This paper is a collaborative effort between academic researchers and practitioners to consider the conditions under which global benchmarking may be used as a tool for supporting urban transformation. Reflecting on WWF's One Planet City Challenge and UN-Habitat's Guiding Principles for City Climate Action Planning, the paper suggests that the practice of global benchmarking can be transformative through encouraging organisational learning and reflection, building relationships between cities and global and trans-local organisations, and governing for structurally transformative qualities. However, the practice of benchmarking is not without potential tensions: they may reify existing practices rather than reforming them, be less usable for or accessible to cities in lower income countries, and may neglect issues of climate justice, which are not easily reduced to comparative measures of success or failure. This suggests that a wholesale reliance on benchmarking as a mode of governing climate change might risk marginalising certain issues and amplifying others. We conclude by recommending improved material and technical support for urban data collection and suggest that benchmarking should be combined with a broader suite of performance indicators and reflective practices in order to support urban transformation. This article explores the importance of national governments and national-local relationships for scaling up local climate action to achieve global goals. From the Sustainable Development Goals to the New Urban Agenda to the Paris Climate Change Agreement, the achievement of global sustainability goals will depend on deep changes to national infrastructure and urban systems. Through an analysis of climate action planning and investments in exemplary cases in Africa, the paper highlights the opportunities and challenges that come with integrating national governments into urban-focused priorities and needs, especially for mobilising financial resources. The paper finds that scaling up city climate action in the selected African countries benefits from a constructive multi-level relationship between local and national institutions and stakeholders to shape and improve the legislative, financial and operating frameworks to enable systemic change. Large-scale urban climate action can be enabled by formal multi-level institutional arrangements, links to politically prioritised policy frameworks, and transformative aims that address both climate and socio-economic benefits for communities. The sharing of seeds is a practice with ancient roots. However, the structures of global agri-food trade in late modernity have drastically reconfigured practices of exchange and reshaped matters of legal ownership, resulting in constrained access to seeds for many. Scholars and activists are increasingly concerned about the negative impacts these changes are having from a justice and sustainability perspective. To date, seed sharing research has predominantly occurred as one element of wider seed sovereignty debates, and particularly in relation to farmers in low- and middle-income countries. Seed sharing beyond these contexts has received limited attention. To broaden understanding of seed sharing and its diverse practices, this paper provides a foundational landscape level analysis of urban community seed sharing initiatives from 100 urban locations globally. It outlines the rules, tools, skills and understandings that shape seed sharing practices and teases out commonalities with, and differences between, these urban activities and those that currently dominate the landscape of seed sharing research. In conclusion, further research is proposed to build on these foundations and establish the contributions, actual and potential, that urban seed sharing provides for just transitions to more sustainable urban food systems. Urban waterways as a subset of Nature-based solutions promote many functions, particularly in a warming climate by providing benefits for people and nature to adapt to critical social-ecological challenges. It has been widely suggested that a mechanism for unlocking those benefits is to promote active community involvement in governance. However, this practice is not widely adopted despite a common intention to do so. In this article, we review the evidence around such practices and why there is an intention-implementation gap. The review is based on analysis of 51 peer-reviewed scholarly works using a conceptual framework (Values, Rules, Knowledge) that has previously been applied to understand inertia in the adoption of climate adaptation practices. This framework provides an analytical lens to identify critical knowledge gaps by focusing firmly on factors that influence decision contexts. The review has revealed that whilst there are many academic papers outlining the hypothesised benefits of community involvement in urban waterways governance, there is much less detail about practices, risks, costs, or the lived experience of decision-makers. Nor is there much advice on the methods that can be used to implement the practice in a manner that effectively unlocks co-benefits. The scale and intensity of bushfire activity in Australia is likely to increase as a result of climate change. Effective bushfire management policy measures are therefore essential to minimise the interrelated social, environmental and economic impacts of fire in the landscape. This paper presents a historical review of bushfire management in the South West of Australia (SW): a bushfire prone and biodiverse region. Using a worldview framework to analyse key policy documents and literature, the paper demonstrates that the evolution of complex policy sectors such as bushfire management, is influenced not only by scientific and technical developments but also as a result of