Urban environments are key to mitigating the effects of climate change, contributing to sustainability and improving people's lives. A significant part of the commitment to sustainable development is made by assuming the vital role played by local governments as the administrations closest to citizens and responsible for providing most of the essential services for the community. Therefore, knowing local governments' levels of spending efficiency in urban environments, as well as the exogenous factors that explain these levels, will allow us to analyse the management carried out in this area and propose improvements to achieve the commitments made (Agenda 2030, the Green Deal, Fit for 55). One of the novelties of our research is considering climate as an exogenous variable in explaining efficiency levels. We find that cities with more extreme climates are more efficient in managing environmental expenditure, and densely populated municipalities are less efficient. We also conclude that local governments with more revenues or where tourism is one of the main economic activities improve efficiency, while the gender of the mayor (in our case, women) and political fragmentation reduce it. Since Confederation in 1867, official Canadian settler government policy on the environment has sought to simultaneously preserve “wilderness” and exploit natural resources for market gain. In the 1960s, the nascent North American modern environmental movement pushed for stronger regulation on pollution and toxics - and a more institutionalised state-led response to environmental problems emerged. Throughout the last five decades, three principal “eras” of federal government reaction have emerged in response to mounting scientific evidence and public pressure to act on environmental issues. The first, from the late-1960s to mid-1980s, saw the development and implementation of early environmental policy and programmes. The second era, from the mid-1980s to mid-2000s co-occurred alongside the rise of the sustainable development paradigm, and is marked by the Canadian government’s attempt at leadership on the global stage. The third era, from the mid-2000s to 2015, demonstrates a shift from environmental regime-building and multilateral collaboration toward rollbacks and obstructionism. Under the leadership of Prime Minister Stephen Harper, the government of Canada reversed decades of progress and cooperation on the environment and sustainable development through its muzzling of government scientists, superficial co-optation of climate policy, rollbacks of environmental legislation and disparagement of environmental activists. In total, by shifting the federal government from a position of ineffective benevolence on environmental issues to one of contention and antagonism, the Harper government’s approach represents a departure from Canadian environmental governance norms and sought to remake the identity of Canada as an energy superpower inextricably tied to its oil and gas industry. Just sustainabilities has emerged as a powerful discourse to guide local action towards sustainability. As an overarching discourse, it prescribes four policy principles: (1) addressing well-being and quality of life; (2) meeting the needs of present and future generations; (3) enabling justice and equity in terms of recognition, process, procedure, and outcome; and (4) living within ecosystem limits. Following previous calls for engaging public and private actors in just sustainabilities, this paper inquiries about the extent to which these principles can be realistically integrated in local environmental governance. A database of 400 sustainability initiatives in more than 200 cities in all world regions is analysed to examine whether just sustainabilities principles are already enshrined, explicitly or implicitly, in local sustainability initiatives. This analysis suggests that, in this sample, there is a significant deficit in terms of addressing the principles of justice and equity, and ecosystem limits. However, the data also suggest that local action may already be delivering some aspects of just sustainabilities, even if this is not always explicit. A notable feature of development aid since the 1960s has been a paradigm shift from centralised project planning and management to decentralised approaches. The transition from top-down to bottom-up elevates the concept of localism in project management for vulnerable groups. This change resonates well in community-based resource management schemes in privileging the locale in terms of generation of knowledge and how problems and remedies are enunciated. Localism conceptualised as devolving central-level government functions to non-state actors in social service delivery is contradictory and seems to negate state powers. This paper explores this trajectory to explicate the forms of localism and the contradictions from its multiple conceptualisations that influence energy access. Using qualitative methodology and interviews, it analyses renewable energy projects directed at poverty alleviation in rural communities in Nigeria while deploying a political ecology framework of power relations to highlight the dynamics of localism. While localism is touted as a constraint in the development process due to localism of action, the paper demonstrates its prospects and how scaling-up of operations may augur well for altering its conceptualisation and with far-reaching consequences for community sustainable energy projects. Urine diversion (UD) has great potential to contribute to sustainably managing wastewater by separating