Context: In implementing the Murray–Darling Basin Plan, jurisdictions have defined environmental water requirements (EWRs) for sites along Basin rivers. EWRs are the flows (frequency, magnitude, duration, and timing) required to achieve environmental outcomes; they are derived from flow-ecology relationships by using best available scientific knowledge. Aims: To assess EWR achievement across the Murray–Darling Basin over a 43.5-year period (1 July 1979 – 31 December 2022) that included periods of drought as well as widespread flooding. Methods: By using a published EWR assessment tool, we analysed the achievement of EWRs for small fresh, large fresh, bankfull and overbank flows for 23 sites. Key results: At 65% of stream gauge sites assessed, most EWRs evaluated had not been met. We also compared analyses of different time periods, namely, a 43.5-year period, and a 10-year period since the Basin Plan was legislated. This highlighted some improvement in EWR achievement for the small fresh EWR. Conclusions and implications: Despite some improvements, the continued lack of achievement in meeting EWRs is likely to be a major contributing factor to the ongoing poor health of channel, wetland (including Ramsar wetlands) and floodplain ecosystems across most of the rivers of the Murray–Darling Basin. Context: Transboundary sharing of river water is not just an international problem, it also cascades down to regional, state and local levels. Water cooperation in the Brahmaputra River basin among China, India, Bhutan and Bangladesh has long been contested. However, it is unclear how the four countries can cooperate and what the cornerstones for their cooperation might be. Aims: Better transboundary management of Brahmaputra requires a new direction from the current situation of fragmented cooperation, conflicts and disputes in the region and increasing threats of climate change. Methods: To explore possible consensus, we conducted an advocacy coalition assessment of the four countries on the basis of the heterogeneous ecosystem services valued by each nation. Key results: Whereas China and India are focused on politics, Bangladesh and Bhutan are primarily concerned about the basin in physical terms. Although each nation values the Brahmaputra in different ways, it is possible to initiate strong collaboration on the basis of shared beliefs. We found that hydropower-supported energy transitions for clean and affordable energy supply meet the needs and expectations of all nations, especially under the threats of climate change. Conclusions: A sustainable energy change coalition can help reduce carbon emissions, acquire green energy, irrigate land in dry seasons, and manage disasters and increasing runoffs from melting glaciers. We conclude our paper with insights for each nation and hydropower development as a whole that might help the nations manage the Brahmaputra River more sustainably by overcoming their unmatched or mismatched values and interest. Implications: Water in shared rivers can raise regional conflicts, but it does not have to if mismatched deep core beliefs among nations can be avoided through cooperation. Context: Increasing water scarcity creates the major challenge of how to achieve environmental outcomes while meeting human water demands. In the Murray–Darling Basin, Australia, this challenge is being addressed by the Murray–Darling Basin Plan and the 'Sustainable Diversion Limit Adjustment Mechanism' (SDLAM), an offsetting program seeking to achieve environmental outcomes using less water. Aims: We provide a critique of the legislated method for evaluation of the SDLAM and the suitability of the process for evaluating whether equivalent environmental outcomes have been achieved. Methods: Four project case studies, project documentation, external reviews and relevant legislation were used to assess the implementation of the SDLAM and the evaluation method. Key results: The SDLAM evaluation method is not scientifically rigorous. It excludes residual risks, Basin-wide impacts and climate change. The evaluation timeline is biased towards measuring infrastructure outputs rather than environmental outcomes and impacts. Conclusions: Flaws in the SDLAM evaluation processes mean that environmental benefits are likely to be overstated, risking further reductions in allocations of water for the environment, contrary to the objectives of the Basin Plan. Implications: Improved evaluation, including empirical data on outputs, outcomes and impacts, is needed to ensure that conservation objectives can be met for wetlands subject to SDLAM projects. In the Murray–Darling Basin, Australia, policy-makers have implemented a program that attempts to use environmental water more effectively, allowing more water to be allocated for human uses. This program must be rigorously evaluated to ensure that the environmental benefits are not overstated. Context: Water managers in the Murray–Darling Basin increasingly recognise the cultural and environmental benefits generated by Indigenous co-management of environmental water. However, traditional knowledge and values are subsidiary to western technical and scientific perceptions when prioritising environmental water use. Aims and methods: We mapped the locations and volumes of Commonwealth Environmental Water Office environmental watering events onto the wetlands within the land area represented by different state-determined Indigenous organisations and discuss how this relates to the varied nature and extent of Indigenous engagement in environmental watering decisions. Key results: Between 2014–15 and 2018–19, one organisation had nearly 13% of the area of wetlands