Sustainable food practices are increasingly of interest to scholars and practitioners concerned with the impacts of food production, consumption, and waste in an age of climate change. Attention has been paid to households as actors in addressing sustainability concerns. This paper draws on a national survey of Australian sustainable household practices to offer insights into the ways households are practicing sustainability across three everyday entanglements with food: (1) growing food, (2) consuming food and (3) wasting/disposing of food. The paper explores the types of practices enacted across the three entanglements and provides an understanding of the prevalence and barriers for households adopting sustainable food practices. As governments encourage circular economy (CE) initiatives, markets for waste recirculation are taking shape. But implementation is in its infancy and material circuits are emergent. Early food waste CEs shaped by commercial players emphasise capital investment, routinised forms of waged labour, processing sites distant from food waste sources, and transactional relationships. Less well understood is the potential for vernacular circularity beyond market-based, transactional frames. This paper reports from a collaborative research exercise with a non-profit community farm in nonmetropolitan Australia, seeking to connect with cafés to access food waste for composting. Cafés are a nexus of production and consumption, ubiquitous in the contemporary multicultural Australian context, and therefore ideal for grassroots CEs. Ten local cafes participated, reviewing existing food waste practices, motivations for circularity, and contextual factors including the regional setting. We found that food waste circularity emerges via divergent pathways related to enterprise type and scale, environmental values of actors, place embeddedness, and local relationships. These pathways reflect the place-based attributes and diverse sustainability values of residents and businesses in the coastal, industrial city of Wollongong, where the study is based. Contrasting distant, transactional circuits, are more-than-transactional food waste pathways, developed by microscale actors shaping vernacular material flows and "hacking" public provision of Food Organic and Garden Organic (FOGO) waste services to mobilise environmental values and community relationships. Overlooked by "big policy" more-than-transactional relationships bind producers, intermediaries and consumers in closer loops and, in so doing, enrich place and facilitate an ethic of care for soil and land. The scale and intensity of bushfire activity in Australia is likely to increase as a result of climate change. Effective bushfire management policy measures are therefore essential to minimise the interrelated social, environmental and economic impacts of fire in the landscape. This paper presents a historical review of bushfire management in the South West of Australia (SW): a bushfire prone and biodiverse region. Using a worldview framework to analyse key policy documents and literature, the paper demonstrates that the evolution of complex policy sectors such as bushfire management, is influenced not only by scientific and technical developments but also as a result of changing worldviews. Adapting the Integrative Worldview Framework (IWF), seven worldview categories that dominated particular periods of history in Australia are presented. These worldview categories are then used to examine the evolution of bushfire management practice, policy and institutional arrangements relevant to the SW. The argument presented herein is that a better understanding of worldviews and how they influence complex and contentious policy fields such as bushfire management, is useful for policy analysis, reflexive practice and research. The paper suggests an integrative worldview approach, which enables opportunities for exchanges and constructive conflict between stakeholders and agencies with diverse worldviews, could contribute to creating more sustainable bushfire management. Finally, it is argued that opportunities for Indigenous and Western worldview exchanges in the bushfire management sector, through collaborative knowledge partnerships could assist the sector in both management practice and policy formulation. Urban agriculture (UA) has the potential to expand beyond the grassroots level to meet the social, cultural, economic and food needs of urban dwellers. At its core, UA represents an alternative use of urban space that occurs with or without government support or approval. The experiences of community gardeners and their views of, and engagement in, community gardens as a form of UA, or local “alternative food networks”, is a focal point of this paper. Relying on Australian city case studies, this paper explores community gardens, using critical urban approaches concerning “rights to the city” and diverse economies. Findings from this study reveal how community gardeners understand and participate in diverse economies and extended local food networks. They also identify respondents’ views of local councils as barriers to the emergence of community gardens, and other forms of UA, as a local response to growing concerns over impacts of the global food chain on food security. In contrast to other Western cities, effective city–community relations for community garden growth have yet to emerge in Australian cities, as key policy areas for urban sustainability and social cohesion. It is the promise of smart grids – their anticipated role in meeting economic, social, environmental policy objectives – that is driving action on smart grids worldwide, while the reality is rather more messy. This paper is about the implementation of smart grids in Australia, and examines the degree to which environmental and social promises have materialised (or not) within two large energy smart grid initiatives undertaken in the period 2009–2014: the federal government-sponsored Smart Grid Smart City Program and the State of Victoria's Advanced Metering Infrastructure Program. The analysis draws on a governmentality approach to examine how the promise of smart grids has not for the most part been delivered, concentrating in particular on how new digital technologies have not "behaved" in the way originally planned. Within a governmentality framework, it is generally assumed that technologies work to support government programmes, to accomplish governance. But growing evidence points to smart grid technologies undermining the promise of smart grids. Such a finding stands at odds with the assumption in governmentality about technologies doing work in consort with rationalities of government. [ABSTRACT FROM AUTHOR]

