This study aims at improving the empirical correlation for estimating the yield strength from small punch tests. The currently used procedure in the European standard EN 10371 to determine the elastic–plastic transition force—based on bi-linear fitting—involves a dependency not only on the onset of plastic flow but also on the work hardening of the material. Consequently, the yield strength correlation factor is not universal but depends on the material properties and on the geometry of the small punch set-up, leading to a significant uncertainty in the yield strength estimation. In this study, an alternative definition of the elastic–plastic transition force is proposed, which depends significantly less on the work hardening of the material and on the small punch geometry. The approach is based on extensive elastic–plastic finite element simulations with generic material properties, including a systematic variation of the yield strength, ultimate tensile strength, and uniform elongation. The new definition of the transition force is based on the deviation of the force-deflection curve from the analytical elastic slope derived by Reissner’s plate theory. A significant reduction of the uncertainty of the yield strength estimation is demonstrated.

The use of mini-CT specimens for the fracture characterization of structural steels is currently a topic of great interest from both scientific and technical points of view, mainly driven by the needs and requirements of the nuclear industry. In fact, the long-term operation of nuclear plants requires accurate characterization of the reactor pressure vessel materials and evaluation of the embrittlement caused by neutron irradiation without applying excessive conservatism. However, the amount of material placed inside the surveillance capsules used to characterize the resulting degradation is generally small. Consequently, in order to increase the reliability of fracture toughness measurements and reduce the volume of material needed for the tests, it is necessary to develop innovative characterization techniques, among which the use of mini-CT specimens stands out. In this context, this paper provides a review of the use of mini-CT specimens for the fracture characterization of ferritic steels, with particular emphasis on those used by the nuclear industry. The main results obtained so far, revealing the potential of this technique, together with the main scientific and technical issues will be thoroughly discussed. Recommendations for several key topics for future research are also provided.

In this work, new oxide dispersion strengthened (ODS) ferritic steels have been produced by powder metallurgy using an alternative processing route and characterized afterwards by comparing them with a base ODS steel with Y2O3 and Ti additions. Different alloying elements like boron (B), which is known as an inhibitor of grain growth obtained by pinning grain boundaries, and complex oxide compounds (Y-Ti-Zr-O) have been introduced to the 14Cr prealloyed powder by using mechanical alloying (MA) and were further consolidated by spark employing plasma sintering (SPS). Techniques such as x-ray diffraction (XRD), electron backscatter diffraction (EBSD), and transmission electron microscopy (TEM) were used to study the obtained microstructures. Micro-tensile tests and microhardness measurements were carried out at room temperature to analyze the mechanical properties of the differently developed microstructures, which was considered to result in a better strength in the ODS steels containing the complex oxide Y-Ti-Zr-O. In addition, small punch (SP) tests were performed to evaluate the response of the material under high temperatures conditions, under which promising mechanical properties were attained by the materials containing Y-Ti-Zr-O (14Al-X-ODS and 14Al-X-ODS-B) in comparison with the other commercial steel, GETMAT. The differences in mechanical strength can be attributed to the precipitate’s density, nature, size, and to the density of dislocations in each ODS steel.