watered, but the average was less than 3%. In all, 18 of the 26 organisations received no environmental water. Conclusions: The distribution of environmental flows does not meet the cultural needs of Indigenous nations due to physical restrictions and policy limitations. Yet, there are clear environmental and cultural co-benefits where Indigenous peoples have developed partnerships with environmental water managers. Developing stronger partnerships and increasing Indigenous water entitlements from the current 0.17% of issued entitlements would maximise these benefits in catchments where environmental water is prioritised. Implications: The reviews of the Water Act and the Basin Plan scheduled for 2024–26 present opportunities to implement reforms. Indigenous co-management of environmental water generates significant cultural and environmental benefits. We map environmental watering events in the Murray–Darling Basin onto the boundaries of state-determined Indigenous organisations. We then discuss how this relates to varying levels of Indigenous engagement in environmental watering decisions across the Basin. Freshwater ecosystems are among the most vulnerable and endangered in the world, facing continued uncertainty under climate change, development of water resources and land use change. The Ramsar Convention on Wetlands (1971) is one of the longest-standing international agreements on biodiversity conservation. Its central objective is the maintenance of the ecological character of Wetlands of International Importance and the wise use of all wetlands. Here, we examine how the maintenance of ecological character has been addressed in Australia as part of the Murray--Darling Basin Plan, one of the most ambitious water reform programs to be undertaken globally and intended to restore water from irrigated agriculture to the environment. We analyse policy and planning documents from Commonwealth and state jurisdictions on the management of environmental water. Despite stated objectives to conserve Ramsar wetlands in the Basin Plan, we found a pattern of complex and convoluted arrangements for delivering environmental water to Ramsar wetlands and a lack of transparency and accountability about how Ramsar obligations are considered within each jurisdiction. We conclude that consideration of the ecological character of Ramsar wetlands has been marginalised by governments when managing environmental water, despite the statutory requirements to maintain these wetlands. The Murray–Darling Basin Plan was established with the objective of restoring water from irrigation to the environment, thereby conserving wetlands and biodiversity. We examined whether the Plan is achieving this objective by assessing whether environmental watering has helped conserve threatened flow-dependent fauna. Two frog species, two waterbirds and four fishes, were assessed for their conservation status in relation to (1) whether they were targeted in environmental watering plans, (2) whether population monitoring had occurred and (3) evidence of population recovery. We determined indicators of abundance and occurrence of species between 2012–13 and 2018–19 and found widespread inconsistencies in the targeting of environmental watering for these species, including their being overlooked in watering plans and actions in several catchments. Environmental watering had some positive outcomes for some threatened species in some locations on some occasions, but benefits, and their monitoring and reporting, are patchy and inconsistent. Monitoring of temporal trends in distribution, occurrence and abundance of species is inadequate to evaluate success. If the Plan is to achieve its objective and uphold Australia's international environmental treaty obligations, more needs to be done to target and deliver environmental water for threatened species and improve the monitoring and reporting of outcomes. A primary goal of the A$13 billion Basin Plan is to conserve threatened species, yet Flow to Nowhere finds that this has been only partially achieved. Although some species benefit from environmental water, many others are missing out or going unreported. Environmental flows are an integral component for the conservation and management of rivers, flood plains and other wetlands in the Murray–Darling Basin. Under the Basin Plan, environmental water is managed by the Commonwealth Environmental Water Office (CEWO) and the states. We assessed CEWO environmental flows (2014–15 to 2018–19), compared our findings with expected outcomes for vegetation in the Basin-wide Environmental Watering Strategy (EWS) and interviewed water managers about the efficacy of environmental watering. Some 21% of CEWO water was delivered as flood events, to 9 of 19 river valleys, inundating 7% of wetland area in those valleys annually and 0.8% of major Basin wetlands. A consistent pattern was the watering of many small wetlands on the South Australian Murray with small volumes (median area 43 ha, volume 125 ML). Just 12% of the area of river red gum subject to EWS expected outcomes was flooded, and half these events were likely suboptimal to achieve ecological benefits. Wetlands have not received the water they need and vegetation outcomes cannot be met by completion of the Plan in 2024. Rules that constrain flooding of private land must be relaxed if the Plan is to achieve its statutory requirement of wetland conservation. We examined the distribution, magnitude and extent of environmental flows, released for the maintenance of extent and conditions of the wetlands in the Murray–Darling Basin. Damming rivers addresses a range of society's needs, but at the cost of fragmentation and