With the rapidly increasing number of patent applications in China, each applicant tends to accumulate the quantity of patent, but not the improvement of patent quality. Therefore, the State Intellectual Property Office (SIPO) has recently issued a package of notification, which aims to reverse the status quo. However, existing methods of regional patent evaluation still emphasize on quantity rather than quality indices, which leads to biased evaluation results. In this paper, we establish a comprehensive index system for regional patent evaluation. The indicators of the system consist of four dimensions, including quantity, quality, structure, and coordination. This aims to provide a path of high-quality development for regional patent work. Based on the patent data of each city in Sichuan Province in 2020, this paper validated the effectiveness of the comprehensive evaluation system and put forward countermeasures and suggestions. Shale gas wells in the Changning block of Weiyuan, Sichuan, China, experience water production problems throughout their life cycles. In actual field production, plunger lift is typically used to discharge liquid from a shale gas well. However, it is difficult to test the formation inflow performance relationship curve (IPR) of a plunger lift well. Hence, data on the formulation and optimization of plunger lift well systems are lacking. Based on actual measured data related to casing pressure changes at the wellhead and the gas-liquid distribution characteristics in a wellbore during the shut-in phase, this paper establishes a method for calculating the formation IPR curve of a shale gas plunger lift well by calculating changes in wellbore gas volume continuously. This method has a fast calculation speed. The gas-water interface distribution can be obtained in 3–5 iterations, and the inflow dynamic curve can be calculated in less than 5 seconds. This method tested the IPR curves of gas wells in the Changning block. The IPR curves of plunger lift wells showed concave characteristics contrary to the conventional upward convex curves. This is because the bottom hole flowing pressure changes caused variations in the water saturation of the near-wellbore zone. Consequently, the productivity equation of the plunger lift well is established by introducing the variation coefficient of water saturation expressed by bottom hole flow pressure. In the context of the mid-late development of China's urbanization, promoting sustainable urban development and giving full play to urban potential have become a social focus, which is of enormous practical significance for the study of urban spatial pattern. Based on such Internet data as a map's Point of Interest (POI), this paper studies the spatial distribution pattern and clustering characteristics of POIs of four categories of service facilities in Chengdu of Sichuan Province, including catering, shopping, transportation, scientific, educational, and cultural services, by means of spatial data mining technologies such as dimensional autocorrelation analysis and DBSCAN clustering. Global spatial autocorrelation is used to study the correlation between an index of a certain element and itself (univariate) or another index of an adjacent element (bivariate); partial spatial autocorrelation is used to identify characteristics of spatial clustering or spatial anomaly distribution of geographical elements. DBSCAN (Density-Based Spatial Clustering of Applications with Noise) is able to detect clusters of any shape without prior knowledge. The final step is to carry out quantitative analysis and reveal the distribution characteristics and coupling effects of spatial patterns. According to the results, (1) the spatial distribution of POIs of all service facilities is significantly polarized, as they are concentrated in the old city, and the trend of suburbanization is indistinctive, showing three characteristics, namely, central driving, traffic accessibility, and dependence on population activity; (2) the spatial distribution of POIs of the four categories of service facilities is featured by the pattern of "one center, multiple clusters," where "one center" mainly covers the area within the first ring road and partial region between the first ring road and the third ring road, while "multiple clusters" are mainly distributed in the well-developed areas in the second circle of Chengdu, such as Wenjiang District and Shuangliu District; and (3) there is a significant correlation between any two categories of POIs. Highly mixed multifunctional areas are mainly distributed in the urban center, while service industry is less aggregated in urban fringe areas, and most of them are single-functional or dual-functional regions. The growing imbalance in regional innovation development has become an urgent issue in China's strategy to build an innovative country. To enrich the regional innovation capacity evaluation system, scientifically assess regional innovation capacity, and explore available pathways to improve regional innovation capacity, this paper introduces a multiattribute decision-making method for evaluating regional innovation capacity. First, a random forest model and the DEMATEL-based analytic network process (DANP) method are applied to calculate the weights of the evaluation attributes. Second, the multiobjective optimization by the ratio analysis method based on the maximum and minimum (MOORA-min-max method) is used to calculate the evaluation attribute gap ratios and regional innovation capacity of each region. Finally, the limitations of regional innovation development are identified based on the evaluation attribute gap ratios and the critical influence strength roadmap (CISR) to explore the regional innovation capacity improvement pathways. The results show that "output capacity of R&D personnel in universities and research institutes" is the most fundamental evaluation attribute in the regional innovation capacity evaluation, while "output efficiency of R&D funds in universities and research institutes" is the most influential evaluation attribute. Research in Sichuan and Inner Mongolia reveals that regions need to identify critical constraints in four aspects: knowledge creation, knowledge acquisition, enterprise innovation, and innovation environment, to improve regional innovation capacity. Effectively predicting the spatial distribution of oil and gas contributes to delineating promising target areas for further exploration. Determining the location of hydrocarbon is a complex and uncertain decision problem. This paper proposes a method for predicting the spatial distribution of oil and gas resource based on Bayesian network. In this method, qualitative dependency relationship between the hydrocarbon occurrence and key