This paper highlights the potential of Indigenous Buffalo knowledge as a valuable resource for adapting to the impacts of climate change. Buffalo, particularly in regions where they have been traditionally reared, have played a crucial role in Indigenous cultures and livelihoods. Indigenous communities have developed an intimate understanding of buffalo behaviour, ecological interactions, and their relationship with changing environmental conditions. This traditional Buffalo knowledge encompasses observations, practices, and Indigenous knowledge systems passed down through generations, providing insights into adaptive strategies that can be applied in the face of climate change. Following decolonial and relational theoretical frameworks, we used deep listening to learn how traditional Buffalo knowledge contributed to climate change adaptation strategies in Indigenous communities; how does integrating traditional Buffalo knowledge into climate change adaptation policies and practices contribute to the resilience of vulnerable communities? Scholarship on climate change adaptation is increasingly moving from incremental responses to climate injustice towards transformative approaches that deliberately change systems to achieve just and equitable outcomes. A transformative understanding of climate justice is relatively new and evidence of how this could be achieved is in its infancy. In this paper, we conceptualise transformative climate justice as comprised of three subcomponents: (1) inclusive justice (seeking to ensure that no one, especially the most vulnerable, is left behind), (2) epistemological justice (drawing upon diverse knowledges and worldviews), and (3) restorative justice (healing and restoration of communities and the environment). We then present examples of how different local communities in the Philippines are experimenting with climate adaptation strategies that embody these three components of transformative climate justice. Through case studies of communities in Itbayat (Batanes), Tambaliza (Iloilo), and Barangay Assumption (Koronadal), we demonstrate how their adaptive strategies contribute to community and ecological resilience. We find that transformative climate justice arises from mundane and everyday struggles, takes place at the “middle place” between top-down and bottom-up initiatives, and requires a deliberate redistribution of power to counter decision-making processes that reproduce injustices. In Australia, local communities often enact Community-Based Initiatives (CBIs) to respond to climate change through Climate Change Adaptation (CCA). CBIs can also be integrated into the Disaster Risk Reduction (DRR) agenda. The paper explores the extent to which CBIs promote the mainstreaming of CCA into DRR. Primary data were obtained from interviews with representatives of CBIs and supporting organisations in three local governments of the Hunter Valley (New South Wales, Australia). Findings show that CBIs recognise the potential contribution of climate change in modifying the local hazard profile. CBIs mainstream CCA into DRR by following four approaches: environmental and social justice; sustainability and transition; ecosystem-based approach; and adaptive planning. Partnerships were identified both among CBIs and between CBIs and City Councils; however, conflicts between CBIs, City Councils and business actors emerged, and a lack of commitment by multi-level governments in responding to climate change was revealed. The findings show that CBIs consider CCA and DRR within a broad everyday context related to vulnerability and local development. But we argue that assigning responsibility for climate change issues to CBIs is not a panacea and should not be the only local climate change response. Instead, CBIs need to be included in a larger and long-term commitment by actors that possess access to resources, such as higher levels of government. Climate change adaptation presents a challenge for all levels of governance. As impacts of climate change are most acutely felt at the regional and local level, there is a need to understand the limits and barriers of the design and implementation of adaptation measures on these levels. The aim of this paper is to focus on the regional level in Finland in order to identify the limits and barriers to regional implementation of climate change adaptation in the absence of steering from the national level. In order to do this, the paper draws on two empirical studies on adaptation within the regions of Uusimaa and Pirkanmaa in Finland. The paper describes the manner in which voluntary initiatives at the regional and local level have emerged, and regions have acted on adaptation in the absence of clear steering from the national level. Climate adaptation is a complex policy domain, spanning multiple sectors, scales and actors, and wherein those most at risk have the least power. The influence of linear positivist models of science uptake are proving ineffective in a world with increasingly concentrated wealth and power, institutional barriers, and rapidly growing risks facing the many. A plurality of approaches is needed to better examine those dynamics of climate adaptation which are often invisible in models of science uptake – equity, the value of contestation, path dependency – and to consider how to empower communities to find solutions. In this conceptual paper, we argue that bridging existing positivist and interpretivist methods with insights from post-foundational theory so as to underpin pluralism and re-orient ethical principles of justice, strengthens the capacity of social research to support transformative climate adaptation. This paper introduces the terminology of (mal)adaptation opportunism - a situation in which projects undertaken in the name of climate change adaptation (CCA) are overrun by interests other than the stated or intended objectives of the CCA project. A goal of CCA projects is to reduce poverty and promote social justice. The case of the threat of displacement of the community of Kewunor by the Trasacco Estate Development Company (TEDC), after the construction of the Ada Sea Defense System (AdSDS) of Ghana as a CCA, is illustrative of this concept of (mal)adaptation opportunism. Through a narrative presentation of eight different accounts concerning this issue, I demonstrate how (mal)adaptation opportunism arises and is often motivated by economic interests. Herders in Mongolia have adapted to changing environmental conditions over thousands of years through innovations in pasture and herd management practices, knowledge, collective institutions and mobility strategies, yet they now face unprecedented climate risks threatening their livelihoods, economies and ways of life. This paper presents the results of a study into how herder communities adapt to climate change and the potential role an ecosystem services approach could play in informing the development of effective adaptation strategies. The findings are based on semi-structured interviews with herders, key informants, focus group discussions and a survey of nomadic households in Northeast Mongolia. The benefits of pasture ecosystem services have changed considerably due to climatic and socio-economic changes in the Mongolian steppe resulting in degradation of the pastureland and water resources. The ways that traditional ecological knowledge and practices can support adaptation to climate change are explored. In particular, the seasonal movement of nomads represents a valuable form of knowledge and practice of adaptation in response to the changes in temperate dryland ecosystems. To continue to maintain mobility as part of adaptation strategies other adaptation actions are required, such as the implementation of an appropriate livestock insurance systems that addresses climate and weather risks, and restoration of dryland ecosystem services, notably through reforestation and improvement of water supplies. Further changes in the pastureland ecosystems may lead to further adaptations in nomadic livelihoods, leveraging nomadic herders' knowledge of local ecosystem services. [ABSTRACT FROM AUTHOR]

Since the early 1990s archaeologists have suggested archaeological and cultural heritage sites (cultural sites) will face major challenges from anthropogenic climate change. While techniques to manage such impacts are emerging, no planning tools exist for bottom-up, community-based management of the issue. This paper forms part of an overarching research project that aims to fill this gap by developing a bottom-up planning guide (the Guide). The paper tests the first of the proposed Guide’s five phases: the scoping phase. It presents the results of workshops conducted with two Australian Indigenous rangers groups. While existing studies document Indigenous peoples’ perceptions of climate change in general, none have focussed on their perceptions of impacts on cultural heritage sites. Here, Indigenous rangers related strong perceptions of particular climate change impacts on specific cultural sites in particular bio-regions. While the rangers were actively engaged with sites, they felt site management should be extended in the face of additional threats from climate change. Rangers were able to nominate a preferred methodological approach, based on a risk analysis of biophysical hazards, as well as local adaptive capacity building in the face of governance challenges. Various barriers to adaptation planning and resource limitations were identified but these were not regarded as insurmountable in terms of the current project. Moving towards a more sustainable adaptation process requires closer integration of policies related to the environment. An important actor in this is the local government. This paper examines to what extend adaptation is currently being integrated into Dutch local policies, and what the role is of a municipality's size, risk and experience in the encountered manifestations of adaptation. First, it was determined that adaptations taking place only anticipate currently perceivable weather extremes – mostly increasing precipitation. Second, it was determined that the realisation of further adaptations is hindered by a strongly sectoral divided reality. Adaptation is now heavily dominated by the water department, while spatial planning and the environment are only limitedly involved. Finally, it was observed that the contextual factor size proved to most important for horizontal policy integration, whereas the contextual factor extreme-weather experience was the most definite for the realisation of adaptations. We conclude that a more sustainable adaptation should first tackle the sectoral divides which requires administrative efforts, for example, professional training. Urbanisation is truly a global phenomenon. Starting at 39% in 1980, the urbanisation level rose to 52% in 2011. Ongoing rapid urbanisation has led to increase in urban greenhouse gas (GHG) emissions. Urban climate change risks have also increased with increase in climate-induced extreme weather events and more low-income urban dwellers living in climate sensitive locations. Despite increased emissions, including GHGs and heightened climate change vulnerability, climate mitigation and adaptation actions are rare in the cities of developing countries. Cities are overwhelmed with worsening congestion, air pollution, crime, waste management, and unemployment problems. Lack of resources and capacity constraints are other factors that discourage cities from embarking on climate change mitigation and adaptation pathways. Given the multitude of problems faced, there is simply no appetite for stand-alone urban climate change mitigation and adaptation policies and programmes. Urban mitigation and adaptation goals will have to be achieved as co-benefits of interventions targeted at solving pressing urban problems and challenges. The paper identifies administratively simple urban interventions that can help cities solve some of their pressing service delivery and urban environmental problems, while simultaneously mitigating rising urban GHG emissions and vulnerability to climate change. In Lesotho, climate change adaptation funding is being managed and distributed by the same mechanisms which have traditionally operationalised humanitarian aid and international development assistance in the country. Lessons from the HIV/AIDS disaster, along with insights into the value of participatory approaches foregrounding the expertise of indigenous communities, must be heeded in order to ensure that those most affected by climate change have a say in how adaptation is carried out. This paper proposes that indigenous people have developed and