urine at the source and recovering nutrients for reuse in agriculture. While factors enabling the UD technology in Sweden are thought to involve policies supporting nutrient recovery/reuse, on closer inspection, the variable success of UD systems has revealed that critical factors for success also relate to human-centred issues of social organisation, participation and incorporation of social knowledges of a variety of stakeholders into the decision-making process in which new technologies are trialled and adopted. Through the analytical lens of strategic niche management, we consider how early experimentation in UD has involved user participation and whether internal processes of learning, networking and visioning have been consciously considered and to what effect. As niche experiments are enabled/disabled not only by informal institutions such as values and social norms but also formal regulatory institutions, we have concurrently analysed the broader environment in which policies and institutions influence, to varying degrees, the uptake of UD. Sustainable development has emerged as a distinctive marker of place identity in addition to traditional markers such as buildings and spectacles. Climate change mitigation as a potential place brand, indicating sustainable development, is in focus of this article, comparing such efforts in three Swedish towns. Based on documentary studies and interviews, it demonstrates how one town has been successful in branding itself as “the Greenest City in Europe”, whereas mitigation efforts in two other towns are barely known outside the town halls. In the first case, a combination of material, symbolic, and institutional components has been decisive in establishing a brand with internal and external legitimacy. This case highlights the importance of a dedicated network of influential actors and a potent governance structure visualising the will of a town to make its climate mitigation efforts known. Despite similar material conditions, the two others come short on the symbolic and the institutional dimensions, although they may still have a potential for future success in terms of mitigation both in practice and as a marker of identity. Recent debate on sustainability indicator development has centred upon top-down and bottom-up methods. In practice, a key difficulty is the establishment of defensible issues and indicators to use. Here, we present a structured approach for transitioning from initial community consultation designed to elicit issues to the downstream definition, composition and measurement of those issues via indicators. The approach incorporates two quantitative techniques from the literature, analytic hierarchy process and Qualitative Sustainability System Index. The application of these techniques is designed to foster a better understanding of the priority of and relationships between issues, prior to the construction of measurement instruments and indicators of sustainability. The concept of ecological footprint (EF) assessment embeds into the broader concept of sustainable development, relating directly to quality of life and maintaining the natural constraints of the global ecosystem. EFs relate to the balance between the Earth's biocapacity and consumption, measured as land equivalence in global hectares per capita. The majority of studies relating to EF assessments have adopted a top-down methodology in order to assess national and regional EFs. Furthermore, these studies are mainly based upon national accounts of input, output and trade; information which is readily available for most countries, and the EFs usually require an assessment of equivalent land area per capita to maintain the current levels of consumption. Since its inception in the mid-1990s, the EF methodology has been refined and has been widely adopted by many countries and governments as a tool to measure biocapacity, or, the consumption of resources. In this paper, we present a bottom-up methodology to measure the EF of a rural region (near Chennai) in southern India. This article examines how local authorities can engage citizens in sustainable development. Both in the scientific and political debates, it is widely acknowledged that sustainable development cannot simply be imposed top-down. Instead, citizens need to see themselves not only as part of the problem, but also as part of the solution if the transition to more sustainable lifestyles should be achieved. Based on theories of ecological modernisation, the article claims that we are witnessing some new and more deliberative forms of enacting local environmental policies. The Danish Agenda 21 centres are examined as an example of an innovative and a more participatory approach of promoting sustainable development at a local level. The article concludes that the centres have a broader outreach than traditional local environmental policies. This paper reports on the results of a study of the relationship between the nonprofit sector and the pursuit of sustainability in 13 moderate sized US cities with populations between 400,000 and 600,000. Dividing the cities into two groups - those that have been more serious and less serious about adopting and implementing sustainability policies, analysis of a survey of local public officials examines differences in the nonprofit landscape. Analysis shows that the cities that are more serious about sustainability have local public officials who interact more with nonprofit organisations, and are more likely to report the presence of at least one nonprofit group that supports city sustainability