geologic factors is obtained using Bayesian network structure learning by integrating the available geoscience information and the current exploration results and then using Bayesian network topology structure to predict the probability of hydrocarbon occurrence in the undiscovered area; finally, the probability map of hydrocarbon-bearing is formed by interpolation method. The proposed method and workflow are further illustrated using an example from the Carboniferous Huanglong Formation (C2hl) in the eastern part of the Sichuan Basin in China. The prediction results show that the coincidence rate between the results of 248 known exploration wells and the predicted results reaches 89.5%, and it has been found that the gas fields are basically located in the high value area of the hydrocarbon-bearing probability map. The application results show that the Bayesian network method can effectively predict the spatial distribution of oil and gas resources, thereby reducing exploration risks, optimizing exploration targets, and improving exploration benefits. In view of the harsh environment in the dry-hot valley of Sichuan-Tibet railway and the important role of the green protection of the subgrade slope in railway construction and ecological restoration, this paper evaluates the effect of the green protection of the subgrade slope in dry-hot valleys of the Sichuan-Tibet railway. First, an evaluation index system for the green protection effect of railway subgrade slopes is established in terms of the soil matrix quality, vegetation community quality, and protection performance of the slopes. Second, game theory is adopted to combine the improved-group-analytic-hierarchy-process method and the vector-angle-cosine method and thus determine the weight of each evaluation index. Moreover, the membership-cloud-gravity-center method is used to evaluate the green protection level of the railway subgrade slope, and an evaluation cloud map is drawn with the help of MATLAB software to further analyze the evaluation. Finally, a section subgrade slope of the DHV area of the Sichuan-Tibet railway is selected as the evaluation object, and the green protection effect is evaluated to verify the applicability and effectiveness of the model. With the rapid development of China's economy, the construction of infrastructure has continuously improved. In the past few years, the construction of water conservancy projects has been constantly developing, and related geological disasters have become increasingly prominent. The stability of water conservancy slopes is related to whether water conservancy projects can be safely constructed and built to function safely and effectively, which has become a topic of increasing concern for geologists and related researchers. This paper selects the Jinping 1 Hydropower Station in Sichuan, China, for analysis. Four categories of evaluation factors (geological, engineering, environmental, and monitoring) and 24 subfactors (17 quantitative indicators and 7 qualitative indicators) are selected to ascertain the risk of the slope more accurately. By investigating the deficiencies of the traditional cloud model, the related concepts and computational models of a finite-area cloud model are proposed. By obtaining the characteristic parameters, the degrees of membership of the measurement samples belonging to different risk levels are further obtained. The weights of the indicators determined by the cloud processor and the weighted distance discriminant method are used to determine the final weights and achieve a final classification of the slope stability level. The research results demonstrate that the weighted distance discriminant algorithm combined with the improved finite-interval cloud model can consider the comprehensive information of each evaluation index and the degrees of mutual influence between the indicators, making the evaluation results more objective. Moreover, the proposed approach can quickly and accurately classify slope stability and deliver a prediction of the safety, thereby providing new ideas for evaluating the stability of slopes. The stability of the slope along the middle section of Tibet controls the safety and smoothness of the Sichuan-Tibet highway, which is affected by multiple and uncertain factors such as rainfall. The slope dynamic stability is evaluated to the benefit of that salvager can prepare in advance and preserve timely and accurately. Therefore, engineering treatment scheme in different batches, stages, and grades can be proposed prospectively. Random Forest algorithm was used to rank 10 primary factors: precipitation, earthquake, human factors, groundwater, slope height, slope gradient, dense degree, weathering depth, vegetation, and slope shape. Considering precipitation and earthquake as dynamic factors, a wavelet and NARX dynamic neural network were used to predict the trend and quantity of precipitation and earthquake, followed by developing a dynamic stability evaluation model by combining a fuzzy neural network model with other indexes. Results show that (1) the superposition error in rainfall and earthquake prediction is 0.21%, proving that the ranking of influencing factors is reasonable, and (2) the back-judgment and test accuracy of the dynamic evaluation model are 93.98% and 91.67%, respectively, indicating that the model is accurate and applicable. The model can evaluate the dynamic stability of slopes and provide more reasonable engineering protection countermeasures so that Highway Public Works Department can deal with emergencies and disasters timely and precisely. Under the background of China getting old before getting rich, the elderly service, as a public project, should be coordinated with the degree of aging and economic level to avoid the improper allocation of public resources. This article aims to investigate whether an insufficient or overthreshold phenomenon exists in China. Firstly, based on the "active aging theory," the elderly service index is constructed, and then matching and coordination models are proposed to obtain coordination degrees among aging, the elderly service, and the economy. In terms of coordination, elderly service-aging is at a low level and elderly service-economic level shows an agglomeration of high in the east and low in the west, while the elderly service-aging-economic level is quite different among provinces. In provinces with high coordination (e.g., Beijing and Guangdong), the elderly services are appropriate. In comparison, in provinces with low coordination, the elderly services may either lag behind the aging degree (e.g., Sichuan) or exceed the local economic level (e.g., Shannxi). Therefore, the development of aging services should focus on coordination rather than quantification and scale.