changing worldviews. Adapting the Integrative Worldview Framework (IWF), seven worldview categories that dominated particular periods of history in Australia are presented. These worldview categories are then used to examine the evolution of bushfire management practice, policy and institutional arrangements relevant to the SW. The argument presented herein is that a better understanding of worldviews and how they influence complex and contentious policy fields such as bushfire management, is useful for policy analysis, reflexive practice and research. The paper suggests an integrative worldview approach, which enables opportunities for exchanges and constructive conflict between stakeholders and agencies with diverse worldviews, could contribute to creating more sustainable bushfire management. Finally, it is argued that opportunities for Indigenous and Western worldview exchanges in the bushfire management sector, through collaborative knowledge partnerships could assist the sector in both management practice and policy formulation. This paper’s contribution to research on food and social justice or food justice is threefold. Firstly the paper considers how the processes that shape urban space also contribute to the production of food injustice. This intervention pushes the food justice literature to consider how contextual drivers linked to urban governance are key forces that shape access to food in cities. The second contribution critiques the current emphasis on race-based disadvantage and white privilege by considering how racism as an aspect of food injustice can have shifting influence. Finally, the vast majority of food justice research focuses on the United States, which goes some way towards explaining why race and white privilege play such an important role in current explanations. This paper draws on the context of Hong Kong to highlight the ways in which place-making projects shift over time and how these spatial projects impact on food injustice. These three research interventions extend the concept and applicability of food justice to make it a more international concept, while at the same time opening the concept out to new groups of people who also struggle to feed themselves. Ulrich Beck's World Risk Society is becoming an increasingly relevant analysis of contemporary human/environment interaction. However, with this said, Beck's observations remain broad and significantly lacking empirical evidence. This paper explores the relationship between sustainable lifestyles and assertions of one of Beck's central ideas, the emergence of a reflexive modernity at the local scale. By empirically examining the motivation of participants for joining a scheme designed to enhance sustainable lifestyles, this paper will progressively outline the way that individuals in a risk society negotiate global images in a local context and what this means for a reflexive modernity. By exposing the complex interaction of global risk imagery and the effect this has on achieving local sustainability, a more realistic understanding of Beck's theoretical assertions can be applied to an increasingly important policy arena. Institutions are influential in mediating the impact of adaptation initiatives at the local level, yet there are disconnects between the goals of multi-scale planning initiatives and community priorities. Research to address this challenge primarily focuses on reform to formal institutions in environmental governance. Meanwhile, knowledge of the specific role informal institutions play in governance processes remains limited. This study increases understanding of the interactions between informal institutions and adaptation using a case study of the Native Village of Wainwright on Alaska's North Slope. Qualitative contextual analysis was employed to identify patterns of informal institution and adaptation associations in historic and contemporary situations in Wainwright. The Adaptation Institutional Analysis Framework developed in this paper extends Elinor Ostrom's Institutional Analysis and Development Framework and is used as a tool to analyse and describe these dynamics. Four primary findings resulted from this analysis (1) identification of informal institutions that have a bearing on adaptation to environmental change and adaptive capacity in Wainwright, (2) insight into how the identified institutions relate to each other and to different aspects of local adaptation, (3) identification of changes in informal institutions that have occurred over time and the potential implications of these changes for local adaptive capacity, and (4) potential opportunities to leverage knowledge of informal institution and adaptation relationships in targeted formal initiatives. The outcomes of this study contribute to an improved understanding of the function and potential of informal institutions in adaptation processes, the benefits of which extend beyond the local context of Wainwright. This paper examines participatory budgeting (PB) as an instrument of localism – the devolution of political governance with the aim to produce sustainable democratic communities. This will be achieved through a detailed exploration of the decision-making mechanisms for creating local governance through PB schemes designed and organised by the Cornwall Council (UK). First introduced in the UK by the previous Labour administration in 2008, PB has become a tool of the Conservative-Liberal Democrat coalition government and is central to the neoliberal ethos of Big Society and localism. In a time of rapid political change, we respond to Eaton's [2008. From feeding the locals to selling the locale: adapting local sustainable food projects in Niagara to neocommunitarianism and neoliberalism.Geoforum, 39, 994–1006, 996] suggestion that greater attention be paid to “the specificities