policies. Additionally, these reported groups are more likely to be “local”, or homegrown, and to be explicitly dedicated to the environment or sustainability. While far from definitive, the results provide evidence that the nonprofit sector is different in cities with sustainability policies, and suggest that the role of these nonprofit groups in the governance decisions of city leaders warrants more in-depth study. Local governments (LGs) have provided a range of essential services. Initially this did not include specific consideration of the bio-physical environment, however, their role in environmental management has become more prominent since the 1980s. This article argues that LGs have an increasingly important role in environmental and sustainability implementation, and, through an international context, identifies the variety of policy responses LGs in Australia have adopted to engage with environmental and sustainability issues. The literature based review demonstrates the richness of this engagement and that while there is information about the range of engagement, there is little to indicate the effectiveness of these policies. How do environmental and social aspects of the built environment interact? This question is studied in an evaluation of 10 multidimensional regeneration projects, i.e. addressing social and environmental issues, of Swedish housing areas from the 1950s, 1960s and 1970s. The evaluation design was inspired by the case study evaluation method, based on rich empirical material consisting of an environmental matrix, statistical data on the housing areas, interviews with tenants and employees, and a smaller mass media study. For the analysis, the multidimensional evaluation tool maintetra was applied, resulting in the identification of two themes: social exclusion and organisational learning. The evaluation points to the need to really link environmental and social aspects to gain long-lasting effects and to attain a comprehensive picture. The results overshadow optimistic confidence in the notion that holistic “environmental refurbishment projects”, even if to some extent addressing social aspects, will directly contribute to sustainable development. Too often studies about sustainability indicators focus either on the science that goes into indicator development seeking to make them rational and relevant or on the soft impacts such as social capital, community empowerment or capacity building that are outcomes of their use. When attention is turned to what effect they have on policy, it is often difficult to discern any link between their use and policy change. This paper seeks to address this problem by consolidating current thinking on indicators and asking the question: How far have notions of governance been incorporated into current research into indicators? The answer to this question has implications for the continuing utility of indicators as policy tools, not only in so far as they are able to aid the evaluation of policy, but also, and arguably more importantly, in how they are able to facilitate relationships between actors and act a catalyst around which various contested meanings of sustainability can be evaluated. This article makes a comparative analysis on how the global idea-complex of sustainable development is interpreted and institutionalised on the local level. Local institutionalisation is analysed from the theoretical framework of new institutionalism's theme of policy diffusion and adaptation. From a most different case-study design, the article analyses four Swedish local governments in the region of Orebro: Hallefors, Karlskoga, Lekeberg and Orebro. The results show that the four local governments adapt to sustainable development in quite different ways, from local translation processes (Hallefors and Orebro) to resistance and ignorance (Karlskoga and Lekeberg). This variation is interpreted in relation to the importance of local contexts. There is no intra-regional spreading of ideas leading to convergence among the cases. However, not only the local context matters, but also policy areas and development projects constitute contexts, indicating the importance of intra-local differences. [ABSTRACT FROM AUTHOR]

He mentioned that various studies have shown that energy recovery from MSW is possibly an essential contributor to sustainable development. Urban aspects of local food systems, such as farmers' markets, provide an opportunity for city residents to “do” environmentalism within their own home places. What environmentalism is and how to do it, however, vary greatly with the social location of the population involved. This paper investigates the social construction of the environment through participant-observation research at two urban farmers' markets in the San Francisco Bay Area. In one farmers' market, located in a largely affluent and white neighbourhood, locally grown organic food becomes a symbol through which urban eaters can connect to wild nature. This framing provides an urban corollary to the wilderness narrative that dominates the US environmental movement. In another case, located in a low-income area, the farmers' market's largely African-American managers and vendors liken the farmers' market to environmental justice efforts. By constructing the environment as the places where the customers it targets “live, work and play”, this farmers' market emphasises race and inequality, rather than traditional environmental concerns. Both farmers' markets, however, do to some degree engage both ecology and equity in their discourses and actions. Given the importance of