other negative effects on freshwater ecosystems. This article examines hydropower development and fish conservation in the Upper Yangtze River Basin to explore strategies for managing dams more sustainably at the basin scale. We highlight the need to limit the effects of hydropower dams on freshwater biodiversity, and that protecting fish in reserves could be one of the most effective approaches to limiting the ecological effects of dams on fish. However, in the Yangtze River basin there are dams on the rivers in all but 1 of the 14 fish reserves mapped in this study, thus compromising the effectiveness of the reserves. In addition, the removal of some dams may not be as effective as suggested. Thus, we propose that limiting dam construction in protected tributaries is a ready-to-adopt conservation strategy. However, the adoption of this policy by the Chinese government will be determined by which of two competing policy changes (i.e. gradual or sudden) in the policy subsystem of dam construction will prevail. China has planned 23 dams on the main stream of the Lancang (upper Mekong) River. The Chinese Government's Thirteenth Five-Year Plan on Hydroelectricity Development (TFP) has goals to mitigate adverse effects on freshwater biodiversity. These measures are of international importance because China is the largest developer of hydropower projects. Herein we analyse the effects of the existing and planned dams on the fish fauna in the Lancang River. Drawing on development documents, the different types of mitigation measures on the proposed cascade of dams are assessed against the goals of the TFP. We find that: (1) migratory species (25% of total) are severely affected and there are few effective mitigation measures to conserve them; (2) a further 20% of species may be affected by lack of thermal pollution control or mitigation of peaking flow releases in the main stream; (3) fortunately, most species (81.14%) can be protected in tributary nature reserves in the lower Lancang, but many (54.4%) are inadequately protected in the upper Lancang; and (4) none of the 20 dams for which there is information meet all the five TFP conservation goals. There are lessons for mitigating the effects on biodiversity of Chinese-financed hydropower dams inside and outside China. Knowledge of the biodiversity impacts of hydropower design on the Lancang River is essential to inform different stakeholders along the Mekong River. In this paper we conducted interdisciplinary research that systemically assessed the effects by integrating the knowledge of engineering, biology, policies and environmental management. Significantly, an overview of the biodiversity effects of hydropower design on the Lancang River is provided, and differences in the effectiveness of proposed conservation measures between the lower and upper Lancang Basins are identified. River flows in the Murray–Darling Basin, as in many regions in the world, are vulnerable to climate change, anticipated to exacerbate current, substantial losses of freshwater biodiversity. Additional declines in water quantity and quality will have an adverse impact on existing freshwater ecosystems. We critique current river-management programs, including the proposed 2011 Basin Plan for Australia’s Murray–Darling Basin, focusing primarily on implementing environmental flows. River management programs generally ignore other important conservation and adaptation measures, such as strategically located freshwater-protected areas. Whereas most river-basin restoration techniques help build resilience of freshwater ecosystems to climate change impacts, different measures to enhance resilience and reoperate water infrastructure are also required, depending on the degree of disturbance of particular rivers on a spectrum from free-flowing to highly regulated. A crucial step is the conservation of free-flowing river ecosystems where maintenance of ecological processes enhances their capacity to resist climate change impacts, and where adaptation may be maximised. Systematic alteration of the operation of existing water infrastructure may also counter major climate impacts on regulated rivers. [ABSTRACT FROM AUTHOR]

Dams affect rivers and other freshwater ecosystems around the world. The structural performance and service delivery of many dams has seldom been assessed; many are unsafe and no longer deliver designed benefits. Changes in hydrology from climate change will require assessment of safety and operations of infrastructure. This creates an opportunity during relicensing for modification or removal of dams to render them safe, maximise their services and minimise social and environmental impacts. We examined case studies of reassessment of dams from Australia (New South Wales), China, France and the United States that illustrated the following: the management challenge of aging and unsafe dams; unrealised opportunities to improve environmental, social and economic benefits; and the benefits of inventory and relicensing systems. Key elements of an ideal regulatory system to optimise water infrastructure performance are identified, comprising periodic (time-limited) relicensing of all infrastructure overseen by an independent regulatory agency that would take decisions in the public interest through a transparent process, involving public participation. Each dam would have an identified owner who must apply best-available technologies to maximise safety, socioeconomic and environmental performance. Dam renovation could minimise current non-climate impacts, improve migration of aquatic wildlife and even attenuate some climate impacts on freshwater biota. [ABSTRACT FROM AUTHOR]