of particular neoliberal projects” by focusing on the micro-politics of PB. We draw upon empirical evidence from PB pilot schemes run in rural Cornwall in 2008, examining the effect of “nudging” decision-making. Grounding this inquiry in the existing literature on neoliberal statecraft, this paper investigates the role of government technologies which seek to frame local governance using mechanisms of libertarian paternalism [Painter, J., 2008. We argue in this paper that neoliberal ideology has integrated the epistemology of behavioural economics. We draw conclusions commensurate with the outcomes of PB projects conducted in Latin America, namely that citizens can be steered towards making certain decisions. We assert that in order to direct decision-making successfully, governmental “top-down” frameworks and goals need to be married with local geographies and “bottom-up” local desires and aspirations, thereby enabling a “countervailing power” [Sintomer, Y., Herzberg, C. and Rocke, A., 2008. The article analyses and synthesises the sustainable development important lessons and capacities of Quezon City, a highly-dynamic urban city in the Philippines, from the narratives and discourses of the City Planning and Development Officials. Conducting an elite and expert interview with the city planning and development officials, the paper document and highlight the city's vital best practices and capacities as a result of its technical expertise and specialised knowledge as supported and reinforced by the Comprehensive Development Plan 2017–2020 it helped to craft as evidence-based public policy coming straight from a city planner and developer views and perspectives on sustainable development. Utilising an integrative review approach, the article also critically examines some current literature frameworks and methods on sustainable development associated with Asia as an added dimension and contribution to sustainable development literature. Consequently, the article revealed and highlighted important sustainable development governance lessons that can contribute in shaping the future sustainable development agenda and its potential impact and contribution to the Philippines and Asia in terms of research, theory, and praxis, such as land banking, identification of manufacturing growth centres, revitalisation of manufacturing industry, and the promotion of Gender-Fair programmes and policies. This paper contributes to the burgeoning literature on the role of academic–practice relationships in contributing to sustainable urban development. We argue that co-production offers a potential pathway for academics to work with policy-makers in moving towards the realisation of more just cities. The paper starts from the position that there is an essential need for, but limit to, critique alone in contributing to the possibility of urban change. Moving towards a shared critique as a basis for future action is an important precondition for realising more just cities, adding weight to the voices arguing for alternative urban visions. These arguments are advanced through a study conducted by academic researchers and policy-makers in the Greater Manchester Low Carbon Hub. The paper outlines a process for working with existing urban institutions within institutional constraints to develop affirmative actions with the aim of longer term transformations. This paper informs policy and programme development for capacity building within the context of decentralised governance arrangements by examining stakeholder perspectives about capacity issues. The capacity issues of Australia's network of 56 community-based Boards, governing each of its designated natural resource management regions, are explored as an arena of learning. The approach described facilitates stakeholders in considering capacity issues across human, social, institutional and economic dimensions and elicits a range of views about the nature of the issues. The paper provides a conceptual model for capacity building that proved a useful tool for supporting this process. The outcomes of workshop events with three key stakeholder groups in the Australian context are presented. The work indicates convergent and divergent perspectives about capacity issues between these groups, especially “insiders” (Board members) compared with “outsiders” (policy/research and Indigenous stakeholders). It suggests that policies and programmes (targeting and/or affecting insiders) developed by outsiders in isolation are not likely to address their issues. Forest certification, particularly that of the Forest Stewardship Council (FSC), is frequently claimed to constitute an effective and democratic private governance arrangement for responsible forestry. It has, however, recently been questioned whether this view holds true for the northernmost countries, which have traditionally been presented as successful examples of forest certification. Yet there is little research on the perceived legitimacy of forest certification at the local level, which is where the standard implementation takes place. This paper examines how the perceived legitimacy of forest certification is created as well as challenged at the local level in Sweden, drawing on Steffek's [2009. Discursive legitimation in environmental governance.Forest Policy and Economics, 11, 313–318] conceptualisation of discursive legitimation and Bernstein's [2011. Legitimacy in intergovernmental and non-state global governance.Review of International Political Economy, 18 (1), 17–51] definition of legitimacy as well as semi-structured interviews with forest companies, reindeer husbandry (indigenous Sámi) and environmental non-governmental organisations (ENGOs). The results reveal that local ENGOs question the FSC's decision-making process and results, while both the ENGOs and reindeer