meaning-centred tensions to conflicts between the environmental justice and reform environmental movements, my analysis has important implications for the development of a paradigm that attends to both ecological sustainability and social justice. This paper examines the nature of the relationship between sustainable waste management behaviour between the 'home' and 'work' settings. A questionnaire survey of 566 employees of the Cornwall NHS (National Health Service) was used to examine the nature of the behaviour between the two settings and to understand the main factors influencing the behaviour. The results indicate that there is strong link in the behaviour of individuals between the two settings, with employees who practised recycling activities at home also being more likely to practise a similar behaviour at work. There was also some similarity in the level of sustainability of the behaviour between the two settings. These behaviours were strongly influenced by the underlying attitudes and beliefs of the staff towards the environment. This article examines the role of central government in enhancing local capacity for promoting sustainable development. Building upon a series of evaluation studies, it examines a major central government funding initiative in Sweden, called the Local Investment Programme for Ecological Sustainability (LIP). The Programme formed part of a new governance approach towards the promotion of sustainable development. It was designed to promote both ecological sustainable development and create new 'green jobs', while at the same time stimulating innovative ways of thinking among local actors about the relationship between economy, ecology and society. Substantial material environmental effects were achieved and 'green jobs' created by LIP. However, allocation was skewed towards environmental leader municipalities and LIP was never fully integrated into other sustainable development initiatives. Further, few public/private partnerships were developed. Hence, despite the magnitude of the Programme, we question whether it produced lasting capacity-building effects at the local level. Since the initial development of the Ecological Footprint in the early 1990s, the concept has gained increased interest amongst academics and practitioners internationally. In the UK, it is estimated that some 60 to 70 Ecological Footprint studies were undertaken between 1999 and 2004. Although the majority of interest in Ecological Footprinting has come from local government, a recent study has found that government officers involved in the formulation of council policy have not been able to engage with the Ecological Footprint as a process or use the results to inform policy decisions. This paper analyses how an Ecological Footprint has been developed for Cardiff, the capital city of Wales. The approach used to construct an Ecological Footprint for Cardiff has been significantly different to that which had been used previously in the UK, as it has involved a unique consortium of researchers at Cardiff University and policy development officers at Cardiff Council checking the quality of data used in the Footprint calculation, and developing a range of policy scenarios. Engaging with dialogue concerning the relevance and applicability of social capital to a model of sustainable community development, we illustrate an in-depth case of a community experiencing an ideological clash with the dominant politico-societal structures. We argue that while the exclusivity of bonding social capital has been described as the 'dark side', it may be essential for progressive sustainable community development (PSCD). When faced with a development threat, such bonds are essential for building links, bridges and solidarity, enabling cultural reproduction and promoting environmental protection for sustainability. Many of Canada's ex-urban and rural areas face a daunting array of sustainability challenges. In developing effective sustainability strategies, these areas must rely heavily upon local resources and capacities and existing social capital. Part of the solution for these areas may lie in multi-stakeholder collaborative approaches built on sustainability principles and strategies. These include the engagement and mobilization of civil society networks; the cultivation of strategic partnerships among key stakeholders in civil society, the private sector and government; and long-term local programmes of research, education and advocacy that are supportive of sustainability. This article describes and analyses a Canadian case study—Dufferin County, part of the Headwaters Country region in southern Ontario—in which a multi-stakeholder, civil society based approach to fostering sustainability is currently unfolding. The ideological and theoretical underpinnings of the initiative are explored, key process-oriented and substantive challenges to the approach are analysed and action research strategies are discussed. The paper focuses on the interplay between policy implementation and heterogeneous everyday social practices that, we argue, finally determine the success of environmental policies. We compare two empirical case studies to show how the targets of international climate policy and the agri-environmental policy of the EU have been achieved in energy production and agriculture in rural Finland. The focus of our analysis is on the power effects of these policies at the level of local natural resource management practices. Our analysis revealed tensions that arose during the implementation of the policies and showed that the policies