how patterns of urban inequality interact with environmental factors; second, they should recognise the opportunities in African cities through a broad notion of governance that looks beyond the government as the sole agent of urban change. This paper explores community perspectives of environmental change and the role development actors in the regional Nepali town of Nepalganj. Understanding these perceptions is crucial for planning future adaptation to climate change and ensuring that these measures are sustainable and in line with community priorities. Firstly, I contend that whilst the local community in Nepalganj may be experiencing the impacts of climate change, they are unfamiliar and disassociated with the concept. Secondly, I identify a number of risks and opportunities around the role of local government, international development organisations and local non-government organisations in future adaptation actions. Participant perceptions of these institutions in their community reinforce a number of established critiques of development around themes such as poor consultation and short project timelines. Climate change policies are informed by contributions from public, private and civil society organisations at a range of scales from the local to the global. Such policy formation has come to be termed multilevel governance. Transnational networks of local authorities are an emerging feature of multilevel governance and they have been heralded as a means to improve the implementation of climate change policy on the ground. However empirical evaluation of these transnational climate change networks is geographically limited and no research examining their impact in Ireland has been conducted. In response this paper considers the significance of European climate change networks within Ireland's climate change strategy. It concludes that these formal transnational networks have had limited impact to date due to ongoing negotiations about the politics of scale and responsibility with respect to climate change policies in Ireland. A government-funded scheme, the UK Climate Change Communications Initiative (UKCCCI), has provided money for organisations to deliver projects that attempt to impact positively on people's attitudes towards climate change. This devolution of communications is a relatively novel approach after previous centralised campaigns. This paper considers what size of target audience is most appropriate for attitude change initiatives. It compares data from a regional UKCCCI project aimed at residents of two counties with a nationally representative dataset. Regional data are also analysed to see if there are differences in attitudes within the two-counties target audience. The study suggests that attitude change interventions must strike a balance between personalisation of information and the higher cost of targeting smaller groups with more specific material. This paper describes the progress that local authorities in England and Wales are making in adapting to the threat of climate change and taking action to reduce greenhouse gas emissions. The responses from surveys of local authorities in England and Wales carried out in 2000 (IDeA , Reducing Greenhouse Gas Emissions: survey of activities and initiatives by local authorities. (Questionnaire and results) Improvement and Development Agency, 2000 ) and 2002 (Allman et al., Climate Change: a survey of local authorities, Local Government Association, 2002) were compared. Progress in implementing the International Council for Local Environmental Initiatives (ICLEI) five-step methodology (ICLEI , Local Government Implementation of Climate Protection--report to the United Nations, International Council for Local Environmental Initiatives, 1997 ) was used to identify the 'successful' local authorities. The barriers faced by these authorities were then compared with those faced by the remaining local authorities . Most local authorities are not making substantial progress. However, a small number have successfully prepared greenhouse gas emissions inventories, developed strategies and implemented adaptation and greenhouse gas reduction measures. These successful authorities have made progress despite the fact that addressing climate change is not a legal requirement. Their success is due to three key factors. Firstly, they have recognised the secondary benefits of tackling climate change, e.g. potential employment, improved quality of life and reduction in fuel poverty. Secondly, they have the strong political, professional and technical support necessary to champion climate change activities. Finally, they have worked in partnership with utilities, private, public and voluntary groups to raise the finance needed to implement measures both to adapt to climate change and to reduce greenhouse gas emissions. Miami, FL, is one of the most climate-vulnerable cities in the United States. At an average elevation of only 6 feet above sea level, parts of the city could be made uninhabitable by rising oceans within the next 40 years. The effects of climate change are already beginning to be seen, but the subject of climate change is nevertheless modelled, imagined and contested in the future tense. Today's young people are similarly future oriented, but unlike older generations they will live to feel climate change's full future effects. This study investigates knowledge of and experiences with climate change among young adults in Miami, and