husbandry see few opportunities to influence long-term forest management. These findings highlight the difficulties of managing power asymmetries in certification and the challenges involved when certification standards are translated from policy to practice. While in many cases the benefits of ecosystem services (ES) can be enjoyed on different scales, the provision of ES requires engagement and commitment at the local scale. Therefore, the local level becomes important when thinking about compensation schemes or payments for ecosystem services (PES) as an approach to managing ES. The difficult task of bringing together different actors and institutions at different scales for specific conservation projects at the local level often remains in the hands of intermediaries. In this paper, we investigate the role of a civil society organisation (CSO) as an intermediary organisation in a PES scheme, the Community Blue Carbon Project (CBCP) in Costa Rica. To assess the role of intermediaries in a PES scheme, we rely on social network analysis and examine the position and role of the intermediary organisation. Based on Net-Map interviews, which is an interview-based mapping tool that helps people understand, visualise, discuss and improve situations in which many different actors influence outcomes, we find that the intermediary organisation in the CBCP is composed of several institutional and individual intermediaries who create both formal networks for connecting the international to the local level and informal networks for creating trusting relationships among the actors. Different spatial levels are reflected within the CSO’s organisational structure, and the CSO mitigates the distributional, procedural, recognition and contextual aspects of environmental justice. This paper introduces a special issue ofLocal Environmentthat has arisen through collaboration between academic researchers and the Urban Planning and Design Branch of UN-Habitat, focused on how we can understand and respond to the challenges of urban vulnerability, adaptation and resilience in the context of climate change. The paper establishes the existing state of the art in the field, and considers critical challenges that are emerging in the research-based literature. In this context, it introduces UN-Habitat's Cities and Climate Change Initiative and reflects on the lessons learnt and challenges ahead, drawing on insights from across the papers in the special issue. In conclusion, it identifies the role of international/transnational co-operation, the relation between adaptation and mitigation, issues of multi-level governance and the ways in which change in urban socio-technical systems might be achieved as critical issues across the science/policy interface where increased dialogue and the co-production of knowledge needs to focus in order to advance this agenda. This paper explores the legitimacy of the organisation and the design of a stakeholder workshop undertaken as part of an interdisciplinary academic project researching the redevelopment of urban river corridors. Beetham's [1991. The legitimation of power. Basingstoke: Macmillan] conceptual framework of legitimacy is adopted as the lens through which the workshop's organisation and design is viewed and through this a critique of Beetham's framework is developed. The organisation and design of the workshop was legitimate insofar as it conformed to established rules, that these rules were justifiable and there was consent from members of the research project. However, an appreciation of context and different, sometimes conflicting, meanings of legitimacy found among members of the project only partially acknowledged in Beetham's framework is integral to a deeper understanding of the legitimacy of the workshop's organisation and design. With lack of affordable housing being clearly identified as a social and economic exclusion issue for most communities, innovative ways of addressing this deficiency should be considered. Increasingly local communities are engaging with the possibility of direct provision themselves and discussion around this notion has profound implications for community cohesion. One community-based solution gaining popular support within communities, and with government ministers, is the Community Land Trust mechanism. This involves control and ownership of land to help ensure affordable housing is built and remains affordable in perpetuity for the community. The language and difficulties with definition of terms, together with the complexity of engaging relevant stakeholders in a changing policy and legislative framework can be problematic. This may lead to apparent lack of consensus within communities on the way forward. Perceptions of local housing issues and ways to address them are sometimes vague, sometimes diverse but rarely apathetic. This paper analyses the political process for handling an outbreak of an insect causing human allergic reactions. In the southern part of the Swedish island Gotland in the Baltic Sea, an outbreak of the northern pine processionary moth, Thaumetopoea pinivora, has occurred. With regard to the human nuisance and long-term effects on the tourist industry, demands have been raised for intervention to reduce and control the insect population. At the same time, there have been warnings against treating the insect population because there are knowledge gaps concerning the wider ecological consequences, including effects on biodiversity. This paper analyses the political process and its problem-solving efforts. Of particular interest is how it dealt with the issue of uncertainty. It was found that the uncertainty associated with the issue hindered the development of a shared understanding of the problem and a possible solution. There seems to be a growing need in society to develop