actively maintained resilience strategies, encoded in social practices and farming techniques, designed out of long experience with climatic variability. Through case studies, indigenous resilience strategies are explored, with emphasis on the anarchistic, improvisational nature of traditional ecological knowledge. Future directions for policy-makers and practitioners dealing with climate change adaptation are suggested, namely the need to foreground indigenous knowledge and the experiences of frontlines experts in key policy arenas. While there is ample – though partially contradictory – evidence regarding the effects climate change will have on various regions of the world, there is only very limited work dedicated to the analysis of different governance structures, and how these structures are likely to influence the resilience of alpine tourism systems in the face of climate change. We present an analytical framework based on network theory, and apply this to the Swiss case study destination of Engelberg, in order to deduct a number of insights for the future assessment of resilience based on the cooperation of local actors. The main aim of the paper is to come up with comparable resilience metrics based on social network analysis in order to assess the structural strengths and weaknesses of a geographically delimited tourism system in the face of climate change. Together with the action potential of the individual actors these structural properties influence the adaptive capacity of both individual actors, and the tourism system as a whole. In line with comparable studies, we identify structural strengths and weaknesses around the core-periphery distribution (centrality), subgroups (modularity) and information flows (path length). We find that the Engelberg network follows an almost ideal-typical scale-free structure and the overall cooperation rate (density) is comparable to other tourism networks. The main weaknesses of the network with regard to climate change resilience are the lacking integration of public sector actors and the relatively high number of actors in the periphery of the network. Adaptation to climate change is often perceived as a local concern; yet local stakeholders are influenced by knowledge and politics from international and national contexts. Based on a review of Swedish climate change adaptation policy and interviews and focus groups in the Stockholm region, this paper discusses how knowledge relevant to climate change adaptation has been institutionalised in Sweden and how this may affect the potential for learning. The results indicate that the institutionalising of knowledge and knowledge exchange has been weak, especially compared to the implementation of Local Agenda 21, which also calls for action at the local level. So far, Swedish adaptation policy has relied mainly on soft governance tools. Integrating policy on climate change adaptation into civil protection is explored through studies of extreme weather management at the national level in Norway, Sweden and the Netherlands, and through local case studies of the three coastal cities of Bergen, Malmö and Rotterdam. The research issues addressed have been the extent to which, and in what form, climate change adaptation policy has been integrated into civil protection, how the observed policy integration can be explained and how such integration can be improved. Different degrees of policy integration may stem from perceived vulnerabilities and varying needs for renewed legitimacy within the civil protection system following the end of the Cold War. A set of socio-historic characteristics of the “environment” and “civil protection” policy domains illuminate conditions for an improved outcome of the policy integration process. Norwegian experiences on local environmental policy, Local Agenda 21 (LA21), local climate change mitigation (CCM) and local climate change adaptation (CCA) are compared in this article. One conclusion is that local CCA lacks the normative impetus for local action that LA21 and local CCM have had, thus making it harder to include CCA in serious policy-making at the local level of governance. Another conclusion is that local CCA like mainstream local environmental policy, but unlike that of LA21 and local CCM, is exclusively framed in a local context. By focusing only on the local effects of climate change taking place locally, and not looking into possible local effects of climate change taking place elsewhere, climate change vulnerability assessments in rich countries like Norway tend to conclude on far less dramatic consequences than what is up in the general climate change debate. This way of framing climate change vulnerabilities may prove to be counterproductive for the purpose of gaining support for climate change adaptation, as well as mitigation policies. Social cash transfer (SCT) has been recognised as an essential social policy intervention to address poverty and vulnerability. The policy intervention has also been observed as a critical package for reducing climate risks. Using the Livelihood Empowerment Against Poverty (LEAP) program in Ghana, the study investigates the role of SCT to climate change adaptation in rural Ghana. The study employs a mixed-method study using interview schedule and in-depth interviews to obtain responses from 325 LEAP beneficiaries. The quantitative data is analysed descriptively using Statistical Package for Social Sciences while the thematic approach is used to analyse the qualitative data. Chi-Square test is used to determine the relationship between beneficiaries' use of transfer and climate change adaptation. The results of the study revealed that transfer given to beneficiaries is used to engage in mixed off-farm and on-farm activities to include farm intensification, purchasing of early-maturing crop varieties, shea butter/dawadawa processing and purchasing of livestock/poultry to respond to climate-induced events. The Chi-Square results reveal that both off-farm and on-farm activities funded from SCT are significantly associated with climate change adaptation. The study recommends the development of a robust and reliable targeting scheme for increasing enrolment of the most vulnerable population in rural areas to benefit from Social Protection as that is one of the surest ways of reducing rural poverty and