their visions of the future in light of predicted changes. Semi-structured interviews were conducted with 19 long-term residents of the city between the ages of 18 and 30 who were students at Miami-Dade College or Florida International University. I discuss participants' sense of personal responsibility to inform themselves and the individualised understandings of climate science that emerge, their disillusionment with politics and resulting perception of individual responsibility for climate mitigation, and their negotiation of personal future plans in light of fatalistic visions of the future. These young adults' perspectives on rising seas in their home city are revealed to be socially structured by ideals of individual agency and self-reliance, which become paradoxically disempowering because of the impossibility of addressing the transformational impacts of climate change through individualised means. When confronted with the demands of global climate change, what causes some policy-makers to move the climate adaptation agenda forward in their communities, while others seemingly get little accomplished? To answer this question, we first discuss work on policy-drivers in a coupled human–natural systemic context. This summary review of past research helps us develop a set of competing and complementary explanations for why some communities aggressively pursue climate adaptation policies, while others do less. Following the discussion of policy-drivers, we then undertake an aggregate-level analysis of data collected across the 169 towns in Connecticut regarding climate adaptation, thus linking policy to its fundamental global cause. Many authors have suggested that Indigenous communities are especially vulnerable to the direct and indirect impacts of climate change, yet there remains a paucity of fine-grained geographic data on the particular impacts of climate change on specific places and on local communities, especially Australian Indigenous communities. While there are some recent studies being undertaken with Australia's Torres Strait Island people, our research takes up the issues of vulnerability and resilience with two Indigenous communities from different environments on the mainland in North Queensland. They are the Aboriginal peoples of the rainforest and reef environments of the Wet Tropics and the Aboriginal people of the discontiguous rainforest, grasslands, dry forests and marine environments of Cape York. The results demonstrate variability in their understandings of climate change and in their capacities to anticipate and manage its impacts, while at the same time illustrating some common held themes about environmental and cultural values, observed environmental change, attributions of cause and effect, and of climate in general. Several Torres Strait communities have significant infrastructure and sacred sites located only a few metres above sea level. As a consequence, these areas are vulnerable to erosion due to the projected increase in storm surge intensity caused by climate change. Common sense suggests that Islanders would welcome new scientific research about how climate change might affect them, in order to understand the significance of these impacts and the timeframes involved. However, one leader has taken a seemingly counterintuitive stance, and has refused to let new climate research occur. We explore why this position was taken, and the implications of this decision for ongoing scientific research. In order to carry out this analysis, we provide a contextual background by assessing Islanders' recent experience with scientific researchers, and the response of policy-makers to it. We find that despite a clearly documented problem with “top-down” decision-making, this process remains. In this instance, we find that there is a systemic lack of collaboration with Islanders to allow them to prioritise their concerns, and a lack of adequate resources to allow them to build their resilience to climate impacts. We conclude that only through a genuine collaborative approach to climate adaptation can activities be properly developed, prioritised and undertaken. [ABSTRACT FROM PUBLISHER]

While US climate change mitigation policy has stalled at the national level, local and regional actors are increasingly taking progressive steps to reduce their greenhouse gas emissions. Universities are poised to play a key role in this grassroots effort by targeting their own emissions and by working with other local actors to develop climate change mitigation programmes. Researchers at the Pennsylvania State University have collaborated with university administrators and personnel to inventory campus emissions and develop mitigation strategies. In addition, they have facilitated a stakeholder-driven climate change mitigation project in one Pennsylvania county and started an ongoing service-learning project aimed at reducing emissions in another county. These campus and community outreach initiatives demonstrate that university-based mitigation action may simultaneously achieve tangible local benefits and develop solutions to broader challenges facing local climate change mitigation efforts. Outcomes include improved tools and protocols for measuring and reducing local emissions, lessons learned about service-learning approaches to climate change mitigation, and methods for creating climate change governance networks involving universities, local governments and community stakeholders.