the institutional capacity to handle complex issues that cross different sectors, regulatory frameworks and policy targets. The aim of this special issue is to address a conceptual and empirical gap in the existing literature on sustainable cities. Uniquely, it brings together questions about the “what” (in this case, the content and representation of urban policy) of research on urban sustainability with “how” (the social organisation of knowledge and action) through the results of collaborative and comparative work. The special issue contains curated contributions that draw upon the findings of a comparative international project funded by Mistra (Swedish Foundation for Strategic Environmental Research) through the Mistra Urban Futures Centre, based in Gothenburg. The project sought to bring together two questions that are usually treated as separate in existing research approaches. They are the “what” and “how” of sustainable cities’ debates. By working in partnership with local policy-makers, practitioners and universities, each local area entered into a process of collaborative design in order to examine assumptions, expectations, processes and the outcomes of knowledge co-production. This paper introduces the conceptual ideas behind this initiative and so provides a frame for the reader to situate the contributions. Energy security is a growing concern in the circumpolar Arctic. A growing number of Inuit and other Indigenous communities are seeking greater certainty in the sources of heat, electricity and fuel as well as alternatives to carbon-based energy systems. While top-down and large-scale approaches to renewable energy have been proposed, smaller-scale and community-based energy projects may produce greater economic and social benefits for local people, including Indigenous peoples in remote regions. Building on previous research on energy security in Indigenous and northern communities, this study shares insights about the opportunities and challenges of energy security in the Inuvialuit Settlement Region (Canada). Twenty-three interviews with a range of community members, including elders and key informants from government and industry within Inuvik and Tuktoyaktuk as well as Yellowknife, NT, highlight the energy priorities and motivations, as well as the state of community involvement in energy governance. A key challenge to improving energy security in the region stems from a perceived disconnect between the values and priorities of diverse actors and institutions involved in energy governance at the community, regional, territorial/federal levels. Recommendations include greater effort toward alignment between the many institutions, with the greatest consideration to those most vulnerable to energy insecurity at local scales. In December 2008, the Greater Manchester electorate voted to reject a £3 billion package of transport measures that would have included investment in the conurbation's bus, tram and rail networks and walking and cycling infrastructure, together with, and partially funded by, the introduction of a congestion charge. The proposals followed a successful bid to the UK Government Transport Innovation Fund (TIF). High levels of car use present challenges to cities, and the TIF bid can be seen as an attempt to address these by promoting and facilitating a modal shift. The paper reflects on the debates surrounding the proposals, which led to a referendum. Employing a social survey, this paper examines citizen attitudes towards local energy governance in the aftermath of the Great East Japan Earthquake and the subsequent nuclear power plant accident. The survey found that public comment and random sampling citizen deliberation led to a greater willingness to participate in discussions of municipal heating and power (energy) policy for a resilient community than did conventional citizen committee membership. The former mechanisms provided opportunities for individuals with considered viewpoints to participate in a public dialogue on energy and environment issues in post-disaster Japan. Respondents who did not have clear ideas about a roadmap for nuclear power generation showed a lower willingness to participate in local energy policy formulation processes. [ABSTRACT FROM AUTHOR]

System innovations and transitions in the realm of sustainable consumption policies will seldom emerge automatically from the present socio-political and socio-technical contexts. This paper explores a set of perspectives related to the governance of transitions and develops their application to the relatively unexplored governance of sustainableconsumptiontransitions. Empirical material stems from an extensive case study which analyses a food consumption niche in the form of collectively organised local food systems (LFS) in Belgium. More specifically, we analyse and discuss the institutional contexts and socio-political configurations within which the investigated system innovation cases are embedded. The results explore the role of governmental interplay in fostering innovative consumption practices for a transition towards a more sustainable, autonomous, citizen-based, LFS. In this paper, we reflect on the role of cities in responding to climate change over the two decades since the historic agreement of the United Nations Framework Convention on Climate Change. We find a growth in the scale and nature of municipal responses to climate change that has been one of the most significant features of the changing climate governance landscape over the past two decades. We suggest that this has not been a static or uniform process, and reflect on the changing nature of urban responses to climate change over the past two decades, the emergence of new politics of low-carbon urbanism, and challenges that lie ahead for research and policy as this agenda