This paper considers the Australian federal government's approach to climate adaptation policy for remote northern Indigenous communities through the close examination of a seminal Scoping Study. This approach is taken to illustrate the lag between adaptation theory and practice, and to highlight important considerations to enable the development of a just and effective policy. The analysis suggests that policy in this area would benefit from the further consideration of three factors, namely the role of uncertainty in climate policy, the need for meaningful consultation with communities, and the benefit of integrating contextual and bottom-up assessment of vulnerability with decision-making in an iterative manner. The paper concludes by suggesting that the current approach to vulnerability assessment is insufficiently nuanced to allow an adequate appreciation of factors that influence social vulnerability in remote communities, and consequently, policy developed from it is likely to be ineffective. In Australia, redressing past injustices and recognising Indigenous peoples' spiritual and cultural connections to land have resulted in the return of significant amounts of land to Indigenous people. Parallel to this, in attempts to address declining biodiversity, innovative and neo-liberal approaches to conservation under a new paradigm have been promoted. The role and influence of the non-state sector are increasing, and Indigenous peoples’ involvement in conservation is also growing. This paper reviews the history of conservation and Indigenous social justice policy in Australia. It describes how the social justice agenda has been the primary motivator of returning land to Indigenous Australians, and historically has been the driver and catalyst for Indigenous peoples' involvement in conservation, whilst the conservation agenda has increased conservation on private lands and the role and influence of the non-state conservation sector. The paper reveals how the trajectories of conservation and Indigenous social justice have become intrinsically linked with the emergence of new paradigms, providing opportunities for a propitious niche. Yet it also shows how the two trajectories have manifested themselves with a paradox of disparity; achievements secured under an Indigenous social justice agenda are being enjoyed by conservation under the new paradigm, whilst Indigenous social justice is increasingly becoming dependent on a conservation agenda. This paper explores how Australia's Indigenous peoples understand and respond to climate change impacts on their traditional land and seas. Our results show that: (i) Indigenous peoples are observing modifications to their country due to climate change, and are doing so in both ancient and colonial time scales; (ii) the ways that climate change terminology is discursively understood and used is fundamental to achieving deep engagement and effective adaptive governance; (iii) Indigenous peoples in Australia exhibit a high level of agency via diverse approaches to climate adaptation; and (iv) humour is perceived as an important cultural component of engagement about climate change and adaptation. However, wider governance regimes consistently attempt to "upscale" Indigenous initiatives into their own culturally governed frameworks - or ignore them totally as they "don't fit" within neoliberal policy regimes. We argue that an opportunity exists to acknowledge the ways in which Indigenous peoples are agents of their own change, and to support the strategic localism of Indigenous adaptation approaches through tailored and place-based adaptation for traditional country. The primary objective of this paper is to discuss the limitations of risk management as a strategy for Australian local government climate change adaptation and explore the advantages of complementary approaches, including a social-ecological resilience framework, adaptive and transition management, and vulnerability assessment. Some federal and local government initiatives addressing the limitations of risk-based approaches are introduced. We argue that conventional risk-based approaches to adaptation, largely focused on hazard identification and quantitative modelling, will be inadequate on their own for dealing with the challenges of climate change. We suggest that responses to climate change adaptation should move beyond conventional risk-based strategies to more realistically account for complex and dynamically evolving social-ecological systems. This paper reports findings of a qualitative study conducted in collaboration with Aboriginal people with disabilities and their carers residing in the rural and remote Kimberley region of Western Australia, specifically the impact of chronic food insecurity on their daily lives. Nutritious food is important to maintaining health, particularly for Aboriginal people with disabilities who are at the greatest risk of a range of chronic health conditions, illnesses and secondary disability. In the remote areas of the West Kimberley, the high cost of living, including food expenses and the generally low incomes of residents mean that food insecurity is common. A large portion of the population living in remote and rural areas of the Kimberley is Aboriginal, and chronic illness and disability are twice as likely among this group. Lack of access to nutritious food has a cyclical interaction with disability, resulting in secondary impairments and ill health, which leads to greater economic exclusion and further food insecurity. Participants in this research consistently reported that they coped with food insecurity by fishing and crabbing on their traditional lands, “in country”. This link between land sovereignty, food sovereignty and food security for Aboriginal Australians has echoes with global food sovereignty movements. [ABSTRACT FROM PUBLISHER]

Public participation in water decision-making is an accepted and expected practice. It is expected to lead to better decisions and ensure fairness by satisfying peoples' understanding of democracy and their “right” to participate in decisions that affect them. However, despite years of experience and “best practices”, governing bodies at all levels struggle to implement successful, genuine participation that leads to fair decisions. Ultimately, decision-making about natural resources such as water is a process that takes place in a wider power context where some groups have greater access to sources of power and entitlements. This research applies a “Social Justice Framework” (SJF) to examine the experiences of different stakeholder groups in making their voices heard during water reform processes in the Murray–Darling Basin in Australia. The experiences of croppers and graziers in two different floodplains show how historical advantages and disadvantages affect the power balance between different stakeholder groups and their ability to participate in and influence water decision-making. Applying the three components of the SJF, distributive, procedural and interactive justice, in water decision-making should lead to greater equity in distribution and underline the importance of good governance in decision-making processes. This article brings to light one aspect of alternative agri-food practices by exploring the values and meanings domestic food producers associate with their actions, thereby making a small contribution to increasing understanding of the act of urban backyard food production. While Australian backyards have long been productive spaces, there has been little examination of this phenomenon in the Australian context. Limited quantitative data give some insight into the extent of domestic production, and while there is an increasing interest in certain aspects of the local food system, including community gardens and farmers markets, there is a dearth of literature that explores the contemporary act of domestic production. This work seeks to situate the act of domestic production within the broader movement calling for change within the global food system, particularly that being articulated by the food sovereignty movement. Drawing on Gibson–Graham's diverse economies framework, and through interviews with eight domestic food producers in one Australian city, this work finds that the act of growing food at home offers space for hope – where small acts can be seen as part of the broader food sovereignty movement seeking to remake our food system.