vulnerability. When confronted with the demands of global climate change, what causes some policy-makers to move the climate adaptation agenda forward in their communities, while others seemingly get little accomplished? To answer this question, we first discuss work on policy-drivers in a coupled human–natural systemic context. This summary review of past research helps us develop a set of competing and complementary explanations for why some communities aggressively pursue climate adaptation policies, while others do less. Following the discussion of policy-drivers, we then undertake an aggregate-level analysis of data collected across the 169 towns in Connecticut regarding climate adaptation, thus linking policy to its fundamental global cause. There is a dearth of research focusing on the role that urban residential open space plays in climate change adaptation, despite evidence suggesting that environmental benefits accrue when even small pockets of open space are made permeable and vegetated. In densely built New York City, there are 21,448 ha (53,000 acres) of such land. One city block with adjoining contiguous open space was investigated to quantify its existing environmental value and also its potential to provide enhanced services through redesign. The study block's open space was found to be 35% permeable and planted with 96 trees, storing 45,359 kg (100,000 lb) of carbon. Simulations conducted using the United States Environmental Protection Agency Stormwater Management Model contrasting normal, light, and heavy precipitation years suggested that increases in annual precipitation could be fully mitigated by reducing impervious surface cover by 25%. The preservation of the existing vegetated residential urban open space and the conversion of paved surfaces to a pervious condition both appear to be effective strategies for enhancing the city's ability to adapt to and mitigate for climate change. A warmer climate leads to rising sea levels. Despite uncertainties about how rapid and substantial future sea-level rise (SLR) will be, society needs to prepare and adapt. This study examines the state of planning for future SLR in Sweden by surveying 33 coastal municipalities in southern Sweden and interviewing local, regional and national authorities with relevant accountability. The results reveal that there are considerable gaps in current planning for SLR. Almost one-third of municipalities lack guiding planning documents for SLR, and more than two-thirds do not discuss SLR beyond 2100. We argue that the prevailing uncertainty and ambiguity in assessments of future SLR is problematic within a traditional “predict-then-act” paradigm, and that robust approaches, such as scenario planning, can reduce many of these problems. National authorities in many countries aim at having climate change adaptation mainstreamed into existing policy domains in order to achieve coherence and synergies, and to avoid mal-adaptation. Because of local variations in climate change impacts, the lion's share of climate adaptation work will have to take place at the local level. This means also that the mainstreaming process needs to occur locally. This article examines the mainstreaming of climate change adaptation into existing sectors in five Norwegian municipalities. Applying theories of mainstreaming and policy integration we find that policy development is slower, but perhaps more robust in the municipalities that have chosen a horizontal, cross-sectoral approach to mainstreaming than in the municipalities that have chosen a vertical sector approach to mainstreaming. The institutional structure and public service delivery apparatus required to meet the future effects of climate change already exist in Norway. However, there are huge challenges in coordinating these institutions at different authority levels for climate change adaptation purposes. Based upon a broad case study, this article presents how local actors consider the multi-level coordination of different levels of government and policy sectors to function today, which are the mechanisms that are used and what are the coordination challenges that are identified. Based upon the challenges revealed, this article discusses how best can the government-level institutions be organised for better goal attainment. This article argues that climate change, seen as a socially constructed anticipation of natural disasters and a future-risk that plays out in present politics, is enabling the emergence of new modes of governance in cities of the global south. The article focuses on the process by which the city of Esmeraldas, Ecuador, developed a Climate Change Adaptation and Mitigation Strategy. Within the context of climate change adaptation, Esmeraldas mobilised new discourses, stakeholders, and planning mechanisms to address pre-existing urban planning and development limitations. This discursively enabled the municipality's ongoing governance project by leveraging resources, creating consensus, and informing practice. Climate change adaptation thus became an important mechanism for engaging with local priorities, particularly those of the most vulnerable populations, and for bridging the gap between the formal world of policymaking and the reality of life in the city, which is more often structured by informality. This article investigates how Danish municipalities adapt to climate change and how added value can be achieved by a change of governance modes. The article is based on a quantitative survey, a qualitative analysis of 10 municipal climate change adaptation strategies, and interviews with planners from five municipalities. The study shows that adaptation is rather narrowly defined to mainly be about water management and that adaptation planning and implementation takes place in technical departments in the municipalities. Cross-sector collaboration is limited, and so is the involvement of citizens and external resources. This articles argues that increased collaboration and meta-governance is called for to aid the municipalities in their efforts and open collaboration venues with, for example, professionals from other sectors, researchers, citizens, and companies whose resources have not yet been fully involved, and to stimulate inter-municipal and cross-sectoral collaboration in order to produce adaptation measures with added value.