begins to take shape on the ground. Much has been made of the need for cities to become more sustainable, particularly since for the first time in human history over half of the world's population are urban dwellers. Cities concentrate human activities in an exceptionally powerful manner, and this includes resource use and the generation of pollution. Attention has turned towards cities for their capacity to enhance and use nature's services - ecological sustainability - to remediate some of their own environmental impacts. Insufficient attention has been paid to the challenges of implementation of this new approach to infrastructure in an era of devolution and skepticism about government. Too often studies about sustainability indicators focus either on the science that goes into indicator development seeking to make them rational and relevant or on the soft impacts such as social capital, community empowerment or capacity building that are outcomes of their use. When attention is turned to what effect they have on policy, it is often difficult to discern any link between their use and policy change. This paper seeks to address this problem by consolidating current thinking on indicators and asking the question: How far have notions of governance been incorporated into current research into indicators? The answer to this question has implications for the continuing utility of indicators as policy tools, not only in so far as they are able to aid the evaluation of policy, but also, and arguably more importantly, in how they are able to facilitate relationships between actors and act a catalyst around which various contested meanings of sustainability can be evaluated. Anthropogenic climate change loss and damage (L&D) is a key area of climate policy. Much of the L&D governance has been situated within the international climate regime. A major gap in L&D governance is the lack of understanding of how institutions are dealing with L&D policy and decision-making at national and industry scales. This study examines L&D governance with an emphasis on policy gaps, capacity constraints, availability of data, and access to climate finance in Fiji's sugar industry. Systematic policy analysis and in-depth semi-structured interviews (n = 28) are conducted to gain insights into L&D governance in Fiji's sugar industry. To date, the Ministry of Sugar Industry has been unable to develop climate change and disaster risk reduction policies and plans. Other institutional constraints in Fiji's sugar industry to avert, minimise, and address L&D include lack of human resources with technical skills as well as limited data and access to financial resources. This research recommends key policy interventions such as developing L&D policy and action plans, building capacity, and implementing a standardised practice of data management between stakeholders for urgent climate action. At the international level, the Warsaw International Mechanism and the Santiago Network for Loss and Damage could be strengthened to mobilise urgent support and action, including finance and technical assistance to avert, minimise, and address L&D in vulnerable countries. Highlights Limited national L&D policy and mechanisms in Fiji have severe implications for farming communities and could exacerbate social-ecological systems vulnerability. The Fijian Ministry of Sugar Industry has been unable to develop robust climate change and disaster risk reduction policies to avert, minimise, and address L&D. The focus on climate change adaptation, rather than mitigation, has become more prominent since the turn of the century. Given this, it is important to consider what has been achieved so far, particularly community-based approaches which have become the resolve for practitioners and donor agencies working in the sector. This review of 128 publications on community-based climate change adaptation, identified through a systematic database search, follows the development of this body of work in the academic literature. Commencing in the early 2000s, the literature detailed the emergence of community-based adaptation (CBA), driven by a number of factors: recognition of the human dimensions of changes; appreciation of the role of local knowledge for strengthening adaptive capacity; and a push to focus on the scale at which impacts are felt and link this action with pro-poor development outcomes. A more substantial body of work emerged in the literature from 2010 onwards, defining a series of key enablers for effective CBA, which included: use participatory approaches; recognise that adaptation is a social process; and support CBA at multiple scales. More recently, there has been a growing emphasis in the literature to re-conceptualise CBA, which will require focusing on innovation, learning and multi-sectoral approaches. [ABSTRACT FROM AUTHOR]

Local food systems and farmers' markets across the USA have experienced unprecedented growth and development in the past 20 years. While scholarship has examined participant demographics and motives for engaging in farmers' markets, few studies have considered the coupled nature of those attending the markets with institutional governance systems used for market coordination. This study examined participation in farmers' markets under the framework of high and low market governance systems, specifically considering the demographics, values for local foods, motives for attending farmers' markets, and outcomes of the experience based on the dichotomous governance classification. Governance was characterized using four attributes: market rules or policies, paid employee(s), a rule governing geography of food origin, and affiliation with an organisation or agency. Our results suggest that market governance may impact (1) which consumers attend the market, (2) motives among