modified the local actors' capacities to act. Therefore, we claim that policy practices should be analysed and appreciated as sites for the articulation of conflict and difference, as places of social and cultural contestation. In this paper we question the importance of social capital as a primary indicator of a community's ability to engage in sustainable development as social capital can have both hindering and facilitating effects. We suggest that actor agency allows an individual or group to increase access to other critical forms of capital to overcome barriers and solve problems. We present ‘bonding’ social capital consisting of strong network ties as a negative in excess quantity as it can lead to the enforcement of social norms that hinder innovative change, and ‘bridging’ social capital consisting of weak network ties as a benefit that allows actors to bring about critical social changes. Communities achieve agency through a dynamic mix of bonding and bridging ties. We close with suggestions for fostering community agency and flag the need for further research in this area. Sustainability has come to play a dominant discursive role in the UK planning system, particularly relating to urban regeneration. The purpose of this paper is to evaluate the role that sustainability plays in a major regeneration programme, known as Eastside, currently underway in Birmingham, the UK. That this £6 billion redevelopment is now widely talked about by such key players as Birmingham City Council and the Regional Development Agency, Advantage West Midlands, as having a central sustainability agenda points to the growing importance of the ideal of sustainability in planning and regeneration agendas. In this paper, we investigate in detail how and why sustainability has become part of the planning discourse for Eastside and critically evaluate what impact, if any, this is having on public policy decision-making. In the UK there has been a serious attempt under the current government to foster policy making which is evidence-based and therefore more likely to deliver its intended results. In this article we consider the types of evidence and evidence making that might be required to build effective policy for addressing environmental inequalities. We draw on our experiences of developing an action research approach to policy making in the Environment Agency over a two year period from July 2002 to August 2004. We conclude that an action research approach is well suited to policy making within this new but rapidly growing area of sustainable development policy and urge further exploration of such approaches as a means of better connecting the relevant research, policy making and practitioner communities. After the end of the Cold War, the Baltic Sea Region (BSR) developed into a highly dynamic area of cross-border cooperation and transnational networking. Three forms of governance beyond the nation state and appropriate case studies are presented here: (1) the Helsinki Convention as an international regime; (2) Baltic 21, the world's first regional Agenda 21, as an international policy network; (3) the Union of the Baltic Cities (UBC) as a transnational network. The achievement of sustainable development in the BSR undoubtedly requires a fruitful combination of national governance and these forms of international and transnational governance. In this respect, international policy networks, such as Baltic 21, and transnational networks, such as the UBC, promise to provide new approaches that can complement international and intergovernmental cooperation between nation states. Furthermore, it must also be taken into account that governance in the BSR will soon become embedded in European governance and lead to the Europeanisation of the Baltic Sea Area. Sustainability requires the integration of social, environmental and economic concerns in international, national and local policy-making. One of the most powerful forces for sustainable development in practice was the Earth Summit of 1992, with its Agenda 21 and Local Agenda 21 (LA21). This latter agenda--the set of policies that aims to create the means to facilitate local sustainability--is particularly important for communities. Community development programmes that also include aspects of sustainable development would seem to embody the spirit of LA21. There are many such diverse schemes and what has emerged is a range of local initiatives that demonstrate parts of the sustainability concept but not a clear picture of sustainable development which covers all of its aspects. In order to examine this proposition further, an analysis of the community garden movement in the UK was carried out. Community gardens are open spaces managed and operated by members of the local community for a variety of purposes. In the UK many of these are to be found in inner city areas such as in Bradford, Leeds, Bristol and Sandwell. Their growth is marked by their own association--the Federation of City Farms and Community Gardens. The gardens have a variety of purposes: in conjunction with vegetation growing (either as landscape or for consumption), some schemes are experimental permaculture plots, others use organic methods and yet others are concerned with health, education and training issues. All appear to be based in a sense of community, with participation and involvement being particularly strong features. This sense of community participation and empowerment is what links examples of community gardening. The research reported here collates information gathered from the respondents of a questionnaire and from in-depth interviews, and draws out some of the similarities and themes that community gardens exhibit. From the results, it is suggested that the community garden movement could act as a model for the implementation of social, economic and environmental policies at the local level. The aim of this paper is to examine whether the concept of environmental capacity is useful for implementing local sustainability. This concept suggests that there may be thresholds to the total amount of development that an area can sustain without losing its critical environmental features. By means of a case study in the popular seaside town of St. Julian's, Malta, the research uncovers a number of tensions for environmental capacity assessment, surrounding the themes of knowledge, environmental justice and modernity. It concludes that the concept does have transformative potential, challenging received wisdom about the relative usefulness of expert and lay knowledge, bringing to light processes responsible for significant differences between the residents themselves, and with other groups, and uncovering a critique of understandings of progress based on physical land development. In 1995 the provincial government of British Columbia, Canada, passed new legislation encouraging regional districts to prepare Regional Growth Strategies. The strategies were to be means of coordinating municipal action on regional issues. They were also meant to facilitate pursuit of sustainability objectives, including reducing urban sprawl, protecting environmentally sensitive areas, providing affordable housing and decreasing pollution. This paper examines the experience so far in one region that chose to prepare a growth strategy: the Capital Regional District (CRD) at the south end of Vancouver Island. Growth-management planning in the CRD has been and remains both critical and difficult. The region expects a substantial population increase over the next couple of decades and has a limited land base for urban expansion. Man), citizens recognise that their quality of life is high, but vulnerable and, as a result, public support for effective growth management is stronger in the CRD than in many other provincial growth areas. However, BC does not have a tradition of strong regional governance and the CRD as a regional authority is the creature of sixteen municipalities and electoral areas. Seven years into the process, effective growth management still faces substantial challenges, including the persistent jurisdictional protectionism of CRD municipalities. Nevertheless, there have been positive achievements and an admirable diversity of individuals, organisations and initiatives continue to push municipal and regional officials towards a more sustainable future. The impacts of government environmental policies are often distributed inequitably, and can therefore be viewed as a form of social injustice. This is particularly the case with protected conservation sites, which are often concentrated in remote areas. While this policy allows environmental 'goods' to accrue to society as a whole, it often has negative impacts on local users, who have limited opportunities to influence policy. This paper reports on research undertaken in northern Scotland, where the extensive use of protective designations to conserve an internationally important 'wilderness' area led to serious conflict during the 1980s. The findings, based on semi-structured interviews, indicate that local stakeholders often felt powerless in the face of remote decision making, and environmental publicity aimed at an urban market. The problems of environmentalism that is not linked to social justice are discussed in this context, and the role which sustainability and participative conservation efforts can play in the development of social and environmental justice is evaluated. In the European Union (EU) new models for development have emerged, including ones based on ideas of balanced development and ecological modernisation. These models have increasingly been reflected in policies designed to encourage and support regional and local development, especially through the Structural Funds. The Brundtland report and Agenda 21 focus on the global environment and development problems. Though Norway is usually considered a pioneer with respect to sustainable development, analyses have shown that this has not been the case with respect to Local Agenda 21. Still, Norwegian municipalities have strengthened their institutional capacity on environmental policy, and have thereby strengthened their ability to follow up the recommendations in Agenda 21. Through the high-profile government-financed reform programme, Environment in the Municipalities, which ran from 1988 to 1996, a great majority of the municipalities have employed their own environmental officers, and environmental considerations have gradually obtained a footing in municipal planning. So far, however, it is the local environmental problems that have received most attention rather than global environmental and development problems. By the start of the 21st century a crucial question is, therefore, whether the growing number of Local Agenda 21 initiatives in Norway will in fact adopt the global perspectives outlined by the Brundtland report and Agenda 21, or just keep on with a 'business as usual' environmental policy approach. So far national environmental policy in Norway seems to be reluctant to face the global problems, leaving the municipalities with the great challenge of being the 'engine' in steaming up Norwegian environmental politics.