those who attend the market, and (3) satisfaction outcome levels among market participants. By better understanding how the emerging governance system impacts who ultimately attends the market (and the outcomes of the experience), agencies coordinating farmers' markets and market managers can ultimately improve the market's reach and experience with greater intentionality. This study aims to contribute to the field of urban planning by applying policy mobilities and transfer theories to a case study of the Capital Regional District and its 13 municipalities in British Columbia, Canada, in order to analyse and understand the dynamics of how sustainability is governed locally, with a special focus on barriers to sustainability policy mobility. The empirical material is primarily based on interviews with key stakeholders who guide policy development and creation in the region to inform an understanding of how sustainable development initiatives are developed and shared. This study finds that while there is interest and demand in sustainability, policy-makers are frustrated with their lack of success in implementing sustainability programmes. While there are some instances of policy sharing and transfer among municipalities in the region, there is a clear desire for more exchanges which would allow municipalities to respond more effectively to the demands placed upon them. Significant barriers to policy mobility are also identified, in particular, an unclear understanding of sustainability, a culture of competition and hostility among municipalities, difficulty with the process of transfer itself, and a lack of time, money and resources. These barriers are in part a result of a broken governance structure which does not provide clear leadership to the municipalities, sets municipalities to be competitive with each other and provides ineffective support for municipalities through an unwieldy regional administrative body which is not well regarded by the municipalities. This article explores social innovation as a tool for the promotion of place-based sustainable development. The literature highlights the satisfaction of basic needs and situations of crises as two major drivers of socially innovative actions. We use these insights to explore the conditions under which social innovation can lead to social transformation and sustainable place making. We also recognise that social processes occur through, and are shaped by, the material forms that constitute and are constituted in place-specific settings. This highlights the deep interconnections that exist between place making and the resources, attributes and characterises – the materiality (such as rivers, soil, trees) – that exist within that locality. It is here that a close tie can be discerned between understanding the adaptive process in complex socio-ecological systems and the role of social innovation in such adaptation. Socially innovative initiatives at the community level can also be scaled upwards through the co-ordinating role of the state, while at the same time act as a pressure for more participatory forms of governance. Governance processes that enhance the role of both economic and social actors in the steering of social change help to infuse more open, democratic practices into social steering. With social, economic and state actors co-mingling as agents of social change, social innovation can come to play a key role in enhancing sustainable human–environment interactions. Despite the apparent failure of international negotiations and renewed criticism of the accuracy of climate science, responses to climate change continue in households, cities, fields, and meeting rooms. Notions of “doing something about”, or “taking action on” or “mitigating and adapting” to climate change inform practices of carbon trading, restoring native forests, constructing wind turbines, insulating houses, using energy efficient light bulbs, and lobbying politicians for more or less of these actions. These expressions of agency in relation to climate change provide the focus of our enquiry. We found that relationships or social networks linked through local government are building capabilities to respond to climate change. However, the framework of “mitigation–adaptation” will need to be supplemented by a more diverse suite of mental models for making sense of climate change. Use of appropriate languages, cultural reference points, and metaphors embedded in diverse histories of climates and change will assist actors in their networked climate change responses. The article analyses local adaptation to climate change in the electricity sector in Norway and Sweden. More specific, this article analyses the adaptive capacity of four local grid-companies in the two countries, based on national context, company size, and experience with weather events. Further, the four cases' experience with, awareness of, and adaptations to climate change are described. The Swedish companies have a higher awareness to vulnerability to climate change than the Norwegian ones. They have also made more adaptations. The most important factors for explaining this are differences in the national regulations, along with differences between the companies in experience with extreme weather. The Norwegian regulatory scheme has moved further in the direction of cost efficiency than the Swedish one. This leaves a larger room for adaptation in the Swedish companies while reducing the ability to adapt in the Norwegian ones. In terms of size, the large companies clearly have a higher adaptive capacity to climate change than the smaller ones. The policy implications of the findings are that in order to encourage adaptation, regulatory models will have to allow for other considerations than economic efficiency, as well as include